The M7.8 Kaikoura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.

Two projects are documented within this MEM Report: I. The first project examined what was learnt involving the critical infrastructure in the aftermath of natural disasters in the Canterbury region of New Zealand – the most prominent being the series of earthquakes between 2010 and 2011. The project identified several learning gaps, leading to recommendations for further investigations that could add significant value for the lifeline infrastructure community. II. Following the Lifeline Lesson Learnt Project, the Disaster Mitigation Guideline series was initiated with two booklets, one on Emergency Potable Water and a second on Emergency Sanitation. The key message from both projects is that we can and must learn from disasters. The projects described are part of the emergency management, and critical infrastructure learning cycles – presenting knowledge captured by others in a digestible format, enabling the lessons to be reapplied. Without these kinds of projects, there will be fewer opportunities to learn from other’s successes and failures when it comes to preparing for natural disasters.

In this dissertation it is argued that the Canterbury Earthquake Recovery Act 2011 and the Canterbury Earthquake Recovery Authority were both necessary and inevitable given the trends and traditions of civil defence emergency management (CDEM) in New Zealand. The trends and traditions of civil defence are such that principles come before practice, form before function, and change is primarily brought about through crisis and criticism. The guiding question of the research was why were a new governance system and law made after the Canterbury earthquakes in 2010 and 2011? Why did this outcome occur despite the establishment of a modern emergency management system in 2002 which included a recovery framework that had been praised by international scholars as leading edge and a model for other countries? The official reason was the unprecedented scale and demands of the recovery – but a disaster of such scale is the principle reason for having a national emergency management system. Another explanation is the lack of cooperation among local authorities – but that raises the question of whether the CDEM recovery framework would have been successful in another locality. Consequentially, the focus of this dissertation is on the CDEM recovery framework and how New Zealand came to find itself making disaster law during a disaster. Recommendations include a review of emergency powers for recovery, a review of the capabilities needed to fulfil the mandate of Recovery Managers, and the establishment of a National Recovery Office with a cadre of Recovery Managers that attend every recovery to observe, advise, or assume control as needed. CDEM Group Recovery Managers would be seconded to the National Recovery Office which would allow for experience in recovery management to be developed and institutionalised through regular practice.

At 4.35am on Saturday 4 September 2010, a magnitude 7.1 earthquake struck near the township of Darfield in Canterbury leading to widespread damage in Christchurch and the wider central Canterbury region. Though it was reported no lives were lost, that was not entirely correct. Over 3,000 animals perished as a result of the earthquake and 99% of these deaths would have been avoidable if appropriate mitigation measures had been in place. Deaths were predominantly due to zoological vulnerability of birds in captive production farms. Other problems included lack of provision of animal welfare at evacuation centres, issues associated with multiple lost and found pet services, evacuation failure due to pet separation and stress impact on dairy herds and associated milk production. The Canterbury Earthquake has highlighted concerns over a lack of animal emergency welfare planning and capacity in New Zealand, an issue that is being progressed by the National Animal Welfare Emergency Management Group. As animal emergency management becomes better understood by emergency management and veterinary professionals, it is more likely that both sectors will have greater demands placed upon them by national guidelines and community expectations to ensure provisions are made to afford protection of animals in times of disaster. A subsequent and more devastating earthquake struck the region on Monday 22 February 2011; this article however is primarily focused on the events pertaining to the September 4 event.

The 2010 and 2011 earthquakes of Canterbury have had a serious and ongoing effect on Maori in the city (Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Many people had to rely on themselves, their neighbours and their whanau for an extended period in 2011, and some are still required to organise and coordinate various activities such as schooling, health care, work and community activities such as church, sports and recreation in a city beset by ongoing disruption and distress. Throughout the phases of response and recovery, issues of leadership have been implicitly and explicitly woven through both formal and informal investigations and debates. This paper presents the results of a small sample of initial interviews of Maori undertaken in the response and early recovery period of the disaster and discusses some of the implications for Maori urban communities.

