Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options. Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. It will close at 8:30 each night so more repairs and assesments can be done. Kaikoura Top Ten Holiday Park co-owner Ed Nolan tells us what this means for his business and others in the town. The Prime Minister Jainda Ardern says the Government's new families package will reduce child poverty in the country by 48 per cent. We ask the panellists whether this is realistic or if there are other, more entrenched imprediments to lowering poverty in New Zealand. The recent earthquakes in Christchurch have made it clear that issues exist with current RC frame design in New Zealand. In particular, beam elongation in RC frame buildings was widespread and resulted in numerous buildings being rendered irreparable. Design solutions to overcome this problem are clearly needed, and the slotted beam is one such solution. This system has a distinct advantage over other damage avoidance design systems in that it can be constructed using current industry techniques and conventional reinforcing steel. As the name suggests, the slotted beam incorporates a vertical slot along part of the beam depth at the beam-column interface. Geometric beam elongation is accommodated via opening and closing of these slots during seismically induced rotations, while the top concrete hinge is heavily reinforced to prevent material inelastic elongation. Past research on slotted beams has shown that the bond demand on the bottom longitudinal reinforcement is increased compared with equivalent monolithic systems. Satisfying this increased bond demand through conventional means may yield impractical and economically less viable column dimensions. The same research also indicated that the joint shear mechanism was different to that observed within monolithic joints and that additional horizontal reinforcement was required as a result. Through a combination of theoretical investigation, forensic analysis, and database study, this research addresses the above issues and develops design guidelines. The use of supplementary vertical joint stirrups was investigated as a means of improving bond performance without the need for non-standard reinforcing steel or other hardware. These design guidelines were then validated experimentally with the testing of two 80% scale beam-column sub-assemblies. The revised provisions for bond within the bottom longitudinal reinforcement were found to be adequate while the top longitudinal reinforcement remained nominally elastic throughout both tests. An alternate mechanism was found to govern joint shear behaviour, removing the need for additional horizontal joint reinforcement. Current NZS3101:2006 joint shear reinforcement provisions were found to be more than adequate given the typically larger column depths required rendering the strut mechanism more effective. The test results were then used to further refine design recommendations for practicing engineers. Finally, conclusions and future research requirements were outlined.

Post-tensioned timber technology was originally developed and researched at the University of Canterbury (UC) in New Zealand in 2005. It can provide a low-damage seismic design solution for multi-storey mass timber buildings. Since mass timber products, such as cross-laminated timber (CLT), have high in-plane stiffness, a post-tensioned timber shear wall will deform mainly in a rocking mechanism. The moment capacity of the wall at the base is commonly determined using the elastic form of the Modified Monolithic Beam Analogy (MMBA). In the calculation of the moment capacity at the wall base, it is critical to accurately predict the location of the neutral axis and the timber compressive stress distribution. Three 2/3 scale 8.6m tall post-tensioned CLT walls were experimentally tested under quasi-static cyclic loading – both uni-directional and bi-directional- in this study. These specimens included a single wall, a coupled wall, and a C-shaped core-wall. The main objective was to develop post-tensioned C-shaped timber core-walls for tall timber buildings with enhanced lateral strength and stiffness. To better understand the timber compressive stress distributions at the wall base, particle tracking technology (PTT) technology was applied for the first time to investigate the behaviour of the compression toe. Previous post-tensioned timber testing primarily used the displacement measurements to determine the timber compressive behavior at the wall base or rocking interfaces. However, by using PTT technology, the timber strain measurements in the compression zone can be much more accurate as PTT is able to track the movement of many particles on the timber surface. This paper presents experimental testing results of post-tensioned CLT walls with a focus on capturing timber compressive behavior using PTT. The PTT measurements were able to better capture small base rotations which occurred at the onset of gap opening and capture unexpected phenomena in core-wall tests. The single wall test result herein presented indicates that while the MMBA could predict the moment rotation behavior with reasonable accuracy, the peak strain response was under predicted in the compression toe. Further detailed study is required to better understand the complex strain fields generated reflective of the inherent cross-thickness inhomogeneity and material variability of CLT.

