New Zealanders are paying too much for house and contents insurance, according to a new survey. Consumer NZ's price comparison survey shows climate and natural hazard risk is being factored in, and is more expensive than ever. Quotes for a large house differed by more than $3,000 across Auckland, Hamilton, Wellington, Christchurch, and Dunedin, and there's a more than $2,000 difference between the cheapest and most expensive policies on offer for a standard-sized house. If you live somewhere with a higher chance of earthquakes - such as Wellington or Christchurch - you'll be charged more for insurance. The cost of house and contents insurance has risen by 5.6% this year, over the past ten years it's gone up 150%. In February of 2011, an earthquake destroyed the only all-weather athletics track in the city of Christchurch (New Zealand). The track has yet to be replaced, and so since the loss of the track, local Christchurch athletes have only had a grass track for training and preparation for championship events. This paper considers what effect the loss of the training facility has had on the performance of athletes from Christchurch at national championship events. Not surprisingly, the paper finds that there has been a deterioration in the performance in events that are heavily dependent upon the all-weather surface. However, somewhat more surprisingly, the loss of the track appears to have caused a significant improvement in the performance of Christchurch athletes in events that, while on the standard athletics program, are not heavily track dependent.
This thesis investigates life-safety risk in earthquakes. The first component of the thesis utilises a dataset of earthquake injuries and deaths from recent earthquakes in New Zealand to identify cause, context, and risk factors of injury and death in the 2011 MW6.3 Christchurch earthquake and 2016 MW7.8 Kaikōura earthquake. Results show that nearly all deaths occurred from being hit by structural elements from buildings, while most injuries were caused by falls, strains and being hit by contents or non-structural elements. Statistical analysis of injured cases compared to an uninjured control group found that age, gender, building damage, shaking intensity, and behaviour during shaking were the most significant risk factors for injury during these earthquakes. The second part of the thesis uses the empirical findings from the first section to develop two tools for managing life-safety risk in earthquakes. The first tool is a casualty estimation model for health system and emergency response planning. An existing casualty model used in New Zealand was validated against observed data from the 2011 Christchurch earthquake and found to underestimate moderate and severe injuries by an order of magnitude. The model was then updated to include human behaviour such as protective actions, falls and strain type injuries that are dependent on shaking intensity, as well as injuries and deaths outside buildings. These improvements resulted in a closer fit to observed casualties for the 2011 Christchurch earthquake. The second tool that was developed is a framework to set seismic loading standards for design based on fatality risk targets. The proposed framework extends the risk-targeted hazard method, by moving beyond collapse risk targets, to fatality risk targets for individuals in buildings and societal risk in cities. The framework also includes treatment of epistemic uncertainty in seismic hazard to allow this uncertainty to be used in risk-based decision making. The framework is demonstrated by showing how the current New Zealand loading standards could be revised to achieve uniform life-safety risk across the country and how the introduction of a new loading factor can reduce risk aggregation in cities Not on Alma, moved and emailed. 1/02/2023 ce
Despite over a century of study, the relationship between lunar cycles and earthquakes remains controversial and difficult to quantitatively investigate. Perhaps as a consequence, major earthquakes around the globe are frequently followed by 'prediction' claims, using lunar cycles, that generate media furore and pressure scientists to provide resolute answers. The 2010-2011 Canterbury earthquakes in New Zealand were no exception; significant media attention was given to lunarderived earthquake predictions by non-scientists, even though the predictions were merely 'opinions' and were not based on any statistically robust temporal or causal relationships. This thesis provides a framework for studying lunisolar earthquake temporal relationships by developing replicable statistical methodology based on peer reviewed literature. Notable in the methodology is a high accuracy ephemeris, called ECLPSE, designed specifically by the author for use on earthquake catalogs, and a model for performing phase angle analysis. The statistical tests were carried out on two 'declustered' seismic catalogs, one containing the aftershocks from the Mw7.1 earthquake in Canterbury, and the other containing Australian seismicity from the past two decades. Australia is an intraplate setting far removed from active plate boundaries and Canterbury is proximal to a plate boundary, thus allowing for comparison based on tectonic regime and corresponding tectonic loading rate. No strong, conclusive, statistical correlations were found at any level of the earthquake catalogs, looking at large events, onshore events, offshore events, and the fault type of some events. This was concluded using Schuster's test of significance with α=5% and analysis of standard deviations. A few weak correlations, with p-5-10% of rejecting the null hypothesis, and anomalous standard deviations were found, but these are difficult to interpret. The results invalidate the statistical robustness of 'earthquake predictions' using lunisolar parameters in this instance. An ambitious researcher could improve on the quality of the results and on the range of parameters analyzed. The conclusions of the thesis raise more questions than answers, but the thesis provides an adaptable methodology that can be used to further investigation the problem.
Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.
A preliminary case study assessing the seismic sustainability of two reinforced concrete structures, a frame structure and a wall structure, was conducted to determine which structural system is more seismically sustainable. The two structures were designed to the same standards and were assumed to be located in Christchurch, New Zealand. A component-based probabilistic seismic loss assessment, considering direct losses only, was conducted for two ground motion records, regarded to approximately represent a 1 in 500 year earthquake event and a 1 in 2500 year earthquake event, respectively. It is shown that the wall structure results in lower direct losses than the frame structure in the less severe ground motion scenario. However, in the more severe ground motion scenario, the frame structure results in lower direct losses. Hence, this study demonstrates that which structural system has the lower direct losses depends on the ground motion intensity level.
Research Report No.2010-03Ground motion prediction equations (GMPEs) for geometric-mean pseudo-spectral acceleration amplitudes from New Zealand (NZ) earthquakes are developed. A database of 2437 three-component ground motion records is developed by applying stringent quality criteria to the historically recorded events in NZ. Despite the large number of records, the database is deficient in empirical records from large magnitude events recorded at close distances to the fault rupture plane. As a result, the basis for the NZ-specific GMPE development is to examine the applicability of foreign GMPEs for similar tectonic regions and then modify the most applicable GMPEs based on both theoretical and statistically significant empirically-driven arguments. For active shallow crustal events, five different GMPEs are considered. It was found that the McVerry et al. (2006) model, which is the current model upon which seismic design guidelines and site-specific seismic hazard analyses in NZ are based, provided the worst fit to the NZ database, and that the Chiou et al. (2010) (C10) modification of the Chiou and Youngs (2008) model was the most applicable. Discrepancies between the C10 model and the NZ database that were empirically identified and theoretically justified were used to modify the C10 model for: (i) small magnitude scaling; (ii) scaling of short period ground motion from normal faulting events in volcanic crust; (iii) scaling of ground motions on very hard rock sites; (iv) anelastic attenuation in the NZ crust; and (v) consideration of the increased anelastic attenuation in the Taupo Volcanic Zone (TVZ). For subduction slab events, initially three models were considered. It was found that all of the models had some significant biases with respect to applicability for NZ. The Zhao et al. (2006) (Z06) model was selected because of the rigorous database upon which it was developed and modified by: (i) NZ-specific scaling at small magnitudes; (ii) path scaling at large distances; (iii) consideration of the increased TVZ attenuation; and (iv) revision of the standard deviation model. Based on these modifications the developed model showed no bias of the inter- and intra-event residuals as a function of various predictor variables. The standard deviation of the residuals using the revised standard deviation model also indicated that the model has an adequate precision. Three GMPEs were considered for subduction interface events. The Zhao et al. (2006) (Z06) model was the best performing model with only bias exhibited in the site response model, and possible over-prediction of large magnitude events. The Z06 interface model was modified to account for site response and magnitude scaling using the same functional forms as those of the developed active shallow crustal and subduction slab models. The developed model showed no bias of the inter- and intra-event residuals as a function of various predictor variables. The developed GMPEs include specific features as evident in the NZ database; consistent scaling for parameters not well constrained by the NZ database; and pseudo-spectral amplitudes for vibration periods from 0.01 to 10 seconds. Hence, these models represent a significant advance in the state-of-the art for empirical ground motion prediction in NZ.