The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

This research examines a surprising partner in emergency management - a local community time bank. Specifically, we explain the role of the Lyttelton Time Bank in promoting community resiliency following the Canterbury earthquakes in 2010 and 2011. A time bank is a grassroots exchange system in which members trade services non-reciprocally. This exchange model assumes that everyone has tradable skills and all labour is equal in value. One hour of any labour earns a member one time bank hour, which can be used to purchase another member’s services. Before the earthquakes struck, the Lyttelton Time Bank (TB) had organised over 10% of the town’s residents and 18 local organisations. It was documenting, developing, and mobilising skills to solve individual and collective problems. This report examines the Lyttelton Time Bank and its’ role before, during, and after the earthquakes based on the analysis of over three and a half years of fieldwork, observations, interviews, focus groups, trading activity, and secondary data.

Interagency Emergency Response Teams (IERTs) play acrucial role in times of disasters. Therefore it is crucial to understand more thoroughly the communication roles and responsibilities of interagency team members and to examine how individual members communicate within a complex, evolving, and unstable environment. It is also important to understand how different organisational identities and their spatial geographies contribute to the interactional dynamics. Earthquakes hit the Canterbury region on September, 2010 and then on February 2011 a more devastating shallow earthquake struck resulting in severe damage to the Aged Residential Care (ARC) sector. Over 600 ARC beds were lost and 500 elderly and disabled people were displaced. Canterbury District Health Board (CDHB) set up an interagency emergency response team to address the issues of vulnerable people with significant health and disability needs who were unable to access their normal supports due to the effects of the earthquake. The purpose of this qualitative interpretive study is to focus on the case study of the response and evacuation of vulnerable people by interagencies responding to the event. Staff within these agencies were interviewed with a focus on the critical incidents that either stabilised or negatively influenced the outcome of the response. The findings included the complexity of navigating multiple agencies communication channels; understanding the different hierarchies and communication methods within each agency; data communication challenges when infrastructures were severely damaged; the importance of having the right skills, personal attributes and understanding of the organisations in the response; and the significance of having a liaison in situ representing and communicating through to agencies geographically dispersed from Canterbury. It is hoped that this research will assist in determining a future framework for interagency communication best practice and policy.

A magnitude 6.3 earthquake struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011. The earthquake caused 182 fatalities, a large number of injuries, and resulted in widespread damage to the built environment, including significant disruption to the lifelines. The event created the largest lifeline disruption in a New Zealand city in 80 years, with much of the damage resulting from extensive and severe liquefaction in the Christchurch urban area. The Christchurch earthquake occurred when the Canterbury region and its lifelines systems were at the early stage of recovering from the 4 September 2010 Darfield (Canterbury) magnitude 7.1 earthquake. This paper describes the impact of the Christchurch earthquake on lifelines by briefly summarising the physical damage to the networks, the system performance and the operational response during the emergency management and the recovery phase. Special focus is given to the performance and management of the gas, electric and road networks and to the liquefaction ejecta clean-up operations that contributed to the rapid reinstatement of the functionality of many of the lifelines. The water and wastewater system performances are also summarized. Elements of resilience that contributed to good network performance or to efficient emergency and recovery management are highlighted in the paper.

At 00:02 on 14th November 2016, a Mw 7.8 earthquake occurred in and offshore of the northeast of the South Island of New Zealand. Fault rupture, ground shaking, liquefaction, and co-seismic landslides caused severe damage to distributed infrastructure, and particularly transportation networks; large segments of the country’s main highway, State Highway 1 (SH1), and the Main North Line (MNL) railway line, were damaged between Picton and Christchurch. The damage caused direct local impacts, including isolation of communities, and wider regional impacts, including disruption of supply chains. Adaptive measures have ensured immediate continued regional transport of goods and people. Air and sea transport increased quickly, both for emergency response and to ensure routine transport of goods. Road diversions have also allowed critical connections to remain operable. This effective response to regional transport challenges allowed Civil Defence Emergency Management to quickly prioritise access to isolated settlements, all of which had road access 23 days after the earthquake. However, 100 days after the earthquake, critical segments of SH1 and the MNL remain closed and their ongoing repairs are a serious national strategic, as well as local, concern. This paper presents the impacts on South Island transport infrastructure, and subsequent management through the emergency response and early recovery phases, during the first 100 days following the initial earthquake, and highlights lessons for transportation system resilience.

