The National Science Challenge ‘Building Better Homes, Towns and Cities’ is currently undertaking work that, in part, identifies and analyses the Waimakariri District Council’s (WMK/Council) organisational practices and process tools. The focus is on determining the processes that made the Residential Red Zone Recovery Plan, 2016 (RRZRP) collaboration process so effective and compares it to the processes used to inform the current Kaiapoi Town Centre Plan - 2028 and Beyond (KTC Plan). This research aims to explore ‘what travelled’ in terms of values, principles, methods, processes and personnel from the RRZRP to the KTC planning process. My research will add depth to this research by examining more closely the KTC Plan’s hearings process, reviewing submissions made, analysing background documents and by conducting five semi-structured interviews with a selection of people who made submissions on the KTC Plan.
The link between community involvement and best recovery outcomes has been acknowledged in literature as well as by humanitarian agencies (Lawther, 2009; Sullivan, 2003). My research has documented WMK’s post-quake community engagement strategy by focusing on their initial response to the earthquake of 2010 and the two-formal plan (RRZRP and KTC Plan) making procedures that succeeded this response.
My research has led me to conclude that WMK was committed to collaborating with their constituents right through the extended post-quake sequence. Iterative face to face or ‘think communications’ combined with the accessibility of all levels of Council staff – including senior management and elected members - gave interested community members the opportunity to discuss and deliberate the proposed plans with the people tasked with preparing them. WMK’s commitment to collaborate is illustrated by the methods they employed to inform their post-quake efforts and plans and by the logic behind the selected methods. Combined the Council’s logic and methods best describe the ‘Waimakariri Way’.
My research suggests that collaborative planning is iterative in nature. It is therefore difficult to establish a specific starting point where collaboration begins as the relationships needed for the collaborative process constantly (re)emerge out of pre-existing relationships. Collaboration seems to be based on an attitude, which means there is no starting ‘point’ as such, rather an amplification for a time of a basic attitude towards the public.
Floor systems with precast concrete hollow-core units have been largely used in concrete buildings built in New Zealand during the 1980’s. Recent earthquakes, such as the Canterbury sequence in 2010-2011 and the Kaikoura earthquake in 2016, highlighted that this floor system can be highly vulnerable and potentially lead to the floor collapse. A series of research activities are in progress to better understand the seismic performance of floor diaphragms, and this research focuses on examining the performance of hollow core units running parallel to the walls of wall-resisting concrete structures. This study first focused on the development of fragility functions, which can be quickly used to assess likelihood of the hollow-core being able to survive given the buildings design drift, and secondly to determine the expected performance of hollow-core units that run parallel to walls, focusing on the alpha unit running by the wall. Fragility functions are created for a range of different parameters for both vertical dislocation and crack width that can be used as the basis of a quick analysis or loss estimation for the likely impact of hollow-core floors on building vulnerability and risk. This was done using past experimental tests, and the recorded damage. Using these results and the method developed by Baker fragility curves were able to be created for varying crack widths and vertical dislocations. Current guidelines for analysis of hollow-core unit incompatible displacements are based on experimental vertical displacement results from concrete moment resisting frame systems to determine the capacity of hollow-core elements. To investigate the demands on hollow-core units in a wall-based structure, a fibre-element model in the software Seismostruct is created and subject to quasi-static cyclic loading, using elements which are verified from previous experimental tests. It is shown that for hollow-core units running by walls that the 10 mm displacement capacity used for hollow-core units running by a beam is insufficient for members running by walls and that shear analysis should be used. The fibre-element model is used to simulate the seismic demand induced on the floor system and has shown that the shear demand is a function of drift, wall length, hollow-core span, linking slab length and, to a minor extent, wall elongation.
This thesis explores how social entrepreneurship develops following a crisis. A review of literature finds that despite more than 15 years of academic attention, a common definition of social entrepreneurship remains elusive, with the field lacking the unified framework to set it apart as a specialised field of study. There are a variety of different conceptualisations of how social entrepreneurship works, and what it aims to achieve. The New Zealand context for social entrepreneurship is explored, finding that it receives little attention from the government and education sectors, despite its enormous potential. A lack of readily available information on social entrepreneurship leads most studies to investigate it as a phenomenon, and given the unique context of this research, it follows suit. Following from several authors’ recommendations that social entrepreneurship be subjected to further exploration, this is an exploratory, inductive study. A multiple case study is used to explore how social entrepreneurship develops following a natural disaster, using the example of the February 2011 earthquake in Christchurch, New Zealand. With little existing theory in this research area, this method is used to provide interesting examples of how the natural disaster, recognised as a crisis, can lead to business formation. Findings revealed the crisis initially triggered an altruistic response from social entrepreneurs, leading them to develop newly highlighted opportunities that were related to fields in which they had existing skills and expertise. In the process of developing these opportunities, initial altruistic motivations faded, with a new focus on the pursuit of a social mission and aims for survival and growth. The social missions addressed broad issues, and while they did address the crisis to differing extents, they were not confined to addressing its consequences. A framework is presented to explain how social entrepreneurship functions, once triggered in response to crisis. This framework supports existing literature that depicts social entrepreneurship as a continuous process, and illustrates the effects of a crisis as the catalyst for social business formation. In the aftermath of a crisis, when resources are likely to be scarce, social entrepreneurs play a significant role in the recovery process and their contributions should be highly valued both by government and relevant disaster response bodies. Policies that support social entrepreneurs and their ventures should be considered in the same way as commercial ventures.
Recently developed performance-based earthquake engineering framework, such as one provided by PEER (Deierlein et al. 2003), assist in the quantification in terms of performance such as casualty, monetary losses and downtime. This opens up the opportunity to identify cost-effective retrofit/rehabilitation strategies by comparing upfront costs associated with retrofit with the repair costs that can be expected over time. This loss assessment can be strengthened by learning from recent earthquakes, such as the 2010 Canterbury and 2016 Kaikoura earthquakes. In order to investigate which types of retrofit/rehabilitation strategies may be most cost-effective, a case study building was chosen for this research. The Pacific Tower, a 22-storey EBF apartment located within the Christchurch central business district (CBD), was damaged and repaired during the 2010 Canterbury earthquake series. As such, by taking hazard levels accordingly (i.e. to correspond to the Christchurch CBD), modelling and analysing the structure, and considering the vulnerability and repair costs of its different components, it is possible to predict the expected losses of the aforementioned building. Using this information, cost-effective retrofit/rehabilitation strategy can be determined. This research found that more often than not, it would be beneficial to improve the performance of valuable non-structural components, such as partitions. Although it is true that improving such elements will increase the initial costs, over time, the benefits gained from reduced losses should be expected to overcome the initial costs. Aftershocks do increase the predicted losses of a building even in lower intensities due to the fact that non-structural components can get damaged at such low intensities. By comparing losses computed with and without consideration of aftershocks for a range of historical earthquakes, it was found that the ratio between losses due to main shock with aftershocks to the losses due to the main shock only tended to increase with increasing main shock magnitude. This may be due to the fact that larger magnitude earthquakes tend to generate larger magnitude aftershocks and as those aftershocks happen within a region around the main shock, they are more likely to cause intense shaking and additional damage. In addition to this observation, it was observed that the most significant component of loss of the case study building was the non-structural partition walls.
Natural disasters are highly traumatic for those who experience them, and they can have an immense and often lasting emotional impact (Cox et al., 2008). Emotion has been studied in linguistics through its enactment in language, and this field of research has increased over the past decades. Despite this, the expression of emotion in post-disaster narratives is a largely unexplored field of research. This thesis investigates how emotion is expressed in narratives taken from the QuakeBox corpus (Walsh et al., 2013), recorded, following the Christchurch earthquakes, in 2012 and rerecorded in 2019. I take a mixed methods approach, combining computer-based emotion recognition software and discourse analytic techniques, to explore the expression of emotion at both a broad and narrow level. Two emotion recognition programs, Empath (Fast et al., 2016) and Speechbrain (Ravanelli et al., 2021), are employed to measure the levels of positive and negative emotion detected in a wide dataset of participants, which are investigated in relation to the gender and age of participants, and the temporal difference between the first and second QuakeBox recordings. In a second phase, a subset of these participants’ narratives was analysed qualitatively, exploring the co-construction of emotion and identity through a social constructionist lens and examining the societal Discourses present in the earthquake narratives. The findings highlight the relevance of gender in the expression of emotion. Female speakers have higher levels of positive emotion than non-female speakers in the findings of both emotion recognition programs, and there is a clear gendered difference in the construction of identity in the narratives, influencing the expression of emotion. The expression of emotion also appears to be mediated by New Zealand culture. Within this, a Discourse of the Christchurch earthquakes emerges, with motifs of luck, gratitude, and community, which reflects the values of the people of Christchurch at the time. Findings reinforced in both phases of the analysis also indicate differences between the lexical content and acoustic features in the emotion expressions, supporting previous research that argues that the expression of emotion, as a performative act, does not reflect the speaker’s inner state directly. This research adds a new dimension to (socio)linguistic research on emotion, as well as providing insight into how crisis survivors display emotion in their post-disaster narratives.
On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.
From 2010, Canterbury, a province of Aotearoa New Zealand, experienced three major disaster events. This study considers the socio-ecological impacts on cross-sectoral suicide prevention agencies and their service users of the 2010 – 2016 Canterbury earthquake sequence, the 2019 Christchurch mosque attacks and the COVID-19 pandemic in Canterbury. This study found the prolonged stress caused by these events contributed to a rise in suicide risk factors including anxiety, fear, trauma, distress, alcohol misuse, relationship breakdown, childhood adversity, economic loss and deprivation. The prolonged negative comment by the media on wellbeing in Canterbury was also unhelpful and affected morale. The legacy of these impacts was a rise in referrals to mental health services that has not diminished. This adversity in the socio-ecological system also produced post-traumatic growth, allowing Cantabrians to acquire resilience and help-seeking abilities to support them psychologically through the COVID-19 pandemic. Supporting parental and teacher responses, intergenerational support and targeted public health campaigns, as well as Māori family-centred programmes, strengthened wellbeing. The rise in suicide risk led to the question of what services were required and being delivered in Canterbury and how to enable effective cross-sectoral suicide prevention in Canterbury, deemed essential in all international and national suicide prevention strategies. Components from both the World Health Organisation Suicide Prevention Framework (WHO, 2012; WHO 2021) and the Collective Impact model (Hanleybrown et al., 2012) were considered by participants. The effectiveness of dynamic leadership and the essential conditions of resourcing a supporting agency were found as were the importance of processes that supported equity, lived experience and the partnership of Māori and non-Māori stakeholders. Cross-sectoral suicide prevention was found to enhance the wellbeing of participants, hastening learning, supporting innovation and raising awareness across sectors which might lower stigma. Effective communication was essential in all areas of cross-sectoral suicide prevention and clear action plans enabled measurement of progress. Identified components were combined to create a Collective Impact Suicide Prevention framework that strengthens suicide prevention implementation and can be applied at a local, regional and national level. This study contributes to cross-sectoral suicide prevention planning by considering the socio- ecological, policy and practice mitigations required to lower suicide risk and to increase wellbeing and post-traumatic growth, post-disaster. This study also adds to the growing awareness of the contribution that social work can provide to suicide prevention and conceptualises an alternative governance framework and practice and policy suggestions to support effective cross-sectoral suicide prevention.
