An inquiry into the Earthquake Commission has found it was poorly prepared for the Canterbury earthquakes - and has left people with a "deep mistrust of government" that will take years to overcome. The government has this morning released findings from the inquiry, chaired by Dame Silvia Cartwright. Our Christchurch reporter, Conan Young, has been reading through the details and spoke with Māni Dunlop.
Some 10 years on from the devastating Canterbury quakes, the wait is still not over when it comes to law changes needed to improve the Earthquake Commission. The government will not get it done until 2021, if it's re-elected. Earthquakes rupture not only the objective realm of the physical landscape, but also the subjective landscape of emotions. Using the concepts of topophilia and topophobia developed by Yi-Fu Tuan as theories of love and fear of place, this paper investigates the impact of Christchurch’s earthquakes of 2010 and 2011 on relationships with the city’s landscape. Published accounts of the earthquakes in newspapers from around New Zealand are examined for evidence of how people responded to the situation, in particular their shifting relationship with familiar landscapes. The reports illustrate how residents and visitors reacted to the actual and perceived changes to their surroundings, grappling with how a familiar place had become alien and often startling. The extreme nature of the event and the death toll of 185 heightened perceptions of the landscape, and even the most taken-for-granted elements of the landscape became amplified in significance. Enhanced understanding of the landscape of emotions is a vital component of wellbeing. Through recognising that the impact of disasters and perceived threats to familiar places has a profound emotional effect, the significance of sense of place to wellbeing can be appreciated.

This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-sized electrical service company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises, mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. The Electrical Company has a flat structure which allows flexibility. The two owners understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. The owners also gather and use non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch after the recent earthquakes.
This thesis is about many things, not least of all the September 4th 2010 and February 22nd 2011 earthquakes that shook Christchurch, New Zealand. A city was shaken, events which worked to lay open the normally invisible yet vital objects, processes and technologies which are the focus of inquiry: the sewers, pipes, pumps, the digital technologies, the land and politics which constitute the Christchurch wastewater networks. The thesis is an eclectic mix drawing together methods and concepts from Bruno Latour, John Law, Giles Deleuze and Felix Guattari, Nigel Thrift, Donna Haraway and Patrick Joyce. It is an exploration of how the technologies and objects of sanitation perform the city, and how such things which are normally hidden and obscured, are made visible. The question of visibility is also turned toward the research itself: how does one observe, and describe? How are sociological visibilities constructed? Through the research, the encountering of objects in the field, the processes of method, the pedagogy of concepts, and the construction of risk, the thesis comes to be understood as a particular kind of social scientific artefact which assembles four different accounts: the first regards the construction of visibility; the second explores Christchurch city from the control room where the urban sanitary infrastructures are monitored; the third chapter looks at the formatted and embodied practices which emerge with the correlation of the city and sanitation; the fourth looks at the changing politics of a city grappling with severely damaged essential services, land and structures. The final chapter considers how the differences between romantic and baroque sensibilities mean that these four accounts elicit knowing not through smoothness or uniformity, but in partiality and non-coherence. This thesis is about pipes, pump stations, and treatment plants; about the effluent of a city; about the messiness of social science when confronted by the equally messy world of wastewater.
This study followed two similarly affected, but socio-economically disparate suburbs as residents responded to and attempted to recover from the devastating 6.3 magnitude earthquake that struck Christchurch, New Zealand, on February 22, 2011. More specifically, it focuses on the role of local churches, community-based organisations (CBOs) and non-governmental organisations (NGOs), here referred to broadly as civil society, in meeting the immediate needs of local residents and assisting with the longer-term recovery of each neighbourhood. Despite considerable socioeconomic differences between the two neighbourhoods, civil society in both suburbs has been vital in addressing the needs of locals in the short and long term following the earthquake. Institutions were able to utilise local knowledge of both residents and the extent of damage in the area to a) provide a swifter local response than government or civil defence and then help direct the relief these agencies provided locally; b) set up central points for distribution of supplies and information where locals would naturally gather; c) take action on what were perceived to be unmet needs; and d) act as a way of bridging locals to a variety of material, informational, and emotional resources. However the findings also support literature which indicates that other factors are also important in understanding neighbourhood recovery and the role of civil society, including: local leadership; a shared, place-based identity; the type and form of civil society organizations; social capital; and neighbourhood- and household-level indicators of relative vulnerability and inequality. The intertwining of these various factors seems to influence how these neighbourhoods have coped with and taken steps in recovering from this disaster. It is recommended that future research be directed at developing a better understanding of how this occurs. It is suggested that a model similar to Yasui’s (2007) Community Vulnerability and Capacity model be developed as a useful way to approach future research in this area.
