The 14 November 2016 Kaikōura earthquake had major impacts on New Zealand's transport system. Road, rail and port infrastructure was damaged, creating substantial disruption for transport operators, residents, tourists, and business owners in the Canterbury, Marlborough and Wellington regions, with knock-on consequences elsewhere. During both the response and recovery phases, a large amount of information and data relating to the transport system was generated, managed, analysed, and exchanged within and between organisations to assist decision making. To improve information and data exchanges and related decision making in the transport sector during future events and guide new resilience strategies, we present key findings from a recent post-earthquake assessment. The research involved 35 different stakeholder groups and was conducted for the Ministry of Transport. We consider what transport information was available, its usefulness, where it was sourced from, mechanisms for data transfer between organisations, and suggested approaches for continued monitoring.
Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. We estimate the causal effects of a large unanticipated natural disaster on high schoolers’ university enrolment decisions and subsequent medium-term labour market outcomes. Using national administrative data after a destructive earthquake in New Zealand, we estimate that the disaster raises tertiary education enrolment of recent high school graduates by 6.1 percentage points. The effects are most pronounced for males, students who are academically weak relative to their peers, and students from schools directly damaged by the disaster. As relatively low ability males are overrepresented in sectors of the labour market helped by the earthquake, greater demand for university may stem from permanent changes in deeper behavioural parameters such as risk aversion or time preference, rather than as a coping response to poor economic opportunities.
The last seven years have seen southern New Zealand a ected by several large and damaging earthquakes: the moment magnitude (MW) 7.8 Dusky Sound earthquake on 15 July 2009, the MW 7.1 Dar eld (Canterbury) earthquake on 4 September 2010, and most notably the MW 6.2 Christchurch earthquake on 22 February 2011 and the protracted aftershock sequence. In this thesis, we address the postseismic displacement produced by these earthquakes using methods of satellite-based geodetic measurement, known as Interferometric Synthetic Aperture Radar (InSAR) and Global Positioning System (GPS), and computational modelling. We observe several ground displacement features in the Canterbury and Fiordland regions during three periods: 1) Following the Dusky Sound earthquake; 2) Following the Dar eld earthquake and prior to the Christchurch earthquake; and 3) Following the Christchurch earthquake until February 2015. The ground displacement associated with postseismic motion following the Dusky Sound earthquake has been measured by continuous and campaign GPS data acquired in August 2009, in conjunction with Di erential Interferometric Synthetic Aperture Radar (DInSAR) observations. We use an afterslip model, estimated by temporal inversion of geodetic data, with combined viscoelastic rebound model to account for the observed spatio-temporal patterns of displacement. The two postseismic processes together induce a signi cant displacement corresponding to principal extensional and contractual strain rates of the order of 10⁻⁷ and 10⁻⁸ yr⁻¹ respectively, across most of the southern South Island. We also analyse observed postseismic displacement following the Dusky Sound earthquake using a new inversion approach in order to describe afterslip in an elasticviscoelastic medium. We develop a mathematical framework, namely the "Iterative Decoupling of Afterslip and Viscoelastic rebound (IDAV)" method, with which to invert temporally dense and spatially sparse geodetic observations. We examine the IDAV method using both numerical and analytical simulations of Green's functions. For the post-Dar eld time interval, postseismic signals are measured within approximately one month of the mainshock. The dataset used for the post-Dar eld displacement spans the region surrounding previously unrecognised faults that ruptured during the mainshock. Poroelastic rebound in a multi-layered half-space and dilatancy recovery at shallow depths provide a satisfactory t with the observations. For the post-Christchurch interval, campaign GPS data acquired in February 2012 to February 2015 in four successive epochs and 66 TerraSAR-X (TSX) SAR acquisitions in descending orbits between March 2011 and May 2014 reveal approximately three years of postseismic displacement. We detect movement away from the satellite of ~ 3 mm/yr in Christchurch and a gradient of displacement of ~ 4 mm/yr across a lineament extending from the westernmost end of the Western Christchurch Fault towards the eastern end of the Greendale East Fault. The postseismic signals following the Christchurch earthquake are mainly accounted for by afterslip models on the subsurface lineament and nearby faults.
