The Reserve Bank has cut its benchmark interest rate, to support the economy against the impact of the Covid-19 virus. The central bank cut its official cash rate to 0.25 percent from one percent. Governor Adrian Orr says the cut is necessary to support businesses and employment. The last time the Reserve Bank made such a big cut was in March 2011 after the Canterbury earthquake. Last week, the bank outlined a range of unconventional monetary policy tools such as negative interest rates, special loans to banks, and buying bonds to put money into the economy. In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.
Natural hazard reviews reveal increases in disaster impacts nowhere more pronounced than in coastal settlements. Despite efforts to enhance hazard resilience, the common trend remains to keep producing disaster prone places. This paper explicitly explores hazard versus multi-hazard concepts to illustrate how different conceptualizations can enhance or reduce settlement resilience. Understandings gained were combined with onthe-ground lessons from earthquake and flooding experiences to develop of a novel ‘first cut’ approach for analyzing key multi-hazard interconnections, and to evaluate resilience enhancing opportunities. Traditional disaster resilience efforts often consider different hazard types discretely. However, recent events in Christchurch, a New Zealand city that is part of the 100 Resilient Cities network, highlight the need to analyze the interrelated nature of different hazards, especially for enhancing lifelines system resilience. Our overview of the Christchurch case study demonstrates that seismic, hydrological, shallow-earth, and coastal hazards can be fundamentally interconnected, with catastrophic results where such interconnections go unrecognized. In response, we have begun to develop a simple approach for use by different stakeholders to support resilience planning, pre and post disaster, by: drawing attention to natural and built environment multi-hazard links in general; illustrating a ‘first cut’ tool for uncovering earthquake-flooding multi-hazard links in particular; and providing a basis for reviewing resilience strategy effectiveness in multi-hazard prone environments. This framework has particular application to tectonically active areas exposed to climate-change issues.
The ultimate goal of this study is to develop a model representing the in-plane behaviour of plasterboard ceiling diaphragms, as part of the efforts towards performance-based seismic engineering of low-rise light timber-framed (LTF) residential buildings in New Zealand (NZ). LTF residential buildings in NZ are constructed according to a prescriptive standard – NZS 3604 Timberframed buildings [1]. With regards to seismic resisting systems, LTF buildings constructed to NZS3604 often have irregular bracing arrangements within a floor plane. A damage survey of LTF buildings after the Canterbury earthquake revealed that structural irregularity (irregular bracing arrangement within a plane) significantly exacerbated the earthquake damage to LTF buildings. When a building has irregular bracing arrangements, the building will have not only translational deflections but also a torsional response in earthquakes. How effectively the induced torsion can be resolved depends on the stiffness of the floors/roof diaphragms. Ceiling and floor diaphragms in LTF buildings in NZ have different construction details from the rest of the world and there appears to be no information available on timber diaphragms typical of NZ practice. This paper presents experimental studies undertaken on plasterboard ceiling diaphragms as typical of NZ residential practice. Based on the test results, a mathematical model simulating the in-plane stiffness of plasterboard ceiling diaphragms was developed, and the developed model has a similar format to that of plasterboard bracing wall elements presented in an accompany paper by Liu [2]. With these two models, three-dimensional non-linear push-over studies of LTF buildings can be undertaken to calculate seismic performance of irregular LTF buildings.

Base isolation is arguably the most reliable method for providing enhanced protection of buildings against earthquake-induced actions, by virtue of a physical separation between the structure and the ground through elements/devices with controlled force capacity, significant lateral deformation capacity and (often) enhanced energy dissipation. Such a design solution has shown its effectiveness in protecting both structural and non-structural components, hence preserving their functionality even in the aftermath of a major seismic event. Despite lead rubber bearings being invented in New Zealand almost forty years ago, the Christchurch Women's hospital was the only isolated building in Christchurch when the Canterbury earthquake sequence struck in 2010/11. Furthermore, a reference code for designing base-isolated buildings in New Zealand is still missing. The absence of a design standard or at least of a consensus on design guidelines is a potential source for a lack of uniformity in terms of performance criteria and compliance design approaches. It may also limit more widespread use of the technology in New Zealand. The present paper provides an overview of the major international codes (American, Japanese and European) for the design of base-isolated buildings. The design performance requirements, the analysis procedures, the design review process and approval/quality control of devices outlined in each code are discussed and their respective pros and cons are compared through a design application on a benchmark building in New Zealand. The results gathered from this comparison are intended to set the basis for the development of guidelines specific for the New Zealand environment.
