The seismic performance of soil profiles with potentially liquefiable deposits is a complex phenomenon that requires a thorough understanding of the soil properties and ground motion characteristics. The limitations of simplified liquefaction assessment methods have prompted an increase in the use of non-linear dynamic analysis methods. Focusing on onedimensional site response of a soil column, this thesis validated a soil constitutive model using in-situ pore pressure measurements and then assessed the influence of input ground motion characteristics on soil column response using traditional and newly developed metrics. Pore pressure recordings during the Canterbury Earthquake Sequence (CES) in New Zealand were used to validate the PM4Sand constitutive model. Soil profile characterization was key to accurate prediction of excess pore pressure response and accounting for any densification during the CES. Response during multiple earthquakes was captured effectively and cross-layer interaction demonstrated the model capability to capture soil response at the system-level. Synthetic and observed ground motions from the Christchurch earthquake were applied to the validated soil column to quantify the performance of synthetic motions. New metrics were developed to facilitate a robust comparison to assess performance. The synthetic input motions demonstrated a slightly larger acceleration and excess pore pressure response compared to the observed input motions. The results suggest that the synthetic motions may accumulate higher excess pore pressure at a faster rate and with fewer number of cycles in the shear response. This research compares validated soil profile subject to spectrally-matched pulse and non-pulse motions, emphasizing the inclusion of pulse motions with distinctive characteristics in ground motion suites for non-linear dynamic analysis. However, spectral matching may lead to undesired alterations in pulse characteristics. Cumulative absolute velocity and significant duration significantly differed between these two groups compared to the other key characteristics and contributed considerably to the liquefaction response. Unlike the non-pulse motions, not all of the pulse motions triggered liquefaction, likely due to their shorter significant duration. Non-pulse motions developed a greater spatial extent of liquefaction triggering in the soil profile and extended to a greater depth.
Recovery from disasters is a significant issue faced by all countries in the world at various times. Governments, including central and local governments, are the key actors regarding post-disaster recovery because they have the authority and responsibility to rescue affected people and recover affected areas (Yang, 2010). Planning is a critical step in the recovery process and provides the basis for defining a shared vision for recovery, clear objectives and intended results. Subsequently, the concept of collaborative planning and ‘build back better’ are highly desirable in recovery planning. However, in practice, these concepts are difficult to achieve. A brief description of the recovery planning in Christchurch City following the Canterbury earthquakes 2011 is provided as an example and comparison. This research aims to analyse the planning process to develop a post-disaster recovery plan in Indonesia using Mataram City’s recovery plan following the Lombok Earthquakes 2018 as the case study. It will emphasise on the roles of the central and local governments and whether they collaborate or not, and the implications of decentralisation for recovery planning. The methodology comprised a combination of legislation analysis and semi-structure interviews with the representatives of the central and local governments who were involved in the planning process. The results indicate that there was no collaboration between the central and local governments when developing the recovery plan, with the former tend to dominate and control the planning process. It is because there are regulatory and institutional problems concerning disaster management in Indonesia. In order to improve the implementation of disaster management and develop a better recovery plan, some recommendations are proposed. These include amendments the disaster management law and regulations to provide a clear guideline regarding the roles and responsibilities of both the central and local governments. It is also imperative to improve the capacity and capability of the local governments in managing disaster.
Initial recovery focus is on road access (especially the inland SH70) although attention also needs to be focussed on the timelines for reopening SH1 to the south. Information on progress and projected timelines is updated daily via NZTA (www.nzta.govt.nz/eq-travel ). Network analyses indicate potential day trip access and re-establishment of the Alpine Pacific triangle route. When verified against ‘capacity to host’ (Part 2 (15th December) there appears to potential for the reestablishment of overnight visits. Establishing secure road access is the key constraint to recovery. In terms of the economic recovery the Kaikoura District has traditionallyattracted a large number of visitors which can be grouped as: second home (and caravan) owners, domestic New Zealand and international travellers. These have been seen through a behaviour lens as “short stop”, ‘day” (where Kaikoura is the specific focal destination) and overnight visitors. At the present restricted access appears to make the latter group less amenable to visiting Kaikoura, not the least because the two large marine mammal operators have a strong focus on international visitors. For the present the domestic market provides a greater initial pathway to recovery. Our experiences in and reflections on Christchurch suggest Kaikoura will not go back to what it once was. A unique opportunity exists to reframe the Kaikoura experience around earthquake geology and its effects on human and natural elements. To capitalise on this opportunity there appears to be a need to move quickly on programming and presenting such experiences as part of a pathway to re-enabling domestic tourists while international visitor bookings and flows can be re-established. The framework developed for this study appears to be robust for rapid post disaster assessment. It needs to be regularly updated and linked with emerging governance and recovery processes.
