Time is nearly up for owners of on-sold quake damaged properties in Canterbury to apply to claim money for botched repairs. The Government announced last year it would give an ex-gratia payment to home-owners with properties that went over the Earthquake Commission's then cap of $100,000. Today is the last day for applications after the original August deadline was extended due to Covid-19. But there are calls to extend that deadline again, as applications have flooded in over the past month.

Validating dynamic responses of engineered systems subjected to simulated ground motions is essential in scrutinising the applicability of simulated ground motions for engineering demand analyses. This paper compares the responses of two 3D building models subjected to recorded and simulated ground motions scaled to the NZS1170.5 design response spectrum, in order to evaluate the applicability of simulated ground motions for use in conventional engineering practice in New Zealand. The buildings were designed according to the NZS1170.5 and physically constructed in Christchurch prior to the 2010-2011 Canterbury earthquakes. 40 recorded ground motions from the 22 February 2011 Christchurch earthquake, along with the simulated ground motions for this event from Razafindrakoto et al. (2018) are considered. The seismic responses of the structures are principally quantified via the peak floor acceleration and maximum inter-storey drift ratio. Overall, the results indicate a general agreement in seismic demands obtained using the recorded and simulated ensembles of ground motions and provide further evidence that simulated ground motions using state-of-the-art methods can be used in code-based structural performance assessments inplace of, or in combination with, ensembles of recorded ground motions.
In the wake of the Canterbury earthquakes, one of the biggest threats to our heritage buildings is the risk of earthquakes and the associated drive to strengthen or demolish buildings. Can Small Town NZ balance the requirements of the EQPB legislation and economic realities of their places? The government’s priority is on safety of building occupants and citizens in the streets. However, maintaining and strengthening privately-owned heritage buildings is often cost prohibitive. Hence, heritage regulation has frequently been perceived as interfering with private property rights, especially when heritage buildings occupy a special place in the community becoming an important place for people (i.e. public benefits are larger than private). We investigate several case studies where building owners have been given green light to demolish heritage listed buildings to make way for modern developments. In two of the case studies developers provided evidence of unaffordable strengthening costs. A new trend that has emerged is a voluntary offer of contributing to an incentive fund to assist with heritage preservation of other buildings. This is a unique example where private owners offer incentives (via council controlled organisations) instead of it being purely the domain of the central or local governments.
Shaking table testing of a full-scale three storey resilient and reparable complete composite steel framed building system is being conducted. The building incorporates a number of interchangeable seismic resisting systems of New Zealand and Chinese origin. The building has a steel frame and cold formed steel-concrete composite deck. Energy is dissipated by means of friction connections. These connections are arranged in a number of structural configurations. Typical building non-skeletal elements (NSEs) are also included. Testing is performed on the Jiading Campus shaking table at Tongji University, Shanghai, China. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. This paper provides a general overview of the project describing a number of issues encountered in the planning of this programme including issues related to international collaboration, the test plan, and technical issues.
The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.
Decision making on the reinstatement of the Christchurch sewer system after the Canterbury (New Zealand) earthquake sequence in 2010–2011 relied strongly on damage data, in particular closed circuit television (CCTV). This paper documents that process and considers how data can influence decision making. Data are analyzed on 33,000 pipes and 13,000 repairs and renewals. The primary findings are that (1) there should be a threshold of damage per pipe set to make efficient use of CCTV; (2) for those who are estimating potential damage, care must be taken in direct use of repair data without an understanding of the actual damage modes; and (3) a strong correlation was found between the ratio of faults to repairs per pipe and the estimated peak ground velocity. Taken together, the results provide evidence of the extra benefit that damage data can provide over repair data for wastewater networks and may help guide others in the development of appropriate strategies for data collection and wastewater pipe decisions after disasters.
