Quick and reliable assessment of the condition of bridges in a transportation network after an earthquake can greatly assist immediate post-disaster response and long-term recovery. However, experience shows that available resources, such as qualified inspectors and engineers, will typically be stretched for such tasks. Structural health monitoring (SHM) systems can therefore make a real difference in this context. SHM, however, needs to be deployed in a strategic manner and integrated into the overall disaster response plans and actions to maximize its benefits. This study presents, in its first part, a framework of how this can be achieved. Since it will not be feasible, or indeed necessary, to use SHM on every bridge, it is necessary to prioritize bridges within individual networks for SHM deployment. A methodology for such prioritization based on structural and geotechnical seismic risks affecting bridges and their importance within a network is proposed in the second part. An example using the methodology application to selected bridges in the medium-sized transportation network of Wellington, New Zealand is provided. The third part of the paper is concerned with using monitoring data for quick assessment of bridge condition and damage after an earthquake. Depending on the bridge risk profile, it is envisaged that data will be obtained from either local or national seismic monitoring arrays or SHM systems installed on bridges. A method using artificial neural networks is proposed for using data from a seismic array to infer key ground motion parameters at an arbitrary bridges site. The methodology is applied to seismic data collected in Christchurch, New Zealand. Finally, how such ground motion parameters can be used in bridge damage and condition assessment is outlined. Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. During the 2010/2011 Canterbury earthquakes, Reinforced Concrete Frame with Masonry Infill (RCFMI) buildings were subjected to significant lateral loads. A survey conducted by Christchurch City Council (CCC) and the Canterbury Earthquake Recovery Authority (CERA) documented 10,777 damaged buildings, which included building characteristics (building address, the number of storeys, the year of construction, and building use) and post-earthquake damage observations (building safety information, observed damage, level of damage, and current state of the buildings). This data was merged into the Canterbury Earthquake Building Assessment (CEBA) database and was utilised to generate empirical fragility curves using the lognormal distribution method. The Evaluating Maternity Units (EMU) study is a mixed method project involving a prospective cohort study, surveys (two postnatal questionnaires) and focus groups. It is an Australasian project funded by the Australian Health and Medical Research Council. Its primary aim was to compare the birth outcomes of two groups of well women – one group who planned to give birth at a primary maternity unit, and a second group who planned to give birth at a tertiary hospital. The secondary aim was to learn about women’s views and experiences regarding their birthplace decision-making, transfer, maternity care and experiences, and any other issues they raised. The New Zealand arm of the study was carried out in Christchurch, and was seriously affected by the earthquakes, halting recruitment at 702 participants. Comprehensive details were collected from both midwives and women regarding antenatal and early labour changes of birthplace plans and perinatal transfers from the primary units to the tertiary hospital. Women were asked about how they felt about plan changes and transfers in the first survey, and they were discussed in some focus groups. The transfer findings are still being analysed and will be presented. This study is set within the local maternity context, is recent, relevant and robust. It provides midwives with contemporary information about transfers from New Zealand primary maternity units and women’s views and experiences. It may help inform the conversations midwives have with each other, and with women and their families/whānau, regarding the choices of birthplace for well childbearing women.

The susceptibility of precast hollow-core floors to sustain critical damage during an earthquake is now well-recognized throughout the structural engineering community in New Zealand. The lack of shear reinforcement in these floor units is one of the primary reasons causing issues with the seismic performance of these floors. Recent research has revealed that the unreinforced webs of these floor units can crack at drift demands as low as 0.6%. Such observation indicates that potentially many of the existing building stock incorporating hollow-core flooring systems in cities of relatively high seismic activity (e.g. Wellington and Christchurch) that probably have already experienced a level of shaking higher than 0.6% drift in previous earthquakes might already have their floor units cracked. However, there is little information available to reliably quantify the residual gravity load-carrying capacity of cracked hollow-core floor units, highlighting the need to understand the post-cracking behavior of hollow-core floor units to better quantify the extent of the risk that cracked hollow-core floor units pose.

New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. This research is a creative exploration of transmedia’s ability to offer up a model of distribution and audience engagement for political documentary. Transmedia, as is well known, is a fluid concept. It is not restricted to the activities of the entertainment industry and its principles also reverberate in the practice of political and activist documentary projects. This practice-led research draws on data derived from the production and circulation of Obrero, an independent transmedia documentary. The project explores the conditions and context of the Filipino rebuild workers who migrated to Christchurch, New Zealand after the earthquake in 2011. Obrero began as a film festival documentary that co-exists with two other new media iterations, each reaching its respective target audience: a web documentary, and a Facebook-native documentary. This study argues that relocating the documentary across new media spaces not only expands the narrative but also extends the fieldwork and investigation, forms like-minded publics, and affords the creation of an organised hub of information for researchers, academics and the general public. Treating documentary as research can represent a novel pathway to knowledge generation and the present case study, overall, provides an innovative model for future scholarship.

