Many Christchurch residents have used shipping containers and other temporary structures to store belongings in while repairs were carried out after the earthquakes. But the Christchurch City Council says it's had an increase in complaints from residents about containers and other temporary structures obscuring neighbours' views or obstructing council berms. Chairman of the council's regulation and consents committee David East says if earthquake repairs are completed, the container may have to go.

She was rescued from the building by neighbours, by climbing out of the window and down a ladder. Another piece of luck is that most of the belongings were stored in boxes in the garage at the front. Though the garage also collapsed the boxes appear intact. The owner had tried to sell it previously without success".

This thesis describes research into developing a client/server ar- chitecture for a mobile Augmented Reality (AR) application. Following the earthquakes that have rocked Christchurch the city is now changed forever. CityViewAR is an existing mobile AR application designed to show how the city used to look before the earthquakes. In CityViewAR 3D virtual building models are overlaid onto video captured by a smartphone camera. However the current version of CityViewAR only allows users to browse information stored on the mobile device. In this research the author extends the CityViewAR application to a client-server model so that anyone can upload models and annotations to a server and have this information viewable on any smartphone running the application. In this thesis we describe related work on AR browser architectures, the system we developed, a user evaluation of the prototype system and directions for future work.

This research employs a deterministic seismic risk assessment methodology to assess the potential damage and loss at meshblock level in the Christchurch CBD and Mount Pleasant primarily due to building damage caused by earthquake ground shaking. Expected losses in terms of dollar value and casualties are calculated for two earthquake scenarios. Findings are based on: (1) data describing the earthquake ground shaking and microzonation effects; (2) an inventory of buildings by value, floor area, replacement value, occupancy and age; (3) damage ratios defining the performance of buildings as a function of earthquake intensity; (4) daytime and night-time population distribution data and (5) casualty functions defining casualty risk as a function of building damage. A GIS serves as a platform for collecting, storing and analyzing the original and the derived data. It also allows for easy display of input and output data, providing a critical functionality for communication of outcomes. The results of this study suggest that economic losses due to building damage in the Christchurch CBD and Mount Pleasant will possibly be in the order of $5.6 and $35.3 million in a magnitude 8.0 Alpine fault earthquake and a magnitude 7.0 Ashley fault earthquake respectively. Damage to non-residential buildings constitutes the vast majority of the economic loss. Casualty numbers are expected to be between 0 and 10.

This thesis is concerned with springs that appeared in the Hillsborough, Christchurch during the 2010-2011 Canterbury Earthquake Sequence, and which have continued to discharge groundwater to the surface to the present time. Investigations have evolved, measurements of discharge at selected sites, limited chemical data on anions and isotope analysis. The springs are associated with earthquake generated fissures (extensional) and compression zones, mostly in loess-colluvium soils of the valley floor and lower slopes. Extensive peat swamps are present in the Hillsborough valley, with a groundwater table at ~1m below ground. The first appearance of the ‘new’ springs took place following the Mw 7.1 Darfield Earthquake on 4 September 2010, and discharges increased both in volume and extent of the Christchurch Mw 6.3 Earthquake of 22 February 2011. Five monitored sites show flow rates in the range of 4.2-14.4L/min, which have remained effectively constant for the duration of the study (2014-2015). Water chemistry analysis shows that the groundwater discharges are sourced primarily from volcanic bedrocks which underlies the valley at depths ≤50m below ground level. Isotope values confirm similarities with bedrock-sourced groundwater, and the short term (hours-days) influence of extreme rainfall events. Cyclone Lusi (2013-2014) affects were monitored and showed recovery of the bedrock derived water signature within 72 hours. Close to the mouth of the valley sediments interfinger with Waimakiriri River derived alluvium bearing a distinct and different isotope signature. Some mixing is evident at certain locations, but it is not clear if there is any influence from the Huntsbury reservoir which failed in the Port Hills Earthquake (22 February 2011) and stored groundwater from the Christchurch artesian aquifer system (Riccarton Gravel).