Research Report: 2010-02The objective in writing this report is to provide a guide to structural engineers on how to assess the potential seismic performance of existing hollow-core floors in buildings and the steps involved in the design of new floors. Hollow-core units in New Zealand do not contain stirrups within the precast concrete section. This is due to the way that they are manufactured. The only reinforcement in the great majority of hollow-core units consists of pretensioned strands that are located close to the soffit. A consequence of this is that hollow-core units have a number of potential brittle failure modes that can occur when adverse structural actions are induced in the units. These adverse actions can be induced in a major earthquake due to the relative vertical, horizontal and rotational displacements that occur between hollow-core units and adjacent structural elements, such as beams or structural walls. A number of large scale structural tests backed up by analytical research has shown that extensive interaction occurs between floors containing prestressed precast units and other structural elements, such as walls and beams. The constraint that prestressed units in a floor can apply to adjacent beams can result in an increase in strength of the beams to a considerably greater strength than that indicated in editions of the New Zealand Structural Concrete Standard published prior to 2006. The extent of this increase is such that it could in some cases result in the development of a non-ductile failure mechanism instead of the ductile failure mechanism assumed in the design. Prestressed floor units tie the floor bays together leaving a weak section where the floor joins to supporting structural elements. The restraint provided by the prestress restricts the opening of cracks within the bay. In the event of an earthquake this restraint can result in wide cracks developing at some of the boundaries to floor bays. These cracks may have a significant influence on the performance of the floor when it acts as a diaphragm to transfer seismic forces to the lateral force resisting structural elements in the building. The report contains details of; 1. The different failure modes, which may be induced in hollow-core floors, and the failure modes that may develop in a buildings due to the presence of hollow-core units in the floors; 2. Criteria that may be used to assess the magnitude of the design earthquake which may be safely resisted by a hollow-core floor in a building; 3. Details of how construction practice related to the use of hollow-core floors in New Zealand has changed over the last five decades. This highlights particular aspects that need to be considered in carrying out an assessment of existing hollow-core floors; 4. Information on how a new hollow-core floor may be designed to be consistent with the Earthquake Actions Standard, NZS1170.5: 2004 and the Structural Concrete Standard, NZS3101: 2006 (plus Amendment 2); 5. A review of the research findings relevant to the behaviour of New Zealand hollow-core floors under earthquake conditions. Research that was used to develop the assessment and design criteria is described together with details of how the different criteria were developed from this work.
Hybrid broadband simulation methods typically compute high-frequency portion of ground-motions using a simplified-physics approach (commonly known as “stochastic method”) using the same 1D velocity profile, anelastic attenuation profile and site-attenuation (κ0) value for all sites. However, these parameters relating to Earth structure are known to vary spatially. In this study we modify this conventional approach for high-frequency ground-shaking by using site-specific input parameters (referred to as “site-specific”) and analyze improvements over using same parameters for all sites (referred to as “generic”). First, we theoretically understand how different 1D velocity profiles, anelastic attenuation profiles and site-attenuation (κ0) values affects the Fourier Acceleration Spectrum (FAS). Then, we apply site-specific method to simulate 10 events from the 2010-2011 Canterbury earthquake sequence to assess performance against the generic approach in predicting recorded ground-motions. Our initial results suggest that the site-specific method yields a lower simulation standard deviation than generic case.
Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.
Invited talk.The UC CEISMIC Canterbury Earthquakes Digital Archive contains tens of thousands of high value cultural heritage items related to a long series of earthquakes that hit Canterbury, New Zealand, from 2010 - 2012. The archive was built by a Digital Humanities team located at the center of the disaster in New Zealand's second largest city, Christchurch. The project quickly became complex, not only in its technical aspects but in its governance and general management. This talk will provide insight into the national and international management and governance frameworks used to successfully build and deliver the archive into operation. Issues that needed to be managed included human ethics, research ethics, stakeholder management, communications, risk management, curation and ingestion policy, copyright and content licensing, and project governance. The team drew heavily on industry-standard project management methods for the basic approach, but built their ecosystem and stakeholder trust on principles derived directly form the global digital humanities community.
The standard way in which disaster damages are measured involves examining separately the number of fatalities, of injuries, of people otherwise affected, and the financial damage that natural disasters cause. Here, we implement a novel way to aggregate these separate measures of disaster impact and apply it to two recent catastrophic events: the Christchurch (New Zealand) earthquakes and the Greater Bangkok (Thailand) floods of 2011. This new measure, which is similar to the World Health Organization’s calculation of Disability Adjusted Life Years (DALYs) lost from the burden of diseases and injuries, is described in detail in Noy (2014). It allows us to conclude that New Zealand lost 180 thousand lifeyears as a result of the 2011 events, and Thailand lost 2,644 thousand years. In per capita terms, the loss is similar, with both countries losing about 15 days per person due to the 2011 catastrophic events in these two countries. We also compare these events to other potentially similar events.

