
As the result of the September 4th 2010 Canterbury earthquake and associated aftershocks on February 22nd 2011 and June 13th 2011, final examinations in the two 100 level economics papers at Canterbury University were cancelled at short notice in semester one 2011. The final examination weightings were spread over the remaining assessments to obtain a final grade for students. This paper attempts to establish how different online assessment conditions affect final grade distributions when online assessments are substituted for an invigilated final examination. Pearson correlation coefficients and Spearman rank order correlation coefficients are used to show that there is a greater correlation between online quizzes and invigilated assessments when those quizzes are only available for a restricted period of time, compared to the whole semester. We find that online quizzes are more closely correlated with invigilated assessments when the first attempt at a quiz is recorded, as opposed to the highest of two attempts. We also find that using the first attempt leads to less grade disruption when compared to a “normal” semester that includes a final examination. Finally, the actual impact on student grades when online quizzes are substituted for a final examination is discussed.
Validating dynamic responses of engineered systems subjected to simulated ground motions is essential in scrutinising the applicability of simulated ground motions for engineering demand analyses. This paper compares the responses of two 3D building models subjected to recorded and simulated ground motions scaled to the NZS1170.5 design response spectrum, in order to evaluate the applicability of simulated ground motions for use in conventional engineering practice in New Zealand. The buildings were designed according to the NZS1170.5 and physically constructed in Christchurch prior to the 2010-2011 Canterbury earthquakes. 40 recorded ground motions from the 22 February 2011 Christchurch earthquake, along with the simulated ground motions for this event from Razafindrakoto et al. (2018) are considered. The seismic responses of the structures are principally quantified via the peak floor acceleration and maximum inter-storey drift ratio. Overall, the results indicate a general agreement in seismic demands obtained using the recorded and simulated ensembles of ground motions and provide further evidence that simulated ground motions using state-of-the-art methods can be used in code-based structural performance assessments inplace of, or in combination with, ensembles of recorded ground motions.
The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:
With the occurrence of natural disasters on the increase, major cities around the world face the potential of complete loss of infrastructure due to design guidelines that do not consider resilience in the design. With the February 22nd, 2011 earthquake in Christchurch, being the largest insured event, lessons learnt from the rebuild will be vital for the preparation of future disasters. Therefore the objective of this research is to understand the financial implications of the changes to the waste water design guidelines used throughout the five year rebuild programme of works. The research includes a study of the SCIRT alliance model selected for the delivery that is flexible enough to handle changes in the design with minimal impact on the direct cost of the rebuild works. The study further includes the analysis and compares the impact of the three different guidelines on maintenance and replacement cost over the waste water pipe asset life. The research concludes that with the varying ground conditions in Christchurch and also the wide variety of materials in use in the waste water network up to the start of the CES, the rebuild was not a ‘one size fits all’ approach.
This article examines the representation of Christchurch, New Zealand, student radio station RDU in the exhibition Alternative Radio at the Canterbury Museum in 2016. With the intention of ‘making visible what is invisible’ about radio broadcasting, the exhibition articulated RDU as a point of interconnection between the technical elements of broadcasting, the social and musical culture of station staff and volunteers, and the broader local and national music scenes. This paper is grounded in observations of the exhibitions and associated public programmes, and interviews with the key participants in the exhibition including the museum's exhibition designer and staff from RDU, who acted as independent practitioners in collaboration with the museum. Alternative Radio also addressed the aftermath of the major earthquake of 22 February 2011, when RDU moved into a customised horse truck after losing its broadcast studio. The exhibition came about because of the cultural resonance of the post-quake story, but also emphasised the long history of the station before that event, and located this small student radio station in the broader heritage discourse of the Canterbury museum, activating the historical, cultural, and personal memories of the station's participants and audiences.

This exhibition, eight years in the planning, had the misfortune to open one week before the 22 February 2011 Christchurch earthquake; the exhibition was immediately taken down and never went up again – the Christchurch Art Gallery has still not reopened. Although in my book Fantastica: The World of Leo Bensemann (NRO1) I covered the whole of Bensemann’s career, in the exhibition I took responsibility for the paintings (portraits and landscapes) , while Dr. Noel Waite (University of Otago) looked after Bensemann’s graphic work, book design and printing. This was the most extensive exhibition of Bensemann’s work ever mounted and together with Fantastica will compel a major reassessment of his place in New Zealand culture. Art New Zealand wrote of it: ‘The exhibition (including more than 100 items) is significant in bringing together what has in the past appeared disparate and unrelated; here Bensemann's entire oeuvre - the output of a painter, illustrator, calligrapher, typographer, designer and publisher is given equal billing. Although this exhibition is an important re-assessment and valuable for a new generation unfamiliar with his work, a national touring show would have precipitated an even greater awareness’.
