Group case study report prepared for lecturers Ton Buhrs and Roy Montgomery by students of ERST 635 at Lincoln University, 2013.The New Zealand Government’s decision to establish a unitary authority in the Auckland Region has provided much of the context and impetus for this review of current governance arrangements in the Canterbury region, to determine whether or not they are optimal for taking the communities of greater Christchurch into the future. A number of local governance academics, as well as several respected political pundits, have prophesised that the Auckland ‘Super City’ reforms of 2009 will have serious implications and ramifications for local governance arrangements in other major cities, particularly Wellington and Christchurch. Wellington councils have already responded to the possibility of change by undertaking a series of reports on local governance arrangements, as well as a major review led by Sir Geoffrey Palmer, to investigate options for governance reform. Alongside these developments, the Christchurch earthquakes beginning in September 2010 have raised a myriad of new and complex governance issues, which may or may not be able to be addressed under the status quo, while the replacement of Regional Councillors’ with centrally-appointed Commissioners is suggestive of government dissatisfaction with current arrangements. With these things in mind, the research group has considered local government in Canterbury and the greater Christchurch area in the wider governance context. It does not limit discussion to only the structure of local government in Canterbury but rather, as the brief (Appendix 1) indicates, considers more broadly the relationship between central, regional, and local tiers of government, as well as the relationship between local government and local communities.

The focus of this paper is to identify potential benefits of community involvement in master planning in the post-earthquake recovery context in Christchurch; and to identify considerations for planners involved in the design of master planning processes that involve the community. Findings are based on the results of an information sharing event on these topics convened by The Habitat Project in December 2011, and a review of the relevant literature.

This report focuses on the Waimakariri District Council's approach to earthquake recovery which was developed as an Integrated, Community-based Recovery Framework. This approach has been held up as exemplary in a number of fora and has received a great deal of interest and support both nationally and internationally. It has evolved as a result of the September earthquake and the thousands of aftershocks that have followed, along with the regulatory changes that have impacted on building safety and land availability since, but it builds on a set of pre-existing competencies and a well-established organisational culture that focusses on: * Working with communities and each other; * Keeping people informed; * Doing better everyday; * Taking responsibility; * Acting with integrity, honesty and trust. The report identifies, and speaks to, three themes or tensions drawn from either the disaster/emergency management literature or actual cases of recovery practice observed here in Canterbury over the last 2 years. These themes are the: 1. unique position of local government to undertake integrated or ‘holistic’ recovery work with community at the centre, versus the lack of clarity around both community and local government’s role in disaster recovery; 2. general consensus that good local government-community relationships are crucial to recovery processes, versus the lack of practical advice on how best to engage, and engage with, communities post-disaster; and 3. balancing Business as Usual (BaU) with recovery issues.Ministry of Civil Defence and Emergency Management.

Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.

