Earthquakes rupture not only the objective realm of the physical landscape, but also the subjective landscape of emotions. Using the concepts of topophilia and topophobia developed by Yi-Fu Tuan as theories of love and fear of place, this paper investigates the impact of Christchurch’s earthquakes of 2010 and 2011 on relationships with the city’s landscape. Published accounts of the earthquakes in newspapers from around New Zealand are examined for evidence of how people responded to the situation, in particular their shifting relationship with familiar landscapes. The reports illustrate how residents and visitors reacted to the actual and perceived changes to their surroundings, grappling with how a familiar place had become alien and often startling. The extreme nature of the event and the death toll of 185 heightened perceptions of the landscape, and even the most taken-for-granted elements of the landscape became amplified in significance. Enhanced understanding of the landscape of emotions is a vital component of wellbeing. Through recognising that the impact of disasters and perceived threats to familiar places has a profound emotional effect, the significance of sense of place to wellbeing can be appreciated.

The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.

An emerging water crisis is on the horizon and is poised to converge with several other impending problems in the 21st century. Future uncertainties such as climate change, peak oil and peak water are shifting the international focus from a business as usual approach to an emphasis on sustainable and resilient strategies that better meet these challenges. Cities are being reimagined in new ways that take a multidisciplinary approach, decompartmentalising functions and exploring ways in which urban systems can share resources and operate more like natural organisms. This study tested the landscape design implications of wastewater wetlands in the urban environment and evaluated their contribution to environmental sustainability, urban resilience and social development. Black and grey water streams were the central focus of this study and two types of wastewater wetlands, tidal flow (staged planning) and horizontal subsurface flow wetlands were tested through design investigations in the earthquake-affected city of Christchurch, New Zealand. These investigations found that the large area requirements of wastewater wetlands can be mitigated through landscape designs that enhance a matrix of open spaces and corridors in the city. Wastewater wetlands when combined with other urban and rural services such as food production, energy generation and irrigation can aid in making communities more resilient. Landscape theory suggests that the design of wastewater wetlands must meet cultural thresholds of beauty and that the inclusion of waste and ecologies in creatively designed landscapes can deepen our emotional connection to nature and ourselves.

Global biodiversity is threatened by human actions, including in urban areas. Urbanisation has removed and fragmented indigenous habitats. As one of the 25 biodiversity ’hot spots’, New Zealand is facing the problems of habitat loss and indigenous species extinction. In New Zealand cities, as a result of the land clearance and imported urban planning precepts, many urban areas have little or no original native forest remaining. Urbanisation has also been associated with the introduction of multitudes of species from around the world. Two large earthquakes shook Christchurch in 2010 and 2011 and caused a lot of damage. Parts of the city suffered from soil liquefaction after the earthquakes. In the most damaged parts of Christchurch, particularly in the east, whole neighbourhoods were abandoned and later demolished except for larger trees. Christchurch offers an excellent opportunity to study the biodiversity responses to an urban area with less intensive management, and to learn more about the conditions in urban environments that are most conducive to indigenous plant biodiversity. This study focuses on natural woody plant regeneration of forested sites in Christchurch city, many of which were also surveyed prior to the earthquakes. By repeating the pre-earthquake surveys, I am able to describe the natural regeneration occurring in Christchurch forested areas. By combining this with the regeneration that has occurred in the Residential Red Zone, successional trajectories can be described under a range of management scenarios. Using a comprehensive tree map of the Residential Red Zone, I was also able to document minimum dispersal distances of a range of indigenous trees in Christchurch. This is important for planning reserve connectivity. Moreover, I expand and improve on a previous analysis of the habitat connectivity of Christchurch (made before the earthquakes) to incorporate the Residential Red Zone, to assess the importance for habitat connectivity of restoring the indigenous forest in this area. In combination, these data sets are used to provide patch scenarios and some management options for biodiversity restoration in the Ōtākaro-Avon Red Zone post-earthquake.

Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.

