Located on the edge of two tectonic plates, New Zealand has numerous fault lines and seismic risk across the whole country. The way this risk is communicated affects whether people prepare effectively or at all. Research has shown that perceptions of risk are affected by slight changes in wording, and that probabilities commonly reported by experts and media are often interpreted subjectively based on context. In the context of volcanoes, research has found that given a certain probability of a volcano in a specific time window, people perceive risk as higher in later time intervals within that window. The present study examines this pattern with regard to earthquakes and aftershocks in the New Zealand context. Participants in both Wellington (N = 102) and Christchurch (N = 98) were presented an expert statement of earthquake risk within a given time window in Wellington and aftershock risk in Christchurch, and asked to rate their perception of risk in specific intervals across the time window. For a Wellington earthquake, participants perceived risk as incrementally higher toward the end of the 50 year time window whereas for a Christchurch aftershock, risk perception increased slightly for the first three intervals of the 12 month time window. Likelihood of preparing was constant over the time windows, with Wellington citizens rating themselves more likely than Christchurch citizens to prepare for either an earthquake or aftershock, irrespective of current level of preparedness. These findings suggest that people view earthquakes as more likely later toward the end of a given time window and that they view aftershocks very differently to scientific predictions.

When the devastating 6.3 magnitude earthquake hit Christchurch, Aotearoa New Zealand, at 12.51pm on 22nd February 2011, the psychological and physical landscape was irrevocably changed. In the days and weeks following the disaster communities were isolated due to failed infrastructure, continuing aftershocks and the extensive search and rescue effort which focussed resources on the central business district. In such moments the resilience of a community is truly tested. This research discusses the role of grassroots community groups in facilitating community resilience during the Christchurch 2010/11 earthquakes and the role of place in doing so. I argue that place specific strategies for urban resilience need to be enacted from a grassroots level while being supported by broader policies and agencies.  Using a case study of Project Lyttelton – a group aspiring towards a resilient sustainable future who were caught at the epicentre of the February earthquake – I demonstrate the role of a community group in creating resilience through self-organised place specific action during a disaster. The group provided emotional care, basic facilities and rebuilding assistance to the residents of Lyttelton, proving to be an invaluable asset. These actions are closely linked to the characteristics of social support and social learning that have been identified as important to socio-ecological resilience. In addition this research will seek to understand and explore the nuances of place and identity and its role in shaping resilience to such dis-placing events. Drawing on community narratives of the displacement of place identity, the potential for a progressive sense of place as instigated by local groups will be investigated as an avenue for adaptation by communities at risk of disaster and place destabilisation.

Heritage buildings are an important element of our urban environments, representing the hope and aspirations of a generation gone, reminding us of our achievements and our identity.  When heritage buildings suffer damage, or fall into disrepair they are either met by one of two extremes; a bulldozer or painstaking repair. If the decision to conserve defeats the bulldozer, current heritage practice favours restoration into a mausoleum-type monument to yesteryear. But what if, rather than becoming a museum, these heritage buildings could live on and become a palimpsest of history? What if the damage was embraced and embodied in the repair?  The Cathedral of the Blessed Sacrament on Barbadoes Street, Christchurch is the case study building for this thesis. Suffering damage in the Canterbury earthquakes of 2010 and 2011, the Cathedral sits in ruin waiting for decisions to be made around how it can be retained for future generations.  This thesis will propose a reconstruction for the Cathedral through the analysis of precedent examples of reconstructing damaged heritage buildings and guided by a heritage framework proposed in this thesis. The employed process will be documented as an alternative method for reconstructing other damaged heritage buildings.

