
We examined changes in psychological distress experienced by residents of Christchurch following two catastrophic earthquakes in late 2010 and early 2011, using data from the New Zealand Attitudes and Values Study (NZAVS), a national probability panel study of New Zealand adults. Analyses focused on the 267 participants (172 women, 95 men) who were living in central Christchurch in 2009 (i.e., before the Christchurch earthquakes), and who also provided complete responses to our yearly panel questionnaire conducted in late 2010 (largely between the two major earthquakes), late 2011, and late 2012. Levels of psychological distress were similar across the different regions of central Christchurch immediately following the September 2010 earthquake, and remained comparable across regions in 2011. By late 2012, however, average levels of psychological distress in the regions had diverged as a function of the amount of property damage experienced within each given region. Specifically, participants in the least damaged region (i.e., the Fendalton-Waimairi and Riccarton-Wigram wards) experienced greater drops in psychological distress than did those in the moderately damaged region (i.e., across the Spreydon-Heathcote and Hagley- Ferrymead wards). However, the level of psychological distress reported by participants in the most damaged region (i.e., across Shirley-Papanui and Burwood-Pegasus) were not significantly different to those in the least damaged region of central Christchurch. These findings suggest that different patterns of psychological recovery emerged across the different regions of Christchurch, with the moderately damaged region faring the worst, but only after the initial shock of the destruction had passed.
A seismic financial risk analysis of typical New Zealand reinforced concrete buildings constructed with topped precast concrete hollow-core units is performed on the basis of experimental research undertaken at the University of Canterbury over the last five years. An extensive study that examines seismic demands on a variety of multi-storey RC buildings is described and supplemented by the experimental results to determine the inter-storey drift capacities of the buildings. Results of a full-scale precast concrete super-assemblage constructed and tested in the laboratory in two stages are used. The first stage investigates existing construction and demonstrates major shortcomings in construction practice that would lead to very poor seismic performance. The second stage examines the performance of the details provided by Amendment No. 3 to the New Zealand Concrete Design Code NZS 3101:1995. This paper uses a probabilistic financial risk assessment framework to estimate the expected annual loss (EAL) from previously developed fragility curves of RC buildings with precast hollow core floors connected to the frames according to the pre-2004 standard and the two connection details recommended in the 2004 amendment. Risks posed by different levels of damage and by earthquakes of different frequencies are examined. The structural performance and financial implications of the three different connection details are compared. The study shows that the improved connection details recommended in the 2004 amendment give a significant economic payback in terms of drastically reduced financial risk, which is also representative of smaller maintenance cost and cheaper insurance premiums.
Seismic behaviour of typical unreinforced masonry (URM) brick houses, that were common in early last century in New Zealand and still common in many developing countries, is experimentally investigated at University of Canterbury, New Zealand in this research. A one halfscale model URM house is constructed and tested under earthquake ground motions on a shaking table. The model structure with aspect ratio of 1.5:1 in plan was initially tested in the longitudinal direction for several earthquakes with peak ground acceleration (PGA) up to 0.5g. Toppling of end gables (above the eaves line) and minor to moderate cracking around window and door piers was observed in this phase. The structure was then rotated 90º and tested in the transverse (short) direction for ground motions with PGA up to 0.8g. Partial out-of-plane failure of the face loaded walls in the second storey and global rocking of the model was observed in this phase. A finite element analysis and a mechanism analysis are conducted to assess the dynamic properties and lateral strength of the model house. Seismic fragility function of URM houses is developed based on the experimental results. Damping at different phases of the response is estimated using an amplitude dependent equivalent viscous damping model. Financial risk of similar URM houses is then estimated in term of expected annual loss (EAL) following a probabilistic financial risk assessment framework. Risks posed by different levels of damage and by earthquakes of different frequencies are then examined.
