Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observationsfrom seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expertdominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.
The paper examines community benefits provided by an established community garden following a major earthquake and discusses possible implications for community garden planning and design in disaster-prone cities. Recent studies show that following extreme storm events community gardens can supply food, enhance social empowerment, provide safe gathering spots, and restorative practices, to remind people of normality. However, the beneficial role played by community gardens following earthquakes is less well known. To fill this gap, the study examines the role played by a community garden in Christchurch, New Zealand, following the 2010/2011 Canterbury Earthquakes. The garden's role is evaluated based on a questionnaire-based survey and in-depth interviews with gardeners, as well as on data regarding the garden use before and after the earthquakes. Findings indicate the garden helped gardeners cope with the post-quake situation. The garden served as an important place to de-stress, share experiences, and gain community support. Garden features that reportedly supported disaster recovery include facilities that encourage social interaction and bonding such as central meeting and lunch places and communal working areas.

Prediction of building collapse due to significant seismic motion is a principle objective of earthquake engineers, particularly after a major seismic event when the structure is damaged and decisions may need to be made rapidly concerning the safe occupation of a building or surrounding areas. Traditional model-based pushover analyses are effective, but only if the structural properties are well understood, which is not the case after an event when that information is most useful. This paper combines hysteresis loop analysis (HLA) structural health monitoring (SHM) and incremental dynamic analysis (IDA) methods to identify and then analyse collapse capacity and the probability of collapse for a specific structure, at any time, a range of earthquake excitations to ensure robustness. This nonlinear dynamic analysis enables constant updating of building performance predictions following a given and subsequent earthquake events, which can result in difficult to identify deterioration of structural components and their resulting capacity, all of which is far more difficult using static pushover analysis. The combined methods and analysis provide near real-time updating of the collapse fragility curves as events progress, thus quantifying the change of collapse probability or seismic induced losses very soon after an earthquake for decision-making. Thus, this combination of methods enables a novel, higher-resolution analysis of risk that was not previously available. The methods are not computationally expensive and there is no requirement for a validated numerical model, thus providing a relatively simpler means of assessing collapse probability immediately post-event when such speed can provide better information for critical decision-making. Finally, the results also show a clear need to extend the area of SHM toward creating improved predictive models for analysis of subsequent events, where the Christchurch series of 2010–2011 had significant post-event aftershocks.
It might feel like the Christchurch earthquakes struck a lifetime ago, but the city and its residents are still recovering, both physically and mentally.
Almost half the ACC applications made for mental injuries caused by the Christchurch mosque attacks have been turned down. By the end of April, 85 people had made claims for mental injuries and thirty-five of them had been declined. Decisions are pending on another 25 claims. A woman who suffered post-traumatic stress disorder after the 2011 Christchurch earthquake, and didn't qualify for ACC, says that's tragic. Background: There has been a psychopathology focus in disaster research examining adolescent mental health and wellbeing, but recently studies have begun to also examine wellbeing-related constructs. Although an increased risk of posttraumatic stress disorder has been established in disaster-exposed adolescents, comparatively little is known about how disasters impact adolescent wellbeing, nor how factors within the post-disaster environment interact to influence holistic adolescent mental health and wellbeing. Objective: The objective of this study was to describe the holistic mental health and wellbeing of adolescents living in an earthquake-struck city by considering a range of mental health and wellbeing indicators, as well as risk and protective factors hypothesised to influence mental health and wellbeing. The dual-factor model of mental health was used as a framework to guide this study. Method: A survey of Christchurch secondary school students was used to gather data about their subjective wellbeing, risk of low wellbeing, psychological distress, quality of life, exposure to Adverse Childhood Experiences, social support from friends and family, school connectedness, and expectations about future quality of life. Results: A slim majority of students reported good subjective wellbeing (52.3%) and high current quality of life (56.4%), whereas a larger majority reported low risk of psychological distress (79%). An equal proportion of students reported high and low risk of low wellbeing. There were no statistically significant differences in any of the variables measured between adolescents who did and did not live through the Christchurch earthquakes. Regression analyses identified that school connectedness, social support from friends and family, and future expectations of quality of life significantly predicted subjective wellbeing, risk of low wellbeing, risk of psychological distress, and current quality of life. The number of Adverse Childhood Experiences significantly predicted only risk of psychological distress when the effects of other variables were controlled for. Conclusion: The findings of this study indicate that there is a low mean level of wellbeing and quality of life in this sample of adolescents living in a severely earthquake- affected community. School connectedness, social support from family and friends, and expectations about future quality of life were shown to significantly predict variance in subjective wellbeing, quality of life, and psychological distress. This suggests that there are social and environmental factors that can be targeted to improve holistic mental health and wellbeing in disaster-affected adolescents who have experienced high levels of trauma. Conclusions in this study are limited by the representativeness of the sample, the cross- sectional nature of the study, and potential sampling bias.

Developing a holistic understanding of social, cultural, and economic impacts of disasters can help in building disaster risk knowledge for policy making and planning. Many methods can help in developing an understanding of the impacts of a disaster, including interviews and surveys with people who have experienced disaster, which may be invasive at times and create stress for the participants to relive their experiences. In the past decade, social media, blog posts, video blogs (i.e. “vlogs”), and crowdsourcing mechanisms such as Humanitarian OpenStreetMap and Ushahidi, have become prominent platforms for people to share their experiences and impacts of an event from the ground. These platforms allow for the discovery of a range of impact information, from physical impacts, to social, cultural, and psychological impacts. It can also reveal interesting behavioural information such as their decision to heed a warning or not, as people tend to share their experiences and their reactions online. This information can help researchers and authorities understand both the impacts as well as behavioural responses to hazards, which can then shape how early warning systems are designed and delivered. It can also help to identify gaps in desired behavioural responses. This poster presents a selection of cases identified from the literature and grey literature, such as the Haiti earthquake, the Christchurch earthquake, Hurricane Sandy, and Hurricane Harvey, where online platforms were widely used during and after a disaster to document impacts, experiences, and behavioural responses. A summary of key learnings and areas for future research is provided.

Meeting the Sustainable Development Goals by 2030 involves transformational change in the business of business, and social enterprises can lead the way in such change. We studied Cultivate, one such social enterprise in Christchurch, New Zealand, a city still recovering from the 2010/11 Canterbury earthquakes. Cultivate works with vulnerable youth to transform donated compost into garden vegetables for local restaurants and businesses. Cultivate’s objectives align with SDG concerns with poverty and hunger (1 & 2), social protection (3 & 4), and sustainable human settlements (6 & 11). Like many grant-supported organisations, Cultivate is required to track and measure its progress. Given the organisation’s holistic objectives, however, adequately accounting for its impact reporting is not straightforward. Our action research project engaged Cultivate staff and youth-workers to generate meaningful ways of measuring impact. Elaborating the Community Economy Return on Investment tool (CEROI), we explore how participatory audit processes can capture impacts on individuals, organisations, and the wider community in ways that extend capacities to act collectively. We conclude that Cultivate and social enterprises like it offer insights regarding how to align values and practices, commercial activity and wellbeing in ways that accrue to individuals, organisations and the broader civic-community.

Putting his own subversive spin on Christchurch's proliferation of post-earthquake 'no go' and other public signs has kept artist Phllip Trusttum busy for the past few years. No Go! is the name of the latest exhibition of his 'Signs' series that's about to go on show in Picton. It includes a yellow dog straining at its leash to escape a No Dogs sign, while a cyclist tries to escape a prohibitive red circle. Phillip takes Lynn Freeman back to 2011 when his fascination with signs started. Philip Trusttum's exhibition No Go! opens on Wednesday, September 25, at the Diversion Gallery in Picton, Marlborough.
Some Canterbury homeowners are worried that missed earthquake damage to concrete slabs could result in another big bill for the taxpayer. This comes only weeks after EQC told Checkpoint that the cost of mis-scoped damage or defective repairs following the Canterbury earthquakes could cost up to $1 billion. This includes $450 million for botched repairs, including badly repaired rubble ring foundations, and $300 million for an ex gratia payment to about 1000 over-cap onsold homeowners. But some Canterbury homeowners who bought after the earthquakes - and did their due diligence - are only discovering damage to their concrete slab foundations now. Logan Church reports.

Earthquakes have been inferred to induce hydrological changes in aquifers on the basis of either changes to well water-levels or tidal behavior, but the relationship between these changes remains unclear. Here, changes in tidal behavior and water-levels are quantified using a hydrological network monitoring gravel aquifers in Canterbury, New Zealand, in response to nine earthquakes (of magnitudes M w 5.4 to 7.8) that occurred between 2008 and 2015. Of the 161 wells analyzed, only 35 contain water-level fluctuations associated with “Earth + Ocean” (7) or “Ocean” (28) tides. Permeability reduction manifest as changes in tidal behavior and increased water-levels in the near field of the Canterbury earthquake sequence of 2010–2011 support the hypothesis of shear-induced consolidation. However, tidal behavior and water-level changes rarely occurred simultaneously (~2%). Water-level changes that occurred with no change in tidal behavior reequilibrated at a new postseismic level more quickly (on timescales of ~50 min) than when a change in tidal behavior occurred (~240 min to 10 days). Water-level changes were more than likely to occur above a peak dynamic stress of ~50 kPa and were more than likely to not occur below ~10 kPa. The minimum peak dynamic stress required for a tidal behavior change to occur was ~0.2 to 100 kPa.
Aotearoa New Zealand’s population has grown rapidly from 3.85 million in 2000, to 5 million in 2020. Ethnic diversity has consequently increased. Territorial Authorities (TAs) undertaking statutory consultation and wider public engagement processes need to respond to increased diversity and foster inclusivity. Inclusivity is necessary to facilitate a greater understanding of TA statutory functions, as well as to encourage awareness and participation in annual planning processes, and resource management plans and consents. We examined perceptions, and experiences, of planning within the ethnic Chinese immigrant population of Christchurch. The Chinese ethnic group is a significant part of the city’s population and is in itself derived from diverse cultural and language backgrounds. We surveyed 111 members of this community, via social media and in person, to identify environmental and planning issues of concern to them. We sought to ascertain their previous engagement with planning processes and to gauge their willingness for future involvement. We also undertook a small number of semi-structured interviews with Chinese immigrants to explore their experiences with planning in more detail. Results showed only 6% of respondents had been engaged in any planning processes, despite only 20% being unwilling to participate. We analysed these responses by gender, age, visa category, and length of time resident in Christchurch. Notwithstanding the low level of reported engagement, earthquake recovery (70% of respondents) along with water quality, transport, and air quality were the most important issues of concern. However, there was a general lack of awareness of the ability to make public submissions on these and other issues, and of the statutory responsibilities of TAs. We discuss possible explanations and provide several suggestions for TAs to increase awareness and to improve engagement. This includes further research to assist in identifying the nature of barriers as well as the effectiveness of trialling different solutions.
