We're broadcasting today from Christchurch on the second anniversary of the six point three magnitude earthquake which devastated this city. One hundred and eighty five died in the quake and today at midday a memorial service will be held in Latimer Square. After two years, the pace of the rebuild is growing, but for some, so is frustration. More than seven thousand property owners in the residential red zone received a buyout offer from the government. Most of those have taken it - but there are a few who haven't.

Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).
There has not been substantial research conducted in the area of fraud and natural disasters. Therefore, this study sought to examine the perceptions of Canterbury residents toward the recovery process following the September 2010 and February 2011 earthquakes and whether residents felt as though contractor fraud occurs in Canterbury. A questionnaire was developed to gauge information about Canterbury residents’ self-reports involving the earthquakes, specific contractors involved, parties involved with the recovery process in general, and demographic information. Participants included a total of 213 residents from the Canterbury region who had been involved with contractors and/or insurance companies due to the recovery process. Results indicated that a high percentage of the participants were not satisfied with the recovery process and that almost half of the participants reported feeling scammed by contractors in Canterbury after the 2010 and 2011 earthquakes. Moreover, the results indicate that participants neither agreed with the assessments made about their property losses nor the plans made to recover their properties. In many cases, participants felt pressured and even reluctant to accept these assessments and/or plans. The present study does not seek to explain why contractor fraud exists or what motivates scammers. Conversely, it attempts to demonstrate the perceptions of contractor fraud and satisfaction that have taken place in the aftermath of the Canterbury earthquakes.

The housing and mortgage market in Christchurch experienced significant changes since the 2011 earthquake, especially after the reconstruction of the city. The increasing speed of Christchurch average house price exceed the average house price of the whole country, as well as the number of new dwellings. By this regard, this study surveyed the households in Christchurch to analyze the effect of the earthquake on housing and mortgage market. This includes factors such as housing price, interest rate, government policy and socioeconomic factors in terms of age, gender, educational attainment, income, marital status and family life cycle. Logistic regression model is used to analyze the data. The study provides an overview of the housing market and mortgage market in Christchurch. The logistic regression, results show changes on sensitivity between the socio-economic factors and house purchase, as well as mortgage borrowing pre- and post-earthquake. The result indicates that the earthquake in Christchurch has affected households’ decision on house purchase and mortgage borrowing.

Many buildings with relatively low damage from the 2010-2011 Canterbury were deemed uneconomic to repair and were replaced [1,2]. Factors that affected commercial building owners’ decisions to replace rather than repair, included capital availability, uncertainty with regards to regional recovery, local market conditions and ability to generate cash flow, and repair delays due to limited property access (cordon). This poster provides a framework for modeling decision-making in a case where repair is feasible but replacement might offer greater economic value – a situation not currently modeled in engineering risk analysis.

The increasing scale of losses from earthquake disasters has reinforced the need for property owners to become proactive in seismic risk reduction programs. However, despite advancement in seismic design methods and legislative frameworks, building owners are often reluctant to adopt mitigation measures required to reduce earthquake losses. The magnitude of building collapses from the recent Christchurch earthquakes in New Zealand shows that owners of earthquake prone buildings (EPBs) are not adopting appropriate risk mitigation measures in their buildings. Owners of EPBs are found unwilling or lack motivation to adopt adequate mitigation measures that will reduce their vulnerability to seismic risks. This research investigates how to increase the likelihood of building owners undertaking appropriate mitigation actions that will reduce their vulnerability to earthquake disaster. A sequential two-phase mixed methods approach was adopted for the research investigation. Multiple case studies approach was adopted in the first qualitative phase, followed by the second quantitative research phase that includes the development and testing of a framework. The research findings reveal four categories of critical obstacles to building owners‘ decision to adopt earthquake loss prevention measures. These obstacles include perception, sociological, economic and institutional impediments. Intrinsic and extrinsic interventions are proposed as incentives for overcoming these barriers. The intrinsic motivators include using information communication networks such as mass media, policy entrepreneurs and community engagement in risk mitigation. Extrinsic motivators comprise the use of four groups of incentives namely; financial, regulatory, technological and property market incentives. These intrinsic and extrinsic interventions are essential for enhancing property owners‘ decisions to voluntarily adopt appropriate earthquake mitigation measures. The study concludes by providing specific recommendations that earthquake risk mitigation managers, city councils and stakeholders involved in risk mitigation in New Zealand and other seismic risk vulnerable countries could consider in earthquake risk management. Local authorities could adopt the framework developed in this study to demonstrate a combination of incentives and motivators that yield best-valued outcomes. Consequently, actions can be more specific and outcomes more effective. The implementation of these recommendations could offer greater reasons for the stakeholders and public to invest in building New Zealand‘s built environment resilience to earthquake disasters.