The Canterbury earthquakes of 2010 and 2011 have shone the spotlight on a number of tax issues. These issues, and in particular lessons learned from them, will be relevant for revenue authorities, policymakers and taxpayers alike in the broader context of natural disasters. Issues considered by this paper include the tax treatment of insurance monies. For example, building owners will receive pay-outs for destroyed assets and buildings which have been depreciated. Where the insurance payment is more than the adjusted tax value, there will be a taxable "gain on sale" (or depreciation recovery income). If the building owner uses those insurance proceeds to purchase a replacement asset, legislative amendments specifically enacted following the earthquakes provide that rollover relief of the depreciation recovery income is available. The tax treatment of expenditure to seismically strengthen a building is another significant issue faced by building owners. Case law has determined that this expenditure will usually be capital expenditure. In the past such costs could be capitalised to the building and depreciated accordingly. However, since the 2011-2012 income year owners have been prohibited from claiming depreciation on buildings and therefore currently no deduction is available for such strengthening expenditure (whether immediate or deferred). This has significant potential implications for landlords throughout New Zealand facing significant seismic retrofit costs. Incentives, or some form of financial support, whether delivered through the tax system or some other mechanism may be required. International Financial Reporting Standards (IFRS) require insurance proceeds, including reimbursement for expenditure of a capital nature, be reported as income while expenditure itself is not recorded as a current period expense. This has the effect of overstating current income and creating a larger variation between reported income for accounting and taxation purposes. Businesses have obligations to maintain certain business records for tax purposes. Reconstructing records destroyed by a natural disaster depends on how the information was originally stored. The earthquakes have demonstrated the benefits of ‘off-site’ (outside Canterbury) storage, in particular electronic storage. This paper considers these issues and the Inland Revenue Department (Inland Revenue) Standard Practice Statement which deals with inter alia retention of business records in electronic format and offshore record storage. Employer provided accommodation is treated as income to the benefitting employee. A recent amendment to the Income Tax Act 2007 retrospectively provides that certain employer provided accommodation is exempt from tax. The time aspect of these rules is extended where the employee is involved in the Canterbury rebuild and comes from outside the region.

