In practice, several competing liquefaction evaluation procedures (LEPs) are used to compute factors of safety against soil liquefaction, often for use within a liquefaction potential index (LPI) framework to assess liquefaction hazard. At present, the influence of the selected LEP on the accuracy of LPI hazard assessment is unknown, and the need for LEP-specific calibrations of the LPI hazard scale has never been thoroughly investigated. Therefore, the aim of this study is to assess the efficacy of three CPT-based LEPs from the literature, operating within the LPI framework, for predicting the severity of liquefaction manifestation. Utilising more than 7000 liquefaction case studies from the 2010–2011 Canterbury (NZ) earthquake sequence, this study found that: (a) the relationship between liquefaction manifestation severity and computed LPI values is LEP-specific; (b) using a calibrated, LEP-specific hazard scale, the performance of the LPI models is essentially equivalent; and (c) the existing LPI framework has inherent limitations, resulting in inconsistent severity predictions against field observations for certain soil profiles, regardless of which LEP is used. It is unlikely that revisions of the LEPs will completely resolve these erroneous assessments. Rather, a revised index which more adequately accounts for the mechanics of liquefaction manifestation is needed.
This paper presents an overview of the soil profile characteristics at strong motion station (SMS) locations in the Christchurch Central Business District (CBD) based on recently completed geotechnical site investigations. Given the variability of Christchurch soils, detailed investigations were needed in close vicinity to each SMS. In this regard, CPT, SPT and borehole data, and shear wave velocity (Vs) profiles from surface wave dispersion data in close vicinity to the SMSs have been used to develop detailed representative soil profiles at each site and to determine site classes according to the New Zealand standard NZS1170.5. A disparity between the NZS1170.5 site classes based on Vs and SPT N60 investigation techniques is highlighted, and additional studies are needed to harmonize site classification based on these techniques. The short period mode of vibration of soft deposits above gravels, which are found throughout Christchurch, are compared to the long period mode of vibration of the entire soil profile to bedrock. These two distinct modes of vibration require further investigation to determine their impact on the site response. According to current American and European approaches to seismic site classification, all SMSs were classified as problematic soil sites due to the presence of liquefiable strata, soils which are not directly accounted for by the NZS1170.5 approach.
Detailed studies on the sediment budget may reveal valuable insights into the successive build-up of the Canterbury Plains and their modification by Holocene fluvialaction connected to major braided rivers. Additionally, they bear implications beyond these fluvial aspects. Palaeoseismological studies claim to have detected signals of major Alpine Fault earthquakes in coastal environments along the eastern seaboard of the South Island (McFadgen and Goff, 2005). This requires high connectivity between the lower reaches of major braided rivers and their mountain catchments to generate immediate significant sediment pulses. It would be contradictory to the above mentioned hypothesis though. Obtaining better control on sediment budgets of braided rivers like the Waimakariri River will finally add significant value to multiple scientific and applied topics like regional resource management. An essential first step of sediment budget studies Is to systematically map the geomorphology, conventionally in the field and/or using remote-sensing applications, to localise, genetically identify, and classify landforms or entire toposequences of the area being investigated. In formerly glaciated mountain environments it is also indispensable to obtain all available chronological information supporting subsequent investigations.
Timber-based hybrid structures provide a prospective solution for utilizing environmentally friendly timber material in the construction of mid-rise or high-rise structures. This study mainly focuses on structural damage evaluation for a type of timber-steel hybrid structures, which incorporate prefabricated light wood frame shear walls into steel moment-resisting frames (SMRFs). The structural damage of such a hybrid structure was evaluated through shake table tests on a four-story large-scale timber-steel hybrid structure. Four ground motion records (i.e., Wenchuan earthquake, Canterbury earthquake, El-Centro earthquake, and Kobe earthquake) were chosen for the tests, with the consideration of three different probability levels (i.e., minor, moderate and major earthquakes) for each record. During the shake table tests, the hybrid structure performed quite well with visual damage only to wood shear walls. No visual damage in SMRF and the frame-to-wall connections was observed. The correlation of visual damage to seismic intensity, modal-based damage index and inter-story drift was discussed. The reported work provided a basis of knowledge for performance-based seismic design (PBSD) for such timber-based hybrid structures.
