Smart cities utilise new and innovative technology to improve the function of the city for governments, citizens and businesses. This thesis offers an in-depth discussion on the concept of the smart city and sets the context of smart cities internationally. It also examines how to improve a smart city through public engagement, as well as, how to implement participatory research in a smart city project to improve the level of engagement of citizens in the planning and implementation of smart projects. This thesis shows how to incentivise behaviour change with smart city technology and projects, through increasing participation in the planning and implementation of smart technology in a city. Meaningful data is created through this process of participation for citizens in the city, by engaging the citizens in the creation of the data, therefore the information created through a smart city project is created by and for the citizens themselves. To improve engagement, a city must understand its specific context and its residents. Using Christchurch, New Zealand, and the Christchurch City Council (CCC) Smart City Project as a case study, this research engages CCC stakeholders in the Smart City Project through a series of interviews, and citizens in Christchurch through a survey and focus groups. A thorough literature review has been conducted, to illuminate the different definitions of the smart city in academia, business and governments respectively, and how these definitions vary from one another. It provides details of a carefully selected set of relevant smart cities internationally and will discuss how the Christchurch Earthquake Sequence of 2010 and 2011 has affected the CCC Smart City Project. The research process, alongside the literature review, shows diverse groups of citizens in the city should be acknowledged in this process. The concept of the smart city is redefined to incorporate the context of Christchurch, its citizens and communities. Community perceptions of smart cities in Christchurch consider the post-disaster environment and this event and subsequent rebuild process should be a focus of the smart city project. The research identified that the CCC needs to focus on participatory approaches in the planning and implementation of smart projects, and community organisations in Christchurch offer an opportunity to understand community perspectives on new smart technology and that projects internationally should consider how the context of the city will affect the participation of its residents. This project offers ideas to influence the behaviour change of citizens through a smart city project. Further research should consider other stakeholders, for instance, innovation and technology-focused business in the city, and to fully engage citizens, future research must continue the process of participatory engagement, and target diverse groups in the city, including but not limited to minority groups, older and younger generations, and those with physical and mental disabilities.

Mr Wayne Tobeck, Director of Southrim Group (SRG), sponsored this 2013 MEM Project titled; A Technical and Economic Feasibility Study for the Integration of GSHP Technology in the Christchurch Rebuild. Following the recent Christchurch earthquakes, a significant amount of land has become too unstable to support traditional building foundations. This creates an opportunity to implement new and unique foundation designs previously unconsidered due to high costs compared to traditional methods. One such design proposes that an Injection Micro-Piling technique could be used. This can also be coupled with HVAC technology to create a Ground Source Heat Pump (GSHP) arrangement in both new buildings and as retrofits for building requiring foundation repair. The purpose of this study was to complete a feasibility study on the merits of SRG pursuing this proposed product. A significant market for such a product was found to exist, while the product was also found to be technically and legally feasible. However, the proposed product was found to not be economically feasible with respect to Air Source Heat Pumps due to the significantly higher capital and installation costs required. Further analysis suggests GSHPs may become more economically attractive in operating temperatures lower than -9oC, though the existence of markets with this climate in NZ has not been studied. It is therefore suggested that SRG do not proceed with plans to develop a GSHP coupled foundation solution for the Christchurch rebuild.

This thesis is concerned with modelling rockfall parameters associated with cliff collapse debris and the resultant “ramp” that formed following the high peak ground acceleration (PGA) events of 22 February 2011 and 13 June 2011. The Christchurch suburb of Redcliffs, located at the base of the Port Hills on the northern side of Banks Peninsula, New Zealand, is comprised of Miocene-age volcanics with valley-floor infilling marine sediments. The area is dominated by basaltic lava flows of the Mt Pleasant Formation, which is a suite of rocks forming part of the Lyttelton Volcanic Group that were erupted 11.0-10.0Ma. Fresh exposure enabled the identification of a basaltic ignimbrite unit at the study site overlying an orange tuff unit that forms a marker horizon spanning the length of the field area. Prior to this thesis, basaltic ignimbrite on Banks Peninsula has not been recorded, so descriptions and interpretations of this unit are the first presented. Mapping of the cliff face by remote observation, and analysis of hand samples collected from the base of the debris slopes, has identified a very strong (>200MPa), columnar-jointed, welded unit, and a very weak (<5MPa), massive, so-called brecciated unit that together represent the end-member components of the basaltic ignimbrite. Geochemical analysis shows the welded unit is picrite basalt, and the brecciated unit is hawaiite, making both clearly distinguishable from the underlying trachyandesite tuff. RocFall™ 4.0 was used to model future rockfalls at Redcliffs. RocFall™ is a two-dimensional (2D), hybrid, probabilistic modelling programme for which topographical profile data is used to generate slope profiles. GNS Science collected the data used for slope profile input in March 2011. An initial sensitivity analysis proved the Terrestrial Laser Scan (TLS)-derived slope to be too detailed to show any results when the slope roughness parameter was tested. A simplified slope profile enabled slope roughness to be varied, however the resulting model did not correlate with field observations as well. By using slope profile data from March 2011, modelled rockfall behaviour has been calibrated with observed rockfall runout at Redcliffs in the 13 June 2011 event to create a more accurate rockfall model. The rockfall model was developed on a single slope profile (Section E), with the chosen model then applied to four other section lines (A-D) to test the accuracy of the model, and to assess future rockfall runout across a wider area. Results from Section Lines A, B, and E correlate very well with field observations, with <=5% runout exceeding the modelled slope, and maximum bounce height at the toe of the slope <=1m. This is considered to lie within observed limits given the expectation that talus slopes will act as a ramp on which modelled rocks travel further downslope. Section Lines C and D produced higher runout percentage values than the other three section lines (23% and 85% exceeding the base of the slope, respectively). Section D also has a much higher maximum bounce height at the toe of the slope (~8.0m above the slope compared to <=1.0m for the other four sections). Results from modelling of all sections shows the significance of the ratio between total cliff height (H) and horizontal slope distance (x), and of maximum drop height to the top of the talus (H*) and horizontal slope distance (x). H/x can be applied to the horizontal to vertical ratio (H:V) as used commonly to identify potential slope instability. Using the maximum value from modelling at Redcliffs, the future runout limit can be identified by applying a 1.4H:1V ratio to the remainder of the cliff face. Additionally, the H*/x parameter shows that when H*/x >=0.6, the percentage of rock runout passing the toe of the slope will exceed 5%. When H*/x >=0.75, the maximum bounce height at the toe of the slope can be far greater than when H*/x is below this threshold. Both of these parameters can be easily obtained, and can contribute valuable guideline data to inform future land-use planning decisions. This thesis project has demonstrated the applicability of a 2D probabilistic-based model (RocFall™ 4.0) to evaluate rockfall runout on the talus slope (or ramp) at the base of ~35-70m high cliff with a basaltic ignimbrite source. Limitations of the modelling programme have been identified, in particular difficulties with adjusting modelled roughness of the slope profile and the inability to consider fragmentation. The runout profile using RocFall™ has been successfully calibrated against actual profiles and some anomalous results have been identified.

