Many contemporary urban communities are challenged by increased flood risks and rising temperatures, declining water quality and biodiversity, and reduced mental, physical, cultural and social wellbeing. The development of urban blue-green infrastructure (BGI), defined as networks of natural and semi-natural blue-green spaces which enable healthy ecosystem processes, has been identified as one approach to mitigate these challenges and enable more liveable cities. Multiple benefits associated with urban BGI have been identified, including reduced flood risk and temperatures, improved water quality and biodiversity, enhanced mental and physical wellbeing, strengthened social cohesion and sense of place, and the facilitation of cultural connections and practices. However, socio-cultural benefits have tended to be neglected in BGI research and design, resulting in a lack of awareness of how they may be maximised in BGI design. As such, this research sought to understand how BGI can best be designed to enable liveable cities. Four questions were considered: (i) what benefits are associated with urban BGI, (ii) how does the design process influence the benefits achieved by BGI, (iii) what challenges are encountered during BGI design, and (iv) how might the incorporation of communities and Indigenous knowledge into BGI research and design enhance current understandings and applications of urban BGI? To address these questions, a mixed methods case study approach was employed in Ōtautahi Christchurch and Kaiapoi. The four selected case studies were Te Oranga Waikura, Wigram Basin, Te Kuru and the Kaiapoi Honda Forest. The cases are all council owned urban wetlands which were primarily designed or retrofitted to reduce urban flood risks following the Canterbury Earthquake Sequence. To investigate BGI design processes in each case, as well as how communities interact with, value and benefit from these spaces. BGI projects were found to be designed by interdisciplinary design teams driven by stormwater engineers, landscape architects and ecologists which prioritised bio-physical outcomes. Further, community and Indigenous engagement approaches closely resembled consultation, with the exception of Te Kuru which employed a co-design approach between councils and Indigenous and community groups. This co-design approach was found to enhance current understandings and applications of urban BGI, while uncovering multiple socio-cultural values to be incorporated into design, such as access to cultural healing resources, increased community connections to water, and facilitating cultural monitoring methodologies and citizen science initiatives. Communities frequently identified the opportunity to connect with natural environments and enhanced mental and physical wellbeing as key benefits of BGI. Conversely, strengthened social cohesion, sense of place and cultural connections were infrequently identified as benefits, if at all. This finding indicates a disconnect between the bio-physical benefits which drive BGI design and the outcomes which communities value. As such, there is a need for future BGI design to more fully consider and design for socio- cultural outcomes to better enable liveable cities. To better design BGI to enhance urban liveability, this research makes three key contributions. First, there is a need to advance current approaches to transdisciplinary design to better account for the full scope of perspectives and values associated with BGI. Second, there is a need to transition towards relational co-design with Indigenous and community groups and knowledge. Third, it is important to continue to monitor, reflect on and share both positive and negative BGI design experiences to continually improve outcomes. The incorporation of social and cultural researchers, knowledges and perspectives into open and collaborative transdisciplinary design teams is identified as a key method to achieve these opportunities.

The capability of self-compacting concrete (SCC) in flowing through and filling in even the most congested areas makes it ideal for being used in congested reinforced concrete (RC) structural members such as beam-column joints (BCJ). However, members of tall multi-storey structures impose high capacity requirements where implementing normal-strength self-compacting concrete is not preferable. In the present study, a commercially reproducible high-strength self-compacting concrete (HSSCC), a conventionally vibrated high-strength concrete (CVHSC) and a normal strength conventionally vibrated concrete (CVC) were designed using locally available materials in Christchurch, New Zealand. Following the guidelines of the New Zealand concrete standards NZS3101, seven beam-column joints (BCJ) were designed. Factors such as the concrete type, grade of reinforcement, amount of joint shear stirrups, axial load, and direction of casting were considered variables. All BCJs were tested under a displacement-controlled quasi-static reversed cyclic regime. The cracking pattern at different load levels and the mode of failure were also recorded. In addition, the load, displacement, drift, ductility, joint shear deformations, and elongation of the plastic hinge zone were also measured during the experiment. It was found that not only none of the seismically important features were compromised by using HSSCC, but also the quality of material and ease of construction boosted the performance of the BCJs.

published as USB.The timeliness and quality of recovery activities are impacted by the organisation and human resourcing of the physical works. This research addresses the suitability of different resourcing strategies on post-disaster demolition and debris management programmes. This qualitative analysis primarily draws on five international case studies including 2010 Canterbury earthquake, 2009 L’Aquila earthquake, 2009 Samoan Tsunami, 2009 Victorian Bushfires and 2005 Hurricane Katrina. The implementation strategies are divided into two categories: collectively and individually facilitated works. The impacts of the implementation strategies chosen are assessed for all disaster waste management activities including demolition, waste collection, transportation, treatment and waste disposal. The impacts assessed include: timeliness, completeness of projects; and environmental, economic and social impacts. Generally, the case studies demonstrate that detritus waste removal and debris from major repair work is managed at an individual property level. Debris collection, demolition and disposal are generally and most effectively carried out as a collective activity. However, implementation strategies are affected by contextual factors (such as funding and legal constraints) and the nature of the disaster waste (degree of hazardous waste, geographical spread of waste etc.) and need to be designed accordingly. Community involvement in recovery activities such as demolition and debris removal is shown to contribute positively to psychosocial recovery.