On 4 September 2010, a magnitude Mw 7.1 earthquake struck the Canterbury region on the South Island of New Zealand. The epicentre of the earthquake was located in the Darfield area about 40 km west of the city of Christchurch. Extensive damage was inflicted to lifelines and residential houses due to widespread liquefaction and lateral spreading in areas close to major streams, rivers and wetlands throughout Christchurch and Kaiapoi. Unreinforced masonry buildings also suffered extensive damage throughout the region. Despite the severe damage to infrastructure and residential houses, fortunately, no deaths occurred and only two injuries were reported in this earthquake. From an engineering viewpoint, one may argue that the most significant aspects of the 2010 Darfield Earthquake were geotechnical in nature, with liquefaction and lateral spreading being the principal culprits for the inflicted damage. Following the earthquake, an intensive geotechnical reconnaissance was conducted to capture evidence and perishable data from this event. This paper summarizes the observations and preliminary findings from this early reconnaissance work.

A wide range of reinforced concrete (RC) wall performance was observed following the 2010/2011 Canterbury earthquakes, with most walls performing as expected, but some exhibiting undesirable and unexpected damage and failure characteristics. A comprehensive research programme, funded by the Building Performance Branch of the New Zealand Ministry of Business, Innovation and Employment, and involving both numerical and experimental studies, was developed to investigate the unexpected damage observed in the earthquakes and provide recommendations for the design and assessment procedures for RC walls. In particular, the studies focused on the performance of lightly reinforced walls; precast walls and connections; ductile walls; walls subjected to bi-directional loading; and walls prone to out-of-plane instability. This paper summarises each research programme and provides practical recommendations for the design and assessment of RC walls based on key findings, including recommended changes to NZS 3101 and the NZ Seismic Assessment Guidelines.

This thesis describes research into developing a client/server ar- chitecture for a mobile Augmented Reality (AR) application. Following the earthquakes that have rocked Christchurch the city is now changed forever. CityViewAR is an existing mobile AR application designed to show how the city used to look before the earthquakes. In CityViewAR 3D virtual building models are overlaid onto video captured by a smartphone camera. However the current version of CityViewAR only allows users to browse information stored on the mobile device. In this research the author extends the CityViewAR application to a client-server model so that anyone can upload models and annotations to a server and have this information viewable on any smartphone running the application. In this thesis we describe related work on AR browser architectures, the system we developed, a user evaluation of the prototype system and directions for future work.

The Canterbury earthquakes, which involved widespread damage in the February 2011 event and ongoing aftershocks near the Christchurch central business district (CBD), presented decision-makers with many recovery challenges. This paper identifies major government decisions, challenges, and lessons in the early recovery of Christchurch based on 23 key-informant interviews conducted 15 months after the February 2011 earthquake. It then focuses on one of the most important decisions – maintaining the cordon around the heavily damaged CBD – and investigates its impacts. The cordon displaced 50,000 central city jobs, raised questions about (and provided new opportunities for) the long-term viability of downtown, influenced the number and practice of building demolitions, and affected debris management; despite being associated with substantial losses, the cordon was commonly viewed as necessary, and provided some benefits in facilitating recovery. Management of the cordon poses important lessons for planning for catastrophic urban earthquakes around the world.

A major lesson from the 2011 Christchurch earthquake was the apparent lack of ductility of some lightly reinforced concrete (RC) wall structures. In particular, the structural behaviour of the critical wall in the Gallery Apartments building demonstrated that the inelastic deformation capacity of a structure, as well as potentially brittle failure of the reinforcement, is dependent on the level of bond deterioration between reinforcement and surrounding concrete that occurs under seismic loading. This paper presents the findings of an experimental study on bond behaviour between deformed reinforcing bars and the surrounding concrete. Bond strength and relative bond slip was evaluated using 75 pull-out tests under monotonic and cyclic loading. Variations of the experiments include the loading rate, loading history, concrete strength (25 to 70 MPa), concrete age, cover thickness, bar diameter (16 and 20 mm), embedded length, and the position of the embedded bond region within the specimen (deep within or close to free surface). Select test results are presented with inferred implications for RC structures.

