The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.
Previous earthquakes demonstrated destructive effects of soil-structure interaction on structural response. For example, in the 1970 Gediz earthquake in Turkey, part of a factory was demolished in a town 135 km from the epicentre, while no other buildings in the town were damaged. Subsequent investigations revealed that the fundamental period of vibration of the factory was approximately equal to that of the underlying soil. This alignment provided a resonance effect and led to collapse of the structure. Another dramatic example took place in Adapazari, during the 1999 Kocaeli earthquake where several foundations failed due to either bearing capacity exceedance or foundation uplifting, consequently, damaging the structure. Finally, the Christchurch 2012 earthquakes have shown that significant nonlinear action in the soil and soil-foundation interface can be expected due to high levels of seismic excitation and spectral acceleration. This nonlinearity, in turn, significantly influenced the response of the structure interacting with the soil-foundation underneath. Extensive research over more than 35 years has focused on the subject of seismic soil-structure interaction. However, since the response of soil-structure systems to seismic forces is extremely complex, burdened by uncertainties in system parameters and variability in ground motions, the role of soil-structure interaction on the structural response is still controversial. Conventional design procedures suggest that soil-structure interaction effects on the structural response can be conservatively ignored. However, more recent studies show that soil-structure interaction can be either beneficial or detrimental, depending on the soil-structure-earthquake scenarios considered. In view of the above mentioned issues, this research aims to utilise a comprehensive and systematic probabilistic methodology, as the most rational way, to quantify the effects of soil-structure interaction on the structural response considering both aleatory and epistemic uncertainties. The goal is achieved by examining the response of established rheological single-degree-of-freedom systems located on shallow-foundation and excited by ground motions with different spectral characteristics. In this regard, four main phases are followed. First, the effects of seismic soil-structure interaction on the response of structures with linear behaviour are investigated using a robust stochastic approach. Herein, the soil-foundation interface is modelled by an equivalent linear cone model. This phase is mainly considered to examine the influence of soil-structure interaction on the approach that has been adopted in the building codes for developing design spectrum and defining the seismic forces acting on the structure. Second, the effects of structural nonlinearity on the role of soil-structure interaction in modifying seismic structural response are studied. The same stochastic approach as phase 1 is followed, while three different types of structural force-deflection behaviour are examined. Third, a systematic fashion is carried out to look for any possible correlation between soil, structural, and system parameters and the degree of soil-structure interaction effects on the structural response. An attempt is made to identify the key parameters whose variation significantly affects the structural response. In addition, it is tried to define the critical range of variation of parameters of consequent. Finally, the impact of soil-foundation interface nonlinearity on the soil-structure interaction analysis is examined. In this regard, a newly developed macro-element covering both material and geometrical soil-foundation interface nonlinearity is implemented in a finite-element program Raumoko 3D. This model is then used in an extensive probabilistic simulation to compare the effects of linear and nonlinear soil-structure interaction on the structural response. This research is concluded by reviewing the current design guidelines incorporating soil-structure interaction effects in their design procedures. A discussion is then followed on the inadequacies of current procedures based on the outcomes of this study.
Paper 3408The paper discusses modelling of cyclic stress-strain behaviour of soil, in particular a simple model that can produce a desired stiffness and hysteretic damping for a given strain level as observed in laboratory testing is formulated. The unloading-reloading relationship is developed for total stress seismic site response analysis with appropriate damping at large strain. The constitutive model employs a hyperbolic equation as the backbone curve, and uses a modification of the extended Masing unloading-reloading relationship leading to correct measured modulus reduction and damping curves simultaneously. A quasi-static cyclic loading of increasing amplitude is used to demonstrate the model’s performance and its capability to allow improved modelling of the magnitude of energy dissipation based on an experimental program on native sandy soils from Christchurch, New Zealand.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.
In the wake of a series of devastating earthquakes, Christchurch, New Zealand is faced with a long, complicated mourning and memorialisation process. The initial intention of this research was to comparatively examine memorial design theory with popular memorial sentiment as expressed in Christchurch City Council's 'Share an Idea' initiative. The outcome of such an investigation was hypothesized to reveal conflicting perspectives which may potentially be reconciled by the development of a series of schematic models for memorial design. As the research was carried out, it became clear that any attempt to develop such models is counter-intuitive. This position is reinforced by the literature reviewed and the data examined. Subsequently, a fundamentally different approach to memorialisation focused on an active participation process is suggested.