Christchurch City Council (Council) is undertaking the Land Drainage Recovery Programme in order to assess the effects of the earthquakes on flood risk to Christchurch. In the course of these investigations it has become better understood that floodplain management should be considered in a multi natural hazards context. Council have therefore engaged the Jacobs, Beca, University of Canterbury, and HR Wallingford project team to investigate the multihazards in eastern areas of Christchurch and develop flood management options which also consider other natural hazards in that context (i.e. how other hazards contribute to flooding both through temporal and spatial coincidence). The study has three stages:  Stage 1 Gap Analysis – assessment of information known, identification of gaps and studies required to fill the gaps.  Stage 2 Hazard Studies – a gap filling stage with the studies identified in Stage 1.  Stage 3 Collating, Optioneering and Reporting – development of options to manage flood risk. This present report is to document findings of Stage 1 and recommends the studies that should be completed for Stage 2. It has also been important to consider how Stage 3 would be delivered and the gaps are prioritised to provide for this. The level of information available and hazards to consider is extensive; requiring this report to be made up of five parts each identifying individual gaps. A process of identifying information for individual hazards in Christchurch has been undertaken and documented (Part 1) followed by assessing the spatial co-location (Part 2) and probabilistic presence of multi hazards using available information. Part 3 considers multi hazard presence both as a temporal coincidence (e.g. an earthquake and flood occurring at one time) and as a cascade sequence (e.g. earthquake followed by a flood at some point in the future). Council have already undertaken a number of options studies for managing flood risk and these are documented in Part 4. Finally Part 5 provides the Gap Analysis Summary and Recommendations to Council. The key findings of Stage 1 gap analysis are: - The spatial analysis showed eastern Christchurch has a large number of hazards present with only 20% of the study area not being affected by any of the hazards mapped. Over 20% of the study area is exposed to four or more hazards at the frequencies and data available. - The majority of the Residential Red Zone is strongly exposed to multiple hazards, with 86% of the area being exposed to 4 or more hazards, and 24% being exposed to 6 or more hazards. - A wide number of gaps are present; however, prioritisation needs to consider the level of benefit and risks associated with not undertaking the studies. In light of this 10 studies ranging in scale are recommended to be done for the project team to complete the present scope of Stage 3. - Stage 3 will need to consider a number of engineering options to address hazards and compare with policy options; however, Council have not established a consistent policy on managed retreat that can be applied for equal comparison; without which substantial assumptions are required. We recommend Council undertake a study to define a managed retreat framework as an option for the city. - In undertaking Stage 1 with floodplain management as the focal point in a multi hazards context we have identified that Stage 3 requires consideration of options in the context of economics, implementation and residual risk. Presently the scope of work will provide a level of definition for floodplain options; however, this will not be at equal levels of detail for other hazard management options. Therefore, we recommend Council considers undertaking other studies with those key hazards (e.g. Coastal Hazards) as a focal point and identifies the engineering options to address such hazards. Doing so will provide equal levels of information for Council to make an informed and defendable decision on which options are progressed following Stage 3.

The National Science Challenge ‘Building Better Homes, Towns and Cities’ is currently undertaking work that, in part, identifies and analyses the Waimakariri District Council’s (WMK/Council) organisational practices and process tools. The focus is on determining the processes that made the Residential Red Zone Recovery Plan, 2016 (RRZRP) collaboration process so effective and compares it to the processes used to inform the current Kaiapoi Town Centre Plan - 2028 and Beyond (KTC Plan). This research aims to explore ‘what travelled’ in terms of values, principles, methods, processes and personnel from the RRZRP to the KTC planning process. My research will add depth to this research by examining more closely the KTC Plan’s hearings process, reviewing submissions made, analysing background documents and by conducting five semi-structured interviews with a selection of people who made submissions on the KTC Plan. The link between community involvement and best recovery outcomes has been acknowledged in literature as well as by humanitarian agencies (Lawther, 2009; Sullivan, 2003). My research has documented WMK’s post-quake community engagement strategy by focusing on their initial response to the earthquake of 2010 and the two-formal plan (RRZRP and KTC Plan) making procedures that succeeded this response. My research has led me to conclude that WMK was committed to collaborating with their constituents right through the extended post-quake sequence. Iterative face to face or ‘think communications’ combined with the accessibility of all levels of Council staff – including senior management and elected members - gave interested community members the opportunity to discuss and deliberate the proposed plans with the people tasked with preparing them. WMK’s commitment to collaborate is illustrated by the methods they employed to inform their post-quake efforts and plans and by the logic behind the selected methods. Combined the Council’s logic and methods best describe the ‘Waimakariri Way’. My research suggests that collaborative planning is iterative in nature. It is therefore difficult to establish a specific starting point where collaboration begins as the relationships needed for the collaborative process constantly (re)emerge out of pre-existing relationships. Collaboration seems to be based on an attitude, which means there is no starting ‘point’ as such, rather an amplification for a time of a basic attitude towards the public.

