The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:

A dramatic consequence of the Christchurch, New Zealand, earthquakes of 2010 and 2011 was the widespread liquefaction in the city. Part of the central business district (CBD) was badly affected by liquefaction but elsewhere large volumes of ejecta were not evident for those parts of the CBD where the upper layers in the soil profile are sandy gravel and gravelly sand. The purpose of the paper is to investigate the effect of the gravel permeability on the rise and dissipation of excess pore water pressure during cyclic loading of a soil profile idealised from Christchurch data. The Cyclic1D software, which performs one-dimensional non-linear effective stress site response analysis, was used. Permeability values associated with gravel were found to suppress the cyclic accumulation of excess pore water pressure in gravel layers. Given that there has not been any systematic measurement of the in situ permeability of the gravels in Christchurch, the modelling in the paper suggests that likely values for the bulk permeability of the gravel layers are within the range suggested in the geotechnical literature. However, the work reported is of wider application than Christchurch and emphasises the controlling influence of permeability on the accumulation and dissipation of cyclic pore pressures. Cantabrians are still surrounded broken buildings and empty spaces on the 10th anniversary of the devastating 22 February 2011 Christchurch earthquake. The disaster forced 70 percent of the CBD to be demolished. The Government launched an ambitious recovery plan to help it recover in 2012. The Christchurch Central Recovery Plan, dubbed the "blueprint" would dictate the rebuild of the central city. To support it, the Government would complete a series of "anchor projects", to encourage investment in the city and make it a more attractive place to live in. As Anan Zaki reports, the anchor projects appeared to weigh down the progress of the rebuild.

Twelves years since the Canterbury earthquakes caused extensive damage to the building, community leaders and project managers have gathered inside the cathedral this morning for the first time since the quakes. When disasters and crises, both man-made and natural, occur, resilient higher education institutions adapt in order to continue teaching and research. This may necessitate the closure of the whole institution, a building and/or other essential infrastructure. In disasters of large scale the impact can be felt for many years. There is an increasing recognition of the need for disaster planning to restructure educational institutions so that they become more resilient to challenges including natural disasters (Seville, Hawker, & Lyttle, 2012).The University of Canterbury (UC) was affected by seismic events that resulted in the closure of the University in September 2010 for 10 days and two weeks at the start of the 2011 academic year This case study research describes ways in which e-learning was deployed and developed by the University to continue and even to improve learning and teaching in the aftermath of a series of earthquakes in 2010 and 2011. A qualitative intrinsic embedded/nested single case study design was chosen for the study. The population was the management, support staff and educators at the University of Canterbury. Participants were recruited with purposive sampling using a snowball strategy where the early key participants were encouraged to recommend further participants. Four sources of data were identified: (1) documents such as policy, reports and guidelines; (2) emails from leaders of the colleges and academics; (3) communications from senior management team posted on the university website during and after the seismic activity of 2010 and 2011; and (4) semi-structured interviews of academics, support staff and members of senior management team. A series of inductive descriptive content analyses identified a number of themes in the data. The Technology Acceptance Model 2 (Venkatesh & Davis, 2000) and the Indicator of Resilience Model (Resilient Organisations, 2012) were used for additional analyses of each of the three cases. Within the University case, the cases of two contrasting Colleges were embedded to produce a total of three case studies describing e-learning from 2000 - 2014. One contrast was the extent of e-learning deployment at the colleges: The College of Education was a leader in the field, while the College of Business and Law had relatively little e-learning at the time of the first earthquake in September 2010. The following six themes emerged from the analyses: Communication about crises, IT infrastructure, Availability of e-learning technologies, Support in the use of e-learning technologies, Timing of crises in academic year and Strategic planning for e-learning. One of the findings confirmed earlier research that communication to members of an organisation and the general public about crises and the recovery from crises is important. The use of communication channels, which students were familiar with and already using, aided the dissemination of the information that UC would be using e-learning as one of the options to complete the academic year. It was also found that e-learning tools were invaluable during the crises and facilitated teaching and learning whilst freeing limited campus space for essential activities and that IT infrastructure was essential to e-learning. The range of e-learning tools and their deployment evolved over the years influenced by repeated crises and facilitated by the availability of centrally located support from the e-Learning support team for a limited set of tools, as well as more localised support and collaboration with colleagues. Furthermore, the reasons and/or rate of e-learning adoption in an educational institution during crises varied with the time of the academic year and the needs of the institution at the time. The duration of the crises also affected the adoption of e-learning. Finally, UC’s lack of an explicit e-learning strategy influenced the two colleges to develop college-specific e-learning plans and those College plans complemented the incorporation of e-learning for the first time in the University’s teaching and learning strategy in 2013. Twelve out of the 13 indicators of the Indicators of Resilience Model were found in the data collected for the study and could be explained using the model; it revealed that UC has become more resilient with e-learning in the aftermath of the seismic activities in 2010 and 2011. The interpretation of the results using TAM2 demonstrated that the adoption of technologies during crises aided in overcoming barriers to learning at the time of the crisis. The recommendations from this study are that in times of crises, educational institutions take advantage of Cloud computing to communicate with members of the institution and stakeholders. Also, that the architecture of a university’s IT infrastructure be made more resilient by increasing redundancy, backup and security, centralisation and Cloud computing. In addition, when under stress it is recommended that new tools are only introduced when they are essential.

