The world experiences a number of disasters each year. Following a disaster, the affected area moves to a phase of recovery which involves multiple stakeholders. An important element of recovery is planning the rebuild of the affected environment guided by the legislative framework to which planning is bound to (March & Kornakova, 2017). Yet, there appears to be little research that has investigated the role of planners in a recovery setting and the implications of recovery legislative planning frameworks. This study was conducted to explore the role of the planner in the Canterbury earthquake recovery process in New Zealand and the impact of the Canterbury Earthquake Recovery Act 2011 (CER Act) on planners’ roles and how they operated. The methodology comprised a combination of document analysis of legislation and related recovery material and 21 semi-structured interviews with key planners, politicians and professionals involved in the recovery. The results suggest that the majority of planners interviewed were affected by the CER Act in their role and how they operated, although institutional context, especially political constraints, was a key factor in determining the degree of impact. It is argued that planners played a key role in recovery and were generally equipped in terms of skills needed in a recovery setting. In order to better utilise planners in post-disaster recovery or disaster risk management, two suggestions are proposed. Firstly, better promote planners and their capabilities to improve awareness of what planners can do. Secondly, educate and build an understanding between central government politicians and planners over each others role to produce better planning outcomes.

Jenny's daughter Selena Beecroft had to move into Jenny's house with her two sons after the 22 February 2011 earthquake damaged her rental property. Selena has epilepsy and can only move into a rental property in walking distance of her work and her children's school. The family is one of many living in difficult situations despite the government's claim that there is no housing crisis in Christchurch.

The families of the victims of the CTV building collapse in Christchurch have told an engineering disciplinary hearing they've been waiting 12 years for accountability. The building collapsed in the February 2011 earthquake killing 115 people. It was designed by Dr Alan Reay's firm - Reay was criticised by the Earthquake Royal Commission for handing sole responsibility of it to an inexperienced employee. Reay has tried to stop the disciplinary process going ahead but it got underway in Christchurch today. Reporter Anna Sargent spoke to Charlotte Cook.

The September 2010 Canterbury and February 2011 Christchurch earthquakes and associated aftershocks have shown that the isolator displacement in Christchurch Women's Hospital (Christchurch City's only base-isolated structure) was significantly less than expected. Occupant accounts of the events have also indicated that the accelerations within the hospital superstructure were larger than would usually be expected within a base-isolated structure and that residual low-level shaking lasts for a longer period of time following the strong-motion of an event than for non-isolated structures.

Case study analysis of the 2010-2011 Canterbury Earthquake Sequence (CES), which particularly impacted Christchurch City, New Zealand, has highlighted the value of practical, standardised and coordinated post-earthquake geotechnical response guidelines for earthquake-induced landslides in urban areas. The 22nd February 2011 earthquake, the second largest magnitude event in the CES, initiated a series of rockfall, cliff collapse and loess failures around the Port Hills which severely impacted the south-eastern part of Christchurch. The extensive slope failure induced by the 22nd February 200 earthquake was unprecedented; and ground motions experienced significantly exceeded the probabilistic seismic hazard model for Canterbury. Earthquake-induced landslides initiated by the 22nd February 2011 earthquake posed risk to life safety, and caused widespread damage to dwellings and critical infrastructure. In the immediate aftermath of the 22nd February 2011 earthquake, the geotechnical community responded by deploying into the Port Hills to conduct assessment of slope failure hazards and life safety risk. Coordination within the voluntary geotechnical response group evolved rapidly within the first week post-earthquake. The lack of pre-event planning to guide coordinated geotechnical response hindered the execution of timely and transparent management of life safety risk from coseismic landslides in the initial week after the earthquake. Semi-structured interviews were conducted with municipal, management and operational organisations involved in the geotechnical response during the CES. Analysis of interview dialogue highlighted the temporal evolution of priorities and tasks during emergency response to coseismic slope failure, which was further developed into a phased conceptual model to inform future geotechnical response. Review of geotechnical responses to selected historical earthquakes (Northridge, 1994; Chi-Chi, 1999; Wenchuan, 2008) has enabled comparison between international practice and local response strategies, and has emphasised the value of pre-earthquake preparation, indicating the importance of integration of geotechnical response within national emergency management plans. Furthermore, analysis of the CES and international earthquakes has informed pragmatic recommendations for future response to coseismic slope failure. Recommendations for future response to earthquake-induced landslides presented in this thesis include: the integration of post-earthquake geotechnical response with national Civil Defence and Emergency Management; pre-earthquake development of an adaptive management structure and standard slope assessment format for geotechnical response; and emergency management training for geotechnical professionals. Post-earthquake response recommendations include the development of geographic sectors within the area impacted by coseismic slope failure, and the development of a GIS database for analysis and management of data collected during ground reconnaissance. Recommendations provided in this thesis aim to inform development of national guidelines for geotechnical response to earthquake-induced landslides in New Zealand, and prompt debate concerning international best practice.

