This research aims to explore how business models of SMEs revolve in the face of a crisis to be resilient. The business model canvas was used as a tool to analyse business models of SMEs in Greater Christchurch. The purpose was to evaluate the changes SMEs brought in their business models after hit by a series of earthquake in 2010 and 2011. The idea was to conduct interviews of business owners and analyse using grounded theory methods. Because this method is iterative, a tentative theoretical framework was proposed, half way through the data collection. It was realised that owner specific characteristics were more prominent in the data than the elements business model. Although, SMEs in this study experienced several operational changes in their business models such as change of location and modification of payment terms. However, the suggested framework highlights how owner specific attributes influence the survival of a small business. Small businesses and their owners are extremely interrelated that the business models personify the owner specific characteristics. In other words, the adaptation of the business model reflects the extent to which the owner possess these attributes. These attributes are (a) Mindsets – the attitude and optimism of business owner; (b) Adaptive coping – the ability of business owner to take corrective actions; and (c) Social capital – the network of a business owner, including family, friends, neighbours and business partners.

This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.

The initial goal of this research was to explore how SME business models change in response to a crisis. Keeping this in mind, the business model canvas (Osterwalder & Pigneur, 2010) was used as a tool to analyse SME business models in the Canterbury region of New Zealand. As this method is iterative and requires simultaneous data collection and analysis, a tentative model was proposed after first phase of the data collection and analysis. However, as a result of this process, it became apparent that owner-specific characteristics, action orientation and networks were more prominent in the data than business model elements. Although the SMEs in this study experienced several operational changes in their business models, such as a change of location, modifications to their payment terms or expanded/restricted target markets, the suggested framework highlights how owner-specific attributes ensured the recovery of their businesses. After the initial framework was suggested, subsequent interviews were conducted to test, verify, and modify the tentative model. Three aspects of business recovery emerged: (a) cognitive coping – the business owner’s mind-set and motive; (b) adaptive coping – the ability of business owner to take corrective actions; and (c) social capital – the social network of a business owner, including formal and informal connections and their significance. Three distinct groups were identified; self-sufficient SMEs, socially-based SMEs and surviving SMEs. This thesis proposes a grounded theory of business recovery for SMEs following a disaster. Cognitive coping and social capital enabled the owners to take actions, which eventually led to the desired outcomes for the businesses.

The Christchurch earthquakes brought to an abrupt halt a process of adaptive reuse and gentrification that was underway in the south eastern corner of the central business district. The retail uses that were a key to the success of this area pre-earthquake could be characterised as small, owner operated, quirky, bohemian, chaotic and relatively low rent. This research reports on the progress of a long term, comprehensive case study that follows the progress of these retailers both before and after the earthquakes. Findings include the immediate post-earthquake intentions to resume business in the same location as soon as possible were thwarted by government imposed cordons of the CBD that were only lifted nearly three years later. But, businesses were resilient and generally reinvented themselves quickly in alternative suburban locations where government “rebuild” restrictions were absent. It remains to be seen if this type of retail will ever return to the CBD as government imposed plans and the rents demanded for retail space in new buildings appear to preclude small owner-operated businesses.

The previous literature has established the importance and the main characteristics of small and medium enterprises, mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. The Electrical Company has a flat structure which allows flexibility. The two owners understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. The owners also gather and use non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch after the recent earthquakes.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.

Also, research in an SME that has overcome the 2008 economic depression and several major earthquakes allows a deep understanding of lessons learned and what is valued by the Electrical Company. The research has found characteristics of this SME similar to those that have been mentioned in previous literature. However, the partners of the Electrical Company understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. Moreover, the partners use more than just financial information to manage the company. They gather non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch.