Earthquake Engineering is facing an extraordinarily challenging era, the ultimate target being set at increasingly higher levels by the demanding expectations of our modern society. The renewed challenge is to be able to provide low-cost, thus more widely affordable, high-seismic-performance structures capable of sustaining a design level earthquake with limited or negligible damage, minimum disruption of business (downtime) or, in more general terms, controllable socio-economical losses. The Canterbury earthquakes sequence in 2010-2011 has represented a tough reality check, confirming the current mismatch between societal expectations over the reality of seismic performance of modern buildings. In general, albeit with some unfortunate exceptions, modern multi-storey buildings performed as expected from a technical point of view, in particular when considering the intensity of the shaking (higher than new code design) they were subjected to. As per capacity design principles, plastic hinges formed in discrete regions, allowing the buildings to sway and stand and people to evacuate. Nevertheless, in many cases, these buildings were deemed too expensive to be repaired and were consequently demolished. Targeting life-safety is arguably not enough for our modern society, at least when dealing with new building construction. A paradigm shift towards damage-control design philosophy and technologies is urgently required. This paper and the associated presentation will discuss motivations, issues and, more importantly, cost-effective engineering solutions to design buildings capable of sustaining low-level of damage and thus limited business interruption after a design level earthquake. Focus will be given to the extensive research and developments in jointed ductile connections based upon controlled rocking & dissipating mechanisms for either reinforced concrete and, more recently, laminated timber structures. An overview of recent on-site applications of such systems, featuring some of the latest technical solutions developed in the laboratory and including proposals for the rebuild of Christchurch, will be provided as successful examples of practical implementation of performance-based seismic design theory and technology.
On 4 September 2010 the Magnitude 7.1 'Darfield' Earthquake marked the beginning of the Canterbury earthquake sequence. The Darfield earthquake produced strong ground shaking throughout the centralCanterbury Plains, affecting rural areas, small towns and the city of Christchurch. The event produced a 29km long surface rupture through intensive farmland, causing localised flooding and liquefaction. The central Canterbury plains were subjected to a sustained period of thousands of aftershocks in the months after the Darfield earthquake. The primary sector is a major component of the in New Zealand economy. Business units are predominantly small family-run farm organisations, though there are increasing levels of corporate farming. The agribusiness sector contributes 20 per cent of real GDP and 47 per cent of total exports for New Zealand. Of the approximately 2,000 farms that are located in the Canterbury Plains, the most common farming sectors in the region are Mixed farming (mostly comprised of sheep and/or beef farming), Dairy farming, and Arable farming (cropping). Many farms on the Canterbury Plains require some form of irrigation and are increasingly capital intensive, reliant on built infrastructure, technology and critical services. Farms are of great significance to their local rural economies, with many rural non-farming organisations dependent on the health of local farming organisations. Despite the economic significance of the sector, there have been few, if any studies analysing how modern intensive farms are affected by earthquakes. The aim of this report is to (1) summarise the impacts the Darfield earthquake had on farming organisations and outline in general terms how farms are vulnerable to the effects of an earthquake; (2) identify what factors helped mitigate earthquake-related impacts. Data for this paper was collected through two surveys of farming and rural non-farming organisations following the earthquake and contextual interviews with affected organisations. In total, 78 organisations participated in the study (Figure 1). Farming organisations represented 72% (N=56) of the sample.
Climate change and population growth will increase vulnerability to natural and human-made disasters or pandemics. Longitudinal research studies may be adversely impacted by a lack of access to study resources, inability to travel around the urban environment, reluctance of sample members to attend appointments, sample members moving residence and potentially also the destruction of research facilities. One of the key advantages of longitudinal research is the ability to assess associations between exposures and outcomes by limiting the influence of sample selection bias. However, ensuring the validity and reliability of findings in longitudinal research requires the recruitment and retention of respondents who are willing and able to be repeatedly assessed over an extended period of time. This study examined recruitment and retention strategies of 11 longitudinal cohort studies operating during the Christchurch, New Zealand earthquake sequence which began in September 2010, including staff perceptions of the major impediments to study operations during/after the earthquakes and respondents’ barriers to participation. Successful strategies to assist recruitment and retention after a natural disaster are discussed. With the current COVID-19 pandemic, longitudinal studies are potentially encountering some of the issues highlighted in this paper including: closure of facilities, restricted movement of research staff and sample members, and reluctance of sample members to attend appointments. It is possible that suggestions in this paper may be implemented so that longitudinal studies can protect the operation of their research programmes.<br /><br />Key messages<br /><ul><li>Recruitment and retention of longitudinal study participants is challenging following a natural disaster.</li><br /><li>The long-lasting, global effects of the Covid 19 pandemic will increase this problem.</li><br /><li>Longitudinal study researchers should develop protocols to support retention before a disaster occurs.</li><br /><li>Researchers need to be pragmatic and flexible in the design and implementation of their studies.</li></ul>