The Canterbury earthquakes in 2010 and 2011 had a significant impact on landlords and tenants of commercial buildings in the city of Christchurch. The devastation wrought on the city was so severe that in an unprecedented response to this disaster a cordon was erected around the central business district for nearly two and half years while demolition, repairs and rebuilding took place. Despite the destruction, not all buildings were damaged. Many could have been occupied and used immediately if they had not been within the cordoned area. Others had only minor damage but repairs to them could not be commenced, let alone completed, owing to restrictions on access caused by the cordon. Tenants were faced with a major problem in that they could not access their buildings and it was likely to be a long time before they would be allowed access again. The other problem was uncertainty about the legal position as neither the standard form leases in use, nor any statute, provided for issues arising from an inaccessible building. The parties were therefore uncertain about their legal rights and obligations in this situation. Landlords and tenants were unsure whether tenants were required to pay rent for a building that could not be accessed or whether they could terminate their leases on the basis that the building was inaccessible. This thesis looks at whether the common law doctrine of frustration could apply to leases in these circumstances, where the lease had made no provision. It analyses the history of the doctrine and how it applies to a lease, the standard form leases in use at the time of the earthquakes and the unexpected and extraordinary nature of the earthquakes. It then reports on the findings of the qualitative empirical research undertaken to look at the experiences of landlords and tenants after the earthquakes. It is argued that the circumstances of landlords and tenants met the test for the doctrine of frustration. Therefore, the doctrine could have applied to leases to enable the parties to terminate them. It concludes with a suggestion for reform in the form of a new Act to govern the special relationship between commercial landlords and tenants, similar to legislation already in place covering other types of relationships like those in residential tenancies and employment. Such legislation could provide dispute resolution services to enable landlords and tenants to have access to justice to determine their legal rights at all times, and in particular, in times of crisis.
Tsunami have the potential to cause significant disruptions to society, including damage to infrastructure, critical to the every-day operation of society. Effective risk management is required to reduce the potential tsunami impacts to them. Christchurch city, situated on the eastern coast of New Zealand’s South Island, is exposed to a number of far-field tsunami hazards. Although the tsunami hazard has been well identified for Christchurch city infrastructure, the likely impacts have not been well constrained. To support effective risk management a credible and realistic infrastructure impact model is required to inform risk management planning. The objectives of this thesis are to assess the impacts on Christchurch city infrastructure from a credible, hypothetical far-field tsunami scenario. To achieve this an impact assessment process is adopted, using tsunami hazard and exposure measures to determine asset vulnerability and subsequent impacts. However, the thesis identified a number of knowledge gaps in infrastructure vulnerability to tsunami. The thesis addresses this by using two approaches: a tsunami damage matrix; and the development of tsunami fragility functions. The tsunami damage matrix pools together tsunami impacts on infrastructure literature, and post-event field observations. It represents the most comprehensive ‘look-up’ resource for tsunami impacts to infrastructure to date. This damage matrix can inform the assessment of tsunami impacts on Christchurch city infrastructure by providing a measure of damage likelihood at various hazard intensities. A more robust approach to tsunami vulnerability of infrastructure are fragility functions, which are also developed in this thesis. These were based on post-event tsunami surveys of the 2011 ‘Tohoku’ earthquake tsunami in Japan. The fragility functions are limited to road and bridge infrastructure, but represent the highest resolution measure of vulnerability for the given assets. As well as providing a measure of damage likelihood for a given tsunami hazard intensity, these also indicate a level of asset damage. The impact assessment process, and synthesized vulnerability measures, are used to run tsunami impact models for Christchurch infrastructure to determine the probability of asset damage occurring and to determine if impact will reach or exceed a given damage state. The models suggest that infrastructure damage is likely to occur in areas exposed to tsunami inundation in this scenario, with significant damage identified for low elevation roads and bridges. The results are presented and discussed in the context of the risk management framework, with emphasis on using risk assessment to inform risk treatment, monitoring and review. In summary, this thesis A) advances tsunami vulnerability and impact assessment methodologies for infrastructure and B) provides a tsunami impact assessment framework for Christchurch city infrastructure which will inform infrastructure tsunami risk management for planners, emergency managers and lifelines groups.
The Screw Driving Sounding (SDS) method developed in Japan is a relatively new insitu testing technique to characterise soft shallow sites, typically those required for residential house construction. An SDS machine drills a rod into the ground in several loading steps while the rod is continuously rotated. Several parameters, such as torque, load and speed of penetration, are recorded at every rotation of the rod. The SDS method has been introduced in New Zealand, and the results of its application for characterising local sites are discussed in this study. A total of 164 SDS tests were conducted in Christchurch, Wellington and Auckland to validate/adjust the methodologies originally developed based on the Japanese practice. Most of the tests were conducted at sites where cone penetration tests (CPT), standard penetration tests (SPT) and borehole logs were available; the comparison of SDS results with existing information showed that the SDS method has great potential as an in-situ testing method for classifying the soils. By compiling the SDS data from 3 different cities and comparing them with the borehole logs, a soil classification chart was generated for identifying the soil type based on SDS parameters. Also, a correlation between fines content and SDS parameters was developed and a procedure for estimating angle of internal friction of sand using SDS parameters was investigated. Furthermore, a correlation was made between the tip resistance of the CPT and the SDS data for different percentages of fines content. The relationship between the SPT N value and a SDS parameter was also proposed. This thesis also presents a methodology for identifying the liquefiable layers of soil using SDS data. SDS tests were performed in both liquefied and non-liquefied areas in Christchurch to find a representative parameter and relationship for predicting the liquefaction potential of soil. Plots were drawn of the cyclic shear stress ratios (CSR) induced by the earthquakes and the corresponding energy of penetration during SDS tests. By identifying liquefied or unliquefied layers using three different popular CPT-based methods, boundary lines corresponding to the various probabilities of liquefaction happening were developed for different ranges of fines contents using logistic regression analysis, these could then be used for estimating the liquefaction potential of soil directly from the SDS data. Finally, the drilling process involved in screw driving sounding was simulated using Abaqus software. Analysis results proved that the model successfully captured the drilling process of the SDS machine in sand. In addition, a chart to predict peak friction angles of sandy sites based on measured SDS parameters for various vertical effective stresses was formulated. As a simple, fast and economical test, the SDS method can be a reliable alternative insitu test for soil and site characterisation, especially for residential house construction.
INTRODUCTION: Connections between environmental factors and mental health issues have been postulated in many different countries around the world. Previously undertaken research has shown many possible connections between these fields, especially in relation to air quality and extreme weather events. However, research on this subject is lacking in New Zealand, which is difficult to analyse as an overall nation due to its many micro-climates and regional differences.OBJECTIVES: The aim of this study and subsequent analysis is to explore the associations between environmental factors and poor mental health outcomes in New Zealand by region and predict the number of people with mental health-related illnesses corresponding to the environmental influence.METHODS: Data are collected from various public-available sources, e.g., Stats NZ and Coronial services of New Zealand, which comprised four environmental factors of our interest and two mental health indicators data ranging from 2016 up until 2020. The four environmental factors are air pollution, earthquakes, rainfall and temperature. Two mental health indicators include the number of people seen by District Health Boards (DHBs) for mental health reasons and the statistics on suicide deaths. The initial analysis is carried out on which regions were most affected by the chosen environmental factors. Further analysis using Auto-Regressive Integrated Moving Average(ARIMA) creates a model based on time series of environmental data to generate estimation for the next two years and mental health projected from the ridge regression.RESULTS: In our initial analysis, the environmental data was graphed along with mental health outcomes in regional charts to identify possible associations. Different regions of New Zealand demonstrate quite different relationships between the environmental data and mental health outcomes. The result of later analysis predicts that the suicide rate and DHB mental health visits may increase in Wellington, drop-in Hawke's Bay and slightly increase in Canterbury for the year 2021 and 2022 with different environmental factors considered.CONCLUSION: It is evident that the relationship between environmental and mental health factors is regional and not national due to the many micro-climates that exist around the nation. However, it was observed that not all factors displayed a good relationship between the regions. We conclude that our hypotheses were partially correct, in that increased air pollution was found to correlate to increased mental health-related DHB visits. Rainfall was also highly correlated to some mental health outcomes. Higher levels of rainfall reduced DHB visits and suicide rates in some areas of the country.
This thesis focuses on the role of legal preparedness for managing large-scale urban disasters in Aotearoa New Zealand. It uses the Auckland Volcanic Field as a case study to answer the question: ‘is New Zealand’s current legal framework prepared to respond to and recover from a large-scale urban disaster?’. The Auckland Volcanic Field was chosen as the main case study because a future eruption is a low likelihood, high-impact event that New Zealand is going to have to manage in the future. Case studies are a key feature of this thesis as both New Zealand based and overseas examples are used to explore the role of legal preparedness by identifying and investigating a range of legal issues that need to be addressed in advance of a future Auckland Volcanic Field eruption. Of particular interest is the impact of legal preparedness for the recovery phase. The New Zealand case studies include; Canterbury earthquake sequence 2010-2011, the Kaikōura earthquake 2016, the Auckland flooding 2018, and the North Island Severe Weather event 2023, which encompasses both the Auckland Anniversary weekend flooding and Cyclone Gabrielle. As New Zealand has not experienced a large-scale urban volcanic eruption, overseas examples are explored to provide insights into the legal issues that are volcano specific. The overseas volcanic case studies cover eruptions in Heimaey (Iceland), the Soufrière Hills (Montserrat and the Grenadines), La Soufrière (St Vincent) and Tungurahua (Ecuador). New Zealand’s past experiences highlight a trend for introducing post-event legal frameworks to manage recovery. Consequently, the current disaster management system is not prioritising legal preparedness and instead is choosing to rely on exceptional powers. Unsurprisingly, the introduction of new post-event recovery frameworks has repercussions. In New Zealand, new post-event legal frameworks are introduced swiftly under urgency, they contain broad unstructured decision-making powers, and are often flawed. As these exceptional new frameworks sit outside the ‘normal’ legal frameworks, they in effect create a parallel “shadow system”. Based on the evidence explored in this thesis it does not appear that Auckland’s current disaster management framework is prepared to deal with a large-scale urban event caused by an Auckland Volcanic Field eruption. Following this conclusion, it is the submission of this thesis that New Zealand’s current legal framework is not prepared to respond to and recover from a large-scale urban disaster. To become legally prepared, New Zealand needs to consider the legal tools required to manage large-scale urban disasters in advance. This will prevent the creation of a legal vacuum in the aftermath of disasters and the need for new recovery frameworks. Adopting a new attitude will require a change in approach towards legal preparedness which prioritises it, rather than sidelining it. This may also require changes within New Zealand’s disaster management system including the introduction of a formal monitoring mechanism, which will support and prioritise legal preparedness. This thesis has shown that not legally preparing for future disasters is a choice which carries significant consequences. None of these consequences are inevitable when managing large-scale disasters, however they are inevitable when frameworks are not legally prepared in advance. To not legally prepare, is to prepare to fail and thus create a disaster by choice.