Deformational properties of soil, in terms of modulus and damping, exert a great influence on seismic response of soil sites. However, these properties for sands containing some portion of fines particles have not been systematically addressed. In addition, simultaneous modelling of the modulus and damping behaviour of soils during cyclic loading is desirable. This study presents an experimental and computational investigation into the deformational properties of sands containing fines content in the context of site response analysis. The experimental investigation is carried on sandy soils sourced from Christchurch, New Zealand using a dynamic triaxial apparatus while the computational aspect is based on the framework of total-stress one-dimensional (1D) cyclic behaviour of soil. The experimental investigation focused on a systematic study on the deformational behaviour of sand with different amounts of fines content (particle diameter ≤ 75µm) under drained conditions. The silty sands were prepared by mixing clean sand with three different percentages of fines content. A series of bender element tests at small-strain range and stress-controlled dynamic triaxial tests at medium to high-strain ranges were conducted on samples of clean sand and silty sand. This allowed measurements of linear and nonlinear deformational properties of the same specimen for a wide strain range. The testing program was designed to quantify the effects of void ratio and fines content on the low-strain stiffness of the silty sand as well as on the nonlinear stress-strain relationship and corresponding shear modulus and damping properties as a function of cyclic shear strains. Shear wave velocity, Vs, and maximum shear modulus, Gmax, of silty sand was shown to be significantly smaller than the respective values for clean sands measured at the same void ratio, e, or same relative density, Dr. However, the test results showed that the difference in the level of nonlinearity between clean sand and silty sands was small. For loose samples prepared at an identical relative density, the behaviour of clean sand was slightly less nonlinear as compared to sandy soils with higher fines content. This difference in the nonlinear behaviour of clean sand and sandy soils was negligible for dense soils. Furthermore, no systematic influence of fines content on the material damping curve was observed for sands with fines content FC = 0 to 30%. In order to normalize the effects of fines on moduli of sands, equivalent granular void ratio, e*, was employed. This was done through quantifying the participation of fines content in the force transfer chain of the sand matrix. As such, a unified framework for modelling of the variability of shear wave velocity, Vs, (or shear modulus, Gmax) with void ratio was achieved for clean sands and sands with fines, irrespective of their fines content. Furthermore, modelling of the cyclic stress-strain behaviour based on this experimental program was investigated. The modelling effort focused on developing a simple constitutive model which simultaneously models the soil modulus and damping relationships with shear strains observed in laboratory tests. The backbone curve of the cyclic model was adopted based on a modified version of Kondner and Zelasko (MKZ) hyperbolic function, with a curvature coefficient, a. In order to simulate the hysteretic cycles, the conventional Masing rules (Pyke 1979) were revised. The parameter n, in the Masing’s criteria was assumed to be a function of material damping, h, measured in the laboratory. As such the modulus and damping produced by the numerical model could match the stress-strain behaviour observed in the laboratory over the course of this study. It was shown that the Masing parameter n, is strain-dependent and generally takes values of n ≤ 2. The model was then verified through element test simulations under different cyclic loadings. It was shown that the model could accurately simulate the modulus and the damping simultaneously. The model was then incorporated within the OpenSees computational platform and was used to scrutinize the effects of damping on one-dimensional seismic site response analysis. For this purpose, several strong motion stations which recorded the Canterbury earthquake sequence were selected. The soil profiles were modelled as semi-infinite horizontally layered deposits overlying a uniform half-space subjected to vertically propagating shear waves. The advantages and limitations of the nonlinear model in terms of simulating soil nonlinearity and associated material damping were further scrutinized. It was shown that generally, the conventional Masing criteria unconservatively