The M7.8 Kaikoura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.

We present initial results from a set of three-dimensional (3D) deterministic earthquake ground motion simulations for the northern Canterbury plains, Christchurch and the Banks Peninsula region, which explicitly incorporate the effects of the surface topography. The simu-lations are done using Hercules, an octree-based finite-element parallel software for solving 3D seismic wave propagation problems in heterogeneous media under kinematic faulting. We describe the efforts undertaken to couple Hercules with the South Island Velocity Model (SIVM), which included changes to the SIVM code in order to allow for single repetitive que-ries and thus achieve a seamless finite-element meshing process within the end-to-end ap-proach adopted in Hercules. We present our selection of the region of interest, which corre-sponds to an area of about 120 km × 120 km, with the 3D model reaching a depth of 60 km. Initial simulation parameters are set for relatively high minimum shear wave velocity and a low maximum frequency, which we are progressively scaling up as computing resources permit. While the effects of topography are typically more important at higher frequencies and low seismic velocities, even at this initial stage of our efforts (with a maximum of 2 Hz and a mini-mum of 500 m/s), it is possible to observe the importance of the topography in the response of some key locations within our model. To highlight these effects we compare the results of the 3D topographic model with respect to those of a flat (squashed) 3D model. We draw rele-vant conclusions from the study of topographic effects during earthquakes for this region and describe our plans for future work.

The Canterbury region of New Zealand experienced a sequence of strong earthquakes during 2010-2011. Responses included government acquisition of many thousands of residential properties in the city of Christchurch in areas with severe earthquake effects. A large and contiguous tract of this ‘red zoned’ land lies in close proximity to the Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). The focus of this study was to provide an overview of the floodplain characteristics of the AORZ and review of international experience in ecological restoration of similar river margin and floodplain ecosystems to extract restoration principles and associated learnings. Compared to pre-earthquake ground levels, the dominant trend in the AORZ is subsidence, together with lateral movement especially in the vicinity of waterway. An important consequence of land subsidence in the lower Ōtākaro / Avon River is greater exposure to flooding and the effects of sea level rise. Scenario modelling for sea level rise indicates that much of the AORZ is exposed to inundation within a 100 year planning horizon based on a 1 m sea level rise. As with decisions on built infrastructure, investments in nature-based ‘green infrastructure’ also require a sound business case including attention to risks posed by climate change. Future-proofing of the expected benefits of ecological restoration must therefore be secured by design. Understanding and managing the hydrology and floodplain dynamics are vital to the future of the AORZ. However, these characteristics are shared by other floodplain and river restoration projects worldwide. Identifying successful approaches provides a useful a source of useful information for floodplain planning in the AORZ. This report presents results from a comparative case study of three international examples to identify relevant principles for large-scale floodplain management at coastal lowland sites.

At 00:02 on 14th November 2016, a Mw 7.8 earthquake occurred in and offshore of the northeast of the South Island of New Zealand. Fault rupture, ground shaking, liquefaction, and co-seismic landslides caused severe damage to distributed infrastructure, and particularly transportation networks; large segments of the country’s main highway, State Highway 1 (SH1), and the Main North Line (MNL) railway line, were damaged between Picton and Christchurch. The damage caused direct local impacts, including isolation of communities, and wider regional impacts, including disruption of supply chains. Adaptive measures have ensured immediate continued regional transport of goods and people. Air and sea transport increased quickly, both for emergency response and to ensure routine transport of goods. Road diversions have also allowed critical connections to remain operable. This effective response to regional transport challenges allowed Civil Defence Emergency Management to quickly prioritise access to isolated settlements, all of which had road access 23 days after the earthquake. However, 100 days after the earthquake, critical segments of SH1 and the MNL remain closed and their ongoing repairs are a serious national strategic, as well as local, concern. This paper presents the impacts on South Island transport infrastructure, and subsequent management through the emergency response and early recovery phases, during the first 100 days following the initial earthquake, and highlights lessons for transportation system resilience.