We aim to investigate the role of insurance in business recovery following the devastating Christchurch earthquake in February, 22nd, 2011. We analyze data from two business surveys conducted after the earthquake to examine how insurance affected business operation in the aftermath of the earthquake both in the short-term and longer-term. For the short-term analysis, we use a combination of propensity score matching (PSM) and linear probability model (LPM) to analyze the data. We first estimate the propensity scores for insurance take-up of each firm conditional on the firm’s individual characteristics. Stratification based on the estimated propensity scores is used to match the treated (insured) and the control (uninsured) firms. We then estimate the probability of firms’ continuing operations with a set of control variables to account for the level of damage and disruption caused by the quake in each stratum. We find little evidence of any beneficial effect of insurance coverage on business continuity in the short-run. For the longer-term analysis, we analyze the available survey data using logistic regression. The result suggests that business interruption insurance significantly promotes increased level of long-term productivity for surviving firms following the earthquake.
The Canterbury region of New Zealand experienced four earthquakes greater than MW 6.0 between September 2010 and December 2011. This study employs system dynamics as well as hazard, recovery and organisational literature and brings together data collected via surveys, case studies and interviews with organisations affected by the earthquakes. This is to show how systemic interactions and interdependencies within and between industry and geographic sectors affect their recovery post-disaster. The industry sectors in the study are: construction for its role in the rebuild, information and communication technology which is a regional high-growth industry, trucking for logistics, critical infrastructure, fast moving consumer goods (e.g. supermarkets) and hospitality to track recovery through non-discretionary and discretionary spend respectively. Also in the study are three urban centres including the region’s largest Central Business District, which has been inaccessible since the earthquake of 22 February 2011 to the time of writing in February 2013. This work also highlights how earthquake effects propagated between sectors and how sectors collaborated to mitigate difficulties such as product demand instability. Other interacting factors are identified that influence the recovery trajectories of the different industry sectors. These are resource availability, insurance payments, aid from central government, and timely and quality recovery information. This work demonstrates that in recovering from disaster it is crucial for organisations to identify what interacting factors could affect their operations. Also of importance are efforts to reduce the organisation’s vulnerability and increase their resilience to future crises and in day-to-day operations. Lastly, the multi-disciplinary approach to understanding the recovery and resilience of organisations and industry sectors after disaster, leads to a better understanding of effects as well as more effective recovery policy.
When the devastating 6.3 magnitude earthquake hit Christchurch, Aotearoa New Zealand, at 12.51pm on 22nd February 2011, the psychological and physical landscape was irrevocably changed. In the days and weeks following the disaster communities were isolated due to failed infrastructure, continuing aftershocks and the extensive search and rescue effort which focussed resources on the central business district. In such moments the resilience of a community is truly tested. This research discusses the role of grassroots community groups in facilitating community resilience during the Christchurch 2010/11 earthquakes and the role of place in doing so. I argue that place specific strategies for urban resilience need to be enacted from a grassroots level while being supported by broader policies and agencies. Using a case study of Project Lyttelton – a group aspiring towards a resilient sustainable future who were caught at the epicentre of the February earthquake – I demonstrate the role of a community group in creating resilience through self-organised place specific action during a disaster. The group provided emotional care, basic facilities and rebuilding assistance to the residents of Lyttelton, proving to be an invaluable asset. These actions are closely linked to the characteristics of social support and social learning that have been identified as important to socio-ecological resilience. In addition this research will seek to understand and explore the nuances of place and identity and its role in shaping resilience to such dis-placing events. Drawing on community narratives of the displacement of place identity, the potential for a progressive sense of place as instigated by local groups will be investigated as an avenue for adaptation by communities at risk of disaster and place destabilisation.