The affect that the Christchurch Earthquake Sequence(CES) had on Christchurch residents was severe, and the consequences are still being felt today. The Ōtākaro Avon River Corridor (OARC) was particularly impacted, a geographic zone that had over 7,000 homes which needed to be vacated and demolished. The CES demonstrated how disastrous a natural hazard can be on unprepared communities. With the increasing volatility of climate change being felt around the world, considering ways in which communities can reduce their vulnerabilities to natural hazards is vital. This research explores how communities can reduce their vulnerabilities to natural hazards by becoming more adaptable, and in particular the extent to which tiny homes could facilitate the development of adaptive communities. In doing so, three main themes were explored throughout this research: (1) tiny homes, (2) environmental adaptation and (3) community adaptability. To ensure that it is relevant and provides real value to the local community, the research draws upon the local case study of the Riverlution Tiny House Village(RTHV), an innovative community approach to adaptable, affordable, low-impact, sustainable living on margins of land which are no longer suitable for permanent housing. The main findings of the research are that Christchurch is at risk of climate change and natural hazards and it is therefore important to consider ways in which communities can stay intact and connected while adapting to the risks they face. Tiny homes provide an effective way of doing so, as they represent a tangible way that people can take adaptation into their own hands while maintaining a high-quality lifestyle.

Christchurch Ōtautahi, New Zealand, is a city of myriad waterways and springs. Māori, the indigenous people of New Zealand, have water quality at the core of their cultural values. The city’s rivers include the Avon/Ōtākaro, central to the city centre’s aesthetic appeal since early settlement, and the Heathcote/Ōpāwaho. Both have been degraded with increasing urbanisation. The destructive earthquake sequence that occurred during 2010/11 presented an opportunity to rebuild significant areas of the city. Public consultation identified enthusiasm to rebuild a sustainable city. A sustainable water sensitive city is one where development is constructed with the water environment in mind. Water sensitive urban design applies at all scales and is a holistic concept. In Christchurch larger-scale multi-value stormwater management solutions were incorporated into rapidly developed greenfield sites on the city’s outskirts and in satellite towns, as they had been pre-earthquake. Individual properties on greenfield sites and within the city, however, continued to be constructed without water sensitive features such as rainwater tanks or living roofs. This research uses semi-structured interviews, policy analysis, and findings from local and international studies to investigate the benefits of building-scale WSUD and the barriers that have resulted in their absence. Although several inter-related barriers became apparent, cost, commonly cited as a barrier to sustainable development in general, was strongly represented. However, it is argued that the issue is one of mindset rather than cost. Solutions are proposed, based on international and national experience, that will demonstrate the benefits of adopting water sensitive urban design principles including at the building scale, and thereby build public and political support. The research is timely - there is still much development to occur, and increasing pressures from urban densification, population growth and climate change to mitigate.