The demand for a new approach to safeguarding New Zealand’s endangered historic buildings was identified as a result of the recent increase in building code and strengthening requirements following the Christchurch earthquakes of 2010-2011. The Wellington City Council identified 266 heritage buildings in the city that must be either strengthened or demolished to address these increased requirements. This thesis explores this threat as an opportunity for researching how contemporary design interventions can be challenged to both strengthen and become active participants in the ongoing history of New Zealand’s potentially endangered historic buildings. This thesis challenges the current approach of completely ‘restoring’ 19th-20th century historic buildings in New Zealand, to develop techniques that structurally reinforce historic buildings while inviting the progressive weathering of a building to remain as a testament to its history. This thesis proposes a structural intervention that is responsive to the progressive history of historic buildings, simultaneously introducing a contemporary structural intervention that both participates in and compliments the progressive historic transformations of the vehicle. This thesis argues that current historic buildings in semi-decayed states in fact enable visitors to witness multiple stages in the life of a building, while fully restored buildings only enable visitors to witness the original form of the building. This thesis proposes a model for contemporary intervention within historic buildings that draws a design intervention from seismic strengthening.The notion of layering is explored as a design approach to incorporate the contemporary with the historic as an additional layer of exposed on-going history, thereby further exposing the layers of history evident within New Zealand’s historic buildings. This thesis combines layering theories of architects Louis Kahn and Carlo Scarpa with related theories of installation artist Mary Miss. The theoretical imperatives of Scarpa and Kahn are explored as a tool of engagement for the junction between the contemporary and historic building materials, and the work of Marry Miss is explored as a design approach for developing a contemporary intervention that references the layered historic building while inviting new means of occupancy between layers. The selected vehicle for the design research investigation is the Albemarle Hotel on Ghuznee Street in Wellington. The techniques proposed in this thesis to strengthen the Albemarle Hotel suggest an approach that might be applied to New Zealand’s wider body of historic buildings that constitute New Zealand’s heritage fabric, ultimately protecting them from demolition while preserving additional layers of their historic narratives. Over all the design research experiments suggest that contemporary interventions derived from structural strengthening may be a viable and cost-effective method of re-inhabiting New Zealand’s endangered heritage buildings, avoiding demolition and securing New Zealand’s heritage for future generations. Research Questions: This thesis challenges the current economically unsustainable approach of laterally reinforcing and completely ‘restoring’ 19th-20th century historic buildings in New Zealand. This thesis argues that current historic buildings in semi-decayed states in fact enable visitors to witness multiple stages in the on-going life of a building. Can the weathered state of New Zealand's heritage buildings be proactively retained and celebrated as witnesses to their history? Can new lateral reinforcing requirements be conceived as active participants in revealing the on-going history of New Zealand's historic buildings?

The last seven years have seen southern New Zealand a ected by several large and damaging earthquakes: the moment magnitude (MW) 7.8 Dusky Sound earthquake on 15 July 2009, the MW 7.1 Dar eld (Canterbury) earthquake on 4 September 2010, and most notably the MW 6.2 Christchurch earthquake on 22 February 2011 and the protracted aftershock sequence. In this thesis, we address the postseismic displacement produced by these earthquakes using methods of satellite-based geodetic measurement, known as Interferometric Synthetic Aperture Radar (InSAR) and Global Positioning System (GPS), and computational modelling.  We observe several ground displacement features in the Canterbury and Fiordland regions during three periods: 1) Following the Dusky Sound earthquake; 2) Following the Dar eld earthquake and prior to the Christchurch earthquake; and 3) Following the Christchurch earthquake until February 2015.  The ground displacement associated with postseismic motion following the Dusky Sound earthquake has been measured by continuous and campaign GPS data acquired in August 2009, in conjunction with Di erential Interferometric Synthetic Aperture Radar (DInSAR) observations. We use an afterslip model, estimated by temporal inversion of geodetic data, with combined viscoelastic rebound model to account for the observed spatio-temporal patterns of displacement. The two postseismic processes together induce a signi cant displacement corresponding to principal extensional and contractual strain rates of the order of 10⁻⁷ and 10⁻⁸ yr⁻¹ respectively, across most of the southern South Island.  We also analyse observed postseismic displacement following the Dusky Sound earthquake using a new inversion approach in order to describe afterslip in an elasticviscoelastic medium. We develop a mathematical framework, namely the "Iterative Decoupling of Afterslip and Viscoelastic rebound (IDAV)" method, with which to invert temporally dense and spatially sparse geodetic observations. We examine the IDAV method using both numerical and analytical simulations of Green's functions.  For the post-Dar eld time interval, postseismic signals are measured within approximately one month of the mainshock. The dataset used for the post-Dar eld displacement spans the region surrounding previously unrecognised faults that ruptured during the mainshock. Poroelastic rebound in a multi-layered half-space and dilatancy recovery at shallow depths provide a satisfactory t with the observations.  For the post-Christchurch interval, campaign GPS data acquired in February 2012 to February 2015 in four successive epochs and 66 TerraSAR-X (TSX) SAR acquisitions in descending orbits between March 2011 and May 2014 reveal approximately three years of postseismic displacement. We detect movement away from the satellite of ~ 3 mm/yr in Christchurch and a gradient of displacement of ~ 4 mm/yr across a lineament extending from the westernmost end of the Western Christchurch Fault towards the eastern end of the Greendale East Fault. The postseismic signals following the Christchurch earthquake are mainly accounted for by afterslip models on the subsurface lineament and nearby faults.

