The presentation is titled, "Loss of Trust and other Earthquake Damage".The abstract for this presentation reads as follows: It was predictable that the earthquakes which hit the Canterbury region in 2010 and 2011 caused trauma. However, it was assumed that recovery would be significantly assisted by governmental agencies and private insurers. The expectation was that these organisations would relieve the financial pressures and associated anxiety caused by damage to property. Some initiatives did exactly that. However, there are many instances where difficulties with insurance and related issues have exacerbated the adverse effects of the earthquakes on people's wellness. In some cases, stresses around property issues have become and independent source of extreme anxiety and have had significant impacts on the quality of people's lives. Underlying this problem is a breakdown in trust between citizen and state, and insurer and insured. This has led to a pervading concern that entitlements are being denied. While such concerns are sometimes well founded, an approach which is premised on mistrust is frequently highly conflicted, costly, and often leads to worse outcomes. Professor Webb will discuss the nature and causes of these difficulties including: the complexity of insurance and repair issues, the organisational ethos of the relevant agencies, the hopes of homeowners and the practical gap which commonly arises between homeowner expectation and agency response. Observations will be offered on how the adverse effects of these issues can be overcome in dealing with claimants, and how such matters can be managed in a way which promotes the wellness of individuals.

The 2010–2011 Canterbury earthquakes, which involved widespread damage during the February 2011 event and ongoing aftershocks near the Christchurch Central Business District, left this community with more than $NZD 40 billion in losses (~20 % GDP), demolition of approximately 60 % of multi-storey concrete buildings (3 storeys and up), and closure of the core business district for over 2 years. The aftermath of the earthquake sequence has revealed unique issues and complexities for the owners of commercial and multi-storey residential buildings in relation to unexpected technical, legal, and financial challenges when making decisions regarding the future of their buildings impacted by the earthquakes. The paper presents a framework to understand the factors influencing post-earthquake decisions (repair or demolish) on multi-storey concrete buildings in Christchurch. The study, conducted in 2014, includes in-depth investigations on 15 case-study buildings using 27 semi-structured interviews with various property owners, property managers, insurers, engineers, and government authorities in New Zealand. The interviews revealed insights regarding the multitude of factors influencing post-earthquake decisions and losses. As expected, the level of damage and repairability (cost to repair) generally dictated the course of action. There is strong evidence, however, that other variables have significantly influenced the decision on a number of buildings, such as insurance, business strategies, perception of risks, building regulations (and compliance costs), and government decisions. The decision-making process for each building is complex and unique, not solely driven by structural damage. Furthermore, the findings have put the spotlight on insurance policy wordings and the paradoxical effect of insurance on the recovery of Christchurch, leading to other challenges and issues going forward.

The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. Develop shared understanding about effective pedagogy in a FLS 3. Develop skills of collaboration 4. Implement specific co-teaching strategies 5. Analyse the impact of co-teaching strategies 6. The Canterbury earthquakes, which started with the 7.1 magnitude event on September 4, 2010, caused significant damage in the region. The September 4 earthquakes brought substantial damage to land, buildings, and infrastructure, while the 6.3 magnitude earthquake on February 22, 2011 (and its subsequent aftershocks), brought even greater property damage, but also significant loss of life in addition to the region. Thousands were injured, and 185 persons died. A national State of Emergency was declared and remained in effect until April 30, 2011. A significant number of people required immediate assistance and support to deal with loss, injury, trauma experiences, and property damages. Many had to find alternate accommodation as their houses were too damaged to stay in. Of those affected, many were already vulnerable, and others had been too traumatized by the events to effectively deal with the challenges they were faced with. A number of human service organizations in the region, from both government and non-government sectors, joined forces to be able to more effectively and efficiently help those in need. This was the start of what would become known as the Earthquake Support Coordination Service. The aim of this report is to present an evaluation of the Earthquake Support Coordination Service and its collaborative organization, based on documentation and interviews with key stakeholders of the service. The aim is also to evaluate the service based on perspectives gathered among the clients as well as the coordinators working in the service. The final aim is to offer a reflection on the service model, and on what factors enabled the service, as well as recommendations regarding aspects of the service which may require review, and aspects which may be useful in other contexts.