This study explores the impact post-earthquake images from Christchurch, New Zealand inserted into a task requiring sustained attention or vigilance have on performance, selfreports of task-focus, and cerebra activity using functional near-infrared spectroscopy (fNIRS). The images represent the current state of Christchurch; a city struggling to recover from devastating earthquakes that peaked in February, 2011, killing 185 people, injuring hundreds more and causing widespread and massive damage to infrastructure, land and building in the region. Crowdsourcing was used to gather a series of positive and negative photos from greater Christchurch to be employed in the subsequent experiment. Seventy-one Christchurch resident participants (51 women, 20 men) then took part in a vigilance task with the sourced images embedded to assess possible cognitive disruptions. Participants were randomly assigned to one of three conditions: embedded positive pictures, embedded negative pictures, or embedded scrambled image controls. Task performance was assessed with signal detection theory metrics of sensitivity A’ and β’’. Individuals viewing the positive images, relating to progress, rebuild, or aesthetic aspects within the city, were overall more conservative or less willing to respond than those in the other conditions. In addition, positive condition individuals reported lower task focus, when compared to those in the control condition. However, indicators of cerebral activity (fNIRS) did not differ significantly between the experimental groups. These results combined, suggest that mind wandering events may be being generated when exposed to positive post-earthquake images. This finding fits with recent research which indicates that mind-wandering or day dreaming tends to be positive and future oriented. While positive recovery images may initiate internal thoughts, this could actually prove problematic in contexts in which external attention is required. While the actual environment, of course, needs to recover, support agencies may want to be careful with employing positive recovery imagery in contexts where people actually should be paying attention to something else, like operating a vehicle or machinery.
Over the last six years, Canterbury residents have lived through two major earthquakes and thousands of aftershocks, with such events negatively impacting psychological health. Research shows rates of post-traumatic stress symptoms in children have doubled post-quake, and a classroom containing children who are experiencing chronically high physiological arousal has been shown to be a stressful environment for teachers. Such stress therefore negatively impacts teachers’ ability to sleep well, meaning many Christchurch teachers may suffer from insomnia, a debilitating condition leading to psychological distress and often comorbid with other mental health conditions. The present research sought to investigate the use of a broadspectrum micronutrient formula called EMPowerplus (EMP+) for chronic insomnia in teachers. This study examined the effect of EMP+ over an 8-10 week period using a multiple-baseline design with placebo. Seventeen teachers were randomized to one of three baseline sequences where they completed a one week baseline period, before receiving five, nine, or 14 days, of placebo as well as 8-10 weeks of the micronutrient formula. After completion of the trial, a three-month follow up was conducted. All participants completed the trial, and results showed a statistically reliable and clinically significant decrease in insomnia severity (Cohen’s dav = - 1.37), on at least one or more aspects of the sleep diary, and on emotional exhaustion (Cohen’s dav = -1.08). EMP+ also statistically significantly reduced insomnia severity compared to placebo (Cohen’s dav = -0.66). Statistically significant reduction was not seen in stress, anxiety and depression scores as compared to placebo, and these levels were not generally clinically raised to begin with. Sixteen out of 17 participants were compliant, and side effects were generally mild and transitory. The current study provides evidence for the beneficial effect of micronutrient supplementation on chronic insomnia in Christchurch teachers working in a stressful environment. Future research incorporating measurement of nutritional intake and proinflammatory biomarkers, as well as conducting comparisons to other conventional treatments, is recommended.
The University of Canterbury Dept. of Chemistry has weathered the Canterbury Earthquake of September 4, 2010 very well due to a combination of good luck, good planning and dedicated effort. We owe a great deal to university Emergency Response Team and Facilities Management Personnel. The overall emergency preparedness of the university was tested to a degree far beyond anything else in its history and shown to be well up to scratch. A strong cooperative relationship between the pan-campus controlling body and the departmental response teams greatly facilitated our efforts. Information and assistance was provided promptly, as and when we needed it without unnecessary bureaucratic overheads. At the departmental level we are indebted to the technical staff who implemented the invaluable pre-quake mitigation measures and carried the majority of the post-quake clean-up workload. These people put aside their personal concerns and anxieties at a time when magnitude-5 aftershocks were still a regular occurrence.