The Canterbury earthquake sequence of 2010-2011 wrought ruptures in not only the physical landscape of Canterbury and Christchurch’s material form, but also in its social, economic, and political fabrics and the lives of Christchurch inhabitants. In the years that followed, the widespread demolition of the CBD that followed the earthquakes produced a bleak landscape of grey rubble punctuated by damaged, abandoned buildings. It was into this post-earthquake landscape that Gap Filler and other ‘transitional’ organisations inserted playful, creative, experimental projects to bring life and energy back into the CBD. This thesis examines those interventions and the development of the ‘Transitional Movement’ between July 2013 and June 2015 via the methods of walking interviews and participant observation. This critical period in Christchurch’s recovery serves as an example of what happens when do-it-yourself (DIY) urbanism is done at scale across the CBD and what urban experimentation can offer city-making. Through an understanding of space as produced, informed by Lefebvre’s thinking, I explore how these creative urban interventions manifested a different temporality to orthodox planning and demonstrate how the ‘soft’ politics of these interventions contain the potential for gentrification and also a more radical politics of the city, by creating an opening space for difference.

The Canterbury region of New Zealand experienced a sequence of strong earthquakes during 2010-2011. Responses included government acquisition of many thousands of residential properties in the city of Christchurch in areas with severe earthquake effects. A large and contiguous tract of this ‘red zoned’ land lies in close proximity to the Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). The focus of this study was to provide an overview of the floodplain characteristics of the AORZ and review of international experience in ecological restoration of similar river margin and floodplain ecosystems to extract restoration principles and associated learnings. Compared to pre-earthquake ground levels, the dominant trend in the AORZ is subsidence, together with lateral movement especially in the vicinity of waterway. An important consequence of land subsidence in the lower Ōtākaro / Avon River is greater exposure to flooding and the effects of sea level rise. Scenario modelling for sea level rise indicates that much of the AORZ is exposed to inundation within a 100 year planning horizon based on a 1 m sea level rise. As with decisions on built infrastructure, investments in nature-based ‘green infrastructure’ also require a sound business case including attention to risks posed by climate change. Future-proofing of the expected benefits of ecological restoration must therefore be secured by design. Understanding and managing the hydrology and floodplain dynamics are vital to the future of the AORZ. However, these characteristics are shared by other floodplain and river restoration projects worldwide. Identifying successful approaches provides a useful a source of useful information for floodplain planning in the AORZ. This report presents results from a comparative case study of three international examples to identify relevant principles for large-scale floodplain management at coastal lowland sites.

The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.

Using greater Christchurch as a case study, this research seeks to understand the key drivers of residential choice of families with children who live in recently developed, low-density greenfield subdivisions. In particular, the research examines the role that transport-related implications play in families’ choice of residence and location. It also explores the lived experience of the quotidian travel of these households, and the intrinsic value of their time in the car. While the research is situated in one particular location, it is designed to gain an understanding of urban processes and residents’ experiences of these as applicable to broader settings. Concerns about the pernicious environmental, fiscal, and wellbeing effects of sprawling urban form have been growing over the past few decades, inciting many cities including Christchurch to start shifting planning policies to try and achieve greater intensification and a denser development pattern. The 2010/2011 Christchurch earthquake sequence and its destruction of thousands of homes however created huge pressure for housing development, the bulk of which is now occurring on greenfield sites on the peripheries of Christchurch City and its neighbouring towns. Drawing on the insights provided by a wide body of both qualitative and quantitative literature on residential choice, transport and urban form, and mobilities literature as a basis, this research is interested in the attraction of these growing neighbourhoods to families, and puts the focus firmly on the attitudes, values, motivations, decisions, and lived experience of those who live in the growing suburbs of Christchurch.

