Rapid, accurate structural health monitoring (SHM) assesses damage to optimise decision-making. Many SHM methods are designed to track nonlinear stiffness changes as damage. However, highly nonlinear pinched hysteretic systems are problematic in SHM. Model-based SHM often fails as any mismatch between model and measured response dynamics leads to significant error. Thus, modelfree methods of hysteresis loop tracking methods have emerged. This study compares the robustness and accuracy in the presence of significant measurement noise of the proven hysteresis loop analysis (HLA) SHM method with 3 emerging model-free methods and 2 further novel adaptations of these methods using a highly nonlinear, 6-story numerical structure to provide a known ground-truth. Mean absolute errors in identifying a known nonlinear stiffness trajectory assessed at four points over two successive ground motion inputs from September 2010 and February 2011 in Christchurch range from 1.71-10.52%. However, the variability is far wider with maximum errors ranging from 3.90-49.72%, where the second largest maximum absolute error was still 19.74%. The lowest mean and maximum absolute errors were for the HLA method. The next best method had mean absolute error of 2.92% and a maximum of 10.51%. These results show the clear superiority of the HLA method over all current emerging model-free methods designed to manage the highly nonlinear pinching responses common in reinforced concrete structures. These results, combined with high robustness and accuracy in scaled and fullscale experimental studies, provide further validation for using HLA for practical implementation.

The question of whether forced relocation is beneficial or detrimental to the displaced households is a controversial and important policy question. After the 2011 earthquake in Christchurch, the government designated some of the worst affected areas as Residential Red Zones. Around 20,000 people were forced to move out of these Residential Red Zone areas, and were compensated for that. The objective of this paper is twofold. First, we aim to estimate the impact of relocation on the displaced households in terms of their income, employment, and their mental and physical health. Second, we evaluate whether the impact of relocation varies by the timing of to move, the destination (remaining within the Canterbury region or moving out of it) and demographic factors (gender, age, ethnicity). StatisticsNZ’s Integrated Data Infrastructure (IDI) from 2008 to 2017, which includes data on all households in Canterbury, and a difference-in-difference (DID) technique is used to answer these questions. We find that relocation has a negative impact on the income of the displaced household group. This adverse impact is more severe for later movers. Compared to the control group (that was not relocated), the income of relocated households was reduced by 3% for people who moved immediately after the earthquake in 2011, and 14% for people who moved much later in 2015.

Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.

Following the 2010/2011 Canterbury earthquakes, approximately 60% of multi-story buildings with reinforced concrete walls required demolition. Both practitioners and researchers have increasingly realized that low-damage structural systems could be an alternative to improve the seismic behaviour of concrete buildings and to reduce the economic and social impact of structural damage in future earthquakes. To verify the seismic response of a low-damage concrete wall building representing state-of-art design practice, a shake table test on a two-story concrete building was recently conducted as part of an ILEE-QuakeCoRE collaborative research program. The building utilized flexible wall-to-floor connections in the long span direction and isolating wall-to-floor devices in the short span direction to provide a comparison of their respective behaviour. Additionally, the wall-to-floor interaction such as effects of wall uplift on the link slab, and force transfer mechanism from floor to the wall will be discussed in this paper.

Oarai is a coastal town in Ibaraki Prefecture, Japan, affected by the Great East Japan Earthquake in 2011. The disaster severely damaged local industries, and the local tourism sector faced a sharp decline followed the event. To overcome the conundrum, the local tourism businesses have taken the opportunity to collaborate with an anime called Girls und Panzer, which has been developed by an external animation production studio. This collaboration has resulted in huge success, and the drop in the local tourism industry had been largely reversed, but has resulted in a significant change to the tourism system. This thesis explores the activities and outcomes of this tourism industry reimagining. A mixed-method approach was used to investigate the perception of local tourism businesses to the current Oarai tourism system, and examine the transformative effect of the disaster and its aftermath. Perceptions of disaster impact and anime tourism development were analysed through surveys (n=73) and interviews (n=2) which focused on tourism business operators, while participant observation was conducted to create the image of anime tourism operation in Oarai. Results show that the development of anime tourism in Oarai successfully helped the local tourism businesses to recover from the disaster. As new agencies and organisations joined the anime tourism network, anime tourism increased communication between stakeholders, and improved the resilience of the community. The new tourism development has transformed the local tourism industry, to some extent, however. the future trajectory of anime tourism in Oarai is difficult to forecast, and there is scope for longitudinal research of this tourism system.