On February 22, 2011, Christchurch-based journalists were jolted out of their normal work routine by a large 6.3 magnitude earthquake that killed 185 people, wrecked the city and forced reporters to reappraise their journalism. This study considers how the earthquake affected journalists’ relationship to the community, their use of sources and news selection. A theory of collective trauma is used to explain the changes that journalists made to their reporting practice. Specifically, Christchurch journalists had a greater identification and attachment to their audience post-earthquake. Journalists viewed themselves as part of the earthquake story, which prompted them to view sources differently, use those sources differently and see advocacy as a keystone of their news work after the disaster. This study adds to a growing scholarship about journalists and trauma, but focuses on what the event meant for local reporters’ choice of sources and news selection rather than measuring rates of psychological distress.
This article argues that active coordination of research engagement after disasters has the potential to maximize research opportunities, improve research quality, increase end-user engagement, and manage escalating research activity to mitigate ethical risks posed to impacted populations. The focus is on the coordination of research activity after the 22nd February 2011 Mw6.2 Christchurch earthquake by the then newly-formed national research consortium, the Natural Hazards Research Platform, which included a social science research moratorium during the declared state of national emergency. Decisions defining this organisation’s functional and structural parameters are analyzed to identify lessons concerning the need for systematic approaches to the management of post disaster research, in collaboration with the response effort. Other lessons include the importance of involving an existing, broadly-based research consortium, ensuring that this consortium's coordination role is fully integrated into emergency management structures, and ensuring that all aspects of decision-making processes are transparent and easily accessed.
The operation of telecommunication networks is critical during business as usual times, and becomes most vital in post-disaster scenarios, when the services are most needed for restoring other critical lifelines, due to inherent interdependencies, and for supporting emergency and relief management tasks. In spite of the recognized critical importance, the assessment of the seismic performance for the telecommunication infrastructure appears to be underrepresented in the literature. The FP6 QuakeCoRE project “Performance of the Telecommunication Network during the Canterbury Earthquake Sequence” will provide a critical contribution to bridge this gap. Thanks to an unprecedented collaboration between national and international researchers and highly experienced asset managers from Chorus, data and evidences on the physical and functional performance of the telecommunication network after the Canterbury Earthquakes 2010-2011 have been collected and collated. The data will be processed and interpreted aiming to reveal fragilities and resilience of the telecommunication networks to seismic events
The Canterbury earthquakes and the rebuild are generation-defining events for twenty-first century Aotearoa/ New Zealand. This article uses an actor network approach to explore 32 women’s narratives of being shaken into dangerous disaster situations and reconstituting themselves to cope in socially innovative ways. The women’s stories articulate on-going collective narratives of experiencing disaster and coping with loss in ‘resilient’ ways. In these women’s experiences, coping in disasters is not achieved by talking through the emotional trauma. Instead, coping comes from seeking solace through engagement with one’s own and others’ personal risk and resourcefulness in ways that feed into the emergence of socially innovative voluntary organisations. These stories offer conceptual insight into the multivalent interconnections between resilience and vulnerabilities and the contested nature of post-disaster recovery in Aotearoa/New Zealand. These women gave voice to living through disasters resiliently in ways that forged new networks of support across collective and personal narratives and broader social goals and aspirations for Aotearoa/New Zealand’s future.
Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.
This analysis employs both qualitative and quantitative approaches to identify how young adults in New Zealand aged 18-25 years old have engaged with All Right? campaign material. A survey targeting young adults returned 51 viable out of 117 responses due to participation prerequisites. From the survey, five participants elaborated on their thoughts in an in-depth interview voluntarily. Interviews were conducted with key personnel from All Right? to craft broader understanding of the initiative whilst enhancing knowledge of mental health frameworks and their application. Ciaran Fox, Lucy Daeth and Sara Epperson, who have been imperative to the success of the campaign, shared their working experience in the community and public health sector and how this intertwines to their current roles at All Right?. Discussions of key frameworks, community conversations, the development of communication strategies and how All Right? approached Canterbury publics in a post-earthquake setting provided insight to the importance of understanding community circumstance in initial crisis and the correlated secondary stressors.