The Canterbury Earthquakes of 2010-2011, in particular the 4th September 2010 Darfield earthquake and the 22nd February 2011 Christchurch earthquake, produced severe and widespread liquefaction in Christchurch and surrounding areas. The scale of the liquefaction was unprecedented, and caused extensive damage to a variety of man-made structures, including residential houses. Around 20,000 residential houses suffered serious damage as a direct result of the effects of liquefaction, and this resulted in approximately 7000 houses in the worst-hit areas being abandoned. Despite the good performance of light timber-framed houses under the inertial loads of the earthquake, these structures could not withstand the large loads and deformations associated with liquefaction, resulting in significant damage. The key structural component of houses subjected to liquefaction effects was found to be their foundations, as these are in direct contact with the ground. The performance of house foundations directly influenced the performance of the structure as a whole. Because of this, and due to the lack of research in this area, it was decided to investigate the performance of houses and in particular their foundations when subjected to the effects of liquefaction. The data from the inspections of approximately 500 houses conducted by a University of Canterbury summer research team following the 4th September 2010 earthquake in the worst-hit areas of Christchurch were analysed to determine the general performance of residential houses when subjected to high liquefaction loads. This was followed by the detailed inspection of around 170 houses with four different foundation types common to Christchurch and New Zealand: Concrete perimeter with short piers constructed to NZS3604, concrete slab-on-grade also to NZS3604, RibRaft slabs designed by Firth Industries and driven pile foundations. With a focus on foundations, floor levels and slopes were measured, and the damage to all areas of the house and property were recorded. Seven invasive inspections were also conducted on houses being demolished, to examine in more detail the deformation modes and the causes of damage in severely affected houses. The simplified modelling of concrete perimeter sections subjected to a variety of liquefaction-related scenarios was also performed, to examine the comparative performance of foundations built in different periods, and the loads generated under various bearing loss and lateral spreading cases. It was found that the level of foundation damage is directly related to the level of liquefaction experienced, and that foundation damage and liquefaction severity in turn influence the performance of the superstructure. Concrete perimeter foundations were found to have performed most poorly, suffering high local floor slopes and being likely to require foundation repairs even when liquefaction was low enough that no surface ejecta was seen. This was due to their weak, flexible foundation structure, which cannot withstand liquefaction loads without deforming. The vulnerability of concrete perimeter foundations was confirmed through modelling. Slab-on-grade foundations performed better, and were unlikely to require repairs at low levels of liquefaction. Ribraft and piled foundations performed the best, with repairs unlikely up to moderate levels of liquefaction. However, all foundation types were susceptible to significant damage at higher levels of liquefaction, with maximum differential settlements of 474mm, 202mm, 182mm and 250mm found for concrete perimeter, slab-on-grade, ribraft and piled foundations respectively when subjected to significant lateral spreading, the most severe loading scenario caused by liquefaction. It was found through the analysis of the data that the type of exterior wall cladding, either heavy or light, and the number of storeys, did not affect the performance of foundations. This was also shown through modelling for concrete perimeter foundations, and is due to the increased foundation strengths provided for heavily cladded and two-storey houses. Heavy roof claddings were found to increase the demands on foundations, worsening their performance. Pre-1930 concrete perimeter foundations were also found to be very vulnerable to damage under liquefaction loads, due to their weak and brittle construction.