Recent severe earthquakes, such as Christchurch earthquake series, worldwide have put emphasis on building resilience. In resilient systems, not only life is protected, but also undesirable economic effects of building repair or replacement are minimized following a severe earthquake. Friction connections are one way of providing structure resilience. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs), and the symmetric friction connections (SFCs) in braces of the braced frames. Experimental and numerical studies on components have been conducted internationally. However, actual building performance depends on the many interactions, occurring within a whole building system, which may be difficult to determine accurately by numerical modelling or testing of structural components alone. Dynamic inelastic testing of a full-scale multi-storey composite floor building with full range of non-structural elements (NSEs) has not yet been performed, so it is unclear if surprises are likely to occur in such a system. A 9 m tall three-storey configurable steel framed composite floor building incorporating friction-based connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. Beams and columns are designed to remain elastic during an earthquake event, with all non-linear behaviour occurring through stable sliding frictional behaviour, dissipating energy by SHJAFCs used in MRFs and SFCs in braced frames, with and without Belleville springs. Structural systems are configurable, allowing different moment and braced frame structural systems to be tested in two horizontal directions. In some cases, these systems interact with rocking frame or rocking column system in orthogonal directions subjected to unidirectional and bidirectional horizontal shaking. The structure is designed and detailed to undergo, at worst, minor damage under series of severe earthquakes. NSEs applied include precast-concrete panels, glass curtain walling, internal partitions, suspended ceilings, fire sprinkler piping as well as some other common contents. A zone of active tectonism occurs in mid and north Canterbury, from the Rakaia to the Waipara Rivers, which coincides with seismicity concentrations and several Quaternary surface anomalies and is here defined as the Porters Pass Tectonic Zone. Although parallel to the Marlborough faults to the north, the lack of regional definition suggests this zone is much younger in its inception reflecting a southward movement of the plate rotation vector. The objectives of this study were to map the structures associated with this zone in the segment between the Rakaia and Waimakariri Rivers with detailed analysis concentrated in the upper Kawai Valley. Quaternary offsets on the main lineament of the Porters Pass Fault were traced through the area and evidence for the rate of movement, probable magnitudes and return periods of related seismic events was sought. The basement was found to be complicated by pre-existing deformation structures in Torlesse Group rocks which have been subsequently been re-activated or rotated by recent fault movement probably beginning in the Pleistocene. This phase is dominantly thrusting and uplift has lead to the erosion of most of the overlying sedimentary cover. Remnants of the Cret-Tertiary sediments still remain as fault-bounded packets. Evidence suggests that a change to development of a regional lateral shear associated with the Porters Pass Tectonic Zone transects the thrust system with complex interaction between the older reverse and new strike-slip faults. Offset rates along the segments of the Porters Pass Fault are not well constrained but are believed to be approximately in the range of 11-13 mm/year for at least the last 130,000 years. This rate is similar to other large faults in the Marlborough region. Two earthquake events have been identified and dated at 600 and 2000 years ago, with a magnitude of greater than 6.5. Evidence suggests characteristic earthquakes along the Porters Pass Fault are greater than Magnitude 7. This result has some major ramifications for the expected seismic hazards for nearby Christchurch.
The Canterbury earthquakes of 2010 and 2011 have shone the spotlight on a number of tax issues. These issues, and in particular lessons learned from them, will be relevant for revenue authorities, policymakers and taxpayers alike in the broader context of natural disasters. Issues considered by this paper include the tax treatment of insurance monies. For example, building owners will receive pay-outs for destroyed assets and buildings which have been depreciated. Where the insurance payment is more than the adjusted tax value, there will be a taxable "gain on sale" (or depreciation recovery income). If the building owner uses those insurance proceeds to purchase a replacement asset, legislative amendments specifically enacted following the earthquakes provide that rollover relief of the depreciation recovery income is available. The tax treatment of expenditure to seismically strengthen a building is another significant issue faced by building owners. Case law has determined that this expenditure will usually be capital expenditure. In the past such costs could be capitalised to the building and depreciated accordingly. However, since the 2011-2012 income year owners have been prohibited from claiming depreciation on buildings and therefore currently no deduction is available for such strengthening expenditure (whether immediate or deferred). This has significant potential implications for landlords throughout New Zealand facing significant seismic retrofit costs. Incentives, or some form of financial support, whether delivered through the tax system or some other mechanism may be required. International Financial Reporting Standards (IFRS) require insurance proceeds, including reimbursement for expenditure of a capital nature, be reported as income while expenditure itself is not recorded as a current period expense. This has the effect of overstating current income and creating a larger variation between reported income for accounting and taxation purposes. Businesses have obligations to maintain certain business records for tax purposes. Reconstructing records destroyed by a natural disaster depends on how the information was originally stored. The earthquakes have demonstrated the benefits of ‘off-site’ (outside Canterbury) storage, in particular electronic storage. This paper considers these issues and the Inland Revenue Department (Inland Revenue) Standard Practice Statement which deals with inter alia retention of business records in electronic format and offshore record storage. Employer provided accommodation is treated as income to the benefitting employee. A recent amendment to the Income Tax Act 2007 retrospectively provides that certain employer provided accommodation is exempt from tax. The time aspect of these rules is extended where the employee is involved in the Canterbury rebuild and comes from outside the region.