In response to the February 2011 earthquake, Parliament enacted the Canterbury Earthquake Recovery Act. This emergency legislation provided the executive with extreme powers that extended well beyond the initial emergency response and into the recovery phase. Although New Zealand has the Civil Defence Emergency Management Act 2002, it was unable to cope with the scale and intensity of the Canterbury earthquake sequence. Considering the well-known geological risk facing the Wellington region, this paper will consider whether a standalone “Disaster Recovery Act” should be established to separate an emergency and its response from the recovery phase. Currently, Government policy is to respond reactively to a disaster rather than proactively. In a major event, this typically involves the executive being given the ability to make rules, regulations and policy without the delay or oversight of normal legislative process. In the first part of this paper, I will canvas what a “Disaster Recovery Act” could prescribe and why there is a need to separate recovery from emergency. Secondly, I will consider the shortfalls in the current civil defence recovery framework which necessitates this kind of heavy governmental response after a disaster. This study analyses the success and limitations of the recovery process following the 2010–11 earthquake sequence in Christchurch, New Zealand. Data were obtained from in-depth interviews with 32 relocated households in Christchurch, and from a review of recovery policies implemented by the government. A top-down approach to disaster recovery was evident, with the creation of multiple government agencies and processes that made grassroots input into decision-making difficult. Although insurance proceeds enabled the repair and rebuilding of many dwellings, the complexity and adversarial nature of the claim procedures also impaired recovery. Householders’ perceptions of recovery reflected key aspects of their post-earthquake experiences (e.g. the housing offer they received, and the negotiations involved), and the outcomes of their relocation (including the value of the new home, their subjective well-being, and lifestyle after relocation). Protracted insurance negotiations, unfair offers and hardships in post-earthquake life were major challenges to recovery. Less-thanfavourable recovery experiences also transformed patterns of trust in local communities, as relocated householders came to doubt both the government and private insurance companies’ ability to successfully manage a disaster. At the same time, many relocated households expressed trust in their neighbours and communities. This study illuminates how government policies influence disaster recovery while also suggesting a need to reconsider centralised, top-down approaches to managing recovery.

Case study analysis of the 2010-2011 Canterbury Earthquake Sequence (CES), which particularly impacted Christchurch City, New Zealand, has highlighted the value of practical, standardised and coordinated post-earthquake geotechnical response guidelines for earthquake-induced landslides in urban areas. The 22nd February 2011 earthquake, the second largest magnitude event in the CES, initiated a series of rockfall, cliff collapse and loess failures around the Port Hills which severely impacted the south-eastern part of Christchurch. The extensive slope failure induced by the 22nd February 200 earthquake was unprecedented; and ground motions experienced significantly exceeded the probabilistic seismic hazard model for Canterbury. Earthquake-induced landslides initiated by the 22nd February 2011 earthquake posed risk to life safety, and caused widespread damage to dwellings and critical infrastructure. In the immediate aftermath of the 22nd February 2011 earthquake, the geotechnical community responded by deploying into the Port Hills to conduct assessment of slope failure hazards and life safety risk. Coordination within the voluntary geotechnical response group evolved rapidly within the first week post-earthquake. The lack of pre-event planning to guide coordinated geotechnical response hindered the execution of timely and transparent management of life safety risk from coseismic landslides in the initial week after the earthquake. Semi-structured interviews were conducted with municipal, management and operational organisations involved in the geotechnical response during the CES. Analysis of interview dialogue highlighted the temporal evolution of priorities and tasks during emergency response to coseismic slope failure, which was further developed into a phased conceptual model to inform future geotechnical response. Review of geotechnical responses to selected historical earthquakes (Northridge, 1994; Chi-Chi, 1999; Wenchuan, 2008) has enabled comparison between international practice and local response strategies, and has emphasised the value of pre-earthquake preparation, indicating the importance of integration of geotechnical response within national emergency management plans. Furthermore, analysis of the CES and international earthquakes has informed pragmatic recommendations for future response to coseismic slope failure. Recommendations for future response to earthquake-induced landslides presented in this thesis include: the integration of post-earthquake geotechnical response with national Civil Defence and Emergency Management; pre-earthquake development of an adaptive management structure and standard slope assessment format for geotechnical response; and emergency management training for geotechnical professionals. Post-earthquake response recommendations include the development of geographic sectors within the area impacted by coseismic slope failure, and the development of a GIS database for analysis and management of data collected during ground reconnaissance. Recommendations provided in this thesis aim to inform development of national guidelines for geotechnical response to earthquake-induced landslides in New Zealand, and prompt debate concerning international best practice.