According to figures published in 2014, only factions of repairs/rebuilds are completed with the issue of a code compliance certificate. To conclude the work to the required standard, someone must pay for the code compliance. Leaving things as they are could have serious negative consequences for the recovery and for the city as a whole. We suggest an investigation of number of outstanding code compliance certificates and that responsible parties are made to address this outstanding work. The Canterbury earthquakes in 2010 and 2011 had a significant impact on landlords and tenants of commercial buildings in the city of Christchurch. The devastation wrought on the city was so severe that in an unprecedented response to this disaster a cordon was erected around the central business district for nearly two and half years while demolition, repairs and rebuilding took place. Despite the destruction, not all buildings were damaged. Many could have been occupied and used immediately if they had not been within the cordoned area. Others had only minor damage but repairs to them could not be commenced, let alone completed, owing to restrictions on access caused by the cordon. Tenants were faced with a major problem in that they could not access their buildings and it was likely to be a long time before they would be allowed access again. The other problem was uncertainty about the legal position as neither the standard form leases in use, nor any statute, provided for issues arising from an inaccessible building. The parties were therefore uncertain about their legal rights and obligations in this situation. Landlords and tenants were unsure whether tenants were required to pay rent for a building that could not be accessed or whether they could terminate their leases on the basis that the building was inaccessible. This thesis looks at whether the common law doctrine of frustration could apply to leases in these circumstances, where the lease had made no provision. It analyses the history of the doctrine and how it applies to a lease, the standard form leases in use at the time of the earthquakes and the unexpected and extraordinary nature of the earthquakes. It then reports on the findings of the qualitative empirical research undertaken to look at the experiences of landlords and tenants after the earthquakes. It is argued that the circumstances of landlords and tenants met the test for the doctrine of frustration. Therefore, the doctrine could have applied to leases to enable the parties to terminate them. It concludes with a suggestion for reform in the form of a new Act to govern the special relationship between commercial landlords and tenants, similar to legislation already in place covering other types of relationships like those in residential tenancies and employment. Such legislation could provide dispute resolution services to enable landlords and tenants to have access to justice to determine their legal rights at all times, and in particular, in times of crisis.

This is confirmed in a report for EQC in 1991 (paper 2005). It is also the conclusion of the Royal Commission in the CTV report. A number of recommendations have been made but not followed. For example, neither the AS/NZS 1170.5 standard nor the New Zealand Geotechnical Society guidelines have been updated. Yet another recovery instrument is the Earthquake Prone Building Act, which is still to be passed by Parliament. As the emergency response part of the recovery is now behind us, we need to ensure sustainability for what lies ahead. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."
Liquefaction-induced lateral spreading in Christchurch and surrounding suburbs during the recent Canterbury Earthquake Sequence (2010-2011) caused significant damage to structures and lifelines located in close proximity to streams and rivers. Simplified methods used in current engineering practice for predicting lateral ground displacements exhibit a high degree of epistemic uncertainty, but provide ‘order of magnitude’ estimates to appraise the hazard. We wish to compare model predictions to field measurements in order to assess the model’s capabilities and limitations with respect to Christchurch conditions. The analysis presented focuses on the widely-used empirical model of Youd et al. (2002), developed based on multi-linear regression (MLR) of case history data from lateral spreading occurrence in Japan and the US. Two issues arising from the application of this model to Christchurch were considered: • Small data set of Standard Penetration Test (SPT) and soil gradation indices (fines content FC, and mean grain size, D50) required for input. We attempt to use widely available CPT data with site specific correlations to FC and D50. • Uncertainty associated with the model input parameters and their influence on predicted displacements. This has been investigated for a specific location through a sensitivity analysis.
