In this article we utilize grounded theory to explore women’s experiences in the unique construction industry context that followed the 2010 Canterbury (New Zealand) earthquakes. Data were obtained from 36 semi-structured interviews conducted with women working in a variety of occupations in the construction industry. We identify three inter-related categories: capitalizing on opportunity, demonstrating capability and surface tolerance, which together represent a response process that we label ‘deferential tailoring’. The deferential tailoring process explains how women intentionally shape their response to industry conditions through self-regulating behaviors that enables them to successfully seize opportunities and manage gender-related challenges in the working environment. Our findings challenge existing research which suggests that women adopt submissive coping strategies to conform to androcentric norms in the construction industry. Instead, we argue that the process of deferential tailoring can empower women to build positive workplace relationships, enhance career development, and help shift perceptions of the value of their work in the industry.

Earthquake Engineering is facing an extraordinarily challenging era, the ultimate target being set at increasingly higher levels by the demanding expectations of our modern society. The renewed challenge is to be able to provide low-cost, thus more widely affordable, high-seismic-performance structures capable of sustaining a design level earthquake with limited or negligible damage, minimum disruption of business (downtime) or, in more general terms, controllable socio-economical losses. The Canterbury earthquakes sequence in 2010-2011 has represented a tough reality check, confirming the current mismatch between societal expectations over the reality of seismic performance of modern buildings. In general, albeit with some unfortunate exceptions, modern multi-storey buildings performed as expected from a technical point of view, in particular when considering the intensity of the shaking (higher than new code design) they were subjected to. As per capacity design principles, plastic hinges formed in discrete regions, allowing the buildings to sway and stand and people to evacuate. Nevertheless, in many cases, these buildings were deemed too expensive to be repaired and were consequently demolished. Targeting life-safety is arguably not enough for our modern society, at least when dealing with new building construction. A paradigm shift towards damage-control design philosophy and technologies is urgently required. This paper and the associated presentation will discuss motivations, issues and, more importantly, cost-effective engineering solutions to design buildings capable of sustaining low-level of damage and thus limited business interruption after a design level earthquake. Focus will be given to the extensive research and developments in jointed ductile connections based upon controlled rocking & dissipating mechanisms for either reinforced concrete and, more recently, laminated timber structures. An overview of recent on-site applications of such systems, featuring some of the latest technical solutions developed in the laboratory and including proposals for the rebuild of Christchurch, will be provided as successful examples of practical implementation of performance-based seismic design theory and technology.
The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. This research and report offers two primary benefits:
Peri-urban environments are critical to the connections between urban and rural ecosystems and their respective communities. Lowland floodplains are important examples that are attractive for urbanisation and often associated with the loss of rural lands and resources. In Christchurch, New Zealand, damage from major earthquakes led to the large-scale abandonment of urban residential properties in former floodplain areas creating a rare opportunity to re-imagine the future of these lands. This has posed a unique governance challenge involving the reassessment of land-use options and a renewed focus on disaster risk and climate change adaptation. Urban-rural tensions have emerged through decisions on relocating residential development, alternative proposals for land uses, and an unprecedented opportunity for redress of degraded traditional values for indigenous (Māori) people. Immediately following the earthquakes, existing statutory arrangements applied to many recovery needs and identified institutional responsibilities. Bespoke legislation was also created to address the scale of impacts. Characteristics of the approach have included attention to information acquisition, iterative assessment of land - use options, and a wide variety of opportunities for community participation. Challenges have included a protracted decision-making process with accompanying transaction costs, and a high requirement for coordination. The case typifies the challenges of achieving ecosystem governance where both urban and rural stakeholders have strong desires and an opportunity to exert influence. It presents a unique context for applying the latest thinking on ecosystem management, adaptation, and resilience, and offers transferable learning for the governance of peri-urban floodplains worldwide.
The M7.8 Kaikoura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.

A story of hope, at least when it comes to the rebuilding challenge ahead, particularly of Christchurch's badly damaged Cathedral. The Australian city of Newcastle suffered a major earthquake in 1989, and over the next few years put huge effort into rebuilding, virtually brick by brick, its ruined Cathedral. John McNaughton, who was the Lord mayor of Newcastle who oversaw the rebuild, joins us.
