This report presents the experiences of Tangata Whaiora (Mental health clients) through the disastrous earthquakes that struck Otautahi/Christchurch in 2010-11. It further analysis these experience to how show the social networks these individuals, their whānau, supporting staff respond and recover to a significant urban disaster. The disaster challenged the mental health of those individuals who are impacted and the operations of organisations and networks that support and care for the mentally ill. How individuals and their families navigate a post-disaster landscape provides an unfortunate but unique opportunity to analyse how these support networks respond to severe disruption. Tangata Whaiora possess experiences of micro-scale personal and family disasters and were not necessarily shocked by the loss of normality in Ōtautahi as a result of the earthquakes. The organic provision of clear leadership, outstanding commitment by staff, and ongoing personal and institutional dedication in the very trying circumstances of working in a post-disaster landscape all contributed to Te Awa o te Ora’s notable response to the disaster.

The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately 35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0 respectively. As a direct result of the February earthquake, 181 people lost their lives. Some commentators have described this series of earthquakes as the most expensive global insurance event of all time. These earthquakes and the more than 7000 associated aftershocks have had a significant physical impact on parts of Canterbury and virtually none on others. The economic, social and emotional impacts of these quakes spread across Canterbury and beyond. Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and significant social issues as a result. The physical damage in Waimakiriri District was predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki Beach with pockets elsewhere in the district. While the balance of the district is largely physically untouched, the economic, social, and emotional shockwaves have spread across the district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local government landscape. This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the Emergency Management Recovery programme to provide context to allow a more detailed examination of the planning processes prior to, and subsequent to the earthquakes. This study looked at documentation produced by WDC, applicable legislation and New Zealand Emergency Management resources and other sources. Key managers and elected representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental agency representatives. The interview responses enable understanding of how central Government and other local authorities can benefit from these lessons and apply them to their own planning. It is intended that this paper will assist local government organisations in New Zealand to evaluate their planning processes in light of the events of 2010/11 in Canterbury and the lessons from WDC.

Williams is the Programme Manager of the Ministry of Education's Greater Christchurch Education Renewal Programme. The presentation is titled, "Education Renewal: A section response to the February 2011 Christchurch earthquake".The abstract for this presentation reads as follows: The Canterbury earthquakes caused a disaster recovery situation unparalleled in New Zealand's history. In addition to widespread damage to residential dwellings and destruction of Christchurch's central business district, the earthquakes damaged more than 200 schools from Hurunui in the north, to the Mackenzie District in the east, and Timaru in the south. The impact on education provision was substantial, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent operational issues caused by the ensuing migration of people. Following the February earthquake, over 12,000 students had left the school they had been attending and enrolled elsewhere - often at a school outside the region. Shortened school days and compression of teaching into short periods meant shift-sharing students engaged in the curriculum being delivered in more diverse ways. School principals and staff reported increased fatigue and stress and changes in student behaviours, often related to repeated exposure to and ongoing reminders of the trauma of the earthquakes. While there has been a shift from direct, trauma-related presentations to the indirect effects of psychological adversity and daily life stresses, international experiences tells us that psychological recovery generally lags behind the immediate physical recovery and rebuilding. The Ministries of Health and Education and the Canterbury District Health Board have developed and implemented a joint action plan to address specifically the emerging mental health issues for youth in Canterbury. However, the impact of vulnerable and stressed adults on children's behaviour contributes to the overall impact of ongoing wellbeing issues on the educational outcomes for the community. There is substantial evidence supporting the need to focus on adults' resilience so they can support children and youth. Much of the Ministry's work around supporting children under stress is through supporting the adults responsible for teaching them and leading their schools. The education renewal programme exists to assist education communities to rebuild and look toward renewal. The response to the earthquakes provides a significant opportunity to better meet the needs and aspirations of children and youth people. All the parents want to see their children eager to learn, achieving success, and gaining knowledge and skills that will, in time, enable them to become confident, adaptable, economically independent adults. But this is not always the case, hence our approach to education renewal seeks to address inequities and improve outcome, while prioritising actions that will have a positive impact on learners in greatest need of assistance.

Recent earthquakes have shown that liquefaction and associated ground deformations are major geotechnical hazards to civil engineering infrastructures, such as pipelines. In particular, sewer pipes have been damaged in many areas in Christchurch as a result of liquefaction-induced lateral spreading near waterways and ground oscillation induced by seismic shaking. In this paper, the addition of a flexible AM liner as a potential countermeasure to increase sewer pipe capacity was investigated. Physical testing through 4-point loading test was undertaken to characterise material properties and the response of both unlined pipe and its lined counterpart. Next, numerical models were created using SAP2000 and ABAQUS to analyse buried pipeline response to transverse permanent ground displacement and to quantify, over a range of pipe segment lengths and soil parameters, the effectiveness of the AM liner in increasing displacement capacity. The numerical results suggest that the addition of the AM liner increases the deformation capacity of the unlined sewer pipe by as much as 50 times. The results confirmed that AM liner is an effective countermeasure for sewer pipes in liquefied ground not only in terms of increased deformation capacity but also the fact that AM-Liner can prevent influx of sand and water through broken pipes, making sewer pipes with liner remaining serviceable even under severe liquefaction condition.