The Canterbury earthquakes of 2010 and 2011 have shone the spotlight on a number of tax issues. These issues, and in particular lessons learned from them, will be relevant for revenue authorities, policymakers and taxpayers alike in the broader context of natural disasters. Issues considered by this paper include the tax treatment of insurance monies. For example, building owners will receive pay-outs for destroyed assets and buildings which have been depreciated. Where the insurance payment is more than the adjusted tax value, there will be a taxable "gain on sale" (or depreciation recovery income). If the building owner uses those insurance proceeds to purchase a replacement asset, legislative amendments specifically enacted following the earthquakes provide that rollover relief of the depreciation recovery income is available. The tax treatment of expenditure to seismically strengthen a building is another significant issue faced by building owners. Case law has determined that this expenditure will usually be capital expenditure. In the past such costs could be capitalised to the building and depreciated accordingly. However, since the 2011-2012 income year owners have been prohibited from claiming depreciation on buildings and therefore currently no deduction is available for such strengthening expenditure (whether immediate or deferred). This has significant potential implications for landlords throughout New Zealand facing significant seismic retrofit costs. Incentives, or some form of financial support, whether delivered through the tax system or some other mechanism may be required. International Financial Reporting Standards (IFRS) require insurance proceeds, including reimbursement for expenditure of a capital nature, be reported as income while expenditure itself is not recorded as a current period expense. This has the effect of overstating current income and creating a larger variation between reported income for accounting and taxation purposes. Businesses have obligations to maintain certain business records for tax purposes. Reconstructing records destroyed by a natural disaster depends on how the information was originally stored. The earthquakes have demonstrated the benefits of ‘off-site’ (outside Canterbury) storage, in particular electronic storage. This paper considers these issues and the Inland Revenue Department (Inland Revenue) Standard Practice Statement which deals with inter alia retention of business records in electronic format and offshore record storage. Employer provided accommodation is treated as income to the benefitting employee. A recent amendment to the Income Tax Act 2007 retrospectively provides that certain employer provided accommodation is exempt from tax. The time aspect of these rules is extended where the employee is involved in the Canterbury rebuild and comes from outside the region.

Ground motion observations from the most significant 10 events in the 2010-2011 Canterbury earthquake sequence at near-source sites are utilized to scrutinize New Zealand (NZ)-specific pseudo-spectral acceleration (SA) empirical ground motion prediction equations (GMPE) (Bradley 2010, Bradley 2013, McVerry et al. 2006). Region-specific modification factors based on relaxing the conventional ergodic assumption in GMPE development were developed for the Bradley (2010) model. Because of the observed biases with magnitude and source-to-site distance for the McVerry et al. (2006) model it is not possible to develop region-specific modification factors in a reliable manner. The theory of non-ergodic empirical ground motion prediction is then outlined, and applied to this 10 event dataset to determine systematic effects in the between- and within-event residuals which lead to modifications in the predicted median and standard deviation of the GMPE. By examining these systematic effects over sub-regions containing a total of 20 strong motion stations within the Canterbury area, modification factors for use in region-specific ground motion prediction are proposed. These modification factors, in particular, are suggested for use with the Bradley et al. (2010) model in Canterbury-specific probabilistic seismic hazard analysis (PSHA) to develop revised design response, particularly for long vibration periods.
The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.
This paper investigates the effects of variability in source rupture parameters on site-specific physics-based simulated ground motions, ascertained through the systematic analysis of ground motion intensity measures. As a preliminary study, we consider simulations of the 22 February 2011 Christchurch earthquake using the Graves and Pitarka (2015) methodology. The effects of source variability are considered via a sensitivity study in which parameters (hypocentre location, earthquake magnitude, average rupture velocity, fault geometry and the Brune stress parameter) are individually varied by one standard deviation. The sensitivity of simulated ground motion intensity measures are subsequently compared against observational data. The preliminary results from this study indicate that uncertainty in the stress parameter and the rupture velocity have the most significant effect on the high frequency amplitudes. Conversely, magnitude uncertainty was found to be most influential on the spectral acceleration amplitudes at low frequencies. Further work is required to extend this preliminary study to exhaustively consider more events and to include parameter covariance. The ultimate results of this research will assist in the validation of the overall simulation method’s accuracy in capturing various rupture parameters, which is essential for the use of simulated ground motion models in probabilistic seismic hazard analysis.
