This report describes the earthquake hazard in Waimate and Mackenzie districts and the part of Waitaki district within Canterbury, and gives details of historic earthquakes. It includes district-scale (1:500,000) active fault, ground shaking zone, liquefaction and landslide susceptibility maps. The report describes earthquake scenarios for a magnitude 7.2-7.4 Ostler Fault earthquake near Twizel, a magnitude 8 Alpine Fault earthquake, and a magnitude 6.9 Hunters Hills Fault Zone earthquake near Waimate. The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. This study analysed liquefaction susceptibility and estimated ground settlements for two earthquake scenarios (foothills and Alpine Fault) for eastern Waimakariri District. The report was later partially superseded by Earthquake hazard assessment for Waimakariri District (Yetton and McCahon, 2009), which while not using such detailed analytical methods as the 2000 Beca report, reviewed new information available since 2000 (including that collected as part of the Pegasus Town development). This showed that the liquefaction susceptibility in eastern Waimakariri district was in fact much more variable than suggested in the 2000 Beca maps, and that liquefaction susceptibility was extremely difficult to predict without a site-specific investigation. The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.
The Kaikoura earthquake in November 2016 highlighted the vulnerability of New Zealand’s rural communities to locally-specific hazard events, which generate regional and national scale impacts. Kaikoura was isolated with significant damage to both the east coast road (SH1) and rail corridor, and the Inland Road (Route 70). Sea bed uplift along the coast was significant – affecting marine resources and ocean access for marine operators engaged in tourism and harvesting, and recreational users. While communities closest to the earthquake epicentre (e.g., Kaikoura, Waiau, Rotherham and Cheviot) suffered the most immediate earthquake damage, the damage to the transport network, and the establishment of an alternative transport route between Christchurch and Picton, has significantly impacted on more distant communities (e.g., Murchison, St Arnaud and Blenheim). There was also considerable damage to vineyard infrastructure across the Marlborough region and damage to buildings and infrastructure in rural settlements in Southern Marlborough (e.g., Ward and Seddon).
This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations. Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected. This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.