The Avon-Heathcote Estuary, located in Christchurch, New Zealand, experienced coseismic deformation as a result of the February 22nd 2011 Christchurch Earthquake. The deformation is reflected as subsidence in the northern area and uplift in the southern area of the Estuary, in addition to sand volcanoes which forced up sediment throughout the floor of the Estuary altering estuary bed height and tidal flow. The first part of the research involved quantifying the change in the modern benthic foraminifera distribution as a result of the coseismic deformation caused by the February 22nd 2011 earthquake. By analysing the taxa present immediately post deformation and then the taxa present 2 years post deformation a comparison of the benthic foraminifera distribution can be made of the pre and post deformation. Both the northern and the southern areas of the Estuary were sampled to establish whether foraminifera faunas migrated landward or seaward as a result of subsidence and uplift experienced in different areas. There was no statistical change in overall species distribution in the two year time period since the coseismic deformation occurred, however, there were some noticeable changes in foraminifera distribution at BSNS-Z3 showing a landward migration of taxa. The changes that were predicted to occur as a result of the deformation of the Estuary are taking longer than expected to show up in the foraminiferal record and a longer time period is needed to establish these changes. The second stage involved establishing the modern distribution of foraminifera at Settlers Reserve in the southern area of the Avon-Heathcote Estuary by detailed sampling along a 160 m transect. Foraminifera are sensitive to environmental parameters, tidal height, grainsize, pH and salinity were recorded to evaluate the effect these parameters have on distribution. Bray-Curtis two-way cluster analysis was primarily used to assess the distribution pattern of foraminifera. The modern foraminifera distribution is comparable to that of the modern day New Zealand brackish-water benthic foraminifera distribution and includes species not yet found in other studies of the Avon-Heathcote Estuary. Differences in sampling techniques and the restricted intertidal marshland area where the transect samples were collected account for some of the differences seen between this model and past foraminifera studies. xiii The final stage involved sampling a 2.20 m core collected from Settlers Reserve and using the modern foraminiferal distribution to establish a foraminiferal history of Settlers Reserve. As foraminifera are sensitive to tidal height they may record past coseismic deformation events and the core was used to ascertain whether record of past coseismic deformation is preserved in Settlers Reserve sediments. Sampling the core for foraminifera, grainsize, trace metals and carbon material helped to build a story of estuary development. Using the modern foraminiferal distribution and the tidal height information collected, a down core model of past tidal heights was established to determine past rates of change. Foraminifera are not well preserved throughout the core, however, a sudden relative rise in sea level is recorded between 0.25 m and 0.85 m. Using trace metal and isotope analysis to develop an age profile, this sea level rise is interpreted to record coseismic subsidence associated with a palaeoseismic event in the early 1900’s. Overall, although the Avon-Heathcote Estuary experienced clear coseismic deformation as a result of the 22nd of February 2011 earthquake, modern changes in foraminiferal distribution cannot yet be tracked, however, past seismic deformation is identified in a core. The modern transect describes the foraminifera distribution which identifies species that have not been identified in the Avon-Heathcote Estuary before. This thesis enhances the current knowledge of the Avon-Heathcote Estuary and is a baseline for future studies.
The last seven years have seen southern New Zealand a ected by several large and damaging earthquakes: the moment magnitude (MW) 7.8 Dusky Sound earthquake on 15 July 2009, the MW 7.1 Dar eld (Canterbury) earthquake on 4 September 2010, and most notably the MW 6.2 Christchurch earthquake on 22 February 2011 and the protracted aftershock sequence. In this thesis, we address the postseismic displacement produced by these earthquakes using methods of satellite-based geodetic measurement, known as Interferometric Synthetic Aperture Radar (InSAR) and Global Positioning System (GPS), and computational modelling. We observe several ground displacement features in the Canterbury and Fiordland regions during three periods: 1) Following the Dusky Sound earthquake; 2) Following the Dar eld earthquake and prior to the Christchurch earthquake; and 3) Following the Christchurch earthquake until February 2015. The ground displacement associated with postseismic motion following the Dusky Sound earthquake has been measured by continuous and campaign GPS data acquired in August 2009, in conjunction with Di erential Interferometric Synthetic Aperture Radar (DInSAR) observations. We use an afterslip model, estimated by temporal inversion of geodetic data, with combined viscoelastic rebound model to account for the observed spatio-temporal patterns of displacement. The two postseismic processes together induce a signi cant displacement corresponding to principal extensional and contractual strain rates of the order of 10⁻⁷ and 10⁻⁸ yr⁻¹ respectively, across most of the southern South Island. We also analyse observed postseismic displacement following