A team of earthquake geologists, seismologists and engineering seismologists from GNS Science, NIWA, University of Canterbury, and Victoria University of Wellington have collectively produced an update of the 2002 national probabilistic seismic hazard (PSH) model for New Zealand. The new model incorporates over 200 new onshore and offshore fault sources, and utilises newly developed New Zealand-based scaling relationships and methods for the parameterisation of the fault and subduction interface sources. The background seismicity model has also been updated to include new seismicity data, a new seismicity regionalisation, and improved methodology for calculation of the seismicity parameters. Background seismicity models allow for the occurrence of earthquakes away from the known fault sources, and are typically modelled as a grid of earthquake sources with rate parameters assigned from the historical seismicity catalogue. The Greendale Fault, which ruptured during the M7.1, 4 September 2010 Darfield earthquake, was unknown prior to the earthquake. However, the earthquake was to some extent accounted for in the PSH model. The maximum magnitude assumed in the background seismicity model for the area of the earthquake is 7.2 (larger than the Darfield event), but the location and geometry of the fault are not represented. Deaggregations of the PSH model for Christchurch at return periods of 500 years and above show that M7-7.5 fault and background source-derived earthquakes at distances less than 40 km are important contributors to the hazard. Therefore, earthquakes similar to the Darfield event feature prominently in the PSH model, even though the Greendale Fault was not an explicit model input.

The objective of this study is to examine the influence of near-fault motions on liquefaction triggering in Christchurch and neighboring towns during the 2010-2011 Canterbury earthquake sequence (CES). The CES began with the 4 September 2010, Mw7.1 Darfield earthquake and included up to ten events that triggered liquefaction. However, most notably, widespread liquefaction was induced by the Darfield earthquake and the Mw6.2, 22 February 2011 Christchurch earthquake. Of particular relevance to this study is the forward directivity effects that were prevalent in the motions recorded during the Darfield earthquake, and to a much lesser extent, during the Christchurch earthquake. A 2D variant of the Richart-Newmark fatigue theory was used to compute the equivalent number of cycles (neq) for the ground motions, where volumetric strain was used as the damage metric. This study is unique because it considers the contribution and phasing of both the fault-normal and fault-parallel components of motion on neq and the magnitude scaling factor (MSF). It was found that when the fault-normal and fault-parallel motions were treated individually, the former yielded a lower neq than the latter. Additionally, when the combined effects of fault-normal and fault-parallel components were considered, it was found that the MSF were higher than those commonly used. This implies that motions containing near-fault effects are less demanding on the soil than motions that do not. This may be one of several factors that resulted in less severe liquefaction occurring during the Darfield earthquake than the Christchurch earthquake.