Ongoing climate change triggers increasing temperature and more frequent extreme events which could limit optimal performance of haliotids, affect their physiology and biochemistry as well as influencing their population structure. Haliotids are a valuable nearshore fishery in a number of countries and many are showing a collapse of stocks because of overexploitation, environmental changes, loss of habitat, and disease. The haliotid in New Zealand commonly referred to as the blackfoot pāua (Haliotis iris) contribute a large and critical cultural, recreational and economic resource. Little was known about pāua responses to increasing temperature and acute environmental factors, as well as information about population size structure in Kaikoura after the earthquake 2016 and in Banks Peninsula. The aims of this study were to investigate the effects of temperature on scope for growth (SfG); physiological and biochemical responses of pāua subjected to different combined stressors including acute temperature, acute salinity and progressive hypoxia; and describe population size structure and shell morphology in different environments in Kaikoura and Banks Peninsula. The main findings of the present study found that population size structures of pāua were site-specific, and the shell length and shell height ratio of 3.25 could distinguish between stunted and non-stunted populations. The study found that high water temperature resulted in a reduction in absorbed energy from food, an increase in respiration energy, and ammonia excretion energy. Surveys were conducted at six study sites around the Canterbury Region over three years in order to better understand the population size structure and shell morphology of pāua. The findings found that the population size structure at 6 sites differed. Both juveniles and adults were found in intertidal areas at five sites. However, at Cape Three Points, pāua were found only in subtidal zones. One of the sites, Little Port Cooper, had a stunted population where only two pāua reached 125 mm in length over three years. In addition, most pāua in Little Port Cooper and Cape Three Points were adults, while Seal Reef had mostly juveniles. Wakatu Quay and Omihi had a full size range of pāua. Oaro population was dominated with juveniles and sub-adults. Recruitment and growth of pāua were successful after the earthquake in 2016. Research into pāua shell morphologies also determined that shell dimensions differed between sites. The relationships of shell length to shell width were linear and the relationship of shell length to shell height was curvilinear. Interestingly, SL:SH ratio of 3.25 is able to be used to identify stunted and non-stunted populations for pāua larger than 90 mm in length. Little Port Cooper was a stunted population with mean SL:SH ratio being 3.16. In the laboratory, scope for growth of pāua was investigated at four different temperatures of 12oC, 15oC, 18oC and 21oC over four weeks’ acclimation. The current study has found that SfG of pāua highly depended on temperature. Absorbed energy and respiration energy accounted for the highest proportion of the SfG of pāua. The respiration energy of pāua accounted for approximately 36%, 40%, 49% and 69% of the absorbed energy at 12°C, 15°C, 18°C and 21°C, respectively. The pāua at all acclimation temperatures had a positive scope for growth. The study suggested that the SfG was highest at 15°C, while the value at 21°C was the lowest. However, SfG at 18°C and 21°C decreased after 14 days of acclimation. Because of maintaining almost unchanged oxygen consumption over four weeks’ acclimation, pāua showed their poor abilities to acclimate to an increase in temperature. Therefore, they may be more vulnerable in future warming scenarios. The physiological and biochemical responses of pāua toward different combined stressors included three experiments. In terms of the acute temperature experiment, pāua were acclimated at 12oC, 15oC, 18oC or 21oC for two weeks before stepwise exposure to four temperatures of 12oC, 15oC, 18oC and 21oC every 4 hours. The acute salinity change, pāua were acclimated at 12oC, 15oC or 18oC over two weeks. Pāua were then exposed to a stepwise decrease of salinity of 2‰ every two hours from 34 – 22‰. Regarding the declining oxygen level, pāua were acclimated at 15 oC or 18oC for two weeks before exposure to one of four temperatures at 12oC, 15oC, 18oC or 21oC in one hour. After that acute progressive hypoxia was studied in closed respirometers for around six hours. The findings showed that there were interactions between combined stressors, affecting physiology of pāua (metabolism and heart rate). This suggests that environmental factors do not have a separate effect, but they also have interactions that enhance negative effects on pāua. Also, both oxygen uptake and heart rate responded quickly to temperature change and increased with rising temperature. On the other hand, oxygen uptake and heart rate decreased with reducing salinity and progressive hypoxia (before critical oxygen tension - Pcrit). Pcrit over four acute temperature exposures, ranged between 30.2 and 80.0 mmHg, depending on the exposure temperature. Acclimation temperature, combined with acute temperature, salinity or hypoxia stress affected the biochemistry of pāua. Pāua are osmoconformers so decreased salinity resulted in reducing haemolymph ionic concentration and increasing body volume. They were hypo-ionic with respect to sodium and potassium over the salinity ranges of 34 - 22‰. Haemocyanin accounts for a large pecentage of haemolymph protein, so trends of protein followed haemocyanin. Pāua tended to store oxygen in haemocyanin under extreme salinity stress at 22‰ and extreme hypoxia around 10 mmHg, rather than in oxygen transport. In conclusion, pāua at different sites had different population structures and morphologies. Pāua are sensitive to environmental stressors. They consumed more oxygen at high temperatures because they do not have thermal acclimation capacity. They are also osmoconformers with haemolymph sodium and potassium decreasing with salinity medium. Under progressive hypoxia, pāua could regulate oxygen and heart rate until Pcrit depending on temperature. Acute environmental changes also disturbed haemolyph parameters. 12°C and 15°C could be in the range of optimal temperature with higher SfG and less stress when exposed to acute environmental changes. Meanwhile long term exposure to 21°C is likely to be outside of the optimal range for the pāua. With ongoing climate change, pāua populations are more vulnerable so conservation is necessary. The research contributes to improving fishery management, providing insights into different environmental stressors affecting the energy demand and physiological and biochemical responses of pāua. It also allow to predicting the growth patterns and responses of pāua to adapt to climate change.
This dissertation addresses a diverse range of topics in the physics-based broadband ground motion simulation, with a focus on New Zealand applications. In particular the following topics are addressed: the methodology and computational implementation of a New Zealand Velocity Model for broadband ground motion simulation; generalised parametric functions and spatial correlations for seismic velocities in the Canterbury, New Zealand region from surface-wave-based site characterisation; and ground motion simulations of Hope Fault earthquakes. The paragraphs below outline each contribution in more detail. A necessary component in physics-based ground motion simulation is a 3D model which details the seismic velocities in the region of interest. Here a velocity model construction methodology, its computational implementation, and application in the construction of a New Zealand velocity model for use in physics-based broadband ground motion simulation are presented. The methodology utilises multiple datasets spanning different length scales, which is enabled via the use of modular sub-regions, geologic surfaces, and parametric representations of crustal velocity. A number of efficiency-related workflows to decrease the overall computational construction time are employed, while maintaining the flexibility and extensibility to incorporate additional datasets and re- fined velocity parameterizations as they become available. The model comprises explicit representations of the Canterbury, Wellington, Nelson-Tasman, Kaikoura, Marlborough, Waiau, Hanmer and Cheviot sedimentary basins embedded within a regional travel-time tomography-based velocity model for the shallow crust and provides the means to conduct ground motion simulations throughout New Zealand for the first time. Recently developed deep shear-wave velocity profiles in Canterbury enabled models that better characterise the velocity structure within geologic layers of the Canterbury sedimentary basin to be developed. Here the development of depth- and Vs30-dependent para-metric velocity and spatial correlation models to characterise shear-wave velocities within the geologic layers of the Canterbury sedimentary basin are presented. The models utilise data from 22 shear-wave velocity profiles of up to 2.5km depth (derived from surface wave analysis) juxtaposed with models which detail the three-dimensional structure of the geologic formations in the Canterbury sedimentary basin. Parametric velocity equations are presented for Fine Grained Sediments, Gravels, and Tertiary layer groupings. Spatial correlations were developed and applied to generate three-dimensional stochastic velocity perturbations. Collectively, these models enable seismic velocities to be realistically represented for applications such as 3D ground motion and site response simulations. Lastly the New Zealand velocity model is applied to simulate ground motions for a Mw7.51 rupture of the Hope Fault using a physics-based simulation methodology and a 3D crustal velocity model of New Zealand. The simulation methodology was validated for use in the region through comparison with observations for a suite of historic small magnitude earthquakes located proximal to the Hope Fault. Simulations are compared with conventionally utilised empirical ground motion models, with simulated peak ground velocities being notably higher in regions with modelled sedimentary basins. A sensitivity analysis was undertaken where the source characteristics of magnitude, stress parameter, hypocentre location and kinematic slip distribution were varied and an analysis of their effect on ground motion intensities is presented. It was found that the magnitude and stress parameter strongly influenced long and short period ground motion amplitudes, respectively. Ground motion intensities for the Hope Fault scenario are compared with the 2016 Kaikoura Mw7.8 earthquake, it was found that the Kaikoura earthquake produced stronger motions along the eastern South Island, while the Hope Fault scenario resulted in stronger motions immediately West of the near-fault region. The simulated ground motions for this scenario complement prior empirically-based estimates and are informative for mitigation and emergency planning purposes.
Eccentrically Braced Frames (EBFs) are a widely used seismic resisting structural steel system. Since their inception in the late 1970s, they have been a viable option with an available stiffness that is between simple braced systems and moment resisting systems. A similar concept, the linked column frame (LCF), uses shear links between two closely spaced columns. In both cases, the key component is the active link or the shear link, and this component is the objective of this study. The performance of high rise EBF buildings in the 2010 and 2011 Christchurch earthquakes was beyond that which was expected, especially considering the very high accelerations recorded. As the concrete high-rises were torn down, two EBF buildings remained standing and only required some structural repair. These events prompted a renewed interest in bolted shear links, as well as their performance. While some research into replaceable shear links had already been done (Mansour, 2011), the objectives of this study were to improve on the shear link itself, with the consideration that links built in the future are likely to be bolted. The main components of this study were to: 1. Reduce or eliminate the requirements for intermediate web stiffeners, as they were suspected of being detrimental to performance. Furthermore, any reduction in stiffening requirements is a direct fabrication cost saving. Links with low web aspect ratios were found to achieve exceptional ductilities when no stiffeners were included, prompting new design equations. 2. Ensure that the stresses in the ends of links are adequately transferred into the endplates without causing fractures. Although most of the experimental links had web doubler plates included, four had varied lengths of such doubler plates from 0.0 in. to 8.0 in. The link without any doubler plates performed to a similar level to its peers, and thus it is likely that links with quality end details may not need web doubler plates at all. 3. Evaluate the performance of a link with double sided stiffeners without the use of web welds, as opposed to conventional single sided, welded stiffeners. This link performed well, and web-weld-less double sided stiffeners may be an economical alternative to conventional stiffeners for deeper sections of links. 4. Evaluate the performance of a link with thin endplates that are made efficient with the use of gusset plates. This link performed to an acceptable level and provides evidence for a cost effective alternative to thick endplates, especially considering the high overstrength end moments in links, typically requiring 16-bolt connections. 5. Examine the potential use of an alternative EBF arrangement where the collector beam is over sized, and the link section is formed by cutting out parts of the beam's web. After running a series of finite element models each with a unique variation, a number of approximate design rules were derived such that future research could develop this idea further experimentally. 6. Ensure that during testing, the secondary elements (members that are not the shear link), do not yield and are not close to yielding. None of the instrumented elements experienced any unexpected yielding, however the concerns for high stresses in the collector beam panel zone during design were warranted. The use of an existing New Zealand design equation is recommended as an extra check for design codes worldwide. The above objectives were mainly conducted experimentally, except: the data set for item 1 was greatly expanded through the use of a calibrated numerical model which was then used in an extensive parametric study; item 5 was purely finite element based; and, a small parametric study was included for item 3 in an attempt to expand on the trends found there.