The connections between walls of unreinforced masonry (URM) buildings and flexible timber diaphragms are critical building components that must perform adequately before desirable earthquake response of URM buildings may be achieved. Field observations made during the initial reconnaissance and the subsequent damage surveys of clay brick URM buildings following the 2010/2011 Canterbury, New Zealand earthquakes revealed numerous cases where anchor connections joining masonry walls or parapets with roof or floor diaphragms appeared to have failed prematurely. These observations were more frequent for adhesive anchor connections than for through-bolt connections (i.e. anchorages having plates on the exterior façade of the masonry walls). Subsequently, an in-field test program was undertaken in an attempt to evaluate the performance of adhesive anchor connections between unreinforced clay brick URM walls and roof or floor diaphragm. The study consisted of a total of almost 400 anchor tests conducted in eleven existing URM buildings located in Christchurch, Whanganui and Auckland. Specific objectives of the study included the identification of failure modes of adhesive anchors in existing URM walls and the influence of the following variables on anchor load-displacement response: adhesive type, strength of the masonry materials (brick and mortar), anchor embedment depth, anchor rod diameter, overburden level, anchor rod type, quality of installation and the use of metal mesh sleeve. In addition, the comparative performance of bent anchors (installed at an angle of minimum 22.5o to the perpendicular projection from the wall surface) and anchors positioned horizontally was investigated. As cities evolve, change and grow, the need and desire for adaptable architecture becomes evident across the nation. Architecture needs to undertake techniques that are flexible in order to adapt and align with the development of future generations in New Zealand.  The Education industry is a primary example of a sector which requires flexibility within both classroom architectural form and interior configuration. This is a resultant of the recently updated Ministry of Education requirements; which state that every new classroom built or renovated nationwide, must implement the MoE classroom design standards for Innovative Learning Environments.  ILE teaching spaces are configured as an open plan interior, supporting flexibility in classroom arrangement and teaching techniques. ILE classrooms are capable of evolving and adapting as educational practices evolve and change, allowing schools to remain modern and future focused.  As part of this movement to ILE, the Ministry of Education has also recently made an attempt to improve the quality of temporary classrooms. This has been done by looking into the initiation of a programme that utilizes relocatable classroom buildings. Relocatable classrooms have been selected for multiple reasons, primarily flexibility. Flexibility is key for a school environment as it allows the school to actively respond to fluctuating school rolls. It is anticipated that the programme will provide a faster delivery process with a standardised design that allows the classrooms to be relocated from one school to another with relative ease.  Following the devastating February 2011 earthquake the Greater Christchurch Region, the Education sector is in the midst of the Canterbury Schools Rebuild Programme. As a repercussion of this natural disaster, the majority of Christchurch schools have redevelopment or rebuild projects in progress, with preliminary design phases already in action for a small group of select schools regarded as high priority.  The primary funding for these projects are sourced from insurance money, implementing tight budget restrictions, affecting the architectural design, quality and speed of the construction and repair works. The available funding limits the affordable classroom options to basic teaching spaces that have been stripped back to simple architectural forms, dictating not only the re-design, but also how our future generations will learn. Thus causing the development of the new student-led learning ILE concept to become controlled by existing construction techniques and the Rebuild Programmes budget restrictions.  This thesis focuses on the future proofing of New Zealand schools by providing an affordable and time efficient alternative option to the current static, traditional construction, an option that has the ability to cater to the unpredictable fluctuating school rolls across the nation.  This has been done by developing a prefabricated system for standalone classroom blocks. These blocks have the ability to be relocated between different school sites, dynamically catering to the unpredictable school roll numbers experienced across New Zealand. This site flexibility is reflected with the interior flexibility in the classrooms, enhancing the internal teaching space composition and challenges the existing design standards set by the Ministry of Education for Innovative Learning Environments. This system is called “Flexi-Ed”.  Flexibility has been a key driver for this thesis, as the prefabricated structure is have to be flexible in three ways; first in the sense of being easy to assemble and disassemble. Second by offering flexible interior learning environments and thirdly the joints of the structure are designed with the ability to be flexible in order to cope with seismic activity. These three principles will provide schools with long term flexibility, minimal on-site interruption and heighten the standard of ILE across the nation.  I strive to provide schools with long term flexibility and minimal site interruption, whilst heightening the standard of Innovative Learning Environments across New Zealand.

Base isolation is arguably the most reliable method for providing enhanced protection of buildings against earthquake-induced actions, by virtue of a physical separation between the structure and the ground through elements/devices with controlled force capacity, significant lateral deformation capacity and (often) enhanced energy dissipation. Such a design solution has shown its effectiveness in protecting both structural and non-structural components, hence preserving their functionality even in the aftermath of a major seismic event. Despite lead rubber bearings being invented in New Zealand almost forty years ago, the Christchurch Women's hospital was the only isolated building in Christchurch when the Canterbury earthquake sequence struck in 2010/11. Furthermore, a reference code for designing base-isolated buildings in New Zealand is still missing. The absence of a design standard or at least of a consensus on design guidelines is a potential source for a lack of uniformity in terms of performance criteria and compliance design approaches. It may also limit more widespread use of the technology in New Zealand. The present paper provides an overview of the major international codes (American, Japanese and European) for the design of base-isolated buildings. The design performance requirements, the analysis procedures, the design review process and approval/quality control of devices outlined in each code are discussed and their respective pros and cons are compared through a design application on a benchmark building in New Zealand. The results gathered from this comparison are intended to set the basis for the development of guidelines specific for the New Zealand environment.

The Canterbury region of New Zealand experienced four earthquakes greater than MW 6.0 between September 2010 and December 2011. This study employs system dynamics as well as hazard, recovery and organisational literature and brings together data collected via surveys, case studies and interviews with organisations affected by the earthquakes. This is to show how systemic interactions and interdependencies within and between industry and geographic sectors affect their recovery post-disaster. The industry sectors in the study are: construction for its role in the rebuild, information and communication technology which is a regional high-growth industry, trucking for logistics, critical infrastructure, fast moving consumer goods (e.g. supermarkets) and hospitality to track recovery through non-discretionary and discretionary spend respectively. Also in the study are three urban centres including the region’s largest Central Business District, which has been inaccessible since the earthquake of 22 February 2011 to the time of writing in February 2013. This work also highlights how earthquake effects propagated between sectors and how sectors collaborated to mitigate difficulties such as product demand instability. Other interacting factors are identified that influence the recovery trajectories of the different industry sectors. These are resource availability, insurance payments, aid from central government, and timely and quality recovery information. This work demonstrates that in recovering from disaster it is crucial for organisations to identify what interacting factors could affect their operations. Also of importance are efforts to reduce the organisation’s vulnerability and increase their resilience to future crises and in day-to-day operations. Lastly, the multi-disciplinary approach to understanding the recovery and resilience of organisations and industry sectors after disaster, leads to a better understanding of effects as well as more effective recovery policy.