Fire following earthquakes have caused the largest single loss due to earthquakes and in most cases have caused more damage than the quake itself. This problem is regarded very seriously in Japan and in some parts of the United States of America (San Francisco), but is not very seriously considered in other earthquake prone countries, yet the potential for future conflagrations following earthquakes is enormous. Any discussion of post earthquake fire must take into account structural and non-structural damages, initial and spreading fire, wind, water availability, and emergency responses. In this paper we will look at initial fire ignitions, growth and spread and life and property damage. Prevention methods will also be discussed. The seismic response of unreinforced masonry (URM) buildings, in both their as-built or retrofitted configuration, is strongly dependent on the characteristics of wooden floors and, in particular, on their in-plane stiffness and on the quality of wall-to-floor connections. As part of the development of alternative performance-based retrofit strategies for URM buildings, experimental research has been carried out by the authors at the University of Canterbury, in order to distinguish the different elements contributing to the whole diaphragm's stiffness. The results have been compared to the ones predicted through the use of international guidelines in order to highlight shortcomings and qualities and to propose a simplified formulation for the evaluation of the stiffness properties.

Media law developments have continued across many areas in the period to mid-2013. In defamation, the New Zealand courts have begun to consider the issue of third party liability for publication on the internet, with cases involving Google searches and comments on a Facebook page. A parliamentary inquiry into a case that restricted parliamentary privilege has recommended a Parliamentary Privilege Act containing a definition of ‘proceedings in Parliament’. A satirical website increased its popularity when it fought off threatened defamation proceedings. In breach of confidence, a government body, the Earthquake Commission, obtained an interim injunction prohibiting publication of information accidentally released that dealt with the repair of earthquake-damaged properties in Christchurch, and a blogger made the information available online in breach of the order.

Following the 22 February 2011, MW 6.2 earthquake located on a fault beneath the Port Hills of Christchurch, fissuring of up to several hundred metres in length was observed in the loess and loess-colluvium of foot-slope positions in north-facing valleys of the Port Hills. The fissuring was observed in all major valleys, occurred at similar low altitudes, showing a contour-parallel orientation and often accompanied by both lateral compression/extension features and spring formation in the valley floor below. Fissuring locations studied in depth included Bowenvale Valley, Hillsborough Valley, Huntlywood Terrace–Lucas Lane, Bridle Path Road, and Maffeys Road–La Costa Lane. Investigations into loess soil, its properties and mannerisms, as well as international examples of its failure were undertaken, including study of the Loess Plateau of China, the Teton Dam, and palaeo-fissuring on Banks Peninsula. These investigations lead to the conclusion that loess has the propensity to fail, often due to the infiltration of water, the presence of which can lead to its instantaneous disaggregation. Literature study and laboratory analysis of Port Hills loess concluded that is has the ability to be stable in steep, sub-vertical escarpments, and often has a sub-vertically jointed internal structure and has a peak shear strength when dry. Values for cohesion, c (kPa) and the internal friction angle, ϕ (degrees) of Port Hills loess were established. The c values for the 40 Rapaki Road, 3 Glenview Terrace loess samples were 13.4 kPa and 19.7 kPa, respectively. The corresponding ϕ values were thought unusually high, at 42.0° and 43.4°.The analysed loess behaved very plastically, with little or no peak strength visible in the plots as the test went almost directly to residual strength. A geophysics resistivity survey showed an area of low resistivity which likely corresponds to a zone of saturated clayey loess/loess colluvium, indicating a high water table in the area. This is consistent with the appearances of local springs which are located towards the northern end of each distinct section of fissure trace and chemical analysis shows that they are sourced from the Port Hills volcanics. Port Hills fissuring may be sub-divided into three categories, Category A, Category B, and Category C, each characterised by distinctive features of the fissures. Category A includes fissures which display evidence of, spring formation, tunnel-gullying, and lateral spreading-like behaviour or quasi-toppling. These fissures are several metres down-slope of the loess-bedrock interface, and are in valleys containing a loess-colluvium fill. Category B fissures are in wider valleys than those in Category A, and the valleys contain estuarine silty sediments which liquefied during the earthquake. Category C fissures occurred at higher elevations than the fissures in the preceding categories, being almost coincident with bedrock outcropping. It is believed that the mechanism responsible for causing the fissuring is a complex combination of three mechanisms: the trampoline effect, bedrock fracturing, and lateral spreading. These three mechanisms can be applied in varying degrees to each of the fissuring sites in categories A, B, and C, in order to provide explanation for the observations made at each. Toppling failure can describe the soil movement as a consequence of the a three causative mechanisms, and provides insight into the movement of the loess. Intra-loess water coursing and tunnel gullying is thought to have encouraged and exacerbated the fissuring, while not being the driving force per se. Incipient landsliding is considered to be the least likely of the possible fissuring interpretations.

