Nine to Noon continues to look at who's in the running to head up our biggest cities after local elections in October, with a focus today on the 11 candidates vying to be mayor of Christchurch. Three-term mayor Lianne Dalziel announced last July she'd be stepping down as mayor, having overseen nearly a decade's worth of the city's rebuild following the devastating earthquakes. The two major contenders for the role are Burwood city councillor Phil Mauger and former Canterbury District Health Board chief executive David Meates. Other contenders include the city's Wizard, a coffee boss, pro-gun pastor and a candidate who's stood in every election since 1971. Franklin talks about the strengthening work which was done to the Arts Centre before the earthquakes, the damage caused by the 4 September 2010 earthquake, and the importance of preserving the character of the buildings.
Gaylene Preston has been making feature films and documentaries with a distinctive NZ flavour for over 30 years. Her latest venture is an epic six part drama series called Hope and Wire, which she produced and directed. Set in Christchurch in the aftermath of the devastating earthquakes, Hope and Wire is a fictionalised mix of characters - families that fly apart, others that come together - and what happens to a city that loses it's centre in an instant.
The cartoon suggests that the Kiwi character has too much of a 'She'll be right' attitude. Refers to a 1996 documentary called 'Earthquake!' which outlined the effects of a major earthquake on Christchurch's eastern suburbs and heritage buildings. A frantic rewrite was required during the lockdown last year by novellist Janna Ruth, who'd set her novel Time to remember in Christchurch throughout 2020. The book's characters are mainly preoccupied by the 10th anniversary of the September 2010 Canterbury earthquake, but Janna knew she needed to include the pandemic once it took hold. But in fact she'd started working on the novel back in 2005, well before both traumatic events. Janna came to New Zealand from Germany to study geology, and she uses some of her memories from her university years in Time to remember. In it a group of university students bond and bicker, some of them still scarred by the earthquake a decade earlier.
This report provided information on the location and character of the Ostler Fault Zone near Twizel. The fault traces, and associated recommended fault avoidance zones, were mapped in detail for inclusion in a District Plan Change for the Twizel area. The Ostler Fault Zone was mapped in detail because of the higher likelihood of movement on that fault than others in the district, and the potential for future development across the fault zone because of its proximity to Twizel. The report recommended that the information be incorporated into the District Plan Change and that site-specific investigations be undertaken before development is allowed within the fault avoidance zones. These recommendations were taken up by Mackenzie District Council.
The sample of water referred to in the present note was collected by the writer on the 21st January, 1889, in the Otira Gorge, from a spring which is stated to have been first discovered shortly after the earthquake of the 1st September, 1888. From the results obtained this water might be termed siliceous and sulphurous. It is essentially different from the water from the Hanmer Springs, and pertains more to the character of the waters of the Rotorua district. It differs, however, from these waters in having only a portion of its carbonic anhydride replaced by silica, and in containing less dissolved matter.
To address the provocation provided by the editors I wish to reflect upon the ongoing civic and artistic responses to the earthquakes in Christchurch, New Zealand, 2010-11, in which 185 people lost their lives (largely due to poor engineering and construction practices). Whilst the example is very different in character from that of efforts to memorialize July 22, 2011, I wish to use the case to briefly respond to the issue of temporality as raised by Jacques Rancière in his critique of the ‘endless work of mourning’ produced by testimonial art. The orientation of this mourning, he argues, is always backward-looking, characterized by, ‘a reversal of the flow of time: the time turned towards an end to be accomplished – progress, emancipation or the Other – is replaced by that turned towards the catastrophe behind us.’ How might memorial practices divide their gaze between remembered pasts and possible futures? Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
This report reviews the literature on regeneration requirements of main canopy tree species in Westland. Forests managed for production purposes have to be harvested in an ecologically sustainable way; to maintain their natural character, harvesting should facilitate regeneration of target species and ensure that their recruitment is in proportion to the extent of extraction. The reasons for species establishing at any point in time are unclear; however, they are probably related to the availability of suitable microsites for establishment, the size of the canopy openings formed by disturbance, and whether or not seeds are available at or around the time of the disturbance. Age structures from throughout Westland show that extensive, similar-aged, post-earthquake cohorts of trees are a feature of the region. This suggests that infrequent, massive earthquakes are the dominant coarse-scale disturbance agent, triggering episodes of major erosion and sedimentation and leaving a strong imprint in the forest structure. In other forests, flooding and catastrophic windthrow are major forms of disturbance. The findings suggest that, in general, large disturbances are required for conifer regeneration. This has implications for any sustained yield management of these forests if conifers are to remain an important component. Any harvesting should recognise the importance for tree establishment of: forest floor microsites, such as fallen logs and tree tip-up mounds; and the variable way in which canopy gaps are formed. Harvesting should maintain the 'patchy' nature of the natural forest—large patches of dense conifers interspersed with more heterogeneous patches of mixed species.This is a client report commissioned by West Coast Conservancy and funded from the Unprogrammed Science Advice fund.