The skills agenda has grown in prominence within the construction industry. Indeed, skill shortages have been recognised as a perennial problem the construction industry faces, especially after a major disaster. In the aftermath of the Christchurch earthquakes, small and medium construction companies were at the forefront of rebuilding efforts. While the survival of these companies was seen to be paramount, and extreme events were seen to be a threat to survival, there is a dearth of research centring on their resourcing capacity following a disaster. This research aims to develop workforce resourcing best practice guidelines for subcontractors in response to large disaster reconstruction demands. By using case study methods, this research identified the challenges faced by subcontracting businesses in resourcing Christchurch recovery projects; identified the workforce resourcing strategies adopted by subcontracting businesses in response to reconstruction demand; and developed a best practice guideline for subcontracting businesses in managing the workforce at the organisational and/or project level. This research offers a twofold contribution. First, it provides an overview of workforce resourcing practices in subcontracting businesses. This understanding has enabled the development of a more practical workforce resourcing guideline for subcontractors. Second, it promotes evidence-informed decision-making in subcontractors’ workforce resourcing. Dynamics in workforce resourcing and their multifaceted interactions were explicitly depicted in this research. More importantly, this research provides a framework to guide policy development in producing a sustainable solution to skill shortages and establishing longterm national skill development initiatives. Taken together, this research derives a research agenda that maps under-explored areas relevant for further elaboration and future research. Prospective researchers can use the research results in identifying gaps and priority areas in relation to workforce resourcing.

Research indicates that aside from the disaster itself, the next major source of adverse outcomes during such events, is from errors by either the response leader or organisation. Yet, despite their frequency, challenge, complexity, and the risks involved; situations of extreme context remain one of the least researched areas in the leadership field. This is perhaps surprising. In the 2010 and 2011 (Christchurch) earthquakes alone, 185 people died and rebuild costs are estimated to have been $40b. Add to this the damage and losses annually around the globe arising from natural disasters, major business catastrophes, and military conflict; there is certainly a lot at stake (lives, way of life, and our well-being). While over the years, much has been written on leadership, there is a much smaller subset of articles on leadership in extreme contexts, with the majority of these focusing on the event rather than leadership itself. Where leadership has been the focus, the spotlight has shone on the actions and capabilities of one person - the leader. Leadership, however, is not simply one person, it is a chain or network of people, delivering outcomes with the support of others, guided by a governance structure, contextualised by the environment, and operating on a continuum across time (before, during, and after an event). This particular research is intended to examine the following: • What are the leadership capabilities and systems necessary to deliver more successful outcomes during situations of extreme context; • How does leadership in these circumstances differ from leadership during business as usual conditions; • Lastly, through effective leadership, can we leverage these unfortunate events to thrive, rather than merely survive?

Urban Ensembles explores the way in which landscape and architecture can be employed together within the design of a steep, urban site. Lyttelton is a small port town on the border of Christchurch, settled in the foothills of a harbour formed by a major volcanic eruption. This rugged setting, with steeply sloping urban terrain, presents an interesting challenge when designing an urban development. The site was badly damaged in a series of earthquakes in 2010-2011, and many of the town’s oldest buildings, heritage structures dating back to the colonial settlement era, were destroyed. This has left a void in the heart of Lyttelton, and caused the loss of much of the tourism business that the town relies upon for its income. This thesis takes a methodological approach to the design of landscape architecture on such a challenging site. A range of techniques are explored, drawing from both landscape and architecture to explore the roles that each discipline plays in the design of urban spaces. The frequent imbalance between disciplines is addressed both through the literature review and design method, as this landscape architecture thesis draws on architectural design as a tool for generating spaces which fall somewhere in between the two ideals of interior and exterior. The final design proposal is an alternative rebuild plan for the central business area to the south of London St, and also addresses the relationships between that site and the surrounding context, both urban and environmental. The aim of this design is to create a series of interconnected spaces which have a strong relationship to the surrounding harbour setting, and also to facilitate development of the pedestrian spaces throughout the block and encouraging the development of activity at the street level, through the interface between buildings and landscape.

