Background and methodology The Mw 7.8, 14th November 2016 earthquake centred (item b, figure 1) in the Hurunui District of the South Island, New Zealand, damaged critical infrastructure across North Canterbury and Marlborough. We investigate the impacts to infrastructure and adaptations to the resulting service disruption in four small rural towns (figure 1): Culverden (a), Waiau (c), Ward (d) and Seddon (e). This is accomplished though literary research, interviews and geospatial analysis. Illustrating our methods, we have displayed here a Hurunui District hazard map (figure 2b) and select infrastructure inventories (figures 2a, 3).
The Canterbury region of New Zealand experienced four earthquakes greater than MW 6.0 between September 2010 and December 2011. This study employs system dynamics as well as hazard, recovery and organisational literature and brings together data collected via surveys, case studies and interviews with organisations affected by the earthquakes. This is to show how systemic interactions and interdependencies within and between industry and geographic sectors affect their recovery post-disaster. The industry sectors in the study are: construction for its role in the rebuild, information and communication technology which is a regional high-growth industry, trucking for logistics, critical infrastructure, fast moving consumer goods (e.g. supermarkets) and hospitality to track recovery through non-discretionary and discretionary spend respectively. Also in the study are three urban centres including the region’s largest Central Business District, which has been inaccessible since the earthquake of 22 February 2011 to the time of writing in February 2013. This work also highlights how earthquake effects propagated between sectors and how sectors collaborated to mitigate difficulties such as product demand instability. Other interacting factors are identified that influence the recovery trajectories of the different industry sectors. These are resource availability, insurance payments, aid from central government, and timely and quality recovery information. This work demonstrates that in recovering from disaster it is crucial for organisations to identify what interacting factors could affect their operations. Also of importance are efforts to reduce the organisation’s vulnerability and increase their resilience to future crises and in day-to-day operations. Lastly, the multi-disciplinary approach to understanding the recovery and resilience of organisations and industry sectors after disaster, leads to a better understanding of effects as well as more effective recovery policy.
It's been a long road to recovery for one of Christchurch's biggest post-quake projects. Eight years after the route connecting Sumner to Lyttleton was blocked off by the earthquakes, the road through Evans Pass will reopen on Friday. Sumner residents will now have a second route into the suburb, as well as a renewed connection to Lyttleton. For the people of Christchurch and its wider environs of Canterbury in New Zealand, the 4th of September 2010 earthquake and the subsequent aftershocks were daunting. To then experience a more deadly earthquake five months later on the 22nd of February 2011 was, for the majority, overwhelming. A total of 185 people were killed and the earthquake and continuing aftershocks caused widespread damage to properties, especially in the central city and eastern suburbs. A growing body of literature consistently documents the negative impact of experiencing natural disasters on existing psychological disorders. As well, several studies have identified positive coping strategies which can be used in response to adversities, including reliance on spiritual and cultural beliefs as well as developing resilience and social support. The lifetime prevalence of severe mental health disorders such as posttraumatic stress disorder (PTSD) occurring as a result of experiencing natural disasters in the general population is low. However, members of refugee communities who were among those affected by these earthquakes, as well as having a past history of experiencing traumatic events, were likely to have an increased vulnerability. The current study was undertaken to investigate the relevance to Canterbury refugee communities of the recent Canterbury Earthquake Recovery Authority (CERA) draft recovery strategy for Christchurch post-earthquakes. This was accomplished by interviewing key informants who worked closely with refugee communities. These participants were drawn from different agencies in Christchurch including Refugee Resettlement Services, the Canterbury Refugee Council, CERA, and health promotion and primary healthcare organisations, in order to obtain the views of people who have comprehensive knowledge of refugee communities as well as expertise in local mainstream services. The findings from the semi-structured interviews were analysed using qualitative thematic analysis to identify common themes raised by the participants. The key informants described CERA’s draft recovery strategy as a significant document which highlighted the key aspects of recovery post disaster. Many key informants identified concerns regarding the practicality of the draft recovery strategy. For the refugee communities, some of those concerns included the short consultation period for the implementation phase of the draft recovery strategy, and issues surrounding communication and collaboration between refugee agencies involved in the recovery. This study draws attention to the importance of communication and collaboration during recovery, especially in the social reconstruction phase following a disaster, for all citizens but most especially for refugee communities.
