The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. The 'bad news' is that the house was last seen floating in the sea off Sumner. In June 2013 heavy rains had caused flooding in Canterbury. Christchurch was affected especially in the liquefaction prone areas, where the ground had sunk because of the earthquakes. Novel Gel-push sampling was employed to obtain high quality samples of Christchurch sands from the Central Business District, at sites where liquefaction was observed in 22 February 2011, and 13 June 2011 earthquakes. The results of cyclic triaxial testing on selected undisturbed specimens of typical Christchurch sands are presented and compared to empirical procedures used by practitioners. This comparison suggests cyclic triaxial data may be conservative, and the Magnitude Scaling Factor used in empirical procedures may be unconservative for highly compressible soils during near source moderate to low magnitude events. Comparison to empirical triggering curves suggests the empirical method generally estimates the cyclic strength of Christchurch sands within a reasonable degree of accuracy as a screening evaluation tool for liquefaction hazard, however for sands with moderate to high fines content it may be significantly unconservative, highlighting the need for high quality sampling and testing on important projects where seismic performance is critical.

Christchurch and Canterbury suffered significant housing losses due to the earthquakes. Estimates from the Earthquake Commission (EQC) (2011) suggest that over 150,000 homes (around three quarters of Christchurch housing stock) sustained damage from the earthquakes. Some areas of Christchurch have been declared not suitable for rebuilding, affecting more than 7,500 residential properties.

The city of Christchurch and its surrounds experienced widespread damage due to soil liquefaction induced by seismic shaking during the Canterbury earthquake sequence that began in September 2010 with the Mw7.1 Darfield earthquake. Prior to the start of this sequence, the city had a large network of strong motion stations (SMSs) installed, which were able to record a vast database of strong ground motions. This paper uses this database of strong ground motion recordings, observations of liquefaction manifestation at the ground surface, and data from a recently completed extensive geotechnical site investigation program at each SMS to assess a range of liquefaction evaluation procedures at the four SMSs in the Christchurch Central Business District (CBD). In general, the characteristics of the accelerograms recorded at each SMS correlated well with the liquefaction evaluation procedures, with low liquefaction factors of safety predicted at sites with clear liquefaction identifiers in the ground motions. However, at sites that likely liquefied at depth (as indicated by evaluation procedures and/or inferred from the characteristics of the recorded surface accelerograms), the presence of a non-liquefiable crust layer at many of the SMS locations prevented the manifestation of any surface effects. Because of this, there was not a good correlation between surface manifestation and two surface manifestation indices, the Liquefaction Potential Index (LPI) and the Liquefaction Severity Number (LSN).

This paper presents insights from recent advanced laboratory testing of undisturbed and reconstituted specimens of Christchurch silty-sands. The purpose of the testing was to establish the cyclic strength of silty-sands from sites in the Central Business District (CBD), where liquefaction was observed in 4 September 2010, 22 February 2011, and 13 June 2011. Similar overall strengths were obtained from undisturbed and reconstituted tests prepared at similar densities, albeit with higher variability for the reconstituted specimens. Reconstituted specimens exhibited distinctly different response in terms of lower compressibility during initial loading cycles, and exhibited a more brittle response when large strains were mobilised, particularly for samples with high fines content. Given the lower variability in natural sample response and the possibility of age-related strength to be significant for sites not subjected to earthquakes, high quality undisturbed samples are recommended over the use of reconstituted specimens to establish the cyclic strength of natural sands.

This study followed two similarly affected, but socio-economically disparate suburbs as residents responded to and attempted to recover from the devastating 6.3 magnitude earthquake that struck Christchurch, New Zealand, on February 22, 2011. More specifically, it focuses on the role of local churches, community-based organisations (CBOs) and non-governmental organisations (NGOs), here referred to broadly as civil society, in meeting the immediate needs of local residents and assisting with the longer-term recovery of each neighbourhood. Despite considerable socioeconomic differences between the two neighbourhoods, civil society in both suburbs has been vital in addressing the needs of locals in the short and long term following the earthquake. Institutions were able to utilise local knowledge of both residents and the extent of damage in the area to a) provide a swifter local response than government or civil defence and then help direct the relief these agencies provided locally; b) set up central points for distribution of supplies and information where locals would naturally gather; c) take action on what were perceived to be unmet needs; and d) act as a way of bridging locals to a variety of material, informational, and emotional resources. However the findings also support literature which indicates that other factors are also important in understanding neighbourhood recovery and the role of civil society, including: local leadership; a shared, place-based identity; the type and form of civil society organizations; social capital; and neighbourhood- and household-level indicators of relative vulnerability and inequality. The intertwining of these various factors seems to influence how these neighbourhoods have coped with and taken steps in recovering from this disaster. It is recommended that future research be directed at developing a better understanding of how this occurs. It is suggested that a model similar to Yasui’s (2007) Community Vulnerability and Capacity model be developed as a useful way to approach future research in this area.

Fatal earthquakes such as that which occurred in Christchurch on February 22nd 2011, can result in survivors having difficulties with cognitively processing the event, which may be the precursor to posttraumatic stress symptoms. Trauma related dissociation has been proposed to be a mechanism related to these cognitive processing difficulties. Most research focusing on information processing and dissociation post-trauma has conducted controlled analogue studies or has not focused solely on information processing and dissociation. There is also scant research on these constructs across therapy. In response to this gap in research, two studies were developed. An association was proposed between dissociation and information processing as demonstrated by an increase in conceptual processing and a reduction in dissociation. It was predicted that an improvement in these constructs would be related to a reduction in PTSD symptoms over therapy. Study1 applied a case-study design to 5 individuals who were attending therapy for post-traumatic stress disorder in response to the trauma they had experienced from the Christchurch earthquakes. Study 2 assessed information processing and dissociation (via self and observer report) in 20 individuals who had direct exposure to the effects of the earthquake. Earthquake information processing and dissociation were assessed as they were happening nearly two year’s post-quake using correlation analyses and hierarchical regressions. The hypotheses were partially confirmed, in that an increase in conceptual processing was not shown to be associated with a reduction in dissociation. However, an increase in conceptual processing was shown to be related to trauma symptom improvement particularly for re-experiencing symptoms. In addition, study 2 demonstrated a possible relationship between trait dissociation and arousal symptoms. These findings partially support the proposed role information processing and dissociation play in the recovery from PTSD. The findings suggest that trauma related difficulties should be assessed as early as possible to resolve issues related to a delay in symptom reporting.

The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.

A large number of businesses that used to be in the centre of Christchurch relocated after the earthquakes. Are they satisfied with their new locations and do they intend to return to the central city? We questioned 209 relocated businesses about their relocation history, present circumstances and future intentions. Many businesses were content with their new premises, despite having encountered a range of problems; those businesses that were questioned later in our survey period were more content. The average business in our sample rated the chances of moving back to the central city as around 50 %, but this varies with the type of business. Building height did not emerge as a major issue, but rents may be. The mix of types of business is likely to be different in the new city centre.

The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.

Liquefaction-induced lateral spreading in Christchurch and surrounding suburbs during the recent Canterbury Earthquake Sequence (2010-2011) caused significant damage to structures and lifelines located in close proximity to streams and rivers. Simplified methods used in current engineering practice for predicting lateral ground displacements exhibit a high degree of epistemic uncertainty, but provide ‘order of magnitude’ estimates to appraise the hazard. We wish to compare model predictions to field measurements in order to assess the model’s capabilities and limitations with respect to Christchurch conditions. The analysis presented focuses on the widely-used empirical model of Youd et al. (2002), developed based on multi-linear regression (MLR) of case history data from lateral spreading occurrence in Japan and the US. Two issues arising from the application of this model to Christchurch were considered: • Small data set of Standard Penetration Test (SPT) and soil gradation indices (fines content FC, and mean grain size, D50) required for input. We attempt to use widely available CPT data with site specific correlations to FC and D50. • Uncertainty associated with the model input parameters and their influence on predicted displacements. This has been investigated for a specific location through a sensitivity analysis.

During 2010 and 2011, major earthquakes caused widespread damage and the deaths of 185 people in the city of Christchurch. Damaged school buildings resulted in state intervention which required amendment of the Education Act of 1989, and the development of ‘site sharing agreements’ in undamaged schools to cater for the needs of students whose schools had closed. An effective plan was also developed for student assessment through establishing an earthquake impaired derived grade process. Previous research into traditional explanations of educational inequalities in the United Kingdom, the United States of America, and New Zealand were reviewed through various processes within three educational inputs: the student, the school and the state. Research into the impacts of urban natural disasters on education and education inequalities found literature on post disaster education systems but nothing could be found that included performance data. The impacts of the Canterbury earthquakes on educational inequalities and achievement were analysed over 2009-2012. The baseline year was 2009, the year before the first earthquake, while 2012 is seen as the recovery year as no schools closed due to seismic events and there was no state intervention into the education of the region. National Certificate of Educational Achievement (NCEA) results levels 1-3 from thirty-four secondary schools in the greater Christchurch region were graphed and analysed. Regression analysis indicates; in 2009, educational inequalities existed with a strong positive relationship between a school’s decile rating and NCEA achievement. When schools were grouped into decile rankings (1-10) and their 2010 NCEA levels 1-3 results were compared with the previous year, the percentage of change indicates an overall lower NCEA achievement in 2010 across all deciles, but particularly in lower decile schools. By contrast, when 2011 NCEA results were compared with those of 2009, as a percentage of change, lower decile schools fared better. Non site sharing schools also achieved higher results than site sharing schools. State interventions, had however contributed towards student’s achieving national examinations and entry to university in 2011. When NCEA results for 2012 were compared to 2009 educational inequalities still exist, however in 2012 the positive relationship between decile rating and achievement is marginally weaker than in 2009. Human ethics approval was required to survey one Christchurch secondary school community of students (aged between 12 and 18), teachers and staff, parents and caregivers during October 2011. Participation was voluntary and without incentives, 154 completed questionnaires were received. The Canterbury earthquakes and aftershocks changed the lives of the research participants. This school community was displaced to another school due to the Christchurch earthquake on 22 February 2011. Research results are grouped under four geographical perspectives; spatial impacts, socio-economic impacts, displacement, and health and wellbeing. Further research possibilities include researching the lag effects from the Canterbury earthquakes on school age children.