Fine grained sediment deposition in urban environments during natural hazard events can impact critical infrastructure and properties (urban terrain) leading to reduced social and economic function and potentially adverse public health effects. Therefore, clean-up of the sediments is required to minimise impacts and restore social and economic functionality as soon as possible. The strategies employed to manage and coordinate the clean-up significantly influence the speed, cost and quality of the clean-up operation. Additionally, the physical properties of the fine grained sediment affects the clean-up, transport, storage and future usage of the sediment. The goals of the research are to assess the resources, time and cost required for fine grained sediment clean-up in an urban environment following a disaster and to determine how the geotechnical properties of sediment will affect urban clean-up strategies. The thesis focuses on the impact of fine grained sediment (<1 mm) deposition from three liquefaction events during the Canterbury earthquake sequence (2010-2011) on residential suburbs and transport networks in Christchurch. It also presents how geotechnical properties of the material may affect clean-up strategies and methods by presenting geotechnical analysis of tephra material from the North Island of New Zealand. Finally, lessons for disaster response planning and decision making for clean-up of sediment in urban environments are presented. A series of semi-structured interviews of key stakeholders supported by relevant academic literature and media reports were used to record the clean-up operation coordination and management and to make a preliminary qualification of the Christchurch liquefaction ejecta clean-up (costs breakdown, time, volume, resources, coordination, planning and priorities). Further analysis of the costs and resources involved for better accuracy was required and so the analysis of Christchurch City Council road management database (RAMM) was done. In order to make a transition from general fine sediment clean-up to specific types of fine disaster sediment clean-up, adequate information about the material properties is required as they will define how the material will be handled, transported and stored. Laboratory analysis of young volcanic tephra from the New Zealand’s North Island was performed to identify their geotechnical properties (density, granulometry, plasticity, composition and angle of repose). The major findings of this research were that emergency planning and the use of the coordinated incident management system (CIMS) system during the emergency were important to facilitate rapid clean-up tasking, management of resources and ultimately recovery from widespread and voluminous liquefaction ejecta deposition in eastern Christchurch. A total estimated cost of approximately $NZ 40 million was calculated for the Christchurch City clean-up following the 2010-2011 Canterbury earthquake sequence with a partial cost of $NZ 12 million for the Southern part of the city, where up to 33% (418 km) of the road network was impacted by liquefaction ejecta and required clearing of the material following the 22 February 2011 earthquake. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill for all three liquefaction inducing earthquake events. The average cost per kilometre for the event clean-up was $NZ 5,500/km (4 September 2010), $NZ 11,650/km (22 February 2011) and $NZ 11,185/km (13 June 2011). The duration of clean-up time of residential properties and the road network was approximately two to three months for each of the three liquefaction ejecta events; despite events volumes and spatial distribution of ejecta. Interviews and quantitative analysis of RAMM data revealed that the experience and knowledge gained from the Darfield earthquake (4 September 2010) clean-up increased the efficiency of the following Christchurch earthquake induced liquefaction ejecta clean-up events. Density, particle size, particle shape, clay content and moisture content, are the important geotechnical properties that need to be considered when planning for a clean-up method that incorporates collection, transport and disposal or storage. The geotechnical properties for the tephra samples were analysed to increase preparedness and reaction response of potentially affected North Island cities from possible product from the active volcanoes in their region. The geotechnical results from this study show that volcanic tephra could be used in road or construction material but the properties would have to be further investigated for a New Zealand context. Using fresh volcanic material in road, building or flood control construction requires good understanding of the material properties and precaution during design and construction to extra care, but if well planned, it can be economically beneficial.