In 2010 Neil Challenger, Head of the School of Landscape Architecture at Lincoln University, stated that the malls surrounding Christchurch drove the life out of the inner city of Christchurch. His economic and sociological concerns were expressed even before the earthquake occurred, and this forms the current hesitation on the rebuilding of Christchurch’s inner city. The position of this research proposal is to establish whether an urban architectural intervention can address these economic and sociological concerns and the potentially devastating effects the suburban mall has had on urban life within Christchurch. The thesis specifically asks whether establishing a mall typology as a landmark building within the inner city can strategically engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these historic remnants. The main intention of this research is to engage the damaged historic buildings of post-earthquake Christchurch in ways that actively preserve these remnants and are also economically viable. By preserving the remnants as active, working elements of the urban fabric, they act as historic reminders or memorials of the event and associated loss, while also actively participating in the regrowth of the city. The thesis argues that contemporary architecture can play a strategic role in these imperatives. Overall this research argues that there exists a distinct requirement for large-scale retail in the inner city urban environment that recognises and responds to the damaged cultural and historic architecture of inner city Christchurch. The objective of the thesis is to propose means to rejuvenate not only the economic vitality of central Christchurch,but also its historic character.
In the late 1960s the Wellington City Council surveyed all the commercial buildings in the city and marked nearly 200 as earthquake prone. The owners were given 15 years to either strengthen or demolish their buildings. The end result was mass demolition throughout the seventies and eighties.¹ Prompted by the Christchurch earthquakes, once again the council has published a list of over 630 earthquake prone buildings that need to be strengthened or demolished by 2030.²Of these earthquake prone buildings, the majority were built between 1880 and 1930, with 125 buildings appearing on the Wellington City Council Heritage Building List.³ This list accounts for a significant proportion of character buildings in the city. There is a danger that the aesthetic integrity of our city will be further damaged due to the urgent need to strengthen these buildings. Many of the building owners are resistant because of the high cost. By adapting these buildings to house co-workspaces, we can gain more than just the retention of the building’s heritage. The seismic upgrade provides the opportunity for the office space to be redesigned to suit changes in the ways we work. Through a design-based research approach this thesis proposes a framework that clarifies the process of adapting Wellington’s earthquake prone heritage buildings to accommodate co-working. This framework deals with the key concepts of program, structure and heritage. A Transitional Imaginary: Space, Network and Memory in Christchurch is the outcome and the record of a particular event: the coming together of eight artists and writers in Ōtautahi Christchurch in November 2015, with the ambitious aim to write a book collaboratively over five days. The collaborative process followed the generative ‘book sprint’ method founded by our facilitator for the event, Adam Hyde, who has long been immersed in digital practices in Aotearoa. A book sprint prioritises the collective voice of the participants and reflects the ideas and understandings that are produced at the time in which the book was written, in a plurality of perspectives. Over one hundred books have been completed using the sprint methodology, covering subjects from software documentation to reflections on collaboration and fiction. We chose to approach writing about Ōtautahi Christchurch through this collaborative process in order to reflect the complexity of the post-quake city and the multiple paths to understanding it. The city has itself been a space of intensive collaboration in the post-disaster period. A Transitional Imaginary is a raw and immediate record, as much felt expression as argued thesis. In many ways the process of writing had the character of endurance performance art. The process worked by honouring the different backgrounds of the participants, allowing that dialogue and intensity could be generative of different forms of text, creating a knowledge that eschews a position of authority, working instead to activate whatever