A rescue worker carries the dead body of a woman out of the crumbled remains of a building. Nearby is a copy of the 'Building Code'. Context - there are questions being asked about whether some of the buildings that collapsed too readily in the Christchurch earthquake of 22 February 2011 had been subject to stringent enough building code regulations. The Department of Building and Housing said the vertical shaking in the central business district was both extreme and unusual and early indications suggest it was much more violent than designed for in the building code standards which are based on the kind of shaking expected to happen every 500 years. An extensive research program is on-going at the University of Canterbury, New Zealand to develop new technologies to permit the construction of multi-storey timber buildings in earthquake prone areas. The system combines engineered timber beams, columns and walls with ductile moment resisting connections using post-tensioned tendons and eventually energy dissipaters. The extensive experimental testing on post-tensioned timber building systems has proved a remarkable lateral response of the proposed solutions. A wide number of post-tensioned timber subassemblies, including beam-column connections, single or coupled walls and column-foundation connections, have been analysed in static or quasi-static tests. This contribution presents the results of the first dynamic tests carried out with a shake-table. Model frame buildings (3-storey and 5-storey) on one-quarter scale were tested on the shake-table to quantify the response of post-tensioned timber frames during real-time earthquake loading. Equivalent viscous damping values were computed for post-tensioned timber frames in order to properly predict their response using numerical models. The dynamic tests were then complemented with quasi-static push and pull tests performed to a 3-storey post-tensioned timber frame. Numerical models were included to compare empirical estimations versus dynamic and quasi-static experimental results. Different techniques to model the dynamic behaviour of post-tensioned timber frames were explored. A sensitivity analysis of alternative damping models and an examination of the influence of designer choices for the post-tensioning force and utilization of column armouring were made. The design procedure for post-tensioned timber frames was summarized and it was applied to two examples. Inter-storey drift, base shear and overturning moments were compared between numerical modelling and predicted/targeted design values.

An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. Following a major earthquake event, essential public amenities such as medical facilities and transport networks need to remain functional - not only to fulfil their ongoing role in serving the community but also to cope with the added and immediate demand of a population affected by a natural disaster. Furthermore, the economic implications of wide spread damage to housing and commercial facilities should not be discounted. A shift in design approach is required that is consistent with current trends towards performance based building design. The present aim is to achieve seismic energy dissipation during the earthquake event, without the aftermath of damage to structural elements, whilst maintaining design economies. Structures permitted to rock on their foundations and provide recoverable rotations at the beam-column interfaces offer significant advantages over those using conventional ductile detailing. A jointed construction philosophy can be applied whereby structural elements are connected with unbonded prestressing tendons. Supplemental damping is provided by replaceable flexural steel components designed to deform inelastically. For this research a multi-storey test building of one quarter scale has been constructed and tested on an earthquake simulator at the University of Canterbury. A computer model has been developed and a set ofpreliminary design procedures proposed.

New Zealand has experienced several strong earthquakes in its history. While an earthquake cannot be prevented from occurring, planning can reduce its consequences when it does occur. This dissertation research examines various aspects of disaster risk management policy in Aotearoa New Zealand. Chapter 2 develops a method to rank and prioritise high-rise buildings for seismic retrofitting in Wellington, the earthquake-prone capital city of New Zealand. These buildings pose risks to Wellington’s long-term seismic resilience that are of clear concern to current and future policymakers. The prioritization strategy we propose, based on multi-criteria decision analysis (MCDA) methods, considers a variety of data on each building, including not only its structural characteristics, but also its location, its economic value to the city, and its social importance to the community around it. The study demonstrates how different measures, within four general criteria – life safety, geo-spatial location of the building, its economic role, and its socio-cultural role – can be operationalized into a viable framework for determining retrofitting/demolition policy priorities. Chapter 3 and chapter 4 analyse the Residential Red Zone (RRR) program that was implemented in Christchurch after the 2011 earthquake. In the program, approximately 8,000 homeowners were told that their homes were no longer permittable, and they were bought by the government (through the Canterbury Earthquake Recovery Authority). Chapter 3 examines the subjective wellbeing of the RRR residents (around 16000 people) after they were forced to move. We consider three indicators of subjective wellbeing: quality of life, stress, and emotional wellbeing. We found that demographic factors, health conditions, and the type of government compensation the residents accepted, were all significant determinants of the wellbeing of the Red Zone residents. More social relations, better financial circumstances, and the perception of better government communication were also all associated positively with a higher quality of life, less stress, and higher emotional wellbeing. Chapter 4 concentrates on the impact of this managed retreat program on RRR residents’ income. We use individual-level comprehensive, administrative, panel data from Canterbury, and difference in difference evaluation method to explore the effects of displacement on Red Zone residential residents. We found that compared to non-relocated neighbours, the displaced people experience a significant initial decrease in their wages and salaries, and their total income. The impacts vary with time spent in the Red Zone and when they moved away. Wages and salaries of those who were red-zoned and moved in 2011 were reduced by 8%, and 5.4% for those who moved in 2012. Females faced greater decreases in wages and salaries, and total income, than males. There were no discernible impacts of the relocation on people’s self-employment income.

