By closely examining the performance of a 22-storey steel framed building in Christchurch subject to various earthquakes over the past seven years, it is shown that a number of lessons can be learnt regarding the cost-effective consideration of non-structural elements. The first point in this work is that non-structural elements significantly affected the costs associated with repairing steel eccentrically braced frame (EBF) links. The decommissioning or rerouting of non-structural elements in the vicinity of damaged links in the case study building attributed to approximately half the total cost of their repair. Such costs could be significantly reduced if the original positioning of non-structural elements took account of the potential need to repair the EBF links. The second point highlighted is the role that pre-cast cladding apparently played on the distribution and type of damage in the building. Loss estimates obtained following the FEMA P-58 framework vary considerably when cladding is or isnt modelled, both because of changes to drift demands up the height of the building and because certain types of subsequent damage are likely to be cheaper to repair than others. Finally, costly repairs to non-structural partition walls were required not only after the moment magnitude 7.1 earthquake in 2010 but also in multiple aftershocks in the years that followed. Repair costs associated with aftershock events exceeded those from the main event, emphasizing the need to consider aftershocks within modern performance-based earthquake engineering and also the opportunity that exists to make more cost-effective repair strategies following damaging earthquakes.

This study compares seismic losses considering initial construction costs and direct-repair costs for New Zealand steel moment-resisting frame buildings with friction connections and those with extended bolted-end-plate connections. A total of 12 buildings have been designed and analysed considering both connection types, two building heights (4-storey and 12-storey), and three locations around New Zealand (Auckland, Christchurch, and Wellington). It was found that buildings with friction connections required design to a higher design ductility, yet are generally stiffer due to larger beams being required to satisfy higher connection overstrength requirements. This resulted in the frames with friction connections experiencing lower interstorey drifts on most floors but similar peak total floor accelerations, and subsequently incurring lower drift-related seismic repair losses. Frames with friction connections tended to have lower expected net-present-costs within 50 years of the building being in service for shorter buildings and/or if located in regions of high seismicity. None of the frames with friction connections in Auckland showed any benefits due to the low seismicity of the region.

This study analyses the Earthquake Commission’s (EQC) insurance claims database to investigate the influence of seismic intensity and property damage resulting from the Canterbury Earthquake Sequence (CES) on the repair costs and claim settlement duration for residential buildings. Firstly, the ratio of building repair cost to its replacement cost was expressed as a Building Loss Ratio (BLR), which was further extended to Regional Loss Ratio (RLR) for greater Christchurch by multiplying the average of all building loss ratios with the proportion of building stock that lodged an insurance claim. Secondly, the total time required to settle the claim and the time taken to complete each phase of the claim settlement process were obtained. Based on the database, the regional loss ratio for greater Christchurch for three events producing shakings of intensities 6, 7, and 8 on the modified Mercalli intensity scale were 0.013, 0.066, and 0.171, respectively. Furthermore, small (less than NZD15,000), medium (between NZD15,000 and NZD100,000), and large (more than NZD100,000) claims took 0.35-0.55, 1.95-2.45, and 3.35-3.85 years to settle regardless of the building’s construction period and earthquake intensities. The number of claims was also disaggregated by various building characteristics to evaluate their relative contribution to the damage and repair costs.

The quality of multi-owned residential buildings and the capability to maintain that quality into the future is important in preserving not only the monetary value of such housing (Lujanen, 2010) but also the quality of life for its residents. The aim of this paper is to examine the governance and decision-making rules and regulations as they relate to the undertaking of major repairs in multi-owned residential buildings in Finland and New Zealand with particular regard to the Finnish Limited Liability Housing Companies Act 2010 (LLHCA 2010) and the New Zealand Unit Titles Act 2010 (UTA 2010). Currently, major building repairs are topical issues in both countries; in Finland as a result of ageing buildings requiring major re-fitting of pipes and other infrastructure, and in New Zealand as a result of earthquake damage in Christchurch and Leaky Building Syndrome nationwide. Major repairs can be a significant financial burden to unit owners and collective decisions can be difficult to achieve. Interestingly, new legislation that governs multi-owned housing was enacted in both countries in 2010. The recent enactment of this legislation provides an opportunity to examine the UTA 2010 and LLHCA 2010 with regard to how they address major repairs, improvements in housing stock and the financing possibilities associated with these undertakings. More specifically this paper explores housing intensification (i.e. building up, out or alongside existing multi-owned residential buildings on commonly owned land) as a means of financing major repairs. The comparison of governance and decision-making in two different shared ownership systems with different histories and cultural contexts provides a chance to explore the possibilities and challenges that each country faces, and the potential to learn from each other’s practices and develop these further. In this regard the findings from this paper contribute to the academic literature (Bugden 2005; Easthope & Randolph 2009; Dupuis & Dixon 2010; Lujanen 2010; Easthope, Hudson & Randolph 2013) concerning to the governance of multi-owned housing as it relates to intensive housing development and its wider social and economic implications.

The earthquake engineering community is currently grappling with the need to improve the post-earthquake reparability of buildings. As part of this, proposals exist to change design criteria for the serviceability limit state (SLS). This paper reviews options for change and considers how these could impact the expected repair costs for typical New Zealand buildings. The expected annual loss (EAL) is selected as a relevant measure or repair costs and performance because (i) EAL provides information on the performance of a building considering a range of intensity levels, (ii) the insurance industry refers to EAL when setting premiums, and (iii) monetary losses are likely to be correlated with loss of building functionality. The paper argues that because the expected annual loss is affected by building performance over a range of intensity levels, the definition of SLS criteria alone may be insufficient to effectively limit losses. However, it is also explained that losses could be limited effectively if the loadings standard were to set the SLS design intensity considering the potential implications on EAL. It is shown that in order to achieve similar values of EAL in Wellington and Christchurch, the return period intensity for SLS design would need to be higher in Christchurch owing to differences in local hazard conditions. The observations made herein are based on a simplified procedure for EAL estimation and hence future research should aim to verify the findings using a detailed loss assessment approach applied to a broad range of case study buildings.

