Knowing how to rapidly rebuild disaster-damaged infrastructure, while deciding appropriate recovery strategies and catering for future investment is a matter of core interest to government decision makers, utility providers, and business sectors. The purpose of this research is to explore the effects of decisions and outcomes for physical reconstruction on the overall recovery process of horizontal infrastructure in New Zealand using the Canterbury and Kaikoura earthquakes as cases. A mixed approach including a systematic review, questionnaire survey and semi-structured interviews is used to capture perspectives of those involved in reconstruction process and gain insights into the effect of critical elements on infrastructure downtime. Findings from this research will contribute towards advancements of a systems dynamics model considering critical decision-making variables across phases of the reconstruction process to assess how these variables affect the rebuild process and the corresponding downtime. This project will improve the ability to explore alternative resilience improvement pathways and test the efficacy of alternative means for facilitating a faster and better reconstruction process.

Since September 2010 Christchurch, New Zealand, has experienced a number of significant earthquakes. In addition to loss of life, this has resulted in significant destruction to infrastructure, including road corridors; and buildings, especially in the central city, where it has been estimated that 60% of buildings will need to be rebuilt. The rebuild and renewal of Christchurch has initially focused on the central city under the direction of the Christchurch City Council. This has seen the development of a draft Central City Plan that includes a number of initiatives that should encourage the use of the bicycle as a mode of transport. The rebuild and renewal of the remainder of the city is under the jurisdiction of a specially set up authority, the Christchurch Earthquake Recovery Authority (CERA). CERA reports to an appointed Minister for Canterbury Earthquake Recovery, who is responsible for coordinating the planning, spending, and actual rebuilding work needed for the recovery. Their plans for the renewal and rebuild of the remainder of the city are not yet known. This presentation will examine the potential role of the bicycle as a mode of transport in a rebuilt Christchurch. The presentation will start by describing the nature of damage to Christchurch as a result of the 2010 and 2011 earthquakes. It will then review the Central City Plan (the plan for the rebuild and renewal for central Christchurch) focusing particularly on those aspects that affect the role of the bicycle. The potential for the success of this plan will be assessed. It will specifically reflect on this in light of some recent research in Christchurch that examined the importance of getting infrastructure right if an aim of transport planning is to attract new people to cycle for utilitarian reasons.
We aim to investigate the role of insurance in business recovery following the devastating Christchurch earthquake in February, 22nd, 2011. We analyze data from two business surveys conducted after the earthquake to examine how insurance affected business operation in the aftermath of the earthquake both in the short-term and longer-term. For the short-term analysis, we use a combination of propensity score matching (PSM) and linear probability model (LPM) to analyze the data. We first estimate the propensity scores for insurance take-up of each firm conditional on the firm’s individual characteristics. Stratification based on the estimated propensity scores is used to match the treated (insured) and the control (uninsured) firms. We then estimate the probability of firms’ continuing operations with a set of control variables to account for the level of damage and disruption caused by the quake in each stratum. We find little evidence of any beneficial effect of insurance coverage on business continuity in the short-run. For the longer-term analysis, we analyze the available survey data using logistic regression. The result suggests that business interruption insurance significantly promotes increased level of long-term productivity for surviving firms following the earthquake.

The presentation is titled, "Community and Social Service Organisations in Emergencies and Disasters in Australia and New Zealand".The abstract for this presentation reads as follows: What happens when support services for issues such as mental health, foster care or homelessness are impacted by a disaster? What happens to their staff? What happens to their clients? The community sector is a unique, valuable and diverse component of Australasian economy and society. Through its significant numbers of employees and volunteers, its diversity, the range of service and advocacy programs it delivers, and the wide range of people it supports, it delivers value to communities and strengthens society. The community and social services sector builds resilience daily through services to aged care, child welfare and disability, domestic violence, housing and homelessness, and mental health care. The sector's role is particularly vital in assisting disadvantaged people and communities. For many, community sector organisations are their primary connection to the broader community and form the basis of their resilience to everyday adversity, as well as in times of crisis. However, community sector organisations are particularly vulnerable in a major emergency or disaster. Australian research shows that the most community sector organisations are highly vulnerable and unprepared for emergencies. This lack of preparedness can have impacts on service delivery, business continuity, and the wellbeing of clients. The consequences of major disruptions to the provision of social services to vulnerable people are serious and could be life-threatening in a disaster. This presentation will review the Victorian Council of Social Service (Australia) and Social Equity and Wellbeing Network (formerly the Christchurch Council of Social Services) records on the impacts of emergencies on community sector organisations, staff, and clients. From the discussion of records, recommendations will be presented that could improve the resilience of this crucial sector.