The performance of buildings in recent New Zealand earthquakes (Canterbury, Seddon and Kaikōura), delivered stark lessons on seismic resilience. Most of our buildings, with a few notable exceptions, performed as our Codes intended them to, that is, to safeguard people from injury. Many buildings only suffered minor structural damage but were unable to be reused and occupied for significant periods of time due to the damage and failure of non-structural elements. This resulted in substantial economic losses and major disruptions to our businesses and communities. Research has attributed the damage to poor overall design coordination, inadequate or lack of seismic restraints for non structural elements and insufficient clearances between building components to cater for the interaction of non structural elements under seismic actions. Investigations have found a clear connection between the poor performance of non-structural elements and the issues causing pain in the industry (procurement methods, risk aversion, the lack of clear understanding of design and inspection responsibility and the need for better alignment of the design codes to enable a consistent integrated design approach). The challenge to improve the seismic performance of non structural elements in New Zealand is a complex one that cuts across a diverse construction industry. Adopting the key steps as recommended in this paper is expected to have significant co-benefits to the New Zealand construction industry, with improvements in productivity alongside reductions in costs and waste, as the rework which plagues the industry decreases.
© 2017 The Royal Society of New Zealand. This paper discusses simulated ground motion intensity, and its underlying modelling assumptions, for great earthquakes on the Alpine Fault. The simulations utilise the latest understanding of wave propagation physics, kinematic earthquake rupture descriptions and the three-dimensional nature of the Earth's crust in the South Island of New Zealand. The effect of hypocentre location is explicitly examined, which is found to lead to significant differences in ground motion intensities (quantified in the form of peak ground velocity, PGV) over the northern half and southwest of the South Island. Comparison with previously adopted empirical ground motion models also illustrates that the simulations, which explicitly model rupture directivity and basin-generated surface waves, lead to notably larger PGV amplitudes than the empirical predictions in the northern half of the South Island and Canterbury. The simulations performed in this paper have been adopted, as one possible ground motion prediction, in the ‘Project AF8’ Civil Defence Emergency Management exercise scenario. The similarity of the modelled ground motion features with those observed in recent worldwide earthquakes as well as similar simulations in other regions, and the notably higher simulated amplitudes than those from empirical predictions, may warrant a re-examination of regional impact assessments for major Alpine Fault earthquakes.
Throughout 2010 and 2011, the city of Christchurch, New Zealand, suffered a series of devastating earthquakes that caused serious damage to the city. This study examines the effect these earthquakes have had on the sport of swimming in Christchurch. It specifically focuses on three different aspects of the swimming industry: indoor competitive swimming, open water swimming and learning to swim. It reports on the industry prior to the earthquakes before examining the developments subsequent to the shakes. The effects on both facilities and participation numbers were examined. Results showed that many indoor swimming facilities were lost which had significant flow-on effects. In addition, many beaches were out of bounds and almost half of the schools in Canterbury lost the use of their own swimming pools. In terms of participation numbers, results showed that while there was a decrease in the number of indoor competitive swimmers, Canterbury clubs were still highly competitive and their rankings at events either remained similar or bettered during and after the period of the earthquakes. On the other hand, an increase in the number of participants was seen in swimming lessons as temporary pools were constructed and subsidies were offered to cover transport and lesson costs. Open water swimming, however, seems to have been relatively unaffected by the earthquakes.This report was made possible through Lincoln University’s Summer Scholarship programme. There are many swaths of land that are deemed unsuitable to build on and occupy. These places, however, are rarely within an established city. The Canterbury earthquakes of 2010 and 2011 left areas in central Christchurch with such significant land damage that it is unlikely to be re-inhabited for a considerable period of time. These areas are commonly known as the ‘Red Zone’.This thesis explores redevelop in on volatile land through innovative solutions found and adapted from the traditional Indonesian construction techniques. Currently, Indonesia’s vernacular architecture sits on the verge of extinction after a cultural shift towards the masonry bungalow forced a rapid decline in their occupation and construction. The 2004 Indian Ocean earthquake and tsunami illustrated the bungalows’ poor performance in the face of catastrophic seismic activity, being outperformed by the traditional structures. This has been particularly evident in the Rumah Aceh construction of the Aceh province in Northern Sumatra. Within a New Zealand context an adaptation and modernisation of the Rumah Aceh construction will generate an architectural response not currently accepted under the scope of NZS 3604:2011; the standards most recent revision following the Canterbury earthquake of 2010 concerning timber-based seismic performance. This architectural exploration will further address light timber structures, their components, sustainability and seismic resilience. Improving new builds’ durability as New Zealand moves away from the previously promoted bungalow model that extends beyond residential and into all aspects of New Zealand built environment.