Having a quick but reliable insight into the likelihood of damage to bridges immediately after an earthquake is an important concern especially in the earthquake prone countries such as New Zealand for ensuring emergency transportation network operations. A set of primary indicators necessary to perform damage likelihood assessment are ground motion parameters such as peak ground acceleration (PGA) at each bridge site. Organizations, such as GNS in New Zealand, record these parameters using distributed arrays of sensors. The challenge is that those sensors are not installed at, or close to, bridge sites and so bridge site specific data are not readily available. This study proposes a method to predict ground motion parameters for each bridge site based on remote seismic array recordings. Because of the existing abundant source of data related to two recent strong earthquakes that occurred in 2010 and 2011 and their aftershocks, the city of Christchurch is considered to develop and examine the method. Artificial neural networks have been considered for this research. The 2010/2011 Canterbury earthquakes have provided a unique opportunity to investigate the seismic performance of both traditional and modern buildings constructed in New Zealand. It is critical that the observed performance is examined and compared against the expected levels of performance that are outlined by the Building Code and Design Standards. In particular, in recent years there has been a significant amount of research into the seismic behaviour of precast concrete floor systems and the robustness of the support connections as a building deforms during an earthquake. An investigation of precast concrete floor systems in Christchurch has been undertaken to assess both the performance of traditional and current design practice. The observed performance for each type of precast floor unit was collated from a number of post-earthquake recognisance activities and compared against the expected performance determined for previous experimental testing and analysis. Possible reasons for both the observed damage, and in some cases the lack of damage, were identified. This critical review of precast concrete floor systems will assist in determining the success of current design practice as well as identify any areas that require further research and/or changes to design standards.
The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.
Geological research in the immediate aftermath of the 2016 Kaikōura Earthquake, New Zealand, was necessary due to the importance and perishability of field data. It also reflects a real desire on the part of researchers to contribute not only to immediate scientific understanding but also to the societal recovery effort by enhancing knowledge of the event for the benefit of affected communities, civil defence organizations and regional and national decision makers. This commitment to outreach and engagement is consistent with the recent IAPG statement of Geoethics. More immediately, it was informed by experience of the 2010-2011 Canterbury Earthquake sequence. After that earlier disaster, intense interactions between researchers and various response agencies as well as local communities informed the development and dissemination of a set of ethical guidelines for researchers immediately following the Mw7.8 14 November 2016 Kaikōura Earthquake. In this presentation, I argue that ethical engagement of this kind is the key to gathering high quality research data immediately after the event. Creating trusting and mutually respectful, mutually beneficial relationships is also vital to ongoing engagement to facilitate further “in depth” research in collaboration with communities.
This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.
The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. Minister for Christchurch Recovery, Gerry Brownlee drives a huge tractor among debris that spells out 'Due Process' and says 'In order to get Christchurch back on its feet again we have to bring parliament to its knees. Context - The minister says he is happy with the speed of the work being done, as he wants tomake sure those involved in the rebuild portion of the recovery effort are well prepared. The bill establishes the Canterbury Earthquake Recovery Authority (Cera) and empowers it to lead reconstruction efforts in Christchurch. It gives Cera specific powers to get information from any source, to requisition and build on land and to carry out demolitions. Liquefaction during the 4th September 2010 Mw 7.1 Darfield earthquake and large aftershocks in 2011 (Canterbury earthquake sequence, CES) caused severe damage to land and infrastructure within Christchurch, New Zealand. Approximately one third of the total CES-induced financial losses were directly attributable to liq- uefaction and thus highlights the need for local and regional authorities to assess liquefaction hazards for present and future developments. This thesis is the first to conduct paleo-liquefaction studies in eastern Christchurch for the purpose of de- termining approximate return times of liquefaction-inducing earthquakes within the region. The research uncovered evidence for pre-CES liquefaction dated by radiocarbon and cross-cutting relationships as post-1660 to pre-1905. Additional paleo-liquefaction investigations within the eastern Christchurch suburb of Avon- dale, and the northern township of Kaiapoi, revealed further evidence for pre-CES liquefaction. Pre-CES liquefaction in Avondale is dated as post-1321 and pre-1901, while the Kaiapoi features likely formed during three distinct episodes: post-1458 and possibly during the 1901 Cheviot earthquake, post-1297 to pre-1901, and pre-1458. Evaluation of the liquefaction potential of active faults within the Can- terbury region indicates that many faults have the potential to cause widespread liquefaction within Avondale and Kaiapoi. The identification of pre-CES liquefac- tion confirms that these areas have previously liquefied, and indicates that residen- tial development in eastern Christchurch between 1860 and 2005 occurred in areas containing geologic evidence for pre-CES liquefaction. Additionally, on the basis of detailed field and GIS-based mapping and geospatial-statistical analysis, the distribution and severity of liquefaction and lateral spreading within the eastern Christchurch suburb of Avonside is shown in this study to be strongly in uenced by geomorphic and topographic variability. This variability is not currently ac- counted for in site-specific liquefaction assessments nor the simplified horizontal displacement models, and accounts for some of the variability between the pre- dicted horizontal displacements and those observed during the CES. This thesis highlights the potential applications of paleo-liquefaction investigations and ge- omorphic mapping to seismic and liquefaction hazard assessments and may aid future land-use planning decisions.