The capability of self-compacting concrete (SCC) in flowing through and filling in even the most congested areas makes it ideal for being used in congested reinforced concrete (RC) structural members such as beam-column joints (BCJ). However, members of tall multi-storey structures impose high capacity requirements where implementing normal-strength self-compacting concrete is not preferable. In the present study, a commercially reproducible high-strength self-compacting concrete (HSSCC), a conventionally vibrated high-strength concrete (CVHSC) and a normal strength conventionally vibrated concrete (CVC) were designed using locally available materials in Christchurch, New Zealand. Following the guidelines of the New Zealand concrete standards NZS3101, seven beam-column joints (BCJ) were designed. Factors such as the concrete type, grade of reinforcement, amount of joint shear stirrups, axial load, and direction of casting were considered variables. All BCJs were tested under a displacement-controlled quasi-static reversed cyclic regime. The cracking pattern at different load levels and the mode of failure were also recorded. In addition, the load, displacement, drift, ductility, joint shear deformations, and elongation of the plastic hinge zone were also measured during the experiment. It was found that not only none of the seismically important features were compromised by using HSSCC, but also the quality of material and ease of construction boosted the performance of the BCJs.
This paper presents an overview of the soil profile characteristics at strong motion station (SMS) locations in the Christchurch Central Business District (CBD) based on recently completed geotechnical site investigations. Given the variability of Christchurch soils, detailed investigations were needed in close vicinity to each SMS. In this regard, CPT, SPT and borehole data, and shear wave velocity (Vs) profiles from surface wave dispersion data in close vicinity to the SMSs have been used to develop detailed representative soil profiles at each site and to determine site classes according to the New Zealand standard NZS1170.5. A disparity between the NZS1170.5 site classes based on Vs and SPT N60 investigation techniques is highlighted, and additional studies are needed to harmonize site classification based on these techniques. The short period mode of vibration of soft deposits above gravels, which are found throughout Christchurch, are compared to the long period mode of vibration of the entire soil profile to bedrock. These two distinct modes of vibration require further investigation to determine their impact on the site response. According to current American and European approaches to seismic site classification, all SMSs were classified as problematic soil sites due to the presence of liquefiable strata, soils which are not directly accounted for by the NZS1170.5 approach.
The foundation of this thesis rests upon previous research conducted as part of a QuakeCoRE summer scholarship project which investigated the health and safety regulations for utility workers within Aotearoa and in relation to the Canterbury Earthquake Sequence (CES). This project highlighted that the primary Health and Safety at Work Act 2015 was not directly applicable to these workers, given the unique set of risks and dangers. Additionally, the same research found that, in the absence of adequate intervention mechanisms, there is a reliance on internal health and safety procedures and standards, which may be compromised in an emergency scenario. A key element of Aotearoa’s disaster response framework regarding utility workers is the use of emergency powers, whereby the Director of Civil Defence Emergency Management may order utility workers, by proxy, to undertake any order during a state of national emergency or a national transition period.4 This power appears to be unrestrained and creates tension in relation to human rights and worker’s rights. The endangerment of utility workers in a disaster scenario is a global issue, with extensive research suggesting the involvement of utility workers within the immediate aftermath of disasters across many jurisdictions.5 This thesis investigates the involvement of utility workers in emergencies in two different jurisdictions, alongside the legal and non-legal protective measures taken within these jurisdictions to safeguard their mental and physical health.
There are many swaths of land that are deemed unsuitable to build on and occupy. These places, however, are rarely within an established city. The Canterbury earthquakes of 2010 and 2011 left areas in central Christchurch with such significant land damage that it is unlikely to be re-inhabited for a considerable period of time. These areas are commonly known as the ‘Red Zone’.This thesis explores redevelop in on volatile land through innovative solutions found and adapted from the traditional Indonesian construction techniques. Currently, Indonesia’s vernacular architecture sits on the verge of extinction after a cultural shift towards the masonry bungalow forced a rapid decline in their occupation and construction. The 2004 Indian Ocean earthquake and tsunami illustrated the bungalows’ poor performance in the face of catastrophic seismic activity, being outperformed by the traditional structures. This has been particularly evident in the Rumah Aceh construction of the Aceh province in Northern Sumatra. Within a New Zealand context an adaptation and modernisation of the Rumah Aceh construction will generate an architectural response not currently accepted under the scope of NZS 3604:2011; the standards most recent revision following the Canterbury earthquake of 2010 concerning timber-based seismic performance. This architectural exploration will further address light timber structures, their components, sustainability and seismic resilience. Improving new builds’ durability as New Zealand moves away from the previously promoted bungalow model that extends beyond residential and into all aspects of New Zealand built environment.