Christchurch was devastated by an Earthquake in 2011, which resulted in many fatalities. Though this impacted the city negatively, this sad event was used as an opportunity for the broken city to become a better one. The Christchurch City Council (CCC) ran an exercise called ‘Share an Idea’, which asked the public what they wanted the new city to look like. The main theme extrapolated by researchers was that people wanted the city to be greener. A draft plan was created by the CCC but was deemed not good enough and replaced by a new plan called the Blueprint Plan created by the government. Through the process of public consultation to the finalized plan and the implementation of the finalized plan, there were many changes made to the inclusion of nature into Central Christchurch’s urban regeneration. The aim of this research is to assess the role of nature in the urban regeneration of Christchurch, by evaluating the recovery process, and comparing the level of greenness the public wanted by looking at what they said in Share an Idea, and then seeing how that translated into the proposed plans, and then finally looking at what is being implemented.

The recent earthquakes in Canterbury have left thousands of Christchurch residents’ homeless or facing the possibility of homelessness. The New Zealand Government, so far, have announced that 5,100 homes in Christchurch will have to be abandoned as a result of earthquake damaged land (Christchurch City Council, 2011). They have been zoned red on the Canterbury Earthquake Recovery Authority (CERA) map and there are another 10,000 that have been zoned orange, awaiting a decision (Christchurch City Council, 2011). This situation has placed pressures on land developers and local authorities to speed up the process associated with the development of proposed subdivisions in Christchurch to accommodate residents in this situation (Tarrant, 2011).

In the late 1960s the Wellington City Council surveyed all the commercial buildings in the city and marked nearly 200 as earthquake prone. The owners were given 15 years to either strengthen or demolish their buildings. The end result was mass demolition throughout the seventies and eighties.¹ Prompted by the Christchurch earthquakes, once again the council has published a list of over 630 earthquake prone buildings that need to be strengthened or demolished by 2030.²Of these earthquake prone buildings, the majority were built between 1880 and 1930, with 125 buildings appearing on the Wellington City Council Heritage Building List.³ This list accounts for a significant proportion of character buildings in the city. There is a danger that the aesthetic integrity of our city will be further damaged due to the urgent need to strengthen these buildings. Many of the building owners are resistant because of the high cost. By adapting these buildings to house co-workspaces, we can gain more than just the retention of the building’s heritage. The seismic upgrade provides the opportunity for the office space to be redesigned to suit changes in the ways we work. Through a design-based research approach this thesis proposes a framework that clarifies the process of adapting Wellington’s earthquake prone heritage buildings to accommodate co-working. This framework deals with the key concepts of program, structure and heritage. The 48hr Design Challenge, run by the Christchurch City Council and held at Lincoln University, provided an opportunity for Council to gain inspiration from the design and architecture industry, while testing the draft Central City Plan currently being developed. The Challenge was a response to the recent earthquakes in Christchurch and brought together local and international talent. A total of 15 teams took part in the Challenge, with seven people in each including engineers, planners, urban designers, architects and landscape architects, as well as one student on each team. The four sites within the Red Zone included the Cathedral Square and BNZ Building; 160 Gloucester Street; the Orion NZ Building at 203 Gloucester Street; and 90 Armagh Street, including the Avon River and Victoria Square. The fifth site, which sits outside the Red Zone, is the former Christchurch Women’s Hospital at 885 Colombo Street. This is team SoLA's entry for 160 Gloucester Street.

The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately 35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0 respectively. As a direct result of the February earthquake, 181 people lost their lives. Some commentators have described this series of earthquakes as the most expensive global insurance event of all time. These earthquakes and the more than 7000 associated aftershocks have had a significant physical impact on parts of Canterbury and virtually none on others. The economic, social and emotional impacts of these quakes spread across Canterbury and beyond. Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and significant social issues as a result. The physical damage in Waimakiriri District was predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki Beach with pockets elsewhere in the district. While the balance of the district is largely physically untouched, the economic, social, and emotional shockwaves have spread across the district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local government landscape. This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the Emergency Management Recovery programme to provide context to allow a more detailed examination of the planning processes prior to, and subsequent to the earthquakes. This study looked at documentation produced by WDC, applicable legislation and New Zealand Emergency Management resources and other sources. Key managers and elected representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental agency representatives. The interview responses enable understanding of how central Government and other local authorities can benefit from these lessons and apply them to their own planning. It is intended that this paper will assist local government organisations in New Zealand to evaluate their planning processes in light of the events of 2010/11 in Canterbury and the lessons from WDC.

‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.

Background Liquefaction induced land damage has been identified in more than 13 notable New Zealand earthquakes within the past 150 years, as presented on the timeline below. Following the 2010-2011 Canterbury Earthquake Sequence (CES), the consequences of liquefaction were witnessed first-hand in the city of Christchurch and as a result the demand for understanding this phenomenon was heightened. Government, local councils, insurers and many other stakeholders are now looking to research and understand their exposure to this natural hazard.

The lived reality of the 2010-2011 Canterbury earthquakes and its implications for the Waimakariri District, a small but rapidly growing district (third tier of government in New Zealand) north of Christchurch, can illustrate how community well-being, community resilience, and community capitals interrelate in practice generating paradoxical results out of what can otherwise be conceived as a textbook ‘best practice’ case of earthquake recovery. The Waimakariri District Council’s integrated community based recovery framework designed and implemented post-earthquakes in the District was built upon strong political, social, and moral capital elements such as: inter-institutional integration and communication, participation, local knowledge, and social justice. This approach enabled very positive community outputs such as artistic community interventions of the urban environment and communal food forests amongst others. Yet, interests responding to broader economic and political processes (continuous central government interventions, insurance and reinsurance processes, changing socio-cultural patterns) produced a significant loss of community capitals (E.g.: social fragmentation, participation exhaustion, economic leakage, etc.) which simultaneously, despite local Council and community efforts, hindered community well-being in the long term. The story of the Waimakariri District helps understand how resilience governance operates in practice where multi-scalar, non-linear, paradoxical, dynamic, and uncertain outcomes appear to be the norm that underpins the construction of equitable, transformative, and sustainable pathways towards the future.

During the 21st century, New Zealand has experienced increasing public concern over the quality of the design and appearance of new developments, and their effects on the urban environment. In response to this, a number of local authorities developed a range of tools to address this issue, including urban design panels to review proposals and provide independent advice. Following the 2010 and 2011 Canterbury earthquake sequence, the commitment to achieve high quality urban design within Christchurch was given further importance, with the city facing the unprecedented challenge of rebuilding a ‘vibrant and successful city’. The rebuild and regeneration reinforced the need for independent design review, putting more focus and emphasis on the role and use of the urban design panel; first through collaboratively assisting applicants in achieving a better design outcome for their development by providing an independent set of eyes on their design; and secondly in assisting Council officers in forming their recommendations on resource consent decisions. However, there is a perception that urban design and the role of the urban design panel is not fully understood, with some stakeholders arguing that Council’s urban design requirements are adding cost and complexity to their developments. The purpose of this research was to develop a better understanding on the role of the Christchurch urban design panel post-earthquake in the central city; its direct and indirect influence on the built environment; and the deficiencies in the broader planning framework and institutional settings that it might be addressing. Ultimately, the perceived role of the Panel is understood, and there is agreement that urban design is having a positive influence on the built environment, albeit viewed differently amongst the varying groups involved. What has become clear throughout this research is that the perceived tension between the development community and urban design well and truly exists, with the urban design panel contributing towards this. This tension is exacerbated further through the cost of urban design to developers, and the drive for financial return from their investments. The panel, albeit promoting a positive experience, is simply a ‘tick box’ exercise for some, and as the research suggests, groups or professional are determining themselves what constitutes good urban design, based on their attitude, the context in which they sit and the financial constraints to incorporate good design elements. It is perhaps a bleak time for urban design, and more about building homes.