Sewerage systems convey sewage, or wastewater, from residential or commercial buildings through complex reticulation networks to treatment plants. During seismic events both transient ground motion and permanent ground deformation can induce physical damage to sewerage system components, limiting or impeding the operability of the whole system. The malfunction of municipal sewerage systems can result in the pollution of nearby waterways through discharge of untreated sewage, pose a public health threat by preventing the use of appropriate sanitation facilities, and cause serious inconvenience for rescuers and residents. Christchurch, the second largest city in New Zealand, was seriously affected by the Canterbury Earthquake Sequence (CES) in 2010-2011. The CES imposed widespread damage to the Christchurch sewerage system (CSS), causing a significant loss of functionality and serviceability to the system. The Christchurch City Council (CCC) relied heavily on temporary sewerage services for several months following the CES. The temporary services were supported by use of chemical and portable toilets to supplement the damaged wastewater system. The rebuild delivery agency -Stronger Christchurch Infrastructure Rebuild Team (SCIRT) was created to be responsible for repair of 85 % of the damaged horizontal infrastructure (i.e., water, wastewater, stormwater systems, and roads) in Christchurch. Numerous initiatives to create platforms/tools aiming to, on the one hand, support the understanding, management and mitigation of seismic risk for infrastructure prior to disasters, and on the other hand, to support the decision-making for post-disaster reconstruction and recovery, have been promoted worldwide. Despite this, the CES in New Zealand highlighted that none of the existing platforms/tools are either accessible and/or readable or usable by emergency managers and decision makers for restoring the CSS. Furthermore, the majority of existing tools have a sole focus on the engineering perspective, while the holistic process of formulating recovery decisions is based on system-wide approach, where a variety of factors in addition to technical considerations are involved. Lastly, there is a paucity of studies focused on the tools and frameworks for supporting decision-making specifically on sewerage system restoration after earthquakes. This thesis develops a decision support framework for sewerage pipe and system restoration after earthquakes, building on the experience and learning of the organisations involved in recovering the CSS following the CES in 2010-2011. The proposed decision support framework includes three modules: 1) Physical Damage Module (PDM); 2) Functional Impact Module (FIM); 3) Pipeline Restoration Module (PRM). The PDM provides seismic fragility matrices and functions for sewer gravity and pressure pipelines for predicting earthquake-induced physical damage, categorised by pipe materials and liquefaction zones. The FIM demonstrates a set of performance indicators that are categorised in five domains: structural, hydraulic, environmental, social and economic domains. These performance indicators are used to assess loss of wastewater system service and the induced functional impacts in three different phases: emergency response, short-term recovery and long-term restoration. Based on the knowledge of the physical and functional status-quo of the sewerage systems post-earthquake captured through the PDM and FIM, the PRM estimates restoration time of sewer networks by use of restoration models developed using a Random Forest technique and graphically represented in terms of restoration curves. The development of a decision support framework for sewer recovery after earthquakes enables decision makers to assess physical damage, evaluate functional impacts relating to hydraulic, environmental, structural, economic and social contexts, and to predict restoration time of sewerage systems. Furthermore, the decision support framework can be potentially employed to underpin system maintenance and upgrade by guiding system rehabilitation and to monitor system behaviours during business-as-usual time. In conjunction with expert judgement and best practices, this framework can be moreover applied to assist asset managers in targeting the inclusion of system resilience as part of asset maintenance programmes.
The previously unknown Greendale Fault was buried beneath the Canterbury Plains and ruptured in the September 4th 2010 moment magnitude (Mw) 7.1 Darfield Earthquake. The Darfield Earthquake and subsequent Mw 6 or greater events that caused damage to Christchurch highlight the importance of unmapped faults near urban areas. This thesis examines the morphology, age and origin of the Canterbury Plains together with the paleoseismology and surface-rupture displacement distributions of the Greendale Fault. It offers new insights into the surface-rupture characteristics, paleoseismology and recurrence interval of the Greendale Fault and related structures involved in the 2010 Darfield Earthquake. To help constrain the timing of the penultimate event on the Greendale Fault the origin and age of the faulted glacial outwash deposits have been examined using sedimentological analysis of gravels and optically stimulated luminescence (OSL) dating combined with analysis of GPS and LiDAR survey data. OSL ages from this and other studies, and the analysis of surface paleochannel morphology and subsurface gravel deposits indicate distinct episodes of glacial outwash activity across the Canterbury Plains, at ~20 to 24 and ~28 to 33 kyr separated by a hiatus in sedimentation possibly indicating an interstadial period. These data suggest multiple glacial periods between ~18 and 35 kyr which may have occurred throughout the Canterbury region and wider New Zealand. A new model for the Waimakariri Fan is proposed where aggradation is mainly achieved during episodic sheet flooding with the primary river channel location remaining approximately fixed. The timing, recurrence interval and displacements of the penultimate surface-rupturing earthquake on the Greendale Fault have been constrained by trenching the scarp produced in 2010 at two locations. These excavations reveal a doubling of the magnitude of surface displacement at depths of 2-4 m. Aided by OSL ages of sand lenses in the gravel deposits, this factor-of-two increase is interpreted to indicate that in the central section of the Greendale Fault the penultimate surface-rupturing event occurred between ca. 20 and 30 kyr ago. The Greendale Fault remained undetected prior to the Darfield earthquake because the penultimate fault scarp was eroded and buried during Late Pleistocene alluvial activity. The Darfield earthquake rupture terminated against the Hororata Anticline Fault (HAF) in the west and resulted in up to 400 mm of uplift on the Hororata Anticline immediately above the HAF. Folding in 2010 is compared to Quaternary and younger deformation across the anticline recorded by a seismic reflection line, GPS-measured topographic profiles along fluvial surfaces, and river channel sinuosity and morphology. It is concluded that the HAF can rupture during earthquakes dissimilar to the 2010 event that may not be triggered by slip on the Greendale Fault. Like the Greendale Fault geomorphic analyses provide no evidence for rupture of the HAF in the last 18 kyr, with the average recurrence interval for the late Quaternary inferred to be at least ~10 kyr. Surface rupture of the Greendale Fault during the Darfield Earthquake produced one of the most accessible and best documented active fault displacement and geometry datasets in the world. Surface rupture fracture patterns and displacements along the fault were measured with high precision using real time kinematic (RTK) GPS, tape and compass, airborne light detection and ranging (LiDAR), and aerial photos. This allowed for detailed analysis of the cumulative strike-slip displacement across the fault zone, displacement gradient (ground shear strain) and the type of displacement (i.e. faulting or folding). These strain profiles confirm that the rupture zone is generally wide (~30 to ~300 metres) with >50% of displacement (often 70-80%) accommodated by ground flexure rather than discrete fault slip and ground cracking. The greatest fault-zone widths and highest proportions of folding are observed at fault stepovers.
One of the most controversial issues highlighted by the 2010-2011 Christchurch earthquake series and more recently the 2016 Kaikoura earthquake, has been the evident difficulty and lack of knowledge and guidelines for: a) evaluation of the residual capacity damaged buildings to sustain future aftershocks; b) selection and implementation of a series of reliable repairing techniques to bring back the structure to a condition substantially the same as prior to the earthquake; and c) predicting the cost (or cost-effectiveness) of such repair intervention, when compared to fully replacement costs while accounting for potential aftershocks in the near future. As a result of such complexity and uncertainty (i.e., risk), in combination with the possibility (unique in New Zealand when compared to most of the seismic-prone countries) to rely on financial support from the insurance companies, many modern buildings, in a number exceeding typical expectations from past experiences at an international level, have ended up being demolished. This has resulted in additional time and indirect losses prior to the full reconstruction, as well as in an increase in uncertainty on the actual relocation of the investment. This research project provides the main end-users and stakeholders (practitioner engineers, owners, local and government authorities, insurers, and regulatory agencies) with comprehensive evidence-based information to assess the residual capacity of damage reinforced concrete buildings, and to evaluate the feasibility of repairing techniques, in order to support their delicate decision-making process of repair vs. demolition or replacement. Literature review on effectiveness of epoxy injection repairs, as well as experimental tests on full-scale beam-column joints shows that repaired specimens have a reduced initial stiffness compared with the undamaged specimen, with no apparent strength reduction, sometimes exhibiting higher displacement ductility capacities. Although the bond between the steel and concrete is only partially restored, it still allows the repaired specimen to dissipate at least the same amount of hysteretic energy. Experimental tests on buildings subjected to earthquake loading demonstrate that even for severe damage levels, the ability of the epoxy injection to restore the initial stiffness of the structure is significant. Literature review on damage assessment and repair guidelines suggests that there is consensus within the international community that concrete elements with cracks less than 0.2 mm wide only require cosmetic repairs; epoxy injection repairs of cracks less and 2.0 mm wide and concrete patching of spalled cover concrete (i.e., minor to moderate damage) is an appropiate repair strategy; and for severe damaged components (e.g., cracks greater than 2.0 mm wide, crushing of the concrete core, buckling of the longitudinal reinforcement) local replacement of steel and/or concrete in addition to epoxy crack injection is more appropriate. In terms of expected cracking patterns, non-linear finite element investigations on well-designed reinforced concrete beam-to-column joints, have shown that lower number of cracks but with wider openings are expected to occur for larger compressive concrete strength, f’c, and lower reinforcement content, ρs. It was also observed that the tensile concrete strength, ft, strongly affects the expected cracking pattern in the beam-column joints, the latter being more uniformly distributed for lower ft values. Strain rate effects do not seem to play an important role on the cracking pattern. However, small variations in the cracking pattern were observed for low reinforcement content as it approaches to the minimum required as per NZS 3101:2006. Simple equations are proposed in this research project to relate the maximum and residual crack widths with the steel strain at peak displacement, with or without axial load. A literature review on fracture of reinforcing steel due to low-cycle fatigue, including recent research using steel manufactured per New Zealand standards is also presented. Experimental results describing the influence of the cyclic effect on the ultimate strain capacity of the steel are also discussed, and preliminary equations to account for that effect are proposed. A literature review on the current practice to assess the seismic residual capacity of structures is also presented. The various factors affecting the residual fatigue life at a component level (i.e., plastic hinge) of well-designed reinforced concrete frames are discussed, and equations to quantify each of them are proposed, as well as a methodology to incorporate them into a full displacement-based procedure for pre-earthquake and post-earthquake seismic assessment.
Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.