The increasing scale of losses from earthquake disasters has reinforced the need for property owners to become proactive in seismic risk reduction programs. However, despite advancement in seismic design methods and legislative frameworks, building owners are often reluctant to adopt mitigation measures required to reduce earthquake losses. The magnitude of building collapses from the recent Christchurch earthquakes in New Zealand shows that owners of earthquake prone buildings (EPBs) are not adopting appropriate risk mitigation measures in their buildings. Owners of EPBs are found unwilling or lack motivation to adopt adequate mitigation measures that will reduce their vulnerability to seismic risks. This research investigates how to increase the likelihood of building owners undertaking appropriate mitigation actions that will reduce their vulnerability to earthquake disaster. A sequential two-phase mixed methods approach was adopted for the research investigation. Multiple case studies approach was adopted in the first qualitative phase, followed by the second quantitative research phase that includes the development and testing of a framework. The research findings reveal four categories of critical obstacles to building owners‘ decision to adopt earthquake loss prevention measures. These obstacles include perception, sociological, economic and institutional impediments. Intrinsic and extrinsic interventions are proposed as incentives for overcoming these barriers. The intrinsic motivators include using information communication networks such as mass media, policy entrepreneurs and community engagement in risk mitigation. Extrinsic motivators comprise the use of four groups of incentives namely; financial, regulatory, technological and property market incentives. These intrinsic and extrinsic interventions are essential for enhancing property owners‘ decisions to voluntarily adopt appropriate earthquake mitigation measures. The study concludes by providing specific recommendations that earthquake risk mitigation managers, city councils and stakeholders involved in risk mitigation in New Zealand and other seismic risk vulnerable countries could consider in earthquake risk management. Local authorities could adopt the framework developed in this study to demonstrate a combination of incentives and motivators that yield best-valued outcomes. Consequently, actions can be more specific and outcomes more effective. The implementation of these recommendations could offer greater reasons for the stakeholders and public to invest in building New Zealand‘s built environment resilience to earthquake disasters.
Soil-structure interaction (SSI) has been widely studied during the last decades. The influence of the properties of the ground motion, the structure and the soil have been addressed. However, most of the studies in this field consider a stand-alone structure. This assumption is rarely justifiable in dense urban areas where structures are built close to one another. The dynamic interaction between adjacent structures has been studied since the early 1970s, mainly using numerical and analytical models. Even though the early works in this field have significantly contributed to understanding this problem, they commonly consider important simplifications such as assuming a linear behaviour of the structure and the soil. Some experimental works addressing adjacent structures have recently been conducted using geotechnical centrifuges and 1g shake tables. However, further research is needed to enhance the understanding of this complex phenomenon. A particular case of SSI is that of structures founded in fine loose saturated sandy soil. An iconic example was the devastating effects of liquefaction in Christchurch, New Zealand, during the Canterbury earthquake in 2011. In the case of adjacent structures on liquefiable soil, the experimental evidence is even scarcer. The present work addresses the dynamic interaction between adjacent structures by performing multiple experimental studies. The work starts with two-adjacent structures on a small soil container to expose the basics of the problem. Later, results from tests considering a more significant number of structures on a big laminar box filled with sand are presented. Finally, the response of adjacent structures on saturated sandy soil is addressed using a geotechnical centrifuge and a large 1g shake table. This research shows that the acceleration, lateral displacement, foundation rocking, damping ratio, and fundamental frequency of the structure of focus are considerably affected by the presence of neighbouring buildings. In general, adjacent buildings reduced the dynamic response of the structure of focus on dry sand. However, the acceleration was amplified when the structures had a similar fundamental frequency. In the case of structures on saturated sand, the presence of adjacent structures reduced the liquefaction potential. Neighbouring structures on saturated sand also presented larger rotation of the footing and lateral displacement of the top mass than that of the stand-alone case.
A Line of Best Fit explores weakness and disconnection in the city. Weakness: There are over 600 earthquake prone buildings in Wellington. The urgency to strengthen buildings risks compromising the aesthetic integrity of the city through abrasive strengthening techniques, or losing a large portion of our built environment to demolition. The need for extensive earthquake strengthening in Wellington, Christchurch and other New Zealand cities provides an exciting opportunity for architecture. Disconnection: In Wellington pedestrian activity is focused around three main routes: Cuba Street, Lambton Quay and Courtney Place. The adjacent areas are often disconnected and lack vibrancy due to large building footprints, no-exit laneways and lack of public spaces. The Design proposes a strategy for earthquake strengthening, preserving and upgrading the built environment, and expanding and connecting the pedestrian realm. The site is two earthquake prone buildings on the block between Marion Street and Taranaki Street in central Wellington. A cut through the centre of the Aspro and Cathie Buildings ties the buildings together to strengthen and create a new arcade as public space. The cut aligns with existing pedestrian routes connecting the block with the city. The Design is divided into three components: Void, Curve, and Pattern and Structure. Void investigates the implications of cutting a portion out the existing buildings and the opportunities this provides for connection, urban interaction, and light. Curve discusses the unusual form of The Design in terms of scale, the human response and the surrounding spaces. Pattern and Structure considers the structural requirements of the project and how a void enveloped in perforated screens can strengthen the earthquake prone buildings. The importance of connection, providing strength in the city, a dialogue between old and new, and engagement with the unexpected are evaluated. Opportunities for further development and research are discussed, with particular reference to how the principles of The Design could be implemented on a larger scale throughout our cities. A Line of Best Fit is an architectural proposal that creates strength and connection.