Though there is a broad consensus that communities play a key role in disaster response and recovery, most of the existing work in this area focuses on the activities of donor agencies, formal civil defence authorities, and local/central government. Consequently, there is a paucity of research addressing the on-going actions and activities undertaken by communities and ‘emergent groups’ , particularly as they develop after the immediate civil defence or ‘response’ phase is over. In an attempt to address this gap, this inventory of community-led recovery initiatives was undertaken approximately one year after the most devastating February 2011 earthquake. It is part of on-going project at Lincoln University documenting – and seeking a better understanding of - various emergent communities’ roles in recovery, their challenges, and strategies for overcoming them. This larger project also seeks to better understand how collaborative work between informal and formal recovery efforts might be facilitated at different stages of the process. This inventory was conducted over the December 2011 – February 2012 period and builds on Landcare Research’s Christchurch Earthquake Activity Inventory which was a similar snapshot taken in April 2011. The intention behind conducting this updated inventory is to gain a longitudinal perspective of how community-led recovery activities evolve over time. Each entry is ordered alphabetically and contact details have been provided where possible. A series of keywords have also been assigned that describe the main attributes of each activity to assist searches within this document.This inventory was supported by the Lincoln University Research Fund and the Royal Society Marsden Fund.
The devastating earthquakes of September 2010 and February 2011 have without question upset the Christchurch City way of life for all. Families and businesses, as well as the natural and built environments have been directly affected, and our social landscapes have since evolved to accommodate the visible changes. Though not perhaps seen as a priority, the Christchurch nightlife has been profoundly altered by the quakes and the once popular CBD clubbing scene has ceased to exist. The concern highlighted in this article is the way in which this has put pressure on suburban bars and the the implications of this for local residents.
In this paper we introduce CityViewAR, a mobile outdoor Augmented Reality (AR) application for providing AR information visualization on a city scale. The CityViewAR application was developed to provide geographical information about the city of Christchurch, which was hit by several major earthquakes in 2010 and 2011. The application provides information about destroyed buildings and historical sites that were affected by the earthquakes. The geo-located content is provided in a number of formats including 2D map views, AR visualization of 3D models of buildings on-site, immersive panorama photographs, and list views. The paper describes the iterative design and implementation details of the application, and gives one of the first examples of a study comparing user response to AR and non-AR viewing in a mobile tourism application. Results show that making such information easily accessible to the public in a number of formats could help people to have richer experience about cities. We provide guidelines that will be useful for people developing mobile AR applications for city-scale tourism or outdoor guiding, and discuss how the underlying technology could be used for applications in other areas.
Depending on their nature and severity, disasters can create large volumes of debris and waste. Waste volumes from a single event can be the equivalent of many times the annual waste generation rate of the affected community. These volumes can overwhelm existing solid waste management facilities and personnel. Mismanagement of disaster waste can affect both the response and long term recovery of a disaster affected area. Previous research into disaster waste management has been either context specific or event specific, making it difficult to transfer lessons from one disaster event to another. The aim of this research is to develop a systems understanding of disaster waste management and in turn develop context- and disaster-transferrable decision-making guidance for emergency and waste managers. To research this complex and multi-disciplinary problem, a multi-hazard, multi-context, multi-case study approach was adopted. The research focussed on five major disaster events: 2011 Christchurch earthquake, 2009 Victorian Bushfires, 2009 Samoan tsunami, 2009 L’Aquila earthquake and 2005 Hurricane Katrina. The first stage of the analysis involved the development of a set of ‘disaster & disaster waste’ impact indicators. The indicators demonstrate a method by which disaster managers, planners and researchers can simplify the very large spectra of possible disaster impacts, into some key decision-drivers which will likely influence post-disaster management requirements. The second stage of the research was to develop a set of criteria to represent the desirable environmental, economic, social and recovery effects of a successful disaster waste management system. These criteria were used to assess the effectiveness of the disaster waste management approaches for the case studies. The third stage of the research was the cross-case analysis. Six main elements of disaster waste management systems were identified and analysed. These were: strategic management, funding mechanisms, operational management, environmental and human health risk management, and legislation and regulation. Within each of these system elements, key decision-making guidance (linked to the ‘disaster & disaster waste’ indicators) and management principles were developed. The ‘disaster & disaster waste’ impact indicators, the effects assessment criteria and management principles have all been developed so that they can be practically applied to disaster waste management planning and response in the future.

The topic of ‘resilience’ thinking seems of late to have superseded that of ‘sustainability’ thinking. Sustainability means simply that which sustains and lasts but has taken on many different subtle nuances over the last 20 years since it came into common parlance with the Bruntland Report of 1987, which sought to clarify the definition. However, resilience ‘speak’ has become hot property now, especially highlighted since Christchurch experienced a natural disaster in the form of several large earthquakes from Sep 2010 until most recently in December 2011. Many people comment on how resilient people have been, how resilient the city has been, so it seems timely to investigate what resilience actually means and importantly, resilient to what and of what? (Lorenz, 2010). This essay will look at the concept of systems and resilience, definitions and theories will be explored generally and then these concepts will be more closely defined within the context of a particular system, that of Somerfield School located in the western suburbs of Christchurch.
8-pagesHigh-Force-to-Volume lead dampers (HF2V) have been recently developed through an experimental research program at University of Canterbury – New Zealand. Testing of the device and applications on beam column joints have demonstrated stable hysteretic behaviour with almost no damage. This paper reports testing of HF2V devices with straight, bulged and constricted shaft configurations subjected to velocities of 0.15 - 5.0mm/s. The effect of the shaft configuration on the hysteresis loop shape, design relationships and the effect of the velocity on the resistive force of the device are described. Results show that hysteresis loop shape of the device is almost square regardless of the shaft configuration, and that devices are characterized by noticeable velocity dependence in the range of 0.15-1.0mm/s.
The focus of this paper is to identify potential benefits of community involvement in master planning in the post-earthquake recovery context in Christchurch; and to identify considerations for planners involved in the design of master planning processes that involve the community. Findings are based on the results of an information sharing event on these topics convened by The Habitat Project in December 2011, and a review of the relevant literature.