may underestimate some response parameters such as spectral accelerations. This was shown to be due to larger hysteretic damping modelled by using conventional Masing criteria. In addition, maximum shear strains within the soil profiles were also computed smaller in comparison to the values calculated by the proposed model. Further analyses were performed to study the simulation of backbone curve beyond the strain ranges addressed in the experimental phase of this study. A key issue that was identified was that relying only on the modulus reduction curves to simulate the stress-strain behaviour of soil may not capture the actual soil strength at larger strains. Hence, strength properties of the soil layer should also be incorporated to accurately simulate the backbone curve.
A copy of a letter from Seamus O'Cromtha which was sent to the Chief Executive of the Ministry of Business, Innovation and Employment (MBIE) on 3 September 2016. The letter was sent on behalf of Empowered Christchurch. In the letter, O'Cromtha calls on the Chief Executive to instruct the Christchurch City Council to stop issuing building consents in areas such as the Avon River floodplain until stop banks have been erected along the river. O'Cromtha comments, "Properties that should be protected by stop banks currently have no protection against flooding".
The Canterbury earthquake sequence in New Zealand’s South Island induced widespread liquefaction phenomena across the Christchurch urban area on four occasions (4 Sept 2010; 22 Feb; 13 June; 23 Dec 2011), that resulted in widespread ejection of silt and fine sand. This impacted transport networks as well as infiltrated and contaminated the damaged storm water system, making rapid clean-up an immediate post-earthquake priority. In some places the ejecta was contaminated by raw sewage and was readily remobilised in dry windy conditions, creating a long-term health risk to the population. Thousands of residential properties were inundated with liquefaction ejecta, however residents typically lacked the capacity (time or resources) to clean-up without external assistance. The liquefaction silt clean-up response was co-ordinated by the Christchurch City Council and executed by a network of contractors and volunteer groups, including the ‘Farmy-Army’ and the ‘Student-Army’. The duration of clean-up time of residential properties and the road network was approximately 2 months for each of the 3 main liquefaction inducing earthquakes; despite each event producing different volumes of ejecta. Preliminary cost estimates indicate total clean-up costs will be over NZ$25 million. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill since the beginning of the Canterbury earthquakes sequence. The liquefaction clean-up experience in Christchurch following the 2010-2011 earthquake sequence has emerged as a valuable case study to support further analysis and research on the coordination, management and costs of large volume deposition of fine grained sediment in urban areas.
In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.

This paper describes part of an extensive experimental programme in progress at the University of Canterbury to develop Laminated Veneer Lumber (LVL) structural systems and connections for multistorey timber buildings in earthquake-prone areas. The higher mechanical properties of LVL, when compared to sawn timber, in addition to its low mass, flexibility of design and rapidity of construction, create the potential for increased use of LVL in multi-storey buildings. The development of these innovative ductile connections in LVL, proposed here for frame systems, have been based on the successful implementation of jointed ductile connections for precast concrete systems, started in the early 1990s with the PRESSS Program at the University of California, San Diego, further developed in Italy and currently under further refinement at the University of Canterbury. This paper investigates the seismic behaviour of the so-called “hybrid” connection, characterised by the combination of unbonded post-tensioned tendons and either external or internal energy dissipaters passing through the critical contact surface between the structural elements. Experimental results on hybrid exterior beam-to-column and column-to-foundation subassemblies under cyclic quasi-static unidirectional loading are presented. The proposed innovative solutions exhibit a very satisfactory seismic performance characterised by an appreciable energy dissipation capacity (provided by the dissipaters) combined with self-centring properties (provided by the unbonded tendons) and negligible damage of the LVL structural elements.