On 4 September 2010 the Magnitude 7.1 'Darfield' Earthquake marked the beginning of the Canterbury earthquake sequence. The Darfield earthquake produced strong ground shaking throughout the centralCanterbury Plains, affecting rural areas, small towns and the city of Christchurch. The event produced a 29km long surface rupture through intensive farmland, causing localised flooding and liquefaction. The central Canterbury plains were subjected to a sustained period of thousands of aftershocks in the months after the Darfield earthquake. The primary sector is a major component of the in New Zealand economy. Business units are predominantly small family-run farm organisations, though there are increasing levels of corporate farming. The agribusiness sector contributes 20 per cent of real GDP and 47 per cent of total exports for New Zealand. Of the approximately 2,000 farms that are located in the Canterbury Plains, the most common farming sectors in the region are Mixed farming (mostly comprised of sheep and/or beef farming), Dairy farming, and Arable farming (cropping). Many farms on the Canterbury Plains require some form of irrigation and are increasingly capital intensive, reliant on built infrastructure, technology and critical services. Farms are of great significance to their local rural economies, with many rural non-farming organisations dependent on the health of local farming organisations. Despite the economic significance of the sector, there have been few, if any studies analysing how modern intensive farms are affected by earthquakes. The aim of this report is to (1) summarise the impacts the Darfield earthquake had on farming organisations and outline in general terms how farms are vulnerable to the effects of an earthquake; (2) identify what factors helped mitigate earthquake-related impacts. Data for this paper was collected through two surveys of farming and rural non-farming organisations following the earthquake and contextual interviews with affected organisations. In total, 78 organisations participated in the study (Figure 1). Farming organisations represented 72% (N=56) of the sample.

Prior to the devastating 2010 and 2011 earthquakes, parts of the CBD of Christchurch, New Zealand were undergoing revitalisation incorporating aspects of adaptive reuse and gentrification. Such areas were often characterised by a variety of bars, restaurants, and retail outlets of an “alternative” or “bohemian” style. These early 20th century buildings also exhibited relatively low rents and a somewhat chaotic and loosely planned property development approach by small scale developers. Almost all of these buildings were demolished following the earthquakes and a cordon placed around the CBD for several years. A paper presented at the ERES conference in 2013 presented preliminary results, from observation of post-earthquake public meetings and interviews with displaced CBD retailers. This paper highlighted a strongly held fear that the rebuild of the central city, then about to begin, would result in a very different style and cost structure from that which previously existed. As a result, permanent exclusion from the CBD of the types of businesses that previously characterised the successfully revitalised areas would occur. Five years further on, new CBD retail and office buildings have been constructed, but large areas of land between them remain vacant and the new buildings completed are often having difficulty attracting tenants. This paper reports on the further development of this long-term Christchurch case study and examines if the earlier predictions of the displaced retailers are coming true, in that a new CBD that largely mimics a suburban mall in style and tenancy mix, inherently loses some of its competitive advantage?

On 22 February 2011,a magnitude Mw 6.3 earthquake occurred with an epicenter located near Lyttelton at about 10km from Christchurch in Canterbury region on the South Island of New Zealand (Figure 1). Since this earthquake occurred in the midst of the aftershock activity which had continued since the 4 September 2010 Darfield Earthquake occurrence, it was considered to be an aftershock of the initial earthquake. Because of the short distance to the city and the shallower depth of the epicenter, this earthquake caused more significant damage to pipelines, traffic facilities, residential houses/properties and multi-story buildings in the central business district than the September 2010 Darfield Earthquake in spite of its smaller earthquake magnitude. Unfortunately, this earthquake resulted in significant number of casualties due to the collapse of multi-story buildings and unreinforced masonry structures in the city center of Christchurch. As of 4 April, 172 casualties were reported and the final death toll is expected to be 181. While it is extremely regrettable that Christchurch suffered a terrible number of victims, civil and geotechnical engineers have this hard-to-find opportunity to learn the response of real ground from two gigantic earthquakes which occurred in less than six months from each other. From geotechnical engineering point of view, it is interesting to discuss the widespread liquefaction in natural sediments, repeated liquefaction within short period and further damage to earth structures which have been damaged in the previous earthquake. Following the earthquake, an intensive geotechnical reconnaissance was conducted to capture evidence and perishable data from this event. 4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all. During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities? This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services. Experiences from two other institutions will be highlighted: Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public. Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).

On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.