Following a damaging earthquake, the immediate emergency response is focused on individual collapsed buildings or other "hotspots" rather than the overall state of damage. This lack of attention to the global damage condition of the affected region can lead to the reporting of misinformation and generate confusion, causing difficulties when attempting to determine the level of postdisaster resources required. A pre-planned building damage survey based on the transect method is recommended as a simple tool to generate an estimate of the overall level of building damage in a city or region. A methodology for such a transect survey is suggested, and an example of a similar survey conducted in Christchurch, New Zealand, following the 22 February 2011 earthquake is presented. The transect was found to give suitably accurate estimates of building damage at a time when information was keenly sought by government authorities and the general public. VoR - Version of Record

Research in the governance of urban tourist spaces is characterized by a lack of argumentative inquiry and scant use of critical theory. This is evident, particularly, in the study of tourism and post-disaster urban recovery, with very few contributions assessing the phenomenon from a social theory perspective. This thesis examines the complex phenomenon of planning and governance for urban tourism spaces in contexts facing physical recovery from natural disasters. It does so by looking at the governance dynamics and the mechanism of decision- making put in place before and after triggering events like earthquakes and tsunamis. This thesis provides evidence from Christchurch, New Zealand, by focusing on the policies and strategies for the regeneration of the city centre put in place before and after the disruptive earthquakes of 2010 and 2011. The thesis looks at power relations, structures and ideologies through a Lukesian appraisal of pre-and-post disaster governance from two relevant urban tourist spaces located in the Christchurch central city area: the Arts Centre of Christchurch and the Town Hall and Performing Arts Precinct. The research strategy adopted for the study combined archival research, interviews with key stakeholders and fieldwork notes over a period of two years. The research deployed a comparative case study methodology that focuses on projects taking place within a spatially defined area of the city centre where special legislation was enacted as result of the earthquakes. The findings from the interviews and their triangulation with documents retrieved from national and local authorities suggest that the earthquakes affected the engagement among stakeholders and the mechanisms of decision-making. Also, the findings show patterns of disaster capitalism in post-earthquake governance for urban tourist spaces in the Christchurch CBD, with episodes of exclusion, lobbying and amendment of rules and legislation that directly benefited the interests of a narrow group of privileged stakeholders. Overall, the study shows that the earthquakes of 2010 and 2011 accelerated neoliberal practices of site development in Christchurch, with the seismic events used as a pretext to implement market-oriented site projects in the CBD area.

The author followed five primary (elementary) schools over three years as they responded to and began to recover from the 2010–2011 earthquakes in and around the city of Christchurch in the Canterbury region of New Zealand. The purpose was to capture the stories for the schools themselves, their communities, and for New Zealand’s historical records. From the wider study, data from the qualitative interviews highlighted themes such as children’s responses or the changing roles of principals and teachers. The theme discussed in this article, however, is the role that schools played in the provision of facilities and services to meet (a) physical needs (food, water, shelter, and safety); and (b) emotional, social, and psychological needs (communication, emotional support, psychological counseling, and social cohesion)—both for themselves and their wider communities. The role schools played is examined across the immediate, short-, medium-, and long-term response periods before being discussed through a social bonding theoretical lens. Recent global tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural defences, warning systems, education and evacuation measures). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and tsunami evacuation behaviour is rare when compared to findings about evacuations to avoid other sources of hazard. To date empirical research into tsunami evacuations has focused on evacuation rates, rather than other aspects of the evacuation process. More knowledge is required about responses to warnings, pre-evacuation actions, evacuation dynamics and the return home after evacuations. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However to date tsunami evacuation models have largely focused on timings of evacuations, rather than evacuation behaviours. This Masters research uses a New Zealand case study to reduce both of these knowledge gaps. Qualitative survey data was gathered from populations across coastal communities in Banks Peninsula and Christchurch, New Zealand, required to evacuate due to the tsunami generated by the November 14th 2016 Kaikōura Earthquake. Survey questions asked about reactions to tsunami warnings, actions taken prior to evacuating and movements during the 2016 tsunami evacuation. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour. Finally, it was used to develop an evacuation model for Banks Peninsula. Where appropriate, the modelling inputs were informed by the survey data. Three key findings were identified from the results of the evacuation behaviour survey. Although 38% of the total survey respondents identified the earthquake shaking as a natural cue for the tsunami, most relied on receiving official warnings, including sirens, to prompt evacuations. Respondents sought further official information to inform their evacuation decisions, with 39% of respondents delaying their evacuation in order to do so. Finally, 96% of total respondents evacuated by car. This led to congestion, particularly in more densely populated Christchurch city suburbs. Prior to this research, evacuation modelling had not been completed for Banks Peninsula. The results of the modelling showed that if evacuees know how to respond to tsunami warnings and where and how to evacuate, there are no issues. However, if there are poor conditions, including if people do not evacuate immediately, if there are issues with the roading network, or if people do not know where or how to evacuate, evacuation times increase with there being more bottlenecks leading out of the evacuation zones. The results of this thesis highlight the importance of effective tsunami education and evacuation planning. Reducing exposure to tsunami risk through prompt evacuation relies on knowledge of how to interpret tsunami warnings, and when, where and how to evacuate. Recommendations from this research outline the need for public education and engagement, and the incorporation of evacuation signage, information boards and evacuation drills. Overall these findings provide more comprehensive picture of tsunami evacuation behaviour and decision making based on empirical data from a recent evacuation, which can be used to improve tsunami risk management strategies. This empirical data can also be used to inform evacuation modelling to improve the accuracy and realism of the evacuation models.