The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.
Test results are presented for wall-diaphragm plate anchor connections that were axially loaded to rupture. These connection samples were extracted post-earthquake by sorting through the demolition debris from unreinforced masonry (URM) buildings damaged in the Christchurch earthquakes. Unfortunately the number of samples available for testing was small due to the difficulties associated with sample collection in an environment of continuing aftershocks and extensive demolition activity, when personal safety combined with commercial activity involving large demolition machinery were imperatives that inhibited more extensive sample collection for research purposes. Nevertheless, the presented data is expected to be of assistance to structural engineers undertaking seismic assessment of URM buildings that have existing wall-diaphragm anchor plate connections installed, where it may be necessary to estimate the capacity of the existing connection as an important parameter linked with determining the current seismic capacity of the building and therefore influencing the decision regarding whether supplementary connections should be installed.
A natural disaster will inevitably strike New Zealand in the coming years, damaging educational facilities. Delays in building quality replacement facilities will lead to short-term disruption of education, risking long-term inequalities for the affected students. The Christchurch earthquake demonstrated the issues arising from a lack of school planning and support. This research proposes a system that can effectively provide rapid, prefabricated, primary schools in post-disaster environments. The aim is to continue education for children in the short term, while using construction that is suitable until the total replacement of the given school is completed. The expandable prefabricated architecture meets the strength, time, and transport requirements to deliver a robust, rapid relief temporary construction. It is also adaptable to any area within New Zealand. This design solution supports personal well-being and mitigates the risk of educational gaps, PTSD linked with anxiety and depression, and many other mental health disorders that can impact students and teachers after a natural disaster.
The concept of geoparks was first introduced in the first international conference on geoparks held in China in 2004. Here in New Zealand, Kiwis are accustomed to national parks, land reserves, marine reserves, and urban cities and regional parks. The concept of these protected areas has been long-standing in the country, whereas the UNESCO concept of geoparks is still novel and yet to be established in New Zealand.
In this dissertation, I explored the geopark concept for better understanding of its merits and examined the benefits of geotourism attractions as a sustainable economic development strategy to retrieve a declining rural economy. This research is focused on Kaikoura as a case study with geological significance, and emphasizes pre-earthquake existing geological heritages and new existing geological heritages post-earthquake to determine whether the geopark concept is appropriate and what planning framework is available to process this concept proposal should Kaikoura be interested in future.
Lincoln University and CBRE, a commercial real estate service provider,
have conducted research to investigate the impacts of the Canterbury
earthquake on the commercial office market in Christchurch. The 22
February 2011 Canterbury earthquake had a devastating impact on
Christchurch property with significant damage caused to land and
buildings. As at January 2012, around 740 buildings have either been
demolished or identified to be demolished in central Christchurch. On
top of this, around 140 buildings have either been partially demolished
or identified to be partially demolished. The broad aims of our research are to (i) examine the nature and extent
of the CBD office relocation, (ii) identify the nature of the occupiers, (iii)
determine occupier’s perceptions of the future: their location and space
needs post the February earthquake, and the likelihood of relocating
back to the CBD after the rebuild, and (iv) find out what occupiers see
as the future of the CBD, and how they want this to look.
