The decision on what to do with Christchurch's earthquake damaged redzone is one step closer, with the end of the public consultation period on the plan for the area. Over the past month Christchurch people have been asked to comment on a draft land use plan for the 602 hectares of land. Now those pitching ideas want the authorities to get on with the next step, so they can have some certainty about whether their projects can go ahead.

The Ministry of Education planned to merge the schools after the 22 February 2011 earthquake. However, Justice John Fogarty declared that the Ministry's consultation process failed to meet the requirements of the Education Act in two respects and that the merger was unlawful. Simpson talks about the joy he felt on hearing the news, his disappointment that it came down to a High Court decision, and his plans for the school's future.
The quality of public space is vital to livable cities. Yet livable cities also require empowered communities. This thesis asks: how is the landscape architect’s design expertise expressed as part of the public participation process, what are the key features of design expertise that lead to an effective design-based participation process and how does quality in the participation process relate to the quality of design outcomes? A theoretical framework is developed from which to clarify the relationship between decision-making processes in design and public participation. Insights from design theory are combined with the findings of key informant interviews with New Zealand and Northern Europe design experts, and with landscape architects, community and Council staff working in post-earthquake Ōtautahi/Christchurch, Aotearoa/New Zealand. Results of a case study of Albion Square in Ōhinehou/Lyttelton reveal that the designer’s interactions with the public play a critical role in shaping elegant design outcomes in public space design. Four key insights reveal that participatory design processes in New Zealand need to be reconsidered in order to enable landscape architects to work more closely with communities in mutual learning, rather than the currently limiting technical problem solving process. Institutional, professional and theoretical implications are drawn from the findings.

Previous research has found that the capacity to self-regulate is associated with a number of positive life outcomes and deficits in self-regulation have been linked with poorer life outcomes. Therefore, parent and child self-regulation is an important focus of the Positive Parenting Program for Teenagers (Teen Triple P). The aim of this study was to investigate if Group Teen Triple P was effective in promoting parental self-regulation and adolescent behaviour change in families affected by the earthquakes in Canterbury NZ between 2010 and 2012. METHOD: Five families with teenagers aged 12-16 years were recruited from among families participating in a Group Teen Triple P program specifically implemented by the education authorities for parents self-reporting long-term negative effects of the earthquakes on their family. A single-case multiple-baseline across participants design was used to examine change in target teenager behaviour. Measures of self-regulation skill acquisition were taken using a coding scheme devised for the study from transcripts of three telephone consultations and from three family discussions at pre-intervention, mid-intervention, and post-intervention. Parents and their child also completed questionnaires addressing adolescent functioning, the parent-adolescent relationship and parenting at pre- and post-intervention. RESULTS: The multiple-baseline data showed that parents were successful at changing targeted behaviour for their child. Analysis of the telephone consultations and family discussions showed that parents increased their self-regulation skills over the therapy period and there was positive change in adolescent behavior reported on the Strengths and Difficulties Questionnaire. Additionally, the results suggested that higher rates and levels of self-regulation in the parents were associated with greater improvements in adolescent behaviour. CONCLUSION: This study demonstrated that the Group Teen Triple P -Program was effective in promoting self-regulation in parents and behaviour change in adolescents, specifically in a post-disaster context.

A worried Hekia Parata, Minister of Education, tells John Key, the Prime Minister, that schools in Canterbury are resisting being merged. John Key replies that the government will go through a 'consultation process' and then 'do what we like'. However the schools are claiming marae status and thus protection under the Treaty of Waitangi. The 'Hui report' which the Prime Minister is holding confirms this fear. The Ministry of Education, given the excuse of the Canterbury earthquakes, announced that many schools there will be merged or closed. Threatened schools, particularly the two Maori language schools, lodged complaints with the Waitangi Tribunal. 'Hui reports' refers to the claims and resulting hui over the water rights of the proposed partial privatisation of state assets. State of Sector 2011, alongside the ongoing series of TIA Insights and other consultations that TIA is undertaking in its research work programme, is aimed at informing participants at the Tourism Summit taking place in Wellington on 13 July 2011. This information is a key driver in assisting with the development of the 2011 Tourism Industry Election Manifesto. State of the Sector 2011 also ultimately provides a current view of the tourism sector for those within the industry and for external stakeholders who have an interest in tourism in New Zealand.