Liquefaction-induced lateral spreading in large seismic events often results in pervasive and costly damage to engineering structures and lifelines, making it a critical component of engineering design. However, the complex nature of this phenomenon leads to designing for such a hazard extremely challenging and there is a clear for an improved understanding and predicting liquefaction-induced lateral spreading. The 2010-2011 Canterbury (New Zealand) Earthquakes triggered severe liquefaction-induced lateral spreading along the streams and rivers of the Christchurch region, causing extensive damage to roads, bridges, lifelines, and structures in the vicinity. The unfortunate devastation induced from lateral spreading in these events also rendered the rare opportunity to gain an improved understanding of lateral spreading displacements specific to the Christchurch region. As part of this thesis, the method of ground surveying was employed following the 4 September 2010 Darfield (Mw 7.1) and 22 February 2011 Christchurch (Mw 6.2) earthquakes at 126 locations (19 repeated) throughout Christchurch and surrounding suburbs. The method involved measurements and then summation of crack widths along a specific alignment (transect) running approximately perpendicular to the waterway to indicate typically a maximum lateral displacement at the bank and reduction of the magnitude of displacements with distance from the river. Rigorous data processing and comparisons with alternative measurements of lateral spreading were performed to verify results from field observations and validate the method of ground surveying employed, as well as highlight the complex nature of lateral spreading displacements. The welldocumented field data was scrutinized to gain an understanding of typical magnitudes and distribution patterns (distribution of displacement with distance) of lateral spreading observed in the Christchurch area. Maximum displacements ranging from less than 10 cm to over 3.5 m were encountered at the sites surveyed and the area affected by spreading ranged from less than 20 m to over 200 m from the river. Despite the highly non-uniform displacements, four characteristic distribution patterns including large, distributed ground displacements, block-type movements, large and localized ground displacements, and areas of little to no displacements were identified. Available geotechnical, seismic, and topographic data were collated at the ground surveying sites for subsequent analysis of field measurements. Two widely-used empirical models (Zhang et al. (2004), Youd et al. (2002)) were scrutinized and applied to locations in the vicinity of field measurements for comparison with model predictions. The results indicated generally poor correlation (outside a factor of two) with empirical predictions at most locations and further validated the need for an improved, analysis- based method of predicting lateral displacements that considers the many factors involved on a site-specific basis. In addition, the development of appropriate model input parameters for the Youd et al. (2002) model led to a site-specific correlation of soil behavior type index, Ic, and fines content, FC, for sites along the Avon River in Christchurch that matched up well with existing Ic – FC relationships commonly used in current practice. Lastly, a rigorous analysis was performed for 25 selected locations of ground surveying measurements along the Avon River where ground slope conditions are mild (-1 to 2%) and channel heights range from about 2 – 4.5 m. The field data was divided into categories based on the observed distribution pattern of ground displacements including: large and distributed, moderate and distributed, small to negligible, and large and localized. A systematic approach was applied to determine potential critical layers contributing to the observed displacement patterns which led to the development of characteristic profiles for each category considered. The results of these analyses outline an alternative approach to the evaluation of lateral spreading in which a detailed geotechnical analysis is used to identify the potential for large spreading displacements and likely spatial distribution patterns of spreading. Key factors affecting the observed magnitude and distribution of spreading included the thickness of the critical layer, relative density, soil type and layer continuity. It was found that the large and distributed ground displacements were associated with a thick (1.5 – 2.5 m) deposit of loose, fine to silty sand (qc1 ~4-7 MPa, Ic 1.9-2.1, qc1n_cs ~50-70) that was continuous along the bank and with distance from the river. In contrast, small to negligible displacements were characterized by an absence of or relatively thin (< 1 m), discontinuous critical layer. Characteristic features of the moderate and distributed displacements were found to be somewhere between these two extremes. The localized and large displacements showed a characteristic critical layer similar to that observed in the large and distributed sites but that was not continuous and hence leading to the localized zone of displacement. The findings presented in this thesis illustrate the highly complex nature of lateral displacements that cannot be captured in simplified models but require a robust geotechnical analysis similar to that performed for this research.
One of the less understood geotechnical responses to the cyclic loading from the MW6.2 Christchurch Earthquake, on the 22nd of February 2011, is the fissuring in the loessial soil-mantled, footslope positions of the north-facing valleys of the Port Hills. The fissures are characterized by mostly horizontal offset (≤500mm), with minor vertical displacement (≤300mm), and they extend along both sides of valleys for several hundred metres in an approximately contour-parallel orientation. The fissure traces correspond to extensional features mapped in other studies. Previous studies have suggested that the fissures are the headscarps of incipient landslides, but the surface and subsurface features are not typical of landslide movement. Whilst there are some features that correlate with landslide movement, there are many features that contradict the landslide movement hypothesis. Of critical importance to this investigation was the fact that there are no landslide flanks, there has been no basal shear surface found, there is little deformation in the so-called ‘landslide body’, and there have been no recorded zones of low shear strength in the soil deposit that are indicative of a basal shear surface. This thesis is a detailed geotechnical study on the fissures along part of Ramahana Road in the Hillsborough Valley, Christchurch. Shallow and deep investigation methods found that the predominant soil is loess-colluvium, to depths of ~20m, and this soil has variable geotechnical characteristics depending on the layer sampled. The factor that has the most influence on shear strength was found to be the moisture content. Direct shear-box testing of disturbed, recompacted loess-colluvium found that the soil had a cohesion of 35-65kPa and a friction angle of 38-43° when the soil moisture content was at 8-10%. However when the moisture content was at 19-20% the soil’s cohesion decreased to 3-5kPa and its friction angle decreased to 33-38°, this moisture content is at or slightly above the plastic limit. An electrical resistivity geophysical survey was conducted perpendicular to multiple fissure traces and through the compressional zone at 17 Ramahana Road. The electrical resistivity line found that there was an area of high resistivity at the toe of the slope, and an area of high conductivity downslope of this and at greater depths. This area correlated to the compressional zone recorded by previous studies. Moisture content testing of the soil in these locations showed that the soil in the resistive area was relatively dry (9%) compared to the surrounding soil (13%), whilst the soil in the conductive area was relatively wet (22%)compared to the surrounding soil (19%). Density tests of the soil in the compressional zone recorded that the resistive area had a higher dry density than the surrounding soil (~1790 kg/m3 compared to ~1650 kg/m3). New springs arose downslope of the compressional zone contemporaneously with the fissures, and it is interpreted that these have arisen from increased hydraulic head in the Banks Peninsula bedrock aquifer system, and earthquake induced-bedrock fracturing. A test pit was dug across an infilled fissure trace at 17 Ramahana Road to a depth of 3m. The fissure trace had an aperture of 450-470mm at the ground surface, but it gradually lost aperture with depth until 2.0-2.1m where it became a segmented fissure trace with 1-2mm aperture. A mixed-colluvium layer was intercepted by the fissure trace at 2.4m depth, and there was no observable vertical offset of this layer. The fissure trace was at an angle of 78° at the ground surface, but it also flattened with depth, which gave it a slightly curved appearance. The fissure trace was at an assumed angle of 40-50° near the base of the test pit. Rotational slide, translational slide and lateral spread landslide movement types were compared and contrasted as possibilities for landslide movement types, whilst an alternative hypothesis was offered that the fissures are tensile failures with a quasi-toppling motion involving a cohesive block of loessial soil moving outwards from the slope, with an accommodating compressional strain in the lower less cohesive soil. The mechanisms behind this movement are suggested to be the horizontal earthquake inertia forces from the Christchurch Earthquake, the static shear stress of the slope, and bedrock uplift of the Port Hills in relation to the subsidence of the Christchurch city flatlands. Extremely high PGA is considered to be a prerequisite to the fissure trace development, and these can only be induced in the Hillsborough Valley from a Port Hills Fault rupture, which has a recurrence interval of ~10,000 years. The current understanding of how the loess-colluvium soil would behave under cyclic loading is limited, and the mechanisms behind the suggested movement type are not completely understood. Further research is needed to confirm the proposed mechanism of the fissure traces. Laboratory tests such as the cyclic triaxial and cyclic shear test would be beneficial in future research to quantitatively test how the soil behaves under cyclic loading at various moisture contents and clay contents, and centrifuge experiments would be of great use to qualitatively test the suggested mode of movement in the loessial soil.
This project was initiated by ENGEO Limited and KiwiRail Holdings Limited to assess the stability of Slovens Creek Viaduct (specifically its western abutment) and a 3km section of rail corridor between Slovens Creek Viaduct and Avoca on the Midland Line (MDL). Commonly known as the scenic TranzAlpine rail journey (through Arthurs Pass National Park) the MDL connects Greymouth to Christchurch via Rolleston, where the MDL meets the Main South Line into Christchurch. The project area is approximately 40km southeast of Arthurs Pass Township, in the eastern extension of the Castle Hill Basin which is part of the Waimakariri Catchment and Canterbury Foothills. The field area is underlain by Rakaia Terrane, which is part of the Torlesse Composite Terrane forming the basement rock unit for the field area. Cretaceous-Tertiary rocks of the Castle Hill Basin overlie the basement strata and record a transgression-regression sequence, as well as mid-Oligocene submarine volcanism. The stratigraphic sequence in the Castle Hill Basin, and its eastern extension to Avoca, comprises two formations of the Eyre group, the older Broken River Formation and the younger Iron Creek Formation. Deep marine Porter Group limestones, marls, and tuffs of Oligocene age succeed the Iron Creek Formation of the Eyre Group, and probably records the maximum of the transgression. The Enys Formation lies disconformably on the Porter Group and is overlain unconformably by Late Pleistocene glacifluvial and glacial deposits. The Tertiary strata in the Slovens-Avoca rail corridor are weak, and the clay-rich tuff derived from mid-Oligocene volcanism is particularly prone to slaking. Extensive mapping carried out for this project has identified that some 90 percent of the surface along the length of the Slovens-Avoca corridor has been subject to mass movement. The landslides of the Slovens-Avoca rail corridor are clearly younger than the Last Glaciation, and Slovens Creek has been downcutting, with associated faulting and uplift, to form the present day geomorphology of the rail corridor. Deep-seated landslides in the rail corridor extend to Slovens Creek, locally deflecting the stream course, and a generic ground failure model for the rail corridor has been developed. Exploratory geotechnical investigations, including core drilling, installation of an inclinometer and a piezometer, enabled the construction of a simple ground model and cross section for the Slovens Creek Viaduct western abutment. Limit-equilibrium and pseudo-static slope stability analyses using both circular and block critical slip surface search methods were applied to the ground model for the western abutment of Slovens Creek Viaduct. Piezometric and strength data obtained during laboratory testing of core material have been used to constrain the western abutment stability assessment for one representative section line (C-C’). Prior to pseudo-static sensitivity analyses peak ground acceleration (PGA) for various Ultimate Limit State (ULS) design return periods, defined by an equation given in NZS1170.5:2004, were calculated and have been used as a calibration technique to find and compare specific PGA values for pseudo-static analyses in the Slovens Creek Viaduct area. The main purpose has been to provide an indication of how railway infrastructure could be affected by seismic events of various return periods defined by ULS design standards for the area. Limit equilibrium circular slip surface search methods, both grid search and auto refine search, indicated the slope is stable with a FoS greater than 1.0 returned from each, although one particular surface returned the lowest FoS in each. This surface is in the lower portion of the slope, adjacent to Slovens Stream and northeast of the MDL. As expected, pseudo-static analyses returned a lower FoS overall when compared to limit equilibrium analyses. The PGA analyses suggest that partial ground failure at the Slovens Creek Viaduct western abutment could occur in a 1 in 25-year return period event within materials on the slower slope beyond the immediate rail corridor. A ULS (1 in 500-year) event in the Slovens Creek Viaduct area would likely produce a PGA of ~0.9g, and the effects on the western abutment and rail infrastructure would most likely be catastrophic. Observed ground conditions for the western abutment of the Slovens Creek Viaduct suggest there is no movement within the landslide at depth within the monitoring timeframe of this project (22 May 2015 – 4 August 2015). Slope stability monitoring is recommended to be continued in two parts: (1) the inclinometer in BH1 is to be monitored on a six monthly basis for one year following completion of this thesis, and then annually unless ground movements become evident; and (2) surface movement monitoring should be installed using a fixed datum on the stable eastern abutment. Long-term stability management strategies for the Slovens Creek Viaduct western abutment are dependent upon future observed changes and ongoing monitoring. Hazard and risk assessment using the KiwiRail Qualitative Risk Assessment Framework (QRA) is recommended, and if slope stability becomes problematic for operation of the Midland Line consideration should be given to deep slope drainage. In the event of a large magnitude or high PGA earthquake all monitoring should be reviewed.