The 2010–2011 Canterbury earthquakes, which involved widespread damage during the February 2011 event and ongoing aftershocks near the Christchurch Central Business District, left this community with more than $NZD 40 billion in losses (~20 % GDP), demolition of approximately 60 % of multi-storey concrete buildings (3 storeys and up), and closure of the core business district for over 2 years. The aftermath of the earthquake sequence has revealed unique issues and complexities for the owners of commercial and multi-storey residential buildings in relation to unexpected technical, legal, and financial challenges when making decisions regarding the future of their buildings impacted by the earthquakes. The paper presents a framework to understand the factors influencing post-earthquake decisions (repair or demolish) on multi-storey concrete buildings in Christchurch. The study, conducted in 2014, includes in-depth investigations on 15 case-study buildings using 27 semi-structured interviews with various property owners, property managers, insurers, engineers, and government authorities in New Zealand. The interviews revealed insights regarding the multitude of factors influencing post-earthquake decisions and losses. As expected, the level of damage and repairability (cost to repair) generally dictated the course of action. There is strong evidence, however, that other variables have significantly influenced the decision on a number of buildings, such as insurance, business strategies, perception of risks, building regulations (and compliance costs), and government decisions. The decision-making process for each building is complex and unique, not solely driven by structural damage. Furthermore, the findings have put the spotlight on insurance policy wordings and the paradoxical effect of insurance on the recovery of Christchurch, leading to other challenges and issues going forward.

Recent severe earthquakes, such as the 2010-2011 Christchurch earthquake series, have put emphasis on building resilience all over the world. To achieve such resilience, procedures for low damage seismic design have been developed to satisfy both life safety requirements and the need to minimize undesirable economic effects of required building repair or structural member replacement following a major earthquake. Seismic resisting systems following this concept are expected to withstand severe earthquakes without requiring major post-earthquake repairs, using isolating mechanisms or sacrificial systems that either do not need repair or are readily repairable or replaceable. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs) and symmetric friction connections (SFCs) in braces of the braced frames. A 9 m tall, configurable three-storey steel framed composite floor building incorporating frictionbased connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. The structural systems are configurable, allowing different moment and braced frame structural systems tested in two horizontal directions. The structure is designed and detailed to undergo, at worst, minor damage under a planned series of severe earthquakes.

In order to provide information related to seismic vulnerability of non-ductile reinforced concrete (RC) frame buildings, and as a complementary investigation on innovative feasible retrofit solutions developed in the past six years at the University of Canterbury on pre-19170 reinforced concrete buildings, a frame building representative of older construction practice was tested on the shake table. The specimen, 1/2.5 scale, consists of two 3-storey 2-bay asymmetric frames in parallel, one interior and one exterior, jointed together by transverse beams and floor slabs. The as-built (benchmark) specimen was first tested under increasing ground motion amplitudes using records from Loma Prieta Earthquake (California, 1989) and suffered significant damage at the upper floor, most of it due to lap splices failure. As a consequence, in a second stage, the specimen was repaired and modified by removing the concrete in the lap splice region, welding the column longitudinal bars, replacing the removed concrete with structural mortar, and injecting cracks with epoxy resin. The modified as-built specimen was then tested using data recorded during Darfield (New Zealand, 2010) and Maule (Chile, 2010) Earthquakes, with whom the specimen showed remarkably different responses attributed to the main variation in frequency content and duration. In this contribution, the seismic performance of the three series of experiments are presented and compared.

Glazing systems are non-structural elements in a building that, more often than not, appear to be given little consideration in seismic design. Recent experimental work into glazing systems at the University of Canterbury, however, has shown that glazing systems can be very susceptible to serviceability damage, defined as loss of water-tightness. The focus of this paper is to highlight the difference in vulnerability of standard and seismic glazing systems and consider the implications of this for future repair costs and losses. The paper first describes the damage states chosen for glazing units according to the repair strategies required and expected repair costs. This includes three damage states: DS1: Water Leakage, DS2: Gasket Failure and DS3: Frame/Glass Failure. Implementing modern performance-based earthquake engineering, the paper proceeds to highlight a case study comparing costs and expected losses of a standard glazing unit and a seismic glazing unit installed on a case study building. It is shown that the use of seismic glazing units is generally beneficial over time, due to the early onset of serviceability damage in standard glazing units. Finally, the paper provides suggestions for designers aimed at reducing costs related to earthquake induced repairs of glazing.

Designing a structure for higher- than-code seismic performance can result in significant economic and environmental benefits. This higher performance can be achieved using the principles of Performance-Based Design, in which engineers design structures to minimize the probabilistic lifecycle seismic impacts on a building. Although the concept of Performance-Based Design is not particularly new, the initial capital costs associated with designing structures for higher performance have historically hindered the widespread adoption of performance-based design practices. To overcome this roadblock, this research is focused on providing policy makers and stakeholders with evidence-based environmental incentives for designing structures in New Zealand for higher seismic performance. In the first phase of the research, the environmental impacts of demolitions in Christchurch following the Canterbury Earthquakes were quantified to demonstrate the environmental consequences of demolitions following seismic events. That is the focus here. A building data set consisting of 142 concrete buildings that were demolished following the earthquake was used to quantify the environmental impacts of the demolitions in terms of the embodied carbon and energy in the building materials. A reduced set of buildings was used to develop a material takeoff model to estimate material quantities in the entire building set, and a lifecycle assessment tool was used to calculate the embodied carbon and energy in the materials. The results revealed staggering impacts in terms of the embodied carbon and energy in the materials in the demolished buildings. Ongoing work is focused developing an environmental impact framework that incorporates all the complex factors (e.g. construction methodologies, repair methodologies (if applicable), demolition methodologies (if applicable), and waste management) that contribute to the environmental impacts of building repair and demolition following earthquakes.