This paper explores the scope of small-scale radio to create an auditory geography of place. It focuses on the short term art radio project The Stadium Broadcast, which was staged in November 2014 in an earthquake-damaged sports stadium in Christchurch, New Zealand. Thousands of buildings and homes in Christchurch have been demolished since the Februrary 22, 2011 earthquake, and while Lancaster Park sports stadium is still standing, it has been unused since that date and its future remains uncertain. The Stadium Broadcast constructed a radio memorial to the Park’s 130 year history through archival recordings, the memories of local people, observation of its current state, and a performed site-specificity. The Stadium Broadcast reflected on the spatiality of radio sounds and transmissions, memory, post-disaster transitionality, and the im-permanence of place.

The susceptibility of precast hollow-core floors to sustain critical damage during an earthquake is now well-recognized throughout the structural engineering community in New Zealand. The lack of shear reinforcement in these floor units is one of the primary reasons causing issues with the seismic performance of these floors. Recent research has revealed that the unreinforced webs of these floor units can crack at drift demands as low as 0.6%. Such observation indicates that potentially many of the existing building stock incorporating hollow-core flooring systems in cities of relatively high seismic activity (e.g. Wellington and Christchurch) that probably have already experienced a level of shaking higher than 0.6% drift in previous earthquakes might already have their floor units cracked. However, there is little information available to reliably quantify the residual gravity load-carrying capacity of cracked hollow-core floor units, highlighting the need to understand the post-cracking behavior of hollow-core floor units to better quantify the extent of the risk that cracked hollow-core floor units pose.

During the 2010 - 2011 Canterbury earthquake sequence, extensive liquefaction was observed in many areas of Christchurch city and its surroundings, causing widespread damage to buildings and infrastructure. While existing simplified methods were found to work well in some areas of the city, there were also large areas where these methods did not perform satisfactorily. In some of these cases, researchers have proposed that layers of fine grained material within the soil profile may be responsible for preventing the manifestation of liquefaction. This paper presents preliminary findings on the mechanisms at play when pressure differentials exist across a clay layer. It is found that if the clay layer is unable to distort, then pore fluid is unable to break-through the layer even with relatively high pressures, resulting in dissipation of excess pore pressures by seepage. If the layers are however able to distort, then it is possible for the pore fluid to break through the clay layer, potentially resulting in adverse effects in terms of the severity of liquefaction.

This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.

Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.

This article explores the scope of small-scale radio to create an auditory geography of place. It focuses on the short-term art radio project The Stadium Broadcast, which was staged in November 2014 in an earthquake-damaged sports stadium in Christchurch, New Zealand. Thousands of buildings and homes in Christchurch have been demolished since the February 22, 2011, earthquake, and by the time of the broadcast the stadium at Lancaster Park had been unused for three years and nine months, and its future was uncertain. The Stadium Broadcast constructed a radio memorial to the Park’s 130-year history through archival recordings, the memories of local people, observation of its current state, and a performed site-specificity. The Stadium Broadcast reflected on the spatiality of radio sounds and transmissions, memory, postdisaster transitionality, and the impermanence of place.

This paper begins with a discussion of the history of negligent manslaughter in New Zealand and its development from the standard of ordinary negligence to the current test of a “major departure” from the expected standard of care, as set out under s 150A of the Crimes Act 1961. The paper then examines failings in s 150A’s current application, arguing that the “major departure” test has created injustices due to its strictly objective nature. Two examples of this are discussed in-depth, Bawa-Garba v R (UK) where a doctor was convicted of grossly negligent manslaughter for the death of her patient; and the decision not to prosecute the negligent engineers of the CTV building which collapsed in the Christchurch earthquake of 2011. The paper discusses three potential resolutions moving forward. It concludes that a more subjective interpretation of the wording of s 150A, which takes account of circumstances excusing or condemning a defendant’s conduct, would prevent future injustices and be a reasonably open interpretation on the wording of s 150A.