In most design codes, infill walls are considered as non-structural elements and thus are typically neglected in the design process. The observations made after major earthquakes (Duzce 1999, L’Aquila 2009, Christchurch 2011) have shown that even though infill walls are considered to be non-structural elements, they interact with the structural system during seismic actions. In the case of heavy infill walls (i.e. clay brick infill walls), the whole behaviour of the structure may be affected by this interaction (i.e. local or global structural failures such as soft storey mechanism). In the case of light infill walls (i.e. non-structural drywalls), this may cause significant economical losses. To consider the interaction of the structural system with the ‘non-structural ’infill walls at design stage may not be a practical approach due to the complexity of the infill wall behaviour. Therefore, the purpose of the reported research is to develop innovative technological solutions and design recommendations for low damage non-structural wall systems for seismic actions by making use of alternative approaches. Light (steel/timber framed drywalls) and heavy (unreinforced clay brick) non-structural infill wall systems were studied by following an experimental/numerical research programme. Quasi-static reverse cyclic tests were carried out by utilizing a specially designed full scale reinforced concrete frame, which can be used as a re-usable bare frame. In this frame, two RC beams and two RC columns were connected by two un-bonded post tensioning bars, emulating a jointed ductile frame system (PRESSS technology). Due to the rocking behaviour at the beam-column joint interfaces, this frame was typically a low damage structural solution, with the post-tensioning guaranteeing a linear elastic behaviour. Therefore, this frame could be repeatedly used in all of the tests carried out by changing only the infill walls within this frame. Due to the linear elastic behaviour of this structural bare frame, it was possible to extract the exact behaviour of the infill walls from the global results. In other words, the only parameter that affected the global results was given by the infill walls. For the test specimens, the existing practice of construction (as built) for both light and heavy non-structural walls was implemented. In the light of the observations taken during these tests, modified low damage construction practices were proposed and tested. In total, seven tests were carried out: 1) Bare frame , in order to confirm its linear elastic behaviour. 2) As built steel framed drywall specimen FIF1-STFD (Light) 3) As built timber framed drywall specimen FIF2-TBFD (Light) 4) As built unreinforced clay brick infill wall specimen FIF3-UCBI (Heavy) 5) Low damage steel framed drywall specimen MIF1-STFD (Light) 6) Low damage timber framed drywall specimen MIF2-TBFD (Light) 7) Low damage unreinforced clay brick infill wall specimen MIF5-UCBI (Heavy) The tests of the as built practices showed that both drywalls and unreinforced clay brick infill walls have a low serviceability inter-storey drift limit (0.2-0.3%). Based on the observations, simple modifications and details were proposed for the low damage specimens. The details proved to be working effectively in lowering the damage and increasing the serviceability drift limits. For drywalls, the proposed low damage solutions do not introduce additional cost, material or labour and they are easily applicable in real buildings. For unreinforced clay brick infill walls, a light steel sub-frame system was suggested that divides the infill panel zone into smaller individual panels, which requires additional labour and some cost. However, both systems can be engineered for seismic actions and their behaviour can be controlled by implementing the proposed details. The performance of the developed details were also confirmed by the numerical case study analyses carried out using Ruaumoko 2D on a reinforced concrete building model designed according to the NZ codes/standards. The results have confirmed that the implementation of the proposed low damage solutions is expected to significantly reduce the non-structural infill wall damage throughout a building.
“much of what we know about leadership is today redundant because it is literally designed for a different operating model, a different context, a different time” (Pascale, Sternin, & Sternin, p. 4). This thesis describes a project that was designed with a focus on exploring ways to enhance leadership capacity in non-government organisations operating in Christchurch, New Zealand. It included 20 CEOs, directors and managers from organisations that cover a range of settings, including education, recreation, and residential and community therapeutic support; all working with adolescents. The project involved the creation of a peer-supported professional learning community that operated for 14 months; the design and facilitation of which was informed by the Appreciative Inquiry principles of positive focus and collaboration. At the completion of the research project in February 2010, the leaders decided to continue their collective processes as a self-managing and sustaining professional network that has grown and in 2014 is still flourishing under the title LYNGO (Leaders of Youth focussed NGOs). Two compelling findings emerged from this research project. The first of these relates to efficacy of a complexity thinking framework to inform the actions of these leaders. The leaders in this project described the complexity thinking framework as the most relevant, resonant and dynamic approach that they encountered throughout the research project. As such this thesis explores this complexity thinking informed leadership in detail as the leaders participating in this project believed it offers an opportune alternative to more traditional forms of positional leadership and organisational approaches. This exploration is more than simply a rationale for complexity thinking but an iterative in-depth exploration of ‘complexity leadership in action’ which in Chapter 6 elaborates on detailed leadership tools and frameworks for creating the conditions for self-organisation and emergence. The second compelling finding relates to efficacy of Appreciative Inquiry as an emergent research and development process for leadership learning. In particular the adoption of two key principles; positive focus and inclusivity were beneficial in guiding the responsive leadership learning process that resulted in a professional learning community that exhibited high engagement and sustainability. Additionally, the findings suggest that complexity thinking not only acts as a contemporary framework for adaptive leadership of organisations as stated above; but that complexity thinking has much to offer as a framework for understanding leadership development processes through the application of Appreciative Inquiry (AI)-based principles. A consideration of the components associated with complexity thinking has promise for innovation and creativity in the development of leaders and also in the creation of networks of learning. This thesis concludes by suggesting that leaders focus on creating hybrid organisations, ones which leverage the strengths (and minimise the limitations) of self-organising complexity-informed organisational processes, while at the same time retaining many of the strengths of more traditional organisational management structures. This approach is applied anecdotally to the place where this study was situated: the post-earthquake recovery of Christchurch, New Zealand.
Prior to the devastating 2010 and 2011 earthquakes in Christchurch, New Zealand, the University of Canterbury (UC) was renowned for its graduates’ academic preparation and its staff’s research outputs. The town/gown relationship was aloof and strained due to UC’s move from the CBD in the 1970s and students being seen as troublemakers. Despite its vision of people prepared to make a difference, the University’s students and staff were not seen as making a difference in the local community or as being engaged citizens. This changed when over 9,000 UC students mobilized themselves into the Student Volunteer Army to provide immediate relief across Christchurch following the four major quakes of 2010 and 2011. Suddenly, UC students were seen as saviors, not miscreants and a focus on citizenship education as part of the University’s strategic direction began to take shape. Based on qualitative and quantitative research conducted at UC over the past four years, this interactive presentation will highlight the findings, conclusions, and implications of how the University has been transformed into a recognized, international leader in citizenship education. By integrating students’ community service into their academic studies, the University has changed its persona while students have gained academically, civically, and personally.
This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations. Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected. This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.