Disasters can create the equivalent of 20 years of waste in only a few days. Disaster waste can have direct impacts on public health and safety, and on the environment. The management of such waste has a great direct cost to society in terms of labor, equipment, processing, transport and disposal. Disaster waste management also has indirect costs, in the sense that slow management can slow down a recovery, greatly affecting the ability of commerce and industry to re-start. In addition, a disaster can lead to the disruption of normal solid waste management systems, or result in inappropriate management that leads to expensive environmental remediation. Finally, there are social impacts implicit in disaster waste management decisions because of psychological impact we expect when waste is not cleared quickly or is cleared too quickly. The paper gives an overview of the challenge of disaster waste management, examining issues of waste quantity and composition; waste treatment; environmental, economic, and social impacts; health and safety matters; and planning. Christchurch, New Zealand, and the broader region of Canterbury were impacted during this research by a series of shallow earthquakes. This has led to the largest natural disaster emergency in New Zealand’s history, and the management of approximately 8 million tons of building and infrastructure debris has become a major issue. The paper provides an overview of the status of disaster waste management in Christchurch as a case study. A key conclusion is the vital role of planning in effective disaster waste management. In spite of the frequency of disasters, in most countries the ratio of time spent on planning for disaster waste management to the time spent on normal waste management is extremely low. Disaster waste management also requires improved education or training of those involved in response efforts. All solid waste professionals have a role to play to respond to the challenges of disaster waste management.

The Master of Engineering Management Project was sponsored by the Canterbury Earthquake Recovery Authority (CERA) and consisted of two phases: The first was an analysis of existing information detailing the effects of hazardous natural events on Canterbury Lifeline Utilities in the past 15 years. The aim of this “Lessons Learned” project was to produce an analysis report that identified key themes from the research, gaps in the existing data and to provide recommendations from these “Lessons Learned.” The Second phase was the development of a practical “Disaster Mitigation Guideline” that outlined lessons in the field of Emergency Sanitation. This research would build upon the first stage and would draw from international reference to develop a guideline that has practical implementation possibilities throughout the world.

Depending on their nature and severity, disasters can create large volumes of debris and waste. Waste volumes from a single event can be the equivalent of many times the annual waste generation rate of the affected community. These volumes can overwhelm existing solid waste management facilities and personnel. Mismanagement of disaster waste can affect both the response and long term recovery of a disaster affected area. Previous research into disaster waste management has been either context specific or event specific, making it difficult to transfer lessons from one disaster event to another. The aim of this research is to develop a systems understanding of disaster waste management and in turn develop context- and disaster-transferrable decision-making guidance for emergency and waste managers. To research this complex and multi-disciplinary problem, a multi-hazard, multi-context, multi-case study approach was adopted. The research focussed on five major disaster events: 2011 Christchurch earthquake, 2009 Victorian Bushfires, 2009 Samoan tsunami, 2009 L’Aquila earthquake and 2005 Hurricane Katrina. The first stage of the analysis involved the development of a set of ‘disaster & disaster waste’ impact indicators. The indicators demonstrate a method by which disaster managers, planners and researchers can simplify the very large spectra of possible disaster impacts, into some key decision-drivers which will likely influence post-disaster management requirements. The second stage of the research was to develop a set of criteria to represent the desirable environmental, economic, social and recovery effects of a successful disaster waste management system. These criteria were used to assess the effectiveness of the disaster waste management approaches for the case studies. The third stage of the research was the cross-case analysis. Six main elements of disaster waste management systems were identified and analysed. These were: strategic management, funding mechanisms, operational management, environmental and human health risk management, and legislation and regulation. Within each of these system elements, key decision-making guidance (linked to the ‘disaster & disaster waste’ indicators) and management principles were developed. The ‘disaster & disaster waste’ impact indicators, the effects assessment criteria and management principles have all been developed so that they can be practically applied to disaster waste management planning and response in the future.