We aim to investigate the role of insurance in business recovery following the devastating Christchurch earthquake in February, 22nd, 2011. We analyze data from two business surveys conducted after the earthquake to examine how insurance affected business operation in the aftermath of the earthquake both in the short-term and longer-term. For the short-term analysis, we use a combination of propensity score matching (PSM) and linear probability model (LPM) to analyze the data. We first estimate the propensity scores for insurance take-up of each firm conditional on the firm’s individual characteristics. Stratification based on the estimated propensity scores is used to match the treated (insured) and the control (uninsured) firms. We then estimate the probability of firms’ continuing operations with a set of control variables to account for the level of damage and disruption caused by the quake in each stratum. We find little evidence of any beneficial effect of insurance coverage on business continuity in the short-run. For the longer-term analysis, we analyze the available survey data using logistic regression. The result suggests that business interruption insurance significantly promotes increased level of long-term productivity for surviving firms following the earthquake.

At the conclusion of the 2010 and 2011 Canterbury earthquakes more than 5100 homes had been deemed unsafe for habitation. The land and buildings of these were labelled “red zoned” and are too badly damaged for remediation. These homes have been demolished or are destined for demolition. To assist the red zone population to relocate, central government have offered to ‘buy out’ home owners at the Governmental Value (GV) that was last reviewed in 2007. While generous in the economic context at the time, the area affected was the lowest value land and housing in Christchurch and so there is a capital shortfall between the 2007 property value and the cost of relocating to more expensive properties. This shortfall is made worse by increasing present day values since the earthquakes. Red zone residents have had to relocate to the far North and Western extremities of Christchurch, and some chose to move even further to neighbouring towns or cities. The eastern areas and commercial centres close to the red zone are affected as well. They have lost critical mass which has negatively impacted businesses in the catchments of the Red Zone. This thesis aims to repopulate the suburbs most affected by the abandonment of the red zone houses.  Because of the relative scarcity of sound building sites in the East and to introduce affordability to these houses, an alternative method of development is required than the existing low density suburban model. Smart medium density design will be tested as an affordable and appropriate means of living. Existing knowledge in this field will be reviewed, an analysis of what East Christchurch’s key characteristics are will occur, and an examination of built works and site investigations will also be conducted.  The research finds that at housing densities of 40 units per hectare, the spatial, vehicle, aesthetic needs of East Christchurch can be accommodated. Centralising development is also found to offer better lifestyle choices than the isolated suburbs at the edges of Christchurch, to be more efficient using existing infrastructure, and to place less reliance on cars. Stronger communities are formed from the outset and for a full range of demographics.  Eastern affordable housing options are realised and Christchurch’s ever expanding suburban tendencies are addressed. East Christchurch presently displays a gaping scar of devastated houses that ‘The New Eastside’ provides a bandage and a cure for. Displaced and dispossessed Christchurch residents can be re-housed within a new heart for East Christchurch.

In the late 1960s the Wellington City Council surveyed all the commercial buildings in the city and marked nearly 200 as earthquake prone. The owners were given 15 years to either strengthen or demolish their buildings. The end result was mass demolition throughout the seventies and eighties.¹ Prompted by the Christchurch earthquakes, once again the council has published a list of over 630 earthquake prone buildings that need to be strengthened or demolished by 2030.²Of these earthquake prone buildings, the majority were built between 1880 and 1930, with 125 buildings appearing on the Wellington City Council Heritage Building List.³ This list accounts for a significant proportion of character buildings in the city. There is a danger that the aesthetic integrity of our city will be further damaged due to the urgent need to strengthen these buildings. Many of the building owners are resistant because of the high cost. By adapting these buildings to house co-workspaces, we can gain more than just the retention of the building’s heritage. The seismic upgrade provides the opportunity for the office space to be redesigned to suit changes in the ways we work. Through a design-based research approach this thesis proposes a framework that clarifies the process of adapting Wellington’s earthquake prone heritage buildings to accommodate co-working. This framework deals with the key concepts of program, structure and heritage. New Zealand has a housing crisis. High land prices and high construction costs have all contributed to unaffordable housing. Additionally, the New Zealand dream of the "quarter acre section" lifestyle that has encouraged urban sprawl throughout our major cities with increasingly unsustainable services, transport and road costs. New and exciting housing options need to be explored for urban areas. Christchurch is a city in New Zealand where urban sprawl has always been prevalent. In the wake of the 2010/2011 earthquakes sprawl increased further, relocating large suburban areas yet further away from the city centre. This has caused a greater reliance on cars, and a slower revival to the city. Historically there is an aversion to higher density living. Perceived desirability is a large factor. The medium to high density solutions produced thus far have little regard for the concept of "home", with the use of substandard materials, and monotonous and repetitive design, and essentially falling short of addressing the needs of New Zealand's increasing population. "A Home with a View" looks to address the needs of New Zealanders and Christchurch, through the individual tower-house within an overarching tower-housing neighbourhood development. The design as research thesis develops a medium density tower-housing neighbourhood as a mini city-scape, through the exploration of the tower-house as an intimate space to live and observe from. Tower-housing has the potential to create a delightful, lively neighbourhood environment that contributes to quirky, new, and exciting housing options for New Zealand. The tower-house creates desire through unconventional lifestyle and highlights engaging solutions to an individual vertical housing type.