the Dusky Sound earthquake using a new inversion approach in order to describe afterslip in an elasticviscoelastic medium. We develop a mathematical framework, namely the "Iterative Decoupling of Afterslip and Viscoelastic rebound (IDAV)" method, with which to invert temporally dense and spatially sparse geodetic observations. We examine the IDAV method using both numerical and analytical simulations of Green's functions. For the post-Dar eld time interval, postseismic signals are measured within approximately one month of the mainshock. The dataset used for the post-Dar eld displacement spans the region surrounding previously unrecognised faults that ruptured during the mainshock. Poroelastic rebound in a multi-layered half-space and dilatancy recovery at shallow depths provide a satisfactory t with the observations. For the post-Christchurch interval, campaign GPS data acquired in February 2012 to February 2015 in four successive epochs and 66 TerraSAR-X (TSX) SAR acquisitions in descending orbits between March 2011 and May 2014 reveal approximately three years of postseismic displacement. We detect movement away from the satellite of ~ 3 mm/yr in Christchurch and a gradient of displacement of ~ 4 mm/yr across a lineament extending from the westernmost end of the Western Christchurch Fault towards the eastern end of the Greendale East Fault. The postseismic signals following the Christchurch earthquake are mainly accounted for by afterslip models on the subsurface lineament and nearby faults.
Heavy traffic at the corner of Moorhouse Avenue and Manchester Street as people attempt to leave the city centre shortly after the 22 February earthquake. The photographer comments, "Just after the aftershock settled on Tuesday afternoon, myself and colleagues fled our Tuam Street office to absolute devastation outside. We couldn't see more than a block in either direction due to the clouds of dust that had arisen from buildings that had just collapsed ... From here, we picked up our vehicles from the CCC car park and headed out to get out of the chaos to a position where we could check on loved ones ... As we got to Moorhouse Avenue, we found we had to quickly drive underneath [the Colombo Street overbridge]and carry on down to Brougham Street as the bridge was being closed at that moment. From Brougham, we headed back up towards Madras. The traffic lights were out and the intersection was chaos. Over the next couple of hours, we continued crawling through heavy traffic. Impressively, everyone was very orderly despite the feeling of panic and the continuing aftershocks. We chatted to others in other vehicles to exchange news and stopped to speak to a lady that had broken down following water in the engine after having driven hrough floods".
This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. Unreinforced masonry (URM) is a construction type that was commonly adopted in New Zealand between the 1880s and 1930s. URM construction is evidently vulnerable to high magnitude earthquakes, with the most recent New Zealand example being the 22 February 2011 Mw6.3 Christchurch earthquake. This earthquake caused significant damage to a majority of URM buildings in the Canterbury area and resulted in 185 fatalities. Many URM buildings still exist in various parts of New Zealand today, and due to their likely poor seismic performance, earthquake assessment and retrofit of the remaining URM building stock is necessary as these buildings have significant architectural heritage and occupy a significant proportion of the nation’s building stock. A collaborative research programme between the University of Auckland and Reid Construction Systems was conducted to investigate an economical yet effective solution for retrofitting New Zealand’s existing URM building stock. This solution adopts the shotcrete technique using an Engineered Cementitious Composite (ECC), which is a polyvinyl alcohol fibre reinforced mortar that exhibits strain hardening characteristics. Collaborations have been formed with a number of consulting structural engineers throughout New Zealand to develop innovative and cost effective retrofit solutions for a number of buildings. This paper investigates the effects of variability in source rupture parameters on site-specific physics-based simulated ground motions, ascertained through the systematic analysis of ground motion intensity measures. As a preliminary study, we consider simulations of the 22 February 2011 Christchurch earthquake using the Graves and Pitarka (2015) methodology. The effects of source variability are considered via a sensitivity study in which parameters (hypocentre location, earthquake magnitude, average rupture velocity, fault geometry and the Brune stress parameter) are individually varied by one standard deviation. The sensitivity of simulated ground motion intensity measures are subsequently compared against observational data. The preliminary results from this study indicate that uncertainty in the stress parameter and the rupture velocity have the most significant effect on the high frequency amplitudes. Conversely, magnitude uncertainty was found to be most influential on the spectral acceleration amplitudes at low frequencies. Further work is required to extend this preliminary study to exhaustively consider more events and to include parameter covariance. The ultimate results of this research will assist in the validation of the overall simulation method’s accuracy in capturing various rupture parameters, which is essential for the use of simulated ground motion models in probabilistic seismic hazard analysis.