As part of the Canterbury Earthquake Digital Archive, this thesis documents the effects of the earthquakes on the musical life of Christchurch. It concentrates, primarily, on the classical music scene. The thesis examines the difficulties experienced by musical organisations, individual musicians, and teachers as they sought to bring music to the broken city, together with the measures that were necessary in order to overcome those difficulties. It examines how those organisations have worked to re-establish themselves in their particular musical fields. It charts the progress made, to date, along the path to recovery and offers suggestions regarding precautionary measures which, if instituted, could reduce the after-effects of a future disaster. Recognising that not all of the difficulties encountered were directly related to the earthquakes, this thesis also examines the effects on music and musicians, of decision making associated with the recovery effort. The thesis also demonstrates how a destructive event can provide the inspiration for creativity. It recognises the importance of music in maintaining a sense of normality for people, whether they realise it or not, as well as its influences in providing emotional relief in times of stress. Hopefully, it may become a useful guide to which other cities that may be faced with some natural disaster, could refer.

The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.

Following the devastation of the Canterbury earthquake sequence a unique opportunity exists to rebuild and restructure the city of Christchurch, ensuring that its infrastructure is constructed better than before and is innovative. By installing an integrated grid of modern sensor technologies into concrete structures during the rebuild of the Christchurch CBD, the aim is to develop a network of self-monitored ‘digital buildings’. A diverse range of data will be recorded, potentially including parameters such as concrete stresses, strains, thermal deformations, acoustics and the monitoring of corrosion of reinforcement bars. This procedure will allow an on-going complete assessment of the structure’s performance and service life, both before and after seismic activity. The data generated from the embedded and surface mounted sensors will be analysed to allow an innovative and real-time health monitoring solution where structural integrity is continuously known. This indication of building performance will allow the structure to alert owners, engineers and asset managers of developing problems prior to failure thresholds being reached. A range of potential sensor technologies for monitoring the performance of existing and newly constructed concrete buildings is discussed. A description of monitoring work conducted on existing buildings during the July 2013 Cook Strait earthquake sequence is included, along with details of current work that investigates the performance of sensing technologies for detecting crack formation in concrete specimens. The potential market for managing the real-time health of installed infrastructure is huge. Civil structures all over the world require regular visual inspections in order to determine their structural integrity. The information recorded during the Christchurch rebuild will generate crucial data sets that will be beneficial in understanding the behaviour of concrete over the complete life cycle of the structure, from construction through to operation and building repairs until the time of failure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

This paper identifies and analyses the networks of support for tangata whaiora (mental health clients) utilising a kaupapa Mäori health service following the Ötautahi/Christchurch earthquakes in Aotearoa New Zealand from 2010 to 2012. Semi- structured interviews were undertaken with 39 participants, comprising clients (Mäori and Päkehä), staff, managers and board members of a kaupapa Mäori provider in the city. Selected quotes are presented alongside a social network analysis of the support accessed by all participants. Results show the signifi cant isolation of both Mäori and Päkehä mental health clients post- disaster and the complexity of individuals and collectives dealing with temporally and spatially overlapping hazards and disasters at personal, whänau and community level.

We examine the role of business interruption insurance in business recovery following the Christchurch earthquake in 2011 in the short- and medium-term. In the short-term analysis, we ask whether insurance increases the likelihood of business survival in the aftermath of a disaster. We find only weak evidence that those firms that had incurred damage, but were covered by business interruption insurance, had higher likelihood of survival post-quake compared with those firms that did not have insurance. This absence of evidence may reflect the high degree of uncertainty in the months following the 2011 earthquake and the multiplicity of severe aftershocks. For the medium-term, our results show a more explicit role for insurance in the aftermath of a disaster. Firms with business interruption insurance have a higher probability of increasing productivity and improved performance following a catastrophe. Furthermore, our results show that those organisations that receive prompt and full payments of their claims have a better recovery, in terms of profitability and a subjective ‘”better off” measure’ than those that had protracted or inadequate claim payments (less than 80% of the claim paid within 2.5 years). Interestingly, the latter group does worse than those organisations that had damage but no insurance coverage. This analysis strongly indicates the importance not only of good insurance coverage, but of an insurance system that also delivers prompt claim payments. As a first paper attempting to empirically identify a causal effect of insurance on business recovery, we also emphasize some caveats to our analysis.
