A copy of a letter from Hugo Kristinsson which was sent to Helen Beaumont, Manager of the Natural Environment and Heritage Unit at the Christchurch City Council, on 17 June 2014. The letter was sent on behalf of Empowered Christchurch. It is about legislation which, according to Kristinsson, determines land below the mean high water spring to be public land. Kristinsson is concerned that this legislation will cause 'hundred or even thousands' of people to lose their assets. He urges the Council to 'have the land surveyed and to redefine the CMA [Crown Minerals Act] before land claims are settled'.

BeatBox has also received support from government agencies and community organisations for providing an essential central city project in transitional Christchurch. The operation of telecommunication networks is critical during business as usual times, and becomes most vital in post-disaster scenarios, when the services are most needed for restoring other critical lifelines, due to inherent interdependencies, and for supporting emergency and relief management tasks. In spite of the recognized critical importance, the assessment of the seismic performance for the telecommunication infrastructure appears to be underrepresented in the literature. The FP6 QuakeCoRE project “Performance of the Telecommunication Network during the Canterbury Earthquake Sequence” will provide a critical contribution to bridge this gap. Thanks to an unprecedented collaboration between national and international researchers and highly experienced asset managers from Chorus, data and evidences on the physical and functional performance of the telecommunication network after the Canterbury Earthquakes 2010-2011 have been collected and collated. The data will be processed and interpreted aiming to reveal fragilities and resilience of the telecommunication networks to seismic events

Utility managers are always looking for appropriate tools to estimate seismic damage in wastewater networks located in earthquake prone areas. Fragility curves, as an appropriate tool, are recommended for seismic vulnerability analysis of buried pipelines, including pressurised and unpressurised networks. Fragility curves are developed in pressurised networks mainly for water networks. Fragility curves are also recommended for seismic analysis in unpressurised networks. Applying fragility curves in unpressurised networks affects accuracy of seismic damage estimation. This study shows limitations of these curves in unpressurised networks. Multiple case study analysis was applied to demonstrate the limitations of the application of fragility curves in unpressurised networks in New Zealand. Four wastewater networks within New Zealand were selected as case studies and various fragility curves used for seismic damage estimation. Observed damage in unpressurised networks after the 2007 earthquake in Gisborne and the 2010 earthquake in Christchurch demonstrate the appropriateness of the applied fragility curves to New Zealand wastewater networks. This study shows that the application of fragility curves, which are developed from pressurised networks, cannot be accurately used for seismic damage assessment in unpressurised wastewater networks. This study demonstrated the effects of different parameters on seismic damage vulnerability of unpressurised networks.

On 15 August 1868, a great earthquake struck off the coast of the Chile-Peru border generating a tsunami that travelled across the Pacific. Wharekauri-Rekohu-Chatham Islands, located 800 km east of Christchurch, Aotearoa-New Zealand (A-NZ) was one of the worst affected locations in A-NZ. Tsunami waves, including three over 6 metres high, injured and killed people, destroyed buildings and infrastructure, and impacted the environment, economy and communities. While experience of disasters, and advancements in disaster risk reduction systems and technology have all significantly advanced A-NZ’s capacity to be ready for and respond to future earthquakes and tsunami, social memory of this event and other tsunamis during our history has diminished. In 2018, a team of scientists, emergency managers and communication specialists collaborated to organise a memorial event on the Chatham Islands and co-ordinate a multi-agency media campaign to commemorate the 150th anniversary of the 1868 Arica tsunami. The purpose was to raise awareness of the disaster and to encourage preparedness for future tsunami. Press releases and science stories were distributed widely by different media outlets and many attended the memorial event indicating public interest for commemorating historical disasters. We highlight the importance of commemorating disaster anniversaries through memorial events, to raise awareness of historical disasters and increase community preparedness for future events – “lest we forget and let us learn.”

A video of a presentation by Ian Campbell, Executive General Manager of the Stronger Christchurch Rebuild Team (SCIRT), during the third plenary of the 2016 People in Disasters Conference. The presentation is titled, "Putting People at the Heart of the Rebuild".The abstract for this presentation reads: On the face of it, the Stronger Christchurch Infrastructure Rebuild Team (SCIRT) is an organisation created to engineer and carry out approximately $2B of repairs to physical infrastructure over a 5-year period. Our workforce consists primarily of engineers and constructors who came from far and wide after the earthquakes to 'help fix Christchurch'. But it was not the technical challenges that drew them all here. It was the desire and ambition expressed in the SCIRT 'what we are here for' statement: 'to create resilient infrastructure that gives people security and confidence in the future of Christchurch'. For the team at SCIRT, people are at the heart of our rebuild programme. This is recognised in the intentional approach SCIRT takes to all aspects of its work. The presentation will touch upon how SCIRT communicated with communities affected by our work and how we planned and coordinated the programme to minimise the impacts, while maximising the value for both the affected communities and the taxpayers of New Zealand and rate payers of Christchurch funding it. The presentation will outline SCIRT's very intentional approach to supporting, developing, connecting, and enabling our people to perform, individually, and collectively, in the service of providing the best outcome for the people of Christchurch and New Zealand.

