The bill to fix botched EQC repairs from the Canterbury earthquakes has hit $270 million - four times what the previous Government predicted just two years ago. The Minister responsible for the Earthquake Commission, Megan Woods, has asked Treasury to urgently crunch some figures to give the Government an idea of its future liability, with many experts warning thousands more homes may be affected. The Christchurch liquefaction study was initiated to better determine liquefaction susceptibility in Christchurch city. It aimed to improve on earlier liquefaction susceptibility maps, which were based on soil type and distribution, by incorporating soil strength data into liquefaction analysis. This stage of the study included collating available geological and geotechnical data from Environment Canterbury and Christchurch City Council into a database, modelling liquefaction hazard and ground damage and presenting these as maps. The report contains many recommendations, which were taken up in subsequent stages of the study. (Note that the results of Stage 1 of the Christchurch liquefaction study were provided to Environment Canterbury as a letter rather than a report. This was a summary of work completed to 30 June 2001, including a review of geological and geotechnical data available within Environment Canterbury and Christchurch City Council records.) Recent advances in timber design at the University of Canterbury have led to new structural systems that are appropriate for a wide range of building types, including multi-storey commercial office structures. These buildings are competitive with more traditional construction materials in terms of cost, sustainability and structural performance. This paper provides seismic design recommendations and analytical modelling approaches, appropriate for the seismic design of post-tensioned coupled timber wall systems. The models are based on existing seismic design theory for precast post-tensioned concrete, modified to more accurately account for elastic deformation of the timber wall systems and the influence of the floor system. Experimental test data from a two storey post-tensioned timber building, designed, constructed and tested at the University of Canterbury is used to validate the analytical models.

The recent earthquakes in Canterbury have left thousands of Christchurch residents’ homeless or facing the possibility of homelessness. The New Zealand Government, so far, have announced that 5,100 homes in Christchurch will have to be abandoned as a result of earthquake damaged land (Christchurch City Council, 2011). They have been zoned red on the Canterbury Earthquake Recovery Authority (CERA) map and there are another 10,000 that have been zoned orange, awaiting a decision (Christchurch City Council, 2011). This situation has placed pressures on land developers and local authorities to speed up the process associated with the development of proposed subdivisions in Christchurch to accommodate residents in this situation (Tarrant, 2011).

In this paper, the characteristics of near-fault ground motions recorded during the Mw7.1 Darfield and Mw 6.2 Christchurch earthquakes are examined and compared with existing empirical models. The characteristics of forward-directivity effects are first examined using a wavelet-based pulse-classification algorithm. This is followed by an assessment of the adequacy of empirical models which aim to capture the effect of directivity effects on amplifying the acceleration response spectra; and the period and peak velocity of the forward-directivity pulse. It is illustrated that broadband directivity models developed by Somerville et al. (1997) and Abrahamson (2000) generally under-predict the observed amplification of response spectral ordinates at longer vibration periods. In contrast, a recently developed narrowband model by Shahi and Baker (2011) provides significantly improved predictions by amplifying the response spectra within a small range of periods surrounding the directivity pulse period. Although the empirical predictions of the pulse period are generally favourable for the Christchurch earthquake, the observations from the Darfield earthquake are significantly under-predicted. The elongation in observed pulse periods is inferred as being a result of the soft sedimentary soils of the Canterbury basin. However, empirical predictions of the observed peak velocity associated with the directivity pulse are generally adequate for both events.

The objective of this study is to examine the influence of near-fault motions on liquefaction triggering in Christchurch and neighboring towns during the 2010-2011 Canterbury earthquake sequence (CES). The CES began with the 4 September 2010, Mw7.1 Darfield earthquake and included up to ten events that triggered liquefaction. However, most notably, widespread liquefaction was induced by the Darfield earthquake and the Mw6.2, 22 February 2011 Christchurch earthquake. Of particular relevance to this study is the forward directivity effects that were prevalent in the motions recorded during the Darfield earthquake, and to a much lesser extent, during the Christchurch earthquake. A 2D variant of the Richart-Newmark fatigue theory was used to compute the equivalent number of cycles (neq) for the ground motions, where volumetric strain was used as the damage metric. This study is unique because it considers the contribution and phasing of both the fault-normal and fault-parallel components of motion on neq and the magnitude scaling factor (MSF). It was found that when the fault-normal and fault-parallel motions were treated individually, the former yielded a lower neq than the latter. Additionally, when the combined effects of fault-normal and fault-parallel components were considered, it was found that the MSF were higher than those commonly used. This implies that motions containing near-fault effects are less demanding on the soil than motions that do not. This may be one of several factors that resulted in less severe liquefaction occurring during the Darfield earthquake than the Christchurch earthquake.