This topic was chosen in response to the devastation caused to Cathedral Square, Christchurch, New Zealand following earthquakes in 2010 and 2011. Working amongst the demolition bought to attention questions about how to re-conceive the square within the rebuilt city. In particular, it raised questions as to how a central square could be better integrated and experienced as a contemporary addition to Christchurch city. This thesis seeks to investigate the ways in which central squares can be better integrated with the contemporary city and how New Urbanist design principles can contribute toward this union. The research principally focuses on the physical and spatial integration of the square with the contemporary city. A drawing-based analysis of select precedent case studies helped to determine early on that overall integration of the contemporary square could be attributed to several interdependent criteria. The detailed studies are supplemented further with literature-based research that narrowed the criteria to five integrative properties. These are: identity, scale and proportion, use, connectivity and natural landscape. These were synthesised, in part, from the integrative New Urbanist movement and the emerging integrative side of the more contemporary Post Urbanist movement. The literature-based research revealed that a more inclusive approach toward New Urbanist and Post Urbanist design methodologies may also produce a more integrated and contemporary square. Three design case studies, using the redesign of Cathedral Square, were undertaken to test this hypothesis. The case studies found that overall, integration was reliant on a harmonious balance between the five integrative properties, concluding that squares can be better integrated with the contemporary city. Further testing of the third concept, which embraced an allied New Urbanist / Post Urbanist approach to design, found that New Urbanism was limited in its contribution toward the integration of the square.

Capacity design and hierarchy of strength philosophies at the base of modern seismic codes allow inelastic response in case of severe earthquakes and thus, in most traditional systems, damage develops at well-defined locations of reinforced concrete (RC) structures, known as plastic hinges. The 2010 and 2011 Christchurch earthquakes have demonstrated that this philosophy worked as expected. Plastic hinges formed in beams, in coupling beams and at the base of columns and walls. Structures were damaged permanently, but did not collapse. The 2010 and 2011 Christchurch earthquakes also highlighted a critical issue: the reparability of damaged buildings. No methodologies or techniques were available to estimate the level of subsequent earthquakes that RC buildings could still sustain before collapse. No repair techniques capable of restoring the initial condition of buildings were known. Finally, the cost-effectiveness of an eventual repair intervention, when compared with a new building, was unknown. These aspects, added to nuances of New Zealand building owners’ insurance coverage, encouraged the demolition of many buildings. Moreover, there was a perceived strong demand from government and industry to develop techniques for assessing damage to steel reinforcement bars embedded in cracked structural concrete elements. The most common questions were: “Have the steel bars been damaged in correspondence to the concrete cracks?”, “How much plastic deformation have the steel bars undergone?”, and “What is the residual strain capacity of the damaged bars?” Minimally invasive techniques capable of quantifying the level and extent of plastic deformation and residual strain capacity are not yet available. Although some studies had been recently conducted, a validated method is yet to be widely accepted. In this thesis, a least-invasive method for the damage-assessment of steel reinforcement is developed. Based on the information obtained from hardness testing and a single tensile test, it is possible to estimate the mechanical properties of earthquake-damaged rebars. The reduction in the low-cycle fatigue life due to strain ageing is also quantified. The proposed damage assessment methodology is based on empirical relationships between hardness and strain and residual strain capacity. If damage is suspected from in situ measurements, visual inspection or computer analysis, a bar may be removed and more accurate hardness measurements can be obtained using the lab-based Vickers hardness methodology. The Vickers hardness profile of damaged bars is then compared with calibration curves (Vickers hardness versus strain and residual strain capacity) previously developed for similar steel reinforcement bars extracted from undamaged locations. Experimental tests demonstrated that the time- and temperature-dependent strain-ageing phenomenon causes changes in the mechanical properties of plastically deformed steels. In particular, yield strength and hardness increases, whereas ductility decreases. The changes in mechanical properties are quantified and their implications on the hardness method are highlighted. Low-cycle fatigue (LCF) failures of steel reinforcing bars have been observed in laboratory testing and post-earthquake damage inspections. Often, failure might not occur during a first seismic event. However, damage is accumulated and the remaining fatigue life is reduced. Failure might therefore occur in a subsequent seismic event. Although numerous studies exist on the LCF behaviour of steel rebars, no studies had been conducted on the strain-ageing effects on the remaining fatigue life. In this thesis, the reduction in fatigue life due to this phenomenon is determined through a number of experimental tests.