This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.
This research is a creative exploration of transmedia’s ability to offer up a model of distribution and audience engagement for political documentary. Transmedia, as is well known, is a fluid concept. It is not restricted to the activities of the entertainment industry and its principles also reverberate in the practice of political and activist documentary projects. This practice-led research draws on data derived from the production and circulation of Obrero, an independent transmedia documentary. The project explores the conditions and context of the Filipino rebuild workers who migrated to Christchurch, New Zealand after the earthquake in 2011. Obrero began as a film festival documentary that co-exists with two other new media iterations, each reaching its respective target audience: a web documentary, and a Facebook-native documentary. This study argues that relocating the documentary across new media spaces not only expands the narrative but also extends the fieldwork and investigation, forms like-minded publics, and affords the creation of an organised hub of information for researchers, academics and the general public. Treating documentary as research can represent a novel pathway to knowledge generation and the present case study, overall, provides an innovative model for future scholarship.
The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. In 2013 Becca Wood, Spatial Performance Practitioner, and Molly Mullen, Applied Theatre Practitioner, collaborated to create a short ambulatory performance with audio score for a group of drama educators attending a conference workshop on the possibilities of walking as performance. The performance was created remotely from the intended site: Rangi Ruru Girls’ School, in Christchurch, New Zealand. Following the destruction of the 2012 earthquake, this site was in a state of transformation and recovery. The performance walk attended to the histories, geographies and politics of this place, somatically, architecturally and socially. This paper engages with three critical questions: How might mediated listening and walking activate the coming together of bodies and place? What performative shifts occurred for the participants in the walk and workshop? How might we come to our senses? Through a performative practice of mediated site-based listening and walking, this paper is a reflection on the creative process and performance. Recent earthquakes have shown that liquefaction and associated ground deformations are major geotechnical hazards to civil engineering infrastructures, such as pipelines. In particular, sewer pipes have been damaged in many areas in Christchurch as a result of liquefaction-induced lateral spreading near waterways and ground oscillation induced by seismic shaking. In this paper, the addition of a flexible AM liner as a potential countermeasure to increase sewer pipe capacity was investigated. Physical testing through 4-point loading test was undertaken to characterise material properties and the response of both unlined pipe and its lined counterpart. Next, numerical models were created using SAP2000 and ABAQUS to analyse buried pipeline response to transverse permanent ground displacement and to quantify, over a range of pipe segment lengths and soil parameters, the effectiveness of the AM liner in increasing displacement capacity. The numerical results suggest that the addition of the AM liner increases the deformation capacity of the unlined sewer pipe by as much as 50 times. The results confirmed that AM liner is an effective countermeasure for sewer pipes in liquefied ground not only in terms of increased deformation capacity but also the fact that AM-Liner can prevent influx of sand and water through broken pipes, making sewer pipes with liner remaining serviceable even under severe liquefaction condition.
Measurement of basement seismic resonance frequencies can elucidate shallow velocity structure, an important factor in earthquake hazard estimation. Ambient noise cross correlation, which is well-suited to studying shallow earth structure, is commonly used to analyze fundamental-mode Rayleigh waves and, increasingly, Love waves. Here we show via multicomponent ambient noise cross correlation that the basement resonance frequency in the Canterbury region of New Zealand can be straightforwardly determined based on the horizontal to vertical amplitude ratio (H/V ratio) of the first higher-mode Rayleigh waves. At periods of 1-3 s, the first higher-mode is evident on the radial-radial cross-correlation functions but almost absent in the vertical-vertical cross-correlation functions, implying longitudinal motion and a high H/V ratio. A one-dimensional regional velocity model incorporating a ~ 1.5 km-thick sedimentary layer fits both the observed H/V ratio and Rayleigh wave group velocity. Similar analysis may enable resonance characteristics of other sedimentary basins to be determined. © 2013. American Geophysical Union. All Rights Reserved.