The service will take place near the newly-restored Citizens' War Memorial at 5.30am, where traditional veterans will parade up Worcestor Boulevard towards the Square. The purpose of this assessment is to compare records of known inanga spawning sites in the waterways of Ōtautahi Christchurch from before and after the Canterbury earthquakes, with particular emphasis on information used in the design of planning methods for spawning site protection.
Background: There has been a psychopathology focus in disaster research examining adolescent mental health and wellbeing, but recently studies have begun to also examine wellbeing-related constructs. Although an increased risk of posttraumatic stress disorder has been established in disaster-exposed adolescents, comparatively little is known about how disasters impact adolescent wellbeing, nor how factors within the post-disaster environment interact to influence holistic adolescent mental health and wellbeing. Objective: The objective of this study was to describe the holistic mental health and wellbeing of adolescents living in an earthquake-struck city by considering a range of mental health and wellbeing indicators, as well as risk and protective factors hypothesised to influence mental health and wellbeing. The dual-factor model of mental health was used as a framework to guide this study. Method: A survey of Christchurch secondary school students was used to gather data about their subjective wellbeing, risk of low wellbeing, psychological distress, quality of life, exposure to Adverse Childhood Experiences, social support from friends and family, school connectedness, and expectations about future quality of life. Results: A slim majority of students reported good subjective wellbeing (52.3%) and high current quality of life (56.4%), whereas a larger majority reported low risk of psychological distress (79%). An equal proportion of students reported high and low risk of low wellbeing. There were no statistically significant differences in any of the variables measured between adolescents who did and did not live through the Christchurch earthquakes. Regression analyses identified that school connectedness, social support from friends and family, and future expectations of quality of life significantly predicted subjective wellbeing, risk of low wellbeing, risk of psychological distress, and current quality of life. The number of Adverse Childhood Experiences significantly predicted only risk of psychological distress when the effects of other variables were controlled for. Conclusion: The findings of this study indicate that there is a low mean level of wellbeing and quality of life in this sample of adolescents living in a severely earthquake- affected community. School connectedness, social support from family and friends, and expectations about future quality of life were shown to significantly predict variance in subjective wellbeing, quality of life, and psychological distress. This suggests that there are social and environmental factors that can be targeted to improve holistic mental health and wellbeing in disaster-affected adolescents who have experienced high levels of trauma. Conclusions in this study are limited by the representativeness of the sample, the cross- sectional nature of the study, and potential sampling bias.

The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.
A rescue worker carries the dead body of a woman out of the crumbled remains of a building. Nearby is a copy of the 'Building Code'. Context - there are questions being asked about whether some of the buildings that collapsed too readily in the Christchurch earthquake of 22 February 2011 had been subject to stringent enough building code regulations. The Department of Building and Housing said the vertical shaking in the central business district was both extreme and unusual and early indications suggest it was much more violent than designed for in the building code standards which are based on the kind of shaking expected to happen every 500 years. The disastrous earthquakes that struck Christchurch in 2010 and 2011 seriously impacted on the individual and collective lives of Māori residents. This paper continues earlier, predominantly qualitative research on the immediate effects on Māori by presenting an analysis of a survey carried out 18 months after the most destructive event, on 22 February 2011. Using a set-theoretic approach, pathways to Māori resilience are identified, emphasising the combination of whānau connectivity and high incomes in those who have maintained or increased their wellbeing post-disaster. However, the results show that if resilience is used to describe a “bounce back” in wellbeing, Māori are primarily enduring the post-disaster environment. This endurance phase is a precursor to any resilience and will be of much longer duration than first thought. With continued uncertainty in the city and wider New Zealand economy, this endurance may not necessarily lead to a more secure environment for Māori in the city.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