Background The 2010/2011 Canterbury earthquakes and aftershocks in New Zealand caused unprecedented destruction to the physical, social, economic, and community fabric of Christchurch city. The recovery phase in Christchurch is on going, six years following the initial earthquake. Research exploring how disabled populations experience community inclusion in the longer-term recovery following natural disasters is scant. Yet such information is vital to ensure that recovering communities are inclusive for all members of the affected population. This thesis specifically examined how people who use wheelchairs experienced community inclusion four years following the 2010/2011 Canterbury earthquakes. Aims The primary research aim was to understand how one section of the disability community – people who use wheelchairs – experienced community inclusion over the four years following the 2010/2011 Canterbury earthquakes and aftershocks. A secondary aim was to test a novel sampling approach, Respondent Driven Sampling, which had the potential to enable unbiased population-based estimates. This was motivated by the lack of an available sampling frame for the target population, which would inhibit recruitment of a representative sample. Methodology and methods An exploratory sequential mixed methods design was used, beginning with a qualitative phase (Phase One), which informed a second quantitative phase (Phase Two). The qualitative phase had two stages. First, a small sample of people who use wheelchairs participated in an individual, semi-structured interview. In the second stage, these participants were then invited to a group interview to clarify and prioritise themes identified in the individual interviews. The quantitative phase was a cross-sectional survey developed from the findings from Phase One. Initially, Respondent Driven Sampling was employed to conduct a national, electronic cross-sectional survey that aimed to recruit a sample that may provide unbiased population-based estimates. Following the unsuccessful application of Respondent Driven Sampling, a region-specific convenience sampling approach was used. The datasets from the qualitative and quantitative phases were integrated to address the primary aim of the research. Results In Phase One 13 participants completed the individual interviews, and five of them contributed to the group interview. Thematic analysis of individual and group interview data suggested that participants felt the 2010/11 earthquakes magnified many pre-existing barriers to community inclusion, and also created an exciting opportunity for change. This finding was encapsulated in five themes: 1) earthquakes magnified barriers, 2) community inclusion requires energy, 3) social connections are important, 4) an opportunity lost, and 5) an opportunity found. The findings from Phase One informed the development of a survey instrument to investigate how these findings generalised to a larger sample of individuals who use wheelchairs. In Phase Two, the Respondent Driven Sampling approach failed to recruit enough participants to satisfy the statistical requirements needed to reach equilibrium, thereby enabling the calculation of unbiased population estimates. The subsequent convenience sampling approach recruited 49 participants who, combined with the 15 participants from the Respondent Driven Sampling approach that remained eligible for the region-specific sample, resulted in the total of 64 individuals who used wheelchairs and were residents of Christchurch. Participants reported their level of community inclusion at three time periods: the six months prior to the first earthquake in September 2010 (time one), the six months following the first earthquake in September 2010 (time two), and the six months prior to survey completion (between October 2015 and March 2016, (time three)). Survey data provided some precision regarding the timing in which the magnified barriers developed. Difficulty with community inclusion rose significantly between time one and time two, and while reducing slightly, was still present during time three, and had not returned to the time one baseline. The integrated findings from Phase One and Phase Two suggested that magnified barriers to community inclusion had been sustained four years post-earthquake, and community access had not returned to pre-earthquake levels, let alone improved beyond pre-earthquake levels. Conclusion Findings from this mixed methods study suggest that four years following the initial earthquake, participants were still experiencing multiple magnified barriers, which contributed to physical and social exclusion, as well as fatigue, as participants relied on individual agency to negotiate such barriers. Participants also highlighted the exciting opportunity to create an accessible city. However because they were still experiencing barriers four years following the initial event, and were concerned that this opportunity might be lost if the recovery proceeds without commitment and awareness from the numerous stakeholders involved in guiding the recovery. To truly realise the opportunity to create an accessible city following a disaster, the transition from the response phase to a sustainable longer-term recovery must adopt a new model of community engagement where decision-makers partner with people living with disability to co-produce a vision and strategy for creating an inclusive community. Furthermore, despite the unsuccessful use of Respondent Driven Sampling in this study, future research exploring the application of RDS with wheelchair users is recommended before discounting this sampling approach in this population.
The recent instances of seismic activity in Canterbury (2010/11) and Kaikōura (2016) in New Zealand have exposed an unexpected level of damage to non-structural components, such as buried pipelines and building envelope systems. The cost of broken buried infrastructure, such as pipeline systems, to the Christchurch Council was excessive, as was the cost of repairing building envelopes to building owners in both Christchurch and Wellington (due to the Kaikōura earthquake), which indicates there are problems with compliance pathways for both of these systems. Councils rely on product testing and robust engineering design practices to provide compliance certification on the suitability of product systems, while asset and building owners rely on the compliance as proof of an acceptable design. In addition, forensic engineers and lifeline analysts rely on the same product testing and design techniques to analyse earthquake-related failures or predict future outcomes pre-earthquake, respectively. The aim of this research was to record the actual field-observed damage from the Canterbury and Kaikōura earthquakes of seismic damage to buried pipeline and building envelope systems, develop suitable testing protocols to be able to test the systems’ seismic resilience, and produce prediction design tools that deliver results that reflect the collected field observations with better accuracy than the present tools used by forensic engineers and lifeline analysts. The main research chapters of this thesis comprise of four publications that describe the gathering of seismic damage to pipes (Publication 1 of 4) and building envelopes (Publication 2 of 4). Experimental testing and the development of prediction design tools for both systems are described in Publications 3 and 4. The field observation (discussed in Publication 1 of 4) revealed that segmented pipe joints, such as those used in thick-walled PVC pipes, were particularly unsatisfactory with respect to the joint’s seismic resilience capabilities. Once the joint was damaged, silt and other deleterious material were able to penetrate the pipeline, causing blockages and the shutdown of key infrastructure services. At present, the governing Standards for PVC pipes are AS/NZS 1477 (pressure systems) and AS/NZS 1260 (gravity systems), which do not include a protocol for evaluating the PVC pipes for joint seismic resilience. Testing methodologies were designed to test a PVC pipe joint under various different simultaneously applied axial and transverse loads (discussed in Publication 3 of 4). The goal of the laboratory experiment was to establish an easy to apply testing protocol that could fill the void in the mentioned standards and produce boundary data that could be used to develop a design tool that could predict the observed failures given site-specific conditions surrounding the pipe. A tremendous amount of building envelope glazing system damage was recorded in the CBDs of both Christchurch and Wellington, which included gasket dislodgement, cracked glazing, and dislodged glazing. The observational research (Publication 2 of 4) concluded that the glazing systems were a good indication of building envelope damage as the glazing had consistent breaking characteristics, like a ballistic fuse used in forensic blast analysis. The compliance testing protocol recognised in the New Zealand Building Code, Verification Method E2/VM1, relies on the testing method from the Standard AS/NZS 4284 and stipulates the inclusion of typical penetrations, such as glazing systems, to be included in the test specimen. Some of the building envelope systems that failed in the recent New Zealand earthquakes were assessed with glazing systems using either the AS/NZS 4284 or E2/VM1 methods and still failed unexpectedly, which suggests that improvements to the testing protocols are required. An experiment was designed to mimic the observed earthquake damage using bi-directional loading (discussed in Publication 4 of 4) and to identify improvements to the current testing protocol. In a similar way to pipes, the observational and test data was then used to develop a design prediction tool. For both pipes (Publication 3 of 4) and glazing systems (Publication 4 of 4), experimentation suggests that modifying the existing testing Standards would yield more realistic earthquake damage results. The research indicates that including a specific joint testing regime for pipes and positioning the glazing system in a specific location in the specimen would improve the relevant Standards with respect to seismic resilience of these systems. Improving seismic resilience in pipe joints and glazing systems would improve existing Council compliance pathways, which would potentially reduce the liability of damage claims against the government after an earthquake event. The developed design prediction tool, for both pipe and glazing systems, uses local data specific to the system being scrutinised, such as local geology, dimensional characteristics of the system, actual or predicted peak ground accelerations (both vertically and horizontally) and results of product-specific bi-directional testing. The design prediction tools would improve the accuracy of existing techniques used by forensic engineers examining the cause of failure after an earthquake and for lifeline analysts examining predictive earthquake damage scenarios.
This thesis studies the behaviour of diaphragms in multi-storey timber buildings by providing methods for the estimation of the diaphragm force demand, developing an Equivalent Truss Method for the analysis of timber diaphragms, and experimentally investigating the effects of displacement incompatibilities between the diaphragm and the lateral load resisting system and developing methods for their mitigation. The need to better understand the behaviour of diaphragms in timber buildings was highlighted by the recent 2010-2011 Canterbury Earthquake series, where a number of diaphragms in traditional concrete buildings performed poorly, compromising the lateral load resistance of the structure. Although shortcomings in the estimation of force demand, and in the analysis and design of concrete floor diaphragms have already been partially addressed by other researchers, the behaviour of diaphragms in modern multi-storey timber buildings in general, and in low damage Pres-Lam buildings (consisting of post-tensioned timber members) in particular is still unknown. The recent demand of mid-rise commercial timber buildings of ten storeys and beyond has further highlighted the lack of appropriate methods to analyse timber diaphragms with irregular floor geometries and large spans made of both light timber framing and massive timber panels. Due to the lower stiffness of timber lateral load resisting systems, compared with traditional construction materials, and the addition of in-plane flexible diaphragms, the effect of higher modes on the global dynamic behaviour of a structure becomes more critical. The results from a parametric non-linear time-history analysis on a series of timber frame and wall structures showed increased storey shear and moment demands even for four storey structures when compared to simplistic equivalent static analysis. This effect could successfully be predicted with methods available in literature. The presence of diaphragm flexibility increased diaphragm inter-storey drifts and the peak diaphragm demand in stiff wall structures, but had less influence on the storey shears and moments. Diaphragm force demands proved to be significantly higher than the forces derived from equivalent static analysis, leading to potentially unsafe designs. It is suggested to design all diaphragms for the same peak demand; a simplified approach to estimate these diaphragm forces is proposed for both frame and wall structures. Modern architecture often requires complex floor geometries with long spans leading to stress concentrations, high force demands and potentially large deformations in the diaphragms. There is a lack of guidance and regulation regarding the analysis and design of timber diaphragms and a practical alternative to the simplistic equivalent deep beam analysis or costly finite element modelling is required. An Equivalent Truss Method for the analysis of both light timber framed and massive timber diaphragms is proposed, based on analytical formulations and verified against finite element models. With this method the panel unit shear forces (shear flow) and therefore the fastener demand, chord forces and reaction forces can be evaluated. Because the panel stiffness and fastener stiffness are accounted for, diaphragm deflection, torsional effects and transfer forces can also be assessed. The proposed analysis method is intuitive and can be used with basic analysis software. If required, it can easily be adapted for the use with diaphragms working in the non-linear range. Damage to floor diaphragms resulting from displacement incompatibilities due to frame elongation or out-of plane deformation of walls can compromise the transfer of inertial forces to the lateral load resisting system as well as the stability of other structural elements. Two post-tensioned timber frame structures under quasi-static cyclic and dynamic load, respectively, were tested with different diaphragm panel layouts and connections investigating their ability to accommodate frame elongations. Additionally, a post-tensioned timber wall was loaded under horizontal cyclic loads through two pairs of collector beams. Several different connection details between the wall and the beams were tested, and no damage to the collector beams or connections was observed in any of the tests. To evaluate the increased strength and stiffness due to the wall-beam interaction an analytical procedure is presented. Finally, a timber staircase core was tested under bi-directional loading. Different connection details were used to study the effect of displacement incompatibilities between the orthogonal collector beams. These experiments showed that floor damage due to displacement incompatibilities can be prevented, even with high levels of lateral drift, by the flexibility of well-designed connections and the flexibility of the timber elements. It can be concluded that the flexibility of timber members and the flexibility of their connections play a major role in the behaviour of timber buildings in general and of diaphragms specifically under seismic loads. The increased flexibility enhances higher mode effects and alters the diaphragm force demand. Simple methods are provided to account for this effect on the storey shear, moment and drift demands as well as the diaphragm force demands. The analysis of light timber framing and massive timber diaphragms can be successfully analysed with an Equivalent Truss Method, which is calibrated by accounting for the panel shear and fastener stiffnesses. Finally, displacement incompatibilities in frame and wall structures can be accommodated by the flexibilities of the diaphragm panels and relative connections. A design recommendations chapter summarizes all findings and allows a designer to estimate diaphragm forces, to analyse the force path in timber diaphragms and to detail the connections to allow for displacement incompatibilities in multi-storey timber buildings.