From the time it opened in the 1920s, the Winter Garden ballroom was the place to go for debutante balls and big-band concerts in Christchurch. Queen Elizabeth II even dined there during her visit in 1954. But this special part of Christchurch's history is over and the Armagh Street building has been placed on the urgent demolition list because of earthquake damage. A few weeks after the 2011 Christchurch earthquake, a magnitude 9.0 earthquake hit the east coast of Japan, triggering a tsunami that destroyed large parts of the coast, including damage to the Fukushima Dai-ichi Nuclear Power Plant. More than 15,000 lives were lost, more than 2000 still remain missing. In one afternoon, half a million people became homeless, and the search for family and friends at evacuation shelters began.

Its budget may have blown out by almost a third more than the original figure, but this weekend the doors to the Christchurch Town Hall will re-open for the first time since the 2011 earthquakes. It was touch and go whether the 47 year-old building would even be repaired after the 6.2 quake eight years ago today. 167-million-dollars later and the city is finally getting its town hall back. Almost half the ACC applications made for mental injuries caused by the Christchurch mosque attacks have been turned down. By the end of April, 85 people had made claims for mental injuries and thirty-five of them had been declined. Decisions are pending on another 25 claims. A woman who suffered post-traumatic stress disorder after the 2011 Christchurch earthquake, and didn't qualify for ACC, says that's tragic. Kirsty Cullen says leaving people who have psychological problems without support from ACC is history repeating. Veronica Schmidt reports.

The company running the restoration of Christchurch's Anglican Cathedral is confident it will be able to raise the extra $51 million still needed to finish the job, and says potential large donors are already being approached here and overseas. The building has sat derelict since the 2011 earthquake and now the cost to fix it has soared from an original estimate of $104 million to $154 million. The Catholic Cathedral is classified as a category 1 listed heritage building constructed largely of unreinforced stone masonry, and was significantly damaged in the recent Canterbury earthquakes of 2010 and 2011. In the 2010 event the building presented slight to moderta damage, meanwhile in the 2011 one experienced ground shaking in excess of its capacity leading to block failures and partial collapse of parts of the building, which left the building standing but still posing a significant hazard. In this paper we discuss the approach to develop the earthquake analysis of the building by 3D numerical simulations, and the results are compared/calibrated with the observed damage of the 2010 earthquake. Very accurate records were obtained during both earthquakes due to a record station located least than 80 m of distance from the building and used in the simulations. Moreover it is included in the model the soil structure interaction because it was observed that the ground and foundation played an important role on the seismic behavior of the structure. A very good agreement was found between the real observed damage and the nonlinear dynamic simulations described trough inelastic deformation (cracking) and building´s performance.

Validating dynamic responses of engineered systems subjected to simulated ground motions is essential in scrutinising the applicability of simulated ground motions for engineering demand analyses. This paper compares the responses of two 3D building models subjected to recorded and simulated ground motions scaled to the NZS1170.5 design response spectrum, in order to evaluate the applicability of simulated ground motions for use in conventional engineering practice in New Zealand. The buildings were designed according to the NZS1170.5 and physically constructed in Christchurch prior to the 2010-2011 Canterbury earthquakes. 40 recorded ground motions from the 22 February 2011 Christchurch earthquake, along with the simulated ground motions for this event from Razafindrakoto et al. (2018) are considered. The seismic responses of the structures are principally quantified via the peak floor acceleration and maximum inter-storey drift ratio. Overall, the results indicate a general agreement in seismic demands obtained using the recorded and simulated ensembles of ground motions and provide further evidence that simulated ground motions using state-of-the-art methods can be used in code-based structural performance assessments inplace of, or in combination with, ensembles of recorded ground motions.

A major hazard accompanying earthquake shaking in areas of steep topography is the detachment of rocks from bedrock outcrops that subsequently slide, roll, or bounce downslope (i.e. rockfalls). The 2010-2011 Canterbury earthquake sequence caused recurrent and severe rockfall in parts of southern Christchurch. Coseismic rockfall caused five fatalities and significant infrastructural damage during the 2011 Mw 6.2 Christchurch earthquake. Here we examine a rockfall site in southern Christchurch in detail using geomorphic mapping, lidar analysis, geochronology (cosmogenic 3He dating, radiocarbon dating, optically stimulated luminescence (OSL) from quartz, infrared stimulated luminescence from K-feldspar), numerical modeling of rockfall boulder trajectories, and ground motion prediction equations (GMPEs). Rocks fell from the source cliff only in earthquakes with interpolated peak ground velocities exceeding ~10 cm/s; hundreds of smaller earthquakes did not produce rockfall. On the basis of empirical observations, GMPEs and age chronologies we attribute paleo-rockfalls to strong shaking in prehistoric earthquakes. We conclude that earthquake shaking of comparable intensity to the strongest contemporary earthquakes in Christchurch last occurred at this site approximately 5000 to 7000 years ago, and that in some settings, rockfall deposits provide useful proxies for past strong ground motions.

Refers to the government's earthquake response legislation and the Rugby World Cup 2011 (Empowering) Bill. 26 experts in constitutional law from all six of the country's law faculties have penned a letter condemning the Government's earthquake response legislation. No sooner was their work in the public eye than the similarly flawed Rugby World Cup 2011 (Empowering) Bill was reported back from a select committee, with a recommendation that it pass. It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive.
