Paper 197 An as-built reinforced concrete (RC) frame building designed and constructed according to pre-1970s code design construction practice has been recently tested on the shake table at the University of Canterbury. The specimen, 1/2.5 scaled version of the original prototype, consists of two 3-storey 2-bay asymmetric frames in parallel, one interior and one exterior, jointed together by transverse beams and floor slabs. Following the benchmark test, a retrofit intervention has been proposed to rehabilitate the tested specimen. In this paper, detailed information on the assessment and design of the seismic retrofit procedure using GFRP (glass fibre reinforced polymer) materials is given for the whole frame. Hierarchy of strength and sequence of events (damage mechanisms) in the panel zone region are evaluated using a moment-axial load (M-N) interaction performance domain, according to a performance-based retrofit philosophy. Specific limit states or design objectives are targeted with attention given to both strength and deformation limits. In addition, an innovative retrofit solution using FRP anchor dowels for the corner beam-column joints with slabs is proposed. Finally, in order to provide a practical tool for engineering practice, the retrofit procedure is provided in a step-by step flowchart fashion.
Paper 132 Recent advances in timber design at the University of Canterbury have led to new structural systems that are appropriate for a wide range of building types, including multi-storey commercial office structures. These buildings are competitive with more traditional construction materials in terms of cost, sustainability and structural performance. This paper provides seismic design recommendations and analytical modelling approaches, appropriate for the seismic design of post-tensioned coupled timber wall systems. The models are based on existing seismic design theory for precast post-tensioned concrete, modified to more accurately account for elastic deformation of the timber wall systems and the influence of the floor system. Experimental test data from a two storey post-tensioned timber building, designed, constructed and tested at the University of Canterbury is used to validate the analytical models.
1-page The objective of this project is to collect perishable seismic response data from the baseisolated Christchurch Women's Hospital. The strong and continuing sequence of aftershocks presents a unique opportunity to capture high-fidelity data from a modern base-isolated facility. These measurements will provide quantitative information required to assess the mechanisms at play in this and in many other seismically-isolated structures.
Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.
A building boom in the 1980s allowed pre-stressed hollow-core floor construction to be widely adopted in New Zealand, even though the behaviour of these prefabricated elements within buildings was still uncertain. Inspections following the Canterbury and Kaikōura earthquakes has provided evidence of web-splitting, transverse cracking and longitudinal splitting on hollow-core units, confirming the susceptibility of these floors to undesirable failure modes. Hollow-core slabs are mainly designed to resist bending and shear. However, there are many applications in which they are also subjected to torsion. In New Zealand, hollow-core units contain no transverse reinforcement in the soffit concrete below the cells and no web reinforcement. Consequently, their dependable performance in torsion is limited to actions that they can resist before torsional cracking occurs. In previous work by the present authors, a three-dimensional FE modelling approach to study the shear flexural behaviour of precast pre-stressed hollow core units was developed and validated by full-scale experiments. This paper shows how the FE analyses have been extended to investigate the response of HC units subjected to torsional actions. Constitutive models, based on nonlinear fracture mechanics, have been used to numerically predict the torsional capacity of HC units and have been compared with experimental results. The results indicate that the numerical approach is promising and should be developed further as part of future research.
Observations of out-of-plane (OOP) instability in the 2010 Chile earthquake and in the 2011 Christchurch earthquake resulted in concerns about the current design provisions of structural walls. This mode of failure was previously observed in the experimental response of some wall specimens subjected to in-plane loading. Therefore, the postulations proposed for prediction of the limit states corresponding to OOP instability of rectangular walls are generally based on stability analysis under in-plane loading only. These approaches address stability of a cracked wall section when subjected to compression, thereby considering the level of residual strain developed in the reinforcement as the parameter that prevents timely crack closure of the wall section and induces stability failure. The New Zealand code requirements addressing the OOP instability of structural walls are based on the assumptions used in the literature and the analytical methods proposed for mathematical determination of the critical strain values. In this study, a parametric study is conducted using a numerical model capable of simulating OOP instability of rectangular walls to evaluate sensitivity of the OOP response of rectangular walls to variation of different parameters identified to be governing this failure mechanism. The effects of wall slenderness (unsupported height-to-thickness) ratio, longitudinal reinforcement ratio of the boundary regions and length on the OOP response of walls are evaluated. A clear trend was observed regarding the influence of these parameters on the initiation of OOP displacement, based on which simple equations are proposed for prediction of OOP instability in rectangular walls.