This study uses 44 high quality liquefaction case histories taken from 22 locations affected by the 2010-2011 Canterbury earthquake sequence to evaluate four commonly used CPT-VS correlations (i.e., Robertson, 2009; Hegazy and Mayne, 2006; Andrus et al., 2007; McGann et al., 2015b). Co-located CPT soundings and VS profiles, developed from surface wave testing, were obtained at 22 locations and case histories were developed for the Mw 7.1, 4 September 2010 Darfield and Mw 6.2, 22 February 2011 Christchurch earthquakes. The CPT soundings are used to generate VS profiles using each of four CPT-VS correlations. These correlated VS profiles are used to estimate the factor of safety against liquefaction using the Kayen et al. (2013) VS-based simplified liquefaction evaluation procedure. An error index is used to quantify the predictive capabilities of these correlations in relation to the observations of liquefaction (or the lack thereof). Additionally, the error indices from the CPT-correlated VS profiles are compared to those obtained using: (1) the Kayen et al. (2013) procedure with surface wave-derived VS profiles, and (2) the Idriss and Boulanger (2008) CPT-based liquefaction evaluation procedure. Based on the error indices, the evaluation procedures based on direct measurements of either CPT or VS provided more accurate liquefaction triggering estimates than those obtained from any of the CPT-VS correlations. However, the performance of the CPT-VS correlations varied, with the Robertson (2009) and Hegazy and Mayne (2006) correlations performing relatively poorly for the Christchurch soils and the Andrus et al. (2007) and McGann et al. (2015b) correlations performing better. The McGann et al. (2015b) correlation had the lowest error indices of the CPT-VS correlations tested, however, none of the CPT-VS correlations provided accurate enough VS predictions to be used for the evaluation of liquefaction triggering using the VS-based liquefaction evaluation procedures.

We present preliminary observations on three waters impacts from the Mw7.8 14th November 2016 Kaikōura Earthquake on wider metropolitan Wellington, urban and rural Marlborough, and in Kaikōura township. Three waters systems in these areas experienced widespread and significant transient ground deformation in response to seismic shaking, with localised permanent ground deformation via liquefaction and lateral spreading. In Wellington, potable water quality was impacted temporarily by increased turbidity, and significant water losses occurred due to damaged pipes at the port. The Seaview and Porirua wastewater treatment plants sustained damage to clarifier tanks from water seiching, and increased water infiltration to the wastewater system occurred. Most failure modes in urban Marlborough were similar to the 2010-2011 Canterbury Earthquake Sequence; however some rural water tanks experienced rotational and translational movements, highlighting importance of flexible pipe connections. In Kaikōura, damage to reservoirs and pipes led to loss of water supply and compromised firefighting capability. Wastewater damage led to environmental contamination, and necessitated restrictions on greywater entry into the system to minimise flows. Damage to these systems necessitated the importation of tankered and bottled water, boil water notices and chlorination of the system, and importation of portaloos and chemical toilets. Stormwater infrastructure such as road drainage channels was also damaged, which could compromise condition of underlying road materials. Good operational asset management practices (current and accurate information, renewals, appreciation of criticality, good system knowledge and practical contingency plans) helped improve system resilience, and having robust emergency management centres and accurate Geographic Information System data allowed effective response coordination. Minimal damage to the wider built environment facilitated system inspections. Note Future research will include detailed geospatial assessments of seismic demand on these systems and attendant modes of failure, levels of service restoration, and collaborative development of resilience measures.