This paper presents site-specific and spatially-distributed ground-motion intensity estimates which have been utilized in the aftermath of the 2010-2011 Canterbury, New Zealand earthquakes. The methodology underpinning the ground motion intensity estimation makes use of both prediction models for ground motion intensity and its within-event spatial correlation. A key benefit of the methodology is that the estimated ground motion intensity at a given location is not a single value but a distribution of values. The distribution is comprised of both a mean and standard deviation, with the standard deviation being a function of the distance to nearby observations at strong motion stations. The methodology is illustrated for two applications. Firstly, maps of conditional peak ground acceleration (PGA) have been developed for the major events in the Canterbury earthquake sequence, which among other things, have been utilized for assessing liquefaction triggering susceptibility of land in residential areas. Secondly, the conditional distribution of response spectral ordinates is obtained at the location of the Canterbury Television building (CTV), which catastrophically collapsed in the 22 February 2011 earthquake. The conditional response spectra provide insight for the selection of ground motion records for use in forensic seismic response analyses of important structures at locations where direct recordings are absent.
Active faults capable of generating highly damaging earthquakes may not cause surface rupture (i.e., blind faults) or cause surface ruptures that evade detection due to subsequent burial or erosion by surface processes. Fault populations and earthquake frequency-‐magnitude distributions adhere to power laws, implying that faults too small to cause surface rupture but large enough to cause localized strong ground shaking densely populate continental crust. The rupture of blind, previously undetected faults beneath Christchurch, New Zealand in a suite of earthquakes in 2010 and 2011, including the fatal 22 February 2011 moment magnitude (Mw) 6.2 Christchurch earthquake and other large aftershocks, caused a variety of environmental impacts, including major rockfall, severe liquefaction, and differential surface uplift and subsidence. All of these effects occurred where geologic evidence for penultimate effects of the same nature existed. To what extent could the geologic record have been used to infer the presence of proximal, blind and / or unidentified faults near Christchurch? In this instance, we argue that phenomena induced by high intensity shaking, such as rock fragmentation and rockfall, revealed the presence of proximal active faults in the Christchurch area prior to the recent earthquake sequence. Development of robust earthquake shaking proxy datasets should become a higher scientific priority, particularly in populated regions.
This article reports on research conducted in Christchurch, New Zealand, after the 22 February 2011 earthquake. This quake and thousands of subsequent aftershocks have left the city of Christchurch with serious infrastructure damage to roads, sewage supply, housing and commercial buildings. The emergence of a vibrant art and craft movement in the Christchurch region post earthquake has been an unexpected aspect of the recovery process. The article begins with a review of the literature on traditional responses to disaster recovery illustrating how more contemporary approaches are community-focused. We review the links between crafting and well-being, and report on qualitative research conducted with five focus groups and nine individuals who have contributed to this movement in Christchurch. The findings illustrate the role crafting has played post earthquake, in terms of processing key elements of the disaster for healing and recovery, creating opportunities for social support; giving to others; generating learning and meaning making and developing a vision for the future. The data analysis is underpinned by theory related to post-traumatic growth and ecological concerns. The role of social work in promoting low-cost initiatives such as craft groups to foster social resilience and aid in the recovery from disaster trauma is explored. This discussion considers why such approaches are rare in social work.
Disasters that significantly affect people typically result in the production of documents detailing disaster lessons. This was the case in the 2010 and 2011 Canterbury earthquakes, as government and emergency response agencies, community organisations, and the media, engaged in the practice of producing and reporting disaster lessons. This thesis examines the disaster lessons that were developed by emergent groups following the Canterbury earthquakes (4 September 2010 and 22 February 2011). It adopts a Foucauldian analysis approach to investigate both the construction of disaster lessons and to document how this practice has come to dominate postdisaster activity following the Canterbury earthquakes. The study involved an analysis of academic literature, public documents and websites and interviews with key members of a range of Canterbury based emergent community groups. This material was used to generate a genealogy of disaster lessons, which was given in order to generate an account of how disaster lessons emerged and have come to dominate as a practice of disaster management. The thesis then examines the genealogy through the concept of governmentality so as to demonstrate how this discourse of disaster lessons has come to be used as a governing rationale that shapes and guides the emergent groups conduct in postdisaster New Zealand.