This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.

There is growing expectation that local volunteers will play a more integrated role in disaster response, yet emergent groups are often ‘outsiders’ to crisis management, prompting questions of the conditions and processes by which these groups can forge relationships with established response agencies, and the tensions which can arise those interactions. This article analyses how student-led volunteers, as an emergent group, nevertheless gained “authority to operate” in the aftermath of the 2010-2011 earthquakes in Canterbury, New Zealand. Our study demonstrates how established response agencies and emergent groups can form hugely impactful and mutually supportive relationships. However, our analysis also points to two interrelated tensions that can arise, regarding the terms by which emergent groups are recognised, and the ‘distance’ considered necessary between emergent groups and established response agencies. The discussion considers implications for inclusiveness, risk and responsibility if emergent volunteers are to be further integrated into disaster response.

This report focuses on the Waimakariri District Council's approach to earthquake recovery which was developed as an Integrated, Community-based Recovery Framework. This approach has been held up as exemplary in a number of fora and has received a great deal of interest and support both nationally and internationally. It has evolved as a result of the September earthquake and the thousands of aftershocks that have followed, along with the regulatory changes that have impacted on building safety and land availability since, but it builds on a set of pre-existing competencies and a well-established organisational culture that focusses on: * Working with communities and each other; * Keeping people informed; * Doing better everyday; * Taking responsibility; * Acting with integrity, honesty and trust. The report identifies, and speaks to, three themes or tensions drawn from either the disaster/emergency management literature or actual cases of recovery practice observed here in Canterbury over the last 2 years. These themes are the: 1. unique position of local government to undertake integrated or ‘holistic’ recovery work with community at the centre, versus the lack of clarity around both community and local government’s role in disaster recovery; 2. general consensus that good local government-community relationships are crucial to recovery processes, versus the lack of practical advice on how best to engage, and engage with, communities post-disaster; and 3. balancing Business as Usual (BaU) with recovery issues.

This article argues that active coordination of research engagement after disasters has the potential to maximize research opportunities, improve research quality, increase end-user engagement, and manage escalating research activity to mitigate ethical risks posed to impacted populations. The focus is on the coordination of research activity after the 22nd February 2011 Mw6.2 Christchurch earthquake by the then newly-formed national research consortium, the Natural Hazards Research Platform, which included a social science research moratorium during the declared state of national emergency. Decisions defining this organisation’s functional and structural parameters are analyzed to identify lessons concerning the need for systematic approaches to the management of post disaster research, in collaboration with the response effort. Other lessons include the importance of involving an existing, broadly-based research consortium, ensuring that this consortium's coordination role is fully integrated into emergency management structures, and ensuring that all aspects of decision-making processes are transparent and easily accessed.

Museums around the world are often affected by major catastrophes, and yet planning for these disasters is an often neglected aspect of museum practice. New Zealand is not immune from these events, as can be seen in the recent series of serious earthquakes in Christchurch in 2010 and 2011. This dissertation considers how prepared the New Zealand museum sector is to handle unexpected events that negatively affect its buildings, staff, operations and treasured collections. The central research question was: What is the overall state of emergency planning in the New Zealand museum sector? There was a significant gap in the literature, especially in the local context, as there has been only one other comparable study conducted in Britain, and nothing locally. This dissertation makes a valuable contribution to the field of museum studies by drawing on theory from relevant areas such as crises management literature and by conducting original empirical research on a topic which has received little attention hitherto. The research employed a number of methods, including a review of background secondary sources, a survey and interviews. After contextualising the study with a number of local examples, Ian online survey was then developed an which enabled precise understanding of the nature of current museum practices and policies around emergency planning. Following this I conducted several interviews with museum professionals from a variety of institutional backgrounds which explored their thoughts and feelings behind the existing practices within the industry. The findings of the research were significant and somewhat alarming: almost 40% of the museum and galleries in New Zealand do not have any emergency plan at all, and only 11% have what they considered ‘complete’ plans. The research revealed a clear picture of the current width and depth of planning, as well as practices around updating the plans and training related to them. Within the industry there is awareness that planning for emergencies is important, but museum staff typically lack the knowledge and guidance needed to conduct effective emergency planning. As a result of the analysis, several practical suggestions are presented aimed at improving emergency planning practices in New Zealand museums. However this study has implications for museum studies and for current museum practice everywhere, as many of the recommendations for resolving the current obstacles and problems are applicable anywhere in the world, suggesting that New Zealand museums could become leaders in this important area.