In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. The city of Ōtautahi/Christchurch experienced a series of earthquakes that began on September 4th, 2010. The most damaging event occurred on February 22nd, 2011 but significant earthquakes also occurred on June 13th and December 23rd with aftershocks still occurring well into 2012. The resulting disaster is the second deadliest natural disaster in New Zealand’s history with 185 deaths. During 2011 the Canterbury earthquakes were one of the costliest disasters worldwide with an expected cost of up to $NZ30 billion. Hundreds of commercial buildings and thousands of houses have been destroyed or are to be demolished and extensive repairs are needed for infrastructure to over 100,000 homes. As many as 8,900 people simply abandoned their homes and left the city in the first few months after the February event (Newell, 2012), and as many as 50,000 may leave during 2012. In particular, young whānau and single young women comprised a disproportionate number of these migrants, with evidence of a general movement to the North Island. Te Puni Kōkiri sought a mix of quantitative and qualitative research to examine the social and economic impacts of the Christchurch earthquakes on Māori and their whānau. The result of this work will be a collection of evidence to inform policy to support and assist Māori and their whānau during the recovery/rebuild phases. To that end, this report triangulates available statistical and geographical information with qualitative data gathered over 2010 and 2011 by a series of interviews conducted with Māori who experienced the dramatic events associated with the earthquakes. A Māori research team at Lincoln University was commissioned to undertake the research as they were already engaged in transdisciplinary research (began in the May 2010), that focused on quickly gathering data from a range of Māori who experienced the disaster, including relevant economic, environmental, social and cultural factors in the response and recovery of Māori to these events. Participants for the qualitative research were drawn from Māori whānau who both stayed and left the city. Further data was available from ongoing projects and networks that the Lincoln research team was already involved in, including interviews with Māori first responders and managers operating in the CBD on the day of the February event. Some limited data is also available from younger members of affected whānau. Māori in Ōtautahi/Christchurch City have exhibited their own culturally-attuned collective responses to the disaster. However, it is difficult to ascertain Māori demographic changes due to a lack of robust statistical frameworks but Māori outward migration from the city is estimated to range between 560 and 1,100 people. The mobility displayed by Māori demonstrates an important but unquantified response by whānau to this disaster, with emigration to Australia presenting an attractive option for young Māori, an entrenched phenomenon that correlates to cyclical downturns and the long-term decline of the New Zealand economy. It is estimated that at least 315 Māori have emigrated from the Canterbury region to Australia post-quake, although the disaster itself may be only one of a series of events that has prompted such a decision. Māori children made up more than one in four of the net loss of children aged 6 to 15 years enrolled in schools in Greater Christchurch over the year to June 2011. Research literature identifies depression affecting a small but significant number of children one to two years post-disaster and points to increasing clinical and organisational demands for Māori and other residents of the city. For those residents in the eastern or coastal suburbs – home to many of the city’s Māori population - severe damage to housing, schools, shops, infrastructure, and streets has meant disruption to their lives, children’s schooling, employment, and community functioning. Ongoing abandonment of homes by many has meant a growing sense of unease and loss of security, exacerbated by arson, burglaries, increased drinking, a stalled local and national economy, and general confusion about the city’s future. Māori cultural resilience has enabled a considerable network of people, institutions, and resources being available to Māori , most noticeably through marae and their integral roles of housing, as a coordinating hub, and their arguing for the wider affected communities of Christchurch. Relevant disaster responses need to be discussed within whānau, kōhanga, kura, businesses, communities, and wider neighbourhoods. Comprehensive disaster management plans need to be drafted for all iwi in collaboration with central government, regional, and city or town councils. Overall, Māori are remarkably philosophical about the effects of the disaster, with many proudly relishing their roles in what is clearly a historic event of great significance to the city and country. Most believe that ‘being Māori’ has helped cope with the disaster, although for some this draws on a collective history of poverty and marginalisation, features that contribute to the vulnerability of Māori to such events. While the recovery and rebuild phases offer considerable options for Māori and iwi, with Ngāi Tahu set to play an important stakeholder in infrastructural, residential, and commercial developments, some risk and considerable unknowns are evident. Considerable numbers of Māori may migrate into the Canterbury region for employment in the rebuild, and trades training strategies have already been established. With many iwi now increasingly investing in property, the risks from significant earthquakes are now more transparent, not least to insurers and the reinsurance sector. Iwi authorities need to be appraised of insurance issues and ensure sufficient coverage exists and investments and developments are undertaken with a clear understanding of the risks from natural hazards and exposure to future disasters.
