The objective of this project is to collect perishable seismic response data from the baseisolated Christchurch Women's Hospital. The strong and continuing sequence of aftershocks presents a unique opportunity to capture high-fidelity data from a modern base-isolated facility. These measurements will provide quantitative information required to assess the mechanisms at play in this and in many other seismically-isolated structures.

Results from cyclic undrained direct simple shear tests on reconstituted specimens of two sands from Christchurch are compared against the liquefaction resistance inferred from CPT-based empirical liquefaction triggering methods. Limitations in existing empirical triggering relationships to capture important effects related to processes which originated test soils are highlighted and discussed.

Introduction In 2011 Christchurch city centre was partially destroyed by an earthquake. Government-led anchor projects were tasked with bringing Christchurch back from rubble. After a period of 7 years out of 16 proposed projects, 10 are already over time for their initial completion dates and the ones completed, are under scrutiny for failing to deliver their expected outcome.

A significant portion of economic loss from the Canterbury Earthquake sequence in 2010-2011 was attributed to losses to residential buildings. These accounted for approximately $12B of a total $40B economic losses (Horspool, 2016). While a significant amount of research effort has since been aimed at research in the commercial sector, little has been done to reduce the vulnerability of the residential building stock.

The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions

The 2010 and 2011 earthquakes of Canterbury have had a serious and ongoing effect on Maori in the city (Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Many people had to rely on themselves, their neighbours and their whanau for an extended period in 2011, and some are still required to organise and coordinate various activities such as schooling, health care, work and community activities such as church, sports and recreation in a city beset by ongoing disruption and distress. Throughout the phases of response and recovery, issues of leadership have been implicitly and explicitly woven through both formal and informal investigations and debates. This paper presents the results of a small sample of initial interviews of Maori undertaken in the response and early recovery period of the disaster and discusses some of the implications for Maori urban communities.

The paper proposes a simple method for quick post-earthquake assessment of damage and condition of a stock of bridges in a transportation network using seismic data recorded by a strong motion array. The first part of the paper is concerned with using existing free field strong motion recorders to predict peak ground acceleration (PGA) at an arbitrary bridge site. Two methods are developed using artificial neural networks (a single network and a committee of neural networks) considering influential parameters, such as seismic magnitude, hypocentral depth and epicentral distance. The efficiency of the proposed method is explored using actual strong motion records from the devastating 2010 Darfield and 2011 Christchurch earthquakes in New Zealand. In the second part, two simple ideas are outlined how to infer the likely damage to a bridge using either the predicted PGA and seismic design spectrum, or a broader set of seismic metrics, structural parameters and damage indices.

The paper presents preliminary findings from comprehensive research studies on the liquefaction-induced damage to buildings and infrastructure in Christchurch during the 2010-2011 Canterbury earthquakes. It identifies key factors and mechanisms of damage to road bridges, shallow foundations of CBD buildings and buried pipelines, and highlights the implications of the findings for the seismic analysis and design of these structures.

Abstract This study provides a simplified methodology for pre-event data collection to support a faster and more accurate seismic loss estimation. Existing pre-event data collection frameworks are reviewed. Data gathered after the Canterbury earthquake sequences are analysed to evaluate the relative importance of different sources of building damage. Conclusions drawns are used to explore new approaches to conduct pre-event building assessment.

The 2010 and 2011 earthquakes have had a devastating impact on the city of Christchurch, New Zealand. The level of destruction has been especially evident in the central business district where it has been estimated over 1000 buildings have already been or will eventually require demolition. Although, contrary to expectations, most of the fatalities were in relatively modern buildings, the Victorian and Edwardian era building stock was especially hard hit in terms of property damage. Unfortunately this era and style of building were also the focus of the most successful inner city revitalisation projects to date. A major research project is now underway examining the impact on the earthquakes on one of these revitalisation areas. The first step is to examine the international literature on similar inner city revitalisation or gentrification areas and in particular the characteristics of owners and occupiers attracted to this type of environment. This is the focus of this paper.

The Canterbury earthquake series of 2010/2011 has turned the city of Christchurch into a full scale natural laboratory testing the structural and non-structural response of buildings under moderate to very severe earthquake shaking. The lessons learned from this, which have come at great cost socially and economically, are extremely valuable in increasing our understanding of whole building performance in severe earthquakes. Given current initiatives underway on both sides of the Tasman towards developing joint Australasian steel and composite steel/concrete design and construction standards that would span a very wide range of geological conditions and seismic zones, these lessons are relevant to both countries. This paper focusses on the performance of steel framed buildings in Christchurch city, with greatest emphasis on multi-storey buildings, but also covering single storey steel framed buildings and light steel framed housing. It addresses such issues as the magnitude and structural impact of the earthquake series, importance of good detailing, lack of observed column base hinging, the excellent performance of composite floors and it will briefly cover research underway to quantify some of these effects for use in design.