Nowadays the telecommunication systems’ performance has a substantial impact on our lifestyle. Their operationality becomes even more substantial in a post-disaster scenario when these services are used in civil protection and emergency plans, as well as for the restoration of all the other critical infrastructure. Despite the relevance of loss of functionality of telecommunication networks on seismic resilience, studies on their performance assessment are few in the literature. The telecommunication system is a distributed network made up of several components (i.e. ducts, utility holes, cabinets, major and local exchanges). Given that these networks cover a large geographical area, they can be easily subjected to the effects of a seismic event, either the ground shaking itself, or co-seismic events such as liquefaction and landslides. In this paper, an analysis of the data collected after the 2010-2011 Canterbury Earthquake Sequence (CES) and the 2016 Kaikoura Earthquake in New Zealand is conducted. Analysing these data, information gaps are critically identified regarding physical and functional failures of the telecommunication components, the timeline of repair/reconstruction activities and service recovery, geotechnical tests and land planning maps. Indeed, if these missing data were presented, they could aid the assessment of the seismic resilience. Thus, practical improvements in the post-disaster collection from both a network and organisational viewpoints are proposed through consultation of national and international researchers and highly experienced asset managers from Chorus. Finally, an outline of future studies which could guide towards a more resilient seismic performance of the telecommunication network is presented.

Lincoln University School of Landscape Architecture provided the student competition and are supporting the winning students and their designs into fruition. "In 2012 Lincoln University School of Landscape Architecture students created 40 beautiful designs for the Places of Tranquillity. Six winning designs were chosen from the 995 votes made online or at the displays at Community and Public Health and the Migrant Centre. The six winners were announced at the Healthy Christchurch Hui on the 31st May 2012. Each winning student received a Certificate and a $50 Scorpio Book Voucher. Tsunami events including the 2004 Indian Ocean Tsunami and the 2011 Tohoku Earthquake and Tsunami confirmed the need for Pacific-wide comprehensive risk mitigation and effective tsunami evacuation planning. New Zealand is highly exposed to tsunamis and continues to invest in tsunami risk awareness, readiness and response across the emergency management and science sectors. Evacuation is a vital risk reduction strategy for preventing tsunami casualties. Understanding how people respond to warnings and natural cues is an important element to improving evacuation modelling techniques. The relative rarity of tsunami events locally in Canterbury and also globally, means there is limited knowledge on tsunami evacuation behaviour, and tsunami evacuation planning has been largely informed by hurricane evacuations. This research aims to address this gap by analysing evacuation behaviour and movements of Kaikōura and Southshore/New Brighton (coastal suburb of Christchurch) residents following the 2016 Kaikōura earthquake. Stage 1 of the research is engaging with both these communities and relevant hazard management agencies, using a survey and community workshops to understand real-event evacuation behaviour during the 2016 Kaikōura earthquake and subsequent tsunami evacuations. The second stage is using the findings from stage 1 to inform an agent-based tsunami evacuation model, which is an approach that simulates of the movement of people during an evacuation response. This method improves on other evacuation modelling approaches to estimate evacuation times due to better representation of local population characteristics. The information provided by the communities will inform rules and interactions such as traffic congestion, evacuation delay times and routes taken to develop realistic tsunami evacuation models. This will allow emergency managers to more effectively prepare communities for future tsunami events, and will highlight recommended actions to increase the safety and efficiency of future tsunami evacuations.

Williams is the Programme Manager of the Ministry of Education's Greater Christchurch Education Renewal Programme. The presentation is titled, "Education Renewal: A section response to the February 2011 Christchurch earthquake".The abstract for this presentation reads as follows: The Canterbury earthquakes caused a disaster recovery situation unparalleled in New Zealand's history. In addition to widespread damage to residential dwellings and destruction of Christchurch's central business district, the earthquakes damaged more than 200 schools from Hurunui in the north, to the Mackenzie District in the east, and Timaru in the south. The impact on education provision was substantial, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent operational issues caused by the ensuing migration of people. Following the February earthquake, over 12,000 students had left the school they had been attending and enrolled elsewhere - often at a school outside the region. Shortened school days and compression of teaching into short periods meant shift-sharing students engaged in the curriculum being delivered in more diverse ways. School principals and staff reported increased fatigue and stress and changes in student behaviours, often related to repeated exposure to and ongoing reminders of the trauma of the earthquakes. While there has been a shift from direct, trauma-related presentations to the indirect effects of psychological adversity and daily life stresses, international experiences tells us that psychological recovery generally lags behind the immediate physical recovery and rebuilding. The Ministries of Health and Education and the Canterbury District Health Board have developed and implemented a joint action plan to address specifically the emerging mental health issues for youth in Canterbury. However, the impact of vulnerable and stressed adults on children's behaviour contributes to the overall impact of ongoing wellbeing issues on the educational outcomes for the community. There is substantial evidence supporting the need to focus on adults' resilience so they can support children and youth. Much of the Ministry's work around supporting children under stress is through supporting the adults responsible for teaching them and leading their schools. The education renewal programme exists to assist education communities to rebuild and look toward renewal. The response to the earthquakes provides a significant opportunity to better meet the needs and aspirations of children and youth people. All the parents want to see their children eager to learn, achieving success, and gaining knowledge and skills that will, in time, enable them to become confident, adaptable, economically independent adults. But this is not always the case, hence our approach to education renewal seeks to address inequities and improve outcome, while prioritising actions that will have a positive impact on learners in greatest need of assistance.