Micro - electro - mechanical system (MEMS) based accelerometers are now frequently used in many different parts of our day - to - day lives. It is also increasingly being used for structural testing applications. Researchers have had res ervation of using these devices as they are relatively untested, but now with the wider adoption, it provides a much cheaper and more versatile tool for structural engineering researchers. A number of damaged buildings in the Christchurch Central Business District (CBD) were instrumented with a number of low - cost MEMS accelerometers after the major Christchurch earthquakes. The accelerometers captured extremely high quality building response data as the buildings experienced thousands of aftershocks. This d ata set was amongst one of only a handful of data set s available around the world which provides building response data subjected to real ground motion. Furthermore, due to technological advances, a much larger than usual number of accelerometers has been deployed making the data set one of the most comprehensive available. This data set is utilised to extract modal parameters of the buildings. This paper summarises the operating requirements and preference for using such accelerometers for experimental mod al analysis. The challenges for adapting MEMS based devices for successful modal parameters identification are also discussed.

Research following the 2010-2011 Canterbury earthquakes investigated the minimum vertical reinforcement required in RC walls to generate well distributed cracking in the plastic hinge region. However, the influence of the loading sequence and rate has not been fully addressed. The new minimum vertical reinforcement limits in NZS 3101:2006 (Amendment 3) include consideration of the material strengths under dynamic load rates, but these provisions have not been validated at a member or system level. A series of tests were conducted on RC prisms to investigate the effect of loading rate and sequence on the local behaviour of RC members. Fifteen axially loaded RC prisms with the designs representing the end region of RC walls were tested under various loading rates to cover the range of pseudo-static and earthquake loading scenarios. These tests will provide substantial data for understanding the local behaviour of RC members, including hysteretic load-deformation behaviour, crack patterns, failure mode, steel strain, strain rate and ductility. Recommendations will be made regarding the effect of loading rate and reinforcement content on the cracking behaviour and ductility of RC members.

The potential for a gastroenteritis outbreak in a post-earthquake environment may increase because of compromised infrastructure services, contaminated liquefaction (lateral spreading and surface ejecta), and the presence of gastroenteritis agents in the drinking water network. A population in a post-earthquake environment might be seriously affected by gastroenteritis because it has a short incubation period (about 10 hours). The potential for a gastroenteritis outbreak in a post-earthquake environment may increase because of compromised infrastructure services, contaminated liquefaction (lateral spreading and surface ejecta), and the presence of gastroenteritis agents in the drinking water network. A population in a post-earthquake environment might be seriously affected by gastroenteritis because it has a short incubation period (about 10 hours). The aim of this multidisciplinary research was to retrospectively analyse the gastroenteritis prevalence following the February 22, 2011 earthquake in Christchurch. The first focus was to assess whether earthquake-induced infrastructure damage, liquefaction, and gastroenteritis agents spatially explained the recorded gastroenteritis cases over the period of 35 days following the February 22, 2011 earthquake in Christchurch. The gastroenteritis agents considered in this study were Escherichia coli found in the drinking water supply (MPN/100mL) and Non-Compliant Free Associated Chlorine (FAC-NC) (less than <0.02mg/L). The second focus was the protocols that averted a gastroenteritis outbreak at three Emergency Centres (ECs): Burnside High School Emergency Centre (BEC); Cowles Stadium Emergency Centre (CEC); and Linwood High School Emergency Centre (LEC). Using a mixed-method approach, gastroenteritis point prevalence and the considered factors were quantitatively analysed. The qualitative analysis involved interviewing 30 EC staff members. The data was evaluated by adopting the Grounded Theory (GT) approach. Spatial analysis of considered factors showed that highly damaged CAUs were statistically clustered as demonstrated by Moran’s I statistic and hot spot analysis. Further modelling showed that gastroenteritis point prevalence clustering could not be fully explained by infrastructure damage alone, and other factors influenced the recorded gastroenteritis point prevalence. However, the results of this research suggest that there was a tenuous, indirect relationship between recorded gastroenteritis point prevalence and the considered factors: earthquake-induced infrastructure damage, liquefaction and FAC-NC. Two ECs were opened as part of the post-earthquake response in areas with severe infrastructure damage and liquefaction (BEC and CEC). The third EC (CEC) provided important lessons that were learnt from the previous September 4, 2010 earthquake, and implemented after the February 22, 2011 earthquake. Two types of interwoven themes identified: direct and indirect. The direct themes were preventive protocols and indirect themes included type of EC building (school or a sports stadium), and EC staff. The main limitations of the research were Modifiable Areal Units (MAUP), data detection, and memory loss. This research provides a practical method that can be adapted to assess gastroenteritis risk in a post-earthquake environment. Thus, this mixed method approach can be used in other disaster contexts to study gastroenteritis prevalence, and can serve as an appendage to the existing framework for assessing infectious diseases. The ECs were selected to represent the Christchurch area, and were situated where potential for gastroenteritis was high. BEC represented the western side of Christchurch; whilst, CEC and LEC represented the eastern side, where the potential for gastroenteritis was high according to the outputs of the quantitative spatial modelling. Qualitative analysis from the interviews at the ECs revealed that evacuees were arriving at the ECs with gastroenteritis-like symptoms. Participants believed that those symptoms did not originate at the ECs. Two types of interwoven themes identified: direct and indirect. The direct themes were preventive protocols that included prolific use of hand sanitisers; surveillance; and the services offered. Indirect themes included the EC layout, type of EC building (school or a sports stadium), and EC staff. Indirect themes governed the quality and sustainability of the direct themes implemented, which in turn averted gastroenteritis outbreaks at the ECs. The main limitations of the research were Modifiable Areal Units (MAUP), data detection, and memory loss. It was concluded that gastroenteritis point prevalence following the February 22, 2011 earthquake could not be solely explained by earthquake-induced infrastructure damage, liquefaction, and gastroenteritis causative agents alone. However, this research provides a practical method that can be adapted to assess gastroenteritis risk in a post-earthquake environment. Creating a damage profile for each CAU and using spatial data analysis can isolate vulnerable areas, and qualitative data analysis provides localised information. Thus, this mixed method approach can be used in other disaster contexts to study gastroenteritis prevalence, and can serve as an appendage to the existing framework for assessing infectious diseases. Furthermore, the lessons learnt from qualitative analysis can inform the current infectious disease management plans, designed for a post-disaster response in New Zealand and internationally.