The Reserve Bank has cut its benchmark interest rate, to support the economy against the impact of the Covid-19 virus. The central bank cut its official cash rate to 0.25 percent from one percent. Governor Adrian Orr says the cut is necessary to support businesses and employment. The last time the Reserve Bank made such a big cut was in March 2011 after the Canterbury earthquake. Last week, the bank outlined a range of unconventional monetary policy tools such as negative interest rates, special loans to banks, and buying bonds to put money into the economy. Christchurch red zone residents say the area is experiencing an increasing amount of petty crime and dumped rubbish, due to a lack of people. The red zone was established after thousands of houses - and the land underneath them - suffered severe damage in the 2010 and 2011 earthquakes. Last year (2019), a Regeneration Plan for the area was signed off by the government - which included building walkways, cycleways, forests, wetlands, and sport and recreation areas. That's all designed to get people back into the red zone area - but much of the work is still years away. Logan Church met a resident who told him that in the meantime, things are deteriorating.

A heritage advocate says he is over the moon to see a special piece of this country's history restored for future generations to enjoy. Three second world war era gun emplacements have been officially opened at Godley Head near Christchurch. The concrete bunkers and network of tunnels were badly damaged in the 2011 earthquakes and have only now been repaired and had screeds of graffiti removed. At the height of the war, the guns at the entry to Lyttelton Harbour were home to two thousand army personnel. They were the main defence from an anticipated Japanese invasion. The Godley Heads Heritage Trust chair, Peter Wilkins, told Conan Young the restored emplacements will ensure this history is never forgotten.

The initial goal of this research was to explore how SME business models change in response to a crisis. Keeping this in mind, the business model canvas (Osterwalder & Pigneur, 2010) was used as a tool to analyse SME business models in the Canterbury region of New Zealand. The purpose was to evaluate the changes SMEs instituted in their business models after being hit by a series of earthquakes in 2010 and 2011. The idea was to conduct interviews with business owners and analyse them using grounded theory methods. As this method is iterative and requires simultaneous data collection and analysis, a tentative model was proposed after first phase of the data collection and analysis. However, as a result of this process, it became apparent that owner-specific characteristics, action orientation and networks were more prominent in the data than business model elements. Although the SMEs in this study experienced several operational changes in their business models, such as a change of location, modifications to their payment terms or expanded/restricted target markets, the suggested framework highlights how owner-specific attributes ensured the recovery of their businesses. After the initial framework was suggested, subsequent interviews were conducted to test, verify, and modify the tentative model. Three aspects of business recovery emerged: (a) cognitive coping – the business owner’s mind-set and motive; (b) adaptive coping – the ability of business owner to take corrective actions; and (c) social capital – the social network of a business owner, including formal and informal connections and their significance. Three distinct groups were identified; self-sufficient SMEs, socially-based SMEs and surviving SMEs. This thesis proposes a grounded theory of business recovery for SMEs following a disaster. Cognitive coping and social capital enabled the owners to take actions, which eventually led to the desired outcomes for the businesses.