Under the framework of New Public Management, the government has decentralised the responsibility for Disaster Risk Management (DRM) to regional, local, and community levels in New Zealand. This decentralisation serves political agendas related to resource allocation and is supported by empirical evidence suggesting that involving communities in DRM during recovery decision-making enhances disaster resilience. Extensive evidence indicates that community participation in DRM, especially during recovery decision-making, can significantly improve recovery outcomes at the community level. However, there has been limited research into whether the legal framework in New Zealand effectively facilitates meaningful public engagement to empower the public in influencing disaster recovery decisions. To address this gap in the literature, this thesis aims to explore the extent to which legislative and governance arrangements transfer the responsibility, liability, and costs of managing disaster risks to local levels without enabling meaningful public contribution to and influence on recovery decisions affecting them. Situated within Public Law and Disaster Risk and Resilience disciplines and using a case study of Greater Christchurch, New Zealand, this interdisciplinary thesis examines both common law and statutory provisions in the legal framework impacting public engagement before and during recovery from the Canterbury Earthquake Sequence. In particular, this thesis assesses how legislative, and governance frameworks influenced communities’ ability to influence recovery decision-making following the 2010-2011 Canterbury Earthquake Sequence (CES). This thesis shows that before the CES, the New Zealand public engagement system closely adhered to the common law principle of the ‘duty to consult’, which remains the current legal standard. This principle required decision-makers to use the 'public notice and comment' approach as a minimum, limiting meaningful community participation in decision-making. After the earthquakes, reliance on this traditional approach caused growing frustration and division locally, as the public struggled to effectively engage in and influence recovery decisions, resulting in new community activism. The Canterbury Earthquake Recovery Act (CER Act), introduced following the Christchurch Earthquake, included innovative provisions on public engagement. However, for various reasons, this Act appeared to have minimal impact on meaningful public engagement in recovery decision-making, which continued to align with the broader, existing public engagement system and associated norms. The empirical findings indicate that despite the novel legislative language, the traditional public engagement framework in New Zealand constrained effective engagement, leading to a broader erosion of trust between the public and the government. This was largely attributed to the default ‘public notice and comment’ approach at the local government level, with inadequate mechanisms for community engagement in central government decision-making shaping the expectations of recovery decision-makers still operating within this framework. Notable departures from this traditional approach were evident in the practices of the Waimakariri District Council and Christchurch City Council. Particularly noteworthy was the ‘Share an Idea’ public engagement campaign. Unlike conventional processes, it did not commence with a near-final or draft document. Instead, it utilised participatory mechanisms that fostered meaningful dialogue, enabling the public to significantly shape the content of the draft Christchurch Central Recovery Plan. The initial success of such participatory engagement underscores its potential effectiveness throughout the entire recovery planning process, an option that was not exercised by the central government. In conclusion, this thesis argues that New Zealand should move beyond the entrenched ‘public notice and comment’ approach and adopt more open and inclusive public participation mechanisms. It contends that supplementing this approach with proactive participatory methods before disasters could yield favorable outcomes during disaster recovery, thereby ensuring meaningful public involvement in future decisions that affect communities.

This research seeks to understand if memorials like the CWM operate as effective prompts for collective memory as distance from the event it commemorates grows. The Citizens’ War Memorial (CWM) was built to honour the men and women who died serving New Zealand in World War One. While the original purpose of the memorial was clear, the way the public have interacted with the memorial throughout time has seen its function vary. This dissertation addresses how the public has viewed and interacted with the CWM from the planning phase up to the present year of 2025. By systematically tracking the key events through time, it argues that key events such as WWII, the Anti-Vietnam War protest period, the Anzac Revival and Canterbury 2011 earthquake have seen the public use and view the memorial differently to its intended purpose. In the current day, the memorial is once again used as a place to remember and honour the dead from WWI showing that purpose of a memorial can ebb and flow as generations change.

In 2010/2011, Ōtautahi Christchurch, Aotearoa New Zealand, suffered a devastating series of earthquakes and aftershocks that resulted in loss of life and significant damage to infrastructure and housing. This created an opportunity to re-build and regenerate a city ready to meet the challenges of the twenty-first century. This paper examines the effectiveness of cross sector collaboration to deliver a more resilient, sustainable, and healthy city. Drawing on case studies focused on a proposed innercity housing project, we highlight the challenges and barriers to alternative healthier development. We found a series of barriers to an urban recovery and rebuild that included a lack of skills to transact between the private and public sector, a lack of cooperation and shared drivers, and a lack of bold leadership and workable relationships. This paper underlines some of the failures to support regeneration that in turn highlights what is needed for regeneration approaches and processes to foster innovation and deliver healthier and more sustainable urban living.