This report presents the experiences of Tangata Whaiora (Mental health clients) through the disastrous earthquakes that struck Otautahi/Christchurch in 2010-11. It further analysis these experience to how show the social networks these individuals, their whānau, supporting staff respond and recover to a significant urban disaster. The disaster challenged the mental health of those individuals who are impacted and the operations of organisations and networks that support and care for the mentally ill. How individuals and their families navigate a post-disaster landscape provides an unfortunate but unique opportunity to analyse how these support networks respond to severe disruption. Tangata Whaiora possess experiences of micro-scale personal and family disasters and were not necessarily shocked by the loss of normality in Ōtautahi as a result of the earthquakes. The organic provision of clear leadership, outstanding commitment by staff, and ongoing personal and institutional dedication in the very trying circumstances of working in a post-disaster landscape all contributed to Te Awa o te Ora’s notable response to the disaster.
The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately 35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0 respectively. As a direct result of the February earthquake, 181 people lost their lives. Some commentators have described this series of earthquakes as the most expensive global insurance event of all time. These earthquakes and the more than 7000 associated aftershocks have had a significant physical impact on parts of Canterbury and virtually none on others. The economic, social and emotional impacts of these quakes spread across Canterbury and beyond. Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and significant social issues as a result. The physical damage in Waimakiriri District was predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki Beach with pockets elsewhere in the district. While the balance of the district is largely physically untouched, the economic, social, and emotional shockwaves have spread across the district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local government landscape. This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the Emergency Management Recovery programme to provide context to allow a more detailed examination of the planning processes prior to, and subsequent to the earthquakes. This study looked at documentation produced by WDC, applicable legislation and New Zealand Emergency Management resources and other sources. Key managers and elected representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental agency representatives. The interview responses enable understanding of how central Government and other local authorities can benefit from these lessons and apply them to their own planning. It is intended that this paper will assist local government organisations in New Zealand to evaluate their planning processes in light of the events of 2010/11 in Canterbury and the lessons from WDC.

It's been a long road to recovery for one of Christchurch's biggest post-quake projects. Eight years after the route connecting Sumner to Lyttleton was blocked off by the earthquakes, the road through Evans Pass will reopen on Friday. Sumner residents will now have a second route into the suburb, as well as a renewed connection to Lyttleton. Sara Templeton is the councillor for Heathcote Ward, which covers Sumner, and speaks to Guyon Espiner.

A business owner wants more stringent background checks for people creating professional online profiles after discovering a potential business advisor is currently on home detention for corruption. Gerard Gallagher was convicted in June after trying to personally profit from information obtained while working for the Canterbury Earthquake Recovery Authority and Ōtākaro Limited between 2014 and 2017. Online, he promotes himself as a Business Advisor despite still serving a sentence of 12 months' home detention. Niva Chittock reports.