The potential for a gastroenteritis outbreak in a post-earthquake environment may increase because of compromised infrastructure services, contaminated liquefaction (lateral spreading and surface ejecta), and the presence of gastroenteritis agents in the drinking water network. A population in a post-earthquake environment might be seriously affected by gastroenteritis because it has a short incubation period (about 10 hours). The potential for a gastroenteritis outbreak in a post-earthquake environment may increase because of compromised infrastructure services, contaminated liquefaction (lateral spreading and surface ejecta), and the presence of gastroenteritis agents in the drinking water network. The aim of this multidisciplinary research was to retrospectively analyse the gastroenteritis prevalence following the February 22, 2011 earthquake in Christchurch. The first focus was to assess whether earthquake-induced infrastructure damage, liquefaction, and gastroenteritis agents spatially explained the recorded gastroenteritis cases over the period of 35 days following the February 22, 2011 earthquake in Christchurch. The gastroenteritis agents considered in this study were Escherichia coli found in the drinking water supply (MPN/100mL) and Non-Compliant Free Associated Chlorine (FAC-NC) (less than <0.02mg/L). The second focus was the protocols that averted a gastroenteritis outbreak at three Emergency Centres (ECs): Burnside High School Emergency Centre (BEC); Cowles Stadium Emergency Centre (CEC); and Linwood High School Emergency Centre (LEC). Using a mixed-method approach, gastroenteritis point prevalence and the considered factors were quantitatively analysed. The qualitative analysis involved interviewing 30 EC staff members. The data was evaluated by adopting the Grounded Theory (GT) approach. Spatial analysis of considered factors showed that highly damaged CAUs were statistically clustered as demonstrated by Moran’s I statistic and hot spot analysis. Further modelling showed that gastroenteritis point prevalence clustering could not be fully explained by infrastructure damage alone, and other factors influenced the recorded gastroenteritis point prevalence. However, the results of this research suggest that there was a tenuous, indirect relationship between recorded gastroenteritis point prevalence and the considered factors: earthquake-induced infrastructure damage, liquefaction and FAC-NC. Two ECs were opened as part of the post-earthquake response in areas with severe infrastructure damage and liquefaction (BEC and CEC). The third EC (CEC) provided important lessons that were learnt from the previous September 4, 2010 earthquake, and implemented after the February 22, 2011 earthquake. Two types of interwoven themes identified: direct and indirect. The direct themes were preventive protocols and indirect themes included type of EC building (school or a sports stadium), and EC staff. The main limitations of the research were Modifiable Areal Units (MAUP), data detection, and memory loss. This research provides a practical method that can be adapted to assess gastroenteritis risk in a post-earthquake environment. Thus, this mixed method approach can be used in other disaster contexts to study gastroenteritis prevalence, and can serve as an appendage to the existing framework for assessing infectious diseases. BEC represented the western side of Christchurch; whilst, CEC and LEC represented the eastern side, where the potential for gastroenteritis was high according to the outputs of the quantitative spatial modelling. Qualitative analysis from the interviews at the ECs revealed that evacuees were arriving at the ECs with gastroenteritis-like symptoms. Participants believed that those symptoms did not originate at the ECs. Two types of interwoven themes identified: direct and indirect. The direct themes were preventive protocols that included prolific use of hand sanitisers; surveillance; and the services offered. Indirect themes included the EC layout, type of EC building (school or a sports stadium), and EC staff. Indirect themes governed the quality and sustainability of the direct themes implemented, which in turn averted gastroenteritis outbreaks at the ECs. The main limitations of the research were Modifiable Areal Units (MAUP), data detection, and memory loss. It was concluded that gastroenteritis point prevalence following the February 22, 2011 earthquake could not be solely explained by earthquake-induced infrastructure damage, liquefaction, and gastroenteritis causative agents alone. However, this research provides a practical method that can be adapted to assess gastroenteritis risk in a post-earthquake environment. Creating a damage profile for each CAU and using spatial data analysis can isolate vulnerable areas, and qualitative data analysis provides localised information. Thus, this mixed method approach can be used in other disaster contexts to study gastroenteritis prevalence, and can serve as an appendage to the existing framework for assessing infectious diseases. Furthermore, the lessons learnt from qualitative analysis can inform the current infectious disease management plans, designed for a post-disaster response in New Zealand and internationally.