Recent earthquakes in New Zealand proved that a shift is necessary in the current design practice of structures to achieve better seismic performance. Following such events, the number of new buildings using innovative technical solutions (e.g. base isolation, controlled rocking systems, damping devices, etc.), has increased, especially in Christchurch. However, the application of these innovative technologies is often restricted to medium-high rise buildings due to the maximum benefit to cost ratio. In this context, to address this issue, a multi-disciplinary geo-structural-environmental engineering project funded by the Ministry of Business Innovation and Employment (MBIE) is being carried out at the University of Canterbury. The project aims at developing a foundation system which will improve the seismic performance of medium-density low-rise buildings. Such foundation is characterized by two main elements: 1) granulated tyre rubber mixed with gravelly soils to be placed beneath the structure, with the goal of damping part of the seismic energy before it reaches the superstructure; and 2) a basement raft made of steel-fibre rubberised concrete to enhance the flexibility of the foundation under differential displacement demand. In the first part of this paper, the overarching objectives, scope and methodology of the project will be briefly described. Then, preliminary findings on the materials characterization, i.e., the gravel-rubber mixtures and steel-fibre rubberised concrete mixes, will be presented and discussed with focus on the mechanical behaviour.
One of the failure modes that got the attention of researchers in the 2011 February New Zealand earthquake was the collapse of a key supporting structural wall of Grand Chancellor Hotel in Christchurch which failed in a brittle manner. However, until now this failure mode has been still a bit of a mystery for the researchers in the field of structural engineering. Moreover, there is no method to identify, assess and design the walls prone to such failure mode. Following the recent break through regarding the mechanism of this failure mode based on experimental observations (out-of-plane shear failure), a numerical model that can capture this failure was developed using the FE software DIANA. A comprehensive numerical parametric study was conducted to identify the key parameters contributing to the development of out-of-plane shear failure in reinforced concrete (RC) walls. Based on the earthquake observations, experimental and numerical studies conducted by the authors of this paper, an analytical method to identify walls prone to out-of-plane shear failure that can be used in practice by engineers is proposed. The method is developed based on the key parameters affecting the seismic performance of RC walls prone to out-of-plane shear failure and can be used for both design and assessment purposes
The seismic response of unreinforced masonry (URM) buildings, in both their as-built or retrofitted configuration, is strongly dependent on the characteristics of wooden floors and, in particular, on their in-plane stiffness and on the quality of wall-to-floor connections. As part of the development of alternative performance-based retrofit strategies for URM buildings, experimental research has been carried out by the authors at the University of Canterbury, in order to distinguish the different elements contributing to the whole diaphragm's stiffness. The results have been compared to the ones predicted through the use of international guidelines in order to highlight shortcomings and qualities and to propose a simplified formulation for the evaluation of the stiffness properties.
