Finance Minister Bill English holds a large axe that represents the 'budget' and says 'I wanted to retrieve all my spending tools, but, sadly, with allotted time short, I could only grab this!..' He is standing outside the barrier that surrounds the Christchurch CBD. Context - The Christchurch central business district has been largely out of bounds to anyone but those dealing with the after-effects of the earthquake of February 22 but business owners have been allowed restricted access to retrieve gear and belongings. The 2011 budget looks as though it will be focused on paring everything down because of the sad state of New Zealand's economy at present (made worse by the need to rebuild Christchurch), hence the axe. Following the September 2010 earthquake and the closure of a number of campus libraries, library staff at the University of Canterbury was forced to rethink how they connected with their users. The established virtual reference service now meant library staff could be contacted regardless of their physical location. After the February earthquake, with University library closures ranging from 3 weeks to indefinite, this service came into its own as a vital communication tool. It facilitated contact between the library and both students and academics, as well as proving invaluable as a means for library staff to locate and communicate with each other. Transcripts from our post-earthquake interactions with users were analyzed using NVivo and will be presented in poster format showing the increase in usage of the service following the earthquakes, who used the service most, and the numbers and types of questions received. Our virtual reference tool was well used in the difficult post-earthquake periods and we can see this usage continuing as university life returns to normal.
A video of an interview with Andy Dodd, archaeologist at Underground Overground Archaeology, and Rewi Couch, representative for Te Hapu o Ngai Te Wheke, about the excavation of the site of the former Lyttelton Post Office on Norwich Quay. A Maori adze was found by the archaeologists deep beneath the concrete foundations of the building. The adze is a woodworking tool which indicates that early Maori settlers may have carved and launched waka on the site.

Context - Three months after a quake that scored a direct hit under Christchurch, many residents are struggling with mountains of paperwork required to get their homes repaired and rebuilt. Reference numbers, codes and Pin numbers permeate our daily living now as we deal with the aftermath of two major earthquakes in six months. People feel they are lucky that they have the EQC pot to draw on, but there are a lot of complexities, anomalies and frustrations. An as-built reinforced concrete (RC) frame building designed and constructed according to pre-1970s code design construction practice has been recently tested on the shake table at the University of Canterbury. The specimen, 1/2.5 scaled version of the original prototype, consists of two 3-storey 2-bay asymmetric frames in parallel, one interior and one exterior, jointed together by transverse beams and floor slabs. Following the benchmark test, a retrofit intervention has been proposed to rehabilitate the tested specimen. In this paper, detailed information on the assessment and design of the seismic retrofit procedure using GFRP (glass fibre reinforced polymer) materials is given for the whole frame. Hierarchy of strength and sequence of events (damage mechanisms) in the panel zone region are evaluated using a moment-axial load (M-N) interaction performance domain, according to a performance-based retrofit philosophy. Specific limit states or design objectives are targeted with attention given to both strength and deformation limits. In addition, an innovative retrofit solution using FRP anchor dowels for the corner beam-column joints with slabs is proposed. Finally, in order to provide a practical tool for engineering practice, the retrofit procedure is provided in a step-by step flowchart fashion.
The aftermath of three earthquakes has forced Christchurch to re-plan and rebuild. New perspectives of a sustainable city have arisen granting Christchurch the chance of becoming an example to the world. This work is centred on bioclimatic landscape design as a base for greening strategies. It deals with strategic landscape design adapted to a specific climate, from a user’s perspective. The investigation will be applied to Christchurch’s urban centres, assessing cultural adaptability to the local climate and implications for landscape design. Climatic data shows that humidity is not a local problem. However, the wind is the determinant. In Christchurch the solar radiation and the prevailing winds are the most important microclimatic variables, the latter intensifying the loss of surface heat, decreasing the radiant temperature and affecting thermal sensation. The research objective is to explore design parameters at the street-scale and identify ways to maximise thermal comfort in outdoor spaces through design-based strategies. The investigation will apply methods of participant observation, depth interviews, climatic data collection and design experimentation based on thermal comfort models and computer simulation tools. Case study sites chosen for investigation are places with current levels of activity that may be anticipated in the rebuild of the central city. The research will have two main outcomes: improved understanding of local urban culture adaptation to microclimate, and a demonstration of how design can enhance adaption. These outcomes will inform designers and city managers about good design practices and strategies that can be used to ensure a long term liveable city.