The New Zealand city of Christchurch suffered a series of devastating earthquakes in 2010-11 that changed the urban landscape forever. A new rebuilt city is now underway, largely based on the expressed wishes of the populace to see Christchurch return to being a more people-oriented, cycle-friendly city that it was known for in decades past. Currently 7% of commuters cycle to work, supported by a 200km network of mostly conventional on-road painted cycle lanes and off-road shared paths. The new "Major Cycleways" plan aims to develop approximately 100km of high-quality cycling routes throughout the city in 5-7 years. The target audience is an unaccompanied 10-year-old cycling, which requires more separated cycleways and low-volume/speed "neighbourhood greenways" to meet this standard. This presentation summarises the steps undertaken to date to start delivering this network. Various pieces of research have helped to identify the types of infrastructure preferred by those currently not regularly cycling, as well as helping to assess the merits of different route choices. Conceptual cycleway guidelines have now been translated into detailed design principles for the different types of infrastructure being planned. While much of this work is based on successful designs from overseas, including professional advice from Dutch practitioners, an interesting challenge has been to adapt these designs as required to suit local road environments and road user expectations. The first parts of the new network are being rolled out now, with the hope that this will produce an attractive and resilient network for the future population that leads to cycling being a major part of the local way of life.

Despite over a century of study, the relationship between lunar cycles and earthquakes remains controversial and difficult to quantitatively investigate. Perhaps as a consequence, major earthquakes around the globe are frequently followed by 'prediction' claims, using lunar cycles, that generate media furore and pressure scientists to provide resolute answers. The 2010-2011 Canterbury earthquakes in New Zealand were no exception; significant media attention was given to lunarderived earthquake predictions by non-scientists, even though the predictions were merely 'opinions' and were not based on any statistically robust temporal or causal relationships. This thesis provides a framework for studying lunisolar earthquake temporal relationships by developing replicable statistical methodology based on peer reviewed literature. Notable in the methodology is a high accuracy ephemeris, called ECLPSE, designed specifically by the author for use on earthquake catalogs, and a model for performing phase angle analysis. The statistical tests were carried out on two 'declustered' seismic catalogs, one containing the aftershocks from the Mw7.1 earthquake in Canterbury, and the other containing Australian seismicity from the past two decades. Australia is an intraplate setting far removed from active plate boundaries and Canterbury is proximal to a plate boundary, thus allowing for comparison based on tectonic regime and corresponding tectonic loading rate. No strong, conclusive, statistical correlations were found at any level of the earthquake catalogs, looking at large events, onshore events, offshore events, and the fault type of some events. This was concluded using Schuster's test of significance with α=5% and analysis of standard deviations. A few weak correlations, with p-5-10% of rejecting the null hypothesis, and anomalous standard deviations were found, but these are difficult to interpret. The results invalidate the statistical robustness of 'earthquake predictions' using lunisolar parameters in this instance. An ambitious researcher could improve on the quality of the results and on the range of parameters analyzed. The conclusions of the thesis raise more questions than answers, but the thesis provides an adaptable methodology that can be used to further investigation the problem.

Research on human behaviour during earthquake shaking has identified three main influences of behaviour: the environment the individual is located immediately before and during the earthquake, in terms of where the individual is and who the individual is with at the time of the earthquake; individual characteristics, such as age, gender, previous earthquake experience, and the intensity and duration of earthquake shaking. However, little research to date has systematically analysed the immediate observable human responses to earthquake shaking, mostly due to data constraints and/or ethical considerations. Research on human behaviour during earthquakes has relied on simulations or post-event, reflective interviews and questionnaire studies, often performed weeks to months or even years following the event. Such studies are therefore subject to limitations such as the quality of the participant's memory or (perceived) realism of a simulation. The aim of this research was to develop a robust coding scheme to analyse human behaviour during earthquake shaking using video footage captured during an earthquake event. This will allow systematic analysis of individuals during real earthquakes using a previously unutilized data source, thus help develop guidance on appropriate protective actions. The coding scheme was developed in a two-part process, combining a deductive and inductive approach. Previous research studies of human behavioral response during earthquake shaking provided the basis for the coding scheme. This was then iteratively refined by applying the coding scheme to a broad range of video footage of people exposed to strong shaking during the Canterbury earthquake sequence. The aim of this was to optimise coding scheme content and application across a broad range of scenarios, and to increase inter-coder reliability. The methodology to code data will enhance objective observation of video footage to allow cross-event analysis and explore (among others): reaction time, patterns of behaviour, and social, environmental and situational influences of behaviour. This can provide guidance for building configuration and design, and evidence-based recommendations for public education about injury-preventing behavioural responses during earthquake shaking.