At the conclusion of the 2010 and 2011 Canterbury earthquakes more than 5100 homes had been deemed unsafe for habitation. The land and buildings of these were labelled “red zoned” and are too badly damaged for remediation. These homes have been demolished or are destined for demolition. To assist the red zone population to relocate, central government have offered to ‘buy out’ home owners at the Governmental Value (GV) that was last reviewed in 2007. While generous in the economic context at the time, the area affected was the lowest value land and housing in Christchurch and so there is a capital shortfall between the 2007 property value and the cost of relocating to more expensive properties. This shortfall is made worse by increasing present day values since the earthquakes. Red zone residents have had to relocate to the far North and Western extremities of Christchurch, and some chose to move even further to neighbouring towns or cities. The eastern areas and commercial centres close to the red zone are affected as well. They have lost critical mass which has negatively impacted businesses in the catchments of the Red Zone. This thesis aims to repopulate the suburbs most affected by the abandonment of the red zone houses.  Because of the relative scarcity of sound building sites in the East and to introduce affordability to these houses, an alternative method of development is required than the existing low density suburban model. Smart medium density design will be tested as an affordable and appropriate means of living. Existing knowledge in this field will be reviewed, an analysis of what East Christchurch’s key characteristics are will occur, and an examination of built works and site investigations will also be conducted.  The research finds that at housing densities of 40 units per hectare, the spatial, vehicle, aesthetic needs of East Christchurch can be accommodated. Centralising development is also found to offer better lifestyle choices than the isolated suburbs at the edges of Christchurch, to be more efficient using existing infrastructure, and to place less reliance on cars. Stronger communities are formed from the outset and for a full range of demographics.  Eastern affordable housing options are realised and Christchurch’s ever expanding suburban tendencies are addressed. East Christchurch presently displays a gaping scar of devastated houses that ‘The New Eastside’ provides a bandage and a cure for. Displaced and dispossessed Christchurch residents can be re-housed within a new heart for East Christchurch.

There is a relationship between inelastic deformation and energy dissipation in structures that are subjected to earthquake ground motions. Thus, if seismic energy dissipation can be achieved by means of a separate non-load bearing supplementary damping system, the load bearing structure can remain elastic with continuing serviceability following the design level earthquake. This research was carried out to investigate the advantages of using added damping in structures. The control system consists of passive friction dampers called ring spring dampers installed in the ground floor of the structure using a tendon to transmit the forces to the other parts of the structure. The ring springs dampers are friction devices consisting of inner and outer ring elements assembled to form a spring stack. External load applied to the spring produces sliding action across mating ring interfaces. The damping forces generated by the dampers and transferred in the supplemental system to the structure by the tendon and horizontal links oppose the internal loads. A four storey-two bay steel frame structure was used in the study. Experimental and analytical studies to investigate the effectiveness of a supplemental control system are presented. The model was subjected to a series of earthquake simulations on the shaking table in the Structural Laboratory of the Civil Engineering Department, at the University of Canterbury. The earthquake simulation tests have been performed on the structure both with and without the supplemental control system. The earthquake simulations were a series of gradually increasing intensity replications of two commonly used earthquake records. This thesis includes detailed description of the structural model, the supplemental control system, the ring springs dampers and the data obtained during the testing. Analyses were then carried out on a twelve storey framed structure to investigate the possible tendon arrangements and the size and type of dampers required to control the response of a real building. Guidelines for determining the appropriateness of including a supplemental damping system have been investigated. The main features of the supplemental control system adopted in this research are: • It is a passive control system with extreme reliability and having no dependence on external power sources to effect the control action. These power sources may not be available during a major earthquake. • Ring springs are steel friction devices capable of absorbing large amounts of input energy. No liquid leakage can occur and minimal maintenance is required for the ring spring dampers. • With a damper-tendon system, the distribution of the dampers throughout the structure is not so critical. Only one or two dampers are used to produce the damping forces needed, and forces are then transferred to the rest of the building by the tendon system. • It is a relatively inexpensive control system with a long useful life.