Located on the edge of two tectonic plates, New Zealand has numerous fault lines and seismic risk across the whole country. The way this risk is communicated affects whether people prepare effectively or at all. Research has shown that perceptions of risk are affected by slight changes in wording, and that probabilities commonly reported by experts and media are often interpreted subjectively based on context. In the context of volcanoes, research has found that given a certain probability of a volcano in a specific time window, people perceive risk as higher in later time intervals within that window. The present study examines this pattern with regard to earthquakes and aftershocks in the New Zealand context. Participants in both Wellington (N = 102) and Christchurch (N = 98) were presented an expert statement of earthquake risk within a given time window in Wellington and aftershock risk in Christchurch, and asked to rate their perception of risk in specific intervals across the time window. For a Wellington earthquake, participants perceived risk as incrementally higher toward the end of the 50 year time window whereas for a Christchurch aftershock, risk perception increased slightly for the first three intervals of the 12 month time window. Likelihood of preparing was constant over the time windows, with Wellington citizens rating themselves more likely than Christchurch citizens to prepare for either an earthquake or aftershock, irrespective of current level of preparedness. These findings suggest that people view earthquakes as more likely later toward the end of a given time window and that they view aftershocks very differently to scientific predictions.

Context - The Christchurch central business district has been largely out of bounds to anyone but those dealing with the after-effects of the earthquake of February 22 but business owners have been allowed restricted access to retrieve gear and belongings. The 2011 budget looks as though it will be focused on paring everything down because of the sad state of New Zealand's economy at present (made worse by the need to rebuild Christchurch), hence the axe. The magnitude 7.8 earthquake that struck North Canterbury, on the east coast of New Zealand’s South Island on 14 November 2016 had significant impacts and implications for the community of Kaikōura and surrounding settlements. The magnitude and scope of this event has resulted in extensive and ongoing geological and geophysical research into the event. The current paper complements this research by providing a review of existing social science research and offering new analysis of the impact of the earthquake and its aftermath on community resilience in Kaikōura over the past five years. Results demonstrate the significant economic implications for tourism, and primary industries. Recovery has been slow, and largely dependent on restoring transportation networks, which helped catalyse cooperation among local hospitality providers. Challenges remain, however, and not all sectors or households have benefited equally from post-quake opportunities, and long-term recovery trajectories continue to be hampered by COVID-19 pandemic. The multiple ongoing and future stressors faced by Kaikōura require integrated and equitable approaches in order to build capability and capacity for locally based development pathways to ensure long-term community resilience.

There was a month or so when no one seemed to know or admit who had put the pictures up, but it was done officially. It seems that though very badly damaged the buildings may get restored".
This paper presents a critical evaluation of vertical ground motions observed in the Canterbury earthquake sequence. The abundance of strong near-source ground-motion recordings provides an opportunity to comprehensively review the estimation of vertical ground motions via the New Zealand Standard for earthquake loading, NZS1170.5:2004, and empirical ground motion prediction equations (GMPEs). An in-depth review of current GMPEs is carried out to determine the existing trends and characteristics present in the empirical models. Results illustrate that vertical ground motion amplitudes estimated based on NZS1170.5:2004 are significantly unconservative at short periods and near-source distances. While conventional GMPEs provide an improved prediction, in many instances they too underpredict vertical ground motion accelerations at short periods and near-source distances.
We present the initial findings from a study of adaptive resilience of lifelines organisations providing essential infrastructure services, in Christchurch, New Zealand following the earthquakes of 2010-2011. Qualitative empirical data was collected from 200 individuals in 11 organisations. Analysis using a grounded theory method identified four major factors that aid organisational response, recovery and renewal following major disruptive events. Our data suggest that quality of top and middle-level leadership, quality of external linkages, level of internal collaboration, ability to learn from experience, and staff well-being and engagement influence adaptive resilience. Our data also suggest that adaptive resilience is a process or capacity, not an outcome and that it is contextual. Post-disaster capacity/resources and post-disaster environment influence the nature of adaptive resilience.