Background: There has been a psychopathology focus in disaster research examining adolescent mental health and wellbeing, but recently studies have begun to also examine wellbeing-related constructs. Although an increased risk of posttraumatic stress disorder has been established in disaster-exposed adolescents, comparatively little is known about how disasters impact adolescent wellbeing, nor how factors within the post-disaster environment interact to influence holistic adolescent mental health and wellbeing. Objective: The objective of this study was to describe the holistic mental health and wellbeing of adolescents living in an earthquake-struck city by considering a range of mental health and wellbeing indicators, as well as risk and protective factors hypothesised to influence mental health and wellbeing. The dual-factor model of mental health was used as a framework to guide this study. Method: A survey of Christchurch secondary school students was used to gather data about their subjective wellbeing, risk of low wellbeing, psychological distress, quality of life, exposure to Adverse Childhood Experiences, social support from friends and family, school connectedness, and expectations about future quality of life. Results: A slim majority of students reported good subjective wellbeing (52.3%) and high current quality of life (56.4%), whereas a larger majority reported low risk of psychological distress (79%). An equal proportion of students reported high and low risk of low wellbeing. There were no statistically significant differences in any of the variables measured between adolescents who did and did not live through the Christchurch earthquakes. Regression analyses identified that school connectedness, social support from friends and family, and future expectations of quality of life significantly predicted subjective wellbeing, risk of low wellbeing, risk of psychological distress, and current quality of life. The number of Adverse Childhood Experiences significantly predicted only risk of psychological distress when the effects of other variables were controlled for. Conclusion: The findings of this study indicate that there is a low mean level of wellbeing and quality of life in this sample of adolescents living in a severely earthquake- affected community. School connectedness, social support from family and friends, and expectations about future quality of life were shown to significantly predict variance in subjective wellbeing, quality of life, and psychological distress. This suggests that there are social and environmental factors that can be targeted to improve holistic mental health and wellbeing in disaster-affected adolescents who have experienced high levels of trauma. Conclusions in this study are limited by the representativeness of the sample, the cross- sectional nature of the study, and potential sampling bias.

The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.
This paper presents preliminary results of an experimental campaign on three beam-column joint subassemblies extracted from a 22-storey reinforced concrete frame building constructed in late 1980s at the Christchurch’s Central Business District (CBD) area, damaged and demolished after the 2010-2011 Canterbury earthquakes sequence (CES). The building was designed following capacity design principles. Column sway (i.e., soft storey) mechanisms were avoided, and the beams were provided with plastic hinge relocation details at both beam-ends, aiming at developing plastic hinges away from the column faces. The specimens were tested under quasi-static cyclic displacement controlled lateral loading. One of the specimens, showing no visible residual cracks was cyclically tested in its as-is condition. The other two specimens which showed residual cracks varying between hairline and 1.0mm in width, were subjected to cyclic loading to simulate cracking patterns consistent with what can be considered moderate damage. The cracked specimens were then repaired with an epoxy injection technique and subsequently retested until reaching failure. The epoxy injection techniques demonstrated to be quite efficient in partly, although not fully, restoring the energy dissipation capacities of the damaged specimens at all beam rotation levels. The stiffness was partly restored within the elastic range and almost fully restored after the onset of nonlinear behaviour.
We examine the role of business interruption insurance in business recovery following the Christchurch earthquake in 2011 in the short- and medium-term. In the short-term analysis, we ask whether insurance increases the likelihood of business survival in the aftermath of a disaster. We find only weak evidence that those firms that had incurred damage, but were covered by business interruption insurance, had higher likelihood of survival post-quake compared with those firms that did not have insurance. This absence of evidence may reflect the high degree of uncertainty in the months following the 2011 earthquake and the multiplicity of severe aftershocks. For the medium-term, our results show a more explicit role for insurance in the aftermath of a disaster. Firms with business interruption insurance have a higher probability of increasing productivity and improved performance following a catastrophe. Furthermore, our results show that those organisations that receive prompt and full payments of their claims have a better recovery, in terms of profitability and a subjective ‘”better off” measure’ than those that had protracted or inadequate claim payments (less than 80% of the claim paid within 2.5 years). Interestingly, the latter group does worse than those organisations that had damage but no insurance coverage. This analysis strongly indicates the importance not only of good insurance coverage, but of an insurance system that also delivers prompt claim payments. As a first paper attempting to empirically identify a causal effect of insurance on business recovery, we also emphasize some caveats to our analysis.