Disasters, either man-made or natural, are characterised by a multiplicity of factors including loss of property, life, environmental degradation, and psychosocial malfunction of the affected community. Although much research has been undertaken on proactive disaster management to help reduce the impacts of natural and man-made disasters, many challenges still remain. In particular, the desire to re-house the affected as quickly as possible can affect long-term recovery if a considered approach is not adopted. Promoting recovery activities, coordination, and information sharing at national and international levels are crucial to avoid duplication. Mannakkara and Wilkinson’s (2014) modified “Build Back Better” (BBB) concept aims for better resilience by incorporating key resilience elements in post-disaster restoration. This research conducted an investigation into the effectiveness of BBB in the recovery process after the 2010–2011 earthquakes in greater Christchurch, New Zealand. The BBB’s impact was assessed in terms of its five key components: built environment, natural environment, social environment, economic environment, and implementation process. This research identified how the modified BBB propositions can assist in disaster risk reduction in the future, and used both qualitative and quantitative data from both the Christchurch and Waimakariri recovery processes. Semi-structured interviews were conducted with key officials from the Christchurch Earthquake Recovery Authority, and city councils, and supplemented by reviewing of the relevant literature. Collecting data from both qualitative and quantitative sources enabled triangulation of the data. The interviewees had directly participated in all phases of the recovery, which helped the researcher gain a clear understanding of the recovery process. The findings led to the identification of best practices from the Christchurch and Waimakariri recovery processes and underlined the effectiveness of the BBB approach for all recovery efforts. This study contributed an assessment tool to aid the measurement of resilience achieved through BBB indicators. Surface rupture and slip from the Mw 7.8 2016 Kaikōura Earthquake have been mapped in the region between the Leader and Charwell rivers using field mapping and LiDAR data. The eastern Humps, north Leader and Conway-Charwell faults ruptured the ground surface in the study area. The E-NE striking ‘The Humps’ Fault runs along the base of the Mt Stewart range front, appears to dip steeply NW and intersects the NNW-NNE Leader Fault which itself terminates northwards at the NE striking Conway-Charwell Fault. The eastern Humps Fault is up to the NW and accommodates oblique slip with reverse and right lateral displacement. Net slip on ‘The Humps’ Fault is ≤4 m and produced ≤4 m uplift of the Mt Stewart range during the earthquake. The Leader Fault strikes NNW-NNE with dips ranging from ~10° west to 80° east and accommodated ≤4 m net slip comprising left-lateral and up-to-the-west vertical displacement. Like the Humps west of the study area, surface-rupture of the Leader Fault occurred on multiple strands. The complexity of rupture on the Leader Fault is in part due to the occurrence of bedding-parallel slip within the Cretaceous-Cenozoic sequence. Although the Mt Stewart range front is bounded by ‘The Humps’ Fault, in the study area neither this fault nor the Leader Fault were known to have been active before the earthquake. Fieldwork and trenching investigations are ongoing to characterise the geometry, kinematics and paleoseismic history of the mapped active faults.

Following the Canterbury earthquake sequence of 2010-11, a large and contiguous tract of vacated ‘red zoned’ land lies alongside the lower Ōtākaro / Avon River and is known as the Avon-Ōtākaro Red Zone (AORZ). This is the second report in the Ecological Regeneration Options (ERO) project that addresses future land uses in the AORZ. The purpose of this report is to present results from an assessment of restoration opportunities conducted in April 2017. The objectives of the assessment were to identify potential benefits of ecological restoration activities across both land and water systems in the AORZ and characterise the key options for their implementation. The focus of this report is not to provide specific advice on the methods for achieving specific restoration endpoints per se. This will vary at different sites and scales with a large number of combinations possible. Rather, the emphasis is on providing an overview of the many restoration and regeneration options in their totality across the AORZ. An additional objective is to support their adequate assessment in the identification of optimum land uses and adaptive management practices for the AORZ. Participatory processes may play a useful role in assessment and stakeholder engagement by providing opportunities for social learning and the co-creation of new knowledge. We used a facilitated local knowledge based approach that generated a large quantity of reliable and site specific data in a short period of time. By inviting participation from a wide knowledge-holder network inclusivity is improved in comparison to small-group expert panel approaches. Similar approaches could be applied to other information gathering and assessment needs in the regeneration planning process. Findings from this study represent the most comprehensive set of concepts available to date to address the potential benefits of ecological regeneration in the AORZ. This is a core topic for planning to avoid missed opportunities and opportunity costs. The results identify a wide range of activities that may be applied to generate benefits for Christchurch and beyond, all involving aspects of a potential new ecology in the AORZ. These may be combined at a range of scales to create scenarios, quantify benefits, and explore the potential for synergies between different land use options. A particular challenge is acquiring the information needed within relatively short time frames. Early attention to gathering baseline data, addressing technical knowledge gaps, and developing conceptual frameworks to account for the many spatio-temporal aspects are all key activities that will assist in delivering the best outcomes. Methodologies by which these many facets can be pulled together in quantitative and comparative assessments are the focus of the final report in the ERO series.

Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. The panellists also discuss the state of the books, and discuss if they worry about national debt iincreasing, as the opposition has warned. The Prime Minister says wealthy New Zealanders can opt out of the Government's Winter Energy Payment, which will see those on a benefit, NZ Superannuation or a Veterans Pension get an extra boost due the winter season. Many are doubtful that will happen though. The panellists discuss why some wealthy people have missed out on tax cuts only to be able to reap the reward of this package. We also ask if they suspect this money will be used for heating purposes. The University of Otago has a new degree which brings science and art together, the BaSc. It aims to break down barriers between the two disciplines. Two students are graduating the degree this week. We talk to Eirenie Taua'i who has been studying Pacific Studies and Neuroscience. We aslk her what careers she is considering now and what it was like to study to very different courses. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.

Tens of thousands of landslides were generated over 10, 000 km2 of North Canterbury and Marlborough as a consequence of the 14 November 2016, MW7.8 Kaikōura Earthquake. The most intense landslide damage was concentrated in 3500 km2 around the areas of fault rupture. Given the sparsely populated area affected by landslides, only a few homes were impacted and there were no recorded deaths due to landslides. Landslides caused major disruption with all road and rail links with Kaikōura being severed. The landslides affecting State Highway 1 (the main road link in the South Island of New Zealand) and the South Island main trunk railway extended from Ward in Marlborough all the way to the south of Oaro in North Canterbury. The majority of landslides occurred in two geological and geotechnically distinct materials reflective of the dominant rock types in the affected area. In the Neogene sedimentary rocks (sandstones, limestones and siltstones) of the Hurunui District, North Canterbury and around Cape Campbell in Marlborough, first-time and reactivated rock-slides and rock-block slides were the dominant landslide type. These rocks also tend to have rock material strength values in the range of 5-20 MPa. In the Torlesse 'basement' rocks (greywacke sandstones and argillite) of the Kaikōura Ranges, first-time rock and debris avalanches were the dominant landslide type. These rocks tend to have material strength values in the range of 20-50 MPa. A feature of this earthquake is the large number (more than 200) of valley blocking landslides it generated. This was partly due to the steep and confined slopes in the area and the widely distributed strong ground shaking. The largest landslide dam has an approximate volume of 12(±2) M m3 and the debris from this travelled about 2.7 km2 downslope where it formed a dam blocking the Hapuku River. The long-term stability of cracked slopes and landslide dams from future strong earthquakes and large rainstorms are an ongoing concern to central and local government agencies responsible for rebuilding homes and infrastructure. A particular concern is the potential for debris floods to affect downstream assets and infrastructure should some of the landslide dams breach catastrophically. At least twenty-one faults ruptured to the ground surface or sea floor, with these surface ruptures extending from the Emu Plain in North Canterbury to offshore of Cape Campbell in Marlborough. The mapped landslide distribution reflects the complexity of the earthquake rupture. Landslides are distributed across a broad area of intense ground shaking reflective of the elongate area affected by fault rupture, and are not clustered around the earthquake epicentre. The largest landslides triggered by the earthquake are located either on or adjacent to faults that ruptured to the ground surface. Surface faults may provide a plane of weakness or hydrological discontinuity and adversely oriented surface faults may be indicative of the location of future large landslides. Their location appears to have a strong structural geological control. Initial results from our landslide investigations suggest predictive models relying only on ground-shaking estimates underestimate the number and size of the largest landslides that occurred.