Following the 22nd February 2011, Mw 6.2 earthquake located along a previously unknown fault beneath the Port Hills of Christchurch, surface cracking was identified in contour parallel locations within fill material at Quarry Road on the lower slopes of Mount Pleasant. GNS Science, in the role of advisor to the Christchurch City Council, concluded that these cracks were a part of a potential rotational mass movement (named zone 11A) within the fill and airfall loess material present. However, a lack of field evidence for slope instability and an absence of laboratory geotechnical data on which slope stability analysis was based, suggested this conclusion is potentially incorrect. It was hypothesised that ground cracking was in fact due to earthquake shaking, and not mass movement within the slope, thus forming the basis of this study. Three soil units were identified during surface and subsurface investigations at Quarry Road: fill derived from quarry operations in the adjacent St. Andrews Quarry (between 1893 and 1913), a buried topsoil, and underlying in-situ airfall loess. The fill material was identified by the presence of organic-rich topsoil “clods” that were irregular in both size (∼10 – 200 mm) and shape, with variable thicknesses of 1 – 10 m. Maximum thickness, as indicated by drill holes and geophysical survey lines, was identified below 6 Quarry Road and 7 The Brae where it is thought to infill a pre-existing gully formed in the underlying airfall loess. Bearing strength of the fill consistently exceeded 300 kPa ultimate below ∼500 mm depth. The buried topsoil was 200 – 300 mm thick, and normally displayed a lower bearing strength when encountered, but not below 300 kPa ultimate (3 – 11 blows per 100mm or ≥100 kPa allowable). In-situ airfall loess stood vertically in outcrop due to its characteristic high dry strength and also showed Scala penetrometer values of 6 – 20+ blows per 100 mm (450 – ≥1000 kPa ultimate). All soils were described as being moist to dry during subsurface investigations, with no groundwater table identified during any investigation into volcanic bedrock. In-situ moisture contents were established using bulk disturbed samples from hand augers and test pitting. Average moisture contents were low at 9% within the fill, 11 % within the buried topsoil, and 8% within the airfall loess: all were below the associated average plastic limit of 17, 15, and 16, respectively, determined during Atterberg limit analysis. Particle size distributions, identified using the sieve and pipette method, were similar between the three soil units with 11 – 20 % clay, 62 – 78 % silt, and 11 – 20 % fine sand. Using these results and the NZGS soil classification, the loess derived fill and in-situ airfall loess are termed SILT with some clay and sand, and the buried topsoil is SILT with minor clay and sand. Dispersivity of the units was found using the Emerson crumb test, which established that the fill can be non- to completely dispersive (score 0 – 4). The buried topsoil was always non-dispersive (score 0), and airfall loess completely dispersive (score 4). Values for cohesion (c) and internal friction angle (φ) of the three soil units were established using the direct shear box at field moisture contents. Results showed all soil units had high shear strengths at the moisture contents tested (c = 18 – 24 kPa and φ = 42 – 50°), with samples behaving in a brittle fashion. Moisture content was artificially increased to 16% within the buried topsoil, which reduced the shear strength (c = 10 kPa, φ = 18°) and allowed it to behave plastically. Observational information indicating stability at Quarry Road included: shallow, discontinuous, cracks that do not display vertical offset; no scarp features or compressional zones typical of landsliding; no tilted or deformed structures; no movement in inclinometers; no basal shear zone identified in logged core to 20 m depth; low field moisture contents; no groundwater table; and high soil strength using Scala penetrometers. Limit equilibrium analysis of the slope was conducted using Rocscience software Slide 5.0 to verify the slope stability identified by observational methods. Friction, cohesion, and density values determined during laboratory were input into the two slope models investigated. Results gave minimum static factor of safety values for translational (along buried topsoil) and rotational (in the fill) slides of 2.4 – 4.2. Sensitivity of the slope to reduced shear strength parameters was analysed using c = 10 kPa and φ = 18° for the translational buried topsoil plane, and a cohesion of 0 kPa within the fill for the rotational plane. The only situation that gave a factor of safety <1.0 was in nonengineered fill at 0.5 m depth. Pseudostatic analysis based on previous peak ground acceleration (PGA) values for the Canterbury Earthquake Sequence, and predicted PGAs for future Alpine Fault and Hope Fault earthquakes established minimum factor of safety values between 1.2 and 3.3. Yield acceleration PGAs were computed to be between 0.8g and 1.6g. Based on all information gathered, the cracking at Quarry Road is considered to be shallow deformation in response to earthquake shaking, and not due to deep-seated landsliding. It is recommended that the currently bare site be managed by smoothing the land, installing contour drainage, and bioremediation of the surface soils to reduce surface water infiltration and runoff. Extensive earthworks, including removal of the fill, are considered unnecessary. Any future replacement of housing would be subject to site-specific investigations, and careful foundation design based on those results.
Natural hazard disasters often have large area-wide impacts, which can cause adverse stress-related mental health outcomes in exposed populations. As a result, increased treatment-seeking may be observed, which puts a strain on the limited public health care resources particularly in the aftermath of a disaster. It is therefore important for public health care planners to know whom to target, but also where and when to initiate intervention programs that promote emotional wellbeing and prevent the development of mental disorders after catastrophic events. A large body of literature assesses factors that predict and mitigate disaster-related mental disorders at various time periods, but the spatial component has rarely been investigated in disaster mental health research. This thesis uses spatial and spatio-temporal analysis techniques to examine when and where higher and lower than expected mood and anxiety symptom treatments occurred in the severely affected Christchurch urban area (New Zealand) after the 2010/11 Canterbury earthquakes. High-risk groups are identified and a possible relationship between exposure to the earthquakes and their physical impacts and mood and anxiety symptom treatments is assessed. The main research aim is to test the hypothesis that more severely affected Christchurch residents were more likely to show mood and anxiety symptoms when seeking treatment than less affected ones, in essence, testing for a dose-response relationship. The data consisted of mood and anxiety symptom treatment information from the New Zealand Ministry of Health’s administrative databases and demographic information from the National Health Index (NHI) register, when combined built a unique and rich source for identifying publically funded stress-related treatments for mood and anxiety symptoms in almost the whole population of the study area. The Christchurch urban area within the Christchurch City Council (CCC) boundary was the area of interest in which spatial variations in these treatments were assessed. Spatial and spatio-temporal analyses were done by applying retrospective space-time and spatial variation in temporal trends analysis using SaTScan™ software, and Bayesian hierarchical modelling techniques for disease mapping using WinBUGS software. The thesis identified an overall earthquake-exposure effect on mood and anxiety symptom treatments among Christchurch residents in the context of the earthquakes as they experienced stronger increases in the risk of being treated especially shortly after the catastrophic 2011 Christchurch earthquake compared to the rest of New Zealand. High-risk groups included females, elderly, children and those with a pre-existing mental illness with elderly and children especially at-risk in the context of the earthquakes. Looking at the spatio-temporal distribution of mood and anxiety symptom treatments in the Christchurch urban area, a high rates cluster ranging from the severely affected central city to the southeast was found post-disaster. Analysing residential exposure to various earthquake impacts found that living in closer proximity to more affected areas was identified as a risk factor for mood and anxiety symptom treatments, which largely confirms a dose-response relationship between level of affectedness and mood and anxiety symptom treatments. However, little changes in the spatial distribution of mood and anxiety symptom treatments occurred in the Christchurch urban area over time indicating that these results may have been biased by pre-existing spatial disparities. Additionally, the post-disaster mobility activity from severely affected eastern to the generally less affected western and northern parts of the city seemed to have played an important role as the strongest increases in treatment rates occurred in less affected northern areas of the city, whereas the severely affected eastern areas tended to show the lowest increases. An investigation into the different effects of mobility confirmed that within-city movers and temporary relocatees were generally more likely to receive care or treatment for mood or anxiety symptoms, but moving within the city was identified as a protective factor over time. In contrast, moving out of the city from minor, moderately or severely damaged plain areas of the city, which are generally less affluent than Port Hills areas, was identified as a risk factor in the second year post-disaster. Moreover, residents from less damaged plain areas of the city showed a decrease in the likelihood of receiving care or treatment for mood or anxiety symptoms compared to those from undamaged plain areas over time, which also contradicts a possible dose-response relationship. Finally, the effects of the social and physical environment, as well as community resilience on mood and anxiety symptom treatments among long-term stayers from Christchurch communities indicate an exacerbation of pre-existing mood and anxiety symptom treatment disparities in the city, whereas exposure to ‘felt’ earthquake intensities did not show a statistically significant effect. The findings of this thesis highlight the complex relationship between different levels of exposure to a severe natural disaster and adverse mental health outcomes in a severely affected region. It is one of the few studies that have access to area-wide health and impact information, are able to do a pre-disaster / post-disaster comparison and track their sample population to apply spatial and spatio-temporal analysis techniques for exposure assessment. Thus, this thesis enhances knowledge about the spatio-temporal distribution of adverse mental health outcomes in the context of a severe natural disaster and informs public health care planners, not only about high-risk groups, but also where and when to target health interventions. The results indicate that such programs should broadly target residents living in more affected areas as they are likely to face daily hardship by living in a disrupted environment and may have already been the most vulnerable ones before the disaster. Special attention should be focussed on women, elderly, children and people with pre-existing mental illnesses as they are most likely to receive care or treatment for stress-related mental health symptoms. Moreover, permanent relocatees from affected areas and temporarily relocatees shortly after the disaster may need special attention as they face additional stressors due to the relocation that may lead to the development of adverse mental health outcomes needing treatment.