Within four weeks of the September 4 2010 Canterbury Earthquake a new, loosely-knit community group appeared in Christchurch under the banner of “Greening the Rubble.” The general aim of those who attended the first few meetings was to do something to help plug the holes that had already appeared or were likely to appear over the coming weeks in the city fabric with some temporary landscaping and planting projects. This article charts the first eighteen months of Greening the Rubble and places the initiative in a broader context to argue that although seismic events in Christchurch acted as a “call to palms,” so to speak, the city was already in need of some remedial greening. It concludes with a reflection on lessons learned to date by GTR and commentary on the likely issues ahead for this new mini-social-environmental movement in the context of a quake-affected and still quake-prone major New Zealand city. One of the key lessons for GTR and all of those involved in Christchurch recovery activities to date is that the city is still very much in the middle of the event and is to some extent a laboratory for seismic and agency management studies alike.

State of the Tourism Sector 2012 provides a current view of the tourism sector for those within the industry and for external stakeholders who have an interest in tourism in New Zealand.

The housing complex was unoccupied after the 22 February 2011 earthquake despite the housing shortage. Christchurch City Council said that the vacant units could not be lived in because of structural damage or damage to services. However, the building has been checked by structural engineers and many of the rooms have been deemed safe to occupy.
Disasters are a critical topic for practitioners of landscape architecture. A fundamental role of the profession is disaster prevention or mitigation through practitioners having a thorough understanding of known threats. Once we reach the ‘other side’ of a disaster – the aftermath – landscape architecture plays a central response in dealing with its consequences, rebuilding of settlements and infrastructure and gaining an enhanced understanding of the causes of any failures. Landscape architecture must respond not only to the physical dimensions of disaster landscapes but also to the social, psychological and spiritual aspects. Landscape’s experiential potency is heightened in disasters in ways that may challenge and extend the spectrum of emotions. Identity is rooted in landscape, and massive transformation through the impact of a disaster can lead to ongoing psychological devastation. Memory and landscape are tightly intertwined as part of individual and collective identities, as connections to place and time. The ruptures caused by disasters present a challenge to remembering the lives lost and the prior condition of the landscape, the intimate attachments to places now gone and even the event itself.
Organisations locate strategically within Business Districts (CBDs) in order to cultivate their image, increase their profile, and improve access to customers, suppliers, and services. While CBDs offer an economic benefit to organisations, they also present a unique set of hazard vulnerabilities and planning challenges for businesses. As of May 2012, the Christchurch CBD has been partially cordoned off for over 14 months. Economic activity within the cordoned CBD, which previously contained 6,000 businesses and over 51,000 workers, has been significantly diminished and organisations have been forced to find new ways of operating. The vulnerabilities and resilience of CBDs not only influences outcomes for CBD organisations, but also the broader interconnected (urban/regional/national) system. A CBD is a hub of economic, social, and built infrastructure within a network of links and nodes. When the hub is disrupted all of the people, objects, and transactions that usually flow into and out of the hub must be redirected elsewhere. In an urban situation this means traffic jams in peripheries of the city, increased prices of commercial property, and capital flight; all of which are currently being faced in Canterbury. This report presents the lessons learned from organisations in CBDs affected by the Canterbury earthquakes. Here we focus on the Christchurch CBD; however, several urban town centres were extensively disrupted by the earthquakes. The statistics and discussion presented in this report are based on the results of an ongoing study conducted by Resilient Organisations (www.resorgs.org.nz). The data was captured using two questionnaire surveys of Canterbury organisations (issued November 2010 and May 2011), interviews with key informants, and in-depth case studies of organisations. Several industry sectors were sampled, and geographic samples of organisations in the Christchurch CBD, Lyttelton, and the Kaiapoi town centre were also collected. Results in this report describing “non-CBD organisations” refer to all organisations outside of the Christchurch CBD, Lyttelton, and Kaiapoi town centres.
There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery. In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.
This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-sized electrical service company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises, mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. The Electrical Company has a flat structure which allows flexibility. The two owners understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. The owners also gather and use non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch after the recent earthquakes.