Lincoln University was commissioned by the Avon-Otakaro Network (AvON) to estimate the value of the benefits of a ‘recreation reserve’ or ‘river park’ in the Avon River Residential Red Zone (ARRRZ). This research has demonstrated significant public desire and support for the development of a recreation reserve in the Avon River Residential Red Zone. Support is strongest for a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision, such as walking, cycling and water-based sporting and leisure activities. The research also showed support for a reserve that promotes and enables community interaction and wellbeing, and is evident in respondents’ desires for community gardens, regular festivals and markets, and the physical linking of the CBD with eastern suburbs through a green corridor. There is less support for children’s playgrounds, sports fields or open grassed areas, all of which could be considered as more typical of an urban park development. Benefits (willing to pay) to Christchurch residents (excluding tourists) of a recreation reserve could be as high as $35 million each year. Savings to public health costs could be as high as $50.3 million each year. The incorporation or restoration of various ecosystems services, including water quality improvements, flood mitigation and storm water management could yield a further $8.8 million ($19, 600) per hectare/year at 450 ha). Combined annual benefits of a recreational reserve in the ARRRZ are approximately $94.1 million per annum but this figure does not include potentially significant benefits from, for example, tourism, property equity gains in areas adjacent to the reserve, or the effects of economic rejuvenation in the East. Although we were not able to provide costing estimates for park attributes, this study does make available the value of benefits, which can be used as a guide to the scope of expenditure on development of each park attribute.

Following the 2010 and 2011 earthquakes Christchurch is undergoing extensive development on the periphery of the city. This has been driven in part by the large numbers of people who have lost their homes. Prior to the earthquakes, Christchurch was already experiencing placeless subdivisions and now these are being rolled out rapidly thanks to the efficiency of a formula that has been embraced by the Council, developers and the public alike. However, sprawling subdivisions have a number of issues including inefficient land use, limited housing types, high dependence on motor vehicles and low levels of resilience and no sense of place. Sense of place is of particular interest due to its glaring absence from new subdivisions and its growing importance in the literature. Research shows that sense of place has benefits to our feeling of belonging, well-being, and self-identity, particularly following a disaster. It improves the resilience and sustainability of our living environment and fosters a connection to the landscape thereby making us better placed to respond to future changes. Despite these benefits, current planning models such as new urbanism and transit-oriented design tend to give sense of place a low priority and as a result it can get lost. Given these issues, the focus of this research is “can landscape driven sense of place drive subdivision design without compromising on other urban planning criteria to produce subdivisions that address the issues of sprawl, as well as achieving the benefits associated with a strong sense of place that can improve our overall quality of life?” Answering this question required a thorough review of current urban planning and sense of place literature. This was used to critique existing subdivisions to gain a thorough understanding of the issues. The outcomes of this led to extensive design exploration which showed that, not only is it possible to design a subdivision with sense of place as the key driver but by doing this, the other urban planning criteria become easier to achieve.

After a disaster, cities experience profound social and environmental upheaval. Current research on disasters describes this social disruption along with collective community action to provide support. Pre-existing social capital is recognised as fundamental to this observed support. This research examines the relationship between sense of place for neighbourhood, social connectedness and resilience. Canterbury residents experienced considerable and continued disruption following a large and protracted sequence of earthquakes starting in September 2010. A major aftershock on 22 February 2011 caused significant loss of life, destruction of buildings and infrastructure. Following this earthquake some suburbs of Christchurch showed strong collective action. This research examines the features of the built environment that helped to form this cooperative support. Data were collected through semi-structured interviews with 20 key informants followed by 38 participants from four case study suburbs. The objectives were to describe the community response of suburbs, to identify the key features of the built environment and the role of social infrastructure in fostering social connectedness. The last objective was to contribute to future planning for community resilience. The findings from this research indicated that social capital and community competence are significant resources to be called upon after a disaster. Features of the local environment facilitated the formation of neighbourhood connections that enabled participants to cope, manage and to collectively solve problems. These features also strengthened a sense of belonging and attachment to the home territory. Propinquity was important; the bumping and gathering places such as schools, small local shops and parks provided the common ground for meaningful pre-existing local interaction. Well-defined geography, intimate street typology, access to quality natural space and social infrastructure helped to build the local social connections and develop a sense of place. Resourceful individuals and groups were also a factor, and many are drawn to live near the inner city or more natural places. The features are the same well understood attributes that contribute to health and wellbeing. The policy and planning framework needs to consider broader social outcomes, including resilience in new and existing urban developments. The socio-political structures that provide access to secure and stable housing and local education should also be recognised and incorporated into local planning for resilience and the everyday.