Earthquakes and other major disasters present communities and their authorities with an extraordinary challenge. While a lot can be done to prepare a city’s response in the event of a disaster, few cities are truly prepared for the initial impact, devastation, grief, and the seemingly formidable challenge of recovery. Many people find themselves overwhelmed with facing critical problems; ones which they have often never had experience with before. While the simple part is agreeing on a desired outcome for recovery, it appears the argument that exists between stakeholders is the conflicting ideas of How To effectively achieve the main objective. What I have identified as an important step toward collaborating on the How To of recovery is to identify the ways in which each discipline can most effectively contribute to the recovery. Landscape architecture is just one of the many disciplines (that should be) invovled in the How To of earthquake recovery. Canterbury has an incredible opportunity to set the benchmark for good practice in earthquake recovery. To make the most of this opportuntiy, it is critical that landscape architects are more effectively engaged in roles of recovery across a much broader spectrum of recovery activities. The overarching purpose of this research is to explore and provide insight to the current and potential of landscape architects in the earthquake recovery period in Canterbury, using international good practice as a benchmark. The research is aimed at stimulating and guiding landscape architects dealing with the earthquake recovery in Canterbury, while informing stakeholders: emergency managers, authorities, other disciplines and the wider community of themost effective role(s) for landscape architects in the recovery period.

The University of Canterbury Dept. of Chemistry has weathered the Canterbury Earthquake of September 4, 2010 very well due to a combination of good luck, good planning and dedicated effort. We owe a great deal to university Emergency Response Team and Facilities Management Personnel. The overall emergency preparedness of the university was tested to a degree far beyond anything else in its history and shown to be well up to scratch. A strong cooperative relationship between the pan-campus controlling body and the departmental response teams greatly facilitated our efforts. Information and assistance was provided promptly, as and when we needed it without unnecessary bureaucratic overheads. At the departmental level we are indebted to the technical staff who implemented the invaluable pre-quake mitigation measures and carried the majority of the post-quake clean-up workload. These people put aside their personal concerns and anxieties at a time when magnitude-5 aftershocks were still a regular occurrence.

In this paper, we consider how religious leaders and Civil Defence authorities might collaborate to establish a two-way information conduit during the aftermath of a disaster. Using surveys and in-person interviews, clergy in different Christian denominations were asked about their roles in the earthquake, the needs of their congregations and the possibilities and obstacles to deeper collaboration with Civil Defence authorities.