We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Canterbury Earthquake Sequence (CES) 2010 -2011 as our case study. Uniquely for this event, more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more effective than insurance-managed repairs in contributing to local recovery.

An interested passerby assumes that a builder will be keen to get some EQC work fixing up Christchurch but the builder replies 'Are you kidding?! Not while EQC is paying us $4500 a week to do its assessments!' Context - The Earthquake Commission (EQC) has employed 414 contractors to carry out the assessments on its behalf, Radio New Zealand reported. Contractors carrying out property inspections of quake-damaged Christchurch homes are being paid about $4000 a week. Damage distribution maps from strong earthquakes and recorded data from field experiments have repeatedly shown that the ground surface topography and subsurface stratigraphy play a decisive role in shaping the ground motion characteristics at a site. Published theoretical studies qualitatively agree with observations from past seismic events and experiments; quantitatively, however, they systematically underestimate the absolute level of topographic amplification up to an order of magnitude or more in some cases. We have hypothesized in previous work that this discrepancy stems from idealizations of the geometry, material properties, and incident motion characteristics that most theoretical studies make. In this study, we perform numerical simulations of seismic wave propagation in heterogeneous media with arbitrary ground surface geometry, and compare results with high quality field recordings from a site with strong surface topography. Our goal is to explore whether high-fidelity simulations and realistic numerical models can – contrary to theoretical models – capture quantitatively the frequency and amplitude characteristics of topographic effects. For validation, we use field data from a linear array of nine portable seismometers that we deployed on Mount Pleasant and Heathcote Valley, Christchurch, New Zealand, and we compute empirical standard spectral ratios (SSR) and single-station horizontal-to-vertical spectral ratios (HVSR). The instruments recorded ambient vibrations and remote earthquakes for a period of two months (March-April 2017). We next perform two-dimensional wave propagation simulations using the explicit finite difference code FLAC. We construct our numerical model using a high-resolution (8m) Digital Elevation Map (DEM) available for the site, an estimated subsurface stratigraphy consistent with the geomorphology of the site, and soil properties estimated from in-situ and non-destructive tests. We subject the model to in-plane and out-of-plane incident motions that span a broadband frequency range (0.1-20Hz). Numerical and empirical spectral ratios from our blind prediction are found in very good quantitative agreement for stations on the slope of Mount Pleasant and on the surface of Heathcote Valley, across a wide range of frequencies that reveal the role of topography, soil amplification and basin edge focusing on the distribution of ground surface motion.

The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.On 2 March 1987 the Bay of Plenty region suffered an earthquake of magnitude 6.3 on the Richter scale, centred at Edgecumbe. Severe damage to personal and industrial property and drainage systems occurred. In hindsight, although much of the damage was covered by insurance, loans, public and government contributions, the continuing reconstruction costs have had a tremendous impact financially on individuals and the District as a whole. By highlighting some of these ongoing costs and suggestions of alternatives other Rural communities may be better prepared to lessen the effect of a natural disaster such as the Edgecumbe Earthquake of 1987.