In a natural hazard context, the terms sustainable planning‘’, and resilience‘planning are now’being used, often interchangeably. This poster provides an overview of resilience and sustainability within a land use planning and natural hazard context, and discusses how they are interrelated in the situation of the earthquake impacted city of Christchurch, New Zealand.

he 2016 Building (Earthquake Prone Building) Amendment Act aims to improve the system for managing earthquake-prone buildings. The proposed changes to the Act were precipitated by the Canterbury earthquakes, and the need to improve the seismic safety of New Zealand’s building stock. However, the Act has significant ramifications for territorial authorities, organisations and individuals in small New Zealand towns, since assessing and repairing heritage buildings poses a major cost to districts with low populations and poor rental returns on commercial buildings.

Background Liquefaction induced land damage has been identified in more than 13 notable New Zealand earthquakes within the past 150 years, as presented on the timeline below. Following the 2010-2011 Canterbury Earthquake Sequence (CES), the consequences of liquefaction were witnessed first-hand in the city of Christchurch and as a result the demand for understanding this phenomenon was heightened. Government, local councils, insurers and many other stakeholders are now looking to research and understand their exposure to this natural hazard.

Micro - electro - mechanical system (MEMS) based accelerometers are now frequently used in many different parts of our day - to - day lives. It is also increasingly being used for structural testing applications. Researchers have had res ervation of using these devices as they are relatively untested, but now with the wider adoption, it provides a much cheaper and more versatile tool for structural engineering researchers. A number of damaged buildings in the Christchurch Central Business District (CBD) were instrumented with a number of low - cost MEMS accelerometers after the major Christchurch earthquakes. The accelerometers captured extremely high quality building response data as the buildings experienced thousands of aftershocks. This d ata set was amongst one of only a handful of data set s available around the world which provides building response data subjected to real ground motion. Furthermore, due to technological advances, a much larger than usual number of accelerometers has been deployed making the data set one of the most comprehensive available. This data set is utilised to extract modal parameters of the buildings. This paper summarises the operating requirements and preference for using such accelerometers for experimental mod al analysis. The challenges for adapting MEMS based devices for successful modal parameters identification are also discussed.

Having a quick but reliable insight into the likelihood of damage to bridges immediately after an earthquake is an important concern especially in the earthquake prone countries such as New Zealand for ensuring emergency transportation network operations. A set of primary indicators necessary to perform damage likelihood assessment are ground motion parameters such as peak ground acceleration (PGA) at each bridge site. Organizations, such as GNS in New Zealand, record these parameters using distributed arrays of sensors. The challenge is that those sensors are not installed at, or close to, bridge sites and so bridge site specific data are not readily available. This study proposes a method to predict ground motion parameters for each bridge site based on remote seismic array recordings. Because of the existing abundant source of data related to two recent strong earthquakes that occurred in 2010 and 2011 and their aftershocks, the city of Christchurch is considered to develop and examine the method. Artificial neural networks have been considered for this research. Accelerations recorded by the GeoNet seismic array were considered to develop a functional relationship enabling the prediction of PGAs. http://www.nzsee.org.nz/db/2013/Posters.htm

The Catholic Cathedral is classified as a category 1 listed heritage building constructed largely of unreinforced stone masonry, and was significantly damaged in the recent Canterbury earthquakes of 2010 and 2011. In the 2010 event the building presented slight to moderta damage, meanwhile in the 2011 one experienced ground shaking in excess of its capacity leading to block failures and partial collapse of parts of the building, which left the building standing but still posing a significant hazard. In this paper we discuss the approach to develop the earthquake analysis of the building by 3D numerical simulations, and the results are compared/calibrated with the observed damage of the 2010 earthquake. Very accurate records were obtained during both earthquakes due to a record station located least than 80 m of distance from the building and used in the simulations. Moreover it is included in the model the soil structure interaction because it was observed that the ground and foundation played an important role on the seismic behavior of the structure. A very good agreement was found between the real observed damage and the nonlinear dynamic simulations described trough inelastic deformation (cracking) and building´s performance.

The University of Canterbury has initialized a research program focusing on the seismic sustainability of structures. As part of this program, the relative seismic sustainability of various structures will be assessed to identify those with the highest sustainability for the Christchurch rebuild and general use in New Zealand. This preliminary case study assesses one reinforced concrete (RC) frame structure and one RC wall structure. The scenario loss is evaluated for two earthquake records considering direct losses only in order to explain and illustrate the methodology.

The empirical liquefaction triggering chart of Idriss and Boulanger (2008) is compared to direct measurements of the cyclic resistance of Christchurch silty sands via undisturbed and reconstituted lab specimens. Comparisons suggest that overall there is a reasonable agreement between the empirical triggering curve and the interpreted test data. However, the influence of fines on cyclic resistance appears to be over-predicted by the empirical method, particularly for non-plastic silty sands that are commonly encountered in flood over-bank deposits in Christchurch and nearby settlements

Many buildings with relatively low damage from the 2010-2011 Canterbury were deemed uneconomic to repair and were replaced [1,2]. Factors that affected commercial building owners’ decisions to replace rather than repair, included capital availability, uncertainty with regards to regional recovery, local market conditions and ability to generate cash flow, and repair delays due to limited property access (cordon). This poster provides a framework for modeling decision-making in a case where repair is feasible but replacement might offer greater economic value – a situation not currently modeled in engineering risk analysis.

Unreinforced masonry churches in New Zealand, similarly to everywhere else in the word have proven to be highly vulnerable to earthquakes, because of their particular construction features.