Non-structural elements (NSEs) have frequently proven to contribute to significant losses sustained from earthquakes in the form of damage, downtime, injury and death. In New Zealand (NZ), the 2010 and 2011 Canterbury Earthquake Sequence (CES), the 2013 Seddon and Cook Strait earthquake sequence and the 2016 Kaikoura earthquake were major milestones in this regard as significant damage to building NSEs both highlighted and further reinforced the importance of NSE seismic performance to the resilience of urban centres. Extensive damage in suspended ceilings, partition walls, façades and building services following the CES was reported to be partly due to erroneous seismic design or installation or caused by intervening elements. Moreover, the low-damage solutions developed for structural systems sometimes allow for relatively large inter-story drifts -compared to conventional designs- which may not have been considered in the seismic design of NSEs. Having observed these shortcomings, this study on suspended ceilings was carried out with five main goals: i) Understanding the seismic performance of the system commonly used in NZ; ii) Understanding the transfer of seismic design actions through different suspended ceiling components, iii) Investigating potential low-damage solutions; iii) Evaluating the compatibility of the current ceiling system with other low-damage NSEs; and iv) Investigating the application of numerical analysis to simulate the response of ceiling systems. The first phase of the study followed a joint research work between the University of Canterbury (UC) in NZ, and the Politecnico Di Milano, in Italy. The experimental ceiling component fragility curves obtained in this existing study were employed to produce analytical fragility curves for a perimeter-fixed ceiling of a given size and weight, with grid acceleration as the intensity measure. The validity of the method was proven through comparisons between this proposed analytical approach with the recommended procedures in proprietary products design guidelines, as well as experimental fragility curves from other studies. For application to engineering design practice, and using fragility curves for a range of ceiling lengths and weights, design curves were produced for estimating the allowable grid lengths for a given demand level. In the second phase of this study, three specimens of perimeter-fixed ceilings were tested on a shake table under both sinusoidal and random floor motion input. The experiments considered the relationship between the floor acceleration, acceleration of the ceiling grid, the axial force induced in the grid members, and the effect of boundary conditions on the transfer of these axial forces. A direct correlation was observed between the axial force (recorded via load cells) and the horizontal acceleration measured on the ceiling grid. Moreover, the amplification of floor acceleration, as transferred through ceiling components, was examined and found (in several tests) to be greater than the recommended factor for the design of ceilings provided in the NZ earthquake loadings standard NZS1170.5. However, this amplification was found to be influenced by the pounding interactions between the ceiling grid members and the tiles, and this amplification diminished considerably when the high frequency content was filtered out from the output time histories. The experiments ended with damage in the ceiling grid connection at an axial force similar to the capacity of these joints previously measured through static tests in phase one. The observation of common forms of damage in ceilings in earthquakes triggered the monotonic experiments carried out in the third phase of this research with the objective of investigating a simple and easily applicable mitigation strategy for existing or new suspended ceilings. The tests focused on the possibility of using proprietary cross-shaped clip elements ordinarily used to provide seismic gap as a strengthening solution for the weak components of a ceiling. The results showed that the solution was effective under both tension and compression loads through increasing load bearing capacity and ductility in grid connections. The feasibility of a novel type of suspended ceiling called fully-floating ceiling system was investigated through shaking table tests in the next phase of this study with the main goal of isolating the ceiling from the surrounding structure; thereby arresting the transfer of associated seismic forces from the structure to the ceiling. The fully-floating ceiling specimen was freely hung from the floor above lacking any lateral bracing and connections with the perimeter. Throughout different tests, a satisfactory agreement between the fully-floating ceiling response and simple pendulum theory was demonstrated. The addition of isolation material in perimeter gaps was found effective in inducing extra damping and protecting the ceiling from pounding impact; resulting in much reduced ceiling displacements and accelerations. The only form of damage observed throughout the random floor motion tests and the sinusoidal tests was a panel dislodgement observed in a test due to successive poundings between the ceiling specimen and the surrounding beams at resonant frequencies. Partition walls as the first effective NSE in direct interaction with ceilings were the topic of the final experimental phase. Low-damage drywall partitions proposed in a previous study in the UC were tested with two common forms of suspended ceiling: braced and perimeter-fixed. The experiments investigated the in-plane and out-of-plane performance of the low-damage drywall partitions, as well as displacement compatibility between these walls and the suspended ceilings. In the braced ceiling experiment, where no connection was made between ceiling grids and surrounding walls no damage in the grid system or partitions was observed. However, at high drift values panel dislodgement was observed on corners of the ceiling where the free ends of grids were not restrained against spreading. This could be prevented by framing the grid ends using a perimeter angle that is riveted only to the grid members while keeping sufficient clearance from the perimeter walls. In the next set of tests with the perimeter-fixed ceiling, no damage was observed in the ceiling system or the drywalls. Based on the results of the experiments it was concluded that the tested ceiling had enough flexibility to accommodate the relative displacement between two perpendicular walls up to the inter-storey drifts achieved. The experiments on perimeter-fixed ceilings were followed by numerical simulations of the performance of these ceilings in a finite element model developed in the structural analysis software, SAP2000. This model was relatively simple and easy to develop and was able to replicate the experimental results to a reasonable degree. Filtering was applied to the experimental output to exclude the effect of high frequency noise and tile-grid impact. The developed model generally simulated the acceleration responses well but underestimated the peak ceiling grid accelerations. This was possibly because the peak values in time histories were affected by impact occurring at very short periods. The model overestimated the axial forces in ceiling grids which was assumed to be caused by the initial assumptions made about the tributary area or constant acceleration associated with each grid line in the direction of excitation. Otherwise, the overall success of the numerical modelling in replicating the experimental results implies that numerical modelling using conventional structural analysis software could be used in engineering practice to analyse alternative ceiling geometries proposed for application to varying structural systems. This however, needs to be confirmed through similar analyses on other ceiling examples from existing instrumented buildings during real earthquakes. As the concluding part of this research the final phase addressed the issues raised following the review of existing ceiling standards and guidelines. The applicability of the research findings to current practice and their implications were discussed. Finally, an example was provided for the design of a suspended ceiling utilising the new knowledge acquired in this research.
This report provides an initial overview and gap analysis of the multi-hazards interactions that might affect fluvial and pluvial flooding (FPF) hazard in the Ōpāwaho Heathcote catchment. As per the terms of reference, this report focuses on a one-way analysis of the potential effects of multi-hazards on FPF hazard, as opposed to a more complex multi-way analysis of interactions between all hazards. We examined the relationship between FPF hazard and hazards associated with the phenomena of tsunamis; coastal erosion; coastal inundation; groundwater; earthquakes; and mass movements. Tsunamis: Modelling research indicates the worst-case tsunami scenarios potentially affecting the Ōpāwaho Heathcote catchment are far field. Under low probability, high impact tsunami scenarios waves could travel into Pegasus Bay and the Avon-Heathcote Estuary Ihutai, reaching the mouth and lower reaches of the Heathcote catchment and river, potentially inundating and eroding shorelines in sub-catchments 1 to 5, and temporarily blocking fluvial drainage more extensively. Any flooding infrastructure or management actions implemented in the area of tsunami inundation would ideally be resilient to tsunami-induced inundation and erosion. Model results currently available are a first estimate of potential tsunami inundation under contemporary sea and land level conditions. In terms of future large tsunami events, these models likely underestimate effects in riverside sub-catchments, as well as effects under future sea level, shoreline and other conditions. Also of significance when considering different FPF management structures, it is important to be mindful that certain types of flood structures can ‘trap’ inundating water coming from ocean directions, leading to longer flood durations and salinization issues. Coastal erosion: Model predictions indicate that sub-catchments 1 to 3 could potentially be affected by coastal erosion by the timescale of 2065, with sub-catchments 1-6 predicted to be potentially affected by coastal erosion by the time scale of 2115. In addition, the predicted open coast effects of this hazard should not be ignored since any significant changes in the New Brighton Spit open coast would affect erosion rates and exposure of the landward estuary margins, including the shorelines of the Ōpāwaho Heathcote catchment. Any FPF flooding infrastructure or management activities planned for the potentially affected sub-catchments needs to recognise the possibility of coastal erosion, and to have a planned response to the predicted potential shoreline translation. Coastal inundation: Model predictions indicate coastal inundation hazards could potentially affect sub-catchments 1 to 8 by 2065, with a greater area and depth of inundation possible for these same sub-catchments by 2115. Low-lying areas of the Ōpāwaho Heathcote catchment and river channel that discharge into the estuary are highly vulnerable to coastal inundation since elevated ocean and estuary water levels can block the drainage of inland systems, compounding FPF hazards. Coastal inundation can overwhelm stormwater and other drainage network components, and render river dredging options ineffective at best, flood enhancing at worst. A distinction can be made between coastal inundation and coastal erosion in terms of the potential impacts on affected land and assets, including flood infrastructure, and the implications for acceptance, adaptation, mitigation, and/or modification options. That is, responding to inundation could include structural and/or building elevation solutions, since unlike erosion, inundation does not necessarily mean the loss of land. Groundwater: Groundwater levels are of significant but variable concern when examining flooding hazards and management options in the Ōpāwaho Heathcote catchment due to variability in soils, topographies, elevations and proximities to riverine and estuarine surface waterbodies. Much of the Canterbury Plains part of the Ōpāwaho Heathcote catchment has a water table that is at a median depth of <1m from the surface (with actual depth below surface varying seasonally, inter-annually and during extreme meteorological events), though the water table depth rapidly shifts to >6m below the surface in the upper Plains part of the catchment (sub-catchments 13 to 15). Parts of Waltham/Linwood (sub-catchments 5 & 6) and Spreydon (sub-catchment 10) have extensive areas with a particularly high water table, as do sub-catchments 18, 19 and 20 south of the river. In all of the sub-catchments where groundwater depth below surface is shallow, it is necessary to be mindful of cascading effects on liquefaction hazard during earthquake events, including earthquake-induced drainage network and stormwater infrastructure damage. In turn, subsidence induced by liquefaction and other earthquake processes during the CES directly affected groundwater depth below surface across large parts of the central Ōpāwaho Heathcote catchment. The estuary margin of the catchment also faces increasing future challenges with sea level rise, which has the potential to elevate groundwater levels in these areas, compounding existing liquefaction and other earthquake associated multi-hazards. Any increases in subsurface runoff due to drainage system, development or climate changes are also of concern for the loess covered hill slopes due to the potential to enhance mass movement hazards. Earthquakes: Earthquake associated vertical ground displacement and liquefaction have historically affected, or are in future predicted to affect, all Ōpāwaho Heathcote sub-catchments. During the CES, these phenomena induced a significant cascades of changes in the city’s drainage systems, including: extensive vertical displacement and liquefaction induced damage to stormwater ‘greyware’, reducing functionality of the stormwater system; damage to the wastewater system which temporarily lowered groundwater levels and increased stormwater drainage via the wastewater network on the one hand, creating a pollution multi-hazard for FPF on the other hand; liquefaction and vertical displacement induced river channel changes affected drainage capacities; subsidence induced losses in soakage and infiltration capacities; changes occurred in topographic drainage conductivity; estuary subsidence (mainly around the Ōtākaro Avon rivermouth) increased both FPF and coastal inundation hazards; estuary bed uplift (severe around the Ōpāwaho Heathcote margins), reduced tidal prisms and increased bed friction, producing an overall reduction the waterbody’s capacity to efficiently flush catchment floodwaters to sea; and changes in estuarine and riverine ecosystems. All such possible effects need to be considered when evaluating present and future capacities of the Ōpāwaho Heathcote catchment FPF management systems. These phenomena are particularly of concern in the Ōpāwaho Heathcote catchment since stormwater networks must deal with constraints imposed by stream and river channels (past and present), estuarine shorelines and complex hill topography. Mass movements: Mass movements are primarily a risk in the Port Hills areas of the Ōpāwaho Heathcote catchment (sub-catchments 1, 2, 7, 9, 11, 16, 21), though there are one or two small but susceptible areas on the banks of the Ōpāwaho Heathcote River. Mass movements in the form of rockfalls and debris flows occurred on the Port Hills during the CES, resulting in building damage, fatalities and evacuations. Evidence has also been found of earthquake-triggered tunnel gully collapsesin all Port Hill Valleys. Follow-on effects of these mass movements are likely to occur in major future FPF and other hazard events. Of note, elevated groundwater levels, coastal inundation, earthquakes (including liquefaction and other effects), and mass movement exhibit the most extensive levels of multi-hazard interaction with FPF hazard. Further, all of the analysed multi-hazard interactions except earthquakes were found to consistently produce increases in the FPF hazard. The implications of these analyses are that multihazard interactions generally enhance the FPF hazard in the Ōpāwaho Heathcote catchment. Hence, management plans which exclude adjustments for multi-hazard interactions are likely to underestimate the FPF hazard in numerous different ways. In conclusion, although only a one-way analysis of the potential effects of selected multi-hazards on FPF hazard, this review highlights that the Ōpāwaho Heathcote catchment is an inherently multi- hazard prone environment. The implications of the interactions and process linkages revealed in this report are that several significant multi-hazard influences and process interactions must be taken into account in order to design a resilient FPF hazard management strategy.