The presentation is titled, "Canterbury Family Violence Collaboration: An innovative response to family violence following the Canterbury earthquakes - successes, challenges, and achievements".The abstract for this presentation reads as follows: Across a range of international jurisdictions there is growing evidence that shows a high prevalence of family violence, child abuse and sexual violence over a number of years following natural disasters (World Health Organisation, 2005). Such empirical findings were also reflected within the Canterbury region following the earthquake events in 2010 and 2011. For example, in the weekend following the September 2010 earthquake, Canterbury police reported a 53% increase in call-outs to family violence incidents. In 2012, Canterbury police investigated over 7,400 incidents involving family violence - approximately 19 incidents each day. Child, youth and family data also reflect an increase in family violence, with substantiated cases of abuse increasing markedly from 1,130 cases in 2009 to 1,650 cases in 2011. These numbers remain elevated. Challenging events like the Canterbury earthquakes highlight the importance of, and provide the catalyst for, strengthening connections with various communities of interest to explore new ways of responding to the complex issue of family violence. It was within this context that the Canterbury Family Violence Collaboration (Collaboration) emerged. Operating since 2012, the Collaboration now comprises 45 agencies from across governmental and non-governmental sectors. The Collaboration's value proposition is that it delivers system-wide responses to family violence that could not be achieved by any one agency. These responses are delivered within five strategic priority areas: housing, crisis response and intervention, prevention, youth, and staff learning and development. The purpose of this presentation is to describe the experiences of the collaborative effort and lessons learnt by the collaborative partners in the first three years after its establishment. It will explore the key successes and challenges of the collaborative effort, and outline the major results achieved - a unique contribution, in unique circumstances, to address family violence experienced by Canterbury people throughout the period of recovery and rebuild.
This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.
An exceedingly large 'Gerry' Brownlee, the Minister for Earthquake Recovery, rises from a chair, holding a briefcase labeled 'CERA' and calling for 'Bob' Parker, the mayor of Christchurch. The thin Parker was flattened against Brownlee's enormous rear, when Brownlee sat on the chair. Brownlee and Parker had a strained relationship, with the government taking an increasing amount of control in local decision making. After ongoing assurances by Parker that Christchurch City Council would meet all of International Accreditation New Zealand's requirements on issuing building consents, Brownlee announced in June 2013 without Parker's prior knowledge that the authority had withdrawn its accreditation. There has been little discussion of what archival accounting evidence can contribute to an understanding of a society’s response to a natural disaster. This article focuses on two severe earthquakes which struck New Zealand in 1929 and 1931 and makes two main contributions to accounting history. First, by discussing evidence from archival sources, it contributes to the literature on accounting in a disaster. This provides a basis for future theory building and for future comparative research related to the response to more recent natural disasters such as the 2010–11 Canterbury earthquakes. Secondly, it questions the conclusions of recently published research concerning the role of central and local government in this and recent earthquakes.
Refers to the government's earthquake response legislation and the Rugby World Cup 2011 (Empowering) Bill. 26 experts in constitutional law from all six of the country's law faculties have penned a letter condemning the Government's earthquake response legislation. No sooner was their work in the public eye than the similarly flawed Rugby World Cup 2011 (Empowering) Bill was reported back from a select committee, with a recommendation that it pass. It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive. Meeting the Sustainable Development Goals by 2030 involves transformational change in the business of business, and social enterprises can lead the way in such change. We studied Cultivate, one such social enterprise in Christchurch, New Zealand, a city still recovering from the 2010/11 Canterbury earthquakes. Cultivate works with vulnerable youth to transform donated compost into garden vegetables for local restaurants and businesses. Cultivate’s objectives align with SDG concerns with poverty and hunger (1 & 2), social protection (3 & 4), and sustainable human settlements (6 & 11). Like many grant-supported organisations, Cultivate is required to track and measure its progress. Given the organisation’s holistic objectives, however, adequately accounting for its impact reporting is not straightforward. Our action research project engaged Cultivate staff and youth-workers to generate meaningful ways of measuring impact. Elaborating the Community Economy Return on Investment tool (CEROI), we explore how participatory audit processes can capture impacts on individuals, organisations, and the wider community in ways that extend capacities to act collectively. We conclude that Cultivate and social enterprises like it offer insights regarding how to align values and practices, commercial activity and wellbeing in ways that accrue to individuals, organisations and the broader civic-community.