Sea level rise is one consequence of Earth’s changing climate. Century-long tide gauge records show that global-mean sea-level rise reached 11-16 cm during the twentieth century at a mean rate of 1.2 mm/y. Today, the average rate of global-mean sea-level rise is higher at 3-4 mm/y and is expected to increase in the future. This represents a hazard to low elevation coastal zones worldwide. Yet, before global sea level projections can be used to characterise future coastal flood hazard at a local scale, the effects of tectonics (and other processes) that drive vertical land motion (VLM) must be considered. VLM is defined as the vertical velocity (uplift or subsidence) of the solid surface with respect to the centre of Earth. In this study, new VLM maps are generated over coastal strips in New Zealand, using Sentinel-1 InSAR and GNSS data. In New Zealand, measuring VLM using InSAR on naturally vegetated or agricultural land is difficult due to signal decorrelation. Along the rural Bay of Plenty coastal strip, I use a persistent-scatterer approach to generate a VLM map from both east-looking ascending and west-looking descending Sentinel-1 data between 2015-2021. Using time-series data over the same time period from a dense network of 20 GNSS sensors, I tie InSAR-derived line-of-sight velocity to the 2014 ITRF reference frame. I test two different methods for measuring VLM and compare the results against GNSS vertical velocity along the Bay of Plenty coast. Best results are achieved by first removing the interpolated horizontal GNSS velocity field from each of the InSAR datasets, before averaging the two VLM estimates. Measured VLM is between -3 and 3 mm/y, with negative values (subsidence) occurring within the low-lying Rangitāiki Plain and Ōpōtiki valley, and uplift across the elevated region west of Matatā. This thesis integrates geomorphological, geological, and historical levelling VLM records with modern satellite datasets to assess VLM across timescales ranging from 10 to 100,000 years at Matatā. Uplift rate has been variable through time, with average uplift over the last 300,000 years of 1 mm/y, 4.5 mm/y since 1720 years, 2 mm/y between 1950-1978, and 10 mm/y between 2004-2011. Previous modelling has shown that the best fit to the 2004-2011 rapid uplift rates is an inflating magmatic source at ~10 km depth beneath Matatā. To reconcile all data, I present a VLM model that consists of short-lived periods (7 years) of rapid uplift (10 mm/y), separated by longer periods (30 years) of lower background uplift (3 mm/y). The episodic nature of VLM at Matatā likely reflects short-lived periods of magmatic intrusion. Episodic VLM characterised by large rates of uplift (10 mm/y) has been seen at Taupō volcano, and other volcanic centers globally. It has been 12 years since the end of the last intrusion episode; this modelling suggest one may expect to observe increased uplift rates at Matatā in the coming decades. Densely populated urban coastal strips are most at risk from the effects of relative sea-level rise. At the same time, anthropogenic activities associated with urbanization, such as groundwater withdrawal, and land reclamation can lead to local land subsidence (LLS), further exacerbating the risk to urban infrastructure. LLS refers to subsidence relative to nearby land area assumed to be stable. In this thesis, I create the first high-resolution (10 m) maps of LLS at six urban coastal strips in New Zealand, with a combined length of 285 km, using Sentinel-1 InSAR data between 2018-2021. This analysis reveals 89% of urban coastal strips are subsiding at rates of -0.5 mm/y or greater, and 11% is subsiding at higher rates of -3.0 mm/y or greater. On average, subsidence is -0.6 to -2.9 mm/y higher at the coastal strip, compared to inland areas occupied by GNSS stations. This analysis also documents highly-localised hotspots of LLS, with subsidence rates of up to -15 mm/y. In Christchurch, rapid and localised subsidence (-8 mm/y) is observed within coastal suburbs New Brighton and Southshore. In most cities, the highest subsidence rates occur on land reclaimed in the early-late twentieth century, and in areas built on Holocene sediment. Time-series analysis of LLS at sites of reclaimed land shows both linear and non-linear rates of deformation over time periods of up to 6-8 years. This thesis highlights the variable exposure to relative sea-level rise of New Zealand coastal strips, and demonstrates that in many cases current rates of VLM should be expected to continue for the next few decades.