A magnitude 6.3 earthquake struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011. The earthquake caused 182 fatalities, a large number of injuries, and resulted in widespread damage to the built environment, including significant disruption to the lifelines. The event created the largest lifeline disruption in a New Zealand city in 80 years, with much of the damage resulting from extensive and severe liquefaction in the Christchurch urban area. The Christchurch earthquake occurred when the Canterbury region and its lifelines systems were at the early stage of recovering from the 4 September 2010 Darfield (Canterbury) magnitude 7.1 earthquake. This paper describes the impact of the Christchurch earthquake on lifelines by briefly summarising the physical damage to the networks, the system performance and the operational response during the emergency management and the recovery phase. Special focus is given to the performance and management of the gas, electric and road networks and to the liquefaction ejecta clean-up operations that contributed to the rapid reinstatement of the functionality of many of the lifelines. The water and wastewater system performances are also summarized. Elements of resilience that contributed to good network performance or to efficient emergency and recovery management are highlighted in the paper.
This manuscript provides a critical examination of the ground motions recorded in the near-source region resulting from the 22 February 2011 Christchurch earthquake. Particular attention is given to reconciling the observed spatial distribution of ground motions in terms of physical phenomena related to source, path and site effects. The large number of near-source observed strong ground motions show clear evidence of: forward-directivity, basin generated surface waves, liquefaction and other significant nonlinear site response. The pseudo-acceleration response spectra (SA) amplitudes and significant duration of strong motions agree well with empirical prediction models, except at long vibration periods where the influence of basin-generated surface waves and nonlinear site response are significant and not adequately accounted for in empirical SA models. Pseudo-acceleration response spectra are also compared with those observed in the 4 September 2010 Darfield earthquake and routine design response spectra used in order to emphasise the amplitude of ground shaking and elucidate the importance of local geotechnical characteristics on surface ground motions. The characteristics of the observed vertical component accelerations are shown to be strongly dependent on source-to-site distance and are comparable with those from the 4 September 2010 Darfield earthquake, implying the large amplitudes observed are simply a result of many observations at close distances rather than a peculiar source effect.
A 3D high-resolution model of the geologic structure and associated seismic velocities in the Canterbury, New Zealand region is developed utilising data from depthconverted seismic reflection lines, petroleum and water well logs, cone penetration tests, and implicitly guided by existing contour maps and geologic cross sections in data sparse subregions. The model, developed using geostatistical Kriging, explicitly represents the significant and regionally recognisable geologic surfaces that mark the boundaries between geologic units with distinct lithology and age. The model is examined in the form of both geologic surface elevation contour maps as well as vertical cross sections of shear wave velocity, with the most prominent features being the Banks Peninsula Miocene-Pliocene volcanic edifice, and the Pegasus and Rakaia late Mesozoic-Neogene sedimentary basins. The adequacy of the modelled geologic surfaces is assessed through a residual analysis of point constraints used in the Kriging and qualitative comparisons with previous geologic models of subsets of the region. Seismic velocities for the lithological units between the geologic surfaces have also been derived, thus providing the necessary information for a Canterbury velocity model (CantVM) for use in physics-based seismic wave propagation. The developed model also has application for the determination of depths to specified shear wave velocities for use in empirical ground motion modelling, which is explicitly discussed via an example.
Recycling is often employed as part of a disaster waste management system. However, the feasibility, method and effectiveness of recycling varies between disaster events. This qualitative study is based on literature reviews, expert interviews and active participatory research of five international disaster events in developed countries (2009 Victorian Bushfires, Australia; 2009 L’Aquila earthquake, Italy; 2005 Hurricane Katrina, United States; 2010 and 2011 Canterbury earthquakes, New Zealand; 2011 Great East Japan earthquake) to answer three questions: What are the main factors that affect the feasibility of recycling post-disaster? When is on-site or off-site separation more effective? What management approaches improve recycling effectiveness? Seven disaster-specific factors need to be assessed to determine the feasibility of disaster waste recycling programmes: volume of waste; degree of mixing of waste; human and environmental health hazards; areal extent of the waste; community priorities; funding mechanisms; and existing and disaster-specific regulations. The appropriateness of on or off-site waste separation depends on four factors: time constraints; resource availability; degree of mixing of waste and human and public health hazards. Successful recycling programmes require good management including clear and well enforced policies (through good contracts or regulations) and pre-event planning. Further research into post-disaster recycling markets, funding mechanisms and recycling in developing countries is recommended.
Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.
The Manchester Courts building was a heritage building located in central Christchurch (New Zealand) that was damaged in the Mw 7.1 Darfield earthquake on 4 September 2010 and subsequently demolished as a risk reduction exercise. Because the building was heritage listed, the decision to demolish the building resulted in strong objections from heritage supporters who were of the opinion that the building had sufficient residual strength to survive possible aftershock earthquakes. On 22 February 2011 Christchurch was struck by a severe aftershock, leading to the question of whether building demolition had proven to be the correct risk reduction strategy. Finite element analysis was used to undertake a performance-based assessment, validating the accuracy of the model using the damage observed in the building before its collapse. In addition, soil-structure interaction was introduced into the research due to the comparatively low shear wave velocity of the soil. The demolition of a landmark heritage building was a tragedy that Christchurch will never recover from, but the decision was made considering safety, societal, economic and psychological aspects in order to protect the city and its citizens. The analytical results suggest that the Manchester Courts building would have collapsed during the 2011 Christchurch earthquake, and that the collapse of the building would have resulted in significant fatalities.
A dramatic consequence of the Christchurch, New Zealand, earthquakes of 2010 and 2011 was the widespread liquefaction in the city. Part of the central business district (CBD) was badly affected by liquefaction but elsewhere large volumes of ejecta were not evident for those parts of the CBD where the upper layers in the soil profile are sandy gravel and gravelly sand. The purpose of the paper is to investigate the effect of the gravel permeability on the rise and dissipation of excess pore water pressure during cyclic loading of a soil profile idealised from Christchurch data. The Cyclic1D software, which performs one-dimensional non-linear effective stress site response analysis, was used. Permeability values associated with gravel were found to suppress the cyclic accumulation of excess pore water pressure in gravel layers. Given that there has not been any systematic measurement of the in situ permeability of the gravels in Christchurch, the modelling in the paper suggests that likely values for the bulk permeability of the gravel layers are within the range suggested in the geotechnical literature. However, the work reported is of wider application than Christchurch and emphasises the controlling influence of permeability on the accumulation and dissipation of cyclic pore pressures. The majority of current procedures used to deduce liquefaction potential of soils rely on empirical methods. These methods have been proven to work in the past, but these methods are known to overestimate the liquefaction potential in certain regions of Christchurch due to a whole range of factors, and the theoretical basis behind these methods cannot be explained scientifically. Critical state soil mechanics theory was chosen to provide an explanation for the soil's behaviour during the undrained shearing. Soils from two sites in Christchurch were characterised at regular intervals for the critical layers and tested for the critical state lines (CSL). Various models and relationships were then used to predict the CSL and compared with the actual CSL. However none of the methods used managed to predict the CSL accurately, and a separate Christchurch exclusive relationship was proposed. The resultant state parameter values could be obtained from shear-wave velocity plots and were then developed into cyclic resistance ratios (CRR). These were subsequently compared with cyclic stress ratios (CSR) from recent Christchurch earthquakes to obtain the factor of safety. This CSL-based approach was compared with other empirical methods and was shown to yield a favourable relationship with visual observations at the sites' locations following the earthquake.