The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

This thesis investigates life-safety risk in earthquakes. The first component of the thesis utilises a dataset of earthquake injuries and deaths from recent earthquakes in New Zealand to identify cause, context, and risk factors of injury and death in the 2011 MW6.3 Christchurch earthquake and 2016 MW7.8 Kaikōura earthquake. Results show that nearly all deaths occurred from being hit by structural elements from buildings, while most injuries were caused by falls, strains and being hit by contents or non-structural elements. Statistical analysis of injured cases compared to an uninjured control group found that age, gender, building damage, shaking intensity, and behaviour during shaking were the most significant risk factors for injury during these earthquakes. The second part of the thesis uses the empirical findings from the first section to develop two tools for managing life-safety risk in earthquakes. The first tool is a casualty estimation model for health system and emergency response planning. An existing casualty model used in New Zealand was validated against observed data from the 2011 Christchurch earthquake and found to underestimate moderate and severe injuries by an order of magnitude. The model was then updated to include human behaviour such as protective actions, falls and strain type injuries that are dependent on shaking intensity, as well as injuries and deaths outside buildings. These improvements resulted in a closer fit to observed casualties for the 2011 Christchurch earthquake. The second tool that was developed is a framework to set seismic loading standards for design based on fatality risk targets. The proposed framework extends the risk-targeted hazard method, by moving beyond collapse risk targets, to fatality risk targets for individuals in buildings and societal risk in cities. The framework also includes treatment of epistemic uncertainty in seismic hazard to allow this uncertainty to be used in risk-based decision making. The framework is demonstrated by showing how the current New Zealand loading standards could be revised to achieve uniform life-safety risk across the country and how the introduction of a new loading factor can reduce risk aggregation in cities. Tsunami events including the 2004 Indian Ocean Tsunami and the 2011 Tohoku Earthquake and Tsunami confirmed the need for Pacific-wide comprehensive risk mitigation and effective tsunami evacuation planning. New Zealand is highly exposed to tsunamis and continues to invest in tsunami risk awareness, readiness and response across the emergency management and science sectors. Evacuation is a vital risk reduction strategy for preventing tsunami casualties. Understanding how people respond to warnings and natural cues is an important element to improving evacuation modelling techniques. The relative rarity of tsunami events locally in Canterbury and also globally, means there is limited knowledge on tsunami evacuation behaviour, and tsunami evacuation planning has been largely informed by hurricane evacuations. This research aims to address this gap by analysing evacuation behaviour and movements of Kaikōura and Southshore/New Brighton (coastal suburb of Christchurch) residents following the 2016 Kaikōura earthquake. Stage 1 of the research is engaging with both these communities and relevant hazard management agencies, using a survey and community workshops to understand real-event evacuation behaviour during the 2016 Kaikōura earthquake and subsequent tsunami evacuations. The second stage is using the findings from stage 1 to inform an agent-based tsunami evacuation model, which is an approach that simulates of the movement of people during an evacuation response. This method improves on other evacuation modelling approaches to estimate evacuation times due to better representation of local population characteristics. The information provided by the communities will inform rules and interactions such as traffic congestion, evacuation delay times and routes taken to develop realistic tsunami evacuation models. This will allow emergency managers to more effectively prepare communities for future tsunami events, and will highlight recommended actions to increase the safety and efficiency of future tsunami evacuations.

On 14 November 2016, the Mw 7.8 Kaikōura earthquake caused widespread damage along the east coast of the South Island, New Zealand. Kaikōura town itself was isolated from the rest of the country by landslides blocking off major roads. While impacts from the Kaikōura earthquake on large, urban population centres have been generally well documented, this thesis aims to fill gaps in academic knowledge regarding small rural towns. This thesis investigates what, where and when critical infrastructure and lifeline service disruption occurred following the 2016 Kaikōura earthquake in a selection of small towns, and how the communities in these areas adapted to disruption. Following a robust review of literature and news media, four small rural towns were selected from North Canterbury (Culverden & Waiau) and Marlborough (Seddon & Ward) in the South Island, New Zealand. Semi-structured interview sessions with a special focus on these towns were held with infrastructure managers, emergency response and recovery officials, and organisation leaders with experience or expertise in the 2016 Kaikōura earthquake. Findings were supplemented with emergency management situation reports to produce hazard maps and infrastructure exposure maps. A more detailed analysis was conducted for Waiau involving interdependence analyses and a level of service timeline for select lifeline services. The earthquake impacted roads by blocking them with landslides, debris and surface rupture. Bridges where shaken off their abutments, breaking infrastructure links such as fibre landlines as they went. Water supplies and other forms of infrastructure relied heavily on the level of service of roads, as rough rural terrain left few alternatives. Adapting to an artificial loss of road service, some Waiau locals created their own detour around a road cordon in order to get home to family and farms. Performance of dwellings was tied to socioeconomic factors as much as proximity to the epicentre. Farmers who lost water access pulled out fences to allow stock to drink from rivers. Socioeconomic differences between farmland and township residents also contributed to resilience variations between the towns assessed in this study. Understanding how small rural towns respond and adapt to disaster allows emergency management officials and policy to be well informed and flexible with planning for multiple size classes of towns.