The extent of liquefaction in the eastern suburbs of Christchurch (Aranui, Bexley, Avonside, Avonhead and Dallington) from the February 22 2011 Earthquake resulted in extensive damage to in-ground waste water pipe systems. This caused a huge demand for portable toilets (or port-a-loos) and companies were importing them from outside Canterbury and in some instances from Australia. However, because they were deemed “assets of importance” under legislation, their allocation had to be coordinated by Civil Defence and Emergency Management (CDEM). Consequently, companies supplying them had to ignore requests from residents, businesses and rest homes; and commitments to large events outside of the city such as the Hamilton 400 V8 Supercars and the Pasifika Festival in Auckland were impacted. Frustrations started to show as neighbourhoods questioned the equity of the port-a-loos distribution. The Prime Minister was reported as reassuring citizens in the eastern suburbs in the first week of March that1 “a report about the distribution of port-a-loos and chemical toilets shows allocation has been fair. Key said he has asked Civil Defence about the distribution process and where the toilets been sent. He said there aren’t enough for the scale of the event but that is quickly being rectified and the need for toilets is being reassessed all the time.” Nonetheless, there still remained a deep sense of frustration and exclusion over the equity of the port-a-loos distribution. This study took the simple approach of mapping where those port-a-loos were on 11-12 March for several areas in the eastern suburbs and this suggested that their distribution was not equitable and was not well done. It reviews the predictive tools available for estimating damage to waste water pipes and asks the question could this situation have been better planned so that pot-a-loo locations could have been better prioritised? And finally it reviews the integral roles of communication and monitoring as part of disaster management strategy. The impression from this study is that other New Zealand urban centres could or would also be at risk and that work is need to developed more rational management approaches for disaster planning.

The Canterbury earthquakes of 2010 and 2011 caused significant damage and disruption to the city of Christchurch, New Zealand. A Royal Commission was established to report on the causes of building failure as a result of the earthquakes as well as look at the legal and best-practice requirements for buildings in New Zealand Central Business Districts. The Royal Commission made 189 recommendations on a variety of matters including managing damaged buildings after an earthquake, the adequacy of building codes and standards, and the processes of seismic assessments of existing buildings to determine their earthquake vulnerability. In response the Ministry of Business, Innovation and Employment, the agency responsible for administering building regulation in New Zealand, established a work programme to assist with the Canterbury rebuild and to implement the lessons learned throughout New Zealand. The five primary work streams in the programme are: • Facilitating the Canterbury Rebuild • Structural Performance and Design Standards • Geotechnical and structural guidance • Existing Building Resilience • Post Disaster Building Management This paper provides more detail on each of the work streams. There has been significant collaboration between the New Zealand Government and the research community, technical societies, and engineering consultants, both within New Zealand and internationally, to deliver the programme and improve the resilience of the New Zealand built environment. This has presented major challenges for an extremely busy industry in the aftermath of the Canterbury earthquakes. The paper identifies the items of work that have been completed and the work that is still in progress at the time of writing.