Tests have revealed that New Zealand's latest building designs will stand up to earthquakes of a greater intensity than the ones that occurred in Christchurch and Kaikōura. Researchers from the University of Auckland and Canterbury, in collaboration with QuakeCoRE and Tongji University in China, built a two-storey concrete building and put it on one of the largest shake tables in the world. All of the building's details were based on existing buildings in Wellington and Christchurch. The project leader is the University of Auckland's Dr Rick Henry. He talks to Guyon Espiner.

Paul Millar, associate professor at Canterbury University, is concerned that future generations won't have access to the full picture of the Canterbury earthquakes, so he got the CEISMIC Project under way. The project is an archive of earthquake-related digital material and includes resources from the National Library, the Ministry for Culture and Heritage, the Canterbury Earthquake Recovery Authority, Christchurch City Libraries, Te Papa, NZ On Screen, the Canterbury Museum and the Ngai Tahu Research Centre. Paul says the aim is to document the impact of the disaster and the process of recovery, and make all that material available for free.

A research project on news coverage about Maori, has found that tangata whenua are still regarded as lower class citizens; Ngai Tahu iwi says it's learnt from the Canterbury earthquakes, just how important it is to safeguard important documents such as its whakapapa database in a digital form, in case there's another natural disaster; New Zealand's largest Maori owned fishing company wants to see the unique Maori story pushed by companies doing business in Asian countries; Meanwhile Ngati Kahungunu Chairman, Ngahiwi Tomoana, who was the business group convenor, says Maori business leaders are keen to set up an office in China.

A scanned copy of a black and white photograph of the He-Ne Continuous Gas Laser used in David Lockwood's MSc research at the University of Canterbury. David says, "The experiments in the Thesis were aimed at examining the effects of sound waves on colloids, which are very small particles that are found in clays for example (for more details see page 181 of http://www.cap.ca/PiC-PaC/static/downloads/1efdc1f3784b85c1a1b33e396b91ee8aef2072c5.pdf ). In fact, I was looking at nanoparticles of matter, which preceded the emergence of nanotechnology as a field of research by more than two decades. I needed a suitable light source to probe the alignment of the nanoparticles in the ultrasonic sound field. At that time the laser had just been invented and I realized that this was the ideal light source for my experiment. I then proceeded to construct the first home-built laser in New Zealand. This laser - a He-Ne continuous-wave gas laser - operated at 632.8 nm (in the red). This laser, over a metre long, is shown in the black-and-white photo. There were lot of problems to be overcome, but eventually, with invaluable help from Dr. Tom Seed (my MSc supervisor) and Dr. Rod Syme, I had it working".

David says, "This thesis is concerned with setting up the first computer-controlled laser Raman spectroscopy equipment (shown in one photo - that's me wearing the laser safety goggles) in New Zealand and using it to measure the vibrational spectrum of novel materials grown in the Physics Department. It is very likely that my setup was also the first in the Southern Hemisphere".

An earthquake engineering expert wants to change the way we predict how the ground will shake during an earthquake. Professor Brendon Bradley from the University of Canterbury is the recipient of a Marsden Fund grant to accelerate his research into seismic hazard analysis and forecasting. He says the idea is to get to a point where they can provide the same sort of information as a weather forecast. Professor Bradley says just like a severe weather warning, engineers would be able to provide information about severe ground shaking, how it varies locally in each city or suburb, and the likely consequence to buildings. Kathryn speaks to Professor Brendon Bradley, the director of Te Hirangu Ru QuakeCoRE - The New Zealand Centre for Earthquake Resilience.