Seismic retrofitting of unreinforced masonry buildings using posttensioning has been the topic of many recent experimental research projects. However, the performance of such retrofit designs in actual design level earthquakes has previously been poorly documented. In 1984 two stone masonry buildings within The Arts Centre of Christchurch received posttensioned seismic retrofits, which were subsequently subjected to design level seismic loads during the 2010/2011 Canterbury earthquake sequence. These 26 year old retrofits were part of a global scheme to strengthen and secure the historic building complex and were subject to considerable budgetary constraints. Given the limited resources available at the time of construction and the current degraded state of the steel posttension tendons, the posttensioned retrofits performed well in preventing major damage to the overall structure of the two buildings in the Canterbury earthquakes. When compared to other similar unretrofitted structures within The Arts Centre, it is demonstrated that the posttensioning significantly improved the in-plane and out-of-plane wall strength and the ability to limit residual wall displacements. The history of The Arts Centre buildings and the details of the Canterbury earthquakes is discussed, followed by examination of the performance of the posttension retrofits and the suitability of this technique for future retrofitting of other historic unreinforced masonry buildings. http://www.aees.org.au/downloads/conference-papers/
The magnitude Mw 6.2 earthquake of February 22nd 2011 that struck beneath the city of Christchurch, New Zealand, caused widespread damage and was particularly destructive to the Central Business District (CBD). The shaking caused major damage, including collapses of structures, and initiated ground failure in the form of soil liquefaction and consequent effects such as sand boils, surface flooding, large differential settlements of buildings and lateral spreading of ground towards rivers were observed. A research project underway at the University of Canterbury to characterise the engineering behaviour of the soils in the region was influenced by this event to focus on the performance of the highly variable ground conditions in the CBD. This paper outlines the methodology of this research to characterise the key soil horizons that underlie the CBD that influenced the performance of important structures during the recent earthquakes, and will influence the performance of the rebuilt city centre under future events. The methodology follows post-earthquake reconnaissance in the central city, a desk study on ground conditions, site selection, mobilisation of a post-earthquake ground investigation incorporating the cone penetration test (CPT), borehole drilling, shear wave velocity profiling and Gel-push sampling followed by a programme of laboratory testing including monotonic and cyclic testing of the soils obtained in the investigation. The research is timely and aims to inform the impending rebuild, with appropriate information on the soils response to dynamic loading, and the influence this has on the performance of structures with various foundation forms.
The ultimate goal of this study is to develop a model representing the in-plane behaviour of plasterboard ceiling diaphragms, as part of the efforts towards performance-based seismic engineering of low-rise light timber-framed (LTF) residential buildings in New Zealand (NZ). LTF residential buildings in NZ are constructed according to a prescriptive standard – NZS 3604 Timberframed buildings [1]. With regards to seismic resisting systems, LTF buildings constructed to NZS3604 often have irregular bracing arrangements within a floor plane. A damage survey of LTF buildings after the Canterbury earthquake revealed that structural irregularity (irregular bracing arrangement within a plane) significantly exacerbated the earthquake damage to LTF buildings. When a building has irregular bracing arrangements, the building will have not only translational deflections but also a torsional response in earthquakes. How effectively the induced torsion can be resolved depends on the stiffness of the floors/roof diaphragms. Ceiling and floor diaphragms in LTF buildings in NZ have different construction details from the rest of the world and there appears to be no information available on timber diaphragms typical of NZ practice. This paper presents experimental studies undertaken on plasterboard ceiling diaphragms as typical of NZ residential practice. Based on the test results, a mathematical model simulating the in-plane stiffness of plasterboard ceiling diaphragms was developed, and the developed model has a similar format to that of plasterboard bracing wall elements presented in an accompany paper by Liu [2]. With these two models, three-dimensional non-linear push-over studies of LTF buildings can be undertaken to calculate seismic performance of irregular LTF buildings.
Social and natural capital are fundamental to people’s wellbeing, often within the context of local community. Developing communities and linking people together provide benefits in terms of mental well-being, physical activity and other associated health outcomes. The research presented here was carried out in Christchurch - Ōtautahi, New Zealand, a city currently re-building, after a series of devastating earthquakes in 2010 and 2011. Poor mental health has been shown to be a significant post-earthquake problem, and social connection has been postulated as part of a solution. By curating a disparate set of community services, activities and facilities, organised into a Geographic Information Systems (GIS) database, we created i) an accessibility analysis of 11 health and well-being services, ii) a mobility scenario analysis focusing on 4 general well-being services and iii) a location-allocation model focusing on 3 primary health care and welfare location optimisation. Our results demonstrate that overall, the majority of neighbourhoods in Christchurch benefit from a high level of accessibility to almost all the services; but with an urban-rural gradient (the further away from the centre, the less services are available, as is expected). The noticeable exception to this trend, is that the more deprived eastern suburbs have poorer accessibility, suggesting social inequity in accessibility. The findings presented here show the potential of optimisation modelling and database curation for urban and community facility planning purposes.