One of the most controversial issues highlighted by the 2010-2011 Christchurch earthquake series and more recently the 2016 Kaikoura earthquake, has been the evident difficulty and lack of knowledge and guidelines for: a) evaluation of the residual capacity damaged buildings to sustain future aftershocks; b) selection and implementation of a series of reliable repairing techniques to bring back the structure to a condition substantially the same as prior to the earthquake; and c) predicting the cost (or cost-effectiveness) of such repair intervention, when compared to fully replacement costs while accounting for potential aftershocks in the near future. As a result of such complexity and uncertainty (i.e., risk), in combination with the possibility (unique in New Zealand when compared to most of the seismic-prone countries) to rely on financial support from the insurance companies, many modern buildings, in a number exceeding typical expectations from past experiences at an international level, have ended up being demolished. This has resulted in additional time and indirect losses prior to the full reconstruction, as well as in an increase in uncertainty on the actual relocation of the investment. This research project provides the main end-users and stakeholders (practitioner engineers, owners, local and government authorities, insurers, and regulatory agencies) with comprehensive evidence-based information to assess the residual capacity of damage reinforced concrete buildings, and to evaluate the feasibility of repairing techniques, in order to support their delicate decision-making process of repair vs. demolition or replacement. Literature review on effectiveness of epoxy injection repairs, as well as experimental tests on full-scale beam-column joints shows that repaired specimens have a reduced initial stiffness compared with the undamaged specimen, with no apparent strength reduction, sometimes exhibiting higher displacement ductility capacities. Although the bond between the steel and concrete is only partially restored, it still allows the repaired specimen to dissipate at least the same amount of hysteretic energy. Experimental tests on buildings subjected to earthquake loading demonstrate that even for severe damage levels, the ability of the epoxy injection to restore the initial stiffness of the structure is significant. Literature review on damage assessment and repair guidelines suggests that there is consensus within the international community that concrete elements with cracks less than 0.2 mm wide only require cosmetic repairs; epoxy injection repairs of cracks less and 2.0 mm wide and concrete patching of spalled cover concrete (i.e., minor to moderate damage) is an appropiate repair strategy; and for severe damaged components (e.g., cracks greater than 2.0 mm wide, crushing of the concrete core, buckling of the longitudinal reinforcement) local replacement of steel and/or concrete in addition to epoxy crack injection is more appropriate. In terms of expected cracking patterns, non-linear finite element investigations on well-designed reinforced concrete beam-to-column joints, have shown that lower number of cracks but with wider openings are expected to occur for larger compressive concrete strength, f’c, and lower reinforcement content, ρs. It was also observed that the tensile concrete strength, ft, strongly affects the expected cracking pattern in the beam-column joints, the latter being more uniformly distributed for lower ft values. Strain rate effects do not seem to play an important role on the cracking pattern. However, small variations in the cracking pattern were observed for low reinforcement content as it approaches to the minimum required as per NZS 3101:2006. Simple equations are proposed in this research project to relate the maximum and residual crack widths with the steel strain at peak displacement, with or without axial load. A literature review on fracture of reinforcing steel due to low-cycle fatigue, including recent research using steel manufactured per New Zealand standards is also presented. Experimental results describing the influence of the cyclic effect on the ultimate strain capacity of the steel are also discussed, and preliminary equations to account for that effect are proposed. A literature review on the current practice to assess the seismic residual capacity of structures is also presented. The various factors affecting the residual fatigue life at a component level (i.e., plastic hinge) of well-designed reinforced concrete frames are discussed, and equations to quantify each of them are proposed, as well as a methodology to incorporate them into a full displacement-based procedure for pre-earthquake and post-earthquake seismic assessment.

Heritage buildings are an important element of our urban environments, representing the hope and aspirations of a generation gone, reminding us of our achievements and our identity.  When heritage buildings suffer damage, or fall into disrepair they are either met by one of two extremes; a bulldozer or painstaking repair. If the decision to conserve defeats the bulldozer, current heritage practice favours restoration into a mausoleum-type monument to yesteryear. But what if, rather than becoming a museum, these heritage buildings could live on and become a palimpsest of history? What if the damage was embraced and embodied in the repair?  The Cathedral of the Blessed Sacrament on Barbadoes Street, Christchurch is the case study building for this thesis. Suffering damage in the Canterbury earthquakes of 2010 and 2011, the Cathedral sits in ruin waiting for decisions to be made around how it can be retained for future generations.  This thesis will propose a reconstruction for the Cathedral through the analysis of precedent examples of reconstructing damaged heritage buildings and guided by a heritage framework proposed in this thesis. The employed process will be documented as an alternative method for reconstructing other damaged heritage buildings.

This paper presents preliminary results of an experimental campaign on three beam-column joint subassemblies extracted from a 22-storey reinforced concrete frame building constructed in late 1980s at the Christchurch’s Central Business District (CBD) area, damaged and demolished after the 2010-2011 Canterbury earthquakes sequence (CES). The building was designed following capacity design principles. Column sway (i.e., soft storey) mechanisms were avoided, and the beams were provided with plastic hinge relocation details at both beam-ends, aiming at developing plastic hinges away from the column faces. The specimens were tested under quasi-static cyclic displacement controlled lateral loading. One of the specimens, showing no visible residual cracks was cyclically tested in its as-is condition. The other two specimens which showed residual cracks varying between hairline and 1.0mm in width, were subjected to cyclic loading to simulate cracking patterns consistent with what can be considered moderate damage. The cracked specimens were then repaired with an epoxy injection technique and subsequently retested until reaching failure. The epoxy injection techniques demonstrated to be quite efficient in partly, although not fully, restoring the energy dissipation capacities of the damaged specimens at all beam rotation levels. The stiffness was partly restored within the elastic range and almost fully restored after the onset of nonlinear behaviour.

Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility of light-weight buildings to movement under high-wind loading. The 1994 Northridge Earthquake (6.7 MW) in the United States, 1995 Kobe Earthquake (6.9 MW) in Japan and 2011 Christchurch Earthquake (6.7 Mw) all highlighted significant loss to light-frame wood buildings with over half of earthquake recovery costs allocated to their repair and reconstruction. This poster presents a value case to highlight the benefits of seismically isolated residential buildings compared to the standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used to determine vulnerability functions for the current light-frame wood building stock. By using a simplified single degree of freedom (SDOF) building model, methods for determining vulnerability functions for seismic isolated buildings are developed. Vulnerability functions are then applied directly in a loss assessment to determine the Expected Annual Loss. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building resulting in significant monetary savings, justifying the value case. A state-of-the-art timber modelling software, Timber3D, is then used to model a typical residential building with and without seismic isolation to assess the performance of a proposed seismic isolation system which addresses the technical and cost issues.

Recently developed performance-based earthquake engineering framework, such as one provided by PEER (Deierlein et al. 2003), assist in the quantification in terms of performance such as casualty, monetary losses and downtime. This opens up the opportunity to identify cost-effective retrofit/rehabilitation strategies by comparing upfront costs associated with retrofit with the repair costs that can be expected over time. This loss assessment can be strengthened by learning from recent earthquakes, such as the 2010 Canterbury and 2016 Kaikoura earthquakes. In order to investigate which types of retrofit/rehabilitation strategies may be most cost-effective, a case study building was chosen for this research. The Pacific Tower, a 22-storey EBF apartment located within the Christchurch central business district (CBD), was damaged and repaired during the 2010 Canterbury earthquake series. As such, by taking hazard levels accordingly (i.e. to correspond to the Christchurch CBD), modelling and analysing the structure, and considering the vulnerability and repair costs of its different components, it is possible to predict the expected losses of the aforementioned building. Using this information, cost-effective retrofit/rehabilitation strategy can be determined. This research found that more often than not, it would be beneficial to improve the performance of valuable non-structural components, such as partitions. Although it is true that improving such elements will increase the initial costs, over time, the benefits gained from reduced losses should be expected to overcome the initial costs. Aftershocks do increase the predicted losses of a building even in lower intensities due to the fact that non-structural components can get damaged at such low intensities. By comparing losses computed with and without consideration of aftershocks for a range of historical earthquakes, it was found that the ratio between losses due to main shock with aftershocks to the losses due to the main shock only tended to increase with increasing main shock magnitude. This may be due to the fact that larger magnitude earthquakes tend to generate larger magnitude aftershocks and as those aftershocks happen within a region around the main shock, they are more likely to cause intense shaking and additional damage. In addition to this observation, it was observed that the most significant component of loss of the case study building was the non-structural partition walls.

Low Damage Seismic Design (LDSD) guidance material being developed by Engineering NZ is considering a design drift limit for multi-storey buildings of 0.5% at a new damage control limit state (DCLS). The impact of this new design requirement on the expected annual loss due to repair costs is investigated for a four-storey office building with reinforced concrete walls located in Christchurch. The LDSD guidance material aims to reduce the expected annual loss of complying buildings to below 0.1% of building replacement cost. The research tested this expectation. Losses were estimated in accordance with FEMA P58, using building responses from non-linear time history analyses (performed with OpenSees using lumped plasticity models). The equivalent static method, in line with NZS 1170.5 and NZS 3101, was used to design the building to LDSD specifications, representing a future state-of-practice design. The building designed to low-damage specification returned an expected annual loss of 0.10%, and the building designed conventionally returned an expected annual loss of 0.13%. Limitations with the NZS 3101 method for determining wall stiffness were identified, and a different method acknowledging the relationship between strength and stiffness was used to redesign the building. Along with improving this design assumption, the study finds that LDSD design criteria could be an effective way of limiting damage and losses.

In recent Canterbury earthquakes, structures have performed well in terms of life safety but the estimated total cost of the rebuild was as high as $40 billion. The major contributors to this cost are repair/demolition/rebuild cost, the resulting downtime and business interruption. For this reason, the authors are exploring alternate building systems that can minimize the downtime and business interruption due to building damage in an earthquake; thereby greatly reducing the financial implications of seismic events. In this paper, a sustainable and demountable precast reinforced concrete (RC) frame system in which the precast members are connected via steel tubes/plates or steel angles/plates and high strength friction grip (HSFG) bolts is introduced. In the proposed system, damaged structural elements in seismic frames can be easily replaced with new ones; thereby making it an easily and quickly repairable and a low-loss system. The column to foundation connection in the proposed system can be designed either as fixed or pinned depending on the requirement of strength and stiffness. In a fixed base frame system, ground storey columns will also be damaged along with beams in seismic events, which are to be replaced after seismic events; whereas in a pin base frame only beams (which are easy to replace) will be damaged. Low to medium rise (3-6 storey) precast RC frame buildings with fixed and pin bases are analyzed in this paper; and their lateral capacity, lateral stiffness and natural period are scrutinized to better understand the pros and cons of the demountable precast frame system with fixed and pin base connections.

