Abstract The original intention for the Partnership Community Worker (PCW) project in 2006 was for it to be an extension of the Pegasus Health General Practice and furthermore to be a bridge between the community and primary healthcare. It was believed that a close working relationship between the Practice Nurse and the PCW would help the target population of Māori, Pacifica and low income people to address and overcome their perceived barriers to healthcare which included: finance, transport, anxiety, cultural issues, communication, or lack of knowledge. Seven years later although the PCW project has been deemed a success in the Canterbury District Health Board annual reports (2013-14) and community and government agencies, including the Christchurch Resettlement Service (2012), many of the Pegasus Health General Practices have not utilised the project to its full extent, hence the need for this research. I was interested in finding out in the first instance if the model had changed and, if so why, and in the second instance if the promotional material currently distributed by Pegasus Health Primary Health Organisation reflected the daily practice of the PCW. A combination of methods were used including: surveys to the Pegasus Health General Practices, interviews with PCWs, interviews with managers of both the PCW host organisations and referring agencies to the PCW project. All the questions asked of all the participants in this research were focussed on their own perception of the role of the PCW. Results showed that the model has changed and although the publications were not reflecting the original intention of the project they did reflect the daily practice of the PCWs who are now struggling to meet much wider community expectations and needs. Key Results: Partnership Community Worker (PCW) interviews: Seventeen PCWs of the 19 employed were interviewed face to face. A number expressed interest in more culturally specific training and some are pursuing qualifications in social work; for many pay parity is an issue. In addition, many felt overwhelmed by the expectations around clients with mental health issues and housing issues now, post-earthquakes. Medical Practice surveys: Surveys were sent to eighty-two Pegasus Health medical practices and of these twenty five were completed. Results showed the full capacity of the PCW role was not clearly understood by all with many believing it was mostly a transport service. Those who did understand the full complexity of the role were very satisfied with the outcomes. PCW Host Community Manager Interviews: Of the ten out of twelve managers interviewed, some wished for more communication with Pegasus Health management because they felt aspects of both the PCW role and their own role as managers had become blurred over time. Referring organisations: Fifteen of the fifty referring community or government organisations participated. The overall satisfaction of the service was high and some acknowledged the continuing need for PCWs to be placed in communities where they were well known and trusted. Moreover results also showed that both the Canterbury earthquakes 2010-2011 and the amalgamation of Partnership Health PHO and Pegasus Health Charitable Limited in 2013 have contributed to the change of the model. Further future research may also be needed to examine the long term effects on the people of Canterbury involved in community work during the 2011-2014 years.

On the 22nd of February, 2011 the city of Christchurch, New Zealand was crippled by a colossal earthquake. 185 people were killed, thousands injured and what remained was a city left in destruction and ruin. Thousands of Christchurch properties and buildings were left damaged beyond repair and the rich historical architecture of the Canterbury region had suffered irreparably.  This research will conduct an investigation into whether the use of mixed reality can aid in liberating Christchurch’s rich architectural heritage when applied to the context of destructed buildings within Christchurch.  The aim of this thesis is to formulate a narrative around the embodiment of mixed reality when subjected to the fragmentary historical architecture of Christchurch. Mixed reality will aspire to act as the defining ligature that holds the past, present and future of Christchurch’s architectural heritage intact as if it is all part of the same continuum.  This thesis will focus on the design of a memorial museum within a heavily damaged historical trust registered building due to the Christchurch earthquake. It is important and relevant to conceive the idea of such a design as history is what makes everything we know. The memories of the past, the being of the now and the projection of the future is the basis and fundamental imperative in honouring the city and people of Christchurch. Using the technologies of Mixed Reality and the realm of its counter parts the memorial museum will be a definitive proposition of desire in providing a psychological and physical understanding towards a better Christchurch, for the people of Christchurch.  This thesis serves to explore the renovation possibilities of the Canterbury provincial council building in its destructed state to produce a memorial museum for the Christchurch earthquake. The design seeks to mummify the building in its raw state that sets and develops the narrative through the spaces. The design intervention is kept at a required minimum and in doing so manifests a concentrated eloquence to the derelict space. The interior architecture unlocks the expression of history and time encompassed within a destructive and industrialised architectural dialogue. History is the inhabitant of the building, and using the physical and virtual worlds it can be set free.  This thesis informs a design for a museum in central Christchurch that celebrates and informs the public on past, present and future heritage aspects of Christchurch city. Using mixed reality technologies the spatial layout inside will be a direct effect of the mixed reality used and the exploration of the physical and digital heritage aspects of Christchurch. The use of technology in today’s world is so prevalent that incorporating it into a memorial museum for Christchurch would not only be interesting and exploratory but also offer a sense of pushing forward and striving beyond for a newer, fresher Christchurch. The memorial museum will showcase a range of different exhibitions that formulate around the devastating Christchurch earthquake. Using mixed reality technologies these exhibitions will dictate the spaces inside dependant on their various applications of mixed reality as a technology for architecture. Research will include; what the people of Canterbury are most dear to in regards to Christchurch’s historical environment; the use of mixed reality to visualise digital heritage, and the combination of the physical and digital to serve as an architectural mediation between what was, what is and what there could be.