The earthquake swarm that has struck Canterbury, New Zealand from September 2010 has led to widespread destruction and loss of life in the city of Christchurch. In response to this the New Zealand government convened a Royal Commission under the Commissions of Inquiry Act 1908. The terms of reference for this enquiry were wide ranging, and included inquiry into legal and best-practice requirements for earthquake-prone buildings and associated risk management strategies. The Commission produced a final report on earthquake-prone buildings and recommendations which was made public on the 7th December 2012. Also on the 7th of December 2012 the Ministry of Business, Innovation and Employment (MBIE) released a Consultation Document that includes many of the recommendations put forward by the Royal Commission. This paper examines the evidence presented to the Royal Commission and reviews their recommendations and those of MBIE in relation to the management of earthquake-prone buildings. An analysis of the likely impacts of the recommendations and proposals on both the property market and society in general is also undertaken.
Artist and landscape architect Bridget Allen wouldn't have known how appropriate the name of her gardening business was to be when she set it up, out of Ilam art school and working at the Christchurch Botanic Gardens. The name Regenerative Gardening Maintenance was prophetic given her city and its landscape was about to start regenerating. The 2010-2011 Canterbury earthquakes saw not only buildings turned to rubble, large tracts of land, including an area around Ōtākaro Avon River the size of two New York Central Parks, started to turn from suburbia back to nature. The red zone has been turning green ever since. In the wake of tragedy artists and gardeners came together to innovate and create new public spaces, with an eye on sustainability and community connection. Allen cofounded New Brighton sewing charity Stitch-o-Mat and retrained as a landscape architect. Since 2023 she has been the director of The Green Lab, which began after the quakes as Greening the Rubble, creating urban green spaces and events for connection, while also working with residents to make their own backyards more sustainable. Ever busy with working and planting bees, workshops to build habitats for plants and nature, and consultations to help people make their backyards more sustainable, on August 16 Bridget is running with The Green Lab Birds of Brighton printmaking workshops. The self-regulation approach to educating parents focusses on promoting parenting confidence, independence, and the ability to solve future problems. As parents learn the skills to modify their own behaviour, in turn, they aim to foster self-regulation in their children/adolescents. A need had been identified by Christchurch school principals for the Ministry of Education to respond to the post-earthquake stress in local families. The aim of this study was to investigate if a parenting programme was effective in promoting parental self-management skills and adolescent behaviour change in Christchurch families affected by earthquakes between 2010 and 2012. A single case research design was used to follow five families with adolescents (12-16 years old) as they participated in a Group Teen Triple P – Positive Parenting Programme. Measures of self-management skill acquisition were taken during three family discussions (pre-intervention, mid-intervention, and post-intervention) and during the three telephone consultations (Sessions 5-7). Adolescent target behaviour tallies were also analysed for change. The main findings showed that parental self-management skill acquisition increased over-time accompanied by positive change in adolescent behaviour. Additionally, the results suggested that higher rates and levels of self-management skill acquisition in the parents were associated with greater improvements in adolescent behaviour. This study demonstrated that Group Teen Triple P – Positive Parenting Programme was effective in promoting self-management competencies in parents and behaviour change in adolescents.
Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.

