The Christchurch region of New Zealand experienced a series of major earthquakes and aftershocks between September 2010 and June 2011 which caused severe damage to the city’s infrastructure. The performance of tilt-up precast concrete buildings was investigated and initial observations are presented here. In general, tilt-up buildings performed well during all three major earthquakes, with mostly only minor, repairable damage occurring. For the in-plane loading direction, both loadbearing and cladding panels behaved exceptionally well, with no significant damage or failure observed in panels and their connections. A limited number of connection failures occurred due to large out-of-plane panel inertia forces. In several buildings, the connections between the panel and the internal structural frame appeared to be the weakest link, lacking in both strength and ductility. This weakness in the out-of-plane load path should be prevented in future designs.

The presentation is titled, "Loss of Trust and other Earthquake Damage".The abstract for this presentation reads as follows: It was predictable that the earthquakes which hit the Canterbury region in 2010 and 2011 caused trauma. However, it was assumed that recovery would be significantly assisted by governmental agencies and private insurers. The expectation was that these organisations would relieve the financial pressures and associated anxiety caused by damage to property. Some initiatives did exactly that. However, there are many instances where difficulties with insurance and related issues have exacerbated the adverse effects of the earthquakes on people's wellness. In some cases, stresses around property issues have become and independent source of extreme anxiety and have had significant impacts on the quality of people's lives. Underlying this problem is a breakdown in trust between citizen and state, and insurer and insured. This has led to a pervading concern that entitlements are being denied. While such concerns are sometimes well founded, an approach which is premised on mistrust is frequently highly conflicted, costly, and often leads to worse outcomes. Professor Webb will discuss the nature and causes of these difficulties including: the complexity of insurance and repair issues, the organisational ethos of the relevant agencies, the hopes of homeowners and the practical gap which commonly arises between homeowner expectation and agency response. Observations will be offered on how the adverse effects of these issues can be overcome in dealing with claimants, and how such matters can be managed in a way which promotes the wellness of individuals.

Earthquakes have been inferred to induce hydrological changes in aquifers on the basis of either changes to well water-levels or tidal behavior, but the relationship between these changes remains unclear. Here, changes in tidal behavior and water-levels are quantified using a hydrological network monitoring gravel aquifers in Canterbury, New Zealand, in response to nine earthquakes (of magnitudes M w 5.4 to 7.8) that occurred between 2008 and 2015. Of the 161 wells analyzed, only 35 contain water-level fluctuations associated with “Earth + Ocean” (7) or “Ocean” (28) tides. Permeability reduction manifest as changes in tidal behavior and increased water-levels in the near field of the Canterbury earthquake sequence of 2010–2011 support the hypothesis of shear-induced consolidation. However, tidal behavior and water-level changes rarely occurred simultaneously (~2%). Water-level changes that occurred with no change in tidal behavior reequilibrated at a new postseismic level more quickly (on timescales of ~50 min) than when a change in tidal behavior occurred (~240 min to 10 days). Water-level changes were more than likely to occur above a peak dynamic stress of ~50 kPa and were more than likely to not occur below ~10 kPa. The minimum peak dynamic stress required for a tidal behavior change to occur was ~0.2 to 100 kPa.
