The former Earthquake Commission minister, Gerry Brownlee, is defending EQC over claims its assessors in Christchurch were not properly qualified. A growing number of homeowners in the city are discovering EQC assessors have completely missed quake damage including broken foundations costing hundreds of thousands to repair. That's been disastrous for people who've bought homes with hidden damage who are sometimes finding private insurers unwilling to cover the cost of putting right mistakes made by EQC. The company hired by EQC to carry out repairs was Fletcher Construction. Its chief executive at the time, Mark Binns, told Checkpoint that EQC probably hired unqualified people to assess quake damaged homes. Gerry Brownlee refused to be drawn on the comments from Mr Binns. But when asked by RNZ Christchurch reporter, Conan Young, if it was acceptable to have retired policemen, school principals and vacuum cleaner salesmen carrying out assessments for EQC, he admitted finding enough people to do the job was a challenge.

Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. TVs, shopping trolleys, beds, mattresses, even a gun. That is just some of the rubbish found by residents surrounding Christchurch's residential red zone. The area used to be filled with houses, but damage after the Canterbury earthquakes forced thousands of homes to be demolished. While many of the old suburban roads remain, the area now resembles a park. But it is now attracting those wanting to dump their rubbish for free - and Land Information NZ, which controls the land, has removed 25 tonnes of trash since January. Residents have had enough as well - with some taking matters into their own hands. Checkpoint reporter Logan Church has the story.
Gulls are well known for swooping in and flogging food off your plate or picnic and now they are making a complete menace of themselves in Christchurch's New Regent street. Local businesses are being over-run by the red and black-billed gulls that are nesting on the rooves of buildings along the street, swooping and pooping all over the place. It's not the first time they've invaded, they started breeding in 2019 in an earthquake damaged building on the corner of Armagh and New Regent streets. The problem is both the red and black-billed gulls are protected. Casey Alderson from Belle Cafe spoke to Lisa Owen.
Ravenscar House Museum holds an extraordinary, previously private art collection. The new building has been gifted to Christchurch by art collectors Susan Wakefield and her late husband Jim. The art remains in the ownership of the Ravenscar Trust. Artists in the collection include Colin McCahon, Bill Sutton and Frances Hodgkins. The treasures were previously in the Wakefield's Christchurch home which suffered irreparable earthquake damage. They're now displayed in the purpose-designed and built Ravenscar House Museum in the city's Arts precinct. The story of the art and artefacts is told in in the book - Ravenscar House: A Biography, written by Christchurch journalist and writer Sally Blundell.
Low Damage Seismic Design (LDSD) guidance material being developed by Engineering NZ is considering a design drift limit for multi-storey buildings of 0.5% at a new damage control limit state (DCLS). The impact of this new design requirement on the expected annual loss due to repair costs is investigated for a four-storey office building with reinforced concrete walls located in Christchurch. The LDSD guidance material aims to reduce the expected annual loss of complying buildings to below 0.1% of building replacement cost. The research tested this expectation. Losses were estimated in accordance with FEMA P58, using building responses from non-linear time history analyses (performed with OpenSees using lumped plasticity models). The equivalent static method, in line with NZS 1170.5 and NZS 3101, was used to design the building to LDSD specifications, representing a future state-of-practice design. The building designed to low-damage specification returned an expected annual loss of 0.10%, and the building designed conventionally returned an expected annual loss of 0.13%. Limitations with the NZS 3101 method for determining wall stiffness were identified, and a different method acknowledging the relationship between strength and stiffness was used to redesign the building. Along with improving this design assumption, the study finds that LDSD design criteria could be an effective way of limiting damage and losses.

The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:

Churches are an important part of New Zealand's historical and architectural heritage. Various earthquakes around the world have highlighted the significant seismic vulnerability of religious buildings, with the extensive damage that occurred to stone and clay-brick unreinforced masonry churches after the 2010-2011 Canterbury earthquakes emphasising the necessity to better understand this structural type. Consequently, a country-wide inventory of unreinforced masonry churches is here identified. After a bibliographic and archival investigation, and a 10 000 km field trip, it is estimated that currently 297 unreinforced masonry churches are present throughout New Zealand, excluding 12 churches demolished in Christchurch because of heavy damage sustained during the Canterbury earthquake sequence. The compiled database includes general information about the buildings, their architectural features and structural characteristics, and any architectural and structural transformations that have occurred in the past. Statistics about the occurrence of each feature are provided and preliminary interpretations of their role on seismic vulnerability are discussed. During 2010 and 2011, a series of major earthquakes caused widespread damage in the city of Christchurch, New Zealand. The magnitude 6.3 quake in February 2011 caused 185 fatalities. In the ensuing months, the government progressively zoned residential land in Christchurch on the basis of its suitability for future occupation (considering damage from these quakes and future earthquake risk). Over 6,000 homes were placed in the ‘red-zone’, meaning that property owners were forced to sell their land to the Crown. This study analysed patterns of residential mobility amongst thirty-one red-zone households from the suburb of Southshore, Christchurch. Drawing on interviews and surveys, the research traced their experience from the zoning announcement until they had moved to a new residence. The research distinguished between short (before the zoning announcement) and long term (post the red zone ‘deadline’) forms of household relocation. The majority of households in the study were highly resistant to short term movement. Amongst those which did relocate before the zoning decision, the desire to maintain a valued social connection with a person outside of the earthquake environment was often an important factor. Some households also moved out of perceived necessity (e.g. due to lack of power or water). In terms of long-term relocation, concepts of affordability and safety were much more highly valued by the sample when purchasing post-quake property. This resulted in a distinct patterning of post-quake housing location choices. Perceived control over the moving process, relationship with government organisations and insurance companies, and time spent in the red-zone before moving all heavily influenced participants’ disaster experience. Contrary to previous studies, households in this study recorded higher levels of subjective well-being after relocating. The study proposed a typology of movers in the Christchurch post-disaster environment. Four mobility behaviours, or types, are identified: the Committed Stayers (CSs), the Environment Re-Creators (ERCs), the Resigned Acceptors (RAs), and the Opportunistic Movers (OMs). The CSs were defined by their immobility rather than their relocation aspirations, whilst the ERCs attempted to recreate or retain aspects of Southshore through their mobility. The RAs expressed a form of apathy towards the post-quake environment, whereas, on the other hand, the OMs moved relative to pre-earthquake plans, or opportunities that arose from the earthquake itself. Possibilities for further research include examining household adaptability to new residential environments and tracking further mobility patterns in the years following relocation from the red- zone.

We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Christchurch earthquake of 2011 as our case study. In this event more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more affective in contributing to local recovery than insurance-managed rebuilding.
The devastating magnitude M6.3 earthquake, that struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011, caused widespread damage to the lifeline systems. Following the event, the Natural Hazard Research Platform (NHRP) of New Zealand funded a short-term project “Recovery of Lifelines” aiming to: 1) coordinate the provision of information to meet lifeline short-term needs; and to 2) facilitate the accessibility to lifelines of best practice engineering details, along with hazards and vulnerability information already available from the local and international scientific community. This paper aims to briefly summarise the management of the recovery process for the most affected lifelines systems, including the electric system, the road, gas, and the water and wastewater networks. Further than this, the paper intends to discuss successes and issues encountered by the “Recovery of Lifelines” NHRP project in supporting lifelines utilities.
Many large-scale earthquakes all over the world have highlighted the impact of soil liquefaction to the built environment, but the scale of liquefaction-induced damage experienced in Christchurch and surrounding areas following the 2010-2011 Canterbury earthquake sequence (CES) was unparalleled, especially in terms of impact to an urban area. The short time interval between the large earthquakes presented a very rare occasion to examine liquefaction mechanism in natural deposits. The re-liquefaction experienced by the city highlighted the high liquefaction susceptibility of soil deposits in Christchurch, and presented a very challenging problem not only to the local residents but to the geotechnical engineering profession. This paper summarises the lessons learned from CES, and the impacts of the observations made to the current practice of liquefaction assessment and mitigation.

This article reports on research conducted in Christchurch, New Zealand, after the 22 February 2011 earthquake. This quake and thousands of subsequent aftershocks have left the city of Christchurch with serious infrastructure damage to roads, sewage supply, housing and commercial buildings. The emergence of a vibrant art and craft movement in the Christchurch region post earthquake has been an unexpected aspect of the recovery process. The article begins with a review of the literature on traditional responses to disaster recovery illustrating how more contemporary approaches are community-focused. We review the links between crafting and well-being, and report on qualitative research conducted with five focus groups and nine individuals who have contributed to this movement in Christchurch. The findings illustrate the role crafting has played post earthquake, in terms of processing key elements of the disaster for healing and recovery, creating opportunities for social support; giving to others; generating learning and meaning making and developing a vision for the future. The data analysis is underpinned by theory related to post-traumatic growth and ecological concerns. The role of social work in promoting low-cost initiatives such as craft groups to foster social resilience and aid in the recovery from disaster trauma is explored. This discussion considers why such approaches are rare in social work.
A story of hope, at least when it comes to the rebuilding challenge ahead, particularly of Christchurch's badly damaged Cathedral. The Australian city of Newcastle suffered a major earthquake in 1989, and over the next few years put huge effort into rebuilding, virtually brick by brick, its ruined Cathedral. John McNaughton, who was the Lord mayor of Newcastle who oversaw the rebuild, joins us.