Advanced seismic effective-stress analysis is used to scrutinize the liquefaction performance of 55 well-documented case-history sites from Christchurch. The performance of these sites during the 2010-2011 Canterbury earthquake sequence varied significantly, from no liquefaction manifestation at the ground surface (in any of the major events) to severe liquefaction manifestation in multiple events. For the majority of the 55 sites, the simplified liquefaction evaluation procedures, which are conventionally used in engineering practice, could not explain these dramatic differences in the manifestation. Detailed geotechnical characterization and subsequent examination of the soil profile characteristics of the 55 sites identified some similarities but also important differences between sites that manifested liquefaction in the two major events of the sequence (YY-sites) and sites that did not manifest liquefaction in either event (NN-sites). In particular, while the YY-sites and NN-sites are shown to have practically identical critical layer characteristics, they have significant differences with regard to their deposit characteristics including the thickness and vertical continuity of their critical zones and liquefiable materials. A CPT-based effective stress analysis procedure is developed and implemented for the analyses of the 55 case history sites. Key features of this procedure are that, on the one hand, it can be fully automated in a programming environment and, on the other hand, it is directly equivalent (in the definition of cyclic resistance and required input data) to the CPT-based simplified liquefaction evaluation procedures. These features facilitate significantly the application of effective-stress analysis for simple 1D free-field soil-column problems and also provide a basis for rigorous comparisons of the outcomes of effective-stress analyses and simplified procedures. Input motions for the analyses are derived using selected (reference) recordings from the two major events of the 2010-2011 Canterbury earthquake sequence. A step-by-step procedure for the selection of representative reference motions for each site and their subsequent treatment (i.e. deconvolution and scaling) is presented. The focus of the proposed procedure is to address key aspects of spatial variability of ground motion in the near-source region of an earthquake including extended-source effects, path effects, and variation in the deeper regional geology.
The effects of soil-foundation-structure interaction (SFSI) have been a topic of discussion amongst the structural and geotechnical community for many decades. The complexity of the mechanisms, as well as the need for inter-disciplinary knowledge of geotechnical and structural dynamics has plagued the advancement and the consequent inclusion of SFSI effects in design. A rigorous performance-based design methodology should not just consider the performance of the superstructure but the supporting foundation system as well. Case studies throughout history (eg. Kobe 1995, Kocaeli 1999 and Christchurch earthquakes 2010-2011) have demonstrated that a poor performance at the foundation level can result in a full demolition of the structure and, in general terms, that the extent of damage to, and repairability of, the building system as a whole, is given by the combination of the damage to the soil, foundation and superstructure. The lack of consideration of the modifying factors of SFSI and an absence of intuitive performance levels for controlling foundation and soil behaviour under seismic loads has resulted in inadequate designs for buildings sited on soft soil. For engineers to be satisfied that their designs meet the given performance levels they must first, understand how SFSI affects the overall system performance and secondly have tools available to adequately account for it in their design/assessment. This dissertation presents an integrated performance-based design procedure for buildingfoundation systems that considers all of the major mechanisms of SFSI. A new soil-foundation macro-element model was implemented into a nonlinear finite element software and validated against several experimental tests. The numerical model was used to provide insights in to the mechanisms of SFSI and statistical analysis on the results yielded simple expressions that allow the behaviour to be quantified. Particular attention was paid to the effects of shear force on the foundation response and the quantification of the rocking mode of response. The residual deformations of the superstructure and distribution of forces up the structure were also investigated. All of the major SFSI mechanisms are discussed in detail and targeted numerical studies are used to explain and demonstrate concepts. The design procedure was validated through the design and assessment of a series of concrete buildings that were designed to account for the effects of SFSI.