The Townsend Observatory is located in the Arts Centre of Christchurch, in what used to be Canterbury College (now University of Canterbury). The Townsend telescope itself is a historic 6-inch Cooke refractor built in 1864 for early Christchurch colonist, Mr James Townsend, and gifted by him to Christchurch College in 1891. At the same time, the Canterbury Astronomical Society handed over its funds to the College to help erect an observatory. The College used this, and money it had set aside for a medical school, to build a biological laboratory with an attached observatory tower, which was completed in 1896. The Biology Building and Observatory Tower was the last major design by architect Benjamin Mountfort. Mr Walter Kitson was appointed custodian of the telescope and regular public open nights commenced. and continued until 2010, with the telescope being operated by students of the Department of Physics and Astronomy, University of Canterbury. The Observatory Tower was badly damaged in the 4 September 2010 earthquake and collapsed in the 22 February 2011 earthquake. The telescope was badly damaged by the collapse, but, amazingly, the optics were found entirely intact. The Department of Physics and Astronomy plans to restore the Townsend Telescope so that it can be returned to a replica Observatory Tower in its central city home, enabling the people of Christchurch, and visitors, to enjoy views of the night sky through this beautiful and historic telescope once again.

This thesis investigates life-safety risk in earthquakes. The first component of the thesis utilises a dataset of earthquake injuries and deaths from recent earthquakes in New Zealand to identify cause, context, and risk factors of injury and death in the 2011 MW6.3 Christchurch earthquake and 2016 MW7.8 Kaikōura earthquake. Results show that nearly all deaths occurred from being hit by structural elements from buildings, while most injuries were caused by falls, strains and being hit by contents or non-structural elements. Statistical analysis of injured cases compared to an uninjured control group found that age, gender, building damage, shaking intensity, and behaviour during shaking were the most significant risk factors for injury during these earthquakes. The second part of the thesis uses the empirical findings from the first section to develop two tools for managing life-safety risk in earthquakes. The first tool is a casualty estimation model for health system and emergency response planning. An existing casualty model used in New Zealand was validated against observed data from the 2011 Christchurch earthquake and found to underestimate moderate and severe injuries by an order of magnitude. The model was then updated to include human behaviour such as protective actions, falls and strain type injuries that are dependent on shaking intensity, as well as injuries and deaths outside buildings. These improvements resulted in a closer fit to observed casualties for the 2011 Christchurch earthquake. The second tool that was developed is a framework to set seismic loading standards for design based on fatality risk targets. The proposed framework extends the risk-targeted hazard method, by moving beyond collapse risk targets, to fatality risk targets for individuals in buildings and societal risk in cities. The framework also includes treatment of epistemic uncertainty in seismic hazard to allow this uncertainty to be used in risk-based decision making. The framework is demonstrated by showing how the current New Zealand loading standards could be revised to achieve uniform life-safety risk across the country and how the introduction of a new loading factor can reduce risk aggregation in cities. A series of earthquakes has forced Christchurch to re-plan and rebuild. Discussions about rebuilding strategies have emphasized the intention of making it a city for the future, sustainable and vibrant. This paper discusses the relationship between microclimate and urban culture in Christchurch based upon the concept of urban comfort. It explores the relationships between environment, people and culture to help understand the local requirements for urban landscape design. In this paper we claim that cultural requirements also should be taken into account when looking for sustainable strategies. A distinctive feature of this research is its focus on the way people are adapting to both surviving prequake and new post‐quake environments. Preliminary findings from the first year of field work using participant observation and 61 in‐depth interviews with Christchurch residents are presented. The interviews were carried out in a variety of urban settings including: established sites (places sustaining relatively little damage) and emerging sites (those requiring rebuilding) during 2011‐2012. Evidence from the interviews highlight future challenges regarding sustainability and urban comfort issues. Post‐quake Christchurch presents a remarkable opportunity to design an urban landscape which provides environmental, economic, social and cultural sustainability. However, to achieve successful outcomes it is fundamental to respond to the local culture. Field data suggest that the strong connections between urban and rural settings present in local culture, lifestyle and landscape generate a particular aesthetic and recreation preference for urban spaces, which should be considered in the urban landscape design strategies.