The Canterbury Earthquake Sequence 2010-2011 (CES) induced widespread liquefaction in many parts of Christchurch city. Liquefaction was more commonly observed in the eastern suburbs and along the Avon River where the soils were characterised by thick sandy deposits with a shallow water table. On the other hand, suburbs to the north, west and south of the CBD (e.g. Riccarton, Papanui) exhibited less severe to no liquefaction. These soils were more commonly characterised by inter-layered liquefiable and non-liquefiable deposits. As part of a related large-scale study of the performance of Christchurch soils during the CES, detailed borehole data including CPT, Vs and Vp have been collected for 55 sites in Christchurch. For this subset of Christchurch sites, predictions of liquefaction triggering using the simplified method (Boulanger & Idriss, 2014) indicated that liquefaction was over-predicted for 94% of sites that did not manifest liquefaction during the CES, and under-predicted for 50% of sites that did manifest liquefaction. The focus of this study was to investigate these discrepancies between prediction and observation. To assess if these discrepancies were due to soil-layer interaction and to determine the effect that soil stratification has on the develop-ment of liquefaction and the system response of soil deposits.
The QuakeCoRE Emerging Researchers Chapter (QERC) is a network of students and emerging researchers composed of three chapters: Auckland, Canterbury, and Wellington. Our aim is to promote networking, collaboration, and knowledge sharing among emerging researchers in the earthquake resilience community. QERC does this by organising technical, social, and outreach events. As with everyone else during the pandemic crisis, QERC had to change its approach in organising events. However, instead of treating it as an obstacle, QERC utilised the lockdown period as an opportunity to connect the three chapters and organised more events than they usually would during normal times. In the 11 weeks that universities were closed and New Zealand was under Alert Levels 2, 3 and 4, QERC organised 15 various events such as research presentations, well-being workshops, a women's catch-up, and a trivia night. However, as the weeks went by, the novelty of online meetings faded and fewer people came to the virtual events. Therefore as soon as the country moved to Alert Level 1, the Chapters started organising in-person events, which members were eager to attend. Nonetheless, the option to join events remotely still remains and the three chapters continue to collaborate for various events.
Glazing systems are non-structural elements in a building that, more often than not, appear to be given little consideration in seismic design. Recent experimental work into glazing systems at the University of Canterbury, however, has shown that glazing systems can be very susceptible to serviceability damage, defined as loss of water-tightness. The focus of this paper is to highlight the difference in vulnerability of standard and seismic glazing systems and consider the implications of this for future repair costs and losses. The paper first describes the damage states chosen for glazing units according to the repair strategies required and expected repair costs. This includes three damage states: DS1: Water Leakage, DS2: Gasket Failure and DS3: Frame/Glass Failure. Implementing modern performance-based earthquake engineering, the paper proceeds to highlight a case study comparing costs and expected losses of a standard glazing unit and a seismic glazing unit installed on a case study building. It is shown that the use of seismic glazing units is generally beneficial over time, due to the early onset of serviceability damage in standard glazing units. Finally, the paper provides suggestions for designers aimed at reducing costs related to earthquake induced repairs of glazing.
Over 6.3 million waste tyres are produced annually in New Zealand (Tyrewise, 2021), leading to socioeconomic and environmental concerns. The 2010-11 Canterbury Earthquake Sequence inflicted extensive damage to ~6,000 residential buildings, highlighting the need to improve the seismic resilience of the residential housing sector. A cost-effective and sustainable eco-rubber geotechnical seismic isolation (ERGSI) foundation system for new low-rise buildings was developed by the authors. The ERGSI system integrates a horizontal geotechnical seismic isolation (GSI) layer i.e., a deformable seismic energy dissipative filter made of granulated tyre rubber (GTR) and gravel (G) – and a flexible rubberised concrete raft footing. Geotechnical experimental and numerical investigations demonstrated the effectiveness of the ERGSI system in reducing the seismic demand at the foundation level (i.e., reduced peak ground acceleration) (Hernandez et al., 2019; Tasalloti et al., 2021). However, it is essential to ensure that the ERGSI system has minimal leaching attributes and does not result in long-term negative impacts on the environment.