Heathcote Valley school strong motion station (HVSC) consistently recorded ground motions with higher intensities than nearby stations during the 2010-2011 Canterbury earthquakes. For example, as shown in Figure 1, for the 22 February 2011 Christchurch earthquake, peak ground acceleration at HVSC reached 1.4 g (horizontal) and 2 g (vertical), the largest ever recorded in New Zealand. Strong amplification of ground motions is expected at Heathcote Valley due to: 1) the high impedance contrast at the soil-rock interface, and 2) the interference of incident and surface waves within the valley. However, both conventional empirical ground motion prediction equations (GMPE) and the physics-based large scale ground motions simulations (with empirical site response) are ineffective in predicting such amplification due to their respective inherent limitations.
In 2010 and 2011 a series of earthquakes hit the central region of Canterbury, New Zealand, triggering widespread and damaging liquefaction in the area of Christchurch. Liquefaction occurred in natural clean sand deposits, but also in silty (fines-containing) sand deposits of fluvial origin. Comprehensive research efforts have been subsequently undertaken to identify key factors that influenced liquefaction triggering and severity of its manifestation. This research aims at evaluating the effects of fines content, fabric and layered structure on the cyclic undrained response of silty soils from Christchurch using Direct Simple Shear (DSS) tests. This poster outlines preliminary calibration and verification DSS tests performed on a clean sand to ensure reliability of testing procedures before these are applied to Christchurch soils.
In the wake of a series of devastating earthquakes, Christchurch, New Zealand is faced with a long, complicated mourning and memorialisation process. The initial intention of this research was to comparatively examine memorial design theory with popular memorial sentiment as expressed in Christchurch City Council's 'Share an Idea' initiative. The outcome of such an investigation was hypothesized to reveal conflicting perspectives which may potentially be reconciled by the development of a series of schematic models for memorial design. As the research was carried out, it became clear that any attempt to develop such models is counter-intuitive. This position is reinforced by the literature reviewed and the data examined. Subsequently, a fundamentally different approach to memorialisation focused on an active participation process is suggested.
This thesis examines the closing of Aranui High School in 2016, a low socio-economic secondary school in eastern Christchurch, New Zealand, and reflects on its history through the major themes of innovation and the impact of central government intervention. The history is explored through the leadership of the school principals, and the necessity for constant adaptation by staff to new ways of teaching and learning, driven by the need to accommodate a more varied student population – academically, behaviourally and culturally – than most other schools in wider Christchurch. Several extreme changes, following a neoliberal approach to education policies at a national government level, impacted severely on the school’s ability to thrive and even survive over the 57 years of its existence, with the final impact of the 2010 and 2011 Canterbury earthquakes leading indirectly to Aranui High’s closure. The earthquakes provided the National government with the impetus to advocate for change to education in Christchurch; changes which impacted negatively on many schools in Christchurch, including Aranui High School. The announcement of the closure of Aranui High shocked many staff and students, who were devastated that the school would no longer exist. Aranui High School, Aranui Primary School, Wainoni Primary School and Avondale Primary School were all closed to make way for Haeata Community Campus, a year 1 to 13 school, which was built on the Aranui High site. Aranui High School served the communities of eastern Christchurch for 57 years from 1960 and deserves acknowledgment and remembrance, and my hope is that this thesis will provide a fair representation of the school’s story, including its successes and challenges, while also explaining the reasons behind the eventual closure. This thesis contributes to New Zealand public history and uses mixed research methods to examine Aranui High School’s role as a secondary school in eastern Christchurch. I argue that the closure of Aranui High School in 2016 was an unjustified act by the Ministry of Education.