We present preliminary observations on three waters impacts from the Mw7.8 14th November 2016 Kaikōura Earthquake on wider metropolitan Wellington, urban and rural Marlborough, and in Kaikōura township. Three waters systems in these areas experienced widespread and significant transient ground deformation in response to seismic shaking, with localised permanent ground deformation via liquefaction and lateral spreading. In Wellington, potable water quality was impacted temporarily by increased turbidity, and significant water losses occurred due to damaged pipes at the port. The Seaview and Porirua wastewater treatment plants sustained damage to clarifier tanks from water seiching, and increased water infiltration to the wastewater system occurred. Most failure modes in urban Marlborough were similar to the 2010-2011 Canterbury Earthquake Sequence; however some rural water tanks experienced rotational and translational movements, highlighting importance of flexible pipe connections. In Kaikōura, damage to reservoirs and pipes led to loss of water supply and compromised firefighting capability. Wastewater damage led to environmental contamination, and necessitated restrictions on greywater entry into the system to minimise flows. Damage to these systems necessitated the importation of tankered and bottled water, boil water notices and chlorination of the system, and importation of portaloos and chemical toilets. Stormwater infrastructure such as road drainage channels was also damaged, which could compromise condition of underlying road materials. Good operational asset management practices (current and accurate information, renewals, appreciation of criticality, good system knowledge and practical contingency plans) helped improve system resilience, and having robust emergency management centres and accurate Geographic Information System data allowed effective response coordination. Minimal damage to the wider built environment facilitated system inspections. Note Future research will include detailed geospatial assessments of seismic demand on these systems and attendant modes of failure, levels of service restoration, and collaborative development of resilience measures.

Following the 2010/2011 Canterbury (New Zealand) earthquakes the seismic design of buildings with precast concrete panels has received significant attention. Although this form of construction generally performed adequately in Christchurch, there were a considerable number of precast concrete panel connection failures. This observation prompted a review of more than 4700 panel details to establish representative details used in both existing and new multi-storey and low rise industrial precast concrete buildings. The detailing and quantity of each reviewed connection type in the sampled data is reported, and advantages and potential deficiencies of each connection type are discussed. Following the Canterbury earthquakes, it was observed that brittle failure had occurred in some grouted metal duct connections used for precast concrete wall panels, resulting in recommendations for more robust detailing of this connection type. A set of experimental tests was subsequently performed to investigate the in-plane seismic behaviour of precast concrete wall panel connections. This testing comprised of seven reversed cyclic in-plane tests of fullscale precast concrete wall panels having wall-to-foundation grouted metal duct connections. Walls with existing connection detailing were found to perform adequately when carrying low axial loads, but performance was found to be less satisfactory as the axial load and wall panel length increased. The use of new recommended detailing was observed to prevent brittle connection response and to improve the robustness of the reinforcement splice. A parametric investigation was conducted using the finite element method to predict the failure mode of metal duct connections. From the results of the parametric study on metal duct connections it was identified that there were three possible failure modes, being reinforcement fracture, concrete spalling without metal duct pull out, and concrete spalling with metal duct pull-out. An alternative simple analytical method was proposed in order to determine the type of connection failure without using a time-consuming finite element method. Grouted sleeves inserts are an alternative connector that is widely used to connect wall panels to the foundations. The two full-scale wall panels were subjected to reversed cyclic in-plane demands until failure of either the connection or the wall panel. Wall panel failure was due to a combination of connection reinforcement pulling-out from the coupler and reinforcement fracture. In addition, non-embedded grouted sleeve tests filled with different quality of grout were conducted by subjecting these coupler assemblages to cyclic and monotonic forces

This study uses 44 high quality liquefaction case histories taken from 22 locations affected by the 2010-2011 Canterbury earthquake sequence to evaluate four commonly used CPT-VS correlations (i.e., Robertson, 2009; Hegazy and Mayne, 2006; Andrus et al., 2007; McGann et al., 2015b). Co-located CPT soundings and VS profiles, developed from surface wave testing, were obtained at 22 locations and case histories were developed for the Mw 7.1, 4 September 2010 Darfield and Mw 6.2, 22 February 2011 Christchurch earthquakes. The CPT soundings are used to generate VS profiles using each of four CPT-VS correlations. These correlated VS profiles are used to estimate the factor of safety against liquefaction using the Kayen et al. (2013) VS-based simplified liquefaction evaluation procedure. An error index is used to quantify the predictive capabilities of these correlations in relation to the observations of liquefaction (or the lack thereof). Additionally, the error indices from the CPT-correlated VS profiles are compared to those obtained using: (1) the Kayen et al. (2013) procedure with surface wave-derived VS profiles, and (2) the Idriss and Boulanger (2008) CPT-based liquefaction evaluation procedure. Based on the error indices, the evaluation procedures based on direct measurements of either CPT or VS provided more accurate liquefaction triggering estimates than those obtained from any of the CPT-VS correlations. However, the performance of the CPT-VS correlations varied, with the Robertson (2009) and Hegazy and Mayne (2006) correlations performing relatively poorly for the Christchurch soils and the Andrus et al. (2007) and McGann et al. (2015b) correlations performing better. The McGann et al. (2015b) correlation had the lowest error indices of the CPT-VS correlations tested, however, none of the CPT-VS correlations provided accurate enough VS predictions to be used for the evaluation of liquefaction triggering using the VS-based liquefaction evaluation procedures.