There is strong consensus in the civil defence and emergency management literature that public participation is essential for a 'good' recovery. However, there is a paucity of research detailing how this community-led planning should be carried out in the real world. There are few processes or timelines for communities to follow when wanting to plan for themselves, nor is there a great deal of advice for communities who want to plan for their own recovery. In short, despite this consensus that community involvement is desireable, there is very little information available as to the nature of this involvement or how communities might facilitate this. It is simply assumed that communities are willing and able to participate in the recovery process and that recovery authorities will welcome, encourage, and enable this participation. This is not always the case, and the result is that community groups can be left feeling lost and ineffective when trying to plan for their own recovery. In attempting to address this gap, my study contributes to a better understanding of community involvement in recovery planning, based on research with on particular a community group (SPRIG), who has undertaken their own form of community-led planning in a post-disaster environment. Through group observations and in-depth interviews with members of SPRIG, I was able to identify various roles for such groups in the post-disaster recovery process. My research also contributes to an enhanced understanding of the process a community group might follow to implement their own form of post-disaster recovery planning, with the main point being that any planning should be done side by side with local authorities. Finally, I discovered that a community group will face organisational, community and institutional challenges when trying to plan for their area; however, despite these challenges, opportunities exist, such as the chance to build a better future.

The urban environment influences the way people live and shape their everyday lives, and microclimate sensitive design can enhance the use of urban streets and public spaces. Innovative approaches to urban microclimate design will become more important as the world’s population becomes ever more urban, and climate change generates more variability and extremes in urban microclimatic conditions. However, established methods of investigation based upon conventions drawn from building services research and framed by physiological concepts of thermal comfort may fail to capture the social dynamics of urban activity and their interrelationship with microclimate. This research investigates the relationship between microclimate and urban culture in Christchurch, New Zealand, based upon the concept of urban comfort. Urban comfort is defined as the socio-cultural (therefore collective) adaptation to microclimate due to satisfaction with the urban environment. It involves consideration of a combination of human thermal comfort requirements and adaptive comfort circumstances, preferences and strategies. A main methodological challenge was to investigate urban comfort in a city undergoing rapid physical change following a series of major earthquakes (2010-2011), and that also has a strongly seasonal climate which accentuates microclimatic variability. The field investigation had to be suitable for rapidly changing settings as buildings were demolished and rebuilt, and be able to capture data relevant to a cycle of seasons. These local circumstances meant that Christchurch was valuable as an example of a city facing rapid and unpredictable change. An interpretive, integrative, and adaptive research strategy that combined qualitative social science methods with biophysical measures was adopted. The results are based upon participant observation, 86 in-depth interviews with Christchurch residents, and microclimate data measurements. The interviews were carried out in a variety of urban settings including established urban settings (places sustaining relatively little damage) and emerging urban settings (those requiring rebuilding) during 2011-2013. Results of this research show that urban comfort depends on adaptive strategies which in turn depend on culture. Adaptive strategies identified through the data analysis show a strong connection between natural and built landscapes, combined with the regional outdoor culture, the Garden City identity and the connections between rural and urban landscapes. The results also highlight that thermal comfort is an important but insufficient indicator of good microclimate design, as social and cultural values are important influences on climate experience and adaptation. Interpretive research is needed to fully understand urban comfort and to provide urban microclimate design solutions to enhance the use of public open spaces in cities undergoing change.

The Alps and ranges around New Zealand are now laden with snow yet while most of us are hunkering down and keeping warm, some in Canterbury are still having to get on within a broken city following this year's earlier devastating earthquakes. Bryan began by speaking to Major Mike Allwright of the Salvation Army and followed up with Lyttleton musician Lindon Puffin. Bryan also spoke to Christine Parker from the Eastern suburb of Aranui and Regina Nyadani who lives in central Christchurch with her family.