The Canterbury region of New Zealand experienced four earthquakes greater than MW 6.0 between September 2010 and December 2011. This study employs system dynamics as well as hazard, recovery and organisational literature and brings together data collected via surveys, case studies and interviews with organisations affected by the earthquakes. This is to show how systemic interactions and interdependencies within and between industry and geographic sectors affect their recovery post-disaster. The industry sectors in the study are: construction for its role in the rebuild, information and communication technology which is a regional high-growth industry, trucking for logistics, critical infrastructure, fast moving consumer goods (e.g. supermarkets) and hospitality to track recovery through non-discretionary and discretionary spend respectively. Also in the study are three urban centres including the region’s largest Central Business District, which has been inaccessible since the earthquake of 22 February 2011 to the time of writing in February 2013. This work also highlights how earthquake effects propagated between sectors and how sectors collaborated to mitigate difficulties such as product demand instability. Other interacting factors are identified that influence the recovery trajectories of the different industry sectors. These are resource availability, insurance payments, aid from central government, and timely and quality recovery information. This work demonstrates that in recovering from disaster it is crucial for organisations to identify what interacting factors could affect their operations. Also of importance are efforts to reduce the organisation’s vulnerability and increase their resilience to future crises and in day-to-day operations. Lastly, the multi-disciplinary approach to understanding the recovery and resilience of organisations and industry sectors after disaster, leads to a better understanding of effects as well as more effective recovery policy.

Knowledge of past climate variability is essential for understanding present and future climate trends. This study used Halocarpus biformis (pink pine) ring-width chronologies to investigate palaeotemperature history in Westland, New Zealand. The ensuing reconstruction is among the longest palaeoseries produced for New Zealand to date. It is in good agreement with other tree-ring-based records, and with instrumental (both local and hemispheric) data. Thirteen pink pine chronologies were developed. Ring-width measurements were detrended using the Regional Curve Standardisation method to retain as much low-frequency variance as possible. Crossdating revealed the existence of a strong common signal among trees. Inter-site comparison indicated that a common control mechanism affected tree growth not only within sites, but also across sites. To determine whether climate was the main factor that controlled the growth of pink pine in Westland, correlation and response function analyses were employed. Temperature, precipitation and the Southern Oscillation Index were tested for their relationship with tree growth. Mean monthly temperature was identified as the primary growth-limiting factor. Chronologies were positively correlated with temperature over an extended period (5-17 months), and climate response modelling showed that temperature explained 11-60% variance in the tree-ring data. The highest and most stable correlations occurred between tree growth and summer (January-March) temperatures. Tree-ring data from the six sites that contained the strongest temperature signal were combined, and the Westland Regional Chronology (WRC) was developed. The WRC was then used to reconstruct January-March temperatures back to A.D. 1480. The calibration model explained 43% of the variance in temperature, and all calibration and verification tests were passed at high levels of significance. The reconstruction showed that temperatures in Westland have been following a positive trend over the last 520 years. The coolest 25-year period was 1542-1566, while temperatures reached their maximum in 1966-1990. Spectral analysis of the Westland palaeotemperature record revealed cycles at periods of about 3, 5-6, 11, 14, 22, 45 and 125 years. This study also confirmed that climate response is species-dependent. A separate exercise, which compared two species from the same site, demonstrated that while pink pine's growth was mainly influenced by summer temperatures, Libocedrus bidwillii was affected by conditions at the beginning of the growing season. However, the temperature signal in Westland's Libocedrus bidwillii was insufficient to produce a reliable reconstruction. It might be because the climate signal in this species was obscured by disturbances, as was shown in the final section of this project. Frequent growth releases and suppressions implied that Libocedrus bidwillii integrated both major (Alpine Fault earthquakes) and minor (windthrow) disturbances in its ring widths. Pink pine, on the other hand, was not sensitive to disturbance, and was therefore a better indicator of palaeotemperatures in Westland. This research has strengthened the New Zealand network of chronology sites, and confirmed that pink pine has great dendroclimatic value. The last 520 years of temperature fluctuations were reconstructed with a high degree of fidelity - the model developed in this thesis is currently the most accurate estimate of a temperature-growth relationship in the country.

Maori Party MP for Te Tai Tonga, Rahui Katene' is buried up to her neck in earthquake rubble as she reads a newspaper headline referring to her statement that the aftermath of the earthquake has demonstrated 'racism and ethnic profiling'. "I've heard from whanau that in one particular area rangatahi who were volunteering in their community and helping their whanau were accused by police of theft.