The 22 February 2011, Mw6.2 Christchurch earthquake is the most costly earthquake to affect New Zealand, causing an estimated 181 fatalities and severely damaging thousands of residential and commercial buildings. This paper presents a summary of some of the observations made by the NSF-sponsored GEER Team regarding the geotechnical/geologic aspects of this earthquake. The Team focused on documenting the occurrence and severity of liquefaction and lateral spreading, performance of building and bridge foundations, buried pipelines and levees, and significant rockfalls and landslides. Liquefaction was pervasive and caused extensive damage to residential properties, water and wastewater networks, high-rise buildings, and bridges. Entire neighborhoods subsided, resulting in flooding that caused further damage. Additionally, liquefaction and lateral spreading resulted in damage to bridges and to stretches of levees along the Waimakariri and Kaiapoi Rivers. Rockfalls and landslides in the Port Hills damaged several homes and caused several fatalities.

Lincoln University and CBRE, a commercial real estate service provider, have conducted research to investigate the impacts of the Canterbury earthquake on the commercial office market in Christchurch. The 22 February 2011 Canterbury earthquake had a devastating impact on Christchurch property with significant damage caused to land and buildings. As at January 2012, around 740 buildings have either been demolished or identified to be demolished in central Christchurch. On top of this, around 140 buildings have either been partially demolished or identified to be partially demolished. The broad aims of our research are to (i) examine the nature and extent of the CBD office relocation, (ii) identify the nature of the occupiers, (iii) determine occupier’s perceptions of the future: their location and space needs post the February earthquake, and the likelihood of relocating back to the CBD after the rebuild, and (iv) find out what occupiers see as the future of the CBD, and how they want this to look.

A multi-disciplinary geo-structural-environmental engineering project funded by the Ministry of Business Innovation and Employment (MBIE) is being carried out at the University of Canterbury. The project aims at developing an eco-friendly seismic isolation foundation system which will improve the seismic performance of medium-density low-rise buildings. Such system is characterized by two main elements: 1) granulated scrap rubber mixed with gravelly soils to be placed beneath the structure, with the goal damping part of the seismic energy before it reaches the superstructure; and 2) a basement raft made of steel-fibre reinforced rubberised concrete (SFRRuC) to enhance the flexibility and toughness of the foundation, looking at better accommodating the displacement demand. In this paper, the main objectives, scope and methodology of the project will be briefly described. A literature review of the engineering properties of steel-fibre reinforced rubberised concrete (RuC) will be presented. Then, preliminary results on concrete mixes with different rubber and steel fibres content will be exhibited.

During 2010 and 2011, a series of major earthquakes caused widespread damage in the city of Christchurch, New Zealand. The magnitude 6.3 quake in February 2011 caused 185 fatalities. In the ensuing months, the government progressively zoned residential land in Christchurch on the basis of its suitability for future occupation (considering damage from these quakes and future earthquake risk). Over 6,000 homes were placed in the ‘red-zone’, meaning that property owners were forced to sell their land to the Crown. This study analysed patterns of residential mobility amongst thirty-one red-zone households from the suburb of Southshore, Christchurch. Drawing on interviews and surveys, the research traced their experience from the zoning announcement until they had moved to a new residence. The research distinguished between short (before the zoning announcement) and long term (post the red zone ‘deadline’) forms of household relocation. The majority of households in the study were highly resistant to short term movement. Amongst those which did relocate before the zoning decision, the desire to maintain a valued social connection with a person outside of the earthquake environment was often an important factor. Some households also moved out of perceived necessity (e.g. due to lack of power or water). In terms of long-term relocation, concepts of affordability and safety were much more highly valued by the sample when purchasing post-quake property. This resulted in a distinct patterning of post-quake housing location choices. Perceived control over the moving process, relationship with government organisations and insurance companies, and time spent in the red-zone before moving all heavily influenced participants’ disaster experience. Contrary to previous studies, households in this study recorded higher levels of subjective well-being after relocating. The study proposed a typology of movers in the Christchurch post-disaster environment. Four mobility behaviours, or types, are identified: the Committed Stayers (CSs), the Environment Re-Creators (ERCs), the Resigned Acceptors (RAs), and the Opportunistic Movers (OMs). The CSs were defined by their immobility rather than their relocation aspirations, whilst the ERCs attempted to recreate or retain aspects of Southshore through their mobility. The RAs expressed a form of apathy towards the post-quake environment, whereas, on the other hand, the OMs moved relative to pre-earthquake plans, or opportunities that arose from the earthquake itself. Possibilities for further research include examining household adaptability to new residential environments and tracking further mobility patterns in the years following relocation from the red- zone.