In this thesis, focus is given to develop methodologies for rapidly estimating specific components of loss and downtime functions. The thesis proposes methodologies for deriving loss functions by (i) considering individual component performance; (ii) grouping them as per their performance characteristics; and (iii) applying them to similar building usage categories. The degree of variation in building stock and understanding their characteristics are important factors to be considered in the loss estimation methodology and the field surveys carried out to collect data add value to the study. To facilitate developing ‘downtime’ functions, this study investigates two key components of downtime: (i) time delay from post-event damage assessment of properties; and (ii) time delay in settling the insurance claims lodged. In these two areas, this research enables understanding of critical factors that influence certain aspects of downtime and suggests approaches to quantify those factors. By scrutinising the residential damage insurance claims data provided by the Earthquake Commission (EQC) for the 2010- 2011 Canterbury Earthquake Sequence (CES), this work provides insights into various processes of claims settlement, the time taken to complete them and the EQC loss contributions to building stock in Christchurch city and Canterbury region. The study has shown diligence in investigating the EQC insurance claim data obtained from the CES to get new insights and build confidence in the models developed and the results generated. The first stage of this research develops contribution functions (probabilistic relationships between the expected losses for a wide range of building components and the building’s maximum response) for common types of claddings used in New Zealand buildings combining the probabilistic density functions (developed using the quantity of claddings measured from Christchurch buildings), fragility functions (obtained from the published literature) and cost functions (developed based on inputs from builders) through Monte Carlo simulations. From the developed contribution functions, glazing, masonry veneer, monolithic and precast concrete cladding systems are found to incur 50% loss at inter-storey drift levels equal to 0.027, 0.003, 0.005 and 0.011, respectively. Further, the maximum expected cladding loss for glazing, masonry veneer, monolithic, precast concrete cladding systems are found to be 368.2, 331.9, 365.0, and 136.2 NZD per square meter of floor area, respectively. In the second stage of this research, a detailed cost breakdown of typical buildings designed and built for different purposes is conducted. The contributions of structural and non- structural components to the total building cost are compared for buildings of different usages, and based on the similar ratios of non-structural performance group costs to the structural performance group cost, four-building groups are identified; (i) Structural components dominant group: outdoor sports, stadiums, parkings and long-span warehouses, (ii) non- structural drift-sensitive components dominant group: houses, single-storey suburban buildings (all usages), theatres/halls, workshops and clubhouses, (iii) non-structural acceleration- sensitive components dominant group: hospitals, research labs, museums and retail/cold stores, and (iv) apartments, hotels, offices, industrials, indoor sports, classrooms, devotionals and aquariums. By statistically analysing the cost breakdowns, performance group weighting factors are proposed for structural, and acceleration-sensitive and drift-sensitive non-structural components for all four building groups. Thus proposed building usage groupings and corresponding weighting factors facilitate rapid seismic loss estimation of any type of building given the EDPs at storey levels are known. A model for the quantification of post-earthquake inspection duration is developed in the third stage of this research. Herein, phase durations for the three assessment phases (one rapid impact and two rapid building) are computed using the number of buildings needing inspections, the number of engineers involved in inspections and a phase duration coefficient (which considers the median building inspection time, efficiency of engineer and the number of engineers involved in each assessment teams). The proposed model can be used: (i) by national/regional authorities to decide the length of the emergency period following a major earthquake, and estimate the number of engineers required to conduct a post-earthquake inspection within the desired emergency period, and (ii) to quantify the delay due to inspection for the downtime modelling framework. The final stage of this research investigates the repair costs and insurance claim settlement time for damaged residential buildings in the 2010-2011 Canterbury earthquake sequence. Based on the EQC claim settlement process, claims are categorized into three groups; (i) Small Claims: claims less than NZD15,000 which were settled through cash payment, (ii) Medium Claims: claims less than NZD100,000 which were managed through Canterbury Home Repair Programme (CHRP), and (iii) Large Claims: claims above NZD100,000 which were managed by an insurance provider. The regional loss ratio (RLR) for greater Christchurch for three events inducing shakings of approximate seismic intensities 6, 7, and 8 are found to be 0.013, 0.066, and 0.171, respectively. Furthermore, the claim duration (time between an event and the claim lodgement date), assessment duration (time between the claim lodgement day and the most recent assessment day), and repair duration (time between the most recent assessment day and the repair completion day) for the insured residential buildings in the region affected by the Canterbury earthquake sequence is found to be in the range of 0.5-4 weeks, 1.5- 5 months, and 1-3 years, respectively. The results of this phase will provide useful information to earthquake engineering researchers working on seismic risk/loss and insurance modelling.

Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. The Christchurch region of New Zealand experienced a series of major earthquakes and aftershocks between September 2010 and June 2011 which caused severe damage to the city’s infrastructure. The performance of tilt-up precast concrete buildings was investigated and initial observations are presented here. In general, tilt-up buildings performed well during all three major earthquakes, with mostly only minor, repairable damage occurring. For the in-plane loading direction, both loadbearing and cladding panels behaved exceptionally well, with no significant damage or failure observed in panels and their connections. A limited number of connection failures occurred due to large out-of-plane panel inertia forces. In several buildings, the connections between the panel and the internal structural frame appeared to be the weakest link, lacking in both strength and ductility. This weakness in the out-of-plane load path should be prevented in future designs.

Following the devastation of the Canterbury earthquake sequence a unique opportunity exists to rebuild and restructure the city of Christchurch, ensuring that its infrastructure is constructed better than before and is innovative. By installing an integrated grid of modern sensor technologies into concrete structures during the rebuild of the Christchurch CBD, the aim is to develop a network of self-monitored ‘digital buildings’. A diverse range of data will be recorded, potentially including parameters such as concrete stresses, strains, thermal deformations, acoustics and the monitoring of corrosion of reinforcement bars. This procedure will allow an on-going complete assessment of the structure’s performance and service life, both before and after seismic activity. The data generated from the embedded and surface mounted sensors will be analysed to allow an innovative and real-time health monitoring solution where structural integrity is continuously known. This indication of building performance will allow the structure to alert owners, engineers and asset managers of developing problems prior to failure thresholds being reached. A range of potential sensor technologies for monitoring the performance of existing and newly constructed concrete buildings is discussed. A description of monitoring work conducted on existing buildings during the July 2013 Cook Strait earthquake sequence is included, along with details of current work that investigates the performance of sensing technologies for detecting crack formation in concrete specimens. The potential market for managing the real-time health of installed infrastructure is huge. Civil structures all over the world require regular visual inspections in order to determine their structural integrity. The information recorded during the Christchurch rebuild will generate crucial data sets that will be beneficial in understanding the behaviour of concrete over the complete life cycle of the structure, from construction through to operation and building repairs until the time of failure. The effects of soil-foundation-structure interaction (SFSI) have been a topic of discussion amongst the structural and geotechnical community for many decades. The complexity of the mechanisms, as well as the need for inter-disciplinary knowledge of geotechnical and structural dynamics has plagued the advancement and the consequent inclusion of SFSI effects in design. A rigorous performance-based design methodology should not just consider the performance of the superstructure but the supporting foundation system as well. Case studies throughout history (eg. Kobe 1995, Kocaeli 1999 and Christchurch earthquakes 2010-2011) have demonstrated that a poor performance at the foundation level can result in a full demolition of the structure and, in general terms, that the extent of damage to, and repairability of, the building system as a whole, is given by the combination of the damage to the soil, foundation and superstructure. The lack of consideration of the modifying factors of SFSI and an absence of intuitive performance levels for controlling foundation and soil behaviour under seismic loads has resulted in inadequate designs for buildings sited on soft soil. For engineers to be satisfied that their designs meet the given performance levels they must first, understand how SFSI affects the overall system performance and secondly have tools available to adequately account for it in their design/assessment. This dissertation presents an integrated performance-based design procedure for buildingfoundation systems that considers all of the major mechanisms of SFSI. A new soil-foundation macro-element model was implemented into a nonlinear finite element software and validated against several experimental tests. The numerical model was used to provide insights in to the mechanisms of SFSI and statistical analysis on the results yielded simple expressions that allow the behaviour to be quantified. Particular attention was paid to the effects of shear force on the foundation response and the quantification of the rocking mode of response. The residual deformations of the superstructure and distribution of forces up the structure were also investigated. All of the major SFSI mechanisms are discussed in detail and targeted numerical studies are used to explain and demonstrate concepts. The design procedure was validated through the design and assessment of a series of concrete buildings that were designed to account for the effects of SFSI.