Today there is interest in building resilient communities. Identifying and managing the risks of natural hazards with communities who face compounding hazards is challenging. Alpine ski areas provide a unique context to study this challenging and complex process. The traditional approach taken to manage natural hazards is discipline-centric and focuses on common (e.g. high probability low consequence) natural hazards such as avalanches. While this thesis acknowledges that the common approach is rational, it argues that we can extend our communities of practice to include rare (e.g. low probability / high consequence) natural hazards such as earthquakes. The dynamically complex nature of these ‘rare’ hazards limits our understanding about them, but by seeking and using the lived experiences of people in mountain communities some knowledge can be gained to help improve our understanding of how to adapt. This study focuses on such an approach in the context of alpine ski areas prone to earthquakes as a first step toward identifying key policy opportunities for hazard mitigation in general. The contributions can be broken down into methodological, contextual, and theoretical pursuits, as well as opportunities for improving future research. A development mixed method triangulated approach was justified because the research problem (i.e. earthquakes in ski areas) has had little consideration. The context provided the opportunity to test the integration of methods while dealing with the challenges of research in a novel context. Advancement to fuzzy cognitive mapping was achieved through the use of unsupervised neural networks (Self-organizing Maps or Kohonen Maps). The framework applied in the multi-site case study required a synthesis of current approaches, advances to methods and a functional use of cultural theory. Different approaches to participatory policy development were reviewed to develop a research protocol that was accessible. Cultural theory was selected as a foundation for the thesis because of its’ preference for plural rationalities from five ways of organizing. Moreover, the study undertook a shift away from the dichotomy of ‘methodological individualism’ and ‘methodological collectivism’ and instead chose the dividual (i.e. social solidarities that consist of culural biases, behavioral strategies and social relations) as a consistent unit of analysis despite three different methodologies including: field studies, qualitative interviews, and fuzzy cognitive maps. In this sense, the thesis sought to move away from ‘elegant solutions’ from singular solidarities or methods toward a research philosophy that sustains requisite variety and clumsy solutions. Overall the approach was a trandisciplinary framework that is a step toward sustainable hazards mitigation. The results indicate that the selections of risks and adaptation strategies associated with the in-situ hazards are driven by roles that managers, workers, and riders play in the context. Additionally, fuzzy cognitive maps were used as an extension of qualitative interviews and demonstrated the potential for power struggles that may arise between participant groups when considering strategies for preparation, response and recovery. Moreover, the results stress that prolonged engagement with stakeholders is necessary to improve the policy development process. Some comments are made on the compatibility condition of congruence between cultural biases, behavioural strategies, and social relations. As well, inclusion of the hermit/autonomous solidarities is stressed as a necessary component of future applications of cultural theory. The transdisciplinary mixed-method framework is an approach that can be transferred to many other vital areas of research where integration is desirable.

The increasing prevalence of mixed-material buildings that combine concrete walls and steel frames in New Zealand, coupled with a lack of specific design and detailing guidelines for concrete wall-steel beam connections, underscores the need for comprehensive research to ensure that these structures behave as intended during earthquakes. Bolted web plate connections, commonly found in steel framing systems, are typically used to connect steel beams to concrete walls. These connections are idealised as pinned during design. However, research on steel framing systems has shown that these connections can develop significant stiffness and moment resistance when subjected to large rotations during seismic loading, potentially leading to brittle failure when used in concrete wall to steel beam applications. This thesis was written to understand the seismic performance of concrete wall-steel beam bolted web plate connections, providing experimental evidence, numerical modelling insights, and design recommendations to address critical gaps in current design practices. The study is divided into three phases. First, a review of 50 concrete wall-steel frame buildings in Auckland and Christchurch was conducted to understand current design practices and typical connection details. The findings revealed significant variation in design and detailing practices and a lack of specific guidelines for concrete wall-steel beam connections. Second, an experimental programme was conducted on four full-scale concrete wall-steel beam sub-assemblages, each incorporating variations in connection detailing. The tests were designed to quantify the rotation capacity of concrete wall-steel beam connections, identify failure modes and investigate the effectiveness of potential connection improvements. Results demonstrated that concrete wall-steel beam bolted web plate connections designed using current design standards and following existing practices are vulnerable to non-ductile failure characterised by concrete breakout. However, using slotted holes in the web plate and bent reinforcing bar anchors instead of headed stud anchors improved connection rotation capacity. Third, a numerical model of a case study building was developed on OpenSeesPy, with different connection conditions assumed based on the experimental results. Pushover and time history analyses were conducted to evaluate the implications of different connection conditions (pinned vs non-pinned) on global building response and local member demands. The findings revealed that using non-pinned connection conditions does not significantly affect the global building response and shear and bending moment demands on lateral load-resisting elements. However, doing so generates overstrength moments on the connections that induce different actions on out-of-plane concrete walls connected to steel beams. Synthesising findings from all three phases, this thesis concludes with a proposed design procedure for concrete wall-steel beam connections based on a capacity design approach to ensure ductile failure modes and suppress brittle ones. Key recommendations include selecting appropriate bolt hole geometry and anchorage, providing sufficient rotation capacity, and accounting for connection overstrength in global analyses.