This thesis seeks to examine how the integration of play, small toys specifically, and the use of solution-focused brief therapy techniques can affect the outcomes for primary school aged children undergoing counselling. The setting is a counselling agency in Christchurch, New Zealand. A qualitative research approach is used and the data analysed using a narrative inquiry approach. The context of this study is the counselling service of an agency where young children, adolescents and their families are helped and supported through a variety of life issues. The counselling the participants are offered uses a combination of a solution-focused and play therapy where the purpose is to encourage clients to find exceptions to their presenting problems and identify their preferred future. The aim of this study is to help the children navigate their problem through a better understanding of and the gaining of personal skills and strengths. Participants were invited to be part of this study through the agency waiting list. The four included presented with a variety of reasons for coming to counselling yet these proved similar to that which the agency has been routinely presented with in the aftermath of the Canterbury earthquakes from 2011 to present day. Each participant had the consent of their parents or caregivers to engage in this project. The participants themselves separately agreed to engage in a solution- focused counselling process where the counsellor also integrated the use of small toys as part of the course. Counselling sessions were audiotaped, aspects photographed and analysed with a specific focus on client engagement. Four key themes emerged as the participants explored their personal narrative. Firstly, the “I’m OK” theme depicted in their first scaling activity, secondly a recognition that things could indeed be better and they needed help. Thirdly, a realisation of their own strengths and skills and finally that the future was an optimistic place to look forward to. These themes are described and explained through descriptions of the participant’s stories as well as self-reflection by the researcher. Transcriptions of sessions are included as are excerpts from the research journal and photographs of the use of the small toys by the children.
After a disaster, cities experience profound social and environmental upheaval. Current research on disasters describes this social disruption along with collective community action to provide support. Pre-existing social capital is recognised as fundamental to this observed support. This research examines the relationship between sense of place for neighbourhood, social connectedness and resilience. Canterbury residents experienced considerable and continued disruption following a large and protracted sequence of earthquakes starting in September 2010. A major aftershock on 22 February 2011 caused significant loss of life, destruction of buildings and infrastructure. Following this earthquake some suburbs of Christchurch showed strong collective action. This research examines the features of the built environment that helped to form this cooperative support. Data were collected through semi-structured interviews with 20 key informants followed by 38 participants from four case study suburbs. The objectives were to describe the community response of suburbs, to identify the key features of the built environment and the role of social infrastructure in fostering social connectedness. The last objective was to contribute to future planning for community resilience. The findings from this research indicated that social capital and community competence are significant resources to be called upon after a disaster. Features of the local environment facilitated the formation of neighbourhood connections that enabled participants to cope, manage and to collectively solve problems. These features also strengthened a sense of belonging and attachment to the home territory. Propinquity was important; the bumping and gathering places such as schools, small local shops and parks provided the common ground for meaningful pre-existing local interaction. Well-defined geography, intimate street typology, access to quality natural space and social infrastructure helped to build the local social connections and develop a sense of place. Resourceful individuals and groups were also a factor, and many are drawn to live near the inner city or more natural places. The features are the same well understood attributes that contribute to health and wellbeing. The policy and planning framework needs to consider broader social outcomes, including resilience in new and existing urban developments. The socio-political structures that provide access to secure and stable housing and local education should also be recognised and incorporated into local planning for resilience and the everyday.
This thesis describes the management process of innovation through construction infrastructure projects. This research focuses on the innovation management process at the project level from four views. These are categorised into the separate yet related areas of: “innovation definition”, “Project time”, “project team motivation” and “Project temporary organisation”. A practical knowledge is developed for each of these research areas that enables project practitioners to make the best decision for the right type of innovation at the right phase of projects, through a capable project organisation. The research developed a holistic view on both innovation and the construction infrastructure project as two complex phenomena. An infrastructure project is a long-term capital investment, highly risky and an uncertain. Infrastructure projects can play a key role in innovation and performance improvement throughout the construction industry. The delivery of an infrastructure project is affected in most cases by critical issues of budget constraint, programme delays and safety Where the business climate is characterized by uncertainty, risk and a high level of technological change, construction infrastructure projects are unable to cope with the requirement to develop innovation. Innovation in infrastructure projects, as one of the key performance indicators (KPI) has been identified as a critical capability for performance improvement through the industry. However, in spite of the importance of infrastructure projects in improving innovation, there are a few research efforts that have developed a comprehensive view on the project context and its drivers and inhibitors for innovation in the construction industry. Two main reasons are given as the inhibitors through the process of comprehensive research on innovation management in construction. The first reason is the absence of an understanding of innovation itself. The second is a bias towards research at a firm and individual level, so a comprehensive assessment of project-related factors and their effects on innovation in infrastructure projects has not been undertaken. This study overcomes these issues by adopting as a case study approach of a successful infrastructure project. This research examines more than 500 construction innovations generated by a unique infrastructure alliance. SCIRT (Stronger Christchurch Infrastructure Rebuild Team) is a temporary alliancing organisation that was created to rebuild and recover the damaged infrastructure after the Christchurch 2011 earthquake. Researchers were given full access to the innovation project information and innovation systems under a contract with SCIRT Learning Legacy, provided the research with material which is critical for understanding innovations in large, complex alliancing infrastructure organisation. In this research, an innovation classification model was first constructed. Clear definitions have been developed for six types of construction innovation with a variety of level of novelties and benefits. The innovation classification model was applied on the SCIRT innovation database and the resultant trends and behaviours of