Ongoing climate change triggers increasing temperature and more frequent extreme events which could limit optimal performance of haliotids, affect their physiology and biochemistry as well as influencing their population structure. Haliotids are a valuable nearshore fishery in a number of countries and many are showing a collapse of stocks because of overexploitation, environmental changes, loss of habitat, and disease. The haliotid in New Zealand commonly referred to as the blackfoot pāua (Haliotis iris) contribute a large and critical cultural, recreational and economic resource. Little was known about pāua responses to increasing temperature and acute environmental factors, as well as information about population size structure in Kaikoura after the earthquake 2016 and in Banks Peninsula. The aims of this study were to investigate the effects of temperature on scope for growth (SfG); physiological and biochemical responses of pāua subjected to different combined stressors including acute temperature, acute salinity and progressive hypoxia; and describe population size structure and shell morphology in different environments in Kaikoura and Banks Peninsula. The main findings of the present study found that population size structures of pāua were site-specific, and the shell length and shell height ratio of 3.25 could distinguish between stunted and non-stunted populations. The study found that high water temperature resulted in a reduction in absorbed energy from food, an increase in respiration energy, and ammonia excretion energy. Surveys were conducted at six study sites around the Canterbury Region over three years in order to better understand the population size structure and shell morphology of pāua. The findings found that the population size structure at 6 sites differed. Both juveniles and adults were found in intertidal areas at five sites. However, at Cape Three Points, pāua were found only in subtidal zones. One of the sites, Little Port Cooper, had a stunted population where only two pāua reached 125 mm in length over three years. In addition, most pāua in Little Port Cooper and Cape Three Points were adults, while Seal Reef had mostly juveniles. Wakatu Quay and Omihi had a full size range of pāua. Oaro population was dominated with juveniles and sub-adults. Recruitment and growth of pāua were successful after the earthquake in 2016. Research into pāua shell morphologies also determined that shell dimensions differed between sites. The relationships of shell length to shell width were linear and the relationship of shell length to shell height was curvilinear. Interestingly, SL:SH ratio of 3.25 is able to be used to identify stunted and non-stunted populations for pāua larger than 90 mm in length. Little Port Cooper was a stunted population with mean SL:SH ratio being 3.16. In the laboratory, scope for growth of pāua was investigated at four different temperatures of 12oC, 15oC, 18oC and 21oC over four weeks’ acclimation. The current study has found that SfG of pāua highly depended on temperature. Absorbed energy and respiration energy accounted for the highest proportion of the SfG of pāua. The respiration energy of pāua accounted for approximately 36%, 40%, 49% and 69% of the absorbed energy at 12°C, 15°C, 18°C and 21°C, respectively. The pāua at all acclimation temperatures had a positive scope for growth. The study suggested that the SfG was highest at 15°C, while the value at 21°C was the lowest. However, SfG at 18°C and 21°C decreased after 14 days of acclimation. Because of maintaining almost unchanged oxygen consumption over four weeks’ acclimation, pāua showed their poor abilities to acclimate to an increase in temperature. Therefore, they may be more vulnerable in future warming scenarios. The physiological and biochemical responses of pāua toward different combined stressors included three experiments. In terms of the acute temperature experiment, pāua were acclimated at 12oC, 15oC, 18oC or 21oC for two weeks before stepwise exposure to four temperatures of 12oC, 15oC, 18oC and 21oC every 4 hours. The acute salinity change, pāua were acclimated at 12oC, 15oC or 18oC over two weeks. Pāua were then exposed to a stepwise decrease of salinity of 2‰ every two hours from 34 – 22‰. Regarding the declining oxygen level, pāua were acclimated at 15 oC or 18oC for two weeks before exposure to one of four temperatures at 12oC, 15oC, 18oC or 21oC in one hour. After that acute progressive hypoxia was studied in closed respirometers for around six hours. The findings showed that there were interactions between combined stressors, affecting physiology of pāua (metabolism and heart rate). This suggests that environmental factors do not have a separate effect, but they also have interactions that enhance negative effects on pāua. Also, both oxygen uptake and heart rate responded quickly to temperature change and increased with rising temperature. On the other hand, oxygen uptake and heart rate decreased with reducing salinity and progressive hypoxia (before critical oxygen tension - Pcrit). Pcrit over four acute temperature exposures, ranged between 30.2 and 80.0 mmHg, depending on the exposure temperature. Acclimation temperature, combined with acute temperature, salinity or hypoxia stress affected the biochemistry of pāua. Pāua are osmoconformers so decreased salinity resulted in reducing haemolymph ionic concentration and increasing body volume. They were hypo-ionic with respect to sodium and potassium over the salinity ranges of 34 - 22‰. Haemocyanin accounts for a large pecentage of haemolymph protein, so trends of protein followed haemocyanin. Pāua tended to store oxygen in haemocyanin under extreme salinity stress at 22‰ and extreme hypoxia around 10 mmHg, rather than in oxygen transport. In conclusion, pāua at different sites had different population structures and morphologies. Pāua are sensitive to environmental stressors. They consumed more oxygen at high temperatures because they do not have thermal acclimation capacity. They are also osmoconformers with haemolymph sodium and potassium decreasing with salinity medium. Under progressive hypoxia, pāua could regulate oxygen and heart rate until Pcrit depending on temperature. Acute environmental changes also disturbed haemolyph parameters. 12°C and 15°C could be in the range of optimal temperature with higher SfG and less stress when exposed to acute environmental changes. Meanwhile long term exposure to 21°C is likely to be outside of the optimal range for the pāua. With ongoing climate change, pāua populations are more vulnerable so conservation is necessary. The research contributes to improving fishery management, providing insights into different environmental stressors affecting the energy demand and physiological and biochemical responses of pāua. It also allow to predicting the growth patterns and responses of pāua to adapt to climate change.