Contemporary organisations operate in rapidly evolving complex and ambiguous environments for which traditional change management approaches are insufficient. Under these conditions, organisations need to demonstrate learning and adaptive capabilities to effectively manage crises. Yet, the swift development and enactment of these capabilities can be particularly challenging for large, operationally diverse, and financially constrained public-sector organisations such as universities. Despite growing need for evidence-based research to guide crisis and change management in the higher education sector, the organisational literature offers limited insights. The combined impact of the 2010 and 2011 Canterbury earthquakes with a well-advanced restructure provided an opportunity to investigate institutional adaptation to and management of a compounded planned change (i.e., restructure) and an unplanned change (i.e., natural disaster response) at a university. Beginning in 2016, individual semi-structured interviews were conducted with 20 middle and senior university managers to capture their perspectives of compounded planned and unplanned change management, covering views of leadership, and of operational, structural, relational, and extra-organisational factors. Data were analysed using reflexive thematic analysis. The analysis coalesced into two overarching themes: Change Management Approaches and Lessons Learned through Change. Change Management Approaches evince institutional adaptation factors, along with barriers and enablers to effective change management, arising from the interplay of, and tensions between, leadership capabilities and a longstanding participatory culture. Lessons Learned through Change encompass business continuity mechanisms, and the learning opportunities seized and missed by leaders. The findings assert the primacy of workforce capabilities to 21st-century organisational success and thriving and substantiate that the calibre and availability of workforce capability is contingent on organisational culture and leadership. Leaders must ensure organisational agility by empowering employees, leveraging and integrating their contributions within and across functional units, and promoting effective two-way communication. The research argues for a hybrid repertoire of versatile dynamic organisational leadership qualities and capabilities to effectively navigate the multidimensional challenges and uncertainties in this sector and 21st-century business conditions. Of overarching significance to this repertoire is purpose-oriented emotionally intelligent leadership that honours the individual and collective dignity, diversity, and intelligence of all employees. This research empirically evidences the co-occurrence of planned and unplanned change in contemporary society, and continuous organisational adaptation and resilience to navigate the persistent volatility during a protracted crisis. Accordingly, the thesis argues that continued bifurcation of planned and unplanned change fields, and strategic and change management leadership theories is untenable, and that an integrated framework of organisational leadership and change management methodologies is required for organisations to effectively respond to and navigate the challenges and volatility of contemporary organisational contexts.

This is an interim report from the research study performed within the NHRP Research Project “Impacts of soil liquefaction on land, buildings and buried pipe networks: geotechnical evaluation and design, Project 3: Seismic assessment and design of pipe networks in liquefiable soils”. The work presented herein is a continuation of the comprehensive study on the impacts of Christchurch earthquakes on the buried pipe networks presented in Cubrinovski et al. (2011). This report summarises the performance of Christchurch City’s potable water, waste water and road networks through the 2010-2011 Canterbury Earthquake Sequence (CES), and particularly focuses on the potable water network. It combines evidence based on comprehensive and well-documented data on the damage to the water network, detailed observations and interpretation of liquefaction-induced land damage, records and interpretations of ground motion characteristics induced by the Canterbury earthquakes, for a network analysis and pipeline performance evaluation using a GIS platform. The study addresses a range of issues relevant in the assessment of buried networks in areas affected by strong earthquakes and soil liquefaction. It discusses performance of different pipe materials (modern flexible pipelines and older brittle pipelines) including effects of pipe diameters, fittings and pipeline components/details, trench backfill characteristics, and severity of liquefaction. Detailed breakdown of key factors contributing to the damage to buried pipes is given with reference to the above and other relevant parameters. Particular attention is given to the interpretation, analysis and modelling of liquefaction effects on the damage and performance of the buried pipe networks. Clear link between liquefaction severity and damage rate for the pipeline has been observed with an increasing damage rate seen with increasing liquefaction severity. The approach taken here was to correlate the pipeline damage to LRI (Liquefaction Resistance Index, newly developed parameter in Cubrinovski et al., 2011) which represents a direct measure for the soil resistance to liquefaction while accounting for the seismic demand through PGA. Key quality of the adopted approach is that it provides a general methodology that in conjunction with conventional methods for liquefaction evaluation can be applied elsewhere in New Zealand and internationally. Preliminary correlations between pipeline damage (breaks km-1), liquefaction resistance (LRI) and seismic demand (PGA) have been developed for AC pipes, as an example. Such correlations can be directly used in the design and assessment of pipes in seismic areas both in liquefiable and non-liquefiable areas. Preliminary findings on the key factors for the damage to the potable water pipe network and established empirical correlations are presented including an overview of the damage to the waste water and road networks but with substantially less detail. A comprehensive summary of the damage data on the buried pipelines is given in a series of appendices.