anecdotes, opinions, resources and experiences are brought into discussion. This method enables a dynamic of voices that merge here, separate there and interrupt elsewhere again. As in the contested process of rebuilding and reimagining Christchurch itself, the dissonance and counterpoint of writing reflects the form of conversation itself. This book incorporates conflict, agreement and the activation of new ideas through cross-fertilisation to produce a new reading of the city and its transition. The transitional has been given a specific meaning in Christchurch. It is a product of local theorising that encompasses the need for new modes of action in a city that has been substantially demolished (Bennett & Parker, 2012). Transitional projects, such as those created by Gap Filler, take advantage of the physical and social spaces created by the earthquake through activating these as propositions for new ways of being in the city. The transitional is in motion, looking towards the future. A Transitional Imaginary explores the transitional as a way of thinking and how we understand the city through art practices, including the digital and in writing.
Diverse Density proposes an alternative housing strategy to the idealistic top-down process of housing development. The term ‘Top – down’ refers to a situation in which decisions are made by a few people in authority rather than by the people who are affected by the decisions (Cambridge). Problems/Position/Question: New Zealand’s urban housing is in a period of flux. Pressures of densification have permitted the intervention of medium density housing development schemes but these are not always successful. These typically top-down processes often result in internally focused design schemes that do not adhere to their specific context. The subsequent design outcomes can cause detrimental impacts to the local, urban and architectural conditions. With vast quantities of council regulations, building restrictions and design guidelines clouding over the housing sector, commonly referred to as ‘red tape’, occupant participation in the housing development sector is dwindling. A boundless separation between top-down and traditional housing processes has occurred and our existing neighbourhoods and historic architectural character are taking on the brunt of the problem. The thought-provoking, alternative housings strategies of key research theorists Alejandro Aravena and John Habraken frame positions that challenge contemporary densification methods with an alternative strategy. This position is addressed by endeavoring to answer; How can demands for denser housing achieve dynamic design responses that adhere to changes in occupancy, function and local site conditions? Aim: The aim of this thesis is to challenge New Zealand’s current housing densification methods by proposing an alternative densification strategy. Explicit devotion will be attributed to opposing top-down building developments. Secondly, this thesis aims to test a speculative site-specific housing model. The implementation of a Christchurch housing scenario will situate an investigative study to test the strategy and its ability to stimulate greater diversity, site responsiveness, functional adaptability and occupancy permutation. The post-earthquake housing conditions of Christchurch provide an appropriate scenario to test and implement design-led investigations. Objectives: The primary objectives of this design-led research investigation it to challenge the idealistic top-down method of developing density with a new method to: - Develop contextual architectural cohesion - Encourage residential diversity - Reinvigorate architectural autonomy - Respond to, and recognise, existing site conditions - Develop a housing model that: - Adapts to occupant functionality preferences - Caters to occupancy diversity - Achieves contextual responsiveness The proposition is addressed through a speculative design-led scenario study. A well-established Christchurch urban environment is adopted to implement and critique the envisioned alternative strategy. Development of the designs responsiveness, adaptability, and functionality produce a prototype housing model that actively adheres to its particular context. Implication: The implications of this research would be an alternative densification strategy to perceive the advancement of punctual assessment of building compliance. With accelerated building processes, the research may have implications for addressing New Zealand’s housing crisis whilst simultaneously providing diverse, personable and responsive architectural solutions. A more dynamic, up-to-date and responsive housing development sector would be informed.