During the 21st century, New Zealand has experienced increasing public concern over the quality of the design and appearance of new developments, and their effects on the urban environment. In response to this, a number of local authorities developed a range of tools to address this issue, including urban design panels to review proposals and provide independent advice. Following the 2010 and 2011 Canterbury earthquake sequence, the commitment to achieve high quality urban design within Christchurch was given further importance, with the city facing the unprecedented challenge of rebuilding a ‘vibrant and successful city’. The rebuild and regeneration reinforced the need for independent design review, putting more focus and emphasis on the role and use of the urban design panel; first through collaboratively assisting applicants in achieving a better design outcome for their development by providing an independent set of eyes on their design; and secondly in assisting Council officers in forming their recommendations on resource consent decisions. However, there is a perception that urban design and the role of the urban design panel is not fully understood, with some stakeholders arguing that Council’s urban design requirements are adding cost and complexity to their developments. The purpose of this research was to develop a better understanding on the role of the Christchurch urban design panel post-earthquake in the central city; its direct and indirect influence on the built environment; and the deficiencies in the broader planning framework and institutional settings that it might be addressing. Ultimately, the perceived role of the Panel is understood, and there is agreement that urban design is having a positive influence on the built environment, albeit viewed differently amongst the varying groups involved. What has become clear throughout this research is that the perceived tension between the development community and urban design well and truly exists, with the urban design panel contributing towards this. This tension is exacerbated further through the cost of urban design to developers, and the drive for financial return from their investments. The panel, albeit promoting a positive experience, is simply a ‘tick box’ exercise for some, and as the research suggests, groups or professional are determining themselves what constitutes good urban design, based on their attitude, the context in which they sit and the financial constraints to incorporate good design elements. It is perhaps a bleak time for urban design, and more about building homes.

<jats:p>This article is a critical commentary of how political documentary embodies the traits and functions of alternative journalism. I explore this notion through Obrero (‘worker’) my independent documentary project about the labour migration of Filipino workers to Christchurch, Aotearoa New Zealand, after the earthquake in 2011. This article maps out the points at where the theories and practices of alternative media and documentary intersect. Analysing political documentary as a format of alternative journalism has links to the long tradition of film and video production as a tool for social critique. As a form of practice-based research, Obrero falls under the rubric of alternative journalism—able to represent the politically marginal sectors of the polity and report on issues underreported in the mainstream press. This article concludes that a distribution plan that is responsive to fragmenting audiences works best when alternative journalism no longer targets a niche but transborder audiences.</jats:p>

<jats:p>Social and natural capital are fundamental to people’s wellbeing, often within the context of local community. Developing communities and linking people together provide benefits in terms of mental well-being, physical activity and other associated health outcomes. The research presented here was carried out in Christchurch - Ōtautahi, New Zealand, a city currently re-building, after a series of devastating earthquakes in 2010 and 2011. Poor mental health has been shown to be a significant post-earthquake problem, and social connection has been postulated as part of a solution. By curating a disparate set of community services, activities and facilities, organised into a Geographic Information Systems (GIS) database, we created i) an accessibility analysis of 11 health and well-being services, ii) a mobility scenario analysis focusing on 4 general well-being services and iii) a location-allocation model focusing on 3 primary health care and welfare location optimisation. Our results demonstrate that overall, the majority of neighbourhoods in Christchurch benefit from a high level of accessibility to almost all the services; but with an urban-rural gradient (the further away from the centre, the less services are available, as is expected). The noticeable exception to this trend, is that the more deprived eastern suburbs have poorer accessibility, suggesting social inequity in accessibility. The findings presented here show the potential of optimisation modelling and database curation for urban and community facility planning purposes.</jats:p>

Several concrete cladding panels were damaged during the 2011 Christchurch Earthquakes in New Zealand. Damage included partial collapse of panels, rupture of joint sealants, cracking and corner crushing. Installation errors, faulty connections and inadequate detailing were also contributing factors to the damage. In New Zealand, two main issues are considered in order to accommodate story drifts in the design of precast cladding panels: 1) drift compatibility of tieback or push-pull connections and 2) drift compatibility of corner joints. Tieback connections restrain the panels in the out-of-plane direction while allowing in-plane translation with respect to the building frame. Tieback connections are either in the form of slots or oversized holes or ductile rods usually located at the top of the panels. Bearing connections are also provided at the bottom of panels to transfer gravity loads. At the corners of a building, a vertical joint gap, usually filled with sealants, is provided between the two panels on the two orthogonal sides to accommodate the relative movement. In cases where the joint gap is not sufficient to accommodate the relative movements, panels can collide, generating large forces and the likely failure of the connections. On the other hand, large gaps are aesthetically unpleasing. The current design standards appear to recognize these issues but then leave most of the design and detailing to the discretion of the designers. In the installation phase, the alignment of panels is one of the main challenges faced by installers (and/or contractors). Many prefer temporary props to guide, adjust and hold the panels in place whilst the bearing connections are welded. Moreover, heat generated from extensive welding can twist the steel components inducing undesirable local stresses in the panels. Therefore, the installation phase itself is time-consuming, costly and prone to errors. This paper investigates the performance of a novel panel system that is designed to accommodate lateral inter-story drift through a ‘rocking’ motion. In order to gauge the feasibility of the system, six 2m high precast concrete panels within a single-story steel frame structure have been tested under increasing levels of lateral cyclic drift at the University of Canterbury, New Zealand. Three different panel configurations are tested: 1) a panel with return cover and a flat panel at a corner under unidirectional loading, 2) Two adjacent flat panels under unidirectional loading, and 3) Two flat panels at another oblique corner under bidirectional loading. A vertical seismic joint of 25 mm, filled with one-stage joint sealant, is provided between two of the panels. The test results show the ability of the panels with ‘rocking’ connection details to accommodate larger lateral drifts whilst allowing for smaller vertical joints between panels at corners, quick alignment and easy placement of panels without involving extensive welding on site.