In the aftermath of the 2010-2011 Canterbury earthquakes in New Zealand, the residual capacity and reparability of damaged reinforced concrete (RC) structures was an issue pertinent to building owners, insurers, and structural engineers. Three precast RC moment-resisting frame specimens were extracted during the demolition of the Clarendon Tower in Christchurch after sustaining earthquake damage. These specimens were subjected to quasi-static cyclic testing as part of a research program to determine the reparability of the building. It was concluded that the precast RC frames were able to be repaired and retrofitted to an enhanced strength capacity with no observed reduction in displacement capacity, although the frames with “shear-ductile” detailing exhibited less displacement ductility capacity and energy dissipation capacity than the more conventionally detailed RC frames. Recent severe earthquakes, such as Christchurch earthquake series, worldwide have put emphasis on building resilience. In resilient systems, not only life is protected, but also undesirable economic effects of building repair or replacement are minimized following a severe earthquake. Friction connections are one way of providing structure resilience. These include the sliding hinge joint with asymmetric friction connections (SHJAFCs) in beam-to-column connections of the moment resisting steel frames (MRSFs), and the symmetric friction connections (SFCs) in braces of the braced frames. Experimental and numerical studies on components have been conducted internationally. However, actual building performance depends on the many interactions, occurring within a whole building system, which may be difficult to determine accurately by numerical modelling or testing of structural components alone. Dynamic inelastic testing of a full-scale multi-storey composite floor building with full range of non-structural elements (NSEs) has not yet been performed, so it is unclear if surprises are likely to occur in such a system. A 9 m tall three-storey configurable steel framed composite floor building incorporating friction-based connections is to be tested using two linked bi-directional shake tables at the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China. Beams and columns are designed to remain elastic during an earthquake event, with all non-linear behaviour occurring through stable sliding frictional behaviour, dissipating energy by SHJAFCs used in MRFs and SFCs in braced frames, with and without Belleville springs. Structural systems are configurable, allowing different moment and braced frame structural systems to be tested in two horizontal directions. In some cases, these systems interact with rocking frame or rocking column system in orthogonal directions subjected to unidirectional and bidirectional horizontal shaking. The structure is designed and detailed to undergo, at worst, minor damage under series of severe earthquakes. NSEs applied include precast-concrete panels, glass curtain walling, internal partitions, suspended ceilings, fire sprinkler piping as well as some other common contents. The Canterbury earthquakes in 2010 and 2011 had a significant impact on landlords and tenants of commercial buildings in the city of Christchurch. The devastation wrought on the city was so severe that in an unprecedented response to this disaster a cordon was erected around the central business district for nearly two and half years while demolition, repairs and rebuilding took place. Despite the destruction, not all buildings were damaged. Many could have been occupied and used immediately if they had not been within the cordoned area. Others had only minor damage but repairs to them could not be commenced, let alone completed, owing to restrictions on access caused by the cordon. Tenants were faced with a major problem in that they could not access their buildings and it was likely to be a long time before they would be allowed access again. The other problem was uncertainty about the legal position as neither the standard form leases in use, nor any statute, provided for issues arising from an inaccessible building. The parties were therefore uncertain about their legal rights and obligations in this situation. Landlords and tenants were unsure whether tenants were required to pay rent for a building that could not be accessed or whether they could terminate their leases on the basis that the building was inaccessible. This thesis looks at whether the common law doctrine of frustration could apply to leases in these circumstances, where the lease had made no provision. It analyses the history of the doctrine and how it applies to a lease, the standard form leases in use at the time of the earthquakes and the unexpected and extraordinary nature of the earthquakes. It then reports on the findings of the qualitative empirical research undertaken to look at the experiences of landlords and tenants after the earthquakes. It is argued that the circumstances of landlords and tenants met the test for the doctrine of frustration. Therefore, the doctrine could have applied to leases to enable the parties to terminate them. It concludes with a suggestion for reform in the form of a new Act to govern the special relationship between commercial landlords and tenants, similar to legislation already in place covering other types of relationships like those in residential tenancies and employment. Such legislation could provide dispute resolution services to enable landlords and tenants to have access to justice to determine their legal rights at all times, and in particular, in times of crisis.