This is an interim report from the research study performed within the NHRP Research Project “Impacts of soil liquefaction on land, buildings and buried pipe networks: geotechnical evaluation and design, Project 3: Seismic assessment and design of pipe networks in liquefiable soils”. The work presented herein is a continuation of the comprehensive study on the impacts of Christchurch earthquakes on the buried pipe networks presented in Cubrinovski et al. (2011). This report summarises the performance of Christchurch City’s potable water, waste water and road networks through the 2010-2011 Canterbury Earthquake Sequence (CES), and particularly focuses on the potable water network. It combines evidence based on comprehensive and well-documented data on the damage to the water network, detailed observations and interpretation of liquefaction-induced land damage, records and interpretations of ground motion characteristics induced by the Canterbury earthquakes, for a network analysis and pipeline performance evaluation using a GIS platform. The study addresses a range of issues relevant in the assessment of buried networks in areas affected by strong earthquakes and soil liquefaction. It discusses performance of different pipe materials (modern flexible pipelines and older brittle pipelines) including effects of pipe diameters, fittings and pipeline components/details, trench backfill characteristics, and severity of liquefaction. Detailed breakdown of key factors contributing to the damage to buried pipes is given with reference to the above and other relevant parameters. Particular attention is given to the interpretation, analysis and modelling of liquefaction effects on the damage and performance of the buried pipe networks. Clear link between liquefaction severity and damage rate for the pipeline has been observed with an increasing damage rate seen with increasing liquefaction severity. The approach taken here was to correlate the pipeline damage to LRI (Liquefaction Resistance Index, newly developed parameter in Cubrinovski et al., 2011) which represents a direct measure for the soil resistance to liquefaction while accounting for the seismic demand through PGA. Key quality of the adopted approach is that it provides a general methodology that in conjunction with conventional methods for liquefaction evaluation can be applied elsewhere in New Zealand and internationally. Preliminary correlations between pipeline damage (breaks km-1), liquefaction resistance (LRI) and seismic demand (PGA) have been developed for AC pipes, as an example. Such correlations can be directly used in the design and assessment of pipes in seismic areas both in liquefiable and non-liquefiable areas. Preliminary findings on the key factors for the damage to the potable water pipe network and established empirical correlations are presented including an overview of the damage to the waste water and road networks but with substantially less detail. A comprehensive summary of the damage data on the buried pipelines is given in a series of appendices.

In the aftermath of the 2010-2011 Canterbury earthquakes in New Zealand, the residual capacity and reparability of damaged reinforced concrete (RC) structures was an issue pertinent to building owners, insurers, and structural engineers. Three precast RC moment-resisting frame specimens were extracted during the demolition of the Clarendon Tower in Christchurch after sustaining earthquake damage. These specimens were subjected to quasi-static cyclic testing as part of a research program to determine the reparability of the building. It was concluded that the precast RC frames were able to be repaired and retrofitted to an enhanced strength capacity with no observed reduction in displacement capacity, although the frames with “shear-ductile” detailing exhibited less displacement ductility capacity and energy dissipation capacity than the more conventionally detailed RC frames. Furthermore, the cyclic test results from the earthquake-damaged RC frames were used to verify the predicted inelastic demands applied to the specimens during the 2010-2011 Canterbury earthquakes. https://www.concrete.org/publications/acistructuraljournal.aspx

Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. In this paper, we consider how religious leaders and Civil Defence authorities might collaborate to establish a two-way information conduit during the aftermath of a disaster. Using surveys and in-person interviews, clergy in different Christian denominations were asked about their roles in the earthquake, the needs of their congregations and the possibilities and obstacles to deeper collaboration with Civil Defence authorities.

The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.
