Rolleston is a town in the Selwyn District of Canterbury, just outside the Christchurch City boundary. It was close to the epicenter of the September earthquake last year, but suffered little damage because it sits on very stable rock.

The Prime Minister Chris Hipkins today announced an additional three hundred and one million dollar boost for the rebuild of earthquake damaged Christchurch schools, and said the programme in Christchurch may be a template for repairing flood damaged schools in the North Island. Some schools are still waiting to be repaired more than a decade after the devastating quakes. On his first visit to Christchurch since becoming Prime Minister, Chris Hipkins visited one of the schools still in the midst of its rebuild process, and to celebrate the progress being made. Our reporter Rachel Graham and videographer Nate McKinnon went along.
The 2010 and 2011 earthquakes have had a devastating impact on the city of Christchurch, New Zealand. The level of destruction has been especially evident in the central business district where it has been estimated over 1000 buildings have already been or will eventually require demolition. Although, contrary to expectations, most of the fatalities were in relatively modern buildings, the Victorian and Edwardian era building stock was especially hard hit in terms of property damage. Unfortunately this era and style of building were also the focus of the most successful inner city revitalisation projects to date. A major research project is now underway examining the impact on the earthquakes on one of these revitalisation areas. The first step is to examine the international literature on similar inner city revitalisation or gentrification areas and in particular the characteristics of owners and occupiers attracted to this type of environment. This is the focus of this paper.

A video of Dallington resident Christine Mathieson being told that her orange-zoned property has been rezoned as green. The rezoning was confirmed earlier in the day by Canterbury Earthquake Recovery Minister Gerry Brownlee, who announced that 400 earthquake-damaged properties in Christchurch will be bought by the government. The Global Earthquake Model’s (GEM) Earthquake Consequences Database (GEMECD) aims to develop, for the first time, a standardised framework for collecting and collating geocoded consequence data induced by primary and secondary seismic hazards to different types of buildings, critical facilities, infrastructure and population, and relate this data to estimated ground motion intensity via the USGS ShakeMap Atlas. New Zealand is a partner of the GEMECD consortium and to-date has contributed with 7 events to the database, of which 4 are localised in the South Pacific area (Newcastle 1989; Luzon 1990; South of Java 2006 and Samoa Islands 2009) and 3 are NZ-specific events (Edgecumbe 1987; Darfield 2010 and Christchurch 2011). This contribution to GEMECD represented a unique opportunity for collating, comparing and reviewing existing damage datasets and harmonising them into a common, openly accessible and standardised database, from where the seismic performance of New Zealand buildings can be comparatively assessed. This paper firstly provides an overview of the GEMECD database structure, including taxonomies and guidelines to collect and report on earthquake-induced consequence data. Secondly, the paper presents a summary of the studies implemented for the 7 events, with particular focus on the Darfield (2010) and Christchurch (2011) earthquakes. Finally, examples of specific outcomes and potentials for NZ from using and processing GEMECD are presented, including: 1) the rationale for adopting the GEM taxonomy in NZ and any need for introducing NZ-specific attributes; 2) a complete overview of the building typological distribution in the Christchurch CBD prior to the Canterbury earthquakes and 3) some initial correlations between the level and extent of earthquake-induced physical damage to buildings, building safety/accessibility issues and the induced human casualties.

The Canterbury earthquake and aftershock sequence in New Zealand during 2010-2011 subjected the city’s structures to a significant accumulated cyclic demand and raised significant questions regarding the low-cycle fatigue demands imposed upon the structures. There is a significant challenge to quantify the level of cumulative demand imposed on structures and to assess the percentage of a structure's fatigue life that has been consumed as a result of this earthquake sequence. It is important to be able to quantify the cumulative demand to determine how a building will perform in a subsequent large earthquake and inform repair and re-occupancy decisions. This paper investigates the cumulative fatigue demand for a structure located within the Christchurch Central Business District (CBD). Time history analysis and equivalent cycle counting methods are applied across the Canterbury earthquake sequence, using key events from September 4th 2010 and February 22nd , 2011 main shocks. The estimate of the cumulative fatigue demand is then compared to the expected capacity of a case study reinforced concrete bridge pier, to undertake a structure-specific fatigue assessment. The analysis is undertaken to approximate the portion of the structural fatigue capacity that has been consumed, and how much residual capacity remains. Results are assessed for recordings at the four Christchurch central city strong motion recording sites installed by the GeoNet programme, to provide an estimate of variation in results. The computed cyclic demand results are compared to code-based design methods and as assessment of the inelastic displacement demand of the reinforcing steel. Results are also presented in a fragility context where a de minimis (inconsequential), irreparable damage and full fatigue fracture are defined to provide a probabilistic assessment of the fatigue damage incurred. This methodology can provide input into the overall assessment of fatigue demands and residual capacity.

The 2010 and 2011 earthquakes in the region of Canterbury, New Zealand caused widespread damage and the deaths of 185 people. Suburbs on the eastern side of Christchurch and in the satellite town of Kaiapoi, 20 kilometres north of Christchurch, were badly damaged by liquefaction. The Canterbury Earthquake Recovery Authority (CERA), a government organisation set up in the wake of the earthquakes, began to systematically zone all residential land in 2011. Based on the possibility for land remediation, 7860 houses in Christchurch and Kaiapoi were zoned red. Those who were in this zone were compensated and had to buy or build elsewhere. The other zone examined within this research – that of TC3 – lies within the green zone. Residents, in this zone, were able to stay in their houses but land was moderately damaged and required site-specific geotechnical investigations. This research sought to understand how residents’ senses of home were impacted by a disaster and the response efforts. Focusing on the TC3 and red zone of the eastern suburbs and the satellite town of Kaiapoi, this study interviewed 29 residents within these zones. The concept of home was explored with the respondents at three scales: home as a household; home as a community; and home as a city. There was a large amount of resistance to the zoning process and the handling of claims by insurance companies and the Earthquake Commission (EQC) after the earthquakes. Lack of transparency and communication, as well as extremely slow timelines were all documented as failings of these agencies. This research seeks to understand how participant’s sense of home changed on an individual level and how it was impacted by outside agencies. Homemaking techniques were also focused on showing that a changed sense of home will impact on how a person interacts with a space.

The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.
Recent severe earthquakes, such as the 2010-2011 Christchurch earthquake series, have put emphasis on building resilience all over the world. To achieve such resilience, procedures for low damage seismic design have been developed to satisfy both life safety requirements and the need to minimize undesirable economic effects of required building repair or structural member replacement following a major earthquake. Seismic resisting systems following this concept are expected to withstand severe earthquakes without requiring major post-earthquake repairs, using isolating mechanisms or sacrificial systems that either do not need repair or are readily repairable or replaceable. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs) and symmetric friction connections (SFCs) in braces of the braced frames. A 9 m tall, configurable three-storey steel framed composite floor building incorporating frictionbased connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. The structural systems are configurable, allowing different moment and braced frame structural systems tested in two horizontal directions. The structure is designed and detailed to undergo, at worst, minor damage under a planned series of severe earthquakes.