The Darfield earthquake caused widespread damage in the Canterbury region of New Zealand, with the majority of damage resulting from liquefaction and lateral spreading. One of the worst hit locations was the small town of Kaiapoi north of Christchurch, an area that has experienced liquefaction during past events and has been identified as highly susceptible to liquefaction. The low lying town sits on the banks of the Kaiapoi River, once a branch of the Waimakariri, a large braided river transporting gravelly sediment. The Waimakariri has been extensively modified both by natural and human processes, consequently many areas in and around the town were once former river channels.

As a three-year-old in China, Quin Tang's mother was shot in front of her and her father taken away. After moving to Christchurch 25 years ago, she walked out of an abusive marriage with two young children, no money and speaking little English. Tang then attended Canterbury University, teaching herself to read English from the text books there. She attained four degrees with an A+ average, and began working as a psychiatrist and counsellor. Quin was working in the CTV building when it collapsed. She took two weeks off work to recover, then came back and began counselling other victims of the Christchurch earthquakes. She has written and self-published the story of her life, called Half a Walnut Tree.
It's been a long, long wait but Christchurch's Arts Centre finally has a contemporary art gallery space again - and it's just opened. It's the latest 'reveal' in the Arts Centre post-earthquake rebuild. The new gallery's called The Central and is housed in the original Canterbury College Library. Four Christchurch families and gallerist Jonathan Smart have made it happen and artists including local sculptor Neil Dawson, photographer Peter Peryer, glitter specialist Reuben Patterson and painter Dick Frizzell are in the mix for the opening group show. There are some new names there too. Lynn Freeman speaks to The Central's Jonathan Smart and Ngai Tahu artist Lonnie Hutchinson who has work in the opening show.

A frantic rewrite was required during the lockdown last year by novellist Janna Ruth, who'd set her novel Time to remember in Christchurch throughout 2020. The book's characters are mainly preoccupied by the 10th anniversary of the September 2010 Canterbury earthquake, but Janna knew she needed to include the pandemic once it took hold. But in fact she'd started working on the novel back in 2005, well before both traumatic events. Janna came to New Zealand from Germany to study geology, and she uses some of her memories from her university years in Time to remember. In it a group of university students bond and bicker, some of them still scarred by the earthquake a decade earlier.