different types of innovation are presented. The trends and behaviours through different types of SCIRT innovations developed a unique opportunity to research the projectrelated factors and their effect on the behaviour of different classified types of innovation throughout the project’s lifecycle. The result was the identification of specific characteristics of an infrastructure project that affect the innovation management process at the project level. These were categorised in four separate chapters. The first study presents the relationship between six classified types of innovation, the level of novelty and the benefit they come up with, by applying the innovation classification model on SCIRT innovation database. The second study focused on the innovation potential and limitations in different project lifecycle phases by using a logic relationship between the six classified types of innovation and the three classified phases of the SCIRT project. The third study result develops a holistic view of different elements of the SCIRT motivation system and results in a relationship between the maturity level of definition developed for innovation as one of the KPIs and a desire though the SCIRT innovation incentive system to motivate more important innovations throughout the project. The fourth study is about the role of the project’s temporary organisation that finally results in a multiple-view innovation model being developed for project organisation capability assessment in the construction industry. The result of this thesis provides practical and instrumental knowledge to be used by a project practitioner. Benefits of the current thesis could be categorized in four groups. The first group is the innovation classification model that provides a clear definition for six classified types of innovation with four levels of novelty and specifically defined outcomes and the relationship between the innovation types, novelty and benefit. The second is the ability that is provided for the project practitioner to make the best decision for the right type of innovation at the right phases of a project’s lifecycle. The third is an optimisation that is applied on the SCIRT innovation motivation system that enables the project practitioner to incentivize the right type of innovation with the right level of financial gain. This drives the project teams to develop a more important innovation instead of a simple problemsolving one. Finally, the last and probably more important benefit is the recommended multiple-view innovation model. This is a tool that could be used by a project practitioner in order to empower the project team to support innovation throughout the project.
This project was initiated by ENGEO Limited and KiwiRail Holdings Limited to assess the stability of Slovens Creek Viaduct (specifically its western abutment) and a 3km section of rail corridor between Slovens Creek Viaduct and Avoca on the Midland Line (MDL). Commonly known as the scenic TranzAlpine rail journey (through Arthurs Pass National Park) the MDL connects Greymouth to Christchurch via Rolleston, where the MDL meets the Main South Line into Christchurch. The project area is approximately 40km southeast of Arthurs Pass Township, in the eastern extension of the Castle Hill Basin which is part of the Waimakariri Catchment and Canterbury Foothills. The field area is underlain by Rakaia Terrane, which is part of the Torlesse Composite Terrane forming the basement rock unit for the field area. Cretaceous-Tertiary rocks of the Castle Hill Basin overlie the basement strata and record a transgression-regression sequence, as well as mid-Oligocene submarine volcanism. The stratigraphic sequence in the Castle Hill Basin, and its eastern extension to Avoca, comprises two formations of the Eyre group, the older Broken River Formation and the younger Iron Creek Formation. Deep marine Porter Group limestones, marls, and tuffs of Oligocene age succeed the Iron Creek Formation of the Eyre Group, and probably records the maximum of the transgression. The Enys Formation lies disconformably on the Porter Group and is overlain unconformably by Late Pleistocene glacifluvial and glacial deposits. The Tertiary strata in the Slovens-Avoca rail corridor are weak, and the clay-rich tuff derived from mid-Oligocene volcanism is particularly prone to slaking. Extensive mapping carried out for this project has identified that some 90 percent of the surface along the length of the Slovens-Avoca corridor has been subject to mass movement. The landslides of the Slovens-Avoca rail corridor are clearly younger than the Last Glaciation, and Slovens Creek has been downcutting, with associated faulting and uplift, to form the present day geomorphology of the rail corridor. Deep-seated landslides in the rail corridor extend to Slovens Creek, locally deflecting the stream course, and a generic ground failure model for the rail corridor has been developed. Exploratory geotechnical investigations, including core drilling, installation of an inclinometer and a piezometer, enabled the construction of a simple ground model and cross section for the Slovens Creek Viaduct western abutment. Limit-equilibrium and pseudo-static slope stability analyses using both circular and block critical slip surface search methods were applied to the ground model for the western abutment of Slovens Creek Viaduct. Piezometric and strength data obtained during laboratory testing of core material have been used to constrain the western abutment stability assessment for one representative section line (C-C’). Prior to pseudo-static sensitivity analyses peak ground acceleration (PGA) for various Ultimate Limit State (ULS) design return periods, defined by an equation given in NZS1170.5:2004, were calculated and have been used as a calibration technique to find and compare specific PGA values for pseudo-static analyses in the Slovens Creek Viaduct area. The main purpose has been to provide an indication of how railway infrastructure could be affected by seismic events of various return periods defined by ULS design standards for the area. Limit equilibrium circular slip surface search methods, both grid search and auto refine search, indicated the slope is stable with a FoS greater than 1.0 returned from each, although one particular surface returned the lowest FoS in each. This surface is in the lower portion of the slope, adjacent to Slovens Stream and northeast of the MDL. As expected, pseudo-static analyses returned a lower FoS overall when compared to limit equilibrium analyses. The PGA analyses suggest that partial ground failure at the Slovens Creek Viaduct western abutment could occur in a 1 in 25-year return period event within materials on the slower slope beyond the immediate rail corridor. A ULS (1 in 500-year) event in the Slovens Creek Viaduct area would likely produce a PGA of ~0.9g, and the effects on the western abutment and rail infrastructure would most likely be catastrophic. Observed ground conditions for the western abutment of the Slovens Creek Viaduct suggest there is no movement within the landslide at depth within the monitoring timeframe of this project (22 May 2015 – 4 August 2015). Slope stability monitoring is recommended to be continued in two parts: (1) the inclinometer in BH1 is to be monitored on a six monthly basis for one year following completion of this thesis, and then annually unless ground movements become evident; and (2) surface movement monitoring should be installed using a fixed datum on the stable eastern abutment. Long-term stability management strategies for the Slovens Creek Viaduct western abutment are dependent upon future observed changes and ongoing monitoring. Hazard and risk assessment using the KiwiRail Qualitative Risk Assessment Framework (QRA) is recommended, and if slope stability becomes problematic for operation of the Midland Line consideration should be given to deep slope drainage. In the event of a large magnitude or high PGA earthquake all monitoring should be reviewed.