An often overlooked aspect of urban housing development is the composition of the space between buildings; the streetscape. The pressures of suppressing suburban sprawl have seen housing developments respond by increasing residential density within more centralised city sites. Medium-density housing typologies are often used as urban infill in response to the challenge of accommodating an increasing population. A by-product of these renewed areas is the creation of new open space which serves as the fundamental public space for sociability to develop in communities. Street space should emphasise this public expression by encouraging social exchange and interaction. As a result, a neighbourhood owes its liveliness (or lack thereof) to its streets. The issue of density when applied to the urban housing landscape encompasses two major components: the occupancy of both the private realms, constituting the residential built form, and the public spaces that adjoins them, the streets. STREETSCAPE: dialogues of street + house. Continual transition between the realms of public and private (building and street space) enact active edges, giving way to public stimulation; the opportunity for experiencing other people. The advent of seeing and hearing other people in connection with daily comings and goings encourages social events to evolve, enhancing the notion of neighbourly conduct. Within New Zealand, and specifically in Christchurch as considered here, the compositions of current streetscapes lack the demeanor to really encourage and facilitate the idea of neighbourly interaction and public expression. Here lies the potential for new street design to significantly heighten the interplay of human activity. In response, this research project operates under the notion that the street spaces of urban residential areas are largely underutilised. This lack is particularly evident in the street. Street design should strive to produce spaces which stimulate the public life of residents. There exists a need to reassert eminence of the street as a space for vibrant neighbourhood life. This thesis employs design as a tool for researching and will involve using numerous concept generators to trigger the production of multiple scenarios. These scenarios are to explore the ways in which the streetscapes within medium-density urban communities could respond in the event of (re) development.
The extent of liquefaction in the eastern suburbs of Christchurch (Aranui, Bexley, Avonside, Avonhead and Dallington) from the February 22 2011 Earthquake resulted in extensive damage to in-ground waste water pipe systems. This caused a huge demand for portable toilets (or port-a-loos) and companies were importing them from outside Canterbury and in some instances from Australia. However, because they were deemed “assets of importance” under legislation, their allocation had to be coordinated by Civil Defence and Emergency Management (CDEM). Consequently, companies supplying them had to ignore requests from residents, businesses and rest homes; and commitments to large events outside of the city such as the Hamilton 400 V8 Supercars and the Pasifika Festival in Auckland were impacted. Frustrations started to show as neighbourhoods questioned the equity of the port-a-loos distribution. The Prime Minister was reported as reassuring citizens in the eastern suburbs in the first week of March that1 “a report about the distribution of port-a-loos and chemical toilets shows allocation has been fair. Key said he has asked Civil Defence about the distribution process and where the toilets been sent. He said there aren’t enough for the scale of the event but that is quickly being rectified and the need for toilets is being reassessed all the time.” Nonetheless, there still remained a deep sense of frustration and exclusion over the equity of the port-a-loos distribution. This study took the simple approach of mapping where those port-a-loos were on 11-12 March for several areas in the eastern suburbs and this suggested that their distribution was not equitable and was not well done. It reviews the predictive tools available for estimating damage to waste water pipes and asks the question could this situation have been better planned so that pot-a-loo locations could have been better prioritised? And finally it reviews the integral roles of communication and monitoring as part of disaster management strategy. The impression from this study is that other New Zealand urban centres could or would also be at risk and that work is need to developed more rational management approaches for disaster planning.