In 1978 world-class motorcycle designer John Britten bought a derelict stable block in Christchurch and painstakingly converted it into a home where he raised his family and built his revolutionary V1000 motorbike. The family continued to live there after his death in 1995, but were forced to abandon it when it sustained serious damage during the 2011 Canterbury earthquakes. After sitting broken and empty for six years, Isabelle Weston, John's eldest daughter, and her husband Tim undertook to restore and revamp the house with a view to running it as a B&B. This research investigates creativity in a post-disaster setting. The data explore creativity at the intersection of the affected community of Christchurch, New Zealand and the social processes that followed the earthquakes of 2010 - 2012. Personal and contextual influences on creative ideas implemented for community or commercial benefit are also examined. Viewed as creative, unique approaches to post-disaster problem solving were celebrated locally, nationally and internationally (Bergman, 2014; Wesener, 2015; Cloke & Conradson, 2018). Much has been written about creativity, particularly creativity in organisations and in business. However, little is known with regards to who creates after a disaster, why individuals choose to do so and what impact the post-disaster context has on their creative activity. This exploratory study draws on the literature from the fields of creativity, disasters, psychology, sociology and entrepreneurship to interpret first-hand accounts of people who acted on creative ideas in a physically and socially altered environment. A mixed method - albeit predominantly qualitative - approach to data gathering was adopted that included interviews (n=45) with participants who had been the primary drivers of creative ideas implemented in Christchurch after September 2010 – the first major (7.1 magnitude) earthquake in a prolonged sequence of thousands of aftershocks. Key findings include that a specific type of creativity results from the ‘collision’ between individuals and social processes activated by a disaster situation. This type of creativity could be best categorised as ‘little c’ or socially adaptive and emerges through a prosocial filter. There is wide consensus amongst creativity researchers - principally social psychologists - that for output to be considered creative it must be both novel and useful (Runco & Jaegar, 2012). There is greater tolerance for the novelty component after a disaster as novelty itself has greater utility, either as a distraction or because alternatives are few. Existing creativity models show context as input – an additional component of the creative process – but after a disaster the event itself becomes the catalyst for social processes that result in the creativity seen. Most participants demonstrated characteristics commonly associated with creativity and could be categorised as either a ‘free thinker’ and/or an ‘opportunist’. Some appear preadapted to create and thrive in unstable circumstances. Findings from participants’ completion of a Ten Item Personality Inventory (TIPI) showed an apparent reduced need for extraversion in relation to implementing creative ventures in society. This factor, along with higher levels of agreeableness may indicate a potentially detrimental effect on the success of creative ideas established after a disaster, despite earnest intentions. Three new models are presented to illustrate the key findings of this study. The models imply that disasters enhance both the perceived value of creativity and the desire to act creatively for prosocial ends. The models also indicate that these disaster influenced changes are likely to be temporary.

Nine to Noon continues to look at who's in the running to head up our biggest cities after local elections in October, with a focus today on the 11 candidates vying to be mayor of Christchurch. Three-term mayor Lianne Dalziel announced last July she'd be stepping down as mayor, having overseen nearly a decade's worth of the city's rebuild following the devastating earthquakes. The two major contenders for the role are Burwood city councillor Phil Mauger and former Canterbury District Health Board chief executive David Meates. Other contenders include the city's Wizard, a coffee boss, pro-gun pastor and a candidate who's stood in every election since 1971. The Logie Collection of Canterbury University is one of the small miracles of this country - treasures of the Ancient World from classical Greece and Rome, right back to the Bronze Age - 7000 BC. And when the first big earthquake struck Christchurch in September 2010, there were fears that the priceless collection - described as "one of Australasia's finest collections of classical art" would be utterly destroyed. Well it was and it wasn't. The Logie Collection has a brand-new home - the Teece Museum of Classical Antiquities - and last week it was proudly displayed in an exhibition called We Could Be Heroes. But it certainly didn't look like it at the time. Simon Morris is joined by Terri Elder and Penny Minchin-Garvin, the co-curators of the museum.
An earthquake engineering expert wants to change the way we predict how the ground will shake during an earthquake. Professor Brendon Bradley from the University of Canterbury is the recipient of a Marsden Fund grant to accelerate his research into seismic hazard analysis and forecasting. He says the idea is to get to a point where they can provide the same sort of information as a weather forecast. Professor Bradley says just like a severe weather warning, engineers would be able to provide information about severe ground shaking, how it varies locally in each city or suburb, and the likely consequence to buildings. Kathryn speaks to Professor Brendon Bradley, the director of Te Hirangu Ru QuakeCoRE - The New Zealand Centre for Earthquake Resilience.