This thesis describes the management process of innovation through construction infrastructure projects. This research focuses on the innovation management process at the project level from four views. These are categorised into the separate yet related areas of: “innovation definition”, “Project time”, “project team motivation” and “Project temporary organisation”. A practical knowledge is developed for each of these research areas that enables project practitioners to make the best decision for the right type of innovation at the right phase of projects, through a capable project organisation. The research developed a holistic view on both innovation and the construction infrastructure project as two complex phenomena. An infrastructure project is a long-term capital investment, highly risky and an uncertain. Infrastructure projects can play a key role in innovation and performance improvement throughout the construction industry. The delivery of an infrastructure project is affected in most cases by critical issues of budget constraint, programme delays and safety Where the business climate is characterized by uncertainty, risk and a high level of technological change, construction infrastructure projects are unable to cope with the requirement to develop innovation. Innovation in infrastructure projects, as one of the key performance indicators (KPI) has been identified as a critical capability for performance improvement through the industry. However, in spite of the importance of infrastructure projects in improving innovation, there are a few research efforts that have developed a comprehensive view on the project context and its drivers and inhibitors for innovation in the construction industry. Two main reasons are given as the inhibitors through the process of comprehensive research on innovation management in construction. The first reason is the absence of an understanding of innovation itself. The second is a bias towards research at a firm and individual level, so a comprehensive assessment of project-related factors and their effects on innovation in infrastructure projects has not been undertaken. This study overcomes these issues by adopting as a case study approach of a successful infrastructure project. This research examines more than 500 construction innovations generated by a unique infrastructure alliance. SCIRT (Stronger Christchurch Infrastructure Rebuild Team) is a temporary alliancing organisation that was created to rebuild and recover the damaged infrastructure after the Christchurch 2011 earthquake. Researchers were given full access to the innovation project information and innovation systems under a contract with SCIRT Learning Legacy, provided the research with material which is critical for understanding innovations in large, complex alliancing infrastructure organisation. In this research, an innovation classification model was first constructed. Clear definitions have been developed for six types of construction innovation with a variety of level of novelties and benefits. The innovation classification model was applied on the SCIRT innovation database and the resultant trends and behaviours of different types of innovation are presented. The trends and behaviours through different types of SCIRT innovations developed a unique opportunity to research the projectrelated factors and their effect on the behaviour of different classified types of innovation throughout the project’s lifecycle. The result was the identification of specific characteristics of an infrastructure project that affect the innovation management process at the project level. These were categorised in four separate chapters. The first study presents the relationship between six classified types of innovation, the level of novelty and the benefit they come up with, by applying the innovation classification model on SCIRT innovation database. The second study focused on the innovation potential and limitations in different project lifecycle phases by using a logic relationship between the six classified types of innovation and the three classified phases of the SCIRT project. The third study result develops a holistic view of different elements of the SCIRT motivation system and results in a relationship between the maturity level of definition developed for innovation as one of the KPIs and a desire though the SCIRT innovation incentive system to motivate more important innovations throughout the project. The fourth study is about the role of the project’s temporary organisation that finally results in a multiple-view innovation model being developed for project organisation capability assessment in the construction industry. The result of this thesis provides practical and instrumental knowledge to be used by a project practitioner. Benefits of the current thesis could be categorized in four groups. The first group is the innovation classification model that provides a clear definition for six classified types of innovation with four levels of novelty and specifically defined outcomes and the relationship between the innovation types, novelty and benefit. The second is the ability that is provided for the project practitioner to make the best decision for the right type of innovation at the right phases of a project’s lifecycle. The third is an optimisation that is applied on the SCIRT innovation motivation system that enables the project practitioner to incentivize the right type of innovation with the right level of financial gain. This drives the project teams to develop a more important innovation instead of a simple problemsolving one. Finally, the last and probably more important benefit is the recommended multiple-view innovation model. This is a tool that could be used by a project practitioner in order to empower the project team to support innovation throughout the project