Landslides are significant hazards, especially in seismically-active mountainous regions, where shaking amplified by steep topography can result in widespread landsliding. These landslides present not only an acute hazard, but a chronic hazard that can last years-to-decades after the initial earthquake, causing recurring impacts. The Mw 7.8 Kaikōura earthquake caused more than 20,000 landslides throughout North Canterbury and resulted in significant damage to nationally significant infrastructure in the coastal transport corridor (CTC), isolating Kaikōura from the rest of New Zealand. In the years following, ongoing landsliding triggered by intense rainfall exacerbated the impacts and slowed the recovery process. However, while there is significant research on co-seismic landslides and their initial impacts in New Zealand, little research has explored the evolution of co-seismic landslides and how this hazard changes over time. This research maps landslides annually between 2013 and 2021 to evaluate the changes in pre-earthquake, co-seismic and post-earthquake rates of landsliding to determine how landslide hazard has changed over this time. In particular, the research explores how the number, area, and spatial distribution of landslides has changed since the earthquake, and whether post-earthquake mitigation works have in any way affected the long-term landslide hazard. Mapping of landslides was undertaken using open-source, medium resolution Landsat-8 and Sentinel-2 satellite imagery, with landslides identified visually and mapped as single polygons that capture both the source zone and deposit. Three study areas with differing levels of post-earthquake mitigation are compared: (i) the northern CTC, where the majority of mitigation was in the form of active debris removal; (ii) the southern CTC, where mitigation was primarily via passive protection measures; and (iii) Mount Fyffe, which has had no mitigation works since the earthquake. The results show that despite similar initial impacts during the earthquake, the rate of recovery in terms of landslide rates varies substantially across the three study areas. In Mount Fyffe, the number and area of landslides could take 45 and 22 years from 2021 respectively to return to pre-earthquake levels at the current rate. Comparatively, in the CTC, it could take just 5 years and 3-4 years from 2021 respectively. Notably, the fastest recovery in terms of landslide rates in the CTC was primarily located directly along the transport network, whereas what little recovery did occur in Mount Fyffe appeared to follow no particular pattern. Importantly, recovery rates in the northern CTC were notably higher than in the southern CTC, despite greater co-seismic impacts in the former. Combined, these results suggest the active, debris removal mitigation undertaken in the northern CTC may have had the effect of dramatically reducing the time for landslide rates to return to pre-earthquake levels. The role of slope angle and slope aspect were explored to evaluate if these observations could be driven by local differences in topography. The Mount Fyffe study area has higher slope angles than the CTC as a whole and landslides predominantly occurred on slightly steeper slopes than in the CTC. This may have contributed to the longer recovery times for landsliding in Mount Fyffe due to greater gravitational instability, however the observed variations are minor compared to the differences in recovery rates. In terms of slope aspect, landslides in Mount Fyffe preferentially occurred on north- and south-facing slopes whereas landslides in the CTC preferred the east- and south-facing slopes. The potential role of these differences in landslide recovery remains unclear but may be related to the propagation direction of the earthquake and the tracking direction of post-earthquake ex-tropical cyclones. Finally, landslides in the CTC are observed to be moving further away from the transport network and the number of landslides impacting the CTC decreased significantly since the earthquake. Nevertheless, the potential for further landslide reactivation remains. Therefore, despite the recovery in the CTC, it is clear that there is still risk of the transport network being impacted by further landsliding, at least for the next 3-5 yrs.