Observations of out-of-plane (OOP) instability in the 2010 Chile earthquake and in the 2011 Christchurch earthquake resulted in concerns about the current design provisions of structural walls. This mode of failure was previously observed in the experimental response of some wall specimens subjected to in-plane loading. Therefore, the postulations proposed for prediction of the limit states corresponding to OOP instability of rectangular walls are generally based on stability analysis under in-plane loading only. These approaches address stability of a cracked wall section when subjected to compression, thereby considering the level of residual strain developed in the reinforcement as the parameter that prevents timely crack closure of the wall section and induces stability failure. The New Zealand code requirements addressing the OOP instability of structural walls are based on the assumptions used in the literature and the analytical methods proposed for mathematical determination of the critical strain values. In this study, a parametric study is conducted using a numerical model capable of simulating OOP instability of rectangular walls to evaluate sensitivity of the OOP response of rectangular walls to variation of different parameters identified to be governing this failure mechanism. The effects of wall slenderness (unsupported height-to-thickness) ratio, longitudinal reinforcement ratio of the boundary regions and length on the OOP response of walls are evaluated. A clear trend was observed regarding the influence of these parameters on the initiation of OOP displacement, based on which simple equations are proposed for prediction of OOP instability in rectangular walls.
On February 22, 2011, a magnitude Mw 6.2 earthquake affected the Canterbury region, New Zealand, resulting in many fatalities. Liquefaction occurred across many areas, visible on the surface as ‘‘sand volcanoes’’, blisters and subsidence, causing significant damage to buildings, land and infrastructure. Liquefaction occurred at a number of sites across the Christchurch Boys High School sports grounds; one area in particular contained a piston ground failure and an adjacent silt volcano. Here, as part of a class project, we apply near-surface geophysics to image these two liquefaction features and determine whether they share a subsurface connection. Hand auger results enable correlation of the geophysical responses with the subsurface stratigraphy. The survey results suggest that there is a subsurface link, likely via a paleo-stream channel. The anomalous responses of the horizontal loop electromagnetic survey and electrical resistivity imaging highlight the disruption of the subsurface electrical properties beneath and between the two liquefaction features. The vertical magnetic gradient may also show a subtle anomalous response in this area, however the results are inconclusive. The ground penetrating radar survey shows disruption of the subsurface stratigraphy beneath the liquefaction features, in particular sediment mounding beneath the silt ejection (‘‘silt volcano’’) and stratigraphic disruption beneath the piston failure. The results indicate how near-surface geophysics allow the characteristics of liquefaction in the subsurface to be better understood, which could aid remediation work following liquefaction-induced land damage and guide interpretation of geophysical surveys of paleoliquefaction features.
On 22 February 2011, Canterbury and its largest city Christchurch experienced its second major earthquake within six months. The region is facing major economic and organisational challenges in the aftermath of these events. Approximately 25% of all buildings in the Christchurch CBD have been “red tagged” or deemed unsafe to enter. The New Zealand Treasury estimates that the combined cost of the February earthquake and the September earthquake is approximately NZ$15 billion[2]. This paper examines the national and regional economic climate prior to the event, discusses the immediate economic implications of this event, and the challenges and opportunities faced by organisations affected by this event. In order to facilitate recovery of the Christchurch area, organisations must adjust to a new norm; finding ways not only to continue functioning, but to grow in the months and years following these earthquakes. Some organisations relocated within days to areas that have been less affected by the earthquakes. Others are taking advantage of government subsidised aid packages to help retain their employees until they can make long-term decisions about the future of their organisation. This paper is framed as a “report from the field” in order to provide insight into the early recovery scenario as it applies to organisations affected by the February 2011 earthquake. It is intended both to inform and facilitate discussion about how organisations can and should pursue recovery in Canterbury, and how organisations can become more resilient in the face of the next crisis.