The world is constantly changing. Christchurch, New Zealand, has recently experienced drastic changes after earthquakes struck the city. The earthquakes caused the city to physically shake, and the land to sink in some places and rise in others. Now further change is forcast and parts of Christchurch could be under water by 2115 according to experts. Climate change induced sea level rise is recognised as a international issue with potential impacts for coastal communities all over the world. The Chrischtchurch City Council is required to have a 100-year planning horizon for sea level rise and this means planning for at least one meter, and possibly up to two meters, of sea level rise by 2115. This dissertation investigates the planning response to slow onset disasters, change, and uncertainty, using the example of sea-level rise in Christchurch, and it examines the role of public participation in this. To achieve this, the ways in which planning theory and practice acknowledge uncertainty, and cope with change, were critically analysed along with the Christchurch City Council’s response to the Tonkin and Taylor predictions and modelling. Semi-structured interviews with professionals in natural hazards risk reduction, policy, and planning were conducted, and the previous and proposed Christchurch City District Plans were compared. Planning for sea level rise in Christchurch provides an example of how planners may cope with slow onset change. The results of this dissertation suggests that the favoured risk reduction strategy for coastal communities in Christchurch is an adaptation strategy, and at present there is no sign of managed retreat being employed. The results also suggests using a planning approach that involves public participation for best results when planning for change, uncertainty or slow onset disasters.

In the wake of a series of devastating earthquakes, Christchurch, New Zealand is faced with a long, complicated mourning and memorialisation process. The initial intention of this research was to comparatively examine memorial design theory with popular memorial sentiment as expressed in Christchurch City Council's 'Share an Idea' initiative. The outcome of such an investigation was hypothesized to reveal conflicting perspectives which may potentially be reconciled by the development of a series of schematic models for memorial design. As the research was carried out, it became clear that any attempt to develop such models is counter-intuitive. This position is reinforced by the literature reviewed and the data examined. Subsequently, a fundamentally different approach to memorialisation focused on an active participation process is suggested.

This report contributes to a collaborative project between the Marlborough District Council (MDC) and University of Canterbury (UC) which aims to help protect and promote the recovery of native dune systems on the Marlborough coast. It is centred around the mapping of dune vegetation and identification of dune protection zones for old-growth seed sources of the native sand-binders spinifex (Spinifex sericeus) and pīngao (Ficinia spiralis). Both are key habitat-formers associated with nationally threatened dune ecosystems, and pīngao is an important weaving resource and Ngāi Tahu taonga species. The primary goal is to protect existing seed sources that are vital for natural regeneration following major disturbances such as the earthquake event. Several additional protection zones are also identified for areas where new dunes are successfully regenerating, including areas being actively restored in the Beach Aid project that is assisting new native dunes to become established where there is available space.

During the 2010/2011 Canterbury earthquakes, Reinforced Concrete Frame with Masonry Infill (RCFMI) buildings were subjected to significant lateral loads. A survey conducted by Christchurch City Council (CCC) and the Canterbury Earthquake Recovery Authority (CERA) documented 10,777 damaged buildings, which included building characteristics (building address, the number of storeys, the year of construction, and building use) and post-earthquake damage observations (building safety information, observed damage, level of damage, and current state of the buildings). This data was merged into the Canterbury Earthquake Building Assessment (CEBA) database and was utilised to generate empirical fragility curves using the lognormal distribution method. The earthquake sequence has resulted in significant physical and reputational damage to the Canterbury tourism industry. Eighteen months after the earthquakes inbound tourism data is still below pre-earthquake levels, with Canterbury operators reporting that the industry has not bounced back to where it was before September 2010. Outcomes of the earthquakes on business performance highlight there were winners and losers in the aftermath. Recovery of inbound tourism markets is closely tied to the timeframe to rebuild the CBD of Christchurch. Reinstating critical tourism infrastructure will drive future tourism investment, and allow tourism businesses to regenerate and thrive into the future. A blueprint for rebuilding the CBD of Christchurch was released by the Christchurch City Council in July 2012, and has been well received by tourism stakeholders in the region. The challenge now is for city officials to fund the development projects outlined in the blueprint, and to rebuild the CBD as quickly as possible in order to help regenerate the tourism industry in Christchurch, Canterbury and the rest of the South Island