Current research in geotechnical engineering at the University of Canterbury includes a number of laboratory testing programmes focussed on understanding the behaviour of natural soil deposits in Christchurch during the 2010-2011 Canterbury Earthquake Sequence. Many soils found in Christchurch are sands or silty sands with little to no plasticity, making them very difficult to sample using established methods. The gel-push sampling methodology, developed by Kiso-Jiban Consultants in Japan, was developed to address some of the deficiencies of existing sampling techniques and has been deployed on two projects in Christchurch. Gel push sampling is carried out with a range of samplers which are modified versions of existing technology, and the University of Canterbury has acquired three versions of the tools (GP-S, GP-Tr, GP-D). Soil samples are extracted from the bottom of a freshly drilled borehole and are captured within a liner barrel, close to 1m in length. A lubricating polymer gel coats the outside of the soil sample as it enters the liner barrel. The frictional rubbing which normally occurs on the sides of the soil samples using existing techniques is eliminated by the presence of the polymer gel. The operation of the gel-push samplers is significantly more complicated than conventional push-tube samplers, and in the initial trials a number of operational difficulties were encountered, requiring changes to the sampling procedures. Despite these issues, a number of high quality soil samples were obtained on both projects using the GP-S sampler to capture silty soil. Attempts were made to obtain clean sands using a different gel-push sampler (GP-TR) in the Red Zone. The laboratory testing of these sands indicated that they were being significantly disturbed during the sampling and/or transportation procedures. While it remains too early to draw definitive conclusions regarding the performance of the gel-push samplers, the methodology has provided some promising results. Further trialling of the tools are required to refine operating procedures understand the full range of soil conditions which can be successfully sampled using the tools. In parallel with the gel-push trials, a Dames and Moore fixed-piston sampler has been used by our research partners from Berkeley to obtain soil samples at a number of sites within Christchurch. This sampler features relatively short (50cm), thin-walled liner barrels which is advanced into the ground under the action of hydraulic pressure. By reducing the overall length of the soil being captured, the disturbance to the soil as it enters the liner barrel is significantly reduced. The Dames and Moore sampler is significantly easier to operate than the gel-push sampler, and past experience has shown it to be successful in soft, plastic materials (i.e. clays and silty clays). The cyclic resistance of one silty clay obtained using both the gel-push and Dames & Moore samplers has been found to be very similar, and ongoing research aims to establish whether similar results are obtained for different soil types, including silty materials and clean sands.

INTRODUCTION: Connections between environmental factors and mental health issues have been postulated in many different countries around the world. Previously undertaken research has shown many possible connections between these fields, especially in relation to air quality and extreme weather events. However, research on this subject is lacking in New Zealand, which is difficult to analyse as an overall nation due to its many micro-climates and regional differences.OBJECTIVES: The aim of this study and subsequent analysis is to explore the associations between environmental factors and poor mental health outcomes in New Zealand by region and predict the number of people with mental health-related illnesses corresponding to the environmental influence.METHODS: Data are collected from various public-available sources, e.g., Stats NZ and Coronial services of New Zealand, which comprised four environmental factors of our interest and two mental health indicators data ranging from 2016 up until 2020. The four environmental factors are air pollution, earthquakes, rainfall and temperature. Two mental health indicators include the number of people seen by District Health Boards (DHBs) for mental health reasons and the statistics on suicide deaths. The initial analysis is carried out on which regions were most affected by the chosen environmental factors. Further analysis using Auto-Regressive Integrated Moving Average(ARIMA) creates a model based on time series of environmental data to generate estimation for the next two years and mental health projected from the ridge regression.RESULTS: In our initial analysis, the environmental data was graphed along with mental health outcomes in regional charts to identify possible associations. Different regions of New Zealand demonstrate quite different relationships between the environmental data and mental health outcomes. The result of later analysis predicts that the suicide rate and DHB mental health visits may increase in Wellington, drop-in Hawke's Bay and slightly increase in Canterbury for the year 2021 and 2022 with different environmental factors considered.CONCLUSION: It is evident that the relationship between environmental and mental health factors is regional and not national due to the many micro-climates that exist around the nation. However, it was observed that not all factors displayed a good relationship between the regions. We conclude that our hypotheses were partially correct, in that increased air pollution was found to correlate to increased mental health-related DHB visits. Rainfall was also highly correlated to some mental health outcomes. Higher levels of rainfall reduced DHB visits and suicide rates in some areas of the country.