For the people of Christchurch and its wider environs of Canterbury in New Zealand, the 4th of September 2010 earthquake and the subsequent aftershocks were daunting. To then experience a more deadly earthquake five months later on the 22nd of February 2011 was, for the majority, overwhelming. A total of 185 people were killed and the earthquake and continuing aftershocks caused widespread damage to properties, especially in the central city and eastern suburbs. A growing body of literature consistently documents the negative impact of experiencing natural disasters on existing psychological disorders. As well, several studies have identified positive coping strategies which can be used in response to adversities, including reliance on spiritual and cultural beliefs as well as developing resilience and social support. The lifetime prevalence of severe mental health disorders such as posttraumatic stress disorder (PTSD) occurring as a result of experiencing natural disasters in the general population is low. However, members of refugee communities who were among those affected by these earthquakes, as well as having a past history of experiencing traumatic events, were likely to have an increased vulnerability. The current study was undertaken to investigate the relevance to Canterbury refugee communities of the recent Canterbury Earthquake Recovery Authority (CERA) draft recovery strategy for Christchurch post-earthquakes. This was accomplished by interviewing key informants who worked closely with refugee communities. These participants were drawn from different agencies in Christchurch including Refugee Resettlement Services, the Canterbury Refugee Council, CERA, and health promotion and primary healthcare organisations, in order to obtain the views of people who have comprehensive knowledge of refugee communities as well as expertise in local mainstream services. The findings from the semi-structured interviews were analysed using qualitative thematic analysis to identify common themes raised by the participants. The key informants described CERA’s draft recovery strategy as a significant document which highlighted the key aspects of recovery post disaster. Many key informants identified concerns regarding the practicality of the draft recovery strategy. For the refugee communities, some of those concerns included the short consultation period for the implementation phase of the draft recovery strategy, and issues surrounding communication and collaboration between refugee agencies involved in the recovery. This study draws attention to the importance of communication and collaboration during recovery, especially in the social reconstruction phase following a disaster, for all citizens but most especially for refugee communities.
Many contemporary urban communities are challenged by increased flood risks and rising temperatures, declining water quality and biodiversity, and reduced mental, physical, cultural and social wellbeing. The development of urban blue-green infrastructure (BGI), defined as networks of natural and semi-natural blue-green spaces which enable healthy ecosystem processes, has been identified as one approach to mitigate these challenges and enable more liveable cities. Multiple benefits associated with urban BGI have been identified, including reduced flood risk and temperatures, improved water quality and biodiversity, enhanced mental and physical wellbeing, strengthened social cohesion and sense of place, and the facilitation of cultural connections and practices. However, socio-cultural benefits have tended to be neglected in BGI research and design, resulting in a lack of awareness of how they may be maximised in BGI design. As such, this research sought to understand how BGI can best be designed to enable liveable cities. Four questions were considered: (i) what benefits are associated with urban BGI, (ii) how does the design process influence the benefits achieved by BGI, (iii) what challenges are encountered during BGI design, and (iv) how might the incorporation of communities and Indigenous knowledge into BGI research and design enhance current understandings and applications of urban BGI? To address these questions, a mixed methods case study approach was employed in Ōtautahi Christchurch and Kaiapoi. The four selected case studies were Te Oranga Waikura, Wigram Basin, Te Kuru and the Kaiapoi Honda Forest. The cases are all council owned urban wetlands which were primarily designed or retrofitted to reduce urban flood risks following the Canterbury Earthquake Sequence. To investigate BGI design processes in each case, as well as how communities interact with, value and benefit from these spaces. BGI projects were found to be designed by interdisciplinary design teams driven by stormwater engineers, landscape architects and ecologists which prioritised bio-physical outcomes. Further, community and Indigenous engagement approaches closely resembled consultation, with the exception of Te Kuru which employed a co-design approach between councils and Indigenous and community groups. This co-design approach was found to enhance current understandings and applications of urban BGI, while uncovering multiple socio-cultural values to be incorporated into design, such as access to cultural healing resources, increased community connections to water, and facilitating cultural monitoring methodologies and citizen science initiatives. Communities frequently identified the opportunity to connect with natural environments and enhanced mental and physical wellbeing as key benefits of BGI. Conversely, strengthened social cohesion, sense of place and cultural connections were infrequently identified as benefits, if at all. This finding indicates a disconnect between the bio-physical benefits which drive BGI design and the outcomes which communities value. As such, there is a need for future BGI design to more fully consider and design for socio- cultural outcomes to better enable liveable cities. To better design BGI to enhance urban liveability, this research makes three key contributions. First, there is a need to advance current approaches to transdisciplinary design to better account for the full scope of perspectives and values associated with BGI. Second, there is a need to transition towards relational co-design with Indigenous and community groups and knowledge. Third, it is important to continue to monitor, reflect on and share both positive and negative BGI design experiences to continually improve outcomes. The incorporation of social and cultural researchers, knowledges and perspectives into open and collaborative transdisciplinary design teams is identified as a key method to achieve these opportunities.
