Recent experiences from the Darfield and Canterbury, New Zealand earthquakes have shown that the soft soil condition of saturated liquefiable sand has a profound effect on seismic response of buildings, bridges and other lifeline infrastructure. For detailed evaluation of seismic response three dimensional integrated analysis comprising structure, foundation and soil is required; such an integrated analysis is referred to as Soil Foundation Structure Interaction (SFSI) in literatures. SFSI is a three-dimensional problem because of three primary reasons: first, foundation systems are three-dimensional in form and geometry; second, ground motions are three-dimensional, producing complex multiaxial stresses in soils, foundations and structure; and third, soils in particular are sensitive to complex stress because of heterogeneity of soils leading to a highly anisotropic constitutive behaviour. In literatures the majority of seismic response analyses are limited to plane strain configuration because of lack of adequate constitutive models both for soils and structures, and computational limitation. Such two-dimensional analyses do not represent a complete view of the problem for the three reasons noted above. In this context, the present research aims to develop a three-dimensional mathematical formulation of an existing plane-strain elasto-plastic constitutive model of sand developed by Cubrinovski and Ishihara (1998b). This model has been specially formulated to simulate liquefaction behaviour of sand under ground motion induced earthquake loading, and has been well-validated and widely implemented in verifcation of shake table and centrifuge tests, as well as conventional ground response analysis and evaluation of case histories. The approach adopted herein is based entirely on the mathematical theory of plasticity and utilises some unique features of the bounding surface plasticity formalised by Dafalias (1986). The principal constitutive parameters, equations, assumptions and empiricism of the existing plane-strain model are adopted in their exact form in the three-dimensional version. Therefore, the original two-dimensional model can be considered as a true subset of the three-dimensional form; the original model can be retrieved when the tensorial quantities of the three dimensional version are reduced to that of the plane-strain configuration. Anisotropic Drucker-Prager type failure surface has been adopted for the three-dimensional version to accommodate triaxial stress path. Accordingly, a new mixed hardening rule based on Mroz’s approach of homogeneous surfaces (Mroz, 1967) has been introduced for the virgin loading surface. The three-dimensional version is validated against experimental data for cyclic torsional and triaxial stress paths.

Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observationsfrom seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expertdominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.

In 2010 and 2011, Aotearoa New Zealand was hit by a number of major disasters involving loss of human life and severe disruption to social, ecological and economic wellbeing. The Pike River mine explosions were closely followed by a sequence of major earthquakes in Christchurch, seismic events that have permanently altered the lives of thousands of people in our third largest city, the closure of the central business district and the effective abandonment of whole residential areas. In early October 2011, the ship, Rena, grounded on a reef off the port of Tauranga and threatened a major oil spill throughout the Bay of Plenty, where local communities with spiritual and cultural connections to the land depend on sea food as well as thrive on tourism. The Council for Social Work Education Aotearoa New Zealand (CSWEANZ), representing all the Schools of Social Work in New Zealand, held a ‘Disaster Curriculum’ day in November 2011, at which social workers and Civil Defence leaders involved in the Christchurch earthquakes, the Rena Disaster, Fiji floods and the Boxing Day tsunami presented their narrative experience of disaster response and recovery. Workshops discussed and identified core elements that participants considered vital to a social work curriculum that would enable social work graduates in a range of community and cultural settings to respond in safe, creative and informed ways. We present our core ideas for a social work disaster curriculum and consider a wide range of educational content based on existing knowledge bases and new content within a disaster framework. http://www.swsd-stockholm-2012.org/