One of the great challenges facing human systems today is how to prepare for, manage, and adapt successfully to the profound and rapid changes wreaked by disasters. Wellington, New Zealand, is a capital city at significant risk of devastating earthquake and tsunami, potentially requiring mass evacuations with little or short notice. Subsequent hardship and suffering due to widespread property damage and infrastructure failure could cause large areas of the Wellington Region to become uninhabitable for weeks to months. Previous research has shown that positive health and well-being are associated with disaster-resilient outcomes. Preventing adverse outcomes before disaster strikes, through developing strengths-based skill sets in health-protective attitudes and behaviours, is increasingly advocated in disaster research, practise, and management. This study hypothesised that well-being constructs involving an affective heuristic play vital roles in pathways to resilience as proximal determinants of health-protective behaviours. Specifically, this study examined the importance of health-related quality of life and subjective well-being in motivating evacuation preparedness, measured in a community sample (n=695) drawn from the general adult population of Wellington’s isolated eastern suburbs. Using a quantitative epidemiological approach, the study measured the prevalence of key quality of life indicators (physical and mental health, emotional well-being or “Sense of Coherence”, spiritual well-being, social well-being, and life satisfaction) using validated psychometric scales; analysed the strengths of association between these indicators and the level of evacuation preparedness at categorical and continuous levels of measurement; and tested the predictive power of the model to explain the variance in evacuation preparedness activity. This is the first study known to examine multi-dimensional positive health and global well-being as resilient processes for engaging in evacuation preparedness behaviour. A cross-sectional study design and quantitative survey were used to collect self-report data on the study variables; a postal questionnaire was fielded between November 2008 and March 2009 to a sampling frame developed through multi-stage cluster randomisation. The survey response rate was 28.5%, yielding a margin of error of +/- 3.8% with 95% confidence and 80% statistical power to detect a true correlation coefficient of 0.11 or greater. In addition to the primary study variables, data were collected on demographic and ancillary variables relating to contextual factors in the physical environment (risk perception of physical and personal vulnerability to disaster) and the social environment (through the construct of self-determination), and other measures of disaster preparedness. These data are reserved for future analyses. Results of correlational and regression analyses for the primary study variables show that Wellingtonians are highly individualistic in how their well-being influences their preparedness, and a majority are taking inadequate action to build their resilience to future disaster from earthquake- or tsunami-triggered evacuation. At a population level, the conceptual multi-dimensional model of health-related quality of life and global well-being tested in this study shows a positive association with evacuation preparedness at statistically significant levels. However, it must be emphasised that the strength of this relationship is weak, accounting for only 5-7% of the variability in evacuation preparedness. No single dimension of health-related quality of life or well-being stands out as a strong predictor of preparedness. The strongest associations for preparedness are in a positive direction for spiritual well-being, emotional well-being, and life satisfaction; all involve a sense of existential meaningfulness. Spiritual well-being is the only quality of life variable making a statistically significant unique contribution to explaining the variance observed in the regression models. Physical health status is weakly associated with preparedness in a negative direction at a continuous level of measurement. No association was found at statistically significant levels for mental health status and social well-being. These findings indicate that engaging in evacuation preparedness is a very complex, holistic, yet individualised decision-making process, and likely involves highly subjective considerations for what is personally relevant. Gender is not a factor. Those 18-24 years of age are least likely to prepare and evacuation preparedness increases with age. Multidimensional health and global well-being are important constructs to consider in disaster resilience for both pre-event and post-event timeframes. This work indicates a need for promoting self-management of risk and building resilience by incorporating a sense of personal meaning and importance into preparedness actions, and for future research into further understanding preparedness motivations.