A lawyer acting for Christchurch home-owners short changed in earthquake settlements says a new plan announced by the government is likely to run into trouble. Last year in a landmark case, the High Court found the government's claim settlement agency, Southern Response, misled and deceived Karl and Alison Dodds. It ordered the government to pay the couple nearly $180,000. The government has now set up a package for other Southern Response claimants who settled before October 2014. Its estimated about 3000 people will be eligible to benefit. But most of them are already taking part in a class action led by Brendan and Colleen Ross. Their lawyer Grant Cameron speaks to Corin Dann.

A Christchurch couple locked in an ongoing legal battle with state-owned quake insurer Southern Response says it is sobering for a Court of Appeal decision to go their way, one decade on from the harrowing earthquakes. An earlier High Court decision found Southern Response guilty of misleading and deceptive behaviour when it short-changed Karl and Alison Dodds tens of thousands of dollars after their quake damaged house was written off. The Dodds say they were tricked into accepting a lower offer from Southern Response only to later discover the insurer had kept secret from them a second higher estimate to rebuild their damaged house, a so-called second secret detailed repair and rebuild analysis (DRA). The High Court ordered Southern Response to pay the Dodds almost $180,000 in damages, plus costs. But the government appealed the decision, saying it needed clarity, because of the thousands of similar cases it could be liable for. The Court of Appeal reduced the damages Southern Response has to pay $10,656.44 due to an earlier error in calculations. The Minister responsible Grant Robertson has declined to be interviewed. Southern Response also declined to be interviewed. Neither have ruled out appealing the decision in the Supreme Court.

An extensive research program is on-going at the University of Canterbury, New Zealand to develop new technologies to permit the construction of multi-storey timber buildings in earthquake prone areas. The system combines engineered timber beams, columns and walls with ductile moment resisting connections using post-tensioned tendons and eventually energy dissipaters. The extensive experimental testing on post-tensioned timber building systems has proved a remarkable lateral response of the proposed solutions. A wide number of post-tensioned timber subassemblies, including beam-column connections, single or coupled walls and column-foundation connections, have been analysed in static or quasi-static tests. This contribution presents the results of the first dynamic tests carried out with a shake-table. Model frame buildings (3-storey and 5-storey) on one-quarter scale were tested on the shake-table to quantify the response of post-tensioned timber frames during real-time earthquake loading. Equivalent viscous damping values were computed for post-tensioned timber frames in order to properly predict their response using numerical models. The dynamic tests were then complemented with quasi-static push and pull tests performed to a 3-storey post-tensioned timber frame. Numerical models were included to compare empirical estimations versus dynamic and quasi-static experimental results. Different techniques to model the dynamic behaviour of post-tensioned timber frames were explored. A sensitivity analysis of alternative damping models and an examination of the influence of designer choices for the post-tensioning force and utilization of column armouring were made. The design procedure for post-tensioned timber frames was summarized and it was applied to two examples. Inter-storey drift, base shear and overturning moments were compared between numerical modelling and predicted/targeted design values.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures.
