This thesis is about many things, not least of all the September 4th 2010 and February 22nd 2011 earthquakes that shook Christchurch, New Zealand. A city was shaken, events which worked to lay open the normally invisible yet vital objects, processes and technologies which are the focus of inquiry: the sewers, pipes, pumps, the digital technologies, the land and politics which constitute the Christchurch wastewater networks. The thesis is an eclectic mix drawing together methods and concepts from Bruno Latour, John Law, Giles Deleuze and Felix Guattari, Nigel Thrift, Donna Haraway and Patrick Joyce. It is an exploration of how the technologies and objects of sanitation perform the city, and how such things which are normally hidden and obscured, are made visible. The question of visibility is also turned toward the research itself: how does one observe, and describe? How are sociological visibilities constructed? Through the research, the encountering of objects in the field, the processes of method, the pedagogy of concepts, and the construction of risk, the thesis comes to be understood as a particular kind of social scientific artefact which assembles four different accounts: the first regards the construction of visibility; the second explores Christchurch city from the control room where the urban sanitary infrastructures are monitored; the third chapter looks at the formatted and embodied practices which emerge with the correlation of the city and sanitation; the fourth looks at the changing politics of a city grappling with severely damaged essential services, land and structures. The final chapter considers how the differences between romantic and baroque sensibilities mean that these four accounts elicit knowing not through smoothness or uniformity, but in partiality and non-coherence. This thesis is about pipes, pump stations, and treatment plants; about the effluent of a city; about the messiness of social science when confronted by the equally messy world of wastewater.
Lincoln University and CBRE, a commercial real estate service provider, have conducted research to investigate the impacts of the Canterbury earthquake on the commercial office market in Christchurch. The 22 February 2011 Canterbury earthquake had a devastating impact on Christchurch property with significant damage caused to land and buildings. As at January 2012, around 740 buildings have either been demolished or identified to be demolished in central Christchurch. On top of this, around 140 buildings have either been partially demolished or identified to be partially demolished. The broad aims of our research are to (i) examine the nature and extent of the CBD office relocation, (ii) identify the nature of the occupiers, (iii) determine occupier’s perceptions of the future: their location and space needs post the February earthquake, and the likelihood of relocating back to the CBD after the rebuild, and (iv) find out what occupiers see as the future of the CBD, and how they want this to look.

This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. In 2010 and 2011, Aotearoa New Zealand was hit by a number of major disasters involving loss of human life and severe disruption to social, ecological and economic wellbeing. The Pike River mine explosions were closely followed by a sequence of major earthquakes in Christchurch, seismic events that have permanently altered the lives of thousands of people in our third largest city, the closure of the central business district and the effective abandonment of whole residential areas. In early October 2011, the ship, Rena, grounded on a reef off the port of Tauranga and threatened a major oil spill throughout the Bay of Plenty, where local communities with spiritual and cultural connections to the land depend on sea food as well as thrive on tourism. The Council for Social Work Education Aotearoa New Zealand (CSWEANZ), representing all the Schools of Social Work in New Zealand, held a ‘Disaster Curriculum’ day in November 2011, at which social workers and Civil Defence leaders involved in the Christchurch earthquakes, the Rena Disaster, Fiji floods and the Boxing Day tsunami presented their narrative experience of disaster response and recovery. Workshops discussed and identified core elements that participants considered vital to a social work curriculum that would enable social work graduates in a range of community and cultural settings to respond in safe, creative and informed ways. 4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all. During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities? This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services. Experiences from two other institutions will be highlighted: Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public. Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).
In the period between September 2010 and December 2011, Christchurch (New Zealand) and its surroundings were hit by a series of strong earthquakes including six significant events, all generated by local faults in proximity to the city: 4 September 2010 (Mw=7.1), 22 February 2011 (Mw=6.2), 13 June 2011 (Mw=5.3 and Mw=6.0) and 23 December 2011 (M=5.8 and (M=5.9) earthquakes. As shown in Figure 1, the causative faults of the earthquakes were very close to or within the city boundaries thus generating very strong ground motions and causing tremendous damage throughout the city. Christchurch is shown as a lighter colour area, and its Central Business District (CBD) is marked with a white square area in the figure. Note that the sequence of earthquakes started to the west of the city and then propagated to the south, south-east and east of the city through a set of separate but apparently interacting faults. Because of their strength and proximity to the city, the earthquakes caused tremendous physical damage and impacts on the people, natural and built environments of Christchurch. The 22 February 2011 earthquake was particularly devastating. The ground motions generated by this earthquake were intense and in many parts of Christchurch substantially above the ground motions used to design the buildings in Christchurch. The earthquake caused 182 fatalities, collapse of two multi-storey reinforced concrete buildings, collapse or partial collapse of many unreinforced masonry structures including the historic Christchurch Cathedral. The Central Business District (CBD) of Christchurch, which is the central heart of the city just east of Hagley Park, was practically lost with majority of its 3,000 buildings being damaged beyond repair. Widespread liquefaction in the suburbs of Christchurch, as well as rock falls and slope/cliff instabilities in the Port Hills affected tens of thousands of residential buildings and properties, and shattered the lifelines and infrastructure over approximately one third of the city area. The total economic loss caused by the 2010-2011 Christchurch earthquakes is currently estimated to be in the range between 25 and 30 billion NZ dollars (or 15% to 18% of New Zealand’s GDP). After each major earthquake, comprehensive field investigations and inspections were conducted to document the liquefaction-induced land damage, lateral spreading displacements and their impacts on buildings and infrastructure. In addition, the ground motions produced by the earthquakes were recorded by approximately 15 strong motion stations within (close to) the city boundaries providing and impressive wealth of data, records and observations of the performance of ground and various types of structures during this unusual sequence of strong local earthquakes affecting a city. This paper discusses the liquefaction in residential areas and focuses on its impacts on dwellings (residential houses) and potable water system in the Christchurch suburbs. The ground conditions of Christchurch including the depositional history of soils, their composition, age and groundwater regime are first discussed. Detailed liquefaction maps illustrating the extent and severity of liquefaction across Christchurch triggered by the sequence of earthquakes including multiple episodes of severe re-liquefaction are next presented. Characteristic liquefaction-induced damage to residential houses is then described focussing on the performance of typical house foundations in areas affected by liquefaction. Liquefaction impacts on the potable water system of Christchurch is also briefly summarized including correlation between the damage to the system, liquefaction severity, and the performance of different pipe materials. Finally, the characteristics of Christchurch liquefaction and its impacts on built environment are discussed in relation to the liquefaction-induced damage in Japan during the 11 March 2011 Great East Japan Earthquake.