The greater Wellington region, New Zealand, is highly vulnerable to large earthquakes. While attention has been paid to the consequences of earthquake damage to road, electricity and water supply networks, the consequences of wastewater network damage for public health, environmental health and habitability of homes remain largely unknown for Wellington City. The Canterbury and Kaikōura earthquakes have highlighted the vulnerability of sewerage systems to disruption during a disaster. Management of human waste is one of the critical components of disaster planning to reduce faecal-oral transmission of disease and exposure to disease-bearing vectors. In Canterbury and Kaikōura, emergency sanitation involved a combination of Port-a-loos, chemical toilets and backyard long-drops. While many lessons may be learned from experiences in Canterbury earthquakes, it is important to note that isolation is likely to be a much greater factor for Wellington households, compared to Christchurch, due to the potential for widespread landslides in hill suburbs affecting road access. This in turn implies that human waste may have to be managed onsite, as options such as chemical toilets and Port-a-loos rely completely on road access for delivering chemicals and collecting waste. While some progress has been made on options such as emergency composting toilets, significant knowledge gaps remain on how to safely manage waste onsite. In order to bridge these gaps, laboratory tests will be conducted through the second half of 2019 to assess the pathogen die-off rates in the composting toilet system with variables being the type of carbon bulking material and the addition of a Bokashi composting activator.

Coastal and river environments are exposed to a number of natural hazards that have the potential to negatively affect both human and natural environments. The purpose of this research is to explain that significant vulnerabilities to seismic hazards exist within coastal and river environments and that coasts and rivers, past and present, have played as significant a role as seismic, engineering or socio-economic factors in determining the impacts and recovery patterns of a city following a seismic hazard event. An interdisciplinary approach was used to investigate the vulnerability of coastal and river areas in the city of Christchurch, New Zealand, following the Canterbury Earthquake Sequence, which began on the 4th of September 2010. This information was used to identify the characteristics of coasts and rivers that make them more susceptible to earthquake induced hazards including liquefaction, lateral spreading, flooding, landslides and rock falls. The findings of this research are applicable to similar coastal and river environments elsewhere in the world where seismic hazards are also of significant concern. An interdisciplinary approach was used to document and analyse the coastal and river related effects of the Canterbury earthquake sequence on Christchurch city in order to derive transferable lessons that can be used to design less vulnerable urban communities and help to predict seismic vulnerabilities in other New Zealand and international urban coastal and river environments for the future. Methods used to document past and present features and earthquake impacts on coasts and rivers in Christchurch included using maps derived from Geographical Information Systems (GIS), photographs, analysis of interviews from coastal, river and engineering experts, and analysis of secondary data on seismicity, liquefaction potential, geology, and planning statutes. The Canterbury earthquake sequence had a significant effect on Christchurch, particularly around rivers and the coast. This was due to the susceptibility of rivers to lateral spreading and the susceptibility of the eastern Christchurch and estuarine environments to liquefaction. The collapse of river banks and the extensive cracking, tilting and subsidence that accompanied liquefaction, lateral spreading and rock falls caused damage to homes, roads, bridges and lifelines. This consequently blocked transportation routes, interrupted electricity and water lines, and damaged structures built in their path. This study found that there are a number of physical features of coastal and river environments from the past and the present that have induced vulnerabilities to earthquake hazards. The types of sediments found beneath eastern Christchurch are unconsolidated fine sands, silts, peats and gravels. Together with the high water tables located beneath the city, these deposits made the area particularly susceptible to liquefaction and liquefaction-induced lateral spreading, when an earthquake of sufficient size shook the ground. It was both past and present coastal and river processes that deposited the types of sediments that are easily liquefied during an earthquake. Eastern Christchurch was once a coastal and marine environment 6000 years ago when the shoreline reached about 6 km inland of its present day location, which deposited fine sand and silts over this area. The region was also exposed to large braided rivers and smaller spring fed rivers, both of which have laid down further fine sediments over the following thousands of years. A significant finding of this study is the recognition that the Canterbury earthquake sequence has exacerbated existing coastal and river hazards and that assessments and monitoring of these changes will be an important component of Christchurch’s future resilience to natural hazards. In addition, patterns of recovery following the Canterbury earthquakes are highlighted to show that coasts and rivers are again vulnerable to earthquakes through their ability to recovery. This city’s capacity to incorporate resilience into the recovery efforts is also highlighted in this study. Coastal and river areas have underlying physical characteristics that make them increasingly vulnerable to the effects of earthquake hazards, which have not typically been perceived as a ‘coastal’ or ‘river’ hazard. These findings enhance scientific and management understanding of the effects that earthquakes can have on coastal and river environments, an area of research that has had modest consideration to date. This understanding is important from a coastal and river hazard management perspective as concerns for increased human development around coastlines and river margins, with a high seismic risk, continue to grow.