This report describes in-plane experimental testing and numerical modelling of timberconcrete floor diaphragms. The experimental tests investigated the in-plane stiffness of the diaphragm and the stiffness and strength of different connections between the diaphragm and the lateral load resisting system. The test model was 1/3 scale and three meters square in plan. Seven tests with a different kind of connection between the floor and the rigid lateral supports (which simulated a timber lateral load resisting system) have been performed. The results of the experimental testing are used to calibrate numerical models which are used to investigate the effects of the floor flexibility on the seismic behaviour of post-tensioned timber buildings. For the experimental tests, screw and nail fasteners were used to connected to floor unit to the lateral supports. These fasteners were embedded into the concrete slab or timber edge joints at different orientations. The stiffness of the diaphragm connections was vastly different for each detail. Screws installed at a 45? angle (inclined) to the lateral supports were four times stiffer than the screws installed orthogonal to the lateral supports. The initial stiffness of the inclined fasteners was similar for timber-to-timber and concrete-to-timber connections. For the timberto- timber connections the orientation did not seem to influence the strength of the connection. The tested diaphragm had an uncracked stiffness of 4000 kN/mm and a cracked stiffness of 300 kN/mm. For the tested floor unit it was concluded that the influence of the diaphragm flexibility was negligible compared to the connector flexibility. The floor flexibility can be idealized as three different parts, the deformation of the connectors, the shear deformation of the diaphragm and the flexural deformation of the diaphragm. The numerical analyses showed that in most perceivable situations the connection deformation will govern the in-plane seismic response of the floor. Hence, it is justified to model it as a single-degree-of-freedom (SDOF) element. The influence of the floor flexibility on the seismic response of post-tensioned timber buildings is small. In most cases neglecting the floor flexibility is a conservative approach for the structural design of the building. However, structures with stiff walls and long floor spans there can be a significant amplification of the seismic response. For that case, a simple SDOF representation is proposed. Code-based recommendations for predicting the peak floor accelerations are found to be inadequate. A methodology is proposed to more accurately predict the expected peak floor accelerations for design
8-pages Special devices can be used to minimize structural damage by energy dissipation or seismic isolation. This research considers High Force-to-Volume (HF2V), Symmetric Friction Connection (SFC), Asymmetric Friction Connection (AFC) and Linear-Elastic Isolators (LEI). Device architectures connecting column-to-deck and ground-to-deck are also compared. Bridge columns are assumed to remain elastic. Performance of bridge columns (peak and residual displacement) under 20 probabilistically scaled ground motions is assessed in spectral analysis (0.1-5.0sec) using reduction factors compared to a fixed, no-device case. Energy dissipating devices have minimum column displacement reduction factors when placed between the column and the deck for rigid connection system periods up to ~2.5s. Above that fundamental period, dissipating devices connecting ground-to-deck provide the optimum configuration. Residual displacements obtained when the energy dissipators are placed between the column and the deck are larger than those of the ground to deck case for periods below ~3.7s. Above this 3.7s, frictional dissipators in the column to deck case are more efficient, but HF2V devices connecting ground to deck remain as the best alternative with no residual displacements. The performance curves obtained in this research provide design guidelines for the best device and configuration applicable to a broad range of bridge structures.
8-pages Viscous damping can be used to limit structural response due to seismic excitation. However, if large response velocities occur during an extreme seismic event such as a Maximum Considered Event (MCE), then significant damping forces can be created due to the damper velocity dependence. These damping forces are important as they must be resisted by the foundation, increasing design demand. Therefore, methods to predict and limit peak damping forces are important. To avoid the possibility of large foundation demands a yielding fuse can be used in series with the viscous damper to enable incorporation of large capacity viscous dampers to dissipate large amounts of energy during lower-level seismic events without inducing unacceptably high foundation demands during larger events. This paper delineates the impact of this approach in a probabilistic spectral design analysis using a suite of probabilistically scaled seismic events and a nonlinear model. Reduction factors versus a linear system with the same damper are calculated for base shear and displacement. A reduced sacrificial fuse yield force of 25% of the median base-shear force of the uncontrolled structure has only a small impact on displacement response, but can significantly reduce peak base-shear during extreme seismic events. The 95th percentile displacement reduction factors increase from 0.85 to 0.96 (small displacement reductions) but 95th percentile base-shear reduction factors decrease from 2.0 to 1.4, which is a significant reduction in peak foundation demand. This analysis clearly outlines the design tradeoffs and considerations for realistic structural design scenarios using added viscous damping.