The focus of the study presented herein is an assessment of the relative efficacy of recent Cone Penetration Test (CPT) and small strain shear wave velocity (Vs) based variants of the simplified procedure. Towards this end Receiver Operating Characteristic (ROC) analyses were performed on the CPT- and Vs-based procedures using the field case history databases from which the respective procedures were developed. The ROC analyses show that Factors of Safety (FS) against liquefaction computed using the most recent Vs-based simplified procedure is better able to separate the “liquefaction” from the “no liquefaction” case histories in the Vs liquefaction database than the CPT-based procedure is able to separate the “liquefaction” from the “no liquefaction” case histories in the CPT liquefaction database. However, this finding somewhat contradicts the assessed predictive capabilities of the CPT- and Vs-based procedures as quantified using select, high quality liquefaction case histories from the 20102011 Canterbury, New Zealand, Earthquake Sequence (CES), wherein the CPT-based procedure was found to yield more accurate predictions. The dichotomy of these findings may result from the fact that different liquefaction field case history databases were used in the respective ROC analyses for Vs and CPT, while the same case histories were used to evaluate both the CPT- and Vs-based procedures.

The Catholic Cathedral is classified as a category 1 listed heritage building constructed largely of unreinforced stone masonry, and was significantly damaged in the recent Canterbury earthquakes of 2010 and 2011. In the 2010 event the building presented slight to moderta damage, meanwhile in the 2011 one experienced ground shaking in excess of its capacity leading to block failures and partial collapse of parts of the building, which left the building standing but still posing a significant hazard. In this paper we discuss the approach to develop the earthquake analysis of the building by 3D numerical simulations, and the results are compared/calibrated with the observed damage of the 2010 earthquake. Very accurate records were obtained during both earthquakes due to a record station located least than 80 m of distance from the building and used in the simulations. Moreover it is included in the model the soil structure interaction because it was observed that the ground and foundation played an important role on the seismic behavior of the structure. A very good agreement was found between the real observed damage and the nonlinear dynamic simulations described trough inelastic deformation (cracking) and building´s performance.

The footage shows damage to the Smith City car park, the Cathedral of the Blessed Sacrament, the CTV Building, the PGC Building, the Durham Street Methodist Church, the Lyttelton Timeball Station, the roads alongside the Avon River, and the ChristChurch Cathedral. It also shows New Zealand Army road blocks outside the hospital, crushed buses on Colombo Street, a Royal New Zealand Navy vessel in Lyttelton Harbour, rock fall on the Summit Road, collapsed cliffs in Sumner and Redcliffs, tents set up in a park, flooding in New Brighton, and liquefaction in QEII Park.

Paul Millar, associate professor at Canterbury University, is concerned that future generations won't have access to the full picture of the Canterbury earthquakes, so he got the CEISMIC Project under way. The project is an archive of earthquake-related digital material and includes resources from the National Library, the Ministry for Culture and Heritage, the Canterbury Earthquake Recovery Authority, Christchurch City Libraries, Te Papa, NZ On Screen, the Canterbury Museum and the Ngai Tahu Research Centre. Paul says the aim is to document the impact of the disaster and the process of recovery, and make all that material available for free.

Two aluminium drink cans which have split open. The shaking caused one of the front feet of the fridge to fold, which made the fridge tip forward and causing the door to open. Recovery from disasters is a significant issue faced by all countries in the world at various times. Governments, including central and local governments, are the key actors regarding post-disaster recovery because they have the authority and responsibility to rescue affected people and recover affected areas (Yang, 2010). Planning is a critical step in the recovery process and provides the basis for defining a shared vision for recovery, clear objectives and intended results. Subsequently, the concept of collaborative planning and ‘build back better’ are highly desirable in recovery planning. However, in practice, these concepts are difficult to achieve. A brief description of the recovery planning in Christchurch City following the Canterbury earthquakes 2011 is provided as an example and comparison. This research aims to analyse the planning process to develop a post-disaster recovery plan in Indonesia using Mataram City’s recovery plan following the Lombok Earthquakes 2018 as the case study. It will emphasise on the roles of the central and local governments and whether they collaborate or not, and the implications of decentralisation for recovery planning. The methodology comprised a combination of legislation analysis and semi-structure interviews with the representatives of the central and local governments who were involved in the planning process. The results indicate that there was no collaboration between the central and local governments when developing the recovery plan, with the former tend to dominate and control the planning process. It is because there are regulatory and institutional problems concerning disaster management in Indonesia. In order to improve the implementation of disaster management and develop a better recovery plan, some recommendations are proposed. These include amendments the disaster management law and regulations to provide a clear guideline regarding the roles and responsibilities of both the central and local governments. It is also imperative to improve the capacity and capability of the local governments in managing disaster.