Capacity design and hierarchy of strength philosophies at the base of modern seismic codes allow inelastic response in case of severe earthquakes and thus, in most traditional systems, damage develops at well-defined locations of reinforced concrete (RC) structures, known as plastic hinges. The 2010 and 2011 Christchurch earthquakes have demonstrated that this philosophy worked as expected. Plastic hinges formed in beams, in coupling beams and at the base of columns and walls. Structures were damaged permanently, but did not collapse. The 2010 and 2011 Christchurch earthquakes also highlighted a critical issue: the reparability of damaged buildings. No methodologies or techniques were available to estimate the level of subsequent earthquakes that RC buildings could still sustain before collapse. No repair techniques capable of restoring the initial condition of buildings were known. Finally, the cost-effectiveness of an eventual repair intervention, when compared with a new building, was unknown. These aspects, added to nuances of New Zealand building owners’ insurance coverage, encouraged the demolition of many buildings. Moreover, there was a perceived strong demand from government and industry to develop techniques for assessing damage to steel reinforcement bars embedded in cracked structural concrete elements. The most common questions were: “Have the steel bars been damaged in correspondence to the concrete cracks?”, “How much plastic deformation have the steel bars undergone?”, and “What is the residual strain capacity of the damaged bars?” Minimally invasive techniques capable of quantifying the level and extent of plastic deformation and residual strain capacity are not yet available. Although some studies had been recently conducted, a validated method is yet to be widely accepted. In this thesis, a least-invasive method for the damage-assessment of steel reinforcement is developed. Based on the information obtained from hardness testing and a single tensile test, it is possible to estimate the mechanical properties of earthquake-damaged rebars. The reduction in the low-cycle fatigue life due to strain ageing is also quantified. The proposed damage assessment methodology is based on empirical relationships between hardness and strain and residual strain capacity. If damage is suspected from in situ measurements, visual inspection or computer analysis, a bar may be removed and more accurate hardness measurements can be obtained using the lab-based Vickers hardness methodology. The Vickers hardness profile of damaged bars is then compared with calibration curves (Vickers hardness versus strain and residual strain capacity) previously developed for similar steel reinforcement bars extracted from undamaged locations. Experimental tests demonstrated that the time- and temperature-dependent strain-ageing phenomenon causes changes in the mechanical properties of plastically deformed steels. In particular, yield strength and hardness increases, whereas ductility decreases. The changes in mechanical properties are quantified and their implications on the hardness method are highlighted. Low-cycle fatigue (LCF) failures of steel reinforcing bars have been observed in laboratory testing and post-earthquake damage inspections. Often, failure might not occur during a first seismic event. However, damage is accumulated and the remaining fatigue life is reduced. Failure might therefore occur in a subsequent seismic event. Although numerous studies exist on the LCF behaviour of steel rebars, no studies had been conducted on the strain-ageing effects on the remaining fatigue life. In this thesis, the reduction in fatigue life due to this phenomenon is determined through a number of experimental tests.

In the last century, seismic design has undergone significant advancements. Starting from the initial concept of designing structures to perform elastically during an earthquake, the modern seismic design philosophy allows structures to respond to ground excitations in an inelastic manner, thereby allowing damage in earthquakes that are significantly less intense than the largest possible ground motion at the site of the structure. Current performance-based multi-objective seismic design methods aim to ensure life-safety in large and rare earthquakes, and to limit structural damage in frequent and moderate earthquakes. As a result, not many recently built buildings have collapsed and very few people have been killed in 21st century buildings even in large earthquakes. Nevertheless, the financial losses to the community arising from damage and downtime in these earthquakes have been unacceptably high (for example; reported to be in excess of 40 billion dollars in the recent Canterbury earthquakes). In the aftermath of the huge financial losses incurred in recent earthquakes, public has unabashedly shown their dissatisfaction over the seismic performance of the built infrastructure. As the current capacity design based seismic design approach relies on inelastic response (i.e. ductility) in pre-identified plastic hinges, it encourages structures to damage (and inadvertently to incur loss in the form of repair and downtime). It has now been widely accepted that while designing ductile structural systems according to the modern seismic design concept can largely ensure life-safety during earthquakes, this also causes buildings to undergo substantial damage (and significant financial loss) in moderate earthquakes. In a quest to match the seismic design objectives with public expectations, researchers are exploring how financial loss can be brought into the decision making process of seismic design. This has facilitated conceptual development of loss optimisation seismic design (LOSD), which involves estimating likely financial losses in design level earthquakes and comparing against acceptable levels of loss to make design decisions (Dhakal 2010a). Adoption of loss based approach in seismic design standards will be a big paradigm shift in earthquake engineering, but it is still a long term dream as the quantification of the interrelationships between earthquake intensity, engineering demand parameters, damage measures, and different forms of losses for different types of buildings (and more importantly the simplification of the interrelationship into design friendly forms) will require a long time. Dissecting the cost of modern buildings suggests that the structural components constitute only a minor portion of the total building cost (Taghavi and Miranda 2003). Moreover, recent research on seismic loss assessment has shown that the damage to non-structural elements and building contents contribute dominantly to the total building loss (Bradley et. al. 2009). In an earthquake, buildings can incur losses of three different forms (damage, downtime, and death/injury commonly referred as 3Ds); but all three forms of seismic loss can be expressed in terms of dollars. It is also obvious that the latter two loss forms (i.e. downtime and death/injury) are related to the extent of damage; which, in a building, will not just be constrained to the load bearing (i.e. structural) elements. As observed in recent earthquakes, even the secondary building components (such as ceilings, partitions, facades, windows parapets, chimneys, canopies) and contents can undergo substantial damage, which can lead to all three forms of loss (Dhakal 2010b). Hence, if financial losses are to be minimised during earthquakes, not only the structural systems, but also the non-structural elements (such as partitions, ceilings, glazing, windows etc.) should be designed for earthquake resistance, and valuable contents should be protected against damage during earthquakes. Several innovative building technologies have been (and are being) developed to reduce building damage during earthquakes (Buchanan et. al. 2011). Most of these developments are aimed at reducing damage to the buildings’ structural systems without due attention to their effects on non-structural systems and building contents. For example, the PRESSS system or Damage Avoidance Design concept aims to enable a building’s structural system to meet the required displacement demand by rocking without the structural elements having to deform inelastically; thereby avoiding damage to these elements. However, as this concept does not necessarily reduce the interstory drift or floor acceleration demands, the damage to non-structural elements and contents can still be high. Similarly, the concept of externally bracing/damping building frames reduces the drift demand (and consequently reduces the structural damage and drift sensitive non-structural damage). Nevertheless, the acceleration sensitive non-structural elements and contents will still be very vulnerable to damage as the floor accelerations are not reduced (arguably increased). Therefore, these concepts may not be able to substantially reduce the total financial losses in all types of buildings. Among the emerging building technologies, base isolation looks very promising as it seems to reduce both inter-storey drifts and floor accelerations, thereby reducing the damage to the structural/non-structural components of a building and its contents. Undoubtedly, a base isolated building will incur substantially reduced loss of all three forms (dollars, downtime, death/injury), even during severe earthquakes. However, base isolating a building or applying any other beneficial technology may incur additional initial costs. In order to provide incentives for builders/owners to adopt these loss-minimising technologies, real-estate and insurance industries will have to acknowledge the reduced risk posed by (and enhanced resilience of) such buildings in setting their rental/sale prices and insurance premiums.