Following the 2010-2011 Canterbury (New Zealand) earthquake sequence, lightly reinforced wall structures in the Christchurch central business district were observed to form undesirable crack patterns in the plastic hinge region, while yield penetration either side of cracks and into development zones was less than predicted using empirical expressions. To some extent this structural behaviour was unexpected and has therefore demonstrated that there may be less confidence in the seismic performance of conventionally designed reinforced concrete (RC) structures than previously anticipated. This paper provides an observation-based comparison between the behaviour of RC structural components in laboratory testing and the unexpected structural behaviour of some case study buildings in Christchurch that formed concentrated inelastic deformations. The unexpected behaviour and poor overall seismic performance of ‘real’ buildings (compared to the behaviour of laboratory test specimens) was due to the localization of peak inelastic strains, which in some cases has arguably led to: (i) significantly less ductility capacity; (ii) less hysteretic energy dissipation; and (iii) the fracture of the longitudinal reinforcement. These observations have raised concerns about whether lightly reinforced wall structures can satisfy the performance objective of “Life Safety” at the Ultimate Limit State. The significance of these issues and potential consequences has prompted a review of potential problems with the testing conditions and procedures that are commonly used in seismic experimentations on RC structures. This paper attempts to revisit the principles of RC mechanics, in particular, the influence of loading history, concrete tensile strength, and the quantity of longitudinal reinforcement on the performance of real RC structures. Consideration of these issues in future research on the seismic performance of RC might improve the current confidence levels in newly designed conventional RC structures.
Despite their good performance in terms of their design objectives, many modern code-prescriptive buildings built in Christchurch, New Zealand had to be razed after the 2010-2011 Canterbury earthquakes because repairs were deemed too costly due to widespread sacrificial damage. Clearly a more effective design paradigm is needed to create more resilient structures. Rocking, post-tensioned connections with supplemental energy dissipation can contribute to a damage avoidance designs (DAD). However, few have achieved all three key design objectives of damage-resistant rocking, inherent recentering ability, and repeatable, damage-free energy dissipation for all cycles, which together offer a response which is independent of loading history. Results of experimental tests are presented for a near full-scale rocking beam-column sub-assemblage. A matrix of test results is presented for the system under varying levels of posttensioning, with and without supplemental dampers. Importantly, this parametric study delineates each contribution to response. Practical limitations on posttensioning are identified: a minimum to ensure static structural re-centering, and a maximum to ensure deformability without threadbar yielding. Good agreement between a mechanistic model and experimental results over all parameters and inputs indicates the model is robust and accurate for design. The overall results indicate that it is possible to create a DAD connection where the non-linear force-deformation response is loading history independent and repeatable over numerous loading cycles, without damage, creating the opportunity for the design and implementation of highly resilient structures.
A major lesson from the 2011 Christchurch earthquake was the apparent lack of ductility of some lightly reinforced concrete (RC) wall structures. In particular, the structural behaviour of the critical wall in the Gallery Apartments building demonstrated that the inelastic deformation capacity of a structure, as well as potentially brittle failure of the reinforcement, is dependent on the level of bond deterioration between reinforcement and surrounding concrete that occurs under seismic loading. This paper presents the findings of an experimental study on bond behaviour between deformed reinforcing bars and the surrounding concrete. Bond strength and relative bond slip was evaluated using 75 pull-out tests under monotonic and cyclic loading. Variations of the experiments include the loading rate, loading history, concrete strength (25 to 70 MPa), concrete age, cover thickness, bar diameter (16 and 20 mm), embedded length, and the position of the embedded bond region within the specimen (deep within or close to free surface). Select test results are presented with inferred implications for RC structures.
This paper presents preliminary results of an experimental campaign on three beam-column joint subassemblies extracted from a 22-storey reinforced concrete frame building constructed in late 1980s at the Christchurch’s Central Business District (CBD) area, damaged and demolished after the 2010-2011 Canterbury earthquakes sequence (CES). The building was designed following capacity design principles. Column sway (i.e., soft storey) mechanisms were avoided, and the beams were provided with plastic hinge relocation details at both beam-ends, aiming at developing plastic hinges away from the column faces. The specimens were tested under quasi-static cyclic displacement controlled lateral loading. One of the specimens, showing no visible residual cracks was cyclically tested in its as-is condition. The other two specimens which showed residual cracks varying between hairline and 1.0mm in width, were subjected to cyclic loading to simulate cracking patterns consistent with what can be considered moderate damage. The cracked specimens were then repaired with an epoxy injection technique and subsequently retested until reaching failure. The epoxy injection techniques demonstrated to be quite efficient in partly, although not fully, restoring the energy dissipation capacities of the damaged specimens at all beam rotation levels. The stiffness was partly restored within the elastic range and almost fully restored after the onset of nonlinear behaviour.