Case study analysis of the 2010-2011 Canterbury Earthquake Sequence (CES), which particularly impacted Christchurch City, New Zealand, has highlighted the value of practical, standardised and coordinated post-earthquake geotechnical response guidelines for earthquake-induced landslides in urban areas. The 22nd February 2011 earthquake, the second largest magnitude event in the CES, initiated a series of rockfall, cliff collapse and loess failures around the Port Hills which severely impacted the south-eastern part of Christchurch. The extensive slope failure induced by the 22nd February 200 earthquake was unprecedented; and ground motions experienced significantly exceeded the probabilistic seismic hazard model for Canterbury. Earthquake-induced landslides initiated by the 22nd February 2011 earthquake posed risk to life safety, and caused widespread damage to dwellings and critical infrastructure. In the immediate aftermath of the 22nd February 2011 earthquake, the geotechnical community responded by deploying into the Port Hills to conduct assessment of slope failure hazards and life safety risk. Coordination within the voluntary geotechnical response group evolved rapidly within the first week post-earthquake. The lack of pre-event planning to guide coordinated geotechnical response hindered the execution of timely and transparent management of life safety risk from coseismic landslides in the initial week after the earthquake. Semi-structured interviews were conducted with municipal, management and operational organisations involved in the geotechnical response during the CES. Analysis of interview dialogue highlighted the temporal evolution of priorities and tasks during emergency response to coseismic slope failure, which was further developed into a phased conceptual model to inform future geotechnical response. Review of geotechnical responses to selected historical earthquakes (Northridge, 1994; Chi-Chi, 1999; Wenchuan, 2008) has enabled comparison between international practice and local response strategies, and has emphasised the value of pre-earthquake preparation, indicating the importance of integration of geotechnical response within national emergency management plans. Furthermore, analysis of the CES and international earthquakes has informed pragmatic recommendations for future response to coseismic slope failure. Recommendations for future response to earthquake-induced landslides presented in this thesis include: the integration of post-earthquake geotechnical response with national Civil Defence and Emergency Management; pre-earthquake development of an adaptive management structure and standard slope assessment format for geotechnical response; and emergency management training for geotechnical professionals. Post-earthquake response recommendations include the development of geographic sectors within the area impacted by coseismic slope failure, and the development of a GIS database for analysis and management of data collected during ground reconnaissance. Recommendations provided in this thesis aim to inform development of national guidelines for geotechnical response to earthquake-induced landslides in New Zealand, and prompt debate concerning international best practice.