Following the 2010/2011 Canterbury earthquakes the seismic design of buildings with precast concrete panels has received significant attention. Although this form of construction generally performed adequately in Christchurch, there were a considerable number of precast concrete panel connection failures. This observation prompted a review of more than 4700 panel details from 108 buildings to establish representative details used in both existing and new multi-storey and low rise industrial precast concrete buildings in three major New Zealand cities of Auckland, Wellington and Christchurch. Details were collected from precast manufacturers and city councils and were categorised according to type. The detailing and quantity of each reviewed connection type in the sampled data is reported, and advantages and potential deficiencies of each connection type are discussed. In the wake of the Canterbury earthquakes, one of the biggest threats to our heritage buildings is the risk of earthquakes and the associated drive to strengthen or demolish buildings. Can Small Town NZ balance the requirements of the EQPB legislation and economic realities of their places? The government’s priority is on safety of building occupants and citizens in the streets. However, maintaining and strengthening privately-owned heritage buildings is often cost prohibitive. Hence, heritage regulation has frequently been perceived as interfering with private property rights, especially when heritage buildings occupy a special place in the community becoming an important place for people (i.e. public benefits are larger than private). We investigate several case studies where building owners have been given green light to demolish heritage listed buildings to make way for modern developments. In two of the case studies developers provided evidence of unaffordable strengthening costs. A new trend that has emerged is a voluntary offer of contributing to an incentive fund to assist with heritage preservation of other buildings. This is a unique example where private owners offer incentives (via council controlled organisations) instead of it being purely the domain of the central or local governments.

Brooklands Lagoon / Te Riu o Te Aika Kawa (‘Brooklands’) is an important wetland and estuarine ecosystem in Canterbury. It is a site of cultural significance to Ngāi Tūāhuriri, and is also valued by the wider community. Home to an array of life, it is connected to the Pūharakekenui/Styx and Waimakariri rivers, and is part of a wetland landscape complex that includes the Avon-Heathcote / Ihutai estuary to the south and the Ashley / Rakahuri estuary to the north. Notionally situated within the territorial boundary of Christchurch City Council and jurisdictionally encompassed by the regional council Environment Canterbury, it has been legally determined to be part of the coastal marine area. The complicated administrative arrangements for the lagoon mirror the biophysical and human challenges to this surprisingly young ecosystem since its formation in 1940. Here we present a synthesis of the historical events and environmental influences that have shaped Brooklands Lagoon. Before existing as an intertidal ecosystem, the Waimakariri river mouth was situated in what is now the southern end of the lagoon. A summary timeline of key events is set out in the table below. These included the diversion of the Waimakariri River mouth via the construction of Wrights Cut in the 1930s, which influenced the way that the lower reaches of the river interacted with the land and sea. A large flood in 1940 shifted the river mouth ~2 to 3 kilometres north, that created the landscape that we see today. However, this has not remained stable, as the earthquake sequence in 2010 and 2011 subsided the bed of the estuary. The changes are ongoing, as sea level rise and coastal inundation will place ongoing pressure on the aquatic ecosystem and surrounding land. How to provide accommodation space for Brooklands as an estuary will be a key planning and community challenge, as Environment Canterbury begins the engagement for the review of its Regional Coastal Plan. There is also a requirement to safeguard its ecological health under the 2020 National Policy Statement on Freshwater Management. This will necessitate an integrated mountains to sea (ki uta ki tai) management approach as the lagoon is affected by wider catchment activities. We hope that this report will contribute to, and inform these processes by providing a comprehensive historical synthesis, and by identifying considerations for the future collaborative management of Brooklands Lagoon, and protection of its values. In essence, we suggest that Te Riu o Te Aika Kawa deserves some sustained aroha.

Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.

