The cartoon shows New Zealand's flag but it has lost one of its four stars. Down in the lower right corner a group of rescue workers using cranes, a cherry picker and a long ladder have pulled the fourth star out of the rubble and are replacing it on the flag. Context - on 22 February 2011 a 6.3 magnitude earthquake struck in Christchurch which killed 185 people and caused very severe damage. During the 2010/2011 Canterbury earthquakes, Reinforced Concrete Frame with Masonry Infill (RCFMI) buildings were subjected to significant lateral loads. A survey conducted by Christchurch City Council (CCC) and the Canterbury Earthquake Recovery Authority (CERA) documented 10,777 damaged buildings, which included building characteristics (building address, the number of storeys, the year of construction, and building use) and post-earthquake damage observations (building safety information, observed damage, level of damage, and current state of the buildings). This data was merged into the Canterbury Earthquake Building Assessment (CEBA) database and was utilised to generate empirical fragility curves using the lognormal distribution method. The 2010-2011 Canterbury earthquake sequence was extremely damaging to structures in Christchurch and continues to have a large economic and social impact on the city and surrounding regions. In addition to strong ground shaking (Bradley and Cubrinovski 2011 SRL; Bradley 2012 SDEE), extensive liquefaction was observed, particularly in the 4 September 2010 Darfield earthquake and the 22 February 2011 Christchurch earthquake (Cubrinovski et al. 2010 BNZSEE; 2011 SRL). Large observed vertical ground motion amplitudes were recorded in the events in this sequence, with vertical peak ground accelerations of over 2.2g being observed at the Heathcote Valley Primary School during the Christchurch earthquake, and numerous other vertical motions exceeding 1.0g (Bradley and Cubrinovski 2011 SRL; Bradley 2012 SDEE; Fry et al 2011 SRL). Vertical peak ground accelerations of over 1.2g were observed in the Darfield earthquake.

"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."

Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. Damage to TJ's Kazbah in New Brighton. The east and north walls and part of the upper floor have collapsed, tipping rubble and the contents of the rooms out onto the street. The photographer comments, "The occupants of the business and rooms all managed to escape alive. A digger was used to make the building safe and then used to sift through the rubble for any surviving belongings. It was a very emotional time for the ex-occupants".