Probabilistic Structural Fire Engineering (PSFE) has been introduced to overcome the limitations of current conventional approaches used for the design of fire-exposed structures. Current structural fire design investigates worst-case fire scenarios and include multiple thermal and structural analyses. PSFE permits buildings to be designed to a level of life safety or economic loss that may occur in future fire events with the help of a probabilistic approach. This thesis presents modifications to the adoption of a Performance-Based Earthquake Engineering (PBEE) framework in Probabilistic Structural Fire Engineering (PSFE). The probabilistic approach runs through a series of interrelationships between different variables, and successive convolution integrals of these interrelationships result in probabilities of different measures. The process starts with the definition of a fire severity measure (FSM), which best relates fire hazard intensity with structural response. It is identified by satisfying efficiency and sufficiency criteria as described by the PBEE framework. The relationship between a fire hazard and corresponding structural response is established by analysis methods. One method that has been used to quantify this relationship in PSFE is Incremental Fire Analysis (IFA). The existing IFA approach produces unrealistic fire scenarios, as fire profiles may be scaled to wide ranges of fire severity levels, which may not physically represent any real fires. Two new techniques are introduced in this thesis to limit extensive scaling. In order to obtain an annual rate of exceedance of fire hazard and structural response for an office building, an occurrence model and an attenuation model for office fires are generated for both Christchurch city and New Zealand. The results show that Christchurch city is 15% less likely to experience fires that have the potential to cause structural failures in comparison to all of New Zealand. In establishing better predictive relationships between fires and structural response, cumulative incident radiation (a fire hazard property) is found to be the most appropriate fire severity measure. This research brings together existing research on various sources of uncertainty in probabilistic structural fire engineering, such as elements affecting post-flashover fire development factors (fuel load, ventilation, surface lining and compartment geometry), fire models, analysis methods and structural reliability. Epistemic uncertainty and aleatory uncertainty are investigated in the thesis by examining the uncertainty associated with modelling and the factors that influence post-flashover development of fires. A survey of 12 buildings in Christchurch in combination with recent surveys in New Zealand produced new statistical data on post-flashover development factors in office buildings in New Zealand. The effects of these parameters on temperature-time profiles are evaluated. The effects of epistemic uncertainty due to fire models in the estimation of structural response is also calculated. Parametric fires are found to have large uncertainty in the prediction of post-flashover fires, while the BFD curves have large uncertainties in prediction of structural response. These uncertainties need to be incorporated into failure probability calculations. Uncertainty in structural modelling shows that the choices that are made during modelling have a large influence on realistic predictions of structural response.

Diverse Density proposes an alternative housing strategy to the idealistic top-down process of housing development.  The term ‘Top – down’ refers to a situation in which decisions are made by a few people in authority rather than by the people who are affected by the decisions (Cambridge).  Problems/Position/Question: New Zealand’s urban housing is in a period of flux. Pressures of densification have permitted the intervention of medium density housing development schemes but these are not always successful. These typically top-down processes often result in internally focused design schemes that do not adhere to their specific context. The subsequent design outcomes can cause detrimental impacts to the local, urban and architectural conditions.  With vast quantities of council regulations, building restrictions and design guidelines clouding over the housing sector, commonly referred to as ‘red tape’, occupant participation in the housing development sector is dwindling. A boundless separation between top-down and traditional housing processes has occurred and our existing neighbourhoods and historic architectural character are taking on the brunt of the problem. The thought-provoking, alternative housings strategies of key research theorists Alejandro Aravena and John Habraken frame positions that challenge contemporary densification methods with an alternative strategy.  This position is addressed by endeavoring to answer; How can demands for denser housing achieve dynamic design responses that adhere to changes in occupancy, function and local site conditions?  Aim: The aim of this thesis is to challenge New Zealand’s current housing densification methods by proposing an alternative densification strategy. Explicit devotion will be attributed to opposing top-down building developments. Secondly, this thesis aims to test a speculative site-specific housing model. The implementation of a Christchurch housing scenario will situate an investigative study to test the strategy and its ability to stimulate greater diversity, site responsiveness, functional adaptability and occupancy permutation. The post-earthquake housing conditions of Christchurch provide an appropriate scenario to test and implement design-led investigations.  Objectives: The primary objectives of this design-led research investigation it to challenge the idealistic top-down method of developing density with a new method to:  - Develop contextual architectural cohesion - Encourage residential diversity - Reinvigorate architectural autonomy - Respond to, and recognise, existing site conditions - Develop a housing model that: - Adapts to occupant functionality preferences - Caters to occupancy diversity - Achieves contextual responsiveness  The proposition is addressed through a speculative design-led scenario study. A well-established Christchurch urban environment is adopted to implement and critique the envisioned alternative strategy. Development of the designs responsiveness, adaptability, and functionality produce a prototype housing model that actively adheres to its particular context.  Implication: The implications of this research would be an alternative densification strategy to perceive the advancement of punctual assessment of building compliance. With accelerated building processes, the research may have implications for addressing New Zealand’s housing crisis whilst simultaneously providing diverse, personable and responsive architectural solutions. A more dynamic, up-to-date and responsive housing development sector would be informed.