The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.

This thesis is a creative and critical exploration of how transmedia storytelling meshes with political documentary’s nature of representing social realities and goals to educate and promote social change. I explore this notion through Obrero (“worker”), my independently produced transmedia and transjournalistic documentary project that explores the conditions and context of the Filipino rebuild workers who migrated to Christchurch, New Zealand after the earthquake in 2011. While the project should appeal to New Zealanders, it is specifically targeted at an audience from the Philippines. Obrero began as a film festival documentary that co-exists with strategically refashioned Web 2.0 variants, a social network documentary and an interactive documentary (i-doc). Using data derived from the production and circulation of Obrero, I interrogate how the documentary’s variants engage with differing audiences and assess the extent to which this engagement might be effective. This thesis argues that contemporary documentary needs to re-negotiate established film aesthetics and practices to adapt in the current period of shifting technologies and fragmented audiences. Documentary’s migration to new media platforms also creates a demand for filmmakers to work with a transmedia state of mind—that is, the capacity to practise the old canons of documentary making while comfortably adjusting to new media production praxis, ethics, and aesthetics. Then Obrero itself, as the creative component of this thesis, becomes an instance of research through creative practice. It does so in two respects: adding new knowledge about the context, politics, and experiences of the Filipino workers in New Zealand; and offering up a broader model for documentary engagement, which I analyse for its efficacy in the digital age

Soil-structure interaction (SSI) has been widely studied during the last decades. The influence of the properties of the ground motion, the structure and the soil have been addressed. However, most of the studies in this field consider a stand-alone structure. This assumption is rarely justifiable in dense urban areas where structures are built close to one another. The dynamic interaction between adjacent structures has been studied since the early 1970s, mainly using numerical and analytical models. Even though the early works in this field have significantly contributed to understanding this problem, they commonly consider important simplifications such as assuming a linear behaviour of the structure and the soil. Some experimental works addressing adjacent structures have recently been conducted using geotechnical centrifuges and 1g shake tables. However, further research is needed to enhance the understanding of this complex phenomenon. A particular case of SSI is that of structures founded in fine loose saturated sandy soil. An iconic example was the devastating effects of liquefaction in Christchurch, New Zealand, during the Canterbury earthquake in 2011. In the case of adjacent structures on liquefiable soil, the experimental evidence is even scarcer. The present work addresses the dynamic interaction between adjacent structures by performing multiple experimental studies. The work starts with two-adjacent structures on a small soil container to expose the basics of the problem. Later, results from tests considering a more significant number of structures on a big laminar box filled with sand are presented. Finally, the response of adjacent structures on saturated sandy soil is addressed using a geotechnical centrifuge and a large 1g shake table. This research shows that the acceleration, lateral displacement, foundation rocking, damping ratio, and fundamental frequency of the structure of focus are considerably affected by the presence of neighbouring buildings. In general, adjacent buildings reduced the dynamic response of the structure of focus on dry sand. However, the acceleration was amplified when the structures had a similar fundamental frequency. In the case of structures on saturated sand, the presence of adjacent structures reduced the liquefaction potential. Neighbouring structures on saturated sand also presented larger rotation of the footing and lateral displacement of the top mass than that of the stand-alone case