The recent instances of seismic activity in Canterbury (2010/11) and Kaikōura (2016) in New Zealand have exposed an unexpected level of damage to non-structural components, such as buried pipelines and building envelope systems. The cost of broken buried infrastructure, such as pipeline systems, to the Christchurch Council was excessive, as was the cost of repairing building envelopes to building owners in both Christchurch and Wellington (due to the Kaikōura earthquake), which indicates there are problems with compliance pathways for both of these systems. Councils rely on product testing and robust engineering design practices to provide compliance certification on the suitability of product systems, while asset and building owners rely on the compliance as proof of an acceptable design. In addition, forensic engineers and lifeline analysts rely on the same product testing and design techniques to analyse earthquake-related failures or predict future outcomes pre-earthquake, respectively. The aim of this research was to record the actual field-observed damage from the Canterbury and Kaikōura earthquakes of seismic damage to buried pipeline and building envelope systems, develop suitable testing protocols to be able to test the systems’ seismic resilience, and produce prediction design tools that deliver results that reflect the collected field observations with better accuracy than the present tools used by forensic engineers and lifeline analysts. The main research chapters of this thesis comprise of four publications that describe the gathering of seismic damage to pipes (Publication 1 of 4) and building envelopes (Publication 2 of 4). Experimental testing and the development of prediction design tools for both systems are described in Publications 3 and 4. The field observation (discussed in Publication 1 of 4) revealed that segmented pipe joints, such as those used in thick-walled PVC pipes, were particularly unsatisfactory with respect to the joint’s seismic resilience capabilities. Once the joint was damaged, silt and other deleterious material were able to penetrate the pipeline, causing blockages and the shutdown of key infrastructure services. At present, the governing Standards for PVC pipes are AS/NZS 1477 (pressure systems) and AS/NZS 1260 (gravity systems), which do not include a protocol for evaluating the PVC pipes for joint seismic resilience. Testing methodologies were designed to test a PVC pipe joint under various different simultaneously applied axial and transverse loads (discussed in Publication 3 of 4). The goal of the laboratory experiment was to establish an easy to apply testing protocol that could fill the void in the mentioned standards and produce boundary data that could be used to develop a design tool that could predict the observed failures given site-specific conditions surrounding the pipe. A tremendous amount of building envelope glazing system damage was recorded in the CBDs of both Christchurch and Wellington, which included gasket dislodgement, cracked glazing, and dislodged glazing. The observational research (Publication 2 of 4) concluded that the glazing systems were a good indication of building envelope damage as the glazing had consistent breaking characteristics, like a ballistic fuse used in forensic blast analysis. The compliance testing protocol recognised in the New Zealand Building Code, Verification Method E2/VM1, relies on the testing method from the Standard AS/NZS 4284 and stipulates the inclusion of typical penetrations, such as glazing systems, to be included in the test specimen. Some of the building envelope systems that failed in the recent New Zealand earthquakes were assessed with glazing systems using either the AS/NZS 4284 or E2/VM1 methods and still failed unexpectedly, which suggests that improvements to the testing protocols are required. An experiment was designed to mimic the observed earthquake damage using bi-directional loading (discussed in Publication 4 of 4) and to identify improvements to the current testing protocol. In a similar way to pipes, the observational and test data was then used to develop a design prediction tool. For both pipes (Publication 3 of 4) and glazing systems (Publication 4 of 4), experimentation suggests that modifying the existing testing Standards would yield more realistic earthquake damage results. The research indicates that including a specific joint testing regime for pipes and positioning the glazing system in a specific location in the specimen would improve the relevant Standards with respect to seismic resilience of these systems. Improving seismic resilience in pipe joints and glazing systems would improve existing Council compliance pathways, which would potentially reduce the liability of damage claims against the government after an earthquake event. The developed design prediction tool, for both pipe and glazing systems, uses local data specific to the system being scrutinised, such as local geology, dimensional characteristics of the system, actual or predicted peak ground accelerations (both vertically and horizontally) and results of product-specific bi-directional testing. The design prediction tools would improve the accuracy of existing techniques used by forensic engineers examining the cause of failure after an earthquake and for lifeline analysts examining predictive earthquake damage scenarios.