This thesis is concerned with modelling rockfall parameters associated with cliff collapse debris and the resultant “ramp” that formed following the high peak ground acceleration (PGA) events of 22 February 2011 and 13 June 2011. The Christchurch suburb of Redcliffs, located at the base of the Port Hills on the northern side of Banks Peninsula, New Zealand, is comprised of Miocene-age volcanics with valley-floor infilling marine sediments. The area is dominated by basaltic lava flows of the Mt Pleasant Formation, which is a suite of rocks forming part of the Lyttelton Volcanic Group that were erupted 11.0-10.0Ma. Fresh exposure enabled the identification of a basaltic ignimbrite unit at the study site overlying an orange tuff unit that forms a marker horizon spanning the length of the field area. Prior to this thesis, basaltic ignimbrite on Banks Peninsula has not been recorded, so descriptions and interpretations of this unit are the first presented. Mapping of the cliff face by remote observation, and analysis of hand samples collected from the base of the debris slopes, has identified a very strong (>200MPa), columnar-jointed, welded unit, and a very weak (<5MPa), massive, so-called brecciated unit that together represent the end-member components of the basaltic ignimbrite. Geochemical analysis shows the welded unit is picrite basalt, and the brecciated unit is hawaiite, making both clearly distinguishable from the underlying trachyandesite tuff. RocFall™ 4.0 was used to model future rockfalls at Redcliffs. RocFall™ is a two-dimensional (2D), hybrid, probabilistic modelling programme for which topographical profile data is used to generate slope profiles. GNS Science collected the data used for slope profile input in March 2011. An initial sensitivity analysis proved the Terrestrial Laser Scan (TLS)-derived slope to be too detailed to show any results when the slope roughness parameter was tested. A simplified slope profile enabled slope roughness to be varied, however the resulting model did not correlate with field observations as well. By using slope profile data from March 2011, modelled rockfall behaviour has been calibrated with observed rockfall runout at Redcliffs in the 13 June 2011 event to create a more accurate rockfall model. The rockfall model was developed on a single slope profile (Section E), with the chosen model then applied to four other section lines (A-D) to test the accuracy of the model, and to assess future rockfall runout across a wider area. Results from Section Lines A, B, and E correlate very well with field observations, with <=5% runout exceeding the modelled slope, and maximum bounce height at the toe of the slope <=1m. This is considered to lie within observed limits given the expectation that talus slopes will act as a ramp on which modelled rocks travel further downslope. Section Lines C and D produced higher runout percentage values than the other three section lines (23% and 85% exceeding the base of the slope, respectively). Section D also has a much higher maximum bounce height at the toe of the slope (~8.0m above the slope compared to <=1.0m for the other four sections). Results from modelling of all sections shows the significance of the ratio between total cliff height (H) and horizontal slope distance (x), and of maximum drop height to the top of the talus (H*) and horizontal slope distance (x). H/x can be applied to the horizontal to vertical ratio (H:V) as used commonly to identify potential slope instability. Using the maximum value from modelling at Redcliffs, the future runout limit can be identified by applying a 1.4H:1V ratio to the remainder of the cliff face. Additionally, the H*/x parameter shows that when H*/x >=0.6, the percentage of rock runout passing the toe of the slope will exceed 5%. When H*/x >=0.75, the maximum bounce height at the toe of the slope can be far greater than when H*/x is below this threshold. Both of these parameters can be easily obtained, and can contribute valuable guideline data to inform future land-use planning decisions. This thesis project has demonstrated the applicability of a 2D probabilistic-based model (RocFall™ 4.0) to evaluate rockfall runout on the talus slope (or ramp) at the base of ~35-70m high cliff with a basaltic ignimbrite source. Limitations of the modelling programme have been identified, in particular difficulties with adjusting modelled roughness of the slope profile and the inability to consider fragmentation. The runout profile using RocFall™ has been successfully calibrated against actual profiles and some anomalous results have been identified.