In this paper we outline the process and outcomes of a multi-agency, multi-sector research collaboration, led by the Canterbury Earthquake Research Authority (CERA). The CERA Wellbeing Survey (CWS) is a serial, cross-sectional survey that is to be repeated six-monthly (in April and September) until the end of the CERA Act, in April 2016. The survey gathers self-reported wellbeing data to supplement the monitoring of the social recovery undertaken through CERA's Canterbury Wellbeing Index. Thereby informing a range of relevant agency decision-making, the CWS was also intended to provide the community and other sectors with a broad indication of how the population is tracking in the recovery. The primary objective was to ensure that decision-making was appropriately informed, with the concurrent aim of compiling a robust dataset that is of value to future researchers, and to the wider, global hazard and disaster research endeavor. The paper begins with an outline of both the Canterbury earthquake sequence, and the research context informing this collaborative project, before reporting on the methodology and significant results to date. It concludes with a discussion of both the survey results, and the collaborative process through which it was developed.
Live monitoring data and simple dynamic reduced-order models of the Christchurch Women’s Hospital (CWH) help explain the performance of the base isolation (BI) system of the hospital during the series of Canterbury earthquakes in 2011-2012. A Park-Wen-Ang hysteresis model is employed to simulate the performance of the BI system and results are compared to measured data recorded above the isolation layer and on the 6th story. Simplified single, two and three degree of freedom models (SDOF, 2DOF and 3DOF) show that the CWH structure did not behave as an isolated but as a fixed-base structure. Comparisons of accelerations and deflections between simulated and monitored data show a good match for isolation stiffness values of approximately two times of the value documented in the design specification and test protocol. Furthermore, an analysis of purely measured data revealed very little to no relative motion across the isolators for large events of moment magnitude scale (Mw) 5.8 and 6.0 that occurred within 3 hours of each other on December 23, 2011. One of the major findings is that the BI system during the seismic events on December 23, 2011 did not yield and that the superstructure performed as a fixed-base building, indicating a need to reevaluate the analysis, design and implementation of these structures.
Despite their good performance in terms of their design objectives, many modern code-prescriptive buildings built in Christchurch, New Zealand had to be razed after the 2010-2011 Canterbury earthquakes because repairs were deemed too costly due to widespread sacrificial damage. Clearly a more effective design paradigm is needed to create more resilient structures. Rocking, post-tensioned connections with supplemental energy dissipation can contribute to a damage avoidance designs (DAD). However, few have achieved all three key design objectives of damage-resistant rocking, inherent recentering ability, and repeatable, damage-free energy dissipation for all cycles, which together offer a response which is independent of loading history. Results of experimental tests are presented for a near full-scale rocking beam-column sub-assemblage. A matrix of test results is presented for the system under varying levels of posttensioning, with and without supplemental dampers. Importantly, this parametric study delineates each contribution to response. Practical limitations on posttensioning are identified: a minimum to ensure static structural re-centering, and a maximum to ensure deformability without threadbar yielding. Good agreement between a mechanistic model and experimental results over all parameters and inputs indicates the model is robust and accurate for design. The overall results indicate that it is possible to create a DAD connection where the non-linear force-deformation response is loading history independent and repeatable over numerous loading cycles, without damage, creating the opportunity for the design and implementation of highly resilient structures.

Fault rupture, ground shaking, liquefaction, and co-seismic landslides caused severe damage to distributed infrastructure, and particularly transportation networks; large segments of the country’s main highway, State Highway 1 (SH1), and the Main North Line (MNL) railway line, were damaged between Picton and Christchurch. The damage caused direct local impacts, including isolation of communities, and wider regional impacts, including disruption of supply chains. Adaptive measures have ensured immediate continued regional transport of goods and people. Air and sea transport increased quickly, both for emergency response and to ensure routine transport of goods. Road diversions have also allowed critical connections to remain operable. This effective response to regional transport challenges allowed Civil Defence Emergency Management to quickly prioritise access to isolated settlements, all of which had road access 23 days after the earthquake. However, 100 days after the earthquake, critical segments of SH1 and the MNL remain closed and their ongoing repairs are a serious national strategic, as well as local, concern. This paper presents the impacts on South Island transport infrastructure, and subsequent management through the emergency response and early recovery phases, during the first 100 days following the initial earthquake, and highlights lessons for transportation system resilience.