This research will provide my community partner with a useful evidence base to help show that increased accessibility does create a more resilient environment. This research uses an in-depth literature review along with qualitative interview approach discussing current levels of accessibility and resilience in Christchurch and whether or not the interview participants believe that increased accessibility in Christchurch will make our city more resilient to future disasters. This research is important because it helps to bridge the connection between accessibility and resilience by showing how accessibility is an important aspect of making a city resilient. In Christchurch specifically, it is a great time to create an accessible and inclusive environment in the post-earthquake rebuild state the city is currently in. Showing that an accessible environment will lead to a more resilient city is important will potentially lead to accessible design being included in the rebuild of places and spaces in Christchurch. In theory, the results of this research show that having an accessible environment leads to universal inclusiveness which in turn, leads to a resilient city. An overarching theme that arose during this research is that accessibility is a means to inclusion and without inclusion a society cannot be resilient. In practice, the results show that for Christchurch to become more accessible and inclusive for people with disabilities, there needs to not only be an increase the accessibility of places and spaces but accessibility to the community as well. Having accessible infrastructure and communities will lead to increased social and urban resilience, especially for individuals with disabilities. This research is beneficial because it helps to bridge the connection between accessibility and resilience. Resilience is important because it help cities prepare for, respond to and recover from disasters and this research helps to show that accessibility is an important part of creating resilience. This study sought to investigate employee burnout within a post-disaster context by exploring teachers’ burnout perceptions and workplace attitudes in the aftermath of the 2010-2011 Christchurch earthquakes. The study hypothesised that burnout dimensions (emotional exhaustion and cynicism) would be related with the extent to which individuals and schools were impacted by the earthquakes, and with the quality of school support for staff and students (i.e., personal disaster impact, school disaster impact and school responsiveness to the disaster), with perceptions of role conflict and role overload, and with turnover intentions. Additionally, a Teacher Burnout Model was proposed whereby emotional exhaustion and cynicism were hypothesised to mediate the relationships between the independent variables (i.e., the disaster-related and role-related variables) and turnover intentions. 125 primary, intermediate and secondary school teachers from the city of Christchurch completed an online survey. Results revealed that high role overload, high role conflict, high school disaster impact, and schools’ ineffective disaster coping responses, were associated with increased levels of emotional exhaustion and cynicism. Although greater impact of earthquakes on teachers’ personal lives was related to higher levels of emotional exhaustion, results revealed a non-significant relationship between personal disaster impact and cynicism. In the Teacher Burnout Model, the relationships between both role stress variables and turnover intentions were mediated by perceptions of emotional exhaustion. This study contributes novel findings to the burnout literature, and provides implications for schools and organisations operating within a disaster context.
The Canterbury region of New Zealand was shaken by major earthquakes on the 4th September 2010 and 22nd February 2011. The quakes caused 185 fatalities and extensive land, infrastructure and building damage, particularly in the Eastern suburbs of Christchurch city. Almost 450 ha of residential and public land was designated as a ‘Red Zone’ unsuitable for residential redevelopment because land damage was so significant, engineering solutions were uncertain, and repairs would be protracted. Subsequent demolition of all housing and infrastructure in the area has left a blank canvas of land stretching along the Avon River corridor from the CBD to the sea.
Initially the Government’s official – but enormously controversial – position was that this land would be cleared and lie fallow until engineering solutions could be found that enabled residential redevelopment. This paper presents an application of a choice experiment (CE) that identified and assessed Christchurch residents’ preferences for different land use options of this Red Zone. Results demonstrated strong public support for the development of a recreational reserve comprising a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision. By highlighting the value of a range of alternatives, the CE provided a platform for public participation and expanded the conversational terrain upon which redevelopment policy took place. We conclude the method has value for land use decision-making beyond the disaster recovery context.
This paper presents a methodology by which both site-specific and spatially distributed ground motion intensity can be obtained immediately following an earthquake event. The methodology makes use of both prediction models for ground motion intensity and its correlation over spatial distances. A key benefit of the methodology is that the ground motion intensity at a given location is not a single value but a distribution of values. The distribution is comprised of both a mean and also standard deviation, with the standard deviation being a function of the distance to nearby strong motion stations. The methodology is illustrated for two applications. Firstly, maps of conditional peak ground acceleration (PGA) have been developed for the major events in the Canterbury earthquake sequence. It is illustrated how these conditional maps can be used for post-event evaluation of liquefaction triggering criteria which have been adopted by the Department of Building and Housing (DBH). Secondly, the conditional distribution of response spectral ordinates is obtained at a specific location for the purposes of determining appropriate ground motion records for use in seismic response analyses of important structures at locations where direct recordings are absent.