This work investigates the possibility of developing a non-contact, non-line of sight sensor to measure interstorey drift through simulation and experimental validation. • The method uses frequency-modulated continuous wave (FMCW) radar to measure displacement. This method is commonly in use in a number of modern applications, including aircraft altimeters and automotive parking sensors. • The technique avoids numerous problems found in contemporary structural health monitoring methods, namely integral drift errors and structural modification requirements. • The smallest achievable detection error in displacement was found to be as low as 0.26%, through simulated against the displacement response of a single degree of freedom structure subject to ground motion excitation. • This was verified during experimentation, when a corner-style reflector was placed on a shake table running ground motion data taken from the 4th September 2010 earthquake in Christchurch. These results confirmed the conclusions drawn from simulation.

This study compares seismic losses considering initial construction costs and direct-repair costs for New Zealand steel moment-resisting frame buildings with friction connections and those with extended bolted-end-plate connections. A total of 12 buildings have been designed and analysed considering both connection types, two building heights (4-storey and 12-storey), and three locations around New Zealand (Auckland, Christchurch, and Wellington). It was found that buildings with friction connections required design to a higher design ductility, yet are generally stiffer due to larger beams being required to satisfy higher connection overstrength requirements. This resulted in the frames with friction connections experiencing lower interstorey drifts on most floors but similar peak total floor accelerations, and subsequently incurring lower drift-related seismic repair losses. Frames with friction connections tended to have lower expected net-present-costs within 50 years of the building being in service for shorter buildings and/or if located in regions of high seismicity. None of the frames with friction connections in Auckland showed any benefits due to the low seismicity of the region.
The earthquake engineering community is currently grappling with the need to improve the post-earthquake reparability of buildings. As part of this, proposals exist to change design criteria for the serviceability limit state (SLS). This paper reviews options for change and considers how these could impact the expected repair costs for typical New Zealand buildings. The expected annual loss (EAL) is selected as a relevant measure or repair costs and performance because (i) EAL provides information on the performance of a building considering a range of intensity levels, (ii) the insurance industry refers to EAL when setting premiums, and (iii) monetary losses are likely to be correlated with loss of building functionality. The paper argues that because the expected annual loss is affected by building performance over a range of intensity levels, the definition of SLS criteria alone may be insufficient to effectively limit losses. However, it is also explained that losses could be limited effectively if the loadings standard were to set the SLS design intensity considering the potential implications on EAL. It is shown that in order to achieve similar values of EAL in Wellington and Christchurch, the return period intensity for SLS design would need to be higher in Christchurch owing to differences in local hazard conditions. The observations made herein are based on a simplified procedure for EAL estimation and hence future research should aim to verify the findings using a detailed loss assessment approach applied to a broad range of case study buildings.

Prediction of building collapse due to significant seismic motion is a principle objective of earthquake engineers, particularly after a major seismic event when the structure is damaged and decisions may need to be made rapidly concerning the safe occupation of a building or surrounding areas. Traditional model-based pushover analyses are effective, but only if the structural properties are well understood, which is not the case after an event when that information is most useful. This paper combines hysteresis loop analysis (HLA) structural health monitoring (SHM) and incremental dynamic analysis (IDA) methods to identify and then analyse collapse capacity and the probability of collapse for a specific structure, at any time, a range of earthquake excitations to ensure robustness. This nonlinear dynamic analysis enables constant updating of building performance predictions following a given and subsequent earthquake events, which can result in difficult to identify deterioration of structural components and their resulting capacity, all of which is far more difficult using static pushover analysis. The combined methods and analysis provide near real-time updating of the collapse fragility curves as events progress, thus quantifying the change of collapse probability or seismic induced losses very soon after an earthquake for decision-making. Thus, this combination of methods enables a novel, higher-resolution analysis of risk that was not previously available. The methods are not computationally expensive and there is no requirement for a validated numerical model, thus providing a relatively simpler means of assessing collapse probability immediately post-event when such speed can provide better information for critical decision-making. Finally, the results also show a clear need to extend the area of SHM toward creating improved predictive models for analysis of subsequent events, where the Christchurch series of 2010–2011 had significant post-event aftershocks.