Context - Context - On Thursday 23 June Prime Minister John Key, Canterbury Earthquake Recovery Minister Gerry Brownlee and representatives from engineering consultants Tonkin & Taylor announced the first part of the Government's long-awaited land report that revealed the fate of up to 5000 quake-damaged homes. These homes were in the 'red zone'. But 10,500 owners in the orange zone were left in limbo, with their properties requiring further assessment. The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions

As far as suburbs with bad reputations go, Aranui in Christchurch often seems to dominate local public perceptions. High crime, high unemployment, low incomes, run-down state houses and uncared-for neighbourhoods have been the key words and phrases used over many decades. This reputation achieved national standing over the same period and in 2001 Aranui gained the dubious distinction of becoming the pilot project for the Labour Government’s state housing Community Renewal Programme initiated in 2001. It is common to read “Don’t buy or rent here” comments on websites and blogs advising prospective immigrants on where to live. One of the dispiriting moments in Aranui’s history came in September 2009 with the discovery of two bodies under the floorboards of a Hampshire Street property and the subsequent charge of double-homicide and conviction of local resident Jason Somerville for the murder of his wife Rebecca Chamberlain and neighbour Tisha Lowry.

Earthquake-triggered soil liquefaction caused extensive damage and heavy economic losses in Christchurch during the 2010-2011 Canterbury earthquakes. The most severe manifestations of liquefaction were associated with the presence of natural deposits of clean sands and silty sands of fluvial origin. However, liquefaction resistance of fines-containing sands is commonly inferred from empirical relationships based on clean sands (i.e. sands with less than 5% fines). Hence, existing evaluation methods have poor accuracy when applied to silty sands. The liquefaction behaviour of Christchurch fines-containing (silty) sands is investigated through a series of Direct Simple Shear (DSS) tests. This type of test better resembles earthquake loading conditions in soil deposits compared to cyclic triaxial tests. Soil specimens are reconstituted in the laboratory with the water sedimentation technique. This preparation method yields soil fabrics similar to those encountered in fluvial soil deposits, which are common in the Christchurch area. Test results provide preliminary indications on how void ratio, relative density, preparation method and fines content influence the cyclic liquefaction behaviour of sand-silt mixtures depending on the properties of host sand and silt.

At the conclusion of the 2010 and 2011 Canterbury earthquakes more than 5100 homes had been deemed unsafe for habitation. The land and buildings of these were labelled “red zoned” and are too badly damaged for remediation. These homes have been demolished or are destined for demolition. To assist the red zone population to relocate, central government have offered to ‘buy out’ home owners at the Governmental Value (GV) that was last reviewed in 2007. While generous in the economic context at the time, the area affected was the lowest value land and housing in Christchurch and so there is a capital shortfall between the 2007 property value and the cost of relocating to more expensive properties. This shortfall is made worse by increasing present day values since the earthquakes. Red zone residents have had to relocate to the far North and Western extremities of Christchurch, and some chose to move even further to neighbouring towns or cities. The eastern areas and commercial centres close to the red zone are affected as well. They have lost critical mass which has negatively impacted businesses in the catchments of the Red Zone. This thesis aims to repopulate the suburbs most affected by the abandonment of the red zone houses.  Because of the relative scarcity of sound building sites in the East and to introduce affordability to these houses, an alternative method of development is required than the existing low density suburban model. Smart medium density design will be tested as an affordable and appropriate means of living. Existing knowledge in this field will be reviewed, an analysis of what East Christchurch’s key characteristics are will occur, and an examination of built works and site investigations will also be conducted.  The research finds that at housing densities of 40 units per hectare, the spatial, vehicle, aesthetic needs of East Christchurch can be accommodated. Centralising development is also found to offer better lifestyle choices than the isolated suburbs at the edges of Christchurch, to be more efficient using existing infrastructure, and to place less reliance on cars. Stronger communities are formed from the outset and for a full range of demographics.  Eastern affordable housing options are realised and Christchurch’s ever expanding suburban tendencies are addressed. East Christchurch presently displays a gaping scar of devastated houses that ‘The New Eastside’ provides a bandage and a cure for. Displaced and dispossessed Christchurch residents can be re-housed within a new heart for East Christchurch.