The Canterbury earthquake sequence in New Zealand’s South Island induced widespread liquefaction phenomena across the Christchurch urban area on four occasions (4 Sept 2010; 22 Feb; 13 June; 23 Dec 2011), that resulted in widespread ejection of silt and fine sand. This impacted transport networks as well as infiltrated and contaminated the damaged storm water system, making rapid clean-up an immediate post-earthquake priority. In some places the ejecta was contaminated by raw sewage and was readily remobilised in dry windy conditions, creating a long-term health risk to the population. Thousands of residential properties were inundated with liquefaction ejecta, however residents typically lacked the capacity (time or resources) to clean-up without external assistance. The liquefaction silt clean-up response was co-ordinated by the Christchurch City Council and executed by a network of contractors and volunteer groups, including the ‘Farmy-Army’ and the ‘Student-Army’. The duration of clean-up time of residential properties and the road network was approximately 2 months for each of the 3 main liquefaction inducing earthquakes; despite each event producing different volumes of ejecta. Preliminary cost estimates indicate total clean-up costs will be over NZ$25 million. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill since the beginning of the Canterbury earthquakes sequence. The liquefaction clean-up experience in Christchurch following the 2010-2011 earthquake sequence has emerged as a valuable case study to support further analysis and research on the coordination, management and costs of large volume deposition of fine grained sediment in urban areas.

It is reported that natural disasters such as earthquakes impact significantly upon survivors’ psychological wellbeing. Little is known however about the impact of disasters upon the professional performance of survivor employees such as teachers. Using a survey research design with an emphasis upon a qualitative data collection, 39 teachers from 6 schools in the eastern suburbs of Christchurch, New Zealand rated the impact of the 2010 and 2011 earthquakes upon their professional performance and 13 volunteered to participate in a follow up focus group interviews. The data collected was interpreted via three theoretical/policy frameworks: the New Zealand Teacher Council mandatory requirements for teachers, the basic psychological needs theory and the inclusive transactional model of stress. Contrary to expectations, relationships with learners, colleagues, learner's whanau (family) and the wider community were on the whole perceived to be positively impacted by the earthquakes, while participation in professional development was regarded in more negative terms. The results indicated that teachers were able to continue (despite some stress reactions) because the basic psychological needs of being a teacher were not disrupted and indeed in some cases were enhanced. A model of teacher performance following a natural disaster is presented. Recommendations and implications (including future research undertakings) arising from the study are indicated. It was noted that given the importance of the school in supporting community recovery following a disaster, support for them and consideration of the role of teachers and the preparation for this should be given some priority.

Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.

Following the 2010–2011 Canterbury earthquakes, a renewed focus has been directed across New Zealand to the hazard posed by the country‘s earthquake-vulnerable buildings, namely unreinforced masonry (URM) and reinforced concrete (RC) buildings with potentially nonductile components that have historically performed poorly in large earthquakes. The research reported herein was pursued with the intention of addressing several recommendations made by the Canterbury Earthquakes Royal Commission of Inquiry which were classified into the following general categories:  Identification and provisional vulnerability assessment of URM and RC buildings and building components;  Testing, assessment, and retrofitting of URM walls loaded out-of-plane, with a particular focus on highly vulnerable URM cavity walls;  Testing and assessment of RC frame components, especially those with presumably non-ductile reinforcement detailing;  Portfolio management considering risks, regulations, and potential costs for a portfolio that includes several potentially earthquake-vulnerable buildings; and  Ongoing investigations and proposed research needs. While the findings from the reported research have implications for seismic assessments of buildings across New Zealand and elsewhere, an emphasis was placed on Auckland given this research program‘s partnership with the Auckland Council, the Auckland region accounting for about a third each of the country‘s population and economic production, and the number and variety of buildings within the Auckland building stock. An additional evaluation of a historic building stock was carried out for select buildings located in Hawke‘s Bay, and additional experimental testing was carried out for select buildings located in Hawke‘s Bay and Christchurch.