Rapid, accurate structural health monitoring (SHM) assesses damage to optimise decision-making. Many SHM methods are designed to track nonlinear stiffness changes as damage. However, highly nonlinear pinched hysteretic systems are problematic in SHM. Model-based SHM often fails as any mismatch between model and measured response dynamics leads to significant error. Thus, modelfree methods of hysteresis loop tracking methods have emerged. This study compares the robustness and accuracy in the presence of significant measurement noise of the proven hysteresis loop analysis (HLA) SHM method with 3 emerging model-free methods and 2 further novel adaptations of these methods using a highly nonlinear, 6-story numerical structure to provide a known ground-truth. Mean absolute errors in identifying a known nonlinear stiffness trajectory assessed at four points over two successive ground motion inputs from September 2010 and February 2011 in Christchurch range from 1.71-10.52%. However, the variability is far wider with maximum errors ranging from 3.90-49.72%, where the second largest maximum absolute error was still 19.74%. The lowest mean and maximum absolute errors were for the HLA method. The next best method had mean absolute error of 2.92% and a maximum of 10.51%. These results show the clear superiority of the HLA method over all current emerging model-free methods designed to manage the highly nonlinear pinching responses common in reinforced concrete structures. These results, combined with high robustness and accuracy in scaled and fullscale experimental studies, provide further validation for using HLA for practical implementation.
At 00:02 on 14th November 2016, a Mw 7.8 earthquake occurred in and offshore of the northeast of the South Island of New Zealand. Fault rupture, ground shaking, liquefaction, and co-seismic landslides caused severe damage to distributed infrastructure, and particularly transportation networks; large segments of the country’s main highway, State Highway 1 (SH1), and the Main North Line (MNL) railway line, were damaged between Picton and Christchurch. The damage caused direct local impacts, including isolation of communities, and wider regional impacts, including disruption of supply chains. Adaptive measures have ensured immediate continued regional transport of goods and people. Air and sea transport increased quickly, both for emergency response and to ensure routine transport of goods. Road diversions have also allowed critical connections to remain operable. This effective response to regional transport challenges allowed Civil Defence Emergency Management to quickly prioritise access to isolated settlements, all of which had road access 23 days after the earthquake. However, 100 days after the earthquake, critical segments of SH1 and the MNL remain closed and their ongoing repairs are a serious national strategic, as well as local, concern. This paper presents the impacts on South Island transport infrastructure, and subsequent management through the emergency response and early recovery phases, during the first 100 days following the initial earthquake, and highlights lessons for transportation system resilience.
This paper presents a methodology by which both site-specific and spatially distributed ground motion intensity can be obtained immediately following an earthquake event. The methodology makes use of both prediction models for ground motion intensity and its correlation over spatial distances. A key benefit of the methodology is that the ground motion intensity at a given location is not a single value but a distribution of values. The distribution is comprised of both a mean and also standard deviation, with the standard deviation being a function of the distance to nearby strong motion stations. The methodology is illustrated for two applications. Firstly, maps of conditional peak ground acceleration (PGA) have been developed for the major events in the Canterbury earthquake sequence. It is illustrated how these conditional maps can be used for post-event evaluation of liquefaction triggering criteria which have been adopted by the Department of Building and Housing (DBH). Secondly, the conditional distribution of response spectral ordinates is obtained at a specific location for the purposes of determining appropriate ground motion records for use in seismic response analyses of important structures at locations where direct recordings are absent.
Generalized conditional intensity measure (GCIM) method is extended to ground motion selection for scenario ruptures. Using different rupture scenarios and site conditions, various aspects of the GCIM methodology are scrutinized, including: (i) implementation of different weight vectors and the composition of the IM vector; (ii) quantifying the importance of replicate selections for different number of desired ground motions; and (iii) the effect of considering bounds on the implicit causal parameters of the prospective ground motions. Using the extended methodology, representative ground motion ensembles for several major earthquake scenarios in New Zealand are developed. Cases considered include representative ground motions for the occurrence of Alpine, Hope, and Porters Pass earthquakes in Christchurch city, and the occurrence of Wellington, Wairarapa, and Ohariu fault ruptures in Wellington city. Challenges in the development of ground motion ensembles for subduction zone earthquakes are also highlighted. The selected scenario-based ground motion sets can be used to complement ground motions which are often selected in conjunction with probabilistic seismic hazard analysis, in order to understand the performance of structures for the question “what if this fault ruptures?”