Based on the recent developments on alternative jointed ductile dry connections for concrete multistorey buildings, the paper aims to extend and propose similar innovative seismic connections for laminated veneer lumber (LVL) timber buildings. The dry connections herein proposed are characterised by a sort of rocking occurring at the section interface of the structural elements when an earthquake occurs; unbonded post-tensioned techniques and dissipative devices respectively provide self-centring and dissipation capacities. The paper illustrates some experimental investigations of an extensive campaign, still undergoing at the University of Canterbury Christchurch, NZ) are herein presented and critically discussed. In particular, results of cyclic quasi-static testing on exterior beam-column subassemblies and wall-to-foundation systems are herein presented; preliminary results of pseudo-dynamic testing on wall-to-foundation specimens are also illustrated. The research investigations confirmed the enhanced seismic performance of these systems/connections; three key aspects , as the no-damageability in the structural elements, typical “flag-shape” cyclic behaviour (with self-centring and dissipation capacity), negligible residual deformations, i.e. limited costs of repair, joined with low mass, flexibility of design and rapidity of construction LVL timber, all create the potential for an increased use in low-rise multistorey buildings.

Earthquake Engineering is facing an extraordinarily challenging era, the ultimate target being set at increasingly higher levels by the demanding expectations of our modern society. The renewed challenge is to be able to provide low-cost, thus more widely affordable, high-seismic-performance structures capable of sustaining a design level earthquake with limited or negligible damage, minimum disruption of business (downtime) or, in more general terms, controllable socio-economical losses. The Canterbury earthquakes sequence in 2010-2011 has represented a tough reality check, confirming the current mismatch between societal expectations over the reality of seismic performance of modern buildings. In general, albeit with some unfortunate exceptions, modern multi-storey buildings performed as expected from a technical point of view, in particular when considering the intensity of the shaking (higher than new code design) they were subjected to. As per capacity design principles, plastic hinges formed in discrete regions, allowing the buildings to sway and stand and people to evacuate. Nevertheless, in many cases, these buildings were deemed too expensive to be repaired and were consequently demolished. Targeting life-safety is arguably not enough for our modern society, at least when dealing with new building construction. A paradigm shift towards damage-control design philosophy and technologies is urgently required. This paper and the associated presentation will discuss motivations, issues and, more importantly, cost-effective engineering solutions to design buildings capable of sustaining low-level of damage and thus limited business interruption after a design level earthquake. Focus will be given to the extensive research and developments in jointed ductile connections based upon controlled rocking & dissipating mechanisms for either reinforced concrete and, more recently, laminated timber structures. An overview of recent on-site applications of such systems, featuring some of the latest technical solutions developed in the laboratory and including proposals for the rebuild of Christchurch, will be provided as successful examples of practical implementation of performance-based seismic design theory and technology.

On 22 February 2011, Ōtautahi Christchurch was struck by a devastating earthquake. The city was changed forever: lives were lost, buildings destroyed and much of the city’s infrastructure needed to be repaired or replaced. One of the unexpected outcomes of the process of recovery was the volume of archaeological work that was carried out in the city, including the substantial amount of buildings archaeology that was undertaken (that is, recording standing buildings prior to and during their demolition, using archaeological techniques). Amongst the numerous buildings recorded in this way were 101 houses from across the city (but concentrated in those areas hit hardest by the earthquakes), built between 1850 and 1900. This work yielded a wealth of data about what houses in the city looked like in the nineteenth century. It is this data that forms the core of my thesis, providing an opportunity to examine the question of what life was like in nineteenth century Christchurch through these houses and the people who built them. Christchurch was founded in 1850 by European settlers, most of whom were English. These people came to New Zealand to build a better life for themselves and their families. For many of them, this ‘better life’ included the possibility of owning their own home and, in some instances, building that house (or at least, commissioning its construction). The buildings archaeology data collected following the Canterbury earthquakes enabled a detailed analysis of what houses in the city looked like in the nineteenth century – their form, and both their external and internal appearance – and how this changed as the century progressed. A detailed examination of the lives of those who built 21 of the houses enabled me to understand why each house looked the way it did, and how the interplay of class, budget and family size and expectations (amongst other factors) shaped each house. It is through these life stories that more about life in Christchurch in the nineteenth century was revealed. These are stories of men and women, of success and failure, of businesses and bankruptcies. There are themes that run through the stories: class, appearances, death, religion, gender, improvement. Just as importantly, though, they reveal the everyday experiences of people as they set about building a new city. Thus, through the archaeology of the houses and the history of the people who built them, an earthquake has revealed more about life in nineteenth century Christchurch, as well as providing the means for a deeper understanding of the city’s domestic architecture.