On 4 September 2010, a 7.1 magnitude earthquake struck near Darfield, 40 kilometres west of Christchurch, New Zealand. The quake caused significant damage to land and buildings nearby, with damage extending to Christchurch city. On 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, causing extensive and significant damage across the city and with the loss of 185 lives. Years on from these events, occasional large aftershocks continue to shake the region. Two main entomological collections were situated within close proximity to the 2010/11 Canterbury earthquakes. The Lincoln University Entomology Research Collection, which is housed on the 5th floor of a 7 storey building, was 27.5 km from the 2010 Darfield earthquake epicentre. The Canterbury Museum Entomology Collection, which is housed in the basement of a multi-storeyed heritage building, was 10 km from the 2011 Christchurch earthquake epicentre. We discuss the impacts of the earthquakes on these collections, the causes of the damage to the specimens and facilities, and subsequent efforts that were made to prevent further damage in the event of future seismic events. We also discuss the wider need for preparedness against the risks posed by natural disasters and other catastrophic events.
The Manchester Courts building was a heritage building located in central Christchurch (New Zealand) that was damaged in the Mw 7.1 Darfield earthquake on 4 September 2010 and subsequently demolished as a risk reduction exercise. Because the building was heritage listed, the decision to demolish the building resulted in strong objections from heritage supporters who were of the opinion that the building had sufficient residual strength to survive possible aftershock earthquakes. On 22 February 2011 Christchurch was struck by a severe aftershock, leading to the question of whether building demolition had proven to be the correct risk reduction strategy. Finite element analysis was used to undertake a performance-based assessment, validating the accuracy of the model using the damage observed in the building before its collapse. In addition, soil-structure interaction was introduced into the research due to the comparatively low shear wave velocity of the soil. The demolition of a landmark heritage building was a tragedy that Christchurch will never recover from, but the decision was made considering safety, societal, economic and psychological aspects in order to protect the city and its citizens. The analytical results suggest that the Manchester Courts building would have collapsed during the 2011 Christchurch earthquake, and that the collapse of the building would have resulted in significant fatalities.
As a result of the Christchurch Earthquake that occurred on 22nd February 2011 and the resultant loss of life and widespread damage, a Royal Commission of Enquiry was convened in April 2011. The Royal Commission recommended a number of significant changes to the regulation of earthquake prone building in New Zealand. Earthquake prone buildings are buildings that are deemed to be of insufficient strength to perform adequately in a moderate earthquake. In response to the Royal Commission recommendations the New Zealand Government carried out a consultative process before announcing proposed changes to the building regulations in August 2013. One of the most significant changes is the imposition of mandatory strengthening requirements for earthquake prone buildings on a national basis. This will have a significant impact on the urban fabric of most New Zealand towns and cities. The type of traditional cost benefit study carried out to date fails to measure these impacts and this paper proposes an alternative methodology based on the analysis of land use data and rating valuations. This methodology was developed and applied to a small provincial town in the form of a case study. The results of this case study and the methodology used are discussed in this paper.
As a result of the 4 September 2010 Darfield earthquake and the more damaging 22 February 2011 Christchurch earthquake, considerable damage occurred to a significant number of buildings in Christchurch. The damage that occurred to the Christchurch Roman Catholic Cathedral of the Blessed Sacrament (commonly known as the Christchurch Basilica) as a result of the Canterbury earthquakes is reported, and the observed failure modes are identified. A previous strengthening intervention is outlined and the estimated capacity of the building is discussed. This strengthening was completed in 2004, and addressed the worst aspects of the building's seismic vulnerability. Urgent work was undertaken post-earthquake to secure parts of the building in order to limit damage and prevent collapse of unstable parts of the building. The approach taken for this securing is outlined, and the performance of the building and the previously installed earthquake strengthening intervention is evaluated.A key consideration throughout the project was the interaction between the structural securing requirements that were driven by the requirement to limit damage and mitigate hazards, and the heritage considerations. Lessons learnt from the strengthening that was carried out, the securing work undertaken, and the approach taken in making the building "safe" are discussed. Some conclusions are drawn with respect to the effectiveness of strengthening similar building types, and the approach taken to secure the building under active seismic conditions.