In practice, several competing liquefaction evaluation procedures (LEPs) are used to compute factors of safety against soil liquefaction, often for use within a liquefaction potential index (LPI) framework to assess liquefaction hazard. At present, the influence of the selected LEP on the accuracy of LPI hazard assessment is unknown, and the need for LEP-specific calibrations of the LPI hazard scale has never been thoroughly investigated. Therefore, the aim of this study is to assess the efficacy of three CPT-based LEPs from the literature, operating within the LPI framework, for predicting the severity of liquefaction manifestation. Utilising more than 7000 liquefaction case studies from the 2010–2011 Canterbury (NZ) earthquake sequence, this study found that: (a) the relationship between liquefaction manifestation severity and computed LPI values is LEP-specific; (b) using a calibrated, LEP-specific hazard scale, the performance of the LPI models is essentially equivalent; and (c) the existing LPI framework has inherent limitations, resulting in inconsistent severity predictions against field observations for certain soil profiles, regardless of which LEP is used. It is unlikely that revisions of the LEPs will completely resolve these erroneous assessments. Rather, a revised index which more adequately accounts for the mechanics of liquefaction manifestation is needed.
The devastating magnitude M6.3 earthquake, that struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011, caused widespread damage to the lifeline systems. Following the event, the Natural Hazard Research Platform (NHRP) of New Zealand funded a short-term project “Recovery of Lifelines” aiming to: 1) coordinate the provision of information to meet lifeline short-term needs; and to 2) facilitate the accessibility to lifelines of best practice engineering details, along with hazards and vulnerability information already available from the local and international scientific community. This paper aims to briefly summarise the management of the recovery process for the most affected lifelines systems, including the electric system, the road, gas, and the water and wastewater networks. Further than this, the paper intends to discuss successes and issues encountered by the “Recovery of Lifelines” NHRP project in supporting lifelines utilities.
The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.

This report was the first report in the district series, and has a different format to later reports. It includes all natural hazards, not only earthquake hazards. It describes earthquake, flooding, meteorological, landslide and coastal hazards within Hurunui district and gives details of historic events. It includes district-scale (1:250,000) active fault and flood hazard maps. The report describes an earthquake scenario for a magnitude 6.9 earthquake near Cheviot, as well as flooding, meteorological, landslide, coastal erosion, storm surge, and tsunami scenarios.
We present preliminary observations on three waters impacts from the Mw7.8 14th November 2016 Kaikōura Earthquake on wider metropolitan Wellington, urban and rural Marlborough, and in Kaikōura township. Three waters systems in these areas experienced widespread and significant transient ground deformation in response to seismic shaking, with localised permanent ground deformation via liquefaction and lateral spreading. In Wellington, potable water quality was impacted temporarily by increased turbidity, and significant water losses occurred due to damaged pipes at the port. The Seaview and Porirua wastewater treatment plants sustained damage to clarifier tanks from water seiching, and increased water infiltration to the wastewater system occurred. Most failure modes in urban Marlborough were similar to the 2010-2011 Canterbury Earthquake Sequence; however some rural water tanks experienced rotational and translational movements, highlighting importance of flexible pipe connections. In Kaikōura, damage to reservoirs and pipes led to loss of water supply and compromised firefighting capability. Wastewater damage led to environmental contamination, and necessitated restrictions on greywater entry into the system to minimise flows. Damage to these systems necessitated the importation of tankered and bottled water, boil water notices and chlorination of the system, and importation of portaloos and chemical toilets. Stormwater infrastructure such as road drainage channels was also damaged, which could compromise condition of underlying road materials. Good operational asset management practices (current and accurate information, renewals, appreciation of criticality, good system knowledge and practical contingency plans) helped improve system resilience, and having robust emergency management centres and accurate Geographic Information System data allowed effective response coordination. Minimal damage to the wider built environment facilitated system inspections. Note Future research will include detailed geospatial assessments of seismic demand on these systems and attendant modes of failure, levels of service restoration, and collaborative development of resilience measures